Data from the German Federal Statistical Office show that economic production in this country decreased significantly in 2020, and gross domestic product decreased by 5% compared to the previous year. This means that the German economy suffered a deep recession in 2020 owing to the consequences of the COVID-19 pandemic, which disrupted the ten-year positive dynamics of economic growth. The purpose of the article is to define the features and characteristics of the impact of the COVID-19 pandemic on the components of Germany’s foreign economic activity. The place and role of Germany in world trade are considered. The impact of the consequences of the COVID-19 pandemic on the economic indicators of Germany and the European Union was examined, in particular, a significant drop in GDP in the second quarter of 2020. It is substantiated that the German economy is export-oriented and at the same time to some extent it is import-dependent. The impact of the COVID-19 pandemic on international trade in goods is outlined. In particular, since March 2020, there has been a significant drop in Germany’s exports and imports indicators owing to logistical problems and failures in supply chains. It is defined that motor vehicles and spare parts for them, as well as machinery and chemical products are the largest groups of goods among the exports and imports of Germany. Using the calculated RCA index, it was found out that according to these groups of goods, Germany also has comparative advantages. The dynamics of export and import volumes of the main commodity groups of Germany is presented. The prolonged impact of the pandemic, in particular the restrictive measures taken in the spring of 2019, on a significant drop in exports and imports in mid-April 2020 has been researched. It is proved that the high degree of openness of the German economy has increased macroeconomic stability in the context of the impact of the pandemic. It is found out that foreign economic activity is one of the important factors that helped the German economy cope with the COVID-19 crisis. A description of the successful EU policy in response to the consequences of the impact of the COVID-19 pandemic is given.

The purpose of the article is to study the problematic issues regarding the activities of industrial parks as instruments of investment policy in Ukraine and to analyze the directions of their efficient functioning under martial law. The theoretical foundations of the development of industrial parks, their essence and features of functioning are considered. The normative and legal regulation of industrial parks in Ukraine is characterized. The main draft legislative acts that are at the stages of consideration of the relevant committees are mentioned. The organization of activities of existing Ukrainian industrial parks, in particular the problems of their creation and functioning in modern militarized conditions, is considered. The activity of industrial parks in Ukraine during 2012-2021 is researched. The slow process of creating these sites, the imperfection of domestic legislation and the lack of appropriate funding are noted. The effects of the construction of new industrial parks, in particular conservative and optimistic scenarios, are described. The major problems of industrial parks in Ukraine in wartime are analyzed. The advantages of relocation of enterprises to the territory of existing industrial parks are characterized, which include: the presence of ready-made premises with the necessary communications; provision by the management company of all necessary administrative and other services to residents; cooperation of residents with each other, creation of joint supply chains, the possibility of sending goods through the logistics center located in the same park. The main directions of solving the problems of effective and safe development of industrial parks, which will contribute to the relocation of enterprises, attracting investments and restoring the economy of Ukraine after the war, are examined.

The purpose of the article is to identify and analyze the signs and features of the transformation of living labor under the influence of digitalization. The article examines the essence of the concept of «transformation of living labor» and the nature of the impact of digitalization of the economy thereupon; the directions of changes in living labor in the conditions of formation of the information and network economy were identified; changes in forms of employment in the context of the formation of the gig economy sector were substantiated; peculiarities of the functioning of digital platforms as a new type of basic economic institution and the scale of the influence of digital technologies on living labor through the prism of changes in the organic capital structure were revealed; the contours of the change in the formation of the cost of labor force as a result of a change in the owners of the means of production were indicated; the essence of digital capital was researched; the multidirectional nature of the processes that form the demand and supply of labor force in Ukraine was studied and substantiated. Based on the theories of transformation of systems and the labor economics, the concept of «transformation of living labor» is defined as changes in social and labor relations that arise in the processes of creating new value and reproduction of labor force. It is proposed to distinguish two levels of research on the transformation of living labor under the influence of digital technologies, namely: common to the economic environment and specific to the labor market, which made it possible to further determine the directions of its changes according to the characteristics of each of them, using the method of abstraction. The theoretical substantiation of changes according to the signs of two levels of transformation of living labor was further developed. For the first level, which defines the determinants of general shifts for the economic environment, it is proposed and substantiated to single out such features as: the transition from an industrial-market to an information-network economy; formation of the gig economy; formation of digital platforms; for the second level, which is specific to the labor market, the signs of transformation processes are as follows: creating conditions for the growth of the organic capital structure; changes in the formation of components of the cost of labor force as a result of a change in the owners of the means of production; formation of digital capital; multidirectional processes that form supply and demand in the labor market. The blocks by which it is advisable to examine the effectiveness of the use of digital platforms, according to the authors, can be: production costs; quality of products, works, services; use of working time; the level and quality of e-commerce; the level of economic relations; quality of access to information.

The article provides the definitions of the concept of both a startup and a startups ecosystem, on the basis of many analyzed scientific works of both domestic and foreign scholars. It is proved that the startups ecosystem is understood as a network that unites various subjects of the innovation process (universities, venture capital companies, marketers, entrepreneurs, audit and consulting agencies, etc.) that interact with each other on the basis of certain agreed «rules of the game». The overall startups ecosystem is taken for an example, being represented by four levels (global (international); national; regional; local). Each of the individual levels creates conditions for the development and successful functioning of startups. The publication presents in more detail the totality of participants in the local startups ecosystem, where it is determined that universities play a rather important role in the processes of formation of innovation ecosystems. The model of the innovation ecosystem of the university is represented by scientific research units, such as the research department, research institute, research sector, which include both the units in which research is carried out (scientific departments, laboratories, centers) and scientific and auxiliary structures (departments of scientific and technical information, research support, financial planning, and personnel). During the formation of an innovation ecosystem of the university, it is important to carry out the process of commercialization of innovative ideas. The importance of developing a startups ecosystem in entrepreneurship is proven. The State authorities are obliged to support, stimulate and encourage the development of entrepreneurship both in the country in general and in its regions in particular. The main programs of development and support of entrepreneurial activity at the regional level are analyzed. It is proved that supporting entrepreneurship in Ukraine by creating a favorable climate for the development of entrepreneurship, identifying all the components that stimulate the formation, attraction of new and expansion of existing small and medium-sized businesses is one of the main directions of implementation of the policy of economic development of the State and its regions.

The purpose of the article is the formation of business models of the energy sector of the economy on the basis of neotechnological reproduction. According to the results of the carried out study, we can state that, despite the fact that Ukraine has a strong fuel and energy potential, it lags behind the most economically developed countries in the technological, information, and digital provision. The old model of industrialization, based on the circulation of an increasing number of natural, material and labor resources, must now be changed to meet the requirements of neotechnological reproduction. The article, based on the results of the carried out analysis, defines that the pace of transition to efficient energy use does not keep with the goals declared by international politics. Energy conservation, bioenergy, carbon capture and storage are prime examples of areas where there is significant potential for technological development, still it is unlikely to be realized unless decisive policy actions will lead to the necessary investments. Some significant progress in the development and implementation of new technologies was achieved only where the policy clearly demonstrated the value of technical innovation. The recovery of the national economy is happening at a faster pace than previously expected, though still maintaining some imbalance of supply and demand in the energy market, which, in turn, influences the stability of energy carriers prices. In the future, energy will face many more shocks and periods of turbulence. Therefore, the government faces the difficult task of developing an individual, comprehensive and balanced approach to the development of a national strategy for the development and formation of energy security. The basis of this process will be the desire to ensure national energy security, that is, taking into account both environmental and economic aspects through proper diversification of energy supply sources

The purpose of the article is a comparative analysis and generalization of cluster forms of cooperation of dairy industry enterprises, substantiating the expediency of forming a territorial cluster and determining its main participants. The theoretical basis of the research is the basic provisions of economic theory in terms of the forms of contractual relations of the participants of the interaction. The methodological basis of the research is the methods of generalization, systematization, comparison, and classification. As a result of the study, it was established that the goal of forming a territorial cluster is the sustainability of the resource potential of the necessary quantity and quality for the production of dairy products. The way to implement the defined goal is to support the development of peasant farming. Within the framework of the industry cluster, the goal of coordinating the actions of its participants in the dairy market, forming the horizontal integration of production chains creating added value, is implemented. The purpose of creating an innovation cluster is to ensure innovative leadership on the market and implement the import substitution policy. A sign of an agro-industrial cluster is the formation of complete closed cycles of dairy production, while the goal consists in comprehensive management of production and sales risks. The specified differences in the purposes of forming clusters determine the differences in the tasks implemented by the cluster, its structure, the system of interconnections, performance evaluation indicators, etc. Taking into account the set goal, the structure of the cluster is formed. The structure of the territorial cluster formed with the participation of dairy industry enterprises, farms, transport organizations, logistics structures, and banks will ensure economic, social, and regional effectiveness. The practical significance of the obtained results lies in the possibility of using the formed structure and aggregated functions of the participants of the territorial cluster. The social consequences of the study are related to the possibilities of growth in the number of business entities and the level of employment in the region where the cluster is located. The originality of the research results lies in identifying differences in the purposes of cluster formation, the system of relationships, performance evaluation indicators, and the identification of prerequisites for creating a territorial cluster. Prospects for further research include the development of a methodology for assessing the level of balance in the implementation of the economic interests of all cluster participants.

The article analyzes the essence and factors influencing the labor security and health of staff in the process of work. The factors of danger to the health of workers in conditions of war are determined. The purpose of the article is a theoretical generalization of approaches to the use of analytical instruments in the formation of key HR tasks at the stages of project management in the field of labor security of staff in the enterprise. The methodological basis for the implementation of a HR project are formulated; attention is paid to the upgrade by companies of mandatory regulatory and legal regulations in the field of labor protection and arrangement of workplaces. A characterization of factors influencing health in the process of professional activity of workers in the wartime is presented. A checklist is proposed in the context of the functional tasks of HR managers at the stages of project management for the security and health of employees in the workplace. Among the key tasks of a HR manager in project management, the following components are outlined: goals and indicators of efficiency and implementation of the project are formed; the main risks in the event of hazards to staff are identified; probable risks are identified and measures to level the risks of the HR project are formulated; estimated indicators are provided. Emphasis is placed on the communication interaction of staff and the capabilities of the enterprise, which in the first line include: means of operational, remote and emergency communication; organizational regulations on labor protection as the regulatory framework of the project. The indicators and criteria for evaluating the performance of staff in the field of labor protection and fire safety during the implementation of the project are specified. The need for further research to identify the causes of professional and ecological security of personnel of companies is substantiated.

The article sets out the substantiations and practical recommendations for assessing the efficiency of industrial enterprises. On the example of assessing the efficiency of business entities of the public sector of the economy by type of economic activity in 2021, which is recommended to be calculated on the basis of applying the mathematical method of constructing an integral taxonomic indicator of development, and evaluating the efficiency of business entities of the public sector of the economy in the regional context, the advantages of its implementation technology have been justified. It is noted that in areas where there is a low level of efficiency of business entities in the public sector of the economy, it is necessary to develop programs that would systematically solve the problems of efficiency and its management. To develop these programs, the necessary step is to improve the information support for assessing the efficiency of business entities in the public sector of the economy on the basis of filling a single database of electronic reporting of business entities of the public sector of the economy and summarizing, consolidating relevant reports in accordance with the Procedure for submitting reports and information on fiscal risks to the Ministry of Economy. The assessment is recommended to be methodically implemented according to the following logic of the stages: 1) the formation of information support for the assessment in the form of a system of indicators, which has an official accounting basis; 2) selection of an analytical method for developing an integral indicator; 3) comparison of the achieved levels of values with the planned or regulatory, or reference ones for determining reserves and diagnosing critical situations; 4) determination of the influence of factors of the external and internal environment; 5) development of management measures to ensure the efficiency of activities. This logic of assessment has a scientific basis and is distinguished by objectivity and reliability.

The article is aimed at substantiating the influence of computerized information systems for accounting and taxation on the formation of high-quality information in the context of globalization and digitalization of economic relations. It is proved that the formation of the information society involves the subordination of economic growth to the qualitative parameters of social and economic development, since further progress will be determined not so much by the production of goods as by the expanded use of information. It is determined that information is a factor of globalization in the information society, so national strategies for economic development of countries of the world should be built on the specifics and main trends of globalization processes, on the grounds of the conception of sustainable development. It is substantiated that the digital economy consists of three main parts, namely: infrastructure development and support, e-business, and e-commerce. It is noted that for the effective functioning and development of each component of the digital economy, a precise accounting and taxation system is needed, which will provide high-quality, reliable and complete information for making managerial decisions. A list of the main directions of development of digital socioeconomic relations in the conditions of global cooperation is proposed. It is determined that the computerized information system of enterprise management is a set of economic-mathematical methods and models, technical, software, technological instruments and solutions, as well as the availability of specialists for information processing and managerial decision-making. The most popular in Ukraine are the integrated corporate information systems «Parus», «Galaxy», «BAS», SAP R/3 (SAP AG), etc., and the correct choice of the type of information system by an enterprise requires a classification of such systems according to the criterion of complexity of the functions and tasks performed at enterprise. It is proved that the use of computerized information systems in accounting and taxation leads to simplification of administration, ensures the preparation of reliable, understandable and comparable financial and management reporting, aligning internal relations between the departments of accounting, economic, control services and increasing the analytical value of information about the financial and economic activities of the enterprise as a whole and its individual important links in particular. Concerning the system of accounting and taxation, it is proposed to allocate several sections of information about the economic activity of the enterprise, which include accounting, analytical, forecast and management information. Each of these information blocks is sensitive to the influence of a certain group of factors, needs to have a number of problems solved, and has reserves to improve the organizational and quality level. The general algorithm of the automated process of accounting and taxation of any business operations through modeling is constructed. The considered problems of computerization of information systems of accounting and taxation and the proposed recommendations for their solution create a basis for continuing research in the direction of improving the methodology and organization of accounting and taxation of economic activity of enterprises in the context of globalization and digitalization of the economy.

The purpose of the article is to study the theoretical foundations of budget security, highlight threats and directions for its strengthening, as well as an carry out an indicative analysis of the security situation in the budget sphere of Ukraine. Examining and summarizing the scientific works of many scholars, both economists and theorists, the authors’ own definition of the economic essence of «budget security» is developed. The basic foundations of theoretical identification of budget security of the State are allocated and substantiated. The indicators for assessing the level of budget security are outlined and the input information for their calculation is provided. The input information is analyzed to calculate the indicators of the state of budget security of Ukraine in 2016-2021. Critical and optimal values of indicators are highlighted. A list of indicators for determining the state of budget security of Ukraine in 2016-2021 was put to calculation. As a result, an integral indicator of Ukraine’s budget security was calculated. The level of budget security of Ukraine for 2022-2024 is prognosticated. Threats to ensuring the optimal level of budget security of Ukraine are allocated. It is proved that the main threats to Ukraine’s budget security can be determined by examining the ratio of total payments for servicing and repayment of public debt and the State budget revenues. The key directions of strengthening the budget security of our State have been identified. It is proved that ensuring the budget security of the State is one of the major tasks of implementing the strategic guidelines of the country’s development programs. Prospect for further research in this direction is to determine the degree of influence of business entities and the State institutions on the mechanisms for ensuring budget security. Further study and research of budgetary relations in the field of budget security can lead to the strengthening of traditional budget management.

