The article is aimed at covering the methodological possibilities of the theory of political markets for making research of the current macroeconomic policy. The theory of political markets in the contemporary conditions is one of the most effective methodological instruments for researching the mechanisms of macroeconomic policy implementation both within terms of individual countries and in the field of international economic relations. Analyzing, systematizing and generalizing the scientific works of many scholars, the authors combined the analysis of officially declared procedures for making relevant political decisions with real informal mechanisms for the implementation of rent-oriented behavior of any of the political entities – both personified and those who «hide» behind the relevant groups of influence, which are created specially to conceal such personal influence. As a result of the research, two directions of application of the theory of political markets are allocated to study the peculiarities of the regulatory economic activity of the modern State. First, it is an analysis of the interaction of the main internal political actors – participants in the struggle for redistribution of public goods: politicians (whose powers depend on the results of elections); officials (whose powers depend on their appointment to office); voters (who «sell» their votes in exchange for favorable further decisions of politicians) and organized pressure groups (lobbyists). Secondly, it is a study of the regulatory role of the national State in international economic relations. A perspective direction of further scientific research in this plane is the development of a theoretical and methodological instrumentarium for quantitative assessment of the scale of redistribution and the size of losses of social welfare on the basis of the economic-statistical and expert assessments.

The publication analyzes Ukraine’s cooperation with the European, American and Japanese markets, which plays an important role in the current conditions of development of foreign economic activity. Strategic directions of the State-based aid for the development of enterprises in Ukraine are substantiated, namely their managerial and financial aspects. This proves that the sphere of entrepreneurship, like any other social activity, is influenced by the regulatory policy on the part of the State. The relevance of the topic under consideration is that the integration of a naional economy into the world economy, which is currently a priority direction for Ukraine, should be carried out with the help of effective and sometimes innovative means of international cooperation. It should be noted that the substantiated position of managing the foreign economic activity of enterprises should be considered as a significant factor in improving the efficiency of economic activity both at the level of individual economic organizations and at the level of the country. Management of foreign economic relations of any contemporary country, as well as enterprises, is in a certain sense an integral part of both the world economy and the international economic relations. In view of this, the peculiarities, basic principles and methods of managing the foreign economic activity of Ukrainian enterprises are identified. The factors of internal and external environment, influencing the provision of foreign economic activity of enterprises are studied, their peculiarities are defined. The factors that limit business development opportunities in the Ukrainian and international markets are highlighted. Methods of ensuring foreign economic activity are proposed to use favorable opportunities as to maximizing the efficiency of enterprises, as well as to ensure the activation of processes of foreign economic activity

The article is aimed at studying the theoretical aspects of import activity of Ukrainian enterprises. On the basis of an analysis of scientific literature the essence of the concept of «import activity» is classified; the main functions of import activity are disclosed and its importance for the development of foreign economic activity of enterprises is determined. The factors and conditions influencing the implementation of import operations are substantiated; the reasons for the restriction and rules for the import of goods into the customs territory of Ukraine are provided; the main problems of import activity are identified. Strategies for overcoming the negative consequences of imports are also proposed, the main positive aspects and types of effects from import activity are determined. The import activity, as a form of foreign economic activity, plays a significant role in the development of the country’s economy and determines its entry into international economic integration. Therefore, the import activity should be considered not as a negative phenomenon and not as a kind of payment for the possibility of using external markets – it is an independent source of financial income into the country, also of a number of other macroeconomic effects. Imports of goods should be regulated by national legislation, customs tariff, other political and legal restrictions. Prospects for further research in this direction are a comprehensive study of the problem, which would reveal tendencies in the development of foreign economic activity of enterprises in this sphere. The article substantiates that concession is an effective instrument for the implementation by countries of social projects aimed at solving the urgent needs of territorial communities in the context of the COVID-19 pandemic. It is emphasized that the application of concession activities allows countries to remain the owner of objects, while maintaining administrative and control functions. The peculiarities of application of public-private partnership models under the concession agreement are presented. The foreign experience of implementation of concession projects in the social sphere is generalized, in particular, successful practices of attracting investments in the conditions of financial decentralization are considered. It is determined that the most popular areas for the implementation of concession projects are transport (34%), environment (16%), education (14%), telecommunications (7%), healthcare (5%), and other sectors (24%). It is specified that concession activities abroad, as a rule, are regulated by separate legislation, the cooperation of the public and private sectors is based solely on contractual relations, according to which the private operator is guaranteed to receive remuneration for the work performed or services provided from a public organization and/or direct users. Based on the carried out research, the reasons for the widespread use of concession as a form of public-private partnership in different countries are determined, among which the main are: more effective management of projects on the part of the private sector; lack of financial resources of the State and the willingness of the concessionaire to take most of the risks from the implementation of large-scale infrastructure projects. Concessional shortcomings are also presented, which include: lack of professional management experience at the regional and local levels from private partners who implement projects for the first time; significant level of financial risk to the private sector, including the likelihood of bankruptcy; political and socioeconomic situation in the world due to the consequences of the COVID-19 pandemic. Upon the grounds of a generalization of world experience, the main directions of monitoring the impact of COVID-19 on concession projects are allocated, which can assist in determining the appropriate level of actions that can be taken by governments.

The article is aimed at identifying the priority directions of public-private partnership in Ukraine on the basis of research of world experience and peculiarities of implementation of public-private partnership projects in Ukraine. The article provides statistics on the distribution of public-private partnership agreements by areas of implementation and volume of investment in both the developed European countries and the developing countries, as well as statistics on the distribution of investments under public-private partnership agreements by areas of implementation in Ukraine. It is concluded that it is characteristic of public-private partnership projects that the number of concluded agreements does not necessarily have to coincide with the amount of investment. The analysis of the world experience in the use of public-private partnership mechanisms in the countries that have reached the highest stage of development as to the considered matter (these include the UK, France, Spain, the USA and Canada), helped to identify the most successful directions of its implementation. Thus, one of the most important directions of public-private partnership, which is defined by the mentioned countries as priorities, are the construction of highways and social infrastructure objects. The analysis of the current legislation of Ukraine proved absence of a government administration of the sectoral orientedness of public-private partnership, which confirms the inability of the State to solve the problems of socioeconomic development with the use of this instrumentarium. The analysis of each of the priority directions of public-private partnership, the importance of which has already been proved on the example of developed countries of the world, demonstrates the presence of obstacles, primarily of a legislative nature, that entail other problems.

The purpose of the article is to deepen the theoretical and applied principles of researching the essence of the concept of «FinTech innovations» and their classification features. According to the results of the research, scientific approaches to understanding the essence of the term FinTech are evaluated. The versatility and varied meaningful load of this term indicates various differences and peculiarities of determining this category in scientific sources. Scholars interpret FinTech as innovative technologies and business models as technology, industry sector, services, etc. Each of the presented definitions shows their main feature, which is that FinTech really cannot work without using digital technologies. We are certain that FinTech is a technology used by financial services to help companies manage financial assets with use of special software, including new applications, apps, and business models. The origin of the term FinTech, which is a relatively new industry not only in Ukraine but also around the world, is also examined. It is determined that in the economic literature this term arose in the early 1990s, when development of the Internet started. FinTech’s growing popularity began in 2008, when the global financial crisis forced financial companies to cut costs. It is determined that the multi-level and multi-dimensional impact of FinTech innovations on the transformation of the financial services market creates the need to conduct the typologization of FinTech on various classification grounds. It is specified that the basis of the classification features of FinTech services should be their division according to the types of financial services they perform (payments, transfers, foreign exchange transactions, loans, savings, lending, insurance, investments, etc.).

Events in the global economy have changed the traditional balance between customer and supplier. Without a well-designed business model, innovators will be able to neither provide nor gain value from their innovations. Globalization takes on a different dimension in business. In particular, changes in the external environment have a big impact on the further development and competitiveness of enterprise. This is especially relevant for online trading companies, where creating revenue streams often causes the most inconvenience due to the customers’ expectations that basic services should be free. The business community has changed radically with the advent of the Internet as a means of communication and commerce. The Internet is forcing many companies to rethink their distribution strategies, if not all business models. The Internet can be used as an additional channel through which enterprises communicate and trade with customers (business-consumer, B2C), as well as with suppliers and partners (business-business, B2B). The Internet and related technologies such as intranet and extranet also help organizations improve the efficiency of their internal processes. From a business perspective, the Internet has had a profound impact on how firms operate, how they communicate with other firms, what products they produce, how they deliver products and services, and how they seek competitive advantage. E-business differs in volume and type of activity. The entire supply chain of many industries has been radically changed with the development of the Internet and related technologies. Now most organizations have a website that is used to promote business activities or market their products and services. More and more traditional firms are creating their own websites for e-business and e-commerce and offering an additional sales channel for their customers. The development and maintenance of network infrastructure is an important industry branch for ensuring high-quality access to Internet services and represents one of the largest and most complex organizations in the world.

At the present stage of transformational changes, the issues of managing logistic activities in the management system of agrarian enterprises appear extremely important. And especially these issues are actualized in the context of the rapid development of the digital economy. In view of this, the purpose of the presented research is further development of theoretical and methodological provisions, the development of scientific and methodological approaches and also practical recommendations for enhancing the efficiency of logistics management of business entities in the agro-industrial complex, taking into account the peculiarities of digitalization of business processes. The article provides statistical analysis of indicators characterizing the level of use of information and communication technologies in the organization of logistic activities at Ukrainian enterprises of the processing industry. The article is aimed at carrying out an integral assessment of educational, scientific and innovative activities in Ukraine and researching their influence on the economic development of the country in dynamics. Research methods are: logical, statistical, correlation, graphical analysis, matrix method, T. Saati’s method of analyzing hierarchies, comparison. The article proposes a methodical approach to the integral assessment of educational, scientific and innovative activities, which includes: standardization of indicators, determination of weight coefficients of each of the indicators, and calculation of integral indicators according to individual elements of the chain «training of bachelors – training of masters – training of scientific personnel – scientific potential – scientific results – innovative activity – economic development», as well as calculation of the degree of their mutual impact. The integral indicators that characterize educational, scientific and innovative activities are calculated; the impact of training is assessed as follows: bachelors on the preparation of masters; masters on the training of scientific personnel; scientific personnel – on scientific potential; scientific potential – on scientific results; scientific results – on innovative activity; innovative activity – on the economic state of the country. The dynamics of changes in the provision of these activities is examined. The calculations made it possible to determine tendencies in the development of education and science in Ukraine and the main problems to cause them. One of the significant problems is the inconsistency of the chain between educational, scientific and innovative activities and the real sector of the economy, which has led to a decrease in the scientific and scientific-technical potential of Ukraine, low scientific results and low rates of innovative development. It is defined that further inappropriate attention to these problems on the part of the authorities can lead to the complete destruction of both educational, scientific and innovative activities in the country. All this accounts for the need to develop a clear vision of the directions of development of the domestic educational and scientific spheres, which will take into account both the real opportunities of the domestic economy and global development trends along with global challenges.

It is determined that the economic mechanism of economic management of the nature is a set of methods, means, instruments and forms of budget-tax and financial-credit regulation of economic development and use in the reproduction process of the natural component of national wealth, as well as the implementation of activities aimed at the reproduction of natural resource potential and environmental protection. It is substantiated that in the current socioeconomic and political-legal conditions, the economic mechanism of economic management of the nature operates with an overly narrowed specification of methods and instruments, which makes it impossible to fully ensure a sufficient level of financing for the implementation of environmental projects and priorities for expanded reproduction and enhance of the natural resource potential. It is proved that in the unfavorable conditions of the European natural gas market for the national economy and crisis phenomena caused by the curtailment of business activity due to the spread of the coronavirus pandemic, budgetary opportunities for financing environmental expenditures are limited. Researches have shown that in the dynamics of the real value of environmental expenditures of both the State and local budgets in 2002-2020 in general, there is a downward trend, which indicates a real decrease in the volume of public financing of environmental protection. It is substantiated that due to the deregulation of land relations, that is, the transfer of the State-owned agricultural land outside settlements to communal ownership, additional resource opportunities have been formed to increase the efficiency of the use of instruments of the economic mechanism of economic management of the nature at the local level. It is determined that in the conditions of an overly unified system of budget and tax regulation of economic management of the nature and limited opportunities for financing environmental activities, ensuring a high level of efficiency of functioning of the economic mechanism of economic management of the nature at the local level requires the installation of a complex of incentives into the range of its instruments and methods. Such incentives will orient the entities of agrarian entrepreneurship to the introduction of additional capacities of organic farming, organic cattle breeding and organic feed production. It is substantiated that such incentives are represented by tax and budget preferences.

The article is concerned with the topical issue of personnel provision for the development of amalgamated hromadas (AHs) in Ukraine. The article is aimed at scientific substantiation of the relationship between problems of human resource management and personnel policy of territorial communities in the context of decentralization of Ukraine. The article identifies and describes the most common problems of human resource management and personnel policy of amalgamated hromadas in the context of the decentralization reform in Ukraine: lack of a system for managing professional development, training and advanced training of the AH population; negative image of employees of local self-government bodies in Ukrainian society; lack of opportunity to realize one’s own professional competence and abilities; crisis of demographic reproduction and migration processes. Among the problems of personnel policy the authors identified the following: insufficient number of qualified specialists; lack of an optimal system of staffing; violation of democratic principles of openness, publicity and justice in the resolution of personnel issues; occurrence of corruption at different levels of government; irrational use of human resources; low prestige of work along with low wages. The cognitive relationship of problems in the field of personnel provision for the development of territorial communities is substantiated. The expediency of taking into account the problems of human resources use and personnel policy management as the main component of the socioeconomic development of amalgamated hromadas is specified. The relationship between human resource management problems and the efficiency of the personnel policy of territorial communities is proved. The authors substantiate expediency of directing the State policy of regional development towards: providing the territory with highly qualified human resources; development of intellectual capital of territorial communities; establishing constructive cooperation between educational institutions, research institutions, and enterprises of territorial communities; stimulating the development of social partnership in the context of decentralization.

The purpose of the article is to determine the current tendencies in the change of religious views of young people by selected countries of the world, as well as to analyze such views among the student youth of Ukraine on the basis of the carried out survey. It is defined that on a global scale there are significant changes in the structure of believers and in the distribution of the population of countries according to beliefs. A large number of both adults and young people refuse religiosity. This tendency is observed in America and many European countries. Especially among young people it becomes popular to be an atheist. The decrease in religiosity also means a decrease in the frequency of visits to religious institutions and practicing prayers. On the other hand, there are countries with a very high level of believers. These are, first of all, religious centers such as Italy and Israel. It is prognosticated that the fertility rate of women of different religions and the age distribution of religious groups will undergo radical changes. The increase in the birth rate among Muslims will lead to the fact that the number of Muslims in the world in 30 years will approach the number of Christians. At this, the number of adherents of other religions will begin to decline, and their average age will grow rapidly. The analysis, carried out in the course of the research of the views of student youth of Ukraine, showed that most of them are believers and orthodox. At the same time, religions and cults that have been popularized by films and TV series are becoming popular. It is determined that most parents of students are also believers and orthodox. Still, the number of believing parents is greater than the number of believing students. It is determined that the majority of students choose the religion of both parents, which indicates the significant influence of parents on the religious views of students. It is defined that believing students have fewer bad habits, and they are much more likely to participate in charitable projects and events.

The purpose of this article is to research Generation Z, which presently enters the labor market, to determine its strengths and weaknesses, expectations, and factors of motivation, as well as to study the main aspects of motivation and to develop recommendations for establishing the interaction of employers with representatives of this generation. The article determines that one of the key problems of modern companies is the high level of personnel turnover. The increase in the level of personnel turnover is a serious threat to the efficient activities of companies, because the dismissal of employees leads to additional financial losses associated with the search and training of new staff. It is defined that in order to build effective relations with staff, employers need to determine the basic needs of employees, their values. Currently, representatives of four generations are present in the labor market as part of the staff of modern companies – each one with unique requirements and different motivations. The article provides a characterization of these generations and specifies that every year the expansion of generation Z in the labor market is becoming more and more noticeable. The views on the theory of generations and the determination of belonging to generation Z on the basis of the period of birth of persons are considered. The dynamics of the level of unemployment on the population aged 15–24 both in Ukraine and in the European Union are also analyzed. Based on the carried out research, the strengths and weaknesses of Generation Z are considered and highlighted, its main expectations are formulated. Based on K. Hurrelman’s research, the authors of the article formed recommendations on how to better establish cooperation with Generation Z. The key aspects of Generation Z motivation highlighted by the results of the research will be useful for managers of modern companies in forming effective methods of communication and establishing effective cooperation with representatives of this generation

The article defines the economic essence of stocks from the point of view of domestic and foreign scholers, as well as in accordance with the legislation of Ukraine. It is specified that the main form of sale of inventory are independent wholesale and retail trade enterprises. The detailed classification of stocks, which is necessary to track the dynamics of consumer demand and planning rational volumes of purchase of products, which is important for ensuring uninterrupted sale, is considered. The main models and systems of inventory management are analyzed, such as the system with the established volume or size of the order, the system with a certain frequency of the order, the model of the optimal size of the Harris – Wilson order. The main tasks of inventory management at the enterprise are determined as follows: minimization of warehouse costs for storage of goods by accelerating the turnover of inventory; ensuring the optimal number of goods that can be sold in the near future and will bring profit. Thus, it was clarified that the main purpose of inventory management is to form and maintain their value at a level that allows for uninterrupted trade in each product at minimal cost. The process of choosing the optimal level of stocks is considered. An ABC- and XYZ-analysis based on commodity stocks of LLC «RUSH» is carried out. Recommendations for the management of different groups of goods are elaborated. It is defined that it is extremely important for any trading network to find the optimal combination between the costs and benefits of the selected level of inventories in order to determine what value of stocks for each product group or even a goods item is sufficient, as well as to choose the correct inventory management model for each category of goods.

