The article generalizes the main approaches to analyzing the nature of global disparities in the development of the global trade system, their negative consequences, and opportunities for regulation. It is proved that global economic disparities have both objective and subjective origin, can be initiated by individual countries, groups of countries and international economic organizations, are closely related to non-economic aspects of the world economy and are clearly manifested not only in the financial sphere, but also in international trade. The article substantiates that, taking into account peculiarities of the current foreign economic policy of sovereign countries, three main tendencies can be distinguished, which are directed towards protecting national interests in the context of the crisis of the global trade system, and which, in fact, represent global disparities in its development: protectionism, regionalism, and transregionalism. It is identified that, speaking in economic terms, the growing external interdependence does not bring together, but, on the contrary, subordinates, turns regions and countries of the world into dependent ones; does not overcome, but fixes the peripheral position of individual countries; does not violate, but strengthens the hierarchicality of the world economy, which is caused by its internal logic. It is concluded that in order to eliminate or mitigate global disparities in the global trade system, it is important to use new institutional mechanisms in the development of which countries with emerging markets should take an active part, which means there is a need for a flexible combination of liberalization with import substitution and elements of protectionism.

Each country at the level of individual territorial units forms its own system of public administration, which is both individual and under the influence of national, historical, geographical, economic and other features. Familiarization with various foreign experience allows allocating a common characteristic in the system of public administration, which is the functioning in the countries of the institute of local self-government. The functioning of a productive system of local self-government is an integral element of any democratic country. The choice in local government for the benefit of either local self-government bodies or public authorities depends on the theory of local self-government prevailing in national politics. At the same time, the choice of theory and model affects the effectiveness of local government, its ability to ensure and guarantee the rights of the community as a whole and the interests of each individual resident in particular. Studying the theoretical principles of public administration at the local level allows not only to get a general vision of this process, but also to allocate its characteristic features. Studying the effectiveness of local self-government activities in different countries and analyzing the possibility of applying modern methods of management in the domestic system of local self-government is relevant for Ukraine in the process of ongoing reform of the public administration system and the search for the optimal model of government organization at the local level. Due to the complexity, importance and interdependence with a whole range of other socio-economic processes, the issues of theoretical principles as to formation and functioning of local self-government, determining the level of decentralization in the system of public administration of territories constantly remain in the field of view of researchers and practitioners of the world, which determines the perspectivity and relevance of researching this topic.

In today’s world, the international community provides significant support in carrying out socio-economic and political reforms to countries that need it. Such support is provided in the form of official aid for the purposes of development, which includes international technical and humanitarian assistance, loans for repayment of foreign debt on preferential terms, financing of project activities. The article analyzes the state of Ukraine’s cooperation with international financial organizations in providing financial and technical assistance for the implementation of projects that are of great importance for structural reforms of the domestic economy. The national economy of Ukraine has been experiencing a lasting shortage of financial resources necessary for innovation and investment development projects, also for current needs of the State. Given the difficulties of mobilizing free cash in the domestic capital market, Ukraine attracts resources in foreign markets. Expanding partnerships with international donor organizations allows not only to find additional sources of funding for projects aimed at socio-economic and humanitarian development, but also to provide real help to those in need. The implementation of joint projects and programs involving communities and local authorities in practice makes it possible to gain useful and important experience based on the best world and European practices. It is examined that in the national economy the urgent problem is the search for new types of interaction between communities to solve socially important issues, including the search for unconventional sources of financing. To a large extent, the search for and involvement of funds in the social sphere is facilitated by innovative technologies for financing social development – fundraising, crowdsourcing and crowdfunding platforms, which are manifestations of social communications and become relevant in the context of decentralization and community development.

The article examines the directions of activation of investment activity in the border territories of Ukraine. The problems and obstacles to investment activity in the border regions are identified and directions of its activation are outlined. It is specified that in the process of international cooperation, including the cross-border activities, border territories play an important role and have a specific status. Regions at the present stage of economic development begin to play a significant economic, social and technological role in the formation of the territorial infrastructure of each particular country. The concepts of investment, investment climate, border region are considered. The factors of influence on the level of investment attractiveness of border regions are determined. A characterization of capital investments in the border regions of Ukraine is carried out. It is noted that the border regions have great potential for the development of investment activity, and their geographical location creates additional advantages. Priority directions of activation of investment processes in border regions and priority directions of developoing the investment potential, which would contribute to the increase of investments in border regions, are presented. It is concluded that investment is the dominant factor in the socio-economic growth of the border regions and the State in general. That is why conditions should be created at the State level that will increase investment attractiveness and, as a result, intensify investment activity. This will ensure active participation of the border regions of Ukraine in the processes of integration into the EU.