The purpose of the article is to study the current status of financial monitoring carried out in the securities market of Ukraine. The article analyzes the activities of the entities of the State-based financial monitoring and primary financial monitoring in the stock market of Ukraine. Their main functions and tasks in the financial monitoring system are distinguished. Based on the carried out research, it is concluded that securities are often used in illegal schemes (withdrawal of assets outside Ukraine, minimization of tax liabilities, tax evasion, etc.) that precede the laundering of criminal income. One of the risky instruments of the financial market was also the purchase and sale of domestic government bonds. On the one hand, this type of securities can be considered one of the most reliable financial instruments due to its high liquidity and wide range of applications. At the same time, the high demand and peculiarities of execution of contracts concluded on the stock exchange for the purchase/sale of domestic government bonds make them attractive in schemes of legalization of illegal income, especially for public figures who must declare their wealth. Considering the nature of reports of violations of securities transactions, it can be concluded that there is a high proportion of possible schemes for legalizing dirty funds. Under martial law, there have been significant changes in the process of identification and verification of clients of the primary financial monitoring entities in order to simplify the purchase of government securities. Thus it is worth noting that the largest share of violations of financial legislation falls on government bonds, which have become available to various categories of investors (including individuals). This fact may contribute to the emergence of new schemes for laundering (legalization) of proceeds from crime. Therefore, the entities of the State-based financial monitoring should develop a system of hedging risks regarding the placement of government bonds among different categories of investors. This is especially true of the over-the-counter market. It is worth noting that this segment of the stock market is under the partial control of the national depository of the NBU. Therefore, it is proposed to create an entity in the securities market that would adopt the functions of controlling and preventing fraudulent and manipulative actions with securities.

The article analyzes the diverse aspects of determining the economic content of leasing as an integral form of entrepreneurial activity, which includes rental, credit and investment relations. It is noted that in the functional aspect, leasing is an institution that provides technical re-equipment of enterprises and acceleration of scientific-technological progress through direct investments in material and financial forms. It is underlined that leasing has a complex triple basis and contains simultaneously elements of a trade agreement, investment and lease forms of activity, which are closely combined and interact with each other, forming a novel economic and legal form of entrepreneurial activity. At that, the right to use the property is separated from the right to own it. In some cases, after the expiration of the lease term, the lessee’s right to purchase the object and the ownership of it may be provided. It is shown that the functioning of leasing as an independent type of entrepreneurship is based on the possibility of dividing the components of ownership into two constituents – the use of the object (its use in accordance with the purpose and with the aim of generating income) and the right of absolute property of the person. At that, too, leasing is considered as one of the mechanisms for overcoming the crisis in the economy and improving the investment climate. It is substantiated that the further development of the leasing business requires improvement of leasing mechanisms and the further, more complex schemes for fulfilling the agreements, since leasing relations are a special type of financial relations, the specificity of which is that leasing is used, first of all, as a form of investment financing, contributing to an increase in the economic potential of both individual economic entities and the leasing services market in general. A refined definition of leasing as an independent, system-forming, integral, economic and legal form of entrepreneurial activity is proposed, including a whole range of economic relations – investment, credit, rental, and trade.

In the conditions of permanent changes caused by instability as a result of the war and an increase in the uncertainty of the business environment, the development of enterprises is changing dramatically. The article elaborates an interpretation of the development of enterprise as a process of quantitative, qualitative and structural changes in its state (potential) and functional activity to achieve the established vision and goals (effectiveness), which are determined by an immanent tendency to improve, in conditions of permanent changes in the business environment. The concepts of both innovation and development are considered. The main tendencies in changes in macroeconomic indicators of Ukraine are analyzed. When analyzing the balance of enterprises, it was noted that the rapid deterioration of non-current assets at enterprises is caused by unsatisfactory depreciation of fixed assets. Problems with the sale of products lead to an increase in the share of current assets in the balance of enterprises. The unsatisfactory state of the balance of enterprises leads to a slowdown in the development of industry in Ukraine. The level of wages in industry branches is not the same, differing from the type of activity. The development of the economy and society are in constant interaction and interconnection. The carried out study of domestic practical experience of industrial production indicates a high intellectual and human potential, while the number of enterprises implementing innovations in 2020 amounted to only 14.9% of the total number of industrial enterprises, which is 4 times less than in developed countries. It is determined that the main problems affecting the development of the industrial complex of Ukraine are associated with: insufficient innovative activity of enterprises; loss of established markets for products; technical obsolescence and poor product quality; insufficient internal funding; inefficient use of depreciation funds by enterprises.

The article defines modern technologies for managing the innovative potential of industrial enterprises and the conditions for their use. It is noted that the current state of innovation activity in Ukraine is unsatisfactory. It is characterized by a small proportion of innovative products in the total volume of the product output by domestic manufacturers; inability of enterprise management to adapt to the volatile external environment and the consequences of the global financial crisis. For Ukraine, the main problem in the innovation sphere is the rejection by many industrial enterprises of changes and «rules of the game» in the modern business environment. It is found out that in order to solve the issues of improving the efficiency of management of the innovative potential of industrial enterprises of Ukraine, it is necessary to use a complex of progressive technologies of general management, which will positively affect the innovative sphere of activity of any economic entity. It is noted that the tasks that are solved by modern technologies for managing the innovative potential of industrial enterprises should take into account: availability, quantity and quality of resources; market condition; competitive environment; technological level of the enterprise. In particular, the tasks are determined for the long and short term, where the criteria and parameters for managing innovative processes at an industrial enterprise are established. It is concluded that one of the important conditions for the effective management of the innovative potential of industrial enterprises in Ukraine is the use of modern management technologies, which are based on five approaches: target, process, functional, resource, and competitive. The proposed methodological approach to determining the reserves for improving the efficiency of innovation activities of an industrial enterprise makes it possible to assert that the calculation of efficiency indicators of innovation activity should be carried out on the basis of the actual results of the enterprise’s activities at regular time intervals.

Foresight, as one of the most effective tools of strategic management, logically fits into the system of strategizing, which determines the relevance and actuality of the presented study. The desire to exchange traditions and management practices, along with consideration of scale, also contribute to the development of strategic management, in particular, foresight management. The purpose of the publication is to identify the essence of the available foresight studies and the possibilities of introducing their results in practice, in particular at the enterprises of the ICT industry. To achieve the purpose, general and special methods were used, such as methods of system analysis, analysis and synthesis, empirical methods of comparison and generalization, case method. The task is set as follows: studying the practice of application of foresight methodology in the ICT industry. The article considers the content and features of foresight as a tool of strategic management of enterprise development used to ensure their competitiveness. The purpose of the practical application of foresight is the implementation of strategic long-term forecasting, which is formed on the basis of expert opinions, analyses of factors, identification of stakeholders, displaying alternative trends in the development of enterprise, allowing to form development scenarios and implement the chosen strategy. Its main advantage consists in the maintenance of the provision of competitive advantages for a long time. Standard methods can also be used when conducting a foresight, the best practices and achievements of other enterprises can be implemented as well. The main steps of foresight management are substantiated. The efficiency and prospects of its application are determined. The positive and negative aspects of the application of foresight methodology in the enterprises’ projects were analyzed. The conclusions and results of the article can be of advantage in the educational-scientific process of the economic faculties of higher educational institutions. It is expedient to transfer them for practical use in the management of enterprises in order to increase their efficiency on an innovative basis.

The innovative economy as the basis of post-industrial global development initiates qualitative changes in the system of organization and business management, which must adapt to the constantly changing conditions of competition at both the State and the international levels. Accordingly, economic entities are looking for new forms of interaction and are actively involved in the integrated structures of the present day. Thus, at the international level there are various strategic alliances, consortia, conglomerates and financial-industrial groups. At the national level, integrated cluster structures are being formed that contribute to increasing the competitiveness of both certain sectors of the national economy and the country as a whole. Each formation must function effectively. A number of studies be needed to measure and evaluate the efficiency of regional cluster formations. The article is aimed at systematizing and improving approaches to assessing the efficiency of regional cluster formations, which will allow to develop new approaches to efficiency assessment, identify new types of efficiency, consider indicators and form new groups of them to assess the efficiency of the cluster. The scientific article reflects the analysis of theoretical approaches to assessing the efficiency of regional clusters; discloses the methodology and stages of their formation; provides different approaches to the definition of the concept of «efficiency» in the context of the essential significance of this concept; provides systematization of approaches to assessing the efficiency of cluster formations based on methods for assessing competitiveness, evaluating innovative projects, calculating key indicators and quality methods. A system of qualitative criteria for assessing the efficiency of the regional cluster is allocated, which is based on economic, scientific, technical, social and environmental groups of indicators. The approaches to determining the types of efficiency of cluster formations and groups of indicators that can be used to compute this efficiency are systematized. Thus, the research is completed and rounded. However, it should be borne in mind that not all cluster enterprises can have a positive dynamics of financial-economic activities in different periods of time. In this regard, it is necessary to assess the efficiency of the structural components of the regional cluster in the context of the influence of external factors and develop a strategy for their development, which will allow timely detection of structural changes in indicators, develop new methods of assessment and learn from the experience of developed countries.

The article is aimed at studying the impact of the COVID-19 pandemic on the economies of the countries of the world. The main consequences of the COVID-19 pandemic for the economy are considered. It is noted that the outbreak of the pandemic has become one of the most serious threats to the world economy and financial markets. It is determined that concerns about the impact of the pandemic on the world economy have shaken markets around the world, in particular, stock prices and bond yields have fallen sharply. The main consequences of the pandemic for the world economy are currently the following: the fall in exchange indices; significant decline in oil prices and slowing development of the metals market; reduction of production; significant decrease in revenues of airlines and maritime transport, shopping and entertainment centers, tourism industry; decrease in incomes of the population; growth of profits of the pharmaceutical industry and the global gaming, educational and other online applications industry; increased investor demand for less risky assets. In such a situation the paces of the economic growth of both the majority of countries and the world economy in general at the present time are slowed down. This situation demonstrates the need to make informed decisions by the governments of the world and local authorities, which, in close cooperation with leading experts, the corporate sector and the population, should implement an effective socio-economic policy both in the context of lock-down and in the subsequent months after its completion. The main possible methods of mitigating the effects of the pandemic on the economies of developing countries are considered. Recommendations on possible measures aimed at reducing the impact of the pandemic on the economies of countries in the global dimension are presented. Prospects for further research are to analyze the economic consequences of lock-down, losses of the world economy after overcoming coronavirus disease and real measures that have been taken to stabilize the financial and economic situation at both the micro and macro levels.

Today, the creative economy in the leading world countries occupies an important place in the formation of the country’s income, contributes to the creation of intangible values with high added value, provides one of the highest multipliers. Today, the world is increasingly under the aggressive influence of various environmental factors, one of which is the widespread spread of viral infections that threaten not only the life and health of the world’s population, but also business around the world. The COVID-19 pandemic created new challenges for the functioning of creative business, so enterprises needed to look for new ways out of the crisis. The article explores the essence of the concept of «creative economy». It is determined that among the authors there is no consensus on the interpretation of the concept, therefore, on the basis of the study presented, an in-depth understanding of the essence of this definition is proposed. The problems of formation and development of the national market of creative industries in Ukraine are covered and ways of their solution are outlined. The changes that are taking place in the modern global business environment during the COVID-19 pandemic are identified. It is noted that in 2021, the Government approved the «State Strategy for Regional Development for 2021-2027», which implements the goal «Improving the level of competitiveness of the region». On the basis of theoretical, methodological and practical researches, the authors propose the main directions of reforming and revising the policy of development of sectors of the creative economy in Ukraine.

The article examines the concept of hybrid warfare as a major factor in shaping the system of modern international relations. Traditionally, this process took place in the military sphere: in the past, the most famous systems of international relations were created as a result of large-scale wars. Today, the main tool for achieving supremacy on the world stage are hybrid wars, the main danger of which is the lack of laws, principles and rules for hostilities. Hybrid wars are dangerous both for a particular region (leading to the loss of cultural and civilizational identity) and for the system of international relations in general (serving as a source of global instability and becoming more frequent). Such a war theoretically allows the attackers to maintain the conflict for a long hour: their financial costs and human losses will be incomparably less than in a normal war. The main features, examples and analytical model of hybrid warfare are considered. The difference between the concepts of hybrid warfare and hybrid threats as an element of the aggressor’s preparation for information warfare is considered. In the process of evolution, human society has become increasingly aware of the value, significance and effectiveness of information, not only as a tool for learning about the world and the basis for building communication, but also as an incredibly effective and powerful «weapon» that sometimes surpasses all known weapons. Current trends in global communication show that the flow of information is so diverse and contradictory that information is beginning to be both creative and destructive. Therefore, choosing relevant and important information is an important task for every Ukrainian. The article is aimed at studying the current state and trends in the process of virtualization of the world stock market. The modern stage of virtualization of the world stock market is analyzed, which is marked by the development of existing and the emergence of new electronic financial services and electronic money; increasing the scale of use of electronic payment systems, cashless payment systems and the spread of virtual currencies (cryptocurrencies). Among the main consequences of the process of virtualization of the world stock market, the article determines the consolidation of exchanges, the rapid pace of development of over-the-counter trade; increase in the volume of trade in virtual derivatives in order to obtain speculative profits; broadening of the sphere of application of cryptocurrencies. It is noted that there is a phenomenon of speculative virtualization, the essence of which is to orient financial market participants to profit from price fluctuations in the value of financial assets (stocks, bonds and derivatives). It is also specified that contemporary exchange technologies allow to create exclusive financial instruments, which are essentially virtual capital, which without material grounds forms a tendency to self-growth. Attention is paid to the process of increasing fictitious-speculative capital, which is unmanageable, while existing in the form of stock instruments that in turn exist independently of their own material basis, in a state of independent self-growth. It is concluded that the modern stage of virtualization of the world stock market contains two main aspects: first, the dominance of virtual (digital) infrastructure (trading platforms, fundamentally new consolidated clearing systems); secondly, the growth of virtual speculative derivatives of financial instruments, which is facilitated by the use of IT and innovative software. Among the consequences of virtualization of financial markets, a change in the structure of investors is also considered: if earlier institutional investors were the main participants in the stock markets, then in recent years, thanks to information technology, the number of individuals who now also risk significant financial losses has been growing.