The purpose of this study is to disclose the issues of lease, taking into account the new standard, as well as the characteristics of the features of displaying practical issues and displaying such information in the company’s financial statements. No less important task of this study is to propose means and ways to solve the analyzed problems, taking into account the practical and scientific base. The article analyzes the main problematic aspects of accounting of the IFRS lease. In particular, the relevance of this topic is disclosed in connection with the adoption of the new standard: IFRS 16 «Leases». The analysis of the works of scholars who have worked on this topic is carried out. The definition of the term «Lease» is presented in various regulatory frameworks, in particular in the legislation of Ukraine, Great Britain and Germany. Based on the analysis of IFRS 16, the conditions under which the relationship recognized as a lease are specified. The need for an updated standard is indicated; attention is focused on the shortcomings of the IAS 17 «Leases». A comparative analysis of new standards was carried out: European IFRS 16 and American ZPO 842 «Leases». Attention is focused on the benefits of these regulations. The most important problematic issues of the updated European standard are highlighted and schematically reflected, namely: lease term, lease agreement, discount rate, retrospective recalculation. In particular, a practical example is provided using the research of the «big four» specialists. The following ways to solve problems are proposed: determination of lease term in internal accounting policy and criteria that would indicate significant economic benefits; determining the percentage of the ratio of the size of the materiality and fixing it in the standard; registering a discount rate in the accounting policy, with the justification of the choice, and in the standard – criteria for its choice; adjustment of the amount of assets and liabilities in retrospective recalculation of balance sheet indicators in previous periods

The article is devoted to an important component of the country’s financial security –public debt. The formation of governmental borrowing is caused by the State’s need for additional financial resources. These resources are used to ensure the fulfillment of all tasks set before the State aiming to ensure economic and social prosperity. Improperly developed policy of public debt management will undermine the financial security of the State. To analyze the state of public borrowing, the following indicators were considered: the volume of total, external and internal public debt of Ukraine from 2017 to 2021; the ratio of external, external-guaranteed, internal and internal-guaranteed public debt of Ukraine in 2021. It was determined that over the last 5 years the dynamics of governmental borrowing has been changing from positive to negative and vice versa. The problems of public debt management in Ukraine include inefficient using of borrowed funds; raising loans to cover existing debt; imperfect legislative support; small volumes of gold and foreign exchange reserves; permanent budget deficit, etc. The following prospects for public debt management were identified: a policy to reduce the budget deficit; greater focus on domestic creditors; diversification of investors; fulfillment of IMF lending conditions; simplification of the IGLBs procurement system, etc. The international experience of government borrowing management was also considered. The most effective public debt model that can be implemented in Ukraine is the example of Sweden, where the government launched a policy of reducing public debt through systemic reforms that need to be implemented at all levels of the State management

The article is aimed at deepening the theoretical and methodological foundations for assessing the level of financial potential of enterprises. The article considers and summarizes approaches to determining the essence of the concept of «financial potential», indicators used in assessing financial potential, and the stages by which the assessment takes place. It is defined that the purpose of assessing the level of financial potential is to determine the type of financial sustainability of the enterprise and its solvency for further construction of a strategy for managing financial potential. The methodology of estimation of the level of financial potential of the enterprise is proposed, which includes three stages: 1. Collection of information characterizing the financial activities of the enterprise. 2. Selection and calculation of the main indicators characterizing the financial sustainability of the enterprise. At this stage, it is necessary to determine the type of financial sustainability of the enterprise. 3. Determination of the level of financial potential of the enterprise on the basis of the type of financial sustainability. An assessment of the level of financial potential of a particular enterprise is carried out and it is found that in 2018 and 2020 it had absolute financial sustainability and a high level of financial potential, and in 2019 – normal financial sustainability and an average level of financial potential. The necessity of forming a financial potential management strategy, which should include the following components: diagnostics and forecasting of the financial potential of the enterprise; strategic and tactical planning; selection of effective financial instruments; financial risks management; tax planning; organizational and legal registration and further control of financial flows, is substantiated.

The article is aimed at analyzing the evolution of the conception of sustainable development with the definition and substantiation of the likely prospects for its further changes. To achieve the aim, general-scientific and special research methods were used. As a result of the systematization of scientific approaches to the definition of the concept of «sustainable development» and the identification of three stages of the evolution of the conception of sustainable development, a forecast was made regarding the likely next stage of the evolution of the conception of sustainable development. It is substantiated that the management of sustainable development in the strategic perspective can be associated with the coordination and implementation of social, economic, environmental, and technological development goals. It is emphasized that technological changes will contribute to and emphasize the importance of scientific-technological progress as such and in the context of ensuring social standards and guarantees, improving the quality and safety of life of absolutely all categories of the population, creating appropriate conditions for environmental protection and economic growth. It is assumed that the technological goals of sustainable development will also concern the security of technological changes for the development of mankind related to global digitalization and robotization of the economy and everyday life. The results of the research can be used in further scientific research on the problems of determining strategic benchmarks and sustainable development tasks.

Mental health is one of the key qualitative characteristics of the state of intellectual capital of the enterprise and the implementation of intellectual activity. Mental health includes the emotional, psychological and social well-being of staff and managers. It affects how they think, feel, act, and also determines how employees cope with stress, treat other employees and make choices. The article is aimed at analyzing the importance of mental health as a factor influencing the intellectual ability of employees and characterizing ways to improve it in order to increase intellectual activity. The publication proves that poor mental health is often the cause of burnout among employees, which seriously affects their ability to effectively perform their professional duties. This is especially true for employees who carry out intellectual activities in the enterprise. In developed countries, there has been a long-time public awareness of the importance of maintaining proper mental health, especially at work. Also in many countries there are the State-based programs to ensure the mental well-being of employees and a significant number of foundations, associations and unions of psychologists who carry out practical activities in this area and help both employees in particular and business in general. The article is aimed at studying the issues that determine the relationship between the management function and its instrumental apparatus to improve the efficiency of the functioning of enterprises in the food organization industry. The article analyzes the relationships in the team, which form the basis for staff management in restaurant facilities, since in the conditions of constant socioeconomic changes and dynamic development of market relations, the need for effective and professional management staff increases. Socioeconomic approaches to improving the efficiency of human resource management at the enterprises of catering sector are considered. It is identified that the implementation of managerial decisions is influenced by the following factors: material resource base, training and strategy of the enterprise’s management, as well as support on the part of the staff. It is researched what the motivational component consists of and what is the main goal of motivation; the psychophysical, personal, professional and material motivators of behavior of restaurant chain employees, as well as the main types of motivation and forms of their stimulation, are identified. The essence of the staff management system, which is inherent in the network of restaurants in the city of Vinnytsia «Fayni Spravy», is substantiated; it is determined that restaurants of this network need constant improvement of staff management in order to continue to move forward in accordance with the current market challenges. Also, the management of the network enterprises should reduce the cost of funds and time to find new staff. To do this, it is necessary to establish closer communication with colleges and universities of Ukraine. The main methods of improving the efficiency of staff management, taking into account the concepts of corporate culture, the formation of leadership, the use of positive features of the organizational structure, the characteristic features of this network, are proposed. It is argued that employees should be given the opportunity to acquire new skills and move along the hierarchical structure of the restaurant, along with the policy of stimulating motivation. The article is concerned with consideration of the theoretical and methodological aspects of the management of competitiveness of insurance companies. It is specified that insurance activity belongs to the most profitable and risky types of business. Over the past few years, there has been a tendency to reduce the number of insurance companies in the insurance market, which will strengthen the processes of concentration, monopolization and competition between powerful players in the insurance market. Under such conditions, the issue of determining the level of competitiveness management of insurers, as well as their competitive advantages and factors that form a competitive position in the market, acquires special relevance and urgency. The versatility of the concept and the actualization of the study of the competitiveness of insurance companies in the insurance market of Ukraine, along with the significant achievements of Ukrainian scholars in this area, determine the need to apply a comprehensive methodology for assessing these processes. To analyze the state of competition in a certain segment of the market, it is proposed to focus on the concentration coefficients and on the Herfindahl-Hirschman Index. The next stage of the assessment is the study of the factors of influence and their ranking by the weight of the impact on the final result. A characterization of the quantitative, qualitative, matrix and graphic methods that can be used in the course of assessing the competitive position, competitive advantages and competitiveness of the insurance company are carried out. As the final stage, an analysis of the efficiency of the insurer’s competitiveness management process based on the SIX SIGMA concept is proposed. It is concluded that managing the competitiveness of an insurance company is a complex process that is formed under the influence of a number of changing and dynamic factors and components, and also has immense number of manifestation forms. That is why the assessment of the level of competitiveness management of insurance companies should be based both on the use of existing methodologies and on the introduction of innovative approaches to the analysis of the level of competitive advantages of business entities in the insurance market of Ukraine.

Economic backwardness is a global problem that causes a number of socio-economic troubles, increases social tension and reduces the effectiveness of functioning of social institutions of the country in general. A new period of global uncertainty and the unfolding of the economic crisis along with the subsequent recession associated with the reduction of economic activity as a result of the pandemic makes it relevant to look for ways of restoring the economic growth for every country of the world. Under these conditions, studies of chronic economic backwardness of a country and its falling into the «backwardness trap», which is based on a number of theories and conceptions that consider various aspects of the socio-economic development of the country, become specially relevant. The article is aimed at forming a theoretical grounds for studying the problem of country falling into the «backwardness trap», which is based on a generalization of the essence and basic ideas of theories and conceptions that explore the processes of socio-economic development of the countries over the world. The studies, dedicated to identifying and systematizing the factors that inhibit the socio-economic development of the country, display a certain evolution. At the first stage there was a search for a key factor of economic backwardness of the country (J. Keynes, H. Singer, R. Prebisch, H. Leibenstein, etc.). The second stage was devoted to the search for relationships between several key factors (R. Nurkse, R. Lucas, H. Uzava, etc.). At the third stage of the research, a detailed study of institutional factors inhibiting economic development was carried out (B. Knall, Th. Bethell, etc.). At the fourth stage, there was a deepening of research in the direction of developing a comprehensive interdisciplinary approach to the problems of formation of the «backwardness trap» (A. Danylenko, G. Bashnyanin, Y. Savelyev, R. Nureyev, etc.). The theoretical basis of the research on the trap of economic backwardness of the country is characterized by the presence of a significant number of theories and conceptions that generalize the common features of countries whose economies develop at a low rate compared to developed economies or enter into a state of prolonged stagnation, as well as the factors contributing to the crystallization of such a state.

The article is aimed at deeper studying and identifying the theoretical and methodological principles for the formation of sources of expansion of the fiscal space of territorial communities in the context of transformation processes in Ukraine. The publication proposes the authors’ own definition of the category of «fiscal space of territorial communities» as an environment for interaction between fiscal policy actors on the redistribution of budget resources and ensuring the financial capacity of amalgamated hromadas (AHs). The composition of revenues of budgets of AHs is analyzed. The main advantages of decentralization and certain risks inherent therein are presented. The goals of administrative and financial decentralization in terms of levels of public administration are characterized. The share of local budget revenues in the GDP of different countries is studied. It is defined that in the process of decentralization, the tax system of Ukraine has undergone changes in the structure of tax distribution between levels of management directed towards the benefits of local self-government. In particular, as the financial basis of local self-government in terms of the performance of their own powers is determined taxes and fees that have a direct «connection» with the territory of the relevant administrative and territorial unit. By amending the Budget and Tax Codes of Ukraine, it was achieved to consolidate stable sources of income of local budgets and expand the budget powers of local self-government bodies. Prospects for further research in this direction are the development of practical recommendations on the sources of expansion of the fiscal space of territorial communities in the context of transformation processes in Ukraine, the definition of effective and affordable ways to finance territorial communities.

The possibilities of adaptation of the experience of the G7 countries in the conditions of Ukraine regarding the regulatory and legal support for the formation and implementation of the State regional policy are determined. Methods of analysis and synthesis of information were used, which allowed to establish advantages and «weaknesses» in the legislation of both Ukraine and the G7 countries to ensure the development of the regional economy, also a comparison method based on which the possibility of adaptation of foreign experience in the formation and implementation of the State regional policy was determined. The main directions of implementation of the State regional policy were established through a detailed study of the existing regulatory and legal documents of Ukraine. Advantages and «weaknesses» in the legislation of Ukraine on regulation of regional development are identified. It is defined that the «weaknesses» of Ukrainian legislation in the direction of regulation of the State regional policy are the following: development and implementation of generalized programs for the development of regions without taking into account the level of development of territorial units; weak stimulation of innovations; lack of transparency of the activities of the State administration bodies and control over documentation as to local budgets; lack of provisions to increase the level of development of depressed regions. The possibility of using the experience of the G7 countries to develop recommendations for improving the State regional policy are substantiated. It is determined that the United Kingdom, France and Italy do not have special legislation on regional policy, but it is effective in the United States, Canada, Japan and Germany. The experience of using instruments for the implementation of the State regional policy by the G7 countries in the absence of special legislation was studied. The normative and legal documents of the State regional policy of the G7 countries, which have special legislation on the development of regions, were monitored. A comparative analysis of Ukrainian and foreign experience on implementation of regional development policy was carried out. Recommendations on accelerating the processes of stimulating the development of regions by activating regional policy towards supporting depressed regions are proposed as follows: support for small and medium-sized businesses; introduction of smart specialization with simultaneous development of diversified forms of knowledge economy; introduction of instruments of innovative and digital economy in all spheres of activity of economic entities; inclusion of priorities of small towns and villages into the regional development plans.

Anti-crisis policy in the real sector should be directed towards preventing and eliminating crises. The article discusses the topical issue of the present day: decentralization and its budget efficiency (on the example of the Pavlivska amalgamated hromada in the Volyn region). A significant feature of decentralization today is voluntary association with other territories in order to improve living conditions and development of the area. Decentralization facilitates the improvement of investment climate, forms an efficient environment for attracting investments and financing the activities of Ukrainian regions. That is why decentralization allows amalgamated hromadas to reveal their internal potentials. The result of local self-government depends on the appropriate use of financial resources, independent resolution of regional issues. The publication uses indicators of budget self-sufficiency, budget effectiveness, budget transparency to analyze the budget efficiency of the territorial community, based on an assessment of the level of implementation of the distribution and redistribution of the local budget of the amalgamated hromada. Budget self-sufficiency demonstrates how the territorial community can develop itself, budget effectiveness is responsible for the expenditure part and the result of these costs, and budget transparency — for insightfulness and openness of information for citizens. The introduction of decentralization aims to improve the system of management of territorial communities and the system of administrative and territorial structure of the country, with the improvement of the state of residence and development of citizens regardless of their place of residence. With the help of decentralization, the investment climate of the country is improving and an efficient environment is being formed to attract foreign and domestic investors. Financing of territories allows opening up new opportunities for the evolvement of amalgamated hromadas.

Global experience shows that one of the important directions in overcoming the external energy dependence and mitigating its negative consequences for the country is the intensification of the use of its own resource base. Such a measure for Ukraine can be production of analogues of petroleum motor fuel from biological raw materials, namely biodiesel and biobenzine. A significant obstacle in the course of intensification of the use of the existing resource base is the lack of a scientifically based vision of the inland development of technologies for the cultivation and conversion of energy biofeedstock into motor fuel. The article is aimed at developing a methodical approach (based on the provisions of economic theory) to the gradual substantiation of optimal technical and economic characteristics of production for the cultivation and processing of microalgae to biodiesel under the conditions of existing climatic restrictions. The developed methodical approach includes the substantiation of the following: choice of raw materials, choice of method and technology of cultivation, characteristics of cultivation technology, and directly the technical and economic characteristics of production. According to the developed methodical approach, it is proved that microalgae is considered as the energy raw material of the future, while the types of microalgae of the genus Chlorella, and above all the species Chlorella vulgaris, meet the requirements of industrial cultivation the most. The more acceptable for use in the climate of Ukraine method of microalgae cultivation is cultivation in photobioreactors (PBR). The technical and economic indicators of the industrial complex for the cultivation and processing of microalgae in biodiesel indicate the expediency of practical application of the developed methodical approach. The gradual substantiation of the choice of raw materials, the method and technology of cultivation of microalgae when applying the traditional conversion of the biomass allowed to ensure the optimality of technical and economic characteristics of biodiesel production in the climatic conditions of Ukraine.

The modern stage of modernization of both the national and the world higher education system necessitates the transformation of higher education institutions into entrepreneurial, innovatively active organizations that are able to quickly adapt to volatile changes in the external environment. In this regard, many issues require a new solution regarding the management of higher education institutions (HEIs), i.e.: ensuring the quality of higher education, training the personnel, appropriate to labor market, providing various educational services, ensuring the continuity of education, and improving the organizational and economic mechanism of management of HEI. From the point of view of the system approach, a HEI is seen as an open system, a mechanism for converting input information or resources into final products, where effective organization of internal processes becomes one of the most important ways to obtain its competitive advantages. Based on the analysis of the main properties of HEI as an open dynamic system, it is defined that the most important systemic characteristic of university is its organizational structure, which includes four main aspects: description of the structure of subdivisions and departments; connections between them and the external environment; information circulating on these connections; functions performed by structural units and departments. The article is aimed at studying various types of organizational structure of management of higher education institution, determining the specifics of their application in the activities of the university, which operates in an open informational and educational space. The main types of organizational structure of management of HEI, built on the classical principle, are distinguished; weaknesses and strengths of their application for the management of HEI are determined. It is proved that the organizational management structures, built according to divisional and matrix types, are promising, since only they are able to adequately and promptly respond to changes both in the internal and external environment of HEI. A list of requirements to meet the contemporary, effective organizational structure of a higher education institution is formed, the highlighted requirements are: optimality, operational efficiency, reliability, economic efficiency, flexibility and stability of the management system. The carried out study allowed to conclude that a higher education institution in the process of its life cycle should timely adjust its strategic goals of activity and make adequate changes to the organizational structure in accordance with the new conditions in which it functions.

The article defines that the economic growth of the world countries today depends on their ability to create and augment new scientific knowledge, as well as make use of this knowledge through the elaboration and implementation of innovative products and technologies that bring to the fore the development of education and science in the countries. At the same time, scientific and educational activities in Ukraine remain insufficiently in demand, which negatively affects the socio-economic development of our country. Thus, the purpose of the research is to identify the main problems of education and science development in Ukraine in the context of global instability. According to the results of the carried out analysis, the list of problems of development of educational and scientific activities in Ukraine is determined, their catalog is formed (which includes 63 positions), as well as a grouping of problems in six separate blocks is made, including: inconsistency of content and quality of scientific and educational activities to the actual needs of society and the national economy; inefficiency of management in terms of science and higher education; insufficient level of funding and unsatisfactory logistical support of higher education and science; deterioration of personnel support of scientific institutions and higher education institutions; weak integration of science and education of Ukraine into the global and the European educational and scientific space; distortion in the formation of a contingent of students of the higher education institutions of all levels. After allocating the main problems of the problem field and constructing the primary cognitive map, the importance of problems and relationships between them was assessed on the basis of the Saati hierarchy analysis method. Based on the calculation of the coefficients of weight of the problem in each group, the types of problems (resulting, root, nodal) are determined, as well as primary cognitive maps of the problems included in each group are built and the relationship between them are researched. The analysis of the composition of the main blocks of problems in educational and scientific activities in Ukraine allowed to prove that most of them are caused by an imperfect management system in these areas, as well as the lack of mechanisms of interaction between all stakeholders of the educational and scientific process.