The article is aimed at studying the peculiarities of commercialization as a modern global trend in the development of higher education and analyzing the main strategies for reforming universities. The relevance of the publication is due to the reform of the sphere of higher education in Ukraine and the need for competent borrowing of best practices of educational systems from the leading foreign countries. It seems important to find answer to the following question: thanks to which educational model western universities have received significant achievements in all directions of activity? Ambiguous evaluation of commercialization processes both among the Western and Ukrainian academic community causes the expediency of this study. As a result of the study, it is defined that commercialization means the transition of the higher education system to market relations on the basis of the introduction of new management methods that change its position in society, contribute to the capitalization of knowledge and research results. The peculiarities of formation and manifestation of the process of commercialization are determined, among which the most significant are the change in the role of the State in the sphere of education financing, transformation processes in the forms and types of provision of educational services, diversification of the funding sources. The essence of the concepts of «commercialization», «comodification» and «managerism» is identified and characterized, their relationship in the approaches of transformation of educational institutions into institutions for educational services, and students into consumers, is substantiated. The detection of commercialization of higher education in the context of «academic capitalism» is considered. The content and forms of «academic entrepreneurship», tasks and functions of the «entrepreneurial university» are analyzed. It is concluded that the entrepreneurial university is the most financially successful model of the educational institution, which combines modern requirements and traditional values of higher education on the basis of innovative activities. The carried out analysis of scientific articles and researches allowed to identify differences in the process of commercialization in American and European educational systems. Prospects for further research are to study the best world practices of commercialization of higher education institutions and determine approaches to their adaptation and directions of efficient implementation in Ukraine.

The article is aimed at describing the formation of a culture of social digital responsibility, taking into account educational inclusion. Statistics and studies on the quantity and quality of personal time spent by the population of the planet on the Internet are analyzed. Analyzing and systematizing the work of various NGOs, scientists and specialists, digital citizenship rules are formed; the issues of digital responsibility, the formation of culture, inclusion in education are considered. In addition, the features that should be taken into account during inclusion in education are defined. The types of personality temperament are also considered; the relationship between the types of tasks for students and the peculiarities of their temperament, world perception and preferences is determined. The means, rules and principles of the culture of social digital responsibility and digital instruments that should be used in educational institutions in conditions of inclusion have been formed, because they help in attracting as many students as possible to the learning process and in easier assimilation of information. It is determined that the modern culture of social digital responsibility in the context of educational inclusion should contain not only the rules of conduct during communication or the use of the world wide web and the means of involving all students in the educational process, but also the basic principles of activity. The main problems of formation of a culture of social digital responsibility in the context of educational inclusion are also specified. The problem of forming a culture of social digital responsibility in the context of educational inclusion contains two components: the problem of digital behavior culture (students/teachers), and the problem of digital learning. The latter outlines the need to create conditions for the conscious perception of educational information by students/pupils, to attract their maximum number to the educational process through the use of effective digital instruments, the development of the authors’ own educational methodological approaches for any form of education (remote/full-time)

The publication considers the features of construction of the so-called «Harrington’s scale», which is widely used for economic research in Ukraine. It is demonstrated that the scale proposed by Harrington cannot be applied for arbitrary economic indicators. For the purposes of this study, an analysis of the applicability of the Harrington’s function for specific economic studies is carried out and it is shown that the «Harrington’s scale» cannot be applied to economic indicators, the increase in the value of which indicates an increase in the «quality» of the functioning of enterprise, for example, such as the «economic potential of the enterprise» or the enterprise’s «level of financial condition» (the latter requires the construction of a verbal scale according to the new probabilistic principle which is considered in this article). The indicator of «level of financial condition» is chosen because, as a rule, the current monitoring of the financial condition of enterprise is to be carried out automatically, by means of the appropriate tools, based on the multi-criteria methods for assessing the level of financial condition. One of these methods is the method of R-assessment of the financial condition of enterprise according to the Sayfullin – Kadykov model, which takes into account five criteria and puts them in line with the R-assessment. The article considers the main provisions of Harrington’s work in order to provide the possibility of correct use of the Harrington’s desirability function for the qualitative assessment of economic indicators, including complex and integral indicators that are used to monitor the financial condition of enterprise. The article proposes another function in place of desirability function, namely the function of distribution of the indicator under research, whether theoretical or empirical. In addition, the limit values that separate the different values of the linguistic variable at the base interval are proposed to be determined according to the statistics of the group of companies to which the enterprise under research belongs, or can be included according to the criterion of homogeneity with any enterprise of the researched group. An example of constructing the correct qualitative scale for a normally distributed variable of «level of financial condition of the enterprise» at the probabilistic level is provided. Attention is drawn to the fact that the boundary values of the qualitative scale significantly depend on the law of distribution of the variable under research.