The article is aimed at defining the concept of international taxation and its role in the development of society, the impact of tax systems on the economic growth of the countries of the world, the peculiarities of the tax systems of developed countries and their place in the ranking on the index of international competitiveness of a tax system. The main changes in taxation in developed countries are also investigated, a rating was compiled and an analysis is carried out on the basis of indicators of tax revenues and competitiveness. Analyzing, systematizing and generalizing the scientific works of many scholars, contemporary models of taxation, along with features and differences of tax systems of the leading countries of the world were considered. Thus, it is found that the main source of budget revenues compared to other sources is taxes – both in developed and developing countries. Taxation is the main function of management. It has the potential to form relations between the State and society. Tax revenues allow countries to ensure security and provide public goods. In addition, tax policy, which complements monetary policy, is vital in maintaining economic stability by limiting inflation and balancing equilibrium in the market. As a result of the study, the main taxes used to measure the International Tax Competitiveness Index concerning a particular tax system are determined, an analysis of the change in the position in the rating of the International Tax Competitiveness Index of the G7 countries is presented. Prospects for further research in this direction are to substantiate the relationship between the functioning of the tax systems of the G7 countries and the economic situation and development of these countries, as well as the impact of tax revenues on GDP. There is a need to identify the main tendencies in the functioning of tax systems of the leading world countries, determine the impact of external factors on tax policy, as well as assess the tax systems of developed countries according to the International Tax Competitiveness Index.

The object of the research is the process of ensuring the sustainable development of the country’s economy by adjusting linear models of economic processes. The most problematic is the transition from linear programming of economic processes to development without violating the ability to meet the needs of future generations. The proposed methods include the positive influence of more developed countries on the economy, efficiency, ecology and social problems in less developed countries. This approach allows to form proposals for the future prospects of business functioning. It is advisable to name the management of economic entities in the direction of sustainable development, in the model approach it should be a model of sustainable entrepreneurship. Its main goal should be to improve the quality of life. The model is a reflection of the continuous process of balancing the economic, social and environmental goals of economic entities, which provides for a flexible change in the distribution of resources as the environment changes. In addition, there is a stimulating impact on the environment and an increase in the chances in the market. The model of sustainable development at both micro and macro levels is the use of a circular economy built upon the causal aspect of innovation in the process of forming a model for its development. The purpose of the article is to research the impact of the COVID-19 pandemic on attracting investment resources by industrial enterprises of Ukraine and provide practical recommendations for improving this process. It is proved that in a crisis, direct foreign investment in all sectors of the economy is sharply reduced. At the same time, it is determined that the most perspective direction for investment, as before, remains industry, which in crisis conditions was, is and will be a necessary component for the economic recovery in general. As a result of the study, the reasons for the unfavorable investment climate in Ukraine are distinguished, both those that have developed historically and those caused by the coronavirus. Favorable and unfavorable factors for foreign investment are systematized. It is proposed that enterprises develop investment projects based on strategic planning of their activities and cooperation with other enterprises of the industry sector. Attention is focused on the need for the State support for innovative activities of enterprises and comprehensive assistance in the development of investment projects on their basis. Prospects for further research in this direction can be the study of foreign experience of countries as to the development of investment portals and programs, methods of direct and indirect stimulation of innovation activities, analysis of the global market of goods and professions to determine the vector of change. The article is aimed at studying and substantiating the role of stocks in the budget process of an industrial enterprise, as well as elaborating a dynamic economic and mathematical model of inventory management, which would take into account the stochastic nature of demand for products and maximize profits that directly depend on the volume of output and, accordingly, on the stocks of finished products and raw materials available in stock. Since stocks affect profits, which, in turn, reflect a positive financial result of the enterprise, the application of the elaborated model will be the key to more effective activities of the economic entity as a whole. In addition, the use of the elaborated model simplifies the process of developing the enterprise’s budgets. The article proposes a perspective method for solving the problem of inventory management of an industrial enterprise in the budget process, taking into account the stochastic nature of demand. The simulation model of order formation and dynamic model of inventory management are elaborated, which allows to determine for each individual period the optimal production volumes that contribute to maximizing the total profit of the enterprise. The connection of stocks and budget is determined and the role of stocks in the budget process is established, as well as the need for research in this area. The elaborated model was applied at an industrial enterprise, which confirmed its effectiveness. Calculations for two different strategies for the purchase of raw materials are made and the optimal volumes of monthly production are determined. The result obtained through the use of the described methods is analyzed. The elaborated model can be used in the planning and development of budgets at any enterprise engaged in production activities. The actual direction of further research is the development and automation of the budgets consolidation system.

The article contains a regression model for assessing the average value of the efficiency of the scale of operations by leasing companies in Ukraine, which is built on the basis of DEA analysis. To determine the factors that cause a statistically significant impact on performance indicators obtained on the basis of DEA analysis, the authors use the appropriate regression models for panel data. To assess the efficiency of the scale of Ukrainian leasing companies for the analyzed period, the input-oriented DEA model with variable VRS and sustainable CRS scale effects was used. A statistical sample of the performance indicators of 21 leasing companies in Ukraine was formed, which was obtained from their financial and accounting statements for 2019-2020. Due to the significant sensitivity of SE scale efficiency to input and output variables, it was proposed to use an average scale efficiency value based on eight different DEA models. It is noted that if the CCR model determines the success of the management of a leasing company in the transformation of input resources into the output ones, then the efficiency of scale evaluates the correctness of choosing the scale of the leasing company. The analysis showed that the efficiency of the scale of the lessor’s activities in most cases depends on determinants such as administrative costs, fixed assets, and net profit of such companies. The obtained results indicate that with the increase in the size of the leasing company, the efficiency of the scale of their active operations decreases, since with an increase in the size of fixed assets and the volume of administrative costs, the average efficiency of the scale of their activities decreases. It is shown that the greater the net profit, the closer leasing companies work to the optimal scale of activity for them, which is determined by the volume of long-term receivables of the lessor and the size of his assets

The article is aimed at assessing the profitability of the transport industry of Ukraine, studying the factors that affect its level, and outlining ways to increase this profitability through the intensification of investment activity. The article explores issues that relate to improving profitability and always be relevant to any economic entity. It is noted that carrying out the assessment of the profitability of the transport industry of Ukraine is an urgent issue, because on the basis of the results obtained, it is possible to develop and introduce effective mechanisms to increase its level and development. The factors that affect the level of profitability of transport industry enterprises are specified. Problematic issues for the transport industry are considered, which include: lack of effective investment policy; acute shortage of financial resources for having updated the material and technical base and rolling stock; insufficient level of implementation of innovative methods and technologies in activities. An assessment of the profitability of the transport industry of Ukraine in recent years is carried out, which indicates the presence of destructive occurrences in the industry, which is caused by a number of problems, namely: economic and geopolitical crises in the country; high level of physical and moral wear of main assets. According to the results of the study, ways to improve the development of transport and transport infrastructure of Ukraine and increase its profitability are proposed. It is concluded that in the holistic system of analysis of the efficiency of enterprises in the transport industry, the profitability indicator belongs to a leading place due to the complexity and informativeness of this economic category. And for the intensive development of the industry, investments and innovations are needed to help bring transport services to a new level.

The global COVID-19 pandemic caused crushing damage to the economies of countries and the hospitality industry, as a branch of the world economy, experienced almost the greatest shocks and destruction. In view of this, Ukraine is no exception: the pandemic has dealt a powerful blow to the entire hospitality industry – hotel and restaurant business, tourism, recreational economy, etc. Thus, according to the results of the first year of the COVID-19 pandemic in 2020 alone, the number of collective accommodation facilities in Ukraine decreased by 15.2%, the number of places in collective accommodation facilities decreased by 15.8%. The same negative trend is observed with the dynamics of the indicator of the number of people who used collective means of accommodation this year – a decrease of 51.5% compared to the previous , «precovid» year. Even more radically – by 73.5% – in 2020, the number of foreigners who used Ukrainian collective means of accommodation decreased. Quarantine restrictions imposed by the government, a decrease in the purchasing power of the population and a general pessimistic mood of potential tourists encourage in these unfavorable conditions to find and quickly introduce new directions and contemporary concepts of development and maintenance of all branches of the domestic hospitality industry in the condition, able to function: clustering of tourism and related industries, including hotel and restaurant economy, development of domestic tourism, etc. In particular, the promotion and development of promising types of domestic tourism – wine, green, agricultural, historical and cultural – can be considered a powerful factor in the development of the hospitality industry of Ukraine, in particular its southern region, in the current unfavorable and changing conditions of the pandemic.

The article is aimed at studying theoretical approaches to understanding the essence of flexible employment policy in modern enterprises. The article analyzes approaches to understanding the essence of the definition of «employment of the population» by domestic and foreign scholars. Modern trends in the field of employment of workers are identified, interpretations of the terms «non-standard employment» and «flexible employment» are studied, their common features and differences are determined. The main trends in the use of labor force are aimed at reducing the costs of structural restructuring of the economy by: the use of various forms of hiring employees and their labor engagement, flexibility in regulating working hours (ensuring a flexible schedule with irregular working hours), flexibility in matters of remuneration (using a differentiated and individual approach), flexibility in the use of forms and methods of social protection of workers. The article analyzes the peculiarities of using the flexibility model in the context of employment problems. Based on the analyzed theoretical approaches, the definition of a flexible employment policy at the State level and the level of individual enterprises is provided. At the State level, flexible employment is defined as a form of labor market regulation, which takes into account and does not oppose the interests of both subjects of social and labor relations, i. e.: employers and hired employees. At the level of individual enterprises, flexible employment policy is the company’s policy towards employees, which gives the latter the opportunity to choose between working and free time – both in terms of the amount of time and the mode of its use. Thus, the introduction of a flexible employment policy both at the level of individual enterprises and at the State level as a whole will make business more responsible, increase the level of economic activity of the population, make enterprises and organizations more competitive in the labor market in the context of informatization and digitalization of modern society.

The purpose of the article is to examine the peculiarities of establishing equilibrium in the labor market and to outline the prospects of labor market regulation using equilibrium models. The state of the labor market illustrates the level of social development of the State and the current balance of interests between market participants, namely: the State, employers, workers, unions and intermediaries. The situation on the labor market in 2019-2021 was significantly affected by the COVID-19 pandemic, which led to the closure of many businesses and rising unemployment and declining employment in Ukraine. The main provisions of the models of reaching equilibrium in the market are considered and the tools of influencing the equilibrium are singled out. The dynamics of the level of employment and unemployment in Ukraine for 2018–2020 are analyzed and the main factors that led to the imbalance in the labor market are identified. It is established that the labor market in Ukraine is characterized by a lack of balance, caused by exacerbation of socioeconomic problems in the country, lack of stability of economic development, low level of remuneration of labor. To ensure the well-being of the population of Ukraine, it is necessary to ensure balance in the labor market to create productive employment and reduce unemployment. The purpose of the article is to study changes and transformations in the field of recruiting in the current conditions of the functioning of the economy. The relevance of the use of modern methods used in recruiting is substantiated. It has been proven that the latest transformations in the field of recruiting are not sufficiently calculated, studied and covered in scientific sources, hence, as a result, the constant demand of business for changes in this area. It is noted that Ukrainian companies, as a rule, use standard methods of personnel search, without using modern and targeted search channels, limiting themselves to the number of candidates. The transition of recruiting from standard to virtual is considered, recommendations are provided for remote communication with candidates and the general rules of netiquet are considered. A scheme for the distribution of roles and responsibilities in the recruiting department is proposed in connection with the development and launch of a new sourcing direction and the role of the recruiter in attracting candidates. Recommendations are proposed for building a recruiting process in a company, to which should be paid more attention, determining the focus and resources. The presented list of digital instruments in the recruitment process continues to expand, every year new products and programs are released, which are aimed at facilitating the work of the recruiter. Nevertheless, the market is experiencing a slow pace of implementation of these instruments due to the fact that these are financial costs that companies are not ready to bear, in conditions of economic instability and pandemic. Recruiters are encouraged to continue to increase their technical skills and knowledge in order to increase their professional efficiency and respond to changes in the market. The article is aimed at studying the socioeconomic basis for the contradictions in the real sector of the economy and their impact on the currently extant types and forms of financial fraud. Uncertainty and increased socioeconomic risks generate various economic conflicts – contradictions of economic interests at all levels – from national levels of management to individual groups of workers. The article presents the most significant of the current contradictions in the economic and social spheres. Their presence and periodic aggravation leads to economic conflicts, which carry the potential for destructive consequences and social losses. One of these types of conflicts is financial fraud, which tends to expand in the real sector of the economy. The current state of financial fraud and abuse in the world and in Ukraine is analyzed; a classification of types of corporate financial fraud and the amount of financial losses suffered by the organizations both worldwide and in Ukraine from the fraudulent activities is provided. A definition of corporate fraud, which should be considered from the standpoint of potential subjects of abuse as an action of destabilizing subjective factors related to violation of laws, procedures and norms, as well as unfair behavior of economic agents, causing potential or real financial losses for enterprise, is proposed. The necessity of monitoring the occurrence and severity of economic, social, ecological and other contradictions as preventive measures for the prevention and development of financial fraud in the real sector of the economy is substantiated.

The article considers the role of profit, which is a key direction of activity of any commercial organization. The purpose of the article is to generalize practical recommendations for improving the profitability of enterprise (through optimization and/or minimization of material, labor costs associated with the manufacturing of products, sales and management costs; improving the quality of products; the chosen cost control system; marketing policy, pricing policy, etc.). The tactical reserves of increasing the profits of enterprise (including: increase in production and sales of products; reduction of production costs; structural changes in the range and nomenclature of manufactured and sold works, services and products) controlled by managers of the highest and middle levels of a particular enterprise, and strategic reserves for increasing the profit of enterprise (access to new markets of goods; increasing profits for the sale of a unit of production; increasing the increase in the profits of a particular enterprise; increasing the quality of products) are examined. Traditional methods of improving the quality of enterprise products are generalized (improvement of production technology; use of high-quality raw materials and the materials in the course of manufacturing products; advanced training of production workers). The most common directions of increasing the profitability of enterprise, which are traditionally involved at enterprises and allow to increase the economic profitability of sales, are considered. It is indicated that the choice of directions should be preceded by comparing them with each other, assessing the probability of profit growth and risk level. The content of application and possible variations in the use of directions (methods, reserves) of increasing the economic efficiency of enterprises are considered. The authors research the directions (methods, reserves), capable of having the most significant impact on the formation of the company’s profits, thereby ensuring its economic security.

The processes of production and application of the registrar of settlement operations (RSO) in the field of cash circulation and settlement operations are very much relevant, because in the context of an increase in the amount of information processed by enterprises, the question arises about the speed, quality and accuracy of accounting, reporting and analysis of the results of activities and control over its implementation by regulatory authorities. Of particular importance are studies of the use of RSO as one of the means of regulating money circulation by economic entities for making effective managerial decisions and for the control of both monetary operations and circulation of goods, carried out by regulatory authorities. The article is aimed at assessing the state of application of RSO as one of the means of regulating money circulation by economic entities, as well as determining their advantages, disadvantages, types and main points of implementation. The article investigates the theory and practice of introducing RSO into the activities of economic entities. The concept of the registrar of settlement operations as one of the means of regulating money circulation is distinguished. A comprehensive assessment of the types of RSO as of 2021 is carried out; the term of use, the cost of introduction and the functional purpose of the RSO are analyzed; appropriate generalizations and conclusions are made. The necessity of introducing RSO into the work of economic entities is substantiated, their main advantages and significant disadvantages are highlighted. A SWOT-analysis of the application by economic entities of the software registrar of settlement operations (SRSO) as one of the most optimal variants of RSO, which will allow to legalize a significant share of the turnover and financial flows of the State, is carried out.