The article is aimed at analyzing the production self-cost of dairy products as an indicator of the efficiency of the economic activity of the entrepreneurial structure. The analysis consists in: determining which indicators of the articles of calculation form the self-cost of production for a certain period of their description; modeling the degree of influence of the calculation elements on the indicator; search and selection of practical measures to optimize the production self-cost of products of the enterprise Kharkiv Dairy Plant LLC. In the course of analysis of the dairy market of Ukraine, important problems of the industry are highlighted and the following factors of influence on the self-cost of production are identified: shortage of dairy raw materials, increasing the share of imported goods, and industrialization of enterprises. The dynamics of changes in the structure of production self-cost and production volume of dairy enterprise products within 22 months is considered. It was found that the main impact on the production self-cost have raw materials and wages of employees. After solving the equation of multiple linear regression using matrices, an adequate economic and mathematical model is obtained with the level of influence of six articles of calculation on the production self-cost of 1 tons of the fermented milk drink with the «Laktomix» fruit filler. The articles of calculation, in turn, represent the sum of productions of specific norms of costs and prices for them. Practical measures to optimize and reduce the production self-cost of dairy products on the part of the enterprise and on the part of the State are considered. Some measures are already being implemented at the enterprise, the other still exist only in the plans. One of the effective measures to optimize the self-cost of production is the use of membrane technologies, innovative biotechnological solutions, recycling of reverse waste and expansion of sales areas, which leads to an increase in production and sales of products.

The role of information technologies in society is constant and incessantly extends to further areas of application – science, education, business, transport, communication, public administration, defense, political life, culture, everyday life, etc. However, at the methodological level, some questions arise regarding the identification and adaptation of potential information technologies to ensure positive economic development. An important influence on the development of the world market of IT technology is carried out by non-governmental organizations, in particular, associations of national associations of IT companies – the World Alliance of Information Technologies and Services, as well as others. Thus, the permanent deployment of scientific and technical progress and the impact of globalization on the IT industry determine the need to improve the mechanisms of economic, organizational and legal regulation of the global information technology market. In this direction, the universality of regulatory economic and legal norms of the world IT industry does not always work when used by a separate country as market participant due to the imperfection of its national legislative framework together with the economic and organizational regulators in the information base. At this, the countries that join the process of harmonizing their economic and legal IT regulatory mechanisms with the world standards must implement three important groups of measures: 1) measures in the sphere of information services development, 2) measures for the development of information technologies as such; 3) measures to protect and provision producers of IT products and services. Risk-oriented management in the process of ensuring the development and implementation of information technologies for the enterprise is aimed at ensuring the implementation of the company’s strategy and its sustainable development with integration into business processes and managerial decision-making. The article defines the peculiarities of managing the financial and material base of territorial communities of Ukraine in the conditions of decentralization. The economic essence of the term «financial and material base» is given and the main components of this indicator are allocated, allowing to assess the financial security of territorial communities. The main factors of influence on the financial and material base of territorial communities related to the implementation of the decentralization reform in Ukraine are determined. New financial opportunities and responsibilities of administrative and territorial units are allocated, which is reflected in strengthening the own financial base of local self-government. A dynamic analysis of the ratio of incomes of the general fund of local budgets to the GDP of Ukraine during 2014–2020 was carried out. The process of transfer of the joint ownership objects to communal property of territorial communities in the context of regions of Ukraine as of 05.03.2021 is considered. Since the assessment of the state of financial and material resources of territorial communities is a complex process and includes the management of communal property, the main ways of using communal property are defined, among which it is worth to highlight: rent, privatization, independent use of property by the territorial community, leasing, concession and others. The assessment of the ways of using communal property objects on the example of the territorial community of Lviv for 2018–2019 was carried out. It is proved that the analysis carried out is evidence of an increase in the level of financial security of local budgets and a justification of positive trends in the growth of their resource base as a result of financial decentralization. Negative factors of influence on the main indicators of financial and material base of local budgets are determined. Also a number of problems faced by local self-government bodies are specified and ways to solve them are suggested.

The article is aimed at assessing the efficiency of investment activity of the regions of Ukraine. The results of the carried out survey should allow to identify factors influencing this characteristic of the regional economic system and to form certain tasks for their solution in the context of intensification of investment processes at the regional level. A theoretical analysis of existing approaches to the assessment of the efficiency of investment activity at the regional level was carried out, allowing to form the author’s own approach, which is based on the computation of the aggregate integral indicator of the efficiency of investment activity of the regions of Ukraine. In order to compute the aggregate integral indicator of the efficiency of investment activity of the regions of Ukraine, a methodology is proposed, which consists in computing a set of relative indicators that are distributed within three directions, namely: impact of investment activity on the production development of region, financial development of region, and social development of region. As result of computing relative indicators, an assessment of the integral level of investment activity efficiency was carried out separately by its impact on the production, financial and social development of region. On the basis of the three computed integral indicators, the aggregate integral indicator of the efficiency of investment activity of the regions of Ukraine was calculated, allowing to divide them into regions with low, medium, higher than average, and high level of efficiency of investment activity. All analytical computations were systematized, which made it possible to distinguish the main factors influencing the efficiency of investment activity of the regions of Ukraine, taking into account of which would allow to activate the investment process at the regional level and achieve its main goals.

The article analyzes statistical and theoretical materials from recent years and highlights the main problems present in the field of international tourist services of Ukraine by various directions. The state of development of tourism by the directions of arrival and departure regarding international tourism and the conditions for the provision of these services, based on the main documents and legislation of Ukraine, is considered. The basic theoretical principles, which are fundamental and have a significant impact on the functioning of this industry, are characterized. The «entities of international tourist services» and the essence of this term are defined on the basis of legislative documents in force on the territory of Ukraine. The major trends that exist today in the sphere of international tourist services are outlined. The main indicators of market activity in the structure and dynamics that characterize the state of functioning of the industry are calculated. The influence of international tourism on the GDP of the world countries and on the budget formation is characterized. A retrospective analysis of relevant indicators was carried out to reflect current changes in the market. The main countries – partners of Ukraine in the field of tourist services are determined and the dynamics of development of relations with these countries is analyzed. A number of recommendations have been formed based on preliminary analysis directed towards overcoming the identified problems; stabilization of the market; restoration of effective activity, economic growth of Ukraine; attracting new investments from countries, companies, individuals and legal entities to the industry; strengthening positions in the world market; disclosure of the tourism and recreational potential of Ukraine on the new side and expansion of the market offer.

Based on the analysis of the world practice of the State regulation of investment activity in agriculture, the article sets priorities that include the development of a regulatory framework, formation of international and the State investment programs, accumulation of investment resources and financing of specific agricultural investment projects. Normative-legal regulation of investment activity in agriculture is analyzed based on consideration of aggregate measures carried out by public authorities, adoption and implementation of legal acts in accordance with institutional powers. The legal basis of this process is the Laws of Ukraine, decrees of the President of Ukraine, resolutions of the Cabinet of Ministers of Ukraine, orders and directives of the relevant government institutions. For their analysis, a historical digression was made and the evolution of the formation of the normative-legal mechanism of the State regulation of investment activity in agriculture, in particular by periodizing this process, was revealed. The separation of five stages of formation of the normative-legal mechanism of the State regulation of investment activity in agriculture allowed to pay more attention to qualitative changes in agrarian policy, gradual introduction of private land ownership, regulation of agricultural land use. The necessity of further improvement of the legal framework of investment activity in agriculture as an effective factor in the formation of a favorable investment climate and the implementation of relevant activities is substantiated. In this context, the significance of the adoption by the Verkhovna Rada of Ukraine of the Law "On Amendments to Certain Legislative Acts of Ukraine Concerning the Conditions of Circulation of Agricultural Land" and its alleged introduction of market circulation of agricultural land is revealed. It should be expected that the practical implementation of its provisions will help attract long-term lending to agricultural production and significantly expand investment activities.

This article generalizes the arguments and counterarguments within the terms of scientific discussion on promoting the employment of rural population and improving the quality of its life through the development of social infrastructure. The main purpose of the carried out research is to assess the impact of the level of development of the socio-cultural infrastructure on the number of employed population and define the prospects for increasing employment of peasants. A systematization of literary sources and approaches to solving the problem of ensuring employment of rural population showed that in the analysis of employment problems, the use of methods of economic and mathematical modeling is effective. The relevance of solving the problem of rural employment is that in rural areas it is sharper than in cities, and manifests itself in a higher level of unemployment. The study of the influence of factors of social infrastructure development on rural employment in the article is carried out in the following logical sequence: the available statistical database of indicators of social, educational, cultural, household infrastructure is analyzed; the most influential indicators of social sphere development are determined; an econometric model of influence of these factors on the volumes of employment is built. On the basis of the built model, measures for the development of rural social infrastructure are proposed. The methodical instrumentarium of the research are methods of economic and mathematical modeling. Ukraine was chosen as the object of the study in the context of 24 regions, as this made it possible to form a representative data array to build an adequate model. The article provides the results of modeling the interrelationship of employment with factor indicators, which showed that the most influential factors in the development of rural employment in the non-agrarian sphere are the number of schools, preschool and club establishments, trade organizations and Internet subscribers. The results of the carried out research can be useful for substantiating managerial decisions on ensuring the employment of rural population and improving the level and quality of its life.

The available analytical and statistical provision for the study of youth migration mobility in the regional dimension is quite fragmentary, which does not allow to conduct thorough econometric research. The analysis of the quality of information support and the availability of statistical data on youth mobility shows the presence of significant gaps of the methodological nature in the process of collecting statistical data and distributing them at the national and regional levels. Low quality of statistical information, weak level of the age-sex-adjusted detailing of them do not allow to comprehensively assess the current state of youth mobility, identify the socio-economic parameters that affect the mobility of young people in the Carpathian region. The purpose of the article is to identify the existing gaps of informational, analytical and statistical provision for studying the youth mobility in the Carpathian region and to substantiate proposals for improving the monitoring of migration processes. The article substantiates the need for significant reform of the existing system of statistical provision through the implementation of measures in the context of the All-Ukrainian population census; borrowing experience in organizing the collection, analysis and sharing the statistical information on the example of statistical services of the EU countries in terms of creating nationwide and regional registers of citizens, foreigners and emigrants; conducting annual regional selective surveys of young people on the state of its socio-economic provision, level of employment and remuneration; establishing inter-departmental cooperation on the exchange, verification and addition of statistical data between the Main Departments of Statistics of the Carpathian Region regions with the territorial departments of the State Migration Service and the Border Guard Service of Ukraine; creation of analytical centers in subordination of territorial departments of the State Border Guard Service of Ukraine.

To achieve the position of European countries, Ukraine needs to focus on the following: raising social standards of quality of life, material well-being of citizens, attracting investment, and economic growth of the State. Ensuring conditions that raise social standards and increase the opposite impact on macroeconomic reproduction processes is the most important position of the modern model of economic growth. Thus, a modernization of the economy will contribute to its qualitative renewal, which has to be accompanied by the turn of the economic policy of the State to a citizen. The article is aimed at forming a theoretical and methodological support for the definition and evaluation of social standards of life of the population in the context of changes in economic systems. The carried out analysis of scientific views of different times and practical experience of countries showed that improvement of social standards of quality of life of the population is possible with the accumulation of real and human capital, scientific and technological progress. Theory and practice show that there are factors that can both facilitate the improvement and interfere with the processes of both accumulation of these capitals and scientific-technological progress. The experience of countries that have success in terms of rapid growth of economic indicators proves that conditions that contribute to the growth of income per capita play an important role. Nowadays, we have gained extensive experience in analyzing the impact of social standards on macroeconomic processes, but we need to improve measures directed towards promoting the implementation of the action strategy developed by Ukraine to overcome poverty and renew production. The strategy must provide for the implementation of certain steps to form new standards of quality of life of the population, which are ensured with a sufficient level of budget financing. This requires the development of a system of indicators of modeling of standards of quality of life of the population, as well as a general (integral) indicator. The development and approbation of such a system is a difficult task, since it should ensure the methodological unity of all private indicators of the system and an unambiguous assessment of the level and dynamics of the process under research.

The article is aimed at a theoretical generalization of forms, methods and instrumentarium for choosing perspective directions for small business development in Ukraine. At present, there are a significant number of scientific achievements on the formation of a balanced government policy on the State regulation of small business development in Ukraine. The legal principles of the State regulation of activities of business entities that aim to make a profit are determined by the Law of Ukraine «On the Associations of Economic Management». Generalization of the theoretical developments of domestic and foreign scholars on the choice of methods for determining the current state and prospects for the development of small business representatives allowed to distinguish the most common approaches to solving this issue. Most specialists are inclined to define the need for a comprehensive assessment of the state of small business entities both in the whole country and in its administrative territories. The most common techniques include: analysis of statistical indicators of the state of small business and their dynamics for a certain period; comparative analysis of the state of small business development by types of economic activity both in the inland territories and in the countries of the world; compiling a SWOT analysis with the definition of strengths and weaknesses, as well as external opportunities and threats to small businesses; computing the integral indicator of the level using the taxonomic analysis and the method of ranking of research objects; classification of levels of development of small business representatives based on the results of cluster analysis. The disadvantages of these approaches are that their computing does not take into account the significance of certain indicators of integrated evaluation, that is, these methods are incapable of giving clear answers to the question of finding perspective directions for the development of the small business sector. Also, the above methods do not reflect the territorial specifics of the development of certain types of economic activity, taking into account the representatives of small business and their role and place in a particular industry in a timely context over the years. All of the above has created the basis for searching a new instrumentarium to choose perspective directions for small business development in Ukraine.

The article is aimed at studying the problems and prospects for increasing the economic efficiency of maintenance of aviation equipment. The article defines that all parties involved in the process of production and operation of aviation equipment have both the same goals and multidirectional goals. The purpose of interaction of all stakeholders is to create an optimal program of maintenance, repair and renewal of aviation equipment. The cost-effectiveness of activities of airlines can be additionally increased by means of a flexible approach based on MSG-3 logic. Thus, aviation equipment will be idle for less time due to maintenance, as well as the cost of such maintenance will be reduced. Collecting and processing information about both a particular aircraft and a family of the same aircraft models as a whole allows to determine safe intervals for maintenance, repair and renewal without reducing the security indicators. The transition to the MSG-3 logic-based maintenance, repair and renewal program reduces the number of maintenance, repair and renewal works and, accordingly, labor costs, as well as expands the intervals of maintenance, repair and renewal, and increase the economic efficiency of both repair enterprises and airlines. Safe operation of aviation equipment is possible subject to the collection and processing of a huge amount of information from all onboard systems of the aircraft. Such information flow requires the costs for its collection and processing. However, the economic effect of maintenance, repair and renewal of aviation equipment according to the flexible methodology will bring additional advantages and opportunities to operating organizations. At this, the indicators of reliability and workableness of aviation equipment will remain at the proper level.

The article identifies the main provisions and the conception of modern customer-oriented approach of the organization, in which the system-forming factor is the process of interaction between consumer and producer, which will ensure the dominant development of service activities. Thus, research of customer orientation and its estimation characterizes actual aspects: quality of service, loyalty of consumers, and strategic priorities of competitiveness of the enterprises. The presence of any developed component of the company’s customer orientation (service, product quality, customer orientation) does not guarantee the company’s success, as a comprehensive approach is needed. The issue of the quality of audit activity is currently of high relevance. Despite the fact that today the audit regulation system seems to be fully established, there are a number of problems that complicate the process of regulating the audit market entities. Therefore, the purpose of the research is to analyze the updated requirements for regulating audit activities along with problems of audit development in Ukraine. In the course of the research, it was found that the audit serves as a reliable way to justify the financial statements data and is one of the important types of services. At the same time, it is defined that the audit activity currently has a number of contradictions and problems. The article discusses the main aspects of audit regulation in Ukraine, peculiarities of the current state of the audit market, as well as prospects for the regulation of audit activity in Ukraine. One of the important conditions for the activities of audit firms is the control and optimization of the costs of conducting audit procedures, which allows to minimize unjustified costs. This is especially true of transport and logistics companies with their specifics of business, document flow, and internal control. Therefore, in this matter, an important role is played by reducing labor costs for the auditing. As a solution for optimizing the labor intensity of carrying out the audit, analytical procedures can be applied, which, in turn, are one of the main methods for obtaining audit evidence. The article defines the place of analytical procedures in the procedural provision of audit and examines certain methodological aspects of the application of analytical procedures in determining the principle of continuity in the preparation of financial reports by the management of the transport and logistics company. The criteria for evaluating the results of the analytical tasks and approaches to the assessment of the accounting system as an information base of audit evidence are distinguished, taking into account the specifics of the transport industry. Researching this issue has allowed to disclose the main elements of methodological support of analytical procedures for determining the risk of disruption of the continuity of the transport and logistics company, namely: definition of the main objects, distinguishing the criteria for evaluating the results of the analytical tasks and approaches to the assessment of the accounting system as an information base of audit evidence.

The purpose of the article is to improve approaches to forecasting and analyzing the sensitivity of money-and-credit and stock markets to macroeconomic shocks in developing countries, which are characterized by a high level of socio-economic uncertainty and political risks. The article substantiates the advantages of expanding the standard forecasting methodology based on one-sided forecasts by analyzing the sensitivity of the indicators studied to macroeconomic perturbations, especially in the period of high uncertainty observed in recent years. An empirical analysis of the reaction of the main indicators of monetary policy and stock index in countries with a transformational economy in response to macroeconomic shocks during the short term was carried out, using impulse response functions. It was identified that in the markets of most countries there was a stabilization of the stock index and the short-term interest rates during the first 2-6 months after the start of macroeconomic shocks, which was accompanied by their moderate periodic fluctuations. In only three of the seven developing countries studied, stock indexes and/or interest rates could not reach equilibrium levels on their own during the short term and required active central bank stabilization measures. It can be assumed that the degree of reaction of the stock and money-and-credit markets is primarily associated with the individual characteristics of the country’s economic system and its ability to absorb macroeconomic shocks. The carried out analysis of sensitivity allowed to determine what shocks have a critical impact on the functioning of the financial and money-and-credit markets in each of the economies under research.