The article is aimed at researching electronic services and proving the need to standardize their provision in the public administration system. It is found that despite the existence of a large number of studies in the field of implementation of efficient public e-governance, there is a need for detailed coverage of the problems of providing the population with electronic services through the total digitalization of public relations of different levels of interaction, as well as standardization of the provision of electronic services. To obtain the results, general scientific research methods were used. Methods of analysis and synthesis contributed to the detection of problems of excellence, consistency and certainty in the field of electronic administrative services provision, systematization of criteria for assessing the quality of electronic services, formation of principles of digitalization of the public administration system. The statistical method allowed to identify features and gaps in the provision of electronic services in Ukraine. The use of the scientific abstraction method contributed to the formation of certain recommendations for improving the system of electronic services in the context of social transformation, the introduction of standardization of the provision of electronic administrative services at different levels of social interaction, helped to outline the prospects for further research. The main results are reduced to: the need to standardize the provision of electronic administrative services on the basis of standard models of services; to determine the mechanism of providing services by public authorities; the procedure for receiving a response to the request of the administrative service; the presence of tools to measure the level of satisfaction of citizens’ expectations. The conclusion is made about the need for more in-depth study and implementation of foreign experience in transforming social relations and developing the information society in Ukraine.

The article analyzes Ukraine’s position in a number of international rankings that determine the level of development of region and the quality of well-being of the population. Attention is paid to the analysis of the indicator of health level awareness, which is obtained within the framework of the survey of the opinion of the population of a particular country. A comparison of international welfare ratings by the presence or absence of a component of health in them when calculating the integral indicator is made. Statistical information on the values of this indicator in a number of countries of the European region and in Ukraine has been disclosed. The results of public surveys on the socio-economic situation of Ukrainian regions are presented. The level of health is chosen as a categorical factor, the dependence of which on certain factors is determined in the environment of the Statistica.10 software using the single-factor dispersion analysis alternately for the formed four groups of countries, which are ranked in accordance with the value of the self-conscious health level index. The analysis was conducted from the group of countries with the highest index value to the countries with the lowest values: the relationship between this indicator and the level of consumption of fruits and berries; the amount of organic farms and health care costs in the analyzed country. The statistical target relationship between the level of health awareness and healthy consumption among the population of the country is determined. For the «Number of organic farms» indicator, dependence is made only for groups of countries with lower positions in the health rating. With an increase in positions in the ratings, this factor is not indicative and does not affect the ranking itself. It is concluded that the behavior of the population, motivation for a healthy lifestyle are highly significant for the formation of a healthy environment in a region. The carried out bibliometric analysis identified further scientific developments of the author in determining the role of public health in forming the welfare of the region and the territorial brand.

The modern stage of the development of the world economy, the level of competition and innovation-technological development significantly affect the economic security of hotel industry enterprises. Today, for the effective and secure economic development of the hotel industry, it is necessary to ensure the safety of guests, employees and others; maintain brand reputation; form an environment of safety and sufficient transparency of the information resources of the enterprise for hotel guests. Modernity constantly forms new requirements for ensuring the economic security of hotel and restaurant industry enterprises, which is due to many aspects of the world economy. Thus, globalization trends, technical and technological development, consequences of COVID-19 coronavirus infection and other circumstances create new risks and threats. The formation of conditions for the secure development of hotel and restaurant industry enterprises is influenced by many factors. The speed of technical and technological development creates new methods of providing services, such as: distribution systems, electronic bookings, rental apartments with a list of services to choose from. As a result, constant changes in the external environment of hotel and restaurant industry enterprises become a source of risks and threats to their economic security. The novel coronavirus infection, pandemic, global lockdowns, quarantine restrictions and insufficient development of the medical sector also affected the functioning and economic security of hotel and restaurant industry enterprises. Effective management of hotel economic security is achieved through a systematic approach to analyzing and assessing possible risks and threats to their safe development. In this process, one of the key aspects is the provision of information security as an element of economic security of hotel and restaurant industry enterprises. Risks and threats are detected at the hotel level through a variety of means, including the collection of operational information, quality audit, risk management assessment and internal audit. Research of risks and threats to economic security helps the enterprise to avoid reducing the efficiency of its economic activity and damage to reputation. An efficient system of economic security plays an important role in the daily activities of hotel industry enterprises. The article examines and characterizes the main risks and threats to the economic security of enterprises in the temporary accommodation sector. Their impact on the level of economic security of hotel industry enterprises is analyzed. The need for systematic analysis and monitoring of risks and threats to the economic security of the enterprise is substantiated.