The article is aimed at substantiating the need to use the anti-crisis management of banking institutions as a comprehensive management system for research, prediction, elimination of hazards and threats in crisis situations. The approaches of scholars to disclosure of essence of the anti-crisis management of banks are presented; the types and instruments of the anti-crisis management of banking institutions in the external and internal environment are provided. The current state and tendencies of development of banking institutions of Ukraine for 2016-2021 are analyzed. The results of rating of stability of banks of Ukraine during the researched period are presented, which give grounds to assert the need to increase the stability of domestic banks on the basis of effective anti-crisis management systems. A risk map of Ukrainian banking institutions is presented, which allows to assert a reduction in macroeconomic risk and credit risk in 2021 compared to 2020, which indicates a certain improvement in banking regulation in Ukraine. A complex of anti-crisis measures to support banking institutions adopted by the National Bank of Ukraine is outlined. Having studied the development of banking institutions of Ukraine over the past six years, we believe that the use of anti-crisis management is relevant and necessary to ensure an adequate level of sustainability of their functioning. Anti-crisis management is an important element of the activities of Ukrainian banks in the face of modern challenges and threats, by reason that with the help of its effective use it is possible to achieve their stable functioning.

Assessment of the current state of development of mechanisms of tax incentives of economic entities in the agrarian sector of the economy remains in the field of view of both scientists and practitioners. However, the solution to this problem on a State-wide scale has not yet been fully investigated and needs further study, adapting foreign experience to the national tax system. The article is aimed at substantiating the theoretical aspects of tax incentives for business entities in the agrarian industry, explaining the impact of effective methods of the State financial support on the results of their activities. To solve the tasks set in the process of research, a complex of general scientific and special methods of scientific knowledge was used. It is determined that tax incentives of agrarian business entities at the present stage are an important component of economic policy and are used to level crisis phenomena in the market and encourage investments that create positive market externalities. It is found that tax benefits, which are closely related to the principle of fairness in taxation, play a significant role in the tax incentives of agrarian business entities. The authors propose that the following be implemented at the State level: pay special attention to the insrtumentarium of tax incentives, as well as analyze the assessment of its effectiveness; focus on the rational use of agrarian land by farmers by strengthening control, taking appropriate measures to prevent misuse and the application of administrative mechanisms in detecting violations; establish differentiated increases in land tax ratios for entrepreneurs of the fourth group in cases of the inappropriate use of agrarian land.

The article is aimed at substantiating the essence and components of the mechanism for ensuring the security of the insurance market with the specification of forms, methods, levers, and instruments. It is proved that the security of the insurance market is a dynamic characteristic of the state and resource capacity of functioning entities to provide insurance protection in the conditions of identification of potential and real risks, threats and dangers and the ability to form an investment potential to finance the country’s economic growth by placing reserves. It is noted that the mechanism for ensuring the security of the insurance market includes an aggregate of forms, methods, levers, instruments, regulatory-information support and will allow to assess its status in the conditions of real and potential risks, threats and dangers in both the current and the strategic dimensions. As a component of the mechanism, the sequence of the following stages of ensuring the security of the insurance market of Ukraine is proposed: analysis and assessment of the main indicators of the functioning of the insurance market; identification of risks, threats and dangers of the insurance market; comprehensive assessment of the level of security of the insurance market; assessment of the impact of insurance market security on the financial security of the State; monitoring of the level of security of the insurance market; strategizing the security of insurance market. Prospects for further research in this direction are the development of methodological recommendations for assessing the level of security of the insurance market and substantiation of strategies for its development on the basis of security and adaptation to the EU requirements. The purpose of the article is to substantiate the conception of development of financial and credit instruments for the functioning of the residential real estate market in Ukraine, the implementation of which is aimed at improving the efficiency of the functioning of this market. As a result of the study, it is found out that the conception of developing financial and credit instruments for the functioning of the residential real estate market is an integral part of reforming the system of financing investments in residential real estate. The author’s own vision of the essence of the concepts of «system of financing the investments in residential real estate» and «model of financing of the residential real estate market» are proposed. The study of foreign experience allowed to distinguish two main models of financing the residential real estate market – depository and mortgage. The application of comparative analysis showed that the model of financing the residential real estate market in Ukraine is close to the deposit model. It is proposed to improve financing models in the residential real estate market of Ukraine, and to put upon financial institutions the role of escrow agents who will protect the interests of real estate buyers. A systematization is carried out and the conception of development of financial and credit instruments for the functioning of the residential real estate market in Ukraine with the distinguishing of its main elements is presented schematically. Further research will concern the substantiation of individual proposals aimed at the implementation of the tasks specified in the article of the conception of development of financial and credit instruments for the functioning of the residential real estate market in Ukraine.

The purpose of the article is to develop theoretical and methodological aspects of managing a modern commercial bank using a client-oriented approach. As a result of the study, the most reliable commercial banks were evaluated according to the National Bank of Ukraine, namely: JSC «Raiffeisen Bank», JSC «UkrSibbank» and JSC «Credit Agricole Bank», among which JSC «Credit Agricole Bank» was identified as the most client-oriented commercial bank. It is a veritably reliable bank with foreign capital that steadily increases its client base and its market share, paying special attention to the categories of clients such as middle-class and agricultural area, effectively managing risk and profit. The authors came to the conclusion that the introduction of a client-oriented strategy ensures sales growth, lower costs for attracting new clients, increasing cross-sales, strengthening market positions, profit growth. The work identifies and substantiates practical recommendations for the formation of a modern client-oriented attractive commercial bank. The study considers such components as: organization structure, format of branches, corporate culture, qualification of staff, its attitude to the client, information and computer support, communication with the client, image, reputation of the bank, quality of services. It is proposed to segment the client base into separate groups of clients, which are the directions of further research by the authors of the article. This approach will allow to assess the possibilities of mutually beneficial cooperation with different groups of clients, define the profile of clients to determine the optimal way to promote a banking product/services, differentiate the price of banking products/services for various clients

The article is aimed at studying the regularities of labor behavior of the individual and determining the directions for diagnosing the motivation of employees of different levels of management. The article analyzes contemporary theories of motivation: meaningful, process and field theories. The regularities of theories of motivation are determined and directions of diagnostics of personnel motivation are proposed in accordance with the identified patterns. According to meaningful theory of motivation, a person’s behavior is determined by his unmet needs; according to the process theory – one’s expectations and subjective assessments related to a particular situation and the possible consequences of its chosen type of behavior; according to the field theory – one’s personal characteristics and environmental factors (organizational culture, social environment). In this regard, the diagnostic instrumentarium for motivating staff should ensure that information about the list of needs and their hierarchy is obtained; subjective valuations of employees as to the significance and fairness of remuneration, its compliance with the efforts spent, the complexity of work, etc., further the motivational impact of organizational culture and leadership on the labor behavior of personnel be determined. The expediency of using the «Motivational Profile» questionnaire by S. Ritchie and P. Martin to determine the actual needs of the staff is substantiated; an authors’ own questionnaire was developed to obtain assessments of managers regarding the factors of motivation, as identified in the process theories of motivation and theories of the «field». The application of the «Motivational Profile» allows to determine the most significant factors of staff motivation, including the following: material encouragement, recognition, interesting and useful work, self-improvement and the desire for achievements. The authors’ questionnaire made it possible to identify the relationship between effort, result and reward. The results of the performed questionnaire survey of employees show that the system of remuneration of personnel is outdated, labor contributions significantly exceed the remuneration received, the social environment ambiguously affects their motivation. The obtained results helped to determine the problem areas in the motivation of managers, which in the future will allow to form an effective mechanism for motivating management personnel.

The article studies the characterization of innovative methods of recruitment and their use in modern companies. Since the staff is the main resource of each company, it is important to be able to properly select it. We can note that recruitment is the process of attracting new employees to work in the company. This process is important in the conditions of digitalization, since it largely forms the competitive position of the company itself in the market. Accordingly, companies are increasingly turning to innovative methods that help them find strong and promising workers quickly and efficiently. The study analyzes innovative methods such as headhunting, digital recruitment, screening, executive search, preliminaring, outstaffing, outplacement, and personal leasing. The characterization of each method, advantages and disadvantages of use, as well as their feasibility in different cases are described. It is determined how these methods are used in Ukraine and the world, the prospects for their development and efficiency of use are outlined. It is substantiated which method is the most promising and which is given the greatest attention to the formation of the labor collective. Methods for in-depth and superficial selection are characterized, the probability of closing a vacancy using one or another method is determined. The proportion share of companies using recruitment methods is analyzed, both on formal grounds and on specific grounds, that is, with the use of innovative technologies. In the course of this study, it was determined that there is no universal method of recruitment. The choice should be based on the specifics of the company itself, which searches for personnel, as well as based on the job, position, urgency and situation in the labor market. The main thing is to make a professional recruitment, because personnel affect the reputation and economic situation of the company as a whole.

The article develops an image of a perfect innovatively active organization and tests of its diagnostic capabilities at the enterprises of the machine-building industry. The current conditions of functioning of organizations that actively carry out innovative activities have led to the use of post-neoclassical managerial rationality as a converging epistemic paradigm, which allows to systematically examine the phenomenon of innovative activity. When constructing the image of a perfect innovatively active organization, the existing pool of managerial knowledge, taking into account dynamism, non-linearity, complexity and uncertainty of conditions, was systematized and synthesized on the basis of the use of synergistic approaches, which provided possibilities to form systemic ideas about the characteristics of an organization capable of organic coevolution with the external environment. The hypothesis used for the present study is as follows: the modern market environment is characterized by inequality and dynamic organization, which can be coevoluted only by applying the cognitive potential of a wide social environment. This, in turn, involves an appeal to the mechanisms of self-organization, which are able to create management models of a fundamentally different order of complexity, are sensitive to changes in the external environment, and are able to produce relevant adaptive reactions to these transformations. In the course of the study, the synergistic approach was used to select the congruent properties of a perfect innovation-active organization. The list of progressive management practices of a perfect innovation-active organization is typologized and synthesized. On the basis of the proposed image, a questionnaire is developed, allowing to diagnose the quality of management of innovative development of enterprises of the machine-building industry.

The article is aimed at studying the impact of SMM on the sales activities of enterprise; substantiating the expediency of using SMM as a product promotion tool; grouping and determining the indicators of efficiency of the use of social networks in business activities. As a result of the study, the advantages of marketing in social networks are defined, which include: brand awareness, targeting, complementing PR strategy, expanding the circle of like-minded people, improving customer service and contact with them, etc. At the same time, the following problems in this area are identified: lack of sufficient knowledge in the field of SMM; the risk of inconclusive spending of money and time caused by the incorrect determination of the target audience; the complexity of measuring returns on investment (ROI) in digital marketing in general and in SMM in particular and others. It is determined that the marketing of social networks is an effective instrument for the strategy of enterprise in the conditions of the contemporary doing business. The trends in the development of SMM in the Ukrainian market, after distinguishing the content groups for social networks, and the peculiarities of business development in social networks are characterized. An important trend in the development of marketing in social networks is micro-influencer marketing, agile marketing, the tendency to change content from text to video format, the trend for exclusivity, high quality of service, the trend for live broadcasts. The indicators most often used in assessing the efficiency of social network marketing, which are recommended to be divided into internal and external indicators, are considered. The key performance indicators in SMM and the characteristics of each indicator are determined. Both the individual and the distinctive characteristics of the brand are examined. The reasons for the formation of brand relevance are given. A detailed list of components of the brand capital of the enterprise is presented. It is defined that with increasing competition, increasing attention is paid to the activation of the use of the method of promoting goods to the market, the growth of communicative influence on the target segments, an increase in the arsenal of components of the promotion complex through the use of non-standard methods of marketing communications. In the course of the research, the components of the brand are distinguished. A competitive brand is a very important process of the marketing component, bringing the product to the market, creating the face of the company. Given the position of the enterprise in the market and its scale, it is possible to record the growth of brand competitiveness. A research of competitiveness focuses on describing and evaluating component parameters and introducing a competitive advantage among other, existing brands. Branding is a form of diversity of almost identical products in the markets, but with the opposition of individuality. Branding activities are aimed at creating long-term consumer preferences, which include active ways to promote and position a particular product. The article defines the main trends in the development of the stationery market in Ukraine, which indicate increased competition on the part of foreign manufacturers of stationery and substitute goods, as such can be considered computers, laptops and tablets. It is also determined that along with this, in recent years, the demand for stationery from consumer organizations has been growing in Ukraine due to the opening of new offices. The competitive advantage of stationery manufacturers is provided primarily by modern equipment and the involvement of professional specialists, a wide range of products offered, its original design and a wide sales network. Based on the analysis of the environment of functioning of domestic stationery manufacturers, it is determined that the main opportunities for their further development are the growth of unemployment and restrictions on consumers regarding the purchase of expensive gifts, the emergence of new consumer needs, the growing importance of service in servicing consumer organizations; threats – rising costs for food products and housing-communal services, reducing consumer incomes, increasing the cost of raw materials and energy carriers. The comparison of opportunities and threats of manufacturers of stationery products allowed to determine the feasibility of using intensive and diversification growth strategies by them. In terms of the implementation of the latter, stationery manufacturers need to constantly develop new products, looking for attractive target segments using the algorithm presented in the article.

The article is aimed at identifying the impact of remote learning during the COVID-19 pandemic on the quality of labor life of scientific-pedagogical employees. The article examines changes in the norms of working time for certain types of labor of teachers in both the mixed and remote modes compared to the norms of working time in the traditional (classroom) mode of teaching. A survey of scientific-pedagogical staff on the empirical dimension of the change in the time spent on the implementation of types of work in the pandemic period was carried out. The analysis of the study findings showed that the norms of working time for certain types of labor performed by scientific-pedagogical employees under the conditions of remote learning need to be increased taking into account the working peculiarities and conditions. Additional types of labor of scientific-pedagogical employees, which appeared as a result of the introduction of mixed form of training, are identified, these are associated mainly with the organization of various forms of remote learning. Based on the results of the research, the conclusions about the impact of the pandemic on the quality of labor life of scientific-pedagogical employees are formulated and the main ways to increase this quality are determined. The need for significantly new forms of labor organization in the conditions of a remote format of training is determined. New challenges that can lead to professional burnout and stress of scientific-pedagogical staff in the absence of timely correction of working time standards are outlined. It is substantiated that bringing the norms of working time in line with the new realities of the pandemic period through the rational use of working time will improve the working conditions of scientific-pedagogical employees, and, accordingly, the quality of their labor life.

The article is aimed at developing a way to optimize the management of intellectual property (IP) objects by a process-functional approach based on the use of neural networks in combination with planning networks in conditions of uncertainty. When analyzing the works of various scholars, conceptual approaches to the formation of IP management according to both the process and the functional approaches to management were considered. The use of artificial neural networks in intellectual property management at industrial enterprises in combination with network planning in conditions of uncertainty is systematized. Neural networks consist of different architectures, but to manage intellectual property it is advisable to use either Self-Organizing Maps (SOM) by Kohonen, or Generative Pre-trained Transformer 3 (GPT-3), or Rumelhart Multilayer Perceptron, or an combination of the above. It is proved that the proposed scientific approach (instrumentarium) in the form of neural networks and network planning allows reducing the time for implementation of works related to the management of intellectual property at industrial enterprises on the grounds of a process-functional approach. Based on the carried out study, the computation of spent time was carried out, which confirmed the efficiency of the implementation of neural networks in combination with network schedule for the management of intellectual property in industrial enterprises. Prospects for further research in this direction are the development and construction of a universal instrument using neural networks and network schedule. Further development of intellectual property management will increase production efficiency and profitability of enterprises.