The purpose of the article is to study the main trends and directions of spread of financial technologies in the banking sector of foreign countries. Analyzing the introduction and use of financial technologies among influential global markets, based on data from the financial consulting group EY Global Financial Services, which since 2015 began issuing of analytical reports every 2 years, the authors have determined an annual increase in the level of spread of these technologies in the studied countries. During 2015–2019. there was an increase in the number of countries under study – from 6 to 27, and in the number of respondents – from 10 to 27 thousand. An increase in consumer involvement in the use of new financial technologies is detected, as evidenced by the increase in the level of penetration of financial services – in 2015, the average penetration level comprises 16%, in 2017 – 33%, in 2019 – 64%. The carried out study showed that the largest share of the introduction and promotion of financial technologies among the 27 studied countries is occupied by the countries of Asia, South Africa and Latin America. As for European countries, FinTech is developing here at a slower pace compared to other countries. As for the United States, this country still has less activity in the spread of financial technologies. Analyzing the segments in which FinTech finance was most financed in 2019, upon the data provided by the consulting company EY Global Financial Services Markets, it is found that the world’s leading countries have the greatest advantage of financing in FinTech banking sector, among which the highest rate in China is 92%, and the smallest amounts of financing in FinTech are carried out in the insurance sector (compared to such sectors as banking and financial management). In Asian countries as digital technology leaders, the main area where the banking industry introduces financial technologies is blockchain with cryptocurrencies, payments and transfers, as well as investments and savings. Among the main directions of FinTech-directedness in the banking sector, the largest share in the United States is occupied by: market of capitals, blockchain with cryptocurrencies, further on payments and transfers. As for the UK, P2P payments and transfers, as well as software, occupy the leading place. Prospects for further research are to analyze the introduction of financial technologies in the activities of Ukrainian banking institutions.

The article is concerned with analyzing the tendencies of taxation of consumption in the OECD countries. The purpose of the article is to examine the tendencies of taxation of consumption in the OECD countries before and during the COVID-19 pandemic. According to the results of the research, it is found that in the period from 1995 to 2018 in the OECD countries there was a relatively stable tax burden formed by consumption taxes, with a gradual decrease in VAT rates. In many countries, the COVID-19 pandemic has caused a significant deterioration in public finances, adding to existing problems such as population aging, climate change, rising poverty and inequality, etc., the problem of reducing tax revenues in consequence of the reduced business activity and increased public spending on health care and economic support programs. It is noted that after the COVID-19 outbreak, the OECD countries periodically make adaptation changes to their policies, mainly aimed at adapting VAT in the context of the spread of digitalization and the need for fiscal support for certain sectors of the economy. The development and administration of VAT policies have become an important component in the most OECD government fiscal policy measures to mitigate the effects of the COVID-19 crisis in 2020–2021. The COVID-19 outbreak has led to a crisis in the healthcare and economic sectors, which has led to the use of measures to contain the pandemic. These measures reduced production, and in combination with the general crisis of the healthcare sector reduced the demand of enterprises and households. The economic policy measures focused primarily on maintaining business liquidity (deferring VAT payment) to help businesses stay afloat and to support the incomes of vulnerable households (applying reduced VAT rates). Prospect for further research is to assess the fiscal effects of modifying the taxation of consumption in the OECD countries during the COVID-19 pandemic.

Today, cryptocurrencies and topics related to information technology are attracting more attention not only on the part of traders, but also scientists. More research is being carried out aimed at the thorough study of cryptocurrencies, as well as the search for ways to facilitate interaction with blockchain. The topic of data analysis for cryptocurrencies is becoming increasingly important as the number of companies dependent on cryptocurrencies is growing rapidly. There are problems related to the cryptocurrency trading process, such as forecasting prices and trends, forecasting volatility, building a portfolio, detecting fraud, analyzing indicators for various cryptocurrencies. To solve these problems, trading bots are used. Trading bots are software products or websites that offer so-called «algorithmic trading», as they automatically analyze the actions and indicators of the market, offer strategies to maximize the trader’s profits and increase his satisfaction. They can aggregate historical market data, calculate indicators, model the order fulfillment and can even be set up to execute strategies while the customer is asleep. When analyzing the needs of the market, it turned out that there was a lack of a chat bot that would help traders or simply persons interested in the topic of cryptocurrencies to receive fresh information about the latest changes in the market. The article considers the functions and examples of performance of the chat bot CryptoAlert, created by one of the authors, which helps users to always be aware of the latest changes in the cryptocurrency market. The main function of the bot is to receive notifications about significant changes in the price of the selected coin. The use of CryptoAlert facilitates the trader’s work and significantly increases the likelihood of successful trading in the market.

The article analyzes the fiscal significance of customs payments, namely: VAT, duties and excise tax, which are payed with customs clearance goods. It is defined that the role of budget revenues by these payments is extremely important. It is emphasized that the relevance of full and timely receipt of payments, which are accumulated by the State Customs Service of Ukraine, is especially increased during periods of economic downturn in the country, when the business activity of certain economic entities and sectors of the economy is significantly reduced. It is determined that the number and volume of offenses that are detected at the customs and can lead to significant budget losses are quite high and in recent periods tend to increase, which indicates the need to ensure effective customs control by the State and increase of the customs security. The publication specifies that the current global trend of customs control development, which is also typical for Ukraine, is the refusal of continuous control in favor of a selective one, with additional application of risk-oriented approach. The advantages of this approach to customs control are provided. The domestic experience of risk management in customs on the part of relevant authorities by using the Automated Risk Management System (ARMS) is analyzed. The need to constantly update and improve the algorithms of the ARMS and the system itself, as well as continuous updating of databases by adjusting, deleting and creating new risk profiles, is underlined. This is connected with the instability of the sphere of customs risks.

In the current socio-economic conditions, the issue of ensuring the well-being of workers in the workplace is of relevance. The purpose of the research is to generalize the theoretical bases for determining the essence, components and objectives of ensuring the well-being of the organization staff; analysis of the current status of well-being of Ukrainian companies based on the authors’ own sociological research, as well as development of recommendations for maintaining the well-being of staff under the current conditions. It is proved that organisations can reorganize work in such a way that employees not only feel their best, but also work more efficiently, strengthening the connection between the staff well-being and the work outcomes. The role of well-being management is proved through high returns, motivation and efficiency of the staff work; unique value proposition of the employer; involvement and loyalty of staff; employer brand for potential employees; profitability of the business. It is displayed that one of the main directions of development of well-being programs in the context of the COVID-19 epidemic and the associated crisis is the support of emotional and mental health of employees. According to the results of the authors’ own sociological survey, the status and problematic places in ensuring the physical, psychological, social, career, financial well-being of employees in Ukraine are defined, the needs of employees in priority measures on the part of the employer in the sphere of well-being management are identified. According to the results of the research, the main directions of improving the practice of staff management in terms of ensuring all measurements of the employee well-being in the workplace can be summarized. These directions should become elements of well-being strategy in companies and include changing organizational and psychological aspects of the staff work, preventing stress and professional burnout, reducing threats to life at work, maintaining physical, mental and psychological health, career and financial well-being. Well-being of staff in the novel socio-economic conditions should become a new philosophy and culture of management, and HRM should be aimed at preserving and using human potential as best as possible, provided that staff are healthy and well-being.

Staff motivation is considered as the main element of its development. The theoretical content of the concept of «personnel potential of enterprise» is generalized, features and problems of formation of personnel potential in healthcare institutions are specified. A motivation system which is well-built, optimized and based on the real needs of the staff successfully combines the strategic goals of the institution, the personal interests of employees and the primary needs of the population, served by a healthcare institution. Attention is paid to the constant development of the personnel potential of the institution to ensure its compliance with the conditions of activity, adaptation to the external environment and self-realization. It is proved that motivation of employees is of great importance during the formation and development of personnel potential, both the motivating and the demotivating factors of development are determined. The motivation of the staff of healthcare institutions is considered in the context of its three types: material, intangible (moral), and administrative; a comparative description of these types of motivation in medical institutions abroad is carried out. The authors define labor specifics, which affect the motivation of medical workers, since a significant number of employees of medical institutions face a constant negative assessment of their work, which leads to professional burnout and lack of motivation for further work. This crisis is exacerbated by the insufficient level of financial support for medical workers while constantly strengthening the requirements for the quality of their work. It is proposed to focus the attention of the government together with heads of medical institutions on the combination of material and intangible means of motivation, avoiding demotivation factors to ensure the effectiveness of the formation and development of the personnel potential of medical institution.

The article is aimed at carrying out a comparative analysis of various scientific approaches to determining the stages of the life cycle (LC) of enterprises with an emphasis on the specialization in trade. To achieve the aim, general scientific and special research methods were used. As a result of systematization of definitions of the concept of «life cycle of enterprise», four main scientific approaches to determining its essence are allocated, namely: through changes or variables; through regularities of development or events; through sequence of stages; through time characteristics or time period. It is substantiated that the essence of the LC of enterprise should be considered as an aggregate of stages of its changes. The results of a cross-comparison of the alternative models of LC of enterprises and the classical stages of development of living organisms showed that all of them can be reduced to three or four stages of LC of the latter. Based on the data of the critical analysis of the existing methods of identification of the stages of the enterprise’s LC and own researches of the LC of the operating enterprises, a new approach to determining the stages of the enterprise’s LC i selaborated, which, unlike the existing ones, provides for the calculation of the cost of the enterprise’s LC, taking into account the importance of progressive innovative changes and tasks related to achieving the goals of sustainable development. The systems of interrelations between the parameters of different types of expenses at each stage of the enterprise’s LC are modeled. It is determined that in the field of trade a LC is formed under the influence of formats of both the trade enterprises and the buyers. The conclusion, that is substantiated, is that managers of trade enterprises should constantly increase the number of active buyers, and, at the first signs of a recession, implement innovations. It is concluded that the management of the development of enterprises is a task in which it is necessary to take into account the LC of the particular enterprise, taking into account the sectoral specifics of its activities, the period of entering the market, size, and cross-cultural features. It is indicated that the obtained results can be used for further research of the stages of the LC of enterprises, taking into account the sectoral specifics.

This will serve as the basis for the development of a marketing strategy for higher education institutions to increase their competitiveness and popularize them in the educational services market. The article reviews the professional literature on the issues under study, which allows to distinguish the interpretation of the term of «marketing of educational services». The relevance of reorientation of higher education institutions in terms of the use of marketing tools from offline to online sphere is substantiated. The activity of higher education institutions of Ukraine and Poland in social networks is analyzed. The rating of the top 10 pages of higher education institutions of Ukraine and Poland on Facebook and Instagram is studied by the number of user preferences of active accounts. It is determined that higher education institutions actively share information on their Facebook and Instagram pages, where they also post information on education, educational process, various activities in higher education institutions. It is concluded that at the present stage of functioning, marketing tools in the online sphere are a key communicator between higher education institutions and consumers of educational services. In view of this, higher education institutions need to focus the main vector of attention on the maximum use of Internet marketing. For higher education institutions, it is proposed to develop social media promotion strategies that will cover both the content plan and the target audience.

The article analyzes, systematizes and generalizes scientific works of scholars; the problems related to the study of the theoretical, methodological and applied aspects of innovation marketing are considered. The article is aimed at studying the current state of the regional market of biscuit semi-finished products and determine the market prospects for a new innovative anti-anemic food product. It is substantiated that in the context of the global COVID-19 pandemic, the issue of healthy and health-improving eating as a means of maintaining immunity and enhancing the capabilities of the human body to resist coronavirus becomes urgent. The presence of chronic illnesses can significantly reduce human immunity and, as a result, increases the possibility for a new disease. The main directions of implementation of health nutrition are presented. To achieve the set aim, the authors’ our own research is carried out using testing and survey methods. To study the market of potential consumers, a questionnaire is developed, which consisted of 13 interrelated questions comprised in a logical sequence. The sample consists of 300 respondents. Consumer attitude to the food group – biscuit semi-finished products with the addition of heme iron dietary supplement – and prospects for perception of its new variety are identified. According to the results of the research, the most significant indicators of product quality are allocated. Certain trends in the market of biscuit semi-finished products are identified. A complex of actions with marketing strategic orientation is proposed to increase the market perspective of a new innovative food product. Recommendations for introducing these products to the regional market are developed, its market and consumer relevance during the COVID-19 pandemic are substantiated.

The article is aimed at generalizing the essential content of the concept of «creativity» in the context of the components that comprise it; analyzing the main factors influencing them; identifying tendencies and particularities of the manifestation of an unproductive type of creativity against the background of the development of the crisis of trust and their devastating impact on the country’s economy; substantiating the importance of drawing attention to these problems in forming the main tasks of the State policy on the effective implementation of the Strategy–2030. The article generalizes approaches to the interpretation of the concept of «creativity». Four of its types are allocated: technological (inventiveness); economic (entrepreneurship), as well as artistic and cultural creativity. It is underlined that different types of creativity should not be considered incompatible; on the contrary, they should inspire each other, and the interaction between them creates an important synergistic effect. It is argued that the factors that combine different types of creativity are innovation, entrepreneurs and entrepreneurial abilities. It is substantiated that creativity, in all forms of its manifestation, innovativeness and entrepreneurship should become end-to-end qualities that will combine all 20 directions of the Strategy. Precisely these factors should be taken into account in determining strategic goals, ways to achieve them and in the tasks of the State economic policy. It is emphasized that in order for these factors to be turned from innovation potential into a resource of development, the necessary element is motivation. It is defined that motivation can generate two types of creativity – productive and unproductive. It is proved that unproductive creativity inhibits socio-economic development, or even destroys it. The main tendencies, types and features of the manifestation of unproductive type of creativity in different stakeholders in the context of the «crisis of trust» are allocated and analyzed. Based on the analysis of the current state of trust in social institutions, it is determined that it is very low. It is underlined that under such conditions, the «crisis of trust» will continue to motivate and provoke the development of an unproductive type of creativity in all its forms and can become a multiplier for the development of negative socio-economic events that will make the implementation of the National Economic Strategy very problematic.

The article discusses the relevance of liberalization of trade relations, which has a positive impact on the change in trade turnover; the approaches to understanding the category of «trade wars» are defined; a list of forms of trade wars as well as a brief characterization of them is provided. The methods of conducting offensive and defensive trade wars are studied. Attention is accorded to the generalized and formalized consequences of the conduct of trade wars on the example of the functioning of enterprises in the agricultural industry sector of Ukraine, the definition of which aims at eliminating the problems identified in agricultural enterprises, along with development of the corresponding preventive measures. The specifics of conduct of trade wars between Ukraine, Russia, the USA, China and the EU are considered. It is determined that the tendencies in the development of the Ukrainian agricultural sector are directly dependent on global economic trends. The dynamics of commodity structure of exports of agricultural and food products of Ukraine is studied, on the basis of which it is possible to draw conclusions about benefits and losses for the country. The weaknesses in Ukraine’s export-import policy are identified, including the lack of personnel in agriculture, the problems of logistics and the attraction of additional investment flows, on the basis of which vectors of optimal development of the agricultural industry of Ukraine are formed. The publication lists the growth factors of the agricultural sector of Ukraine, in particular: enhancing the productivity and production in general; increasing the export volumes; orientation of the agricultural producers’ activities towards the niches of the industry; active development of all opportunities for the agricultural production, which is called «Ukrainian organic». The researched motives and policy of trade wars make it possible to offer a more effective apparatus to solve existing problems in the future.

The information and analytical provision of migration mobility empiricism in Ukraine, the effectiveness of the implementation of the State policy of managing migration processes is not formed to the full extent, and the existing one is of poor quality; in addition, there is no methodological algorithm for the implementation of migration monitoring. The elimination of this shortcoming requires the development of a new model for monitoring migration mobility, which should be based on a three-level accounting of migration processes (national, regional and local), taking into account the peculiarities of the course of migration processes and the structural characteristics of both external and internal migration. The article is aimed at improvnig the system of monitoring migration mobility in the projection of socio-economic development of the State in order to build an information and analytical base of the empiricism of influence on human potential. The article proposes a model of systematic monitoring of migration mobility, its information-analytical and institutional-organizational provision is substantiated. Monitoring of migration mobility on the basis of a systematic approach allows to: implement three-level accounting of emigration, immigration flows, processes of acquisition and termination of citizenship, money transfers of migrants; cluster the country’s territories according to the criteria of differentiated socio-economic development and financial imbalances; guarantee flexible control of structural changes in migration processes based on the construction of migration profile and determination of the potential of territories. The implementation of monitoring of migration mobility will allow to simulate the intensity of external migration, taking into account changes in the level of socio-economic development, to determine the effectiveness of the implementation of the current policy of managing migration processes on the part of the State.

The article is aimed at characterizing the public-private partnership (PPP) as an efficient form of investment provision for the tourism sector in Ukraine. This type of cooperation between the State and public sectors is common in Europe, but for Ukraine this cooperation is completely new and is used in terms of a rather narrow range. In particular, PPPs are most often used in the activities of purification, distribution of water, extraction and transportation of gas, and only 2% of public-private partnership agreements are related to the tourism industry. This percentage of agreements in the sphere of tourism is very meager compared to European countries, so the PPP is an urgent issue for research and implementation. Thus, the creation of special economic zones of tourism and recreational type is extremely promising, since it allows to form a strong tourism cluster, functioning for the development of tourism on the region and country levels, in order to meet the needs of tourists, make a profit and facilitate the development domestic tourism. The mechanism of formation of special economic zones of tourism and recreational type (SEZ TRT), or tourism cluster, on the terms of PPP for the purpose of investment provision of the tourism sector has its own features and requires both step-by-step control and organization, and these functions should be carried out both by the public and private sectors. In general, this form of cooperation is effective, has a synergistic effect and is beneficial for all participants in public-private partnerships, ensuring high development of infrastructure, services and related branches of the economy.