The relevance of searching for new varieties of tourist offers is due to a number of reasons. First, high competition in the market, which encourages entrepreneurs to invent new forms of ensuring the need for rest for their customers; secondly, the growth of consumer whimsy towards the orientation, content and variants of activities that are available during the rest. Both of these reasons, against the background of the growing ecological thinking in society, caused the emergence and rapid development of glamping. The article is aimed at researching the glamping as a new concept of tourist travel and hotel business, analyzing its development in the world and in Ukraine. As a result of the analysis, the article formulated a triune structure of the glamping recreation conception, which consists of the following elements: maximum comfort, natural surroundings (placement of glamps), and minimal impact on the natural environment. Thanks to this, it is possible to classify glamping as one of the varieties of ecological tourism. The main variants of glam designs are provided, in particular: safari tent, tipi, yurt, pop-tent/sphere/capsule/bubble, caravan, houses on wheels, house on a rock. Four categories of consumers of glamping products are also distinguished; the dependence between the target audience, the location of glamping and the formation of its specialization is specified. A brief analysis of the world experience in glamping tourism development and experience along with the geography of glamping in Ukraine are presented. As a result, the following conclusions have been drawn: active glamping exists in different landscape zones of the country; for the most part, glamps have a high level of comfort (they provide all the amenities); the cost of accommodation per night starts from 2500 UAH for double occupancy and reaches 4500 UAH; there are three companies – glamps producers in our country. The article also presents an economic substantiation and a generalization of advantages of glamping as a hotel business, which definitely testify to perspectivity of its development and further possibilities for scientific research.

This publication is aimed at studying the processes and defining the main problems in reforming the pension system of Ukraine. The article analyzes the state of functioning and development of three levels of pension provision at the present stage of socio-economic development of the country. It is determined that only level 1 actually works in Ukraine – the solidarity system of compulsory State-controlled pension insurance, while the mandatory accumulation system has not acquired its development, and the voluntary accumulation system has an extremely low share in the general pension system. Some financial results of the Pension Fund of Ukraine for 2020 and the approved budget for 2021 are analyzed. Substantiated conclusions have been drawn about the problems of the solidarity system, such as: the existing budget deficit of the Fund, which leads to the formation of its debts; low, socially unadapted level of pensions; disparities in the size of pensions assigned in different years. The rating of currently operating non-State pension funds of Ukraine (the third level of pension provision) are analyzed according to the criteria of asset value, number of participants, amounts of pension payments and profitability, as well as the dynamics of some basic indicators of their activity. It is determined that the functioning of the non-State pension system in the country is hampered, in particular, for psychological reasons due to the population’s distrust of non-State institutions. Since the second level of pension provision – the mandatory accumulation system – has not yet started working in the country and taking into account the problems of the first and third levels, a reasonable conclusion has been made on the inhibition of the pension reform in Ukraine and the need to intensify the work on the implementation of all three levels of pension provision in order to achieve a sufficient level of social protection of citizens.

The article is aimed at outlining the functions of the theory of the effectiveness of systems (in particular, enterprises) by essence, as well as substantiating the role of indicators of components of effectiveness therein under modern conditions of system development. The article covers some issues of the theory and philosophy of the effectiveness of the functioning of enterprises as systems on the basis of SEE-management as a means of improving the effectiveness of the processes of functioning of complex systems in the context of definitions of «quantity/quality» based on the measurement and assessment of the components of the above-mentioned effectiveness using the criterion of progressive effectiveness. The results of computations according to the models of indicators of components of effectiveness, taking into account the values of the criterion of progressive effectiveness, can contribute to the choice of the appropriate strategy for the development (behavior) of the enterprise (active, passive, active-passive, etc.). It is emphasized that SEE-management, which is based on the author’s concepts of components of effectiveness, is a means of increasing the effectiveness of the functioning of complex dynamic systems (by which we will understand the set of its subprocesses) taking into account risks in the context of the negative impact of the external environment, in particular local and global crises in the economy. The scientific novelty of the results of author’s content analysis and applied explorations of the author for more than 20 years is the description of the essence of axiological and other functions of the theory of effectiveness, as well as the addition of methodological functions of this theory with indicators of constituent effectiveness, which can facilitate the improvement of the management of systems of different types and hierarchical levels. The above indicated management can be carried out using such a modern approach as author’s SEE-management, for the implementation of which certain indicators are presented and the appropriate managerial SEE actions in cases of different situations with respect to various values of performance indicators is proposed.