The article specifies the use of an economic-mathematical instrumentarium to ensure a sufficient level of financing of operating periods of enterprises. This instrumentarium is represented by a special stabilization reserve fund of enterprises and a system of models: a model of the formation of the fund, its adaptive mathematical model and an algorithmic model of fund management, implemented in the form of a relevant computer program for assessing the volumes of additional financing and recovery and the volumes of increase of the fund. To build a conceptual model of the process of ensuring financing of operating periods of enterprises, system analysis methods along with predictive proportional method were used, which is due to the use of data of balance sheet statements of enterprises. The economic essence of the process is a special stabilization reserve fund of the enterprise, which, according to the legislation of Ukraine, is formed at the expense of its own investments and is created at the conscious desire of the owners, and this is fixed in the statutory documents of enterprises. The mathematical essence of the process is a system that contains a mathematical and an algorithmic models of the fund. In order to assess the volumes of the special stabilization reserve fund of the enterprise, an analytical approach to the value of money over time was applied to the analysis of the cost function. Quantitative assessment of the upper limit of the increase in the special stabilization reserve fund of enterprises is based on the assumption that the forecast amount of money flow of costs for each subsequent operating period will reflect the financial limit of the development of the process in the next period in a crisis-free situation. The mathematical model of the fund easily adapts to the working conditions of each particular enterprise. It can be used even in the downturn production process as a stabilizing investment. The proposed instrumentarium should be used both for production enterprises and for enterprises providing services, for example, hospitality institutions. The article discusses the economic essence of smart specialization. The European experience of applying the conception of «smart specialization» in strategic management is studied. The main components of the conception of «start-specialization» are considered. The directions of influence of start-specialization on increase of innovative activity and competitiveness of the territory are examined. The major problems, the solution of which start-specialization is aimed at, are identified. The emphasis is placed on the fact that smart specialization sets out not as much stimulating innovations, as activating the long-term structural changes in the region’s economy and be aimed at identifying strengths and developing competitive advantages of regions based on the extant structure of the regional economy. The need to introduce the conception of smart specialization in the sphere of implementation of regional economic policy in Ukraine is substantiated. The main goals, principles, priorities and risks of implementation of regional start-oriented policy are researched. It is noted that the implementation of the start-oriented regional policy, as a model of structural changes, will expand the opportunities for denfining and directly supporting priority types of economic activity for certain regions, which will increase their competitive advantages and contribute to the structural diversification of the economy on an innovative basis. Considerable attention is paid to the study of the main barriers to the implementation of smart specialization, the directions of their leveling are proposed. Attention is accentuated on the need to apply an integrated approach to the development of the regions of Ukraine, which provides for the mutual coordination of various policies implemented by the State and regions (economic, structural, industrial, innovative, foreign economic, etc.) and stakeholder activities in this process. An integrated approach to modern regional policy will ensure strategic planning of socio-economic development of region. Implementation of start-specialization priorities will facilitate the growth of the share of high-tech types of economic activity within the structure of the regional economy. The main instrument for the implementation of this direction of reforms should be regional strategies, the effectiveness of which will ensure the transition from prioritization to the implementation of specific projects.

Woodworking industry is one of the important components of the forestry complex of Ukraine and countries of the world. The article is aimed at substantiating the methodological approach to the assessment of the raw material potential of the woodworking industry of the country. It is proposed to carry out an integral assessment of the raw material potential of the woodworking industry of the country according to the following components: forest-land percentage of the territory, reserves of forest stand, the total volume of wood production, the volume of production of commercial wood. The matrix of positioning of Ukraine and countries of the world in the plane of coordinates «Forest area – forest-land percentage of the territory» is formed. The level of integral indicator of the state of raw material potential of the woodworking industry of Ukraine and the countries of the world is most influenced by the component of «forest-land percentage», and among partial indicators are the following: production of commercial wood per resident, area of forests per resident, and forest stand per resident. Using cluster analysis (k-means), three clusters of countries of the world are allocated according to the integrated assessment of the raw material potential of the woodworking industry of the world countries. Calculations of the raw material potential of the woodworking industry of Ukraine showed the following: according to the integrated indicator of the state of raw material potential of the woodworking industry in 2019 (0.0847), Ukraine took 31st place among 36 countries of the world. The carried out cluster analysis showed that Ukraine in terms of integral components joined the group of countries with a low level of raw material potential of the woodworking industry; according to the comprehensive assessment of the component «forest-land percentage» (0.0365) Ukraine took the 32nd place; according to the comprehensive assessment of the component «timber resources» (0.1887) – 17th place; according to the comprehensive assessment of the component «wood production» (0.0445) – 33rd place; according to the comprehensive assessment of the component «commercial wood production» (0.0949) – 29th place.

The increased interest in the conception of circular economy is caused by predictable advantages in the context of sustainable development. However, the generally accepted monitoring system does not exist, and the scientific world relies on a significant number of approaches to measuring the efficiency of circular economy strategies. This is caused by the introduction of circular economy principles at the level of current regulations in the policy of China, Africa, the European Union and the United States. Accordingly, the studied list of indicators that allow to evaluate its efficiency is quite wide and takes into account the development peculiarities of both economy and its sectors. Of particular interest to this study is the agrarian sector. The analysis of scientific papers allowed to distinguish in the agricultural sector strategies for narrowing, closure and recovery of resource cycles, the evaluation of which requires appropriate indicator systems in the context of various dimensions of sustainable development. Efficient strategies of circular economy in agriculture can potentially include a set of indicators that are able to assess the level of impact of production on the environment, take into account social aspects, determine the level of informatization, material capacity and energy capacity of products. As a result of the research, an overview of the existing systems of indicators of circular economy in the agrarian sector was carried out, which were divided according to strategies for narrowing, closure and recovery of resource cycles in the context of technical, ecological, economic and social dimensions of sustainability. Further researches are related to the review of existing business models of agricultural enterprises, referred to the indicators based on circular economy strategies and measurements of sustainable development.

The tourism sphere is most sensitive against the changing external and internal environment, the main driver of its development is innovation. The article focuses on the achievements of the scholars who considered the need to introduce innovative approaches and innovative technologies for the effective development of the tourism sector in Ukraine. Studying the main approaches to the classification of types of innovations in the tourism business, the peculiarities of the application of innovations in tourism are systematized at three following levels: macro level (the State level), meso level (region level), and micro level (level of entities of tourism activities). Attention is paid to the need for the State participation in the formation of an effective strategy for the development of tourism on an innovative basis. It is noted that the introduction of innovations for the development of the tourism services market does require a joint combination of efforts of all tourism entities at the country level, as well as region level, and support on the part of the local self-government bodies. The main directions of development of the tourism sphere in Ukraine on an innovative basis are: creation of new types of tourism products; use of new tourism sites or resources that have not been used before; use of new or significantly improved technologies in the provision of tourism services; changes in the organization of the creation and implementation of traditional tourism products; new solutions in the supply, distribution and delivery chains, including tourists; research and access to new markets for tourism products. The authors consider the role and impact of information technologies in the development of innovative tourism products, such as: augmented and virtual reality, QR codes, online bookings, touch-screen displays. Given the new challenges of today, due to the influence of political, economic, international and other factors, including the spread of the COVID-19 pandemic, the main trends in the innovative development of the tourism sector in Ukraine are distinguished. It is noted that the application of innovations is the main instrument for increasing the competitiveness of domestic tourism services in the international tourism market.

The article is aimed at analyzing the current state of the restaurant economy of Ukraine and determining prospects for its development in the context of the COVID-19 pandemic. This study analyzes the impact of the COVID-19 pandemic on the quantitative composition of the national restaurant services market. A significant reduction in the number of establishments in 2020, as well as a significant decrease in sales compared to 2019, are identified. The regions with the biggest number of establishments engaged in restaurant business are defined. The specific structure of establishments of the domestic restaurant sphere is considered. The quantitative composition of restaurant establishments by forms of entrepreneurial activity is analyzed. It is identified that the restaurant market of Ukraine became one of the most affected sectors of the economy during the COVID-19 pandemic. As a result of the research, the main prospects for the development of the restaurant economy market of Ukraine in modern crisis conditions are determined. Among them the following are allocated: development of mobile applications with a wide range of functions and order tracking; increasing online sales by introducing advertising tools such as promoting own website on the Google search network and using contextual advertising; banner advertising and remarketing; support of pages in social networks and cooperation with bloggers, journalists, critics, opinion leaders. Promising directions of development are also identified: opening or improving the establishment’s summer playground, organizing a smooth transfer of orders through the issue window, own order delivery service. It is noted that the reduction of rent rates on premises under the influence of a pandemic and an increase in the number of franchising establishments have a positive impact on the resumption of the restaurant services market.

The article is aimed at a comparative analyzing and an applied theoretical-applied substantiating of the processes of making a fundamental managerial decision to establish an entrepreneurial activity, based on an entrepreneurial idea. According to the authors, the primary task of forming an entrepreneurial idea is the need to determine the purpose, ways and means of achieving it, as well as relevant principles. The classification of sources of formation of a complex of ideas is developed, allowing to match the source of the idea with the prospects of the company’s development. To this end, the research proposes to involve a group of experts – specialists in a particular field. A thorough analysis of modern researches on the process of forming an entrepreneurial idea and making an adequate, informed decision on its development allowed to conclude that the process of deciding on the choice of type and direction or multitude of alternative directions of entrepreneurial activity requires analysis of the whole range of parameters that form the content of the entrepreneurial idea in combination with the options and strategy for achieving the results of this idea – as a general purpose (mission), as a sense of the company’s existence, and as a way of achieving intermediate goals. An approbation of the selection process was carried out on the example of a company producing medical equipment. As a result of the research, potential opportunities and ways of ensuring competitive advantages and priority directions of the company’s development were identified. Prospect for further research in this direction is the construction of an expert system for finding effective vectors and scenarios for the strategic development of the company in various conditions of external environment.

The article proves the decisive role of the oil and fat sector for the national economy. The current state of activity of processing enterprises of oil and fat industry allows to state that extensive directions of growth and development are almost exhausted for them, since there is already a tendency to exceed existing production capacities every year compared to available volumes of raw materials for processing. This is a consequence of an increase in the volume of oilseeds exports while at the same time insufficient capacity of production capacities of processing oilseeds enterprises. One of the measures that can partially solve this problem is the use by enterprises of the domestic oil and fat sector of such direction of development as diversification of production. Although it is advisable to note the presence of certain differences in the use of diversification between Ukrainian and foreign enterprises. The use of kinship diversification at oil and fat enterprises is associated with the transition from mono structural forms of technological lines of plants to the universal ones capable of working with various types of raw materials. One of the promising areas of diversification for domestic enterprises of the oil and fat complex is the market of oilseeds processing products, where only several companies currently operate. Also, the priority direction of diversification of the activities of oil processing enterprises can be the production of such a refining product as phosphate concentrate. Significant potential and reserve for the development and expansion of oilseed processing enterprises lies in the intensification of biofuel production, in particular the production of pellets. Also, an additional direction of diversification of activities of enterprises that produce and use pellets for their own needs can be the production of thermal energy, which is aimed not only at providing their own technological needs, but also at providing such services to others. Thus, by diversifying its activities, oil and fat enterprises are able not only to improve their technical and economic performance, but also to intensify and stimulate the further development of enterprises of other related and connected sectors of the national economy, accelerating their modernization and more harmonious integration into the global economic space.

The article considers the main tasks of the State financial control body in Ukraine. The shortcomings of the current system of the State financial control are identified and proposals to the State financial control bodies in the system of budget regulation as to improving certain work areas are suggested. The strategy of reforming the public finance management system for 2017–2021 is analyzed and appropriate conclusions are drawn. Areas of improvement are proposed to improve and optimize the work of financial control bodies in Ukraine. After all, the welfare of the people largely depends on the effectiveness of the State financial control, for which reason one of the most important functions of public administration should be directed towards identifying deviations from the adopted standards of legality, expediency and effectiveness of management of both the financial resources and the State property, as well as the timely implementation of the necessary appropriate adjustments and precautions. The modern world requires constant improvement of the financial control system. Ukraine, as a developing country, does not stand aside from this process. Our country is constantly underway to reform the system of the State financial control. Scholars, experts, society leaders are involved, international experience is used. Despite the considerable amount of work already done in the process of reforming the State control system in Ukraine, the formation of a powerful and effective system of the State financial control still remains one of the most important governmental tasks of our time, as evidenced, in particular, by the statistics of the activities of the Western Office of the State Audit Service for 2019–2020, presented in this article. The article is aimed at researching the adequacy of international reserve assets, their management in terms of ensuring debt sustainability, as well as financial-economic assessment of liquidity and solvency of the borrowing State. Based on the carried out study, it is determined that liquidity of the State, as a functional element of solvency of the State, provides for the ability of the State to mobilize the necessary resources, taking into account the transactional mechanism of asset transfer from one unit to another in order to ensure an adequate level of solvency of the debtor State. In addition, within the terms of the carried out analysis of the system infrastructure, it is worth noting that there is a relation between the solvency of the State and its liquidity, since the latter category is part of the first, but these concepts are not identical. The provision of international assets, as the dominant element of debt sustainability, acts through the mechanism of financial and monetary security, thus, an assessment of the adequacy of international assets in the part of sufficiency of their volumes to cover the needs of foreign trade operations, servicing and repayment of the State’s sovereign obligations to creditors must be done. A monitoring of the main indicative values of the assessment of the status and structure of international liquid assets and their relationship with economic indicators is carried out. Ways to improve the system of management of international reserve assets in order to ensure debt sustainability are proposed. Priority directions of future researches are allocated, which should be aimed at substantiate the impact of currency risks on the debt sustainability of the State.

The key problems that hinder the intensification of attracting long-term deposits of the population in Ukraine are identified: low demand of individuals for long-term deposits; a set of factors that prevent the intensification of long-term lending and reduce the demand of banks for long-term deposits of the population; imperfection of the current mechanism of the State-based regulation of banking activities. As part of the solution to these problems, a number of recommendations proposed were aimed at: increasing the level of financial inclusion; resumption of the possibility of early termination of bank term deposit agreements on the initiative of the depositor; abolition of personal income tax on income in the form of interest for deposits of the population for a period of more than 1 year; gradual increase in the guaranteed amount of reimbursement on deposits of individuals; increasing the level of public trust in banking institutions and the regulator; stimulating the population’s tendency to save by means of reducing inflation to the target indicator; reduction of the share of non-performing loans in the bank’s portfolio; gradual curtailment of the practice of providing banks with long-term refinancing in order to reorient the latter to attract long-term deposits of individuals; change of the conditions of the governmental program «Affordable loans 5–7–9 %»; increasing the availability of loans for the purchase of housing within the framework of the governmental program «Affordable mortgage 7 %»; development of additional mortgage crediting programs focused on the purchase of housing in the primary market; differentiation of obligatory reserve of attracted funds depending on the maturity; normative establishment of the share of long-term deposits of individuals in the total amount of bank deposits of the population; normative establishment of the share of assets of banks invested in government bonds (OVDPs).