Unfortunately, one of the main problems of the Ukrainian economy is the State’s inability to concentrate available resources on the main, promising directions and involve Ukrainian businesses, both large and medium-sized, into this process. Therefore, the creation and development of clusters as an element of an innovative model is necessary, and the study of the issue of their functioning is quite relevant. The article is aimed at further studying the processes of clustering in Ukraine. An attempt was made, based on the theoretical basis for the development of innovative processes, as well as coming from the worldwide and domestic experience of cluster formation and development, to give an own vision of the essence and classification of clusters, to determine their priority types for the Ukrainian economy, to offer certain cluster strategies and criteria for evaluating the efficiency of cluster formations. The results of the study are presented as follows. First, the authors’ own definition of the cluster as a voluntary association of geographically concentrated, independent economic entities and public authorities without the formation of a separate legal entity for joint activities in the field of entrepreneurship for the more effective use of resources and stimulation of innovative development is proposed. Secondly, on the basis of this definition, an appropriate classification of clusters has been developed. Thirdly, the order of formation of an innovative cluster is suggested, which should consist of several stages: emergence of the idea of the cluster and substantiation of the need to create it; defining the territory for the creation of the cluster based on the assessment of its competitive potential; formation of cluster management system; evaluation of the efficiency of its performance. At this, specific actions are recommended that must be taken at each stage. Fourth, assessments of the effectiveness of the cluster functioning under the conditions of using certain indicators are provided.

The article is aimed at studying the dual education system at the mining and metallurgical enterprises (on the example of «Metinvest» LLC), highlighting the main trends and significance. As a result of the study, the process of introduction of dual education on the territory of Ukraine is considered, the main advantages of obtaining the dual form of education (ODFE) are determined. The main aspects of carrying out the large-scale pilot project on training specialists in the dual form of education with the support of the Foundation named after Frederick Ebert and the Ministry of Education and Science of Ukraine are highlighted. The list of enterprises participating in the pilot project on the implementation of ODFE in Ukraine is analyzed, comprised of the employers conducting various types of economic activity and representing almost all regions of our country. In particular, these are enterprises of various forms of ownership, design bureaus, banks, enterprises of food industry, machine-building, agriculture, energy, transport, metallurgy, IT sector, etc. It is noted that metallurgical enterprises subordinated to «Metinvest Holding» LLC were among the first to take the initiative to introduce a dual system. The actions of the principal partner of «Metinvest Holding» LLC, the State Higher Educational Institution of the Azov State Technical University, on the implementation of the ODFE on the territory of Ukraine, are indicated and determined. The activities of «Metinvest Politekhnika», a non-governmental mining and metallurgical university, and its impact on the development of the dual education system in Ukraine are researched.

The article is aimed at studying the potential of the Autonomy Scorecard instrumentarium (based on the EUA methodology), the world ranking methodologies for assessment of autonomous, innovatively active universities and their effectiveness. The relevance of the research is increasing due to the transition to a new generation university with a change in models (from the academic model (University 1.0) to an innovatively active research model (University 2.0) and an innovatively active model of entrepreneurial university (University 3.0). As a result of the study, 1) the features and limitations of the assessment of the components of university autonomy of the innovatively active research and entrepreneurial universities using the Autonomy Scorecard instrumentarium (based on the EUA methodology) are defined and systematized; 2) an in-depth analysis is carried out and recommendations on the possibilities and/or limitations of both the academic and the independent ratings for evaluating the effectiveness of autonomous, innovatively active universities are provided. The next steps of research are: 1) development of a system of indicators of autonomy of university, which will take into account the peculiarities of the activities of innovatively active research and entrepreneurial universities; 2) taking into account the components of academic freedom (according to the AFi index) in the external assessment of the effectiveness of autonomous, innovatively active universities.

The article discloses the theoretical, practical and legal principles of regulation of activities and taxation of IT companies in Ukraine, in particular, the legal support for the formation, functioning and development of the IT industry is analyzed. Special attention is paid to the structure and main tasks of the National Program of Informatization in Ukraine, other economic and tax legislation that guide IT companies in their activities. The analysis of the IT services market in Ukraine for 2018-2020 was carried out and the dynamics of tax payment by domestic IT specialists in 2017-2020 were analyzed, which indicated the successful functioning and transformation of the market. The volume of products produced and sold in 2020 is increased by UAH 134.2 billion compared to 2018, and the total amount of taxes paid in 2020 compared to 2017 is increased by UAH 3,569 million. Enterprises of the industry and individual entrepreneurs are profitable: in 2020, an IT specialist accounted for UAH 37,757 of the taxes paid. The choice of taxation system is especially relevant for the IT business of Ukraine. The ability to carry out professional activities as an individual entrepreneur and pay a single tax is an important condition for the development of the domestic IT industry, ensuring the competitiveness of IT specialists in the capital market. At the same time, the application of a simplified tax system is a certain manipulation of the norms of the tax legislation used by IT companies in order to minimize the tax burden. The necessity of development of the domestic IT market is substantiated, the main trends and prospects for the development and optimization of taxation are determined to strengthen the competitiveness of companies in both domestic and global IT markets. The elaboration of transparent principles and rules of taxation will have a positive impact on the development of the domestic IT industry.

The purpose of the article is to form scientific and practical aspects of actualization of the development of the information economy in the context of global transformations. According to results of the study, one can say that modern information technologies have come a long way in their development, but they need further improvement. It is already clear that the future, for effective managerial decisions, envisages attraction of not only human capital, but also breakthrough technologies and artificial intelligence. Accordingly, most countries over the world associate their development strategy with the transition to the information economy. The greatest success in the transition to the information economy reached developed countries, including the United States, Germany, France, Great Britain, China, and Japan. Regrettably, Ukraine today occupies a low position in the world rankings regarding indicators influencing the process of actualizing the development of the information economy in the context of global transformations. Although recently in Ukraine there have been infrastructure changes in the direction of computerization and informatization, the degree of their influence both at the domestic level and at the level of corporate sectors is increasing, the number of innovative enterprises is actively growing. The essence of the information economy consists in the formation of elaborate, complex phenomena that are associated with changes in the system of productive forces and social relations directed towards the effective and rational use of information technologies and creative work. The article is aimed at analyzing the main indicators of foreign economic activity of the Kherson region. Considering that in the context of globalization the development of the economy of any country is firmly related to the development of its foreign economic activity, the article contains an analysis of the main indicators of international trade in goods and services of the Kherson region. Based on the carried out analysis, it is found that in 2020, in the total structure of Ukraine’s exports and imports, the share of the Kherson region amounted to 0.6%. Active participants in foreign trade in goods and services were more than 300 enterprises of the region, and the partners - 120 countries over the world. The analysis of the dynamics of indicators (exports, imports, balances) showed that in trade in goods there are positive tendencies to increase export volumes in recent years, as well as an increase in the number of participants and the expansion of the geography of foreign trade. The article analyzes the commodity and geographical structure, as a result it is identified that the main importers of products of the Kherson region are the Netherlands, Turkey and Poland. Export of services in the Kherson region was implemented by 123 enterprises into 75 world countries. The largest partners remain Turkey, Belize, as well as Germany, Poland, Switzerland. It is identified that in the structure of exports of commodity products, the largest share in 2020 was made up of the following commodity groups: cereals, seeds and fruits of oilseeds, fats and oils of animal or vegetable origin, residues and wastes of the food industry, wood and wood products, vessels, etc. The analysis of sales volumes of certain types of products in natural and cost-based indicators is carried out. The indicators of the region’s imports are analyzed according to the same method. The article contains findings of the analysis of the export and import indicators in the regional districts structure.

The article is aimed at analyzing the process-based socio-economic interaction of industrial economic entities, which involves a study of the subject composition, interaction options and desired results during the implementation of various business processes by industrial economic entities. The main features of socio-economic interaction, as well as the list of entities of socio-economic interaction of industrial enterprises are presented. It is proposed to consider the socio-economic interaction of industrial economic entities within business processes, since each business process is characterized by its subject composition, intensity of interaction, place of implementation, direction of interaction, etc. Differentiation of interaction within business processes will allow to identify its features and options of influence, and determining further on the impact of global challenges on each business process will make it possible to adjust the results of interaction between entities depending on scenarios of global challenges and offer a selective strategy for mutual coordination of actions of economic entities directed towards counteracting global challenges. Based on the analysis of types of economic activity by the technological sectors, it is determined that the construction and reconstruction of roads is classified as a low-tech sector of the economy, which leads to a slow pace of development of innovativeness of competitive advantages of the road economy enterprises. At the same time, the analysis of the dynamics of budget funds to finance the construction, reconstruction and repair of roads of national importance demonstrates the potential for the formation of innovative competitive advantages. Under such conditions, the conception of open innovations becomes especially relevant. According to the results of the study, it is defined that the conception of open innovations in Ukraine can be implemented through the creation of information platforms along with provision of reference and information resources. As an instrumentarium for the implementation of the conception of open innovations in the road industry in Ukraine, it is proposed to consider the following: web portal «Innovations in the road industry»; database of information and analytical system on the projected and constructed analogue objects; thematic plan of research and development works of the State Agency of Automobile Roads of Ukraine and analysis of trends in the world innovative development of road construction. Among these trends are the following: use of artificial intelligence and robots; automation of processes; use of aggregation; use of social networks; application of HR analytics; the consequently wider use of freelance; simultaneous work with generations XYZ; focus on employee experience (EX), etc. These changes affect the competence model of a recruitment specialist, in which traditional competencies are supplemented with new, they become updated and acquire new features. In the pandemic conditions flexibility, adaptability and stress resistance are being activated. Along with this, general psychological competence remains relevant, which involves the use of appropriate methods and instruments in remote work; the role of emotional intelligence increases. The new socio-economic reality also requires the ability to find and implement innovative solutions, to perform related functions – promote the employer’s brand, attend the processes of onboarding and adaptation of newly accepted employees in the context of remote work or hybrid labor regimes during pandemic restrictions. In conditions of remote and mixed modes of work, the role of the ability of a recruitment specialist to maintain high productivity, compliance with optimal time, ensuring the result at optimal costs grows. The developed analytical abilities and dynamics of thinking, communicative competence in new conditions, ability to independently organize working day, work environment and recruitment processes, compliance with work-life balance also become key competencies. Accordingly, the role of a recruitment specialist today cannot be boiled down only to the search, selection, involvement of candidates, but is also supplemented by related functions and requires the use of a wide range of personal competencies. The article is aimed at developing the theoretical-applied provisions of the quality of life of the population with the identification of the specifics of assessment and provision at the regional level. Based on accounting the definitions of quality of life operated by international and government structures, domestic and foreign scholars have proposed to understand this category as an indicator of the degree of provision of the population with benefits in both the quantitative and the qualitative assessment, taking into account the environmental conditions and its stability for long-term satisfaction of material, cultural and spiritual needs. As a result of the study, the difference between the concept of quality of life and other evaluative indicators of human activity was identified, namely: standard of living, well-being, human and sustainable development. The quality of life involves the combination of both the quantitative and the qualitative assessment of the degree of provision of benefits and meeting the needs of the population, taking into account the environmental conditions and achieving a stable state along with the properties of resiliency. It is indicated the relativity of the analysis of the quality of life at different levels, and therefore the specifics of its understanding at the global level and at the levels of the State, region, community, household, person are determined. The criteria for assessing the quality of life are systematized, which allows to distinguish the specifics of its provision at the levels of the State and its regions. The main objectives of the policy of ensuring the quality of life of the population are determined in the context of creating an environment of opportunities to motivate the market environment to produce benefits, creating a competitive environment in the conditions of global mobility, ensuring stability, providing high-quality social services and developing social infrastructure. The article highlights the relevance of the research and the importance of the hospitality industry in the development of the country’s economy in view of the recent events and the impact of the COVID-19 pandemic in Ukraine; the essence and types of hotel and restaurant business and services are considered; the main problems of development of domestic hotel economy, which require urgent solution, are allocated. The results of the carried out structural and dynamic analysis of the industry according to the State Statistics Service of Ukraine are provided: changes in the number of accommodation facilities by types, forms of ownership and advantages in territorial placement. The tendencies in the activities of hotels and motels of legal ownership are analyzed, namely: number of units; number of visitors who stayed in them; volume of services sold in total and by regions of Ukraine, etc. As a result of the study, forecast models of the volume of implemented services of hotels and similar means are developed. New ways of development and improvement of the state and activity of the hotel and restaurant business in Ukraine are proposed, in particular due to the provision of additional services (self-isolation, doing business, nutritive conditions) and directions of using Internet marketing with parallel work in the online mode. It is concluded that for the effective work of hotel and restaurant enterprises it is necessary to introduce a system of innovative management of enterprises development aimed at increasing the level of competitiveness, individuality, adaptability, improvement, quality.

Intensification of globalization processes and transition of economically developed countries to the post-industrial stage of development determine the modern vector of structural and institutional transformation of the domestic market as a whole and trade in particular. The article is aimed at estimating the determinants of the development of domestic trade in Ukraine. The indicators of internal trade development are analyzed. The regional structure of retail turnover of Ukraine is provided. The risks and threats of foreign trade liberalization for domestic producers are characterized. The share of imported food and non-food products sold through the trade network of enterprises is computed. The commodity structure of imports by wide economic categories is provided. The risks of growing import dependence of the Ukrainian economy in terms of goods for final and intermediate consumption are identified. It is substantiated that one of the important vectors of improving the efficiency of the national economy is structural changes in the sphere of domestic trade. The prospects for the development of domestic trade in Ukraine are generalized, including those caused by the impact of the COVID-19 pandemic. It is argued that the coronavirus crisis is one of the key challenges for business in modern conditions, covering all its aspects – from sectoral to global supply chains. The priority of digital transformation of enterprises in order to protect their own position from high technologies of competitors and the opportunity to take advantage of greater functionality of digital business models with their adaptability and performance is determined. It is substantiated that the processes of globalization in the context of the coronavirus crisis have slowed down, which can lead to significant changes in the structure of the market, affect the distribution of online and offline trading. The development of this form of entrepreneurial activity is complicated by a number of problems, including: a high degree of uncertainty and risks, fluctuations in demand, lack of financial instruments for the formation of start-up capital, administrative barriers, corruption, etc. The presence of problems causes the relevance of searching for ways of development, one of which is the formation of optimal models of partnerships to maximize competitive advantages, which comprises the purpose of the article. The information base of the research is the legislative framework of a number of countries, international regulations, data of international scientific platforms, official statistics. To achieve the article’s purpose, methods of scientific cognition were used: theoretical generalization, empirical analysis, abstraction, expert evaluation, visualization. The publication analyzes the most significant problems inherent in small and medium-sized businesses, identifies the prerequisites for their further development. The need to develop scientific and applied approaches to the formation of an optimal model of partnerships based on achieving competitive advantages is substantiated. The relevance of the topic of the article is grounded upon that the introduction of internal audit into the practical activities of economic entities requires ensuring the proper theoretical basis of this process. According to the results of the research, it is proposed to define the essence of internal audit as a system created in the interests of the owner (co-owners) of a corporate formation, the meaning of which consists in the implementation of permanent, coherent activities by the authorized department as to valuation of the efficiency of administration of the economic activity of the enterprise by managers, provision of recommendations for its improvement, establishment of the reliability of accounting data and reporting indicators, assessment of the reliability of the applied systems of accountance, internal economic control of the enterprise, etc. by applying specially defined procedures. Such an approach specifies the initiator, the executor and the way of organizing internal audit. The purpose of internal audit is identified, which consists in information provision of the owner (co-owners) of the enterprise on the reliability of accounting and reporting of the enterprise, the level of efficiency of enterprise management by hired managers and the development of proposals for improving these processes. The formulated theoretical provisions of the internal audit in terms of identification of its essence, purpose, tasks, both initiator and executive entities will contribute to its division with other forms of control and will allow to form the basis for implementation in the practical activities of enterprises. The relationship between internal audit and internal control of an economic co-partnership is determined, according to which the latter represents a subject of internal audit. Prospects for further scientific research are the development of a methodology for internal audit of an economic entity on the basis of a risk-oriented approach.

The proposed scientific article is devoted to the topical issue of the need for Ukraine’s cooperation with the International Monetary Fund. In the context of the growing socio-economic crisis phenomena in the world and taking into account the significant problems that have been taking place in the Ukrainian economy in recent years, it is advisable to assess the IMF’s impact on the financial system of Ukraine. The article is aimed at studying in-depth the key problems of Ukraine’s cooperation with the International Monetary Fund, covering the impact of loans granted to Ukraine from the IMF on the country’s financial system and developing possible directions and ways to ensure effective cooperation between Ukraine and the IMF for the future. In analyzing and generalizing the scientific papers of domestic and foreign scientists, the authors consider the views on strengthening the role of the International Monetary Fund, which is caused by the spread of COVID-19, analyze the key functions of the International Monetary Fund and criticism on the part of the IMF for servicing the economic and political interests of the countries that have the highest quota, and not those in need of financial assistance. The article considers the dynamics of Ukraine’s use of IMF credit programs, in particular: dynamics of borrowings and repayments by Ukraine of the borrowed resources from the IMF; credit programs within the framework of Ukraine’s cooperation with the IMF in 2014–2021; share of debt to the IMF in the external and total public debt of Ukraine; critical indicators of Ukraine’s public debt and economic consequences. Prospects for further research in this direction are finding ways to improve the debt policy strategy, as well as to implement a coherent strategy for managing the external public debt.

The article is aimed at systematizing and identifying the features, advantages and disadvantages of various ways of withdrawing insolvent banks from the market, as well as studying the consequences of their implementation in domestic practice. Liquidation of a bank with reimbursement of all funds on deposits of individuals by the Deposit Guarantee Fund (DGF) is simple and affordable, but the most expensive and inefficient way. It is noted that at present the Fund has liquidated more than 50 banks, now the process of liquidation of 48 more banks is continuing. The most promising are two methods that are implemented with the participation of the investor through the tender procedure. This is the creation of a transitional bank with the subsequent selling to the investor and the selling of the bank as an integral unit to the investor. The implementation of these methods involves the search for an investor and the receipt of investment resources, which always appears positive. Therefore, the article describes in detail the specifics of these restorative, or sanitation, methods of withdrawal of an insolvent bank, analyzes their advantages and weaknesses. Organizational procedures for the application of these methods of withdrawal of insolvent banks from the market are generalized and structured. It was emphasized that in the process of withdrawing an insolvent bank from the market due to the selling, the financial burden on the DGF is decreasing. The Fund does not reimburse the funds of individual depositors, since all obligations under guaranteed deposits are transferred to either the transitional bank or the new owner of the bank in full. It is substantiated that these methods require modernization, updating and a closer definition of the relevant organizational and procedural components. This will increase the efficiency of approaches for further use, and most importantly, for preventing the eventual adverse consequences.