Drastic changes in the financial services market under the influence of digitalization determine the relevance of research of the modern structure of this market, taking into account the emergence and development of the FinTech innovations. The increase in new investment instruments is attracting the attention of an increasing number of individual investors in the digital finance industry. Considering these tools, the preferences of individual investors require a separate study. The article is aimed at studying the financial market in digital finance and analyzing such types of investments as cryptocurrencies and crowdfunding, as well as the characterizing the online brokerage as a way to obtain investment services among individual investors. As a result of the study, the place and role of cryptocurrencies, crowdfunding and online brokerage in the investment activities of individuals is substantiated; the main mechanisms of work of these financial instruments are allocated and features of their development in Ukraine are characterized. The main disadvantages and advantages of crowdfunding and cryptocurrencies are defined and further steps are proposed regarding the prospects for their development in Ukraine. In addition, the article analyzes the current state of functioning of the online brokerage service in Ukraine and proves the relevance of the allocation of these financial instruments at the legislative level. Prospects for further research in this direction are the analysis of other digital instruments of personal investments, as well as a detailed study of the specifics of functioning of crowdfunding, cryptocurrencies and online brokerage in Ukraine. For the more efficient functioning of investment instruments in the sphere of digital finance, as well as effective use in practical activities, it becomes necessary to closer define these concepts at the legislative level and to substantiate the specifics of their work in detail.

This article generalizes and systematizes approaches to determining the essence of fiscal imbalances and their types, in particular, taking into account and without taking into account the aspect of possible problems in the sphere of fiscal policy. It is also emphasized that when determining the essence of fiscal imbalances, it is important to realize the difference between accounting and financial terms, since analytics in this terminology is also based on different methods of assessing fiscal imbalance. Such deterministic factors of fiscal imbalances as internal tax competition, tax transfer and tax imbalance in general are analyzed. The conception of marginal expenditures of public funds as a central concept in determining fiscal imbalances is characterized. In addition to the traditional types of fiscal imbalances (vertical and horizontal), there is also an imbalance of justice (according to the research of scientist Dolozina I. L.), which is manifested, in particular, in tax evasion, avoidance of taxation (including aggressive tax planning) and income inequality. The generalized classification of types of fiscal imbalances with the characterizations of causes and manifestations of their occurrence is provided. The results of researches of approaches to assessing fiscal imbalances and indicators used are systematized. It is emphasized that the researchers use most of the indicators to assess fiscal imbalances specified in this article to conduct a panel analysis in order to identify the impact of equalization instruments on different territories and groups of taxpayers.

The article is aimed at developing the conceptual approaches to the evolvement of insurance activity in Ukraine. It is defined that insurance is an important source of funds accumulation for their further use in order to compensate for losses caused by insurance events, as well as for protection of business from financial risks. The main components of the conceptual approaches to the evolvement of insurance activity are distinguished as follows: principles, goals, interests, tasks, factors, threats, subjects and objects, collateral, stages, instruments, methods and criteria for evaluating the efficiency of the development of insurance activities in the country. Within the framework of the proposed conceptual approaches to the evolvement of insurance activity in Ukraine, the following stages are allocated: development of methodological principles for the evolvement of insurance activity; analysis of conditions and factors of evolvement of insurance activity; assessment of the state of evolvement of insurance activity: study of the number of insurers, tendencies as to their increase/decrease, demand for insurance products, etc.; assessment of the effectiveness of evolvement of insurance activity in the country. It is concluded that the proposed conceptual approaches involve the development and implementation of a purposeful set of measures that will intensify insurance activities and contribute to the development of a strategy for the evolvement of the insurance market of Ukraine through the introduction of world experience, taking into account national peculiarities for its effective evolvement in the long term, avoiding and minimizing the negative impact in the dynamic environment. The strategic task of the State to evolve insurance activities in modern conditions of management is to implement effective regulation, which will facilitate the intensification of the development of the insurance market.