To achieve sustainable customer commitment, companies have to master the skills of effective interaction with customers and learn how to manage customer experience. This makes a study, concerned with developing a strategy for managing customer experience, relevant. The purpose of the article is to study the strategic aspects of customer experience management, in particular in identifying the sequence of stages of strategy development, defining their essence, instrumentarium, and conditions for implementation in the company’s business processes. The development of a customer experience management strategy is aimed at improving the efficiency of the customer experience value chain, which begins with communications at contact points and results in additional income from the growth of the company’s brand capital. The analytical, organizational, managerial, and control-evaluation measures are distinguished in the structure of the client experience management process. The author suggests a general scheme of development of customer experience management strategy in the form of step-by-step cyclical process consisting of eight consecutive stages: formation of service vision; structuring contact points; defining the needs to improve customer experience; development of an action plan; defining budget and resources; distribution of roles and areas of responsibility of subdivisions; creation of a new brand experience of customers and evaluation of results of its implementation. The tools for collecting and analyzing customer experience and customer service are systematized, specific management measures for their improvement are proposed.

The article is aimed at researching the socio-psychological features of interaction between participants in the labor process, which are factors of conflicts in the social and labor sphere. The article considers conflict as one of the variants for the development of social relations, which arises in case of violation of their balance. It is proved that conflicts arise under the influence of a complex system of factors that have a social and psychological nature. The scholars’ views on the essence of social and psychological factors of conflict are considered. It is proved that the factors, directly related to joint activities and relationships, affecting the proneness to conflict in the staff of an organization, are: organizational culture, socio-psychological climate, leadership (which characterize the social component of interaction); socio-psychological personality traits, orientation and personality type (which characterize the psychological component of interaction). The essence of each factor is considered and its impact on the occurrence and development of conflict is determined. The consequences of both positive and negative impact of socio-psychological factors on the conflict are specified. The publication uses methods of generalization, comparison, analysis and synthesis – to understand the essence of conflict as a certain stage of social interaction, to study the socio-psychological factors of the conflict; graphical method – for clarification of data and schematic representation of the main provisions of the research. The carried out studies will contribute to the development of an efficient strategy and tactics for resolving conflicts, their faster settlement, and the use of effective mechanisms for their forecasting; a system approach to conflict management in order to prevent unconstructive conflict interactions in labor collectives will allow to take into account socio-psychological aspects of interaction between participants in the labor process.

In the conditions of current trends of the development of national and world economy, as well as the main directions of the national business development, the issues related to the branding of goods and organizations in the markets become especially important and relevant. The most successful brands today are built not only on quality and reliability. The presence of the necessary attributes of the brand is not a condition for a stable position of the company in the market and direct leadership of the brand among competitors. It is generally accepted that the most effective way to ensure stable demand for a product, especially in the presence of many competing products with similar characteristics, is to create a brand. Although the brand has a special impact on customers, it must constantly adapt to changing external conditions to maintain its competitiveness. The aim of this article is to theoretically substantiate and develop practical recommendations for rebranding the organization. The approaches of various scientists to the interpretation of the brand are studied, the essence of branding and rebranding is revealed, the stages of rebranding are analyzed. The organization was rebranded on the example of the Badminton Federation of Kharkiv region (FBKhR). The existing brand of the organization was analyzed according to the model "Wheel of the Brand", benchmarking was performed and the advantages and disadvantages of the organization in comparison with the main competitors were highlighted. The conclusion was made about the need to reposition the brand and change its visual component. The conducted marketing research allowed us to specify the target audience of FBKhR, define the basic motives of playing badminton, expectations from this kind of sport, define clusters of consumers and characterize them. Based on the obtained results, the positioning strategy of FBKhR was specified and the logo of the organization was updated. The recommendations are the basis for the development of a landing page, an Instagram page and a content plan for promoting FBKhR on the Internet.

Over the past decades, against the background of the innovative directedness of economic development, the role of innovative processes in the activities of entrepreneurial structures has been growing rapidly. Thus, scientific researches related to the innovative activity of entrepreneurial structures, its efficiency and methods of its evaluation become actualized. The present research is aimed at systematizing the existing methodological instrumentarium for assessing the efficiency of entrepreneurial structures, identifying its features and shortcomings for further improvement. The article carries out a detailed systematization of methodological instrumentarium for assessing the innovative activities of entrepreneurial structures, which allowed to allocate the most characteristic methods that differ in indicators and algorithms of their computing, and divide them into two groups depending on the status: governmental and scientific (recommendative). A systematization of methodologies for assessing the efficiency of innovation activity of entrepreneurial structures in accordance with the main object of research was carried out, where among the main criteria for efficiency assessing were the following: effectiveness, comparative efficiency, profit growth, factor analysis, discounting, risk discounting, innovation life cycle, and consumer interest. It is identified that not all extant methodologies allow to obtain a holistic conclusion on the state of innovation activity of entrepreneurial structures, since many of them do not take into account uneconomic factors, rather superficially evaluate or do not evaluate at all ecological, social and other spheres that have a direct impact on the level of innovation activity of entrepreneurial structures. This justifies the impossibility of wide application of such techniques for the analysis and extrapolation of the results obtained in the calculations for them to other levels of innovation development management (both industry and national).

The article discusses the essence and significance of behavioral economics. The need to take into account the instrumentarium of behavioral economy in the process of solving socio-economic problems is substantiated. The macroeconomic indicators of development of Ukrainian economy are analyzed. Ukraine’s place in the world ranking in terms of GDP per capita is considered. The integrated assessment of the overall economic activity of the country using the Global Competitiveness Index (IGC), the Human Development Index (HDI), and the index of Quality of Life Index by Country are carried out. International comparison of economic growth indicators is highlighted. The dynamics of total income, expenses, savings of the population are analyzed and the significant influence of behavioral factors on decision-making in this sphere is identified, their relationship at both micro and macro levels is disclosed. A significant influence of behavioral factors on decision-making on consumption, expenses and savings is identified, their importance in crisis situations is emphasized. It is proved that the behavioral aspect of economic growth involves not just the inclusion of psychological factors in the classical analytical models, but a combination of microeconomic components with macroeconomic ones. The need to expand the analysis of economic development based on taking into account the behavioral aspect as the driving force of economic development is substantiated. It is noted that the instruments of behavioral economics should be used in the process of developing and conducting socio-economic policy. It is defined that the behavioral economy is one of the instruments that strengthens the possibilities of effective decision-making by the actors together with their impact on socio-economic processes.

The article considers the impact of investment assurance on the quality of hotel services. The quality of hotel services is researched; the volumes of investment by hotel enterprises are determined; a close relationship between investments in accommodation facilities and the quality of hotel services is determined. The quality of hotel services was assessed using the indicator of the specific weight of hotels that have a category, in the total number of hotels in the region and the quality of hotel services was evaluated based on customer reviews concerning hotel complexes, posted on the resource booking.com. The basis of the assessment of the quality of hotel services based on customer feedback is the methods of points and average values. On the basis of the results of empirical research, high quality indicators of hotel services were diagnosed according to the criteria of the specific weight of hotels that have a category, in the total number of hotels in the region and the quality of hotel services based on reviews of clients of hotel complexes in Kyiv, Lviv, Odesa, Sumy, Chernihiv, Dnipropetrovsk, Kyiv, Mykolaiv, Rivne, Kharkiv, Vinnytsia, Zhytomyr, Poltava, Kherson, Cherkasy regions. It is determined that the main source of formation of investment resources of hotel enterprises is the own resources of enterprises and organizations. Periods of growth (2015-2018) and reduction (2019-2020) of investments in temporary accommodation facilities are identified. According to the results of structural and comparative analysis, it is determined that during the research period (2015-2020), the largest amount of capital was invested in the activities of temporary accommodation facilities in Kyiv, Dnipropetrovsk, Lviv, Odesa, Kharkiv regions. The largest investments in one temporary accommodation facility are located in Kyiv, Odesa, Lviv, Dnipropetrovsk regions. According to the results of the study of the correlation between the quality of hotel services and the level of their investment assurance, a direct close relationship between investments in accommodation facilities and the indicator of the specific weight of hotels that have a category in the total number of hotels in the region is determined.

In recent decades, one of the main trends in the development of economy and society has been the penetration of information technologies into various spheres of human activity. The digital transformation of the economy poses challenges to economic science and management, as the socio-economic institutions of society change dramatically, the same holds for the conditions and methods of doing business under the influence of technological changes in the economy. The problem is that traditional economic laws (economies of scale, value chain) are no longer functioning, and new economic actors (digital companies) are emerging that do not fit into traditional models of performance and business indicators. In addition, in the context of digitalization of the economy, the management of economic entities is the relevant issue. In order to play a dominant role in the global computer economy, a country must pay special attention to the production of innovations and to the domestic employment opportunities. For each country, the production and support of technical skills is an important component of economic development, employment, economic growth and development. The article analyses the development trends and the size of the digital economy in Ukraine and in other countries of the world. Key trends that will determine the direction of this type of economy are identified. It is proved that digitalization should be carried out in accordance with the principles of equal access, creating benefits, economic growth, promoting the development of the information society and the orientation towards cooperation. The advantages of digitalization of the Ukrainian economy are presented, as well as the threats and risks that will arise as a result of this process are specified. Thus, the developmental role of many countries, including Ukraine, is associated with unlimited access and transformation of new forms of economic development, taking into account the use of intellectual skills.

The article is aimed at defining the key difference between multimodal and intermodal transportations, as well as studying the role of transport operators in the organization of multimodal transportations. In the course of the study, it was identified that both in the scientific field and in practice, mixed transportation is often understood as synonymous with the concept of «multimodal transportation», but it is determined that all integrated (multimodal, intermodal, combined) and separate (segment) transportations are part of mixed ones, which complement each other. It is noted that multimodal and intermodal transportations have a certain difference between themselves, which consists in the presence of the number of contracts and the responsibility borne by the transportation operator. It is proposed to take into account all the conditions that cause influence on the result of the decision on the implementation of multimodal transportation. In the study of theoretical and practical aspects it was possible to allocate the operators of multimodal transportation as follows: operators who operate with sea vessels; operators who do not operate with sea vessels, but may own other rolling stock, warehouses, etc.; forwarders who are not always multimodal operators and can be agents of some part of a transportation and cooperate with the main operator. Their special role in the organization of multimodal transportation is substantiated, taking into account all the factors and elements that must closely interact with each other in the delivery process. Prospects for further research in this direction are the construction of an algorithm for choosing a multimodal operator, taking into account various conditions.

In the conditions of the formation of a market economy in Ukraine, a significant role is given to the development of entrepreneurship as the driving force for the intensification of the activities of economic entities. An analysis of the current state and tendencies in entrepreneurship development of Ukraine was carried out taking into account the criteria for the division of enterprises into micro, small, medium-sized and large in conformity with the legislation of Ukraine. The information base of the research was statistics published on the website of the State Statistics Service of Ukraine for the period 2010-2019. The article describes the dynamics for 2010-2019 of such indicators of efficiency of large, medium and small (including micro) enterprises of Ukraine: level of profitability (unprofitability) of operational activity of enterprises; level of profitability (unprofitability) of all activities of enterprises; proportion of enterprises that received net profit; structure of distribution of capital investments; number of enterprises; volume of sold products (goods, services) of enterprises. The structural distribution of indicators of efficiency of Ukrainian enterprises by type of economic activity for 2019 is displayed. With the help of econometric modeling of dynamics of the number of enterprises, volumes of capital investment and sold products of Ukrainian enterprises for 2010-2019, a trend equation (polynominal type) is built. Summarizing the results of researches, Ukrainian enterprises were divided into large, medium, small and micro enterprises by the value of performance indicators during 2010-2019. To characterize the level of riskiness of activities for each category of enterprises, variation coefficients for the performance indicators of Ukrainian enterprises for the period 2010-2019 were computed. The advantages and disadvantages of organization and functioning of enterprises of different categories are systematized. For the balanced development of the market economy, the need for cooperation and the formation of an efficient mechanism for interaction of all forms of entrepreneurship – small, medium and large, each of which has its own advantages and disadvantages, is substantiated.

The priority direction of this study is to determine the state of submission by Ukrainian enterprises of reports on sustainable development, standards that are being used in the completion and submission of such reports, and the main directions of further implementation along with application of international standards. In recent years, the submission of reports on sustainable development has become increasingly relevant as a significant indicator of the enterprise’s activities within the framework of corporate social responsibility and the directedness towards international ideas for reporting information on economic, social and environmental indicators for making operational managerial decisions. Therefore, the introduction and adaptation of international standards to national and sectoral documents, which are the basis for reporting on sustainable development, becomes especially relevant. The network principle of trade over the past decade has acquired a special development, so that retail chains, as a significant indicator of the socio-economic standard of living, need special attention in the context of the introduction of sustainable development reporting. The study results in defining the needs of stakeholders regarding the information received, which is determined by three main directions: economic, social and ecological, which is further necessary in determining the attractiveness of the enterprise in order to participate in the M&A (mergers and acquisitions) processes. The analysis of implementation of reports on sustainable development in Ukraine and the world is carried out; active participants in these processes are identified; distribution by areas of application of reports on sustainable development by enterprises of Ukraine is accomplished. The main content of existing international standards, according to which the report on sustainable development is submitted, is determined. Further research will allow to develop recommendations for the implementation of this type of reporting, internal methods of auditing both the financial and the non-financial information contained in such reports, and typical methods of auditing these indicators.

The article is aimed at analyzing the provisions of the Draft Law of Ukraine «On Amendments to the Tax Code of Ukraine and Certain Legislative Acts of Ukraine on Ensuring the Balance of Budget Revenues» No. 5600 (hereinafter – the Draft Law) and its adoption procedures to develop proposals for improving the approaches to tax reform in Ukraine. It is proved that many innovations of the Draft Law require significant reworking or should not be supported, and the implementation of the entire «package of measures» envisaged is unlikely to provide for achieving an increase in the efficiency of the tax system. Almost exclusively, the fiscal focus of tax reform in the context of unfavorable conditions, the lack of consensus on its initiatives with business and other stakeholders, non-compliance with the principle of stability of tax legislation can adversely affect the activities of many sectors of the Ukrainian economy and GDP growth in general. Therefore, there are risks, at least, of underreceipt of additional tax revenues. It is argued that special attention in reworking the Draft Law should be paid to the norms related, in particular, to the abolition of VAT exemption for housing supply operations on the secondary market; changes in excise taxation of beer and tobacco products; increase of rent for the use of radio frequency resource; transition to excessively strict tax administration rules. Thus, it is important to take into account the positions of business associations and warnings on the part of experts, as well as the entry into force of legislative norms within the terms that will not have a «shock effect» on taxpayers. It is especially emphasized that further reform of the tax system of Ukraine should be comprehensive and take place on the basis of the relevant strategy.