Increasing the investment activity of enterprises requires improving the use of their existing opportunities to financially ensure the implementation of planned investment programs. The article is aimed at improving the theoretical bases for substantiating the structure of sources of financing the investment programs of enterprises in the process of developing their financial and investment strategies. The main tasks that should be solved in the development of a substantiated strategy for financing the investment program of enterprise are determined. A substantiation sequence of the structure of sources of financing of this program is proposed. At this, the sequence involves taking into account restrictions on the amount of borrowed financing of investment projects, which makes possible to maintain an adequate level of financial stability of economic entities. A methodology of surveying the owners of an enterprise about the share of their profit that they will agree to invest in the development of their enterprise upon the condition of a certain profitability of such investment, is presented. A mechanism for recalculation of shares of the owners of enterprise in its share capital after the implementation of the planned investment program is elaborated. Prospect for further research in this direction is to increase the number of types of sources of financing that are taken into consideration in the development of a substantiation sequence of the structure of sources of financing of the investment program of enterprise. In particular, it is necessary to evaluate the possibilities of using the attracted sources of financing of investment programs, that is, contributions of third parties to the share capital of enterprises.

The article is aimed at disclosing the economic essence of the concept of «the State-based financial control», defining and analyzing the current status of the State-based financial control in Ukraine. The article analyzes the opinions of scholars on the definition of the conceptual apparatus of the research topic and derives a theoretical understanding of the State-based financial control. The issue of building an effective unified system of the State-based financial control is researched. The analysis of legislation norms on the implementation of the State-based financial control is carried out. The opinions of leading scholars who study the problems of control over the effective use of both the State and the local budgets together with reforms in this area are taken into account. The current status of the State-based financial control in the country is analyzed, a number of problems within the system are outlined. The characteristic shortcomings of functioning of the elements of the State-based control system are outlined (absence of a unified concept for the development of the State-based financial control, deepening of the powers of regulatory authorities, presence of a large number of normative legal acts, their outdatedness and inconsistency), the inadmissibility of duplication of control functions is emphasized. The role of the State-based audit in the formation of the successful State-based financial control in the country is determined. The risks that influence the formation of the State-based financial control are analyzed. It is concluded that the system of the State-based financial control in Ukraine does not have sufficient legal, informational, organizational, communicative, institutional and methodological provision that would meet the modern challenges of the country’s economy. Solving the problems of organization and functioning of the State-based financial control is possible by systematically improving the activities of financial control bodies, increasing the level of audit and continuous improvement of the management system within the organizations of regulatory authorities.

Strategic management of development is crucial to the organization’s existence in a competitive environment in the long run. Continuous development enables organizations to adapt to the changes that are taking place in society, as well as to identify and develop their own strengths. Among organizations, there are those that do not operate in a competitive environment, but those are relied upon in view of important social tasks. In particular, such organizations include pre-trial investigation bodies, which are designed to ensure security along with law-and-order in society. The lack of a competitive environment for such bodies leads to the weakening of external factors – determinants of institutional development, but in terms of tasks and the role of law enforcement bodies in society, the constant development of law enforcement bodies is no less important than for business organizations. In modern management, sufficient attention is paid to the strategic administration of the development of enterprises, but the issues of strategic management of the development of pre-trial investigation bodies, taking into account the specifics of the tasks of such organizations, as well as their internal and external environment, are not paid any attention in the domestic literature, and it is paid fragmentary attention in the literature abroad. The article provides a theoretical study of epistemology of the concepts of «strategy», «strategic management» and «organizational development» in order to identify the specifics of strategic management of the development of organizations. By analyzing the normative legal acts that determine the main tasks of pre-trial investigation bodies, the strategic goals of such bodies are identified, which should be taken into account during the elaboration of their development strategy. The interpretation of the enterprise’s evolvement as a process of acquiring new qualitative, quantitative or structural properties of the socio-economic system, which involves a change in the parameters of its state and the acquisition of equilibrium, is elaborated. The system is transformed through the growth, activation or structuring of the constituent elements. The author considers relationship between the concepts of «innovation» and «development» as complex categories that need to be clearly delineated and closer defined. The factors limiting the ability of enterprises to increase production include: prices for the raw and expendable materials, cost of energy, tax pressure, lack of working capital, insufficient effective demand of domestic consumers, high competition in the commodity market. The key internal factors that affect the development of the enterprise are its existing potential, functional activity of the organization and the effectiveness of enterprise development. Innovation remains an important sign of development – necessary, but insufficient for its implementation. The key factors influencing the management of enterprise development include the mission, vision, values and policies, plan and program of enterprise development.

The article is concerned with improving the marketing tools aimed at encouraging consumer motivations of the branded clothing market in the context of the crisis caused by the COVID-19 pandemic. In the analysis, systematization and generalization of scientific works of many scholars, theoretical and practical approaches to the process of formation of loyalty and separate aspects of their management at retail enterprises are considered. It is found that in the current market conditions, a competitive marketing strategy involves the implementation of relationship marketing as one of the major functional tools for improving business efficiency. Relationship marketing allows to identify, establish, maintain, strengthen, change and terminate relationships with consumers in order to create value for consumers and ensure the profitability of the company in the current period and perspective. Technologies of promotion of fashion industry brands in crisis market are researched. The activity of the company engaged in retail trade of goods is considered on the example of the seller of branded clothing Polo Ralph Lauren. A marketing study is conducted in order to study the demand for the consumption of branded clothing, recommendations for its promotion are developed. The theoretical and methodical basis of the study is the work of foreign and domestic scientists-economists on the problems of brand promotion, development of the fashion market of branded clothing. The actual research task on theoretical substantiation and improvement of methodological approaches to the formation of customer loyalty in the fashion market of branded clothing has been solved. An online survey of the branded clothing consumers in the city of Kyiv was created on the GoogleForms platform, the results of which determined the significance of the factors for the purchase; it was proved that the key channels of distribution of fashion brands in the current market conditions continue to be shopping centers, with the simultaneous growth of the Internet segment. A marketing instrumentarium for the promotion of branded clothing in social networks Facebook and Instagram has been developed. Recommendations as to the main activities of the marketing complex are presented taking into account the specifics of the target audience.

The main prerequisites, the motives that presuppose the use of benchmarking in the activities of enterprises are considered. The modern approaches to benchmarking management are specified. Classification features are distinguished, types of benchmarking and scope of their use are characterized. The peculiarities of benchmarking of business processes of retail enterprises, the major success factors (assortment and laying out of goods, quality of goods/services, technology of purchase, saving of the buyers’ expenses, interaction with staff, store atmosphere, perception of the store by consumers) and the main management tasks in the process of change management, the solution of which will allow the retail trade enterprise to respond promptly to changes in market conditions and optimally combine goals and objectives of commercial activities with the needs of consumers. The factors that hinder the use of benchmarking by trade enterprises are described, in particular, the weak development of strategic analysis functions, the high cost of benchmarking research, and the deficiency of information field. Prospects for further exploration are determined as research of the mechanism and tools for the formation of information and communication provision of the benchmarking process in order to provide feedback in the processes of planning, control and adjustment.

The article is aimed at defining the behavioral patterns of economic decision-making at the level of territorial hromadas. The main difference between traditional economic science and behavioral economics is substantiated. The traditional economic model is formed around the behavior of the «economic man», which is characterized by rationality in decision-making, completeness of self-control, limitless cognitive skills, restricted self-interest and stability of preferences; behavioral economics – around the behavior of Humans, which is characterized by numerous behavioral biases, changing preferences, acquiring new skills and further learning, social impact, altruism, etc. Two levels of behavioral economics are highlighted: micro- and macro-levels. The first level involves the study of the peculiarities of individual decision-making, the second involves the study of the impact of the behavior of economic agents on the development of the financial market together with economic growth of territories. It is substantiated that the study of behavioral patterns at the local level in the State requires, first of all, an analysis of the peculiarities of individual decision-making in the context of the developments in the micro-behavioral economics. The principles of behavioral economics, which have a significant impact on the behavioral characteristics of economic entities in the process of economic decision-making, are systematized. Cognitive biases and heuristic methods, features of choice architecture that influence decision-making are defined. Prospects for further research in this direction are the introduction of the principles of behavioral economics in the context of the development of territorial hromadas, in particular, taking into account tendencies in decentralization and the increasing impact of the behavior of certain subjects or groups of such entities on the development of the territory with a decrease in the size of the administrative-territorial unit.

This article is concerned with the actual problem of development of transnational corporations (TNCs) in the context of globalization of the economy. The main characteristic feature of TNCs is their ability to plan, organize and control economic activities in different countries. Precisely this is a trait that distinguishes a TNC from other participants in the world economic system. The article carries out a comprehensive study of the impact of transnational corporations on the world economy. The study identifies that the influence of transnational corporations on the world economy, regardless of the level of their development, is increasing. Therefore, foreign direct investment is an important mechanism through which savings are transferred from advanced, industrialized countries to developing countries. Thus, it is identified that among foreign investors the most investment attractive in Ukraine are industry, wholesale and retail trade, professional, scientific and technical activities, information and telecommunications, financial sphere and real estate operations. Also attractive for TNCs from industrialized countries is the investment in the infrastructure of business servicing, first of all, enterprises with foreign investments. It is also examined that most foreign capital was invested in Dnipropetrovsk, Kyiv, Donetsk, Odesa, Poltava, Lviv and Kharkiv regions. It is concluded that the main task is not to confront or combat the influence of large foreign TNCs, but to align their interests with the strategic priorities of the Ukrainian economy, as well as to create own competitive TNCs. To this end, the main competitive advantages and negative consequences of transnational corporations are allocated.

The publication presents features of the modern mergers and acquisitions (M&A) process. It should be noted that in the modern world, with the growing global competition, aggressive policies of individual market participants, rapid technological changes, financial regulation and the changing role of the State in the economy, there is a need to expand the activities of large companies. The majority of the most successful companies choose the joint mode of development, such as mergers and acquisitions. As a result of mergers and acquisitions, business will grow and become more influential, and not only national governments, but also international economic organizations will not be able to depend on regulation and management. Today, among the leading domestic or foreign economists there is no consensus on the definition of the concepts of «mergers» and «acquisitions», which is explained by the diversity and complexity of the nature of these processes. The practical inclusion of the country in the world trade space through the combination of economic and administrative methods of regulating the country’s foreign economic activity is analyzed. It is proved that Ukraine’s international activities play an important role in forming the budget and GDP of the State. The raw material orientation of Ukrainian exports is studied and the vulnerability of the country’s competitive positions in foreign markets is determined. The dynamics of commodity and geographical structures of the export potential of the State is analyzed. The greatest demand of goods by domestic producers from Kyiv, Dnipropetrovsk, Donetsk and Zaporizhzhia regions is determined. The priorities for the development of foreign economic relations between Ukraine and the European Union are formulated. The main negative factors influencing the development of the country’s foreign economic activity are summarized: insufficient level of product competitiveness; non-compliance with international quality and safety standards; low level of processing of exported products. Attention is paid to supporting the interests of national producers, increasing the export potential of the national product, eliminating the effect of import substitution, especially: fuel, harmful and poor-quality products and consumer goods. The necessity of improvement of marketing researches, formation of a simplified system of customs-tariff regulation, optimal management, accounting and control structure for the formation of effective information support in the sphere of export-import relations of Ukrainian enterprises are substantiated.

The article is aimed at developing strategic directions and introducing regulatory measures for the formation of Ukraine’s energy policy on the principles of energy saving and the development of renewable energy industry. On the basis of scientific works, the main organizational-economic vectors of energy industry sector development are systematized, which are associated with the formation of a favorable socio-political climate regarding the priority of using renewable energy sources in the fuel and energy complex; development of effective methods of both the State-based and the market-based regulation by the world community; coordination of the strategy of sustainable development of the world economy. It is determined that the energy saving policy should be based on a flexible combination of the State-based regulation and the market environment for the formation of the most acceptable stimulation mechanisms in the specific economic and political situations, which allows for the greatest economic benefit. It has been found out that the implementation of energy saving processes is impossible without the mass use of renewable energy carriers, which are a universal resource for processing to the right types of energy, are marked by energy independence related to obtaining economic benefits and contribute to the creation of an ecological friendly environment. In the perspective, the energy saving processes, the transition of the national economy to wide implementation in the production of high-tech technologies and the use of renewable energy sources should become the determining factors of Ukraine’s energy strategy.

The rapid development of technologies in recent years accelerates the spread of innovations, which leads to increased competition, so the organization’s ability to implement process innovations to increase its own competitiveness will determine its effectiveness and efficiency in the future. The article explores the main global technological trends by fixating on the technological spheres with the maximum number of published patent applications, as well as the average increase in the number of applications for a ten-year period in the context of technological industries. A comparison of business areas, whose representatives hold the highest rating positions in the annual world researches of innovation and success (brand value) of companies, is carried out. According to the results of the research, the most patentable technological industries are identified, which included, speaking of electrical engineering, the following: electric machines, devices, energy; digital communication and computer technologies. Among chemical technologies, the largest number of published applications was recorded in such sectors as: pharmaceuticals; chemistry of basic materials, chemical engineering. In the field of machine building, the largest number of applications was published in the transport industry sector and in relation to other special machines. The highest values of the average growth of the mentioned indicator are observed in such areas as IT methods in management, food chemistry, ecological technologies, chemical machine building, other special machines and machine-tool building. The regional aspect of technology patenting is also specified, which consists in shifting innovation activity in the emerging technological spheres towards Asian countries. The most active companies in patenting were State Grid Corp of China, Mitsubishi Electric Corp, Toyota Jidosha KK, IBM, Huawei Technologies, Samsung Electronics.

Increasing Ukraine’s investment attractiveness requires the creation of a fundamentally new model of integrity and countering corruption. Ukraine consists of regions that have different investment attractiveness. In the conditions of limited investment resources of Ukraine, the creation of a transparent economy is the basis of development. The Corruption Perception Index, which is the main indicator of investment development of the economies of the countries, shows the lack of progress in the countering corruption in Ukraine. Therefore, it is necessary to implement programs on integrity and countering corruption based on experience of European and other developed countries to increase the investment attractiveness of Ukraine and its regions. The article is aimed at developing a model of integrity and countering corruption, which is the basis for increasing the investment attractiveness of Ukraine for investment and innovation development. The main actors interacting with the authorities are identified for the model of integrity and countering corruption based on the analysis of the activities of the authorities. The principles of interaction between the authorities and other entities in order to overcome corruption are also characterized. The components of influencing the effectiveness of implementation of the model of integrity and countering corruption are analyzed. It is noted that the model of integrity and countering corruption has mechanisms for maintaining formal and informal rules based on the analysis of the interaction of authorities to prevent corruption. The main elements, results and a program of the model of integrity and countering corruption are developed to support this model. In order to effectively implement the model of integrity and countering corruption, it is necessary to introduce accountability, accountability mechanisms and means of control of accountability issues in order to identify the advantages and disadvantages of implementation.

The article is aimed at determining the features of transformation of the information services market in the context of digital economy. The main segments of the information market are allocated as follows: 1) business information (exchange and financial information; economic and statistical information; commercial information); 2) professional information (occupational information for specific professional groups; scientific and technical information; access to primary sources, which is organized through libraries and other archival services); 3) consumer information (literature, music, news; information on the operation of infrastructure facilities; entertainment information); 4) educational services (preschool, school, special, higher, dual, advanced training, informal); 5) provision systems (computers, telecommunication equipment, computer programming, consulting and providing information services on various aspects of the information industry). Based on the analysis of the transformation of the information services market in the digital economy, a conclusion was drawn about the controversial impact of information technologies (artificial intelligence, BigData, blockchain, etc.) on the institutional structure of the information services market. On the one hand, the institutional structure becomes more complicated and business profitability increases, but on the other hand, monopolization takes place and the manipulativeness of the information market increases as well, which causes a potentially unstable environment with a high level of uncertainty and transaction costs. It is noted that the mass proliferation of transactional external effects influences the state of the market’s information security and creates institutional provision of the neutralization of the negative impact of new digital technologies. Increasing the competitiveness of information services is ensured by combining low costs of providing the personalized services, easy scalability of business as a result of direct interaction between producers and consumers in the process of collecting and analyzing unstructured and unsystematic information.

The theoretical and methodological approaches as to interpretation of the essence and methods of assessment of investment attractiveness of regions are examined, which allows to assert the absence of a generally accepted scientific approach and an objective valuation of the general investment situation in the regions. Based on the analysis of modern scientific approaches to the interpretation of the essence of the concept of «investment attractiveness of region», a conclusion has been drawn about its characteristics, which are: value of using the region as a domicile of company; a combination of location advantages that can be achieved in the process of doing business and are due to the specific characteristics of the region in which the activities take place; a set of regional location advantages that influence the achievement of investor’s targets (for example, operating expenses, sales revenue, profitability); the ability to rent a place in the region; the ability to convince investors to choose a region as a place to invest; the ability to stimulate investment by offering a combination of location advantages that can be achieved in the process of doing business. The method of analysis of the cost or number of investments accomplished (or jobs created) in a particular industry to assess the investment attractiveness of the region is substantiated, which will allow to objectively determine the spatial differentiation of the inflow of foreign capital to a particular region. It is specified that when determining the weight of certain factors of investment attractiveness, the obtained values should allow to carry out a preliminary analysis of investment attractiveness, which most coincides with the actual investment activity of the regions. A generalized grouping by the level of aggregation (region, subregion, territorial community, amalgamated hromada, cities) of the categories (factors) of potential investment attractiveness is proposed.