The article is aimed at studying the implementation of the State-based target programs in Ukraine by evaluating the efficiency of their financial component. Important systemic problems of implementation of the program-target planning method in Ukraine are identified. The efficiency of the financial component in the implementation of the State-based target programs in Ukraine is assessed in terms of certain sources of financing, namely: funds of the State and local budgets of Ukraine, as well as other sources (off-budget funds such as contributions of program participants, grants of international organizations, funds of business entities and individuals interested in the implementation of projects, charitable and sponsorship contributions, credit funds, etc.). The planned amounts of financing for the researched programs have been determined and the shares that should come from different sources are calculated. At this, the State-based target programs are allocated with focus on economic, social and environmental ones. Some regularities of financing of target programs in the context of the structure of sources of financing and total investments have been identified. A study of the actual involvement of financial resources in target programs in general form and at different sources of financing (at the expense of the State budget, local budgets and other sources) is carried out. The percentage of the tasks scheduled in the target programs is determined. The components of the assessment of the success of implementation of the State-based target programs are determined by calculating the average percentage of the planned indicators of the program implementation. The efficiency of the use of financial resources for the implementation of target programs of various directedness is carried out. The general planned and actual amounts of financing of the State-based target programs in Ukraine are provided. Prospects for further research in this direction are to determine the effectiveness of attracting certain sources to the financing of targeted programs of various directedness.

The article is aimed at researching the main indicators of the activities of insurance companies in Ukraine and determining their role in the structure of credit system. Generalizing scientific works on the research issues of the functioning of non-bank financial and credit institutions as a whole and insurance companies in particular, the authors determine the need to study certain issues of development of insurance market actors at the present stage (namely, indicators of the activities of insurance companies) and define their place in the credit system. Analyzing the dynamics and structure of the assets of the credit system in the context of its components – the banking and parabanking system, the bank-centric model of the financial market is determined, because the main share in the assets of the credit system is occupied by the assets of banking institutions. It is determined that financial and insurance companies play a significant role in the functioning of the credit system of Ukraine among parabanking institutions. The analysis of the main indicators of the activity of insurance companies and the dynamics of their number is carried out. It is found that despite the decrease in the number of insurance companies in dynamics, the volumes of gross insurance premiums and gross insurance payments are characterized by positive growing trends. Factors influencing such changes are the exit from the market of unreliable and financially insolvent insurers; change of views on life insurance, assets and liability, as well as an active development of partnerships with foreign counterparties and the emergence of insurance companies with foreign capital on the domestic market. The article also provides a rating of insurance companies by assets at the end of 2020 and defines their share in the assets of the credit system in general. Prospects for further research are to distinguish the main reasons for the downturn in the number of insurers and their impact on the state of the financial services market as a whole.

The article is aimed at defining the conceptual principles for the development of a system for ensuring the financial security of joint stock companies (JSC) in Ukraine, which will contribute to increasing the level of capitalization and security of both listing companies and the stock market as a whole. The theoretical and methodological basis are fundamental provisions of both economic and institutional theory, security theory, system analysis using such general scientific methods of cognition of economic phenomena and processes as theoretical generalization, synthesis, induction, and deduction. The article substantiates the theoretical and methodological bases for the development of conceptual principles of the system of ensuring the financial security of joint stock companies in Ukraine. In order to research the implementation of the State’s approaches to ensuring the national financial security and the capital markets development, strategic documents in Ukraine were analyzed and an inconsistency between target indicators and formulations of strategic goals were determined. A complex of hypotheses is formed and proved, approaches and principles of the conception of forming a system for ensuring the financial security of joint stock companies are substantiated, taking into account the peculiarities of the State regulation of the financial security sphere. The developed conception is based on a new scientific approach to searching ways to improve the financial security system of joint stock companies in Ukraine. It can be concluded that implementation of the proposed conceptual bases will allow the achievement of the expected results, strengthen the financial security of JSC, make them more resistant against system crises, and create a stable basis for their long-term development.

The publication is aimed at clarifying the essence of corporate management, studying the peculiarities of the formation of the corporate sector in Ukraine, researching existing problems and outlining promising ways for the development of the corporate management system. The author considers approaches to defining the concept of «corporate management». The article clarifies the role of the corporate management system in the national economy and the peculiarities of the formation of the corporate sector in our country, the basis of which is the inefficient structure of shareholders’ property, the presence of a large number of shares owned by the State and the need to solve the problem of managing the State-owned corporate rights, as well as a powerful tax burden. On the basis of the considered peculiarities of two corporate management systems: insider, in which the property is concentrated in the hands of several persons who own significant shares of corporate property, and outsider, in which joint-stock ownership is sufficiently dispersed, the Ukrainian model of corporate management is substantiated, which at the present stadium is at the stage of its formation and combines elements of both the first and second systems. It is emphasized that, despite the significant problems of modern corporations, they are able to ensure the highest production efficiency, which can be an impetus for the economic progress of our country. Concrete measures have been proposed to improve the functioning of the corporate sector of the Ukrainian economy, in particular: effective regulatory framework; bringing the internal provisions in force at the level of joint stock companies in accordance with the norms of the current legislation; increasing the competitiveness of the Ukrainian stock market; transformation of the State as the owner of shares into an effective shareholder through the creation of a proper system of the State regulation of the capital market; unshadowing of the corporate sector in order to improve the information disclosure procedure; improvement of the organizational and management structure of joint stock companies through a clear distribution of power, responsibility and accountability; optimization of dividend policy; effective management of corporations; improving the level of corporate culture; formation of an effective corporate control system.

The article explains the essence and features of the development of corporate culture of telecommunication enterprises; certain elements of corporate culture are studied, including ethical; the problems of its formation, evaluation and development are generalized. The article is aimed at researching the influence of ethical components on the development of the corporate culture of telecommunication enterprises on the basis of determining the main ethical components of the culture of business entities. It is proved that the main ethical components of the corporate culture of the telecommunication enterprise are: corporate values, ethics code, principles of management, personnel policy, principles of work with personnel. Determination of the impact of these components on the development of corporate culture was carried out on the basis of rating. It is determined that the group of ethical components and, accordingly, the criterion of «ethical norms and principles of management» is one of the four criteria by which the level of the corporate culture of enterprise be evaluated. The carried out computation showed that the level of development of ethical norms in telecommunication enterprises is quite high: the ratio of the value of the level of development of corporate culture to the reference indicator ranges from 0.71-1. The carried out analysis of ethical components of large telecommunication enterprises with a developed corporate culture allowed to identify the tendency of close relationship between these two characteristics. The criteria that indicate the development of corporate culture are substantiated and the idea of the significance and necessity of further development of ethical components for the successful long-term functioning of enterprises in both the domestic and the world markets are formed.

The article examines the essence, significance and features of marketing of tourism services, outlines its role and significance for tour operating enterprises, identifies the main trends in the development of the national tourism market. The authors have developed and substantiated theoretical and methodological approaches to the formation and development of the conception of marketing in the market of tourism services. The analysis and assessment of the activity of tourism organizations in Ukraine are carried out, the factors of efficiency of marketing strategy of tourism enterprises are researched. The marketing model of management of tourism enterprises is proposed. Approaches to the formation of tourism services on the basis of marketing are defined, strategic directions of development of the tour operating organization on the basis of marketing approaches in the domestic and world tourism markets are offered. Recommendations for the use of the conception of targeted marketing and development of product strategies have been elaborated. The conceptual bases of marketing activity in the market of tourism services are suggested, the special role is defined and advantages of its realization taking into account transformation of socioeconomic relations, branch features of the modern tourism market and complex character of a tourism product are shown. The functional directions of marketing development in the market of tourism services and instruments of their practical realization are presented. The proposed approach provides freedom in the choice of commercial tools of an expanded set of marketing activities, which are a strategic resource to increase competitiveness, which stimulates consumer demand, increases commercial efficiency and overall effectivity of tourism services.

A number of system characteristics of the formation of technological competitiveness of the national economy concerning the improvement of quality of the institutional environment, strengthening the aspects of competition, improving the efficiency of resource provision, and the development of innovative entrepreneurial activity have been determined. The scheme of formation of technological competitiveness of the national economy is constructed, wherein three consecutive stages of its establishment in the coordinates of constant management influence of the institutional environment and sustainable world innovation and technological progress are distinguished as follows: 1) accumulation of the potential of innovation and technological development of the national economy; 2) materialization of the potential of innovation and technological development of the national economy; 3) achieving the state of and ability to technological competitiveness of the national economy. The article is concerned with analyzing the experience of implementing innovative instruments for the development of agrarian insurance in the world. The article is aimed at defining the latest global trends in the development of insurance in the agricultural sector in order to introduce and implement effective insurance mechanisms in domestic agricultural practice. In the course of the research, the following methods were used: dialectic cognition, abstract-logical approach – in generalization of research results and formulation of conclusions; scientific foresight – in terms of formation of directions for development of the agricultural insurance market in the world. Types of agricultural insurance are defined as follows: private agricultural insurance, the State-based agricultural insurance, non-commercial agricultural insurance. It is noted that the world experience of introducing new insurance programs under the influence of globalization transformations in the global agri-food markets demonstrates new opportunities and challenges for the development of agricultural insurance in Ukraine and requires further scientific researches. A number of reasons have been identified that hinder the development of the agricultural insurance market world-wide. A discrepancy between the dynamics of the development of the agricultural sector of the economy and the volume of agricultural insurance in the world is identified, also the underdevelopment of the insurance instrumentarium in the full extent is specified. It is emphasized that the development, implementation and success of agricultural insurance programs require a high level of coordination, cooperation and common vision. The conclusion on the extant problems of development of the insurance market in Ukraine, caused by the lack of a clear strategy for its development along with no consideration of the interests of all its participants, is substantiated.

The research is aimed at the growing dependence of the national economy on external influences. The article raises the issue of creating a geoeconomic strategy for the development of the State as a full-fledged subject of world economic processes in order to increase multilateral cooperation and more sufficient participation in international and regional integration projects. In this regard, it becomes clear the need to carefully examine the features of conducting and managing international business, analyze foreign economic relations. International business can be defined as the commercial interaction of firms of different forms of ownership or their divisions located in different countries, the main purpose of which is to make a profit, taking advantage of international commercial operations. The development of international business and foreign economic activity of Ukraine with Asian countries are considered. The nature and prospects of development of foreign trade cooperation between Ukraine and several Asian countries are researched, its strategic priorities are substantiated and the place of the countries of the region in the geoeconomic strategy of the State is determined. At the present stage, economic relations between Ukraine and the countries of East Asia are being implemented through rather limited forms of cooperation that require greater diversification, symmetry and structural equilibrium. It is concluded that in the system of Ukraine's foreign economic priorities, cooperation with the countries of East Asia creates opportunities for diversification of foreign policy, intensification of cooperation with the definition of common goals and objectives of bilateral economic development. A strategic condition for further deepening of cooperation is mutual recognition at the official level of strategic partnership as an important element, which provides for the signing of additional bilateral agreements on additional conditions and principles of cooperation.

The article substantiates the prerequisites, prospects and advantages of creating an innovation ecosystem at different levels of its formation. The main approaches to defining the essence of the concept of innovation ecosystems in both domestic and foreign specialized literature and their adaptability to the regional level are analyzed and grouped. The harmonious innovation ecosystem is a sign of a progressive society, which is identified by the symbiotic functioning of people and organizations, the result of which is the production of conscious innovations. The author outlines the stages of formation of the regional innovation ecosystem, the circle of its participants and ways of their interaction. For each stage, the procedures for its implementation, the main characteristic features and processes of transition from one to another are determined. The main feature of the creation and functioning of the regional ecosystem is the stable, constant interaction of its participants with educational and scientific institutions, as well as the adaptability of these institutions to the variability of the external environment. The article describes certain elements of foreign experience in the development of regional ecosystems and their implementation in Ukraine. Awareness of the existence or prerequisites for creating an effective regional ecosystem is the first step towards effective regional management and activation of the potential of the national economy. On the one hand, in the context of decentralization, local self-government bodies get maximum freedom in creating organizational elements of the regional innovation ecosystem, supporting scientific and human resources and the communication business environment. The author emphasizes that without the State support it is impossible to create conditions for the protectionism of innovation activity, to activate investment potential, to stimulate the necessary forms and methods of financing the relevant activity. Therefore, work at the regional level in terms of innovation should be carried out simultaneously following two directions of the hierarchy: from bottom up and from top to bottom in constant cooperation and coordination of own actions. As a result, priority directions of the State and regional support for the development of regional innovation ecosystems on the basis of the main specific platforms or technologies are substantiated.

The article is aimed at analyzing the role of communicative relations and their types in the formation of an innovative environment of a tourism enterprise, to identify risks that may arise as a result of their existence. The impossibility of generating innovative approaches without creating an appropriate communicative space based on the relevant psychological principles is determined. The staff should learn to respectfully listen to the ideas of other participants, convince in the prospects of their own ideas, cooperate in solving emerging problems, use a creative approach and readiness to experiment in any issues. The article pays much attention to possible communicative instruments that can be used at different stages of the innovation process, which in complex implementation create an innovative communication network and space. For each stage, probable risks are allocated that can create obstacles to achieve the goal. Based on existing research, four models of communicative relations were allocated depending on the size of the tourism enterprise and the role of management in innovative processes. They are: 1) «Support Center», which originates in the general office of the tourism network or in a specific department of a large travel corporation. 2) «Creative team» is a team in which communications are carried out on the principle of matrix organizational structure. 3) «Core of innovative changes» is the format of creating a separate R&D department responsible for finding new ideas and creative formats for the provision of services, with separate funding and own organizing structure. 4) «Tourism startup» is a small enterprise, the business model of which is a creative approach for the market.

The article is aimed at studying the main features of institutions of professional pre-higher education (colleges) as structural subdivisions of higher educational institutions and the peculiarities of their financial provision, as well as developing proposals for its optimization and accounting display, including in the direction of development of sources that are viewed as a structural subsystem of the financial mechanism. As a result of the study, the need to optimize the financing of education and its further development is proved. On the example of institutions of professional pre-higher education, the problem of reducing the number of applicants for education and educational institutions is identified, which negatively affects the level of supplying the Ukrainian labor market with specialists. The connection of the level of financing with the State policy on the development of education in Ukraine and the use of a new budget mechanism in this area, which stipulates the transfer of a number of pre-higher educational institutions to financial provision from local budgets, is determined. A significant impact on the functioning of pre-higher education on the part of the adopted Law of Ukraine «On Pre-Higher Education» is identified, which, among other things, defines the possibility of not only budgetary support, but also funding at the expense of other sources that are not prohibited by law, with the obligatory observance of the principles of targeted and effective use of funds, publicity and transparency in decision-making. The authors examine the problems that have occurred in the system of professional pre-higher education and it is concluded about absence of a comprehensive, scientifically based program of financial provision for the activities of educational institutions, which would create a financial basis for the strategic development of pre-higher education in Ukraine in the context of globalization and informatization of society. In its development, it is proposed to take into account all possible sources of financing, as well as to improve the accounting system in the direction of separate display of its revenues in the context of relevant sources and to form a working plan of accounts accordingly. The expediency of applying such a form of financing of social projects and target programs of educational institutions as fundraising, which represents a specially organized process of gathering monetary means for the implementation of projects of non-profit organizations, is substantiated. Financial provision of colleges based on fundraising can be carried out using instruments such as grants or payment for services on a contractual basis. Innovations in financing affect their accounting, and this issue is currently under-researched. Therefore, research on the issues of improving both the synthetic and the analytical accounting of financial provision from various sources, as well as the development of a system of documentary support of fundraising relations between counterparties, are perspective.

The article is aimed at developing a scientific-methodological approach to a comprehensive assessment of the economic security of a construction enterprise. The author proposes the scientific-methodological approach consisting of the following stages of assessment: 1) assessment of the level of economic security according to the functional components of the construction enterprise, based on the taxonomic approach to the formation of the general integral indicator by V. Plyut method; 2) assessment of the influence of the stakeholders’ interests on the level of economic security of a construction enterprise according to certain groups based on the expert method of score and factor analysis; 3) assessment of the impact of useful (opportunity) and destabilizing (threat) factors on the economic security of a construction enterprise by groups of stakeholders using the factor analysis methods; 4) ranking of stakeholder groups taking into account the priority of influence on the level of economic security of the construction enterprise; 5) determination of the general level of economic security of the construction enterprise, taking into account the interests and factors of influence by groups of stakeholders on the basis of the construction of a comprehensive integrated indicator of economic security of the construction enterprise. Carrying out an assessment of the economic security of a construction enterprise on the basis of the proposed scientific-methodological approach, taking into account the impact of the implementation of stakeholder interests and factors of influence by stakeholder groups, provides an opportunity to obtain a comprehensive assessment of the level of economic security of the enterprise, which contributes to the adoption of more effective managerial decisions to improve the level of economic security, stability of the functioning and development of the construction enterprise.

The research is aimed at forming a toolbox for recognizing regional communities according to socio-economic development indicators. A carried out study of scientists’ works demonstrated a lack of evaluation tools for studying groups of regions by levels of disparities, which complicates the study of interregional disparities and the impact of various factors upon them. The paper carries out a classification of levels of disparities in the regions by spheres of development, formes a mathematical apparatus for recognizing and forecasting of levels of disparities in the regions. The groups of regions by levels of disparities in seven spheres of development is researched: general economic, socio-demographic, structural, socio-economic, foreign economic, natural-ecological, production. Three groups of regions were identified by levels of disparities in these areas of development: with balanced sphere disparities, with controlled (restrained) sphere disparities, with uncontrolled (unrestrained) sphere disparities. A spatial-dynamic assessment of disparities in the development of clustered groups of regions is advisable for the development and implementation of regional policy measures aimed at regulating the regional development disparities. The originality of the presented work is the study of cluster groups of regions by the levels of disparities in various spheres of life, which allows to assess interregional disparity in the complex and develop a number of measures to resolve the disparities in the development of regions within the country.

The choice of theoretical approaches and models of the territorial community influences the efficiency of the functioning of the local self-government system, the ability to fulfill the assigned powers, to ensure a high level of quality of life of citizens and sustainable development of the territory. The analysis and study of foreign and domestic experience on this issue is characterized by various formulations, views, principles, signs, etc. regarding the formation and functioning of territorial communities. In parallel with the phrase «territorial community», researchers use other names, such as commune, territorial communion, territorial collectivity, local co-partnership, socio-territorial community, etc. The lack of currently generalized scientific opinion regarding the specification of the content of a certain term, the variety of volumes and approaches to its interpretation confirms the expediency of further research on this topic.

After the analysis, it can be stated that travel operators plan to significantly increase volumes for Turkey (for example, two flights a week to the Turkish Dalaman are planned (in the season 2019, one flight per week was operated)). It is worth noting that travel operators also plan to significantly increase volumes for European areas, in particular Italy. In addition to the proposed flights to the swimming and beach resorts, the summer navigation will also feature direct flights of the airline Ernest, which will allow to develop interesting excursion routes, focusing on the arrival airports in Rome and Milan. At the same time, the expediency of increasing the volume of flights to Calabria can be questioned, because two flights a week is too much for a place that has not yet become a mass resort, which means that it experiences problems with infrastructure development and sufficient availability of accommodation facilities. The article analyzes the proposals of leading operators in the tourist market of Ukraine, according to the findings it can be noted that almost all travel operators - leaders in the number of tourists served consider the Kharkiv region as an attractive market for expanding travel content. The leaders in the number of tourists served were two travel operators who have their own airlines, namely: Sky Up (Join Up) and Azur Air Ukraine (Anex Tour). The undisputed leader in the number of exclusive destinations represented with a guaranteed flight is Join Up, and there is also a tendency to increase volumes with the travel operator TUI. On the basis of a survey, the best travel operators were identified by the ratings of agent-friendly and tourist-friendly, they were: Tez Tour, Join Up, Pegas Touristik, Coral Travel, and TUI.

The research is aimed at analyzing the value-oriented conceptions of business management and studying the possibility of their implementation in the activities of Ukrainian enterprises. The carried out analysis of the literature shows the considerable attention paid by the scientific community to the issue under research, since the use of value-based conceptions in Ukrainian realities is quite problematic due to a lack of understanding of their specifics and features. The publication carries out a chronological analysis of the interpretation of the essence of the conception of «business value» by various scientists during 2011-2020. The value of the business is a volume-based indicator, thanks to which it is possible to understand the further prospects of the enterprise development and its investment attractiveness. According to theoretical research, the value of business is understood as the value of invested labor and labor resources; as the results obtained by the company from operational, investment and financial activities; as an expression of the price at which the company positions itself in the market and can potentially be reorganized. The value-oriented management should be applied at all levels – from operational to strategic. It is determined that career growth, an effective system of motivation, exchange of information and knowledge are among the few factors that affect the formation of the value of enterprise. Among the methodological approaches that allow to conduct a thorough assessment of the value of business, attention is focused on earnings, value-based, market-based and optional methods. Prospects for further research relate to a more detailed analysis of the specifics of value-oriented conceptions and analysis of domestic market conditions for the possibility of spreading the value-based management approach among managers of Ukrainian companies.

Assessment of the reliability of banks and their rating is a relevant issue for all participants of the financial market. Taking into account the fact that a methodology should be based on the availability of information data, clarity and openness of the algorithm, and a limited number of analyzed indicators, the authors, for assessing the reliability of the banking system of Ukraine in separate banking groups, chose the most popular methodology of V. Kromonov. The article contains the results of assessment of V. Kromonov's rating model indicators for the period 01.01.2017–01.06.2021 for the banking system of Ukraine in general, as well as for the group of banks with the State-owned share, banks of foreign banking groups and banks with private capital. It is identified that the level of reliability of the banking system of both Ukraine and banking groups is in poor condition, since the calculated values of integral reliability coefficients do not exceed the value of 30 points, which indicates the presence of significant problems in the functioning of the banking market, imbalance of assets and liabilities, low level of solvency of banks and same for liquidity of assets. A comparative characterization showed that the reliability of Ukrainian banks with the State-owned share is significantly inferior to the reliability of banks of foreign banking groups and banks with private capital. It is determined that the amount of equity of the banking system of Ukraine is not sufficient to repay possible losses in case of non-return or return in an impairment form of a working asset. A computation of liquidity coefficients showed a tendency to reduce the level of coverage of liabilities by liquid assets of banking institutions, to reduce the solvency of the banking system and worsen the ability of banks to fulfill their obligations. Improving their reliability should be one of the primary strategic tasks of all banks.

The article is aimed at researching the current state of the leasing services market in Ukraine, identifying problems and prospects for its further development. It is defined that leasing is a very promising direction of economic activity, which facilitates the improvement of financial conditions in the country. The article considers the peculiarities of foreign experience in leasing activities and the functioning of the global leasing market. The indicators on the state and development of financial companies and lessors in Ukraine are analyzed, which leads to a conclusion about their positive dynamics. It is determined that today the level of leasing use in Ukraine remains low and is in the process of development, so it requires detailed consideration and analysis. The advantages of financial leasing as an investment instrument, as well as problems and obstacles that slow down the development of leasing activities in Ukraine are presented. Given that leasing activity in Ukraine is under development, there are many urgent problems, which include: imperfection of Ukrainian legislation; the unformedness at the national level of leasing development policy; stiff system of taxation of leasing operations; low demand for domestic goods; low solvency of all categories of consumers; poorly developed subleasing; non-compliance with international standards; low financial stability of lessors; dependence of leasing companies on credit funds from banks; vague regulation on the part of the State, etc. Methods of problem solving are provided that will contribute to improving the functioning of leasing activities and stimulating its development. It is defined that in order to use financial leasing as an innovative instrument for modernizing the country's economy, provision of the State support is necessary.

The article is aimed at closer defining the theoretical provisions for improving the management of financial stability of a commercial bank and assessing its current state in the context of the impact of destabilizing factors. Scientific approaches to the definition of the category of «financial stability of a commercial bank» are considered, which allows to detail its characteristic features and form a comprehensive idea of the financial stability of a commercial bank as a system category, the timely estimation of benchmarks of which allows minimizing the impact of specific and systematic risks to the economic environment in conditions of high uncertainty. The article systematizes the normative legal acts regulating all potential aspects of the commercial bank's financial stability shift due to changes in the structure of capital, liquidity, solvency, credit risks and being part of the information provision for the analysis of financial stability of a commercial bank. The classification of factors influencing the financial stability of a commercial bank is generalized. The influence of the epidemiological crisis associated with the spread of COVID-19 on key benchmarks of the banking system in terms of assessing the financial stability of the banking institution is examined. The dynamics of changing the proportion of non-performing loans of commercial banks of Ukraine is analyzed, as lending creates the basis for ensuring a balance between temporarily free funds and the amount of resources required at the microlevel of the financial system for sustainable development. Particular attention is paid to the aspects of balance and sustainability of the resource base of the commercial bank, which led to a thorough analysis of the liabilities of the banking system from the position of influencing the financial stability of a commercial bank.

The main aim of this article is to research the existing scientific concepts for considering the essence of the category of «fiscal instrument» and substantiate the essence of this definition. It is noted that there is an urgent issue of deepening the provisions formed and also developing further provisions in the field of functioning of the fiscal system, searching for the optimal model when developing such a system. Thus, there is a need for the implementation of new researches in this sphere to deepen the theoretical aspects of the functioning of the fiscal system, including the need to substantiate the content of certain scientific categories and specify existing ones. The article considers the essence of the category of «economic instrument», analyzes the existing concepts of research of this definition. It is determined that this type of instruments is an integral part of the whole mechanism of the State regulation of the national economy, stimulation of the development of certain sectors of the economy, management of the State property. This allowed us to continue to study the role of various types of economic instruments in ensuring the efficient functioning of the national economy, in particular fiscal ones. It is also determined that in the vast majority of cases, using the category of «fiscal instrument», scientists often identify it with the definition of «tax instrument». In a significant number of works when considering derivative scientific concepts from the word «fiscal», it is also not enough attention to specify the content of fiscal instruments. Thus, the article proposes to consider the content of the category of «fiscal instrument» as follows: fiscal instrument – a means used to save financial resources of economic entities in order to generate the State budget revenues.

This article is aimed at analyzing and systematizing the existing approaches to determining the essence of brand management, as well as its place in the system of related categories of marketing. At that, within the terms of the set goal, the task is to reduce the «conceptual» load on the theoretical base in the marketing sphere by analyzing and structuring current categories, and not creating new ones. During the research, two tangent categories with brand management – «management of brand» and «branding» – were distinguished and their relationship with brand management was determined. Analyzing the theoretical positions of leading specialists in the sphere of marketing, opinions of foreign and domestic scientists, the presence of identifiable concepts of «brand of management» and «management of brand» was specified, which is not true. Management of brand is a component of brand management, which consists in systematic activity using existing and searching for new resources and brand positioning tools. A concise and logical scheme is proposed that reveals the essence of brand management and the main stages of its implementation in the context of this issue. The scheme also reveals the place of branding in the brand management system, namely: at the stages of brand creation and its development /modification. It is determined that brand management directly correlates with the strategy of the enterprise and affects its implementation. The brand development strategy should correspond to the philosophy of the enterprise, its mission and organizational and corporate culture. It is emphasized that brand management is one of the main directions in the strategic management of the enterprise, as it allows to capitalize the value of branded assets and increase its competitiveness. Prospects for further research in this direction are to study the features of modern brand management and tools for its effective implementation.

The article delimitates and presents the author's own definitions of the concepts of «diagnosis», «monitoring», «analysis», «evaluation» of the staff management system, «staff audit (staff management),», «HR-analytics». Based on the review of domestic and foreign theoretical and practical studies of the current state of HR-analytics, the understanding of HR analytics is deepened; the possibilities of its implementation in the diagnosis of the staff management system are determined; methodical approaches to this process are described: the object, theme, subject, directions of HR-analytics at the organization level are formulated, stakeholders (interested parties), instruments and examples of the system of metrics/measures (criteria and indicators) operated in HR analytics are defined. It is determined that the diagnosis of the staff management system is a broader concept than HR analytics, which is its main component. HR analytics is based on monitoring and analysis of data with the formation of relevant estimates in conclusions/reports. Preparation of alternative forecasts, improvement of HR processes and staff management system are the final stages of diagnosis of the staff management system. The proposed approach of delimitation of the categorical apparatus of instruments in the sphere of assessment of the effectiveness of human resources use and staff management of an organization with clearly defined structural elements of the process of staff diagnosis will help theorists and practitioners to perform more clearly their work on the analysis and critical evaluation of HR processes with further improvement and alternative forecasting.

Digital trading places change traditional approaches to product promotion due to the ability to accurately assess market volumes, competitors, choose the most effective promotion strategy and marketing instruments. With the development of digital marketing, online stores are increasingly being used not as an intermediary between the seller and the buyer, but as an online sales platform. This led to the emergence of a new format of trade and the transformation of the traditional e-commerce market, changes in the role of sellers, active participation of the buyer in the formation of supply and marketing. The use of digital instruments for competitive analysis of a potential niche of the product facilitates promotion and allows to evaluate the potential level of income, optimize promotion instruments in the current period. The article is aimed at identifying a set of strategic marketing instruments for promoting the product on the marketplace. The article on the basis of competitive analysis cases discusses practical aspects of using digital instruments to determine sales potential in a particular market. The main strategies for product promotion and the advantages of each strategy are defined. Based on the practical sales case of three types of products using a digital platform and instruments for promoting these products, the efficiency of each instrument has been identified. The effect of promoting each product is evaluated using conversion rates, rating, sales ratio using digital platform advertising campaigns to organic sales of each product. It is proved that thanks to digital platforms, the manufacturer, the seller of the product in real time in the current period has the opportunity to redistribute the costs of various marketing instruments of promotion and ensure sales growth, product rating. The product sales performance indicators (conversion, rating, and volumes) allow to adjust the promotion strategy (update the brand, content, listing) in the current period, which reduces the risk of shortage in sales. The author emphasizes that further research should be directed towards studying practical cases of product promotion on digital platforms for the formation of theoretical and methodological aspects of marketing in the digital environment.