The article is concerned with studying the problems of legal regulation of the level of food provision for the population of Ukraine. The norms of both the legislative and by-law acts regulating food security and food provision, as well as the work of scholars who studied this problem before, were examined. Food provision for the population of Ukraine can be defined as the State-based providing citizens of Ukraine with access to food of proper quality in the amount sufficient for the normal functioning of the human body and preservation of its health. This concept is closely related to the concept of food security. Food security is a state of physical provision by the main food groups of the appropriate level of quality and safety, as well as the forming of the State food reserve not lower than the officially established limit norm. The level of food provision for the population of Ukraine should meet the needs of citizens in a sufficient amount of food of proper quality. The normative legal acts regulating the level of food provision for the population of Ukraine can be divided into the following groups: defining requirements for the safety and quality of food products; consolidating the legal status of food producers; carrying out legislative regulation of the legal status of agricultural land; establishing measures of the State support for food producers; implementing the State regulation of imports of agricultural products; intended for legal regulation of wholesale and retail trade in foods; ensuring the State regulation of food prices; determining standards of the subsistence minimum for the citizens of Ukraine. Proposals on amendments to the Law of Ukraine «On subsistence minimum» to ensure an adequate level of food provision for the population of Ukraine are formulated.

The need to optimize the business processes of tourism enterprises is determined by changes in business needs, in particular in the economic and financial-economic activities. In order to ensure the success of enterprises in the tourism sector, it is necessary to constantly develop and change, improve their business processes in accordance with market conditions and consumer needs. The article examines the conceptual principles for optimizing the business processes of tourism enterprises. It is specified that the optimization of business processes is one of the aspects of the enterprise development whereby the targets and tasks are achieved, in particular: increasing profits and productivity of activities, reducing costs, increasing the target audience, etc. In the course of research, the key principles and features of optimizing the business processes of tourism enterprises are distinguished. It is determined that the business processes of the tourism enterprise are formed from an aggregate of certain actions and factors, containing causal connection. The results of business process are: the formed value added; the expanded range of consumers, partners; maintaining competitive positions in the market; improvement of economic activity, and as a sum – increase in profits. It is found out that the most critical in the system of optimization of business processes of tourism enterprises are express diagnostics and fundamental diagnostics. The main criteria for optimizing the business processes of the tourism enterprise are defined and proposals for their addition by such indicators as execution time and cost of processes are made. It is noted that each of these criteria is evaluated through the system of indicators, which is formed within the framework of the analysis of business processes of the enterprise. The most appropriate methods and methods of collecting information that can be used in optimizing business processes are defined. The basic elements and parameters of business process optimization are outlined. The main analytical aspects of optimization of business processes of tourism enterprises are analyzed.

The article is concerned with developing methodical recommendations for assessing the factors of influence on life quality of the population of Ukraine. The algorithm for analysis of factors of influence on life quality of the population of Ukraine is proposed, which includes the following sequence of stages: formation of an information array of data on the level and quality of life of the population in the context of Ukrainian regions; identification of the factors influencing the quality of life of the population of Ukraine (selection of the method for extraction of factors, determination of the number of factors, assessment of factor loads, rotation of factors (if necessary), interpretation of factors); development of proposals for modifications of social standards. A generalization of the results of factor analysis for 2004–2018 allowed to allocate the factors of influence on life quality of the population of Ukraine: material well-being; demographic development; safety; stratification of the population; availability of medical care; ecological security. When forming social standards, it is necessary to take into account not only the norms of material wealth (income per person) and the provision of basic needs of the population (food availability), but also the availability of medical service, educational services and secure living conditions. In Ukraine, the stratification of the population has increased, so social standards should be aimed at reducing this stratification, including in the regional context, by stabilizing local budgets. The close relationship of employment and material well-being indicators justifies the need to stimulate employment of the population. Protecting the population from the negative consequences of ecological deterioration should be one of the areas of interaction between social policy and environmental policy.

The article is aimed at studying how the pandemic crisis affects women and men, i.e.: the issues of employment and wages, as well as the related consequences. The article focuses on the issue of gender unemployment in the context of the COVID-19 pandemic. It is researched that, according to the State Statistics Service of Ukraine, the majority of women are employed in institutions whose functioning falls on temporary quarantine restrictions of the government, namely: food, postal and courier activities, financial and insurance activities, education, healthcare, art, sports and entertainment, activities in the field of creativity and functioning of libraries and archives. Several consequences of the coronavirus crisis are distinguished – quarantine and self-isolation significantly influenced the statistics of appeals for cases of domestic violence and the occurrence of stressful and depressive disorders in the population. There are facts speaking in favor of that the number of people identifying manifestations of depressive disorders and increased levels of stress in themselves has increased significantly. In combination with unemployment and depression, this is a potentially dangerous social manifestation, i.e.: in conditions of economic and social crisis, a significant part of working-age people can abuse alcohol or drugs, fall into depression, think about suicide and even develop aggression. It is concluded that the quarantine situation also exacerbates the problem of distribution of gender roles in the family, since the main burden of performing unpaid care work during quarantine rests upon women.

The article is aimed at examining the current trends in the formation of employment structure and the peculiarities of both the standard and the «new» models of labor to determine the risks and opportunities for using various forms of employment in Ukraine in the conditions of the crisis of instability. The factors of demand (regulation of employment, creation of conditions for the development of highly intellectual employment and individual economic activity, technological development, economic cycles, etc.) and supply (personal characteristics of employees: age, gender, education, level of qualification) are analyzed, which influence the choice of employment forms and determine their use in the national labor market. The peculiarities (employment mode, remuneration and qualifications of employed people, their socio-demographic characteristics) of certain forms of employment in Ukraine are disclosed on the basis of the analysis of microdata of a sample survey of the population on issues of economic activity. It is determined that in Ukraine the most common was a permanent form of employment, other more flexible or even precarious forms of employment developed and functioned along with it, the regularities of usnig them were determined by the interaction of factors of the labor supply and demand. The results of the research justify the existence of a link between the stability of the form of employment and the factors of the labor supply, which include age, gender and educational qualification level. It is proved that the achievement of competitiveness of the national labor market will be determined by the complex use of various forms of employment to balance the demand and supply of labor in the conditions of digitalization and globalization of the economy.

The article is aimed at defining the essence of financial security of the banking system (FSBS) and carrying out a comprehensive evaluation of its current status. The article examines and systematizes the publications of scholars on the definition of «financial security of the bank». To examine the status of the FSBS, the indicators of resource-forming, credit, investment activities of banks and the dynamics of their income and expenses are analyzed. In the course of analysis, it was found out that the indicators of the resource-forming and investment components of the banking sector of Ukraine have positive dynamics and do not pose threats to its financial security. The analysis of credit security indicators identified a significant threat to the financial security of the banking system – a significant proportion of non-performing loans. The dynamics of incomes and expenses of the banking sector has demonstrated that the banking system is gradually coming out of the crisis and has a positive financial result since 2018. To summarize the analysis, both the indices and the integral indicator of the FSBS were computed in accordance with the methodological recommendations of the Ministry of Economic Development and Trade of Ukraine, the results of computing led to conclusion that the financial security of the banking system of Ukraine is at a dangerous level. Prospects for further research are condition due to the low level of financial security of the banking system of Ukraine and the need to develop a set of measures aimed at improving the overall level of financial security of the banking system.

The article is aimed at defining the main aspects of the development of the current state of electronic payment systems in Ukraine and generalizing the main risks of violation of their functioning. The carried out research systematized information on the functioning of payment systems (both internal and international) and forms of payments in Ukraine (cash, non-cash – electronic). Among more than 80 domestic and international payment systems created by banks and non-bank institutions, the National Bank of Ukraine defines the following categories of importance of payment systems in Ukraine in order to ensure their continuous and stable functioning – systemically important, socially important and important. It is determined that in Ukraine at the legislative level, taking into account world trends, the payment infrastructure is being actively modernized, especially in the direction of protection of the rights of financial services consumers in the online space. Along with the advent of new technologies of electronic banking, opportunities to diversify the product range of remote services, atypical threats to traditional banking activities of both the internal and the external nature arise. The research systematizes the key risks inherent in functioning payment systems: legal, financial (total commercial risk, liquidity risk, commercial risk), settlement, operating, systemic. It is determined that the main risk in the banking and non-banking sectors is operational risk – the risk of loss of profit due to errors in the implementation of daily routine financial transactions. Prospects for further research in this direction are to find and implement effective mechanisms for minimizing or preventing risks of electronic payment systems.

The publication is aimed at examining the influence of risk management on the formation of a strategy for the development of enterprise in the digital economy. At this, the instrumental part of the research is based on the integrated theory of IT risk management and the global risk management practice both at the national and international levels. Intensification of the pace of digital transformation at all levels of the economic system, increased competition in the domestic and foreign markets, limited traditional growth resources determine relevance of the problem of ensuring the sustainable development of the production-economic systems. Determining the factors of advancing development, scientists are unanimous in the opinion that the key to economic growth of enterprise is the introduction of digital technologies. That is why the key condition for the development of the production-economic systems is the management of investment in the digitalization. The systematization and generalization of scientific developments of leading domestic and foreign scholars made it possible to distinguish the directions of digital technologies development, the advantages of their incorporation into the production-commercial activities of enterprise, and present the theoretical-instrumental basis for the research on the problems of investing in the digitalization process. The theoretical basis for managing the investment of digital transformations at the enterprise in the context of an integrated approach were the systemic economic theory and the integrated IT risk management theory. The problematics of digital transformation investment management at the enterprise is studied, whereby the instrumental basis is distinguished, which on his part is based on the systemic economic theory and the integrated IT risk management theory, as well as on the complex-system and the spatial-vector approaches. The article is aimed at developing methodical approaches to efficient management of the enterprise’s image in connection with the state of its economic security. It was concluded that the issue of the impact of the image on the economic security of enterprise today is paid insufficient attention. It is proved that in the conditions of unstable economic situation in Ukraine, the process of efficient management of the enterprise’s image should be based on the diagnosis of its economic security. A theoretical analysis of opinions in the scientific literature on the functional components of economic security of enterprise and the mechanism of their formation is carried out. The expediency of using the approach to the formation of the corporate image, taking into account the targeted impact of management entities on the participants of the business environment, is accentuated. A structure of economic security of enterprise in the context of modern tendencies is proposed. The functional components of economic security related to both the internal and the external aspects of the enterprise’s activity are studied in detail and their close relationship with the components of the image is determined. During the research, the lack of unity in the methodology of diagnostics of economic security of enterprise was proved. A methodical approach to mutually coordinated management of the image and economic security of enterprise is developed, which is based on the results of diagnostics of economic security levels and assessment of the real level of the enterprise’s image. It is emphasized the need to adhere to a certain sequence of actions directed towards forming a positive image of enterprise and managing it. Schematically depicted are the stages of managing the image of enterprise, taking into account the compliance of the levels of components of economic security of the image. The successful development of organizational culture contributes to the improvement of the efficiency of financial and economic activities of enterprises in the sphere of hotel business, the level of competitiveness and investment attractiveness. Therefore, in the current conditions of enterprises operation, the problems of transformation of their organizational culture are becoming increasingly relevant. The article is aimed at empirical exploration of features of the organizational culture of hotel services enterprises. To achieve this aim, the following general scientific research methods were used: analysis and synthesis, expert survey, generalization, systematization, structural-logical method. The article presents the results of the carried out expert survey in order to identify modern problems, barriers, features, trends and ways of development of organizational culture of enterprises in the sphere of hotel services in Ukraine. An evaluation of the efficiency of development of organizational culture of enterprises was made. Calculations show that the surveyed hotel services enterprises have an average level of organizational culture development (0.664), since the integral indicator is in the range of 0.5–0.75. As result of the research, it is determined that the basis of the organizational culture of Ukrainian enterprises in the sphere of hotel business is formed by such key principles as leadership of managers, application of a client-oriented approach, involvement and concern of staff, introduction of digital technologies and information systems.

The article is concerned with substantiating the most important features of development of the system of goals of territorial branding in the context of socio-economic development of territories. The features of territorial branding are researched, which, along with the use of classical branding instrumentarium, uses specific tools and methods, which is due to the peculiarities of its object - the territories of the country. The main components of the territory brand are generalized according to the international ratings WorldBank Ethics Indices, UNDP Human Development Index, CAF World Giving Index, Arcadis Sustainable Cities Index, etc. It is determined that the main components of the brand of the territory are the brand image, which means the overall impression of the brand and its perception by society as a whole and stakeholders in particular; brand identity, as well as infrastructure and marketing components that support the brand and increase its strength. The analysis of scientific approaches to territorial branding has proved that in general they are aimed at determining its various components, but none of them pays enough attention to goal setting as a key element of branding. The logical scheme of the relationship between the elements of the goal setting of territorial branding is proposed. It is proved that the main elements of goal setting of regional development and territorial branding are mission, vision and the system of strategic and operational goals, which are determined taking into account the opinions of experts and residents of the territory. Consistency and interconnection of all elements of goal setting will increase the efficiency of territorial branding. Prospect for further research is to develop methodological support for algorithmization of the territory brand development process.

It is allocated and substantiated that, considering the establishment of the basic concepts and creation of the modern model of life formation, there is a fundamental merit of Ukrainian scientists, who in their innovative works, concerning the issues from the biosphere and up to geo- and sozio-systematology, have crystallized the studied problematics. It is emphasized that the axiomatics, as the system of axioms of science, closer defines and systematizes the initial facts of life formation on the basis of their coherence, independence and completeness. It is substantiated that the scientific results from studying the problematics of the initial stages of origin and formation of life existence on Earth mostly concern the instrumental capabilities of different directions of natural sciences, causing the need for their further fundamentalization and taking into account the resource and socio-economic provision in the context of global development. The axiomatics of life genesis and the State formation are developed. It is stressed that only a coordinated work of the State-owned institutions with the United Nations Organization can effectively and comprehensively solve the strategiological development problem arising from the allocated axiomatics and signs of both the life genesis and the modern State formation. It is proved that the issue of ensuring the energy balance of human life should be at the heart of the activities of both national and international governments. The need for managerial measures to form constitutional-legal and strategiological responsibility to future generations, taking into account the doctrines of the State formation patriotism of the nation is substantiated, because their efficiency along with a purposeful realization of the taxpayer’s motivation in the State formation will provide the related financial resources and the ensured economic growth.

The article is concerned with researching the experience of reputable international organizations on promoting the development and improvement of the work of customs authorities on the example of Ukraine. It is substantiated that the customs authorities of the country play an important functional role not only on the State, but also on the global level, participating in the formation of international security, intensification of foreign trade, development of the world economy, protection of the world’s population from dangerous and substandard products. Thus, ensuring the effective functioning of national customs systems is included in the list of priority tasks not only of the authorities of individual countries, but also of leading international organizations. The integrated efforts of authorized agents at both the State-based and the international levels to develop and improve the work of customs authorities are represented by the international customs cooperation. The research was based on a thorough study of the peculiarities of international cooperation between customs authorities around the world and, in particular, Ukraine. It was determined that in the conditions of functioning of the customs authorities of Ukraine in the structure of the State Fiscal Service, international cooperation remained at a fairly low level of development. Thus, the relevance of activation of the development of interaction between the customs authorities of Ukraine and the international organizations in order to successfully reform the national customs system as an independent authority is substantiated. On the basis of the results obtained, it is identified that today the key international organizations that actively contribute to the functioning and development of customs authorities are the following: the World Customs Organization, the Organization for Democracy and Economic Development, the European Bureau for Combating Fraud, the World Trade Organization. A comprehensive and thorough analysis of the activities of selected international organizations in the context of facilitating the development of customs authorities, including the example of Ukraine, was carried out. On the basis of examining the specialized materials and practices of international cooperation of customs authorities, it is determined that the activities of certain international organizations are directed to: support of work and solving problems of customs authorities in various spheres; providing technical, informational, consulting or financial assistance; improvement of implementation of certain customs operations; introduction of progressive customs instruments and technologies; exchange of best customs practices and experience; creation of a single customs environment by unification of customs rules and principles, etc. It is substantiated that an effective, permanent and mutually beneficial cooperation of the State authorities, including customs authorities, with leading international organizations is a powerful instrument for the development and improvement of the functioning of the national customs system in order to ensure the successful implementation of priority goals at both the national and the international levels. The results of the research can be used by representatives of customs authorities as a systematized informational base for the establishment and further development of cooperation with the major international organizations.

The article is aimed at disclosing the peculiarities of models of institutionalization of «behavioral» regulation at the macro-economic level in the countries of the world. Behavioral nudge nowadays is seen as a potentially promising approach to improving government regulation both in academic discussion and in practice. Increasing the efficiency of the practice of using behavioral motives of economic entities in the process of development of the State economic policy is being fulfilled due to the application and implementation of techniques of influence of the nudge theory, which determines the choice of a more rational solution that corresponds to the interests of both individual and society. Activation of the application of nudge technologies and their increasingly frequent combination with traditional measures to stimulate citizens and businesses have caused in many world countries the institutionalization of behavioral regulation in either centralized or decentralized models. The institutionalization of behavioral regulation in a centralized model is represented by specific government bodies or subdivisions specializing in the development of solutions using the theory of behavioral economy. The institutions of a decentralized model are independent commercial organizations that are not part of the structure of government bodies. The process of formation and functioning of behavioral regulation institutions in different world countries has its own specifics, and the bodies themselves are constantly being modified. However, all the variants for institutionalizing the behavioral regulation at macro-level are subject to the risk of application of the «dark nudging», which requires the creation of special institutions to mitigate or eliminate its negative consequences. The most important principle in the development of a behavioral instrumentarium is compliance with universal and personal interests at the same time.

The growing importance of innovations in the economy has turned them into a more important factor in production and consumption, structural changes, economic dynamics, competitiveness, and social development. This has gained a paradigm importance and has led to the emergence of an innovative model of economic development, the peculiarities of which being the topic that the article is concerned with. Taking into account the dependence of innovations on the generation and dissemination of new knowledge, the article emphasizes the critical importance of the productivity of science and the quality of education. This is confirmed by global trends and finds a manifestation in the development strategies of the countries and companies. In this context, a modern understanding of innovations and the basis of their emergence, which is connected with knowledge and creativity, has been closer defined. The authors characterize the main features of innovation, in particular: cumulativeness, chain character, integration of practical and theoretical knowledge, duration of «maturation» and emergence of innovation, uncertainty, collectivity, uneven appearance in time and concentration in space, propensity towards conflict. A vision of the process of developing innovations by stages covered by system management is proposed. The main models of emergence of innovation together with the model of innovation process (the model of extraction through demand (market); the model of «needs seekers»; the model of «readers of market information»; the model of technological nudging; the cyclical model of innovations; the model of open innovations; the chain and interactive model of innovation process; the innovative model of «funnel»; the network model of innovation) are described. A number of features of the innovative model of economic development are allocated: recognition of innovation as the most important factor of economic growth; constant interaction of production, science and market, focused on the development of innovations; defining role of human capital; structural changes in the system of social production; domination of the innovative nature of competition in the modern economy; development of innovative entrepreneurship. On the basis of the formation of an innovative model of development, the growing role of science and education, the modern economy is characterized as an economy of knowledge; the main points of its concept are considered. An increase in the influence of education in the innovation model of the economy in terms of generating and disseminating new knowledge in order to intensify innovation is substantiated.

Global tendencies in recent decades have strengthened competition in world markets, so it is necessary to create such an organizational form that could respond as quickly and efficiently as possible to changes in the external environment. One of these new forms of organization of enterprises is strategic alliances, the development of which has significantly influenced changes in the structure of many industries. Through the creation of strategic alliances, companies join forces and resources to maintain their competitive positions and create new opportunities. In the article, the strategic alliance is seen as an effective form of the companies joining that best meets the criteria for strategic goals. The authors examine types of strategic alliances, the development of which should provide enterprises with access to certain innovations; the goals of creating strategic alliances are specified. It is proved that a case of strategic alliance means conducting joint research, sharing production facilities, exchanging technologies, marketing each other’s products or joining efforts to produce components or final products. It is noted that partnership in strategic alliances is based on flexible organizational forms of cooperation. The authors allocate the problems that interfere with innovation; actions to resolve them are suggested. Prospects for further research in this direction are the analysis of existing strategic alliances in Ukraine, carrying out a study on their status, number and sphere of formation. Also in the future it is planned to distinguish the problems of determining the advantages and disadvantages of creating strategic alliances in Ukraine, and most importantly – to analyze the readiness of the legislative base for their successful development in the country.

The formation of a new State regional policy in Ukraine on the basis of a combination of both the sectoral and the territorial approach requires comprehension of the functional direction of territories. The key point at that is a typologyzation of the territories of Ukraine on a functional basis, their delineation and concretization for the purposes of the State policy. The article is aimed at specifying and proposing the definition of coastal territories for the purposes of the State policy of regional development on the basis of an analysis of the achievements by domestic scholars, as well as the current legislation of both the European Union and Ukraine. The analysis, carried out by the author, showed that the current legal framework of Ukraine does not regulate all types of territories to which the State policy of regional development is directed. Such territories, in particular, include coastal territories. In the course of research, the methodology of typologyzation of coastal territories in the European Union is disclosed; an analysis of the segregating coastal territories by domestic scientists is carried out; a critical review of Ukrainian legislation on the interpretation of the concepts related to coastal territories is accomplished. The definitions of «coastal territories» and «coastal territorial community» are substantiated and suggested for the purposes of the State policy of regional development of Ukraine, taking into account the changes introduced by the decentralization reform.

The development of a competitive electric energy commodity market in Ukraine does not guarantee the creation of the necessary conditions for the security of electricity supply and the adequacy in developing the energy system. The conflict of commercial interests with the physical needs of the energy system causes the need to introduce the capacities market as a complementary segment to the electric energy commodity market. Ukraine has determined that the capacities market will function in the form of competitive procedures according to the targeted scope-oriented approach. Ukrainian capacities market has not yet been launched, but it is already possible to assume its potential ineffectiveness and inefficiency. Significant disadvantages of the electric energy cycle of Ukraine prove the insufficiency of a targeted approach to its organization. In addition, there are also pathological systemic problems with regard to the electrical energy industry of Ukraine (narrow diversification, inflexibility, heavy overtime load of power units, isolation and rapid development of renewable sources of electricity generation). The article proposes an alternative model of Ukrainian capacities market, which provides for: the organization of the balancing capacities market for the preliminary dispatching of both physical and commercial electric energy flows in the energy system; formation of the market of traditional capacities to ensure the adequacy of the development of the energy system; development of the market of alternative capacities for the integration of renewable electric energy generation, taking into account the requirements of flexibility of the energy system. The authors have identified significant advantages of this model compared to the proposed one, which will ensure operational security of electricity supplies and adequacy of the development of the energy system.

The article explores the tendencies in the development of the agrarian market of Ukraine. The place of evaluation, analysis and audit of agribusiness, in particular large agriholdings, in ensuring the trust of users of information to their activities is determined. Significance of the agrarian sector for the national economy is proved through the consideration of its share and its dynamics in GDP generation. The average sectoral performance indicators of agribusiness activity in Ukraine in 2017-2019 were analyzed and evaluated. The significance of the negative impact of quarantine restrictions caused by the COVID-19 pandemic on the agrarian market of Ukraine is determined. In addition, other factors hindering the development of the agrarian market in Ukraine during 2015-2020 are examined. The balance of key indicators in the market that is kept between the values of national production, domestic consumption, export and import of agrarian products is researched and the export direction of development of the Ukrainian agrarian market is proved. It is emphasized that there is no shortage of agrarian products on the national market. The article contains a list of the largest farmers in Ukraine in terms of annual income, land bank size and employment activity of the population. In addition, the research determines the high level of investment attractiveness of the agrarian market of Ukraine, and therefore proves the need to conduct an audit of agribusiness to ensure a high level of trust of foreign investors to the actors of the agrarian market. Conclusions have been drawn about the effectiveness of this activity and a prediction for the future is made.

The article is aimed at developing an alternative structure of relationships between participants of the solid household waste management chain (SHWM) by analyzing the existing economic interests and relations of participants from the European countries who have achieved the greatest success in this sphere. The methods and instruments for satisfying the economic interest of each participant of the solid waste management chain in these countries are identified, which leads to the existing structure of relationships. As a result of the study, an alternative scheme of relationships between the participants in the SHWM together with the formula for calculating profits/savings for both producers and processors of waste are proposed. A way to achieve advanced results without infusing significant funds of both budget and citizens is proposed for Ukraine and the countries of Eastern Europe. Using the proposed scheme, each participant chooses its actions for its own economic reasons, and the State is given the role of education and control. Prospects for further research in this direction are quantitative and financial analysis of the situation with SHW for each city and the identification of target indicators for each link in order to ensure the desired result, in compliance with the economic interests of all participants, with a minimum burden on the producer, processor of SHW and the State.

The article is aimed at improving the scientific-methodological aspects of assessing the efficiency of management of an innovative enterprise in the context of implementation of sustainable development goals. The role and state of machine-building enterprises as the basis for the development of the national economy in the format of innovative ones is highlighted. For the first time, on the basis of a comprehensive approach, indicators for assessing the efficiency of management of an innovative enterprise (on the example of the machine-building industry) are elaborated in the context of the implementation of sustainable development goals of the 21st century. At the same time, the Conception of sustainable development is positioned as a synthesis of two most important ideas, i.e.: 1) development should be balanced, which involves solving economic, social and environmental problems and achieving an equilibrium between them, and this causes the overall level and quality of life of the population; 2) the current generation has a duty to future generations to leave sufficient reserves of resources (natural, social and economic) in order to ensure their level of welfare, not lower than the current one. It is proposed to supplement the elaborated indicators with three specific indicators of patent-licensing activity as a factor in improving the efficiency of management of the innovative enterprise in the context of economic, environmental and social aspects. In particular: 1) the number of security documents for intellectual property objects, in which the methods that reduce the production of individual goods or services (economic component) are patented; 2) the number of security documents for intellectual property rights, in which the methods of more environmental production of goods or services (ecological component) are patented; 3) the number of security documents for intellectual property rights, which patent ways to improve the efficiency of employees, that is, improving working conditions (social component). On the basis of formalization method and comprehensive approach, a universal format of results of evaluation of the efficiency of management of an innovative enterprise in the context of implementation of sustainable development goals is recommended. The result of its application should be timely elimination of problems, identification of causes and zeroing out consequences of ineffective management of the enterprise, which will lead to increased profits from innovation activities and efficiency of investments in environmental innovations, will form a safe environment, increase the level of satisfaction of vital interests of employees of the enterprise and the population in general.

The relevance of the research is associated with the slow development of the machine-building quasi-integration structures in Ukraine. 11 quasi-integration structures on the basis of machine-building enterprises were examined, namely: public union «Ukrainian Aerospace Cluster» (Dnipro); aerospace cluster «Mekhatronika» (city of Kharkiv); industrial park «Vinnytsya cluster of refrigeration machine-building» (city of Vinnytsya); corporation «Scientific park «Innovation and Investment Cluster of Ternopil region»; aviation cluster of the corporation «Ukrainian aircraft company» of the State-owned concern «Ukroboronprom»; cluster of radiolocation, radiocommunication and special instrument engineering of the State-owned concern «Ukroboronprom»; cluster of precision weapons and ammunition of the State-owned concern «Ukroboronprom»; armored cluster of the State-owned concern «Ukroboronprom»; Mykolayiv shipbuilding cluster; Zakarpattya automotive cluster (Uzhhorod); machine-building cluster «AhroBUM» (Melitopol). On the basis of the information available on the Internet and by means of the analytical on-line system YouControl, an economic analysis of participants in the clusters of the State-owned concern «Ukroboronprom» and «AhroBUM» was carried out. A diagnostics of the effectiveness of these clusters represents an argument for quasi-integration of other machine-building domestic enterprises along with the interacting firms and institutions. It is concluded that the slow development of quasi-integration processes in Ukraine is connected with the ignorance of entrepreneurs and the lack of methodological recommendations for the formation of quasi-integration structures.

The article outlines positive aspects of the innovation-technological direction. The authors define interconnectedness of investment, operational and financial activities, as well as the influence of the element of innovation on all three mentioned components. Accounting for innovations is considered; the issues related to solving organizational-methodological problems of accounting of investment and innovation activities of enterprises are highlighted. It is specified that the choice of a methodological support for accounting the innovation process depends not only on the nature of the implementation of the innovation plan, but also on the source of its financing. Depending on the way the innovation initiatives are financed, the changes they will make to the formation of financial resources and the accounting systems that will be used to pay for innovation expenditures are defined. The authors point out the directions in which innovations can be carried out are indicated, as well as the peculiarities of their accounting. Two conceptual approaches to the sequence of the innovation process are identified. The important issues that arise in innovation activity are illuminated and methods of attributing innovation expenditures to accounting are defined. The objects of accounting of innovation activity are indicated. To better track information and increase the organization of the innovation process, it is necessary to develop an accounting policy of the costs of innovation activity. The main components and elements of accounting policy in terms of innovative capital investment costs to be considered in the formation of accounting policies are highlighted. A properly regulated accounting policy helps to significantly improve the conduct of economic activity at the enterprise and allows owners to respond correctly and in a timely manner to the processes taking place during its implementation. With regard to the cost of innovation, the concretization of elements of accounting policy will provide participants in the innovation process with access to fair and transparent information to form an efficient managerial ability to make decisions.

The relevance of the problem is caused by the relationship of formal and informal norms of economic processes and phenomena, the understanding of which provides the key to achieving the effectiveness of the financial market development. Understanding the essence of institutional provision of the financial market and the factors of its formation and development makes it possible to make more informed and effective decisions in the sphere of financial market development. The article is aimed at substantiating the conceptual approaches to the structuring of institutional provision of the financial market. It is substantiated that institutional provision of the financial market includes both formal and informal institutions. The formal institutions, in turn, consist of institutions-organizations and institutions-norms. The factors of occurrence of institutional deformations in the financial market are systematized. The institutions of the financial market are structured, in particular, in the composition of the institutions-norms the authors allocate the formal (international legal framework for concluding and implementing agreements in financial markets, national regulatory framework for concluding and implementing agreements in financial markets, norms of related national and international law, ensuring the conclusion and implementation of agreements in financial markets) and the informal norms (norms stipulated by religion, informal agreements and conspiracies between the financial market participants, unofficial (shadow) markets for the conclusion and implementation of financial agreements). In the composition of institutions-organizations the authors allocate the institutions-buyers of financial resources; institutions – sellers of financial resources; institutions that serve the functioning of institutions-sellers and institutions – buyers of financial resources; institutions-regulators. The institutional provision of the financial market is structured and the relationship between institutions-norms, institutions-rules and the State is defined. The principles of institutional provision of the financial market are substantiated and its functions are defined.

A banking institution becomes extremely vulnerable in its activities, when out of ability to create a mechanism for identifying and overcoming destabilizing factors of influence. Therefore, an important component in the overall management of bank is the introduction of a risk management system. The article is aimed at examining the conceptual bases of the bank’s risk management system and the methodological principles of its organization. The research has showed that the risk management process requires a systematic approach, based on a certain mechanism presented in the form of risk management. It includes a set of techniques, procedures and risk management policies and forms the risk management strategy and tactics. The foundations of the construction of the bank’s risk management system are the international standards Basel II and Basel III and the requirements of the regulator, in particular regarding the structure of the risk management process, its efficiency and some specific aspects. It is substantiated that the construction of a comprehensive system of risk management of the bank provides for the definition of: tasks, principles, objects and subjects, methods and instruments of risk management. The formation of a risk management system is carried out on the basis of modern approaches to corporate governance in banks and requires the development of a conceptual scheme of risk management along with compliance with the principles of the organization of the risk management system. It is emphasized that modern organizational measures of the risk management system are represented by three lines of defense and include four stages; provide for the use of effective models and instruments for assessing (measuring) risks and developing the intrabank (intragroup) risk management documents.

The purpose of the article is to study the basics of financial security of banking with the identification of threats, their systematization into a single classification to determine ways to increase the financial security of the banking sector. Theoretical bases of financial security of banks are substantiated. The approaches are generalized and the concept of "financial security of the bank" is defined. The main components of the bank's financial security have been formed and the classification of internal and external threats to the banking security system has been carried out. Measures have been identified to prevent external and internal threats to Ukraine's banking sector, which should be developed with minimal resources and time to achieve the desired result. The banking sector of Ukraine (operating banks) for the period 2016–2020 is analyzed, which indicates a tendency to decrease (by 42), and the number of banks with 100% foreign capital increased by 6. To properly assess the level of financial security of Ukrainian banks, the main performance indicators for the period 2016–2020 were studied and it was established that: the banks' assets increased by 18.5% to UAH 1,532,671 million; customer lending decreased from 80% to 68%; return on assets increased by 6.04% and in 2020 amounted to 5.23%, improving the efficiency of banks in 2020 by 1.52. The dynamics of the regulatory capital adequacy ratio, the dynamics of credit risk ratios of banks and the dynamics of financial results of the banking sector of Ukraine are analyzed. Measures to increase the level of financial security of banks, based on the unification of the core indicators of banking and their methodology of calculation according to international standards, which will strengthen legal protection of creditors, maintain low inflation and a stable exchange rate, create a favorable investment climate.

The systematic integration of Ukraine into the European and global economic space significantly actualizes the issue of bringing to a qualitatively higher stage of development the current system of consulting support of both the business and the public sectors of the economy in the country. Achieving strategic goals involves the implementation of a number of institutional, organizational, economic, and informational measures that can collectively ensure the dynamic development of the domestic consulting business and the implementation of effective mechanisms of tax compliance control in Ukraine. As for the institutional environment of the consulting business activities, it should provide first of all a steady increase in the scale and quality of the conditions of domestic consulting, increase its economic effectiveness and increase the impact on the results. It is worth emphasizing that today the system of institutionalization of the domestic consulting industry is still at the initial stage of its formation. Thus, its institutional and regulatory «framework» is formed mainly by professional consulting associations, marketing unions, management consulting unions, professional general-type organizations, legal associations, etc., while at the national level consulting is not clearly defined. The main reason for this is the lack of consulting in the list of licensed types of economic activity. An evolvement of the developed and highly diversified consulting business in Ukraine is impossible without the implementation of a set of organizational-economic measures. They should be aimed primarily at creating conditions for a stable increase in market demand for consulting services on the part of business structures and government agencies in order to stimulate the spread of innovative technologies in the business activities of economic entities, despite the high risks of business processes implementation and multiplying of the national economic development.

Effective strategic changes in staff management with the application of the stakeholder-oriented approaches in the face of increasing complexity of systems remain an important task for development of business and entrepreneurship. The article is aimed at examining and summarizing the worldwide experience of the effective strategic changes in staff management with the application of stakeholder-oriented approaches and developing practical proposals on the use of this experience in the activities of domestic business and entrepreneurship. In this context, it can be stated that for the development and implementation of positive strategic changes in staff management, it is important to take into account both the interests and contradictions of a number of stakeholders. In practical activity, the interests of almost all groups of staff are most often in contradiction with the interests of management and owners. Hence the elaboration of problematic issues concerning the increase of interest and leveling contradictions becomes significant aspects of cooperation of all stakeholders, despite the different conditions or the countries of operation of a business. Modern world scientific and practical skills in the sphere of human resources management often focus on determining the points of interaction and coincidence of interests of all participants in both the management and the development processes. The proposed algorithm for determining and adopting effective strategic changes in staff management can be used in the realities of domestic business. The topical direction of further research is the definition for all stakeholders of optimally balanced decisions on the basis of minimum costs and maximum profits in the formation and implementation of strategic changes in staff management.

The article is aimed at building up a model of e-commerce development adapted to the realities of our time and peculiarities of the development of infocommunications of the country. The current status of development of infocommunications is analyzed together with related activities of the enterprises, which are using the digital platforms for conduct of business. It is determined that the development of e-commerce is slowed by the inequality of access to modern information and communication technologies and low activity of certain economic actors regarding trade operations through the Internet. An adaptive model of e-commerce development is proposed, which is based on the consideration of the conditions of the external contour of development of enterprise along with the internal contour in the aspect of the existing resource base and potential development opportunities. The model requires an information base of e-commerce development processes, contains methodical principles for analyzing the internal and external contours of e-commerce development, as well as methods of forecasting changes in the external contour and determining the internal potential. The necessary element of the model is determination of the criteria for the possibility of e-commerce development in existing conditions combined with formation of a list of invariant models for different platforms, which would be the most acceptable in the conditions of external contour. The need to take into account existing cyber risks and apply measures to minimize them in the process of e-commerce development is substantiated. It is defined that the development of e-commerce leads to an effect on micro-, meso- and macro-levels, which in the end can lead to emergence of a synergistic effect. The feedback function contained in the model allows to link the stage of determining the results to the formation of invariant models of development, which should be activated in the absence of desirable results according to the selected model of e-commerce development. Further research will be directed to substantiate the criteria that determine the possibility of e-commerce development under the conditions of both internal and external contours.