The article is concerned with substantiating a methodical approach to the assessment of organizational culture. In today’s business environment, organizational culture plays an important role in the successful work of the organization, serves as the basis for the growth and increase of its effectiveness. The article is aimed at the theoretical generalizing the methods of diagnosis, assessment and analysis of organizational culture and substantiating the methodical approach to its assessment. A theoretical generalization of the main approaches to the assessment of organizational culture was carried out and, based upon its results, it was determined that all existing approaches involve either qualitative or quantitative assessment. Taking into account the variety of approaches and the advantages of quantitative methods, it is substantiated that it is advisable to use a formalized approach (quantitative methods) to assess organizational culture. Also the main approaches to the assessment of organizational culture are systematized, with a special emphasis on quantitative methods. The goals, methods and procedures of various approaches are analyzed, as well as the advantages and disadvantages of individual methods of assessment of organizational culture are described. Thus, for a comprehensive analysis and evaluation of organizational culture, it is advisable to conduct a comprehensive assessment, taking into account the internal and external factors of organizational culture. As result of the study, it is generalized that the parameters of the assessment of organizational culture should include the following groups: communications (C); management (M); motivation and morality (M); work (W); adaptability (A); strategy and mission (S). As a result of the research, a methodical approach to the assessment of organizational culture was proposed, which allows determining the level of organizational culture. The advantages of the proposed approach are that it has an applied character, a high degree of formalization, is quite easy to use, takes into account both the internal and the external aspects of organizational culture.

The article is aimed at substantiating the methodological approach to assessing the investment attractiveness of the food industry enterprise, taking into account its industry characteristics. The article describes the specifics of the activities of food industry enterprises, which can characterize the state of their investment attractiveness. The methodological aspects of assessment of investment attractiveness of enterprise are considered. The assessment of the investment attractiveness of a food industry enterprise is proposed to be carried out from the short- and long-term perspective. The methodology for assessing the investment attractiveness of the food industry enterprise is substantiated according to the following stages: formation of an information base of assessment; assessment of investment attractiveness elements and determination of their normative values by groups of financial coefficients; integral assessment of elements of the state of investment attractiveness; ranking of enterprises based on the results of the investment attractiveness assessment. Four groups of financial coefficients are distinguished in accordance with their economic content: liquidity (absolute liquidity ratio, coverage ratio); negotiability (negotiability ratio of total capital, negotiability ratio of current assets); financial sustainability (coverage structure coefficient, ratio of own and borrowed funds); profitability (return on assets, return on equity). The methodology allows, depending on the priorities and policies of the enterprise, its industry affiliation, investment climate, economic development conditions, to choose other criteria and indicators to assess the level of investment attractiveness. A methodical approach to the construction of an integral indicator of the assessment of investment attractiveness of enterprise and a factor map of its interpretation with the allocation of low, medium and high levels are proposed.

The article is aimed at examining the peculiarity of a system approach to the strategy of the corporate security system of an industrial enterprise as a significant factor directed towards increasing the economic efficiency of the general system. The peculiarity of the system approach to the strategy of corporate security system is examined and the main stages of its (approach) development are disclosed. It is noted that a system approach can be called the approach, in the presence of which management decisions directed towards the competitive direction of strategic development of corporate security are considered in the form of an interrelated and interdependent holistic complex. The goals of the corporate security strategy of the industrial enterprise, which should be subordinated to the general strategy of economic development, and the implementation of the management strategy for the formation of general corporate security, carried out through decision-making, are substantiated. It is concluded that the mechanism of management of the corporate security system must be realized as an integral organizational and economic system, which is an integral part in the overall structure of the mechanism of an industrial enterprise. The main tasks and components of the general corporate security strategy model are identified. In addition, it is noted that the mechanism should be understood as a sequence of measures that are caused by a set of interdependent elements of economic, logistical, personnel, legal, resource, transactional, informational, technological security that form the state and content of processes in accordance with the defined corporate security strategy.

The article is aimed at researching the current state and peculiarities of the Ukrainian M&A market. The market of mergers and acquisitions in Ukraine began to form in the 90s of 20th century, that is, the market is relatively young, but already has its own history, which consists of a consistent four stages: privatization; post-privatization; corporate and speculative. The domestic M&A market is characterized by the formation of a tendency to increase the value of agreements. During the research period (2013–2020), the most expensive M&A agreements in Ukraine were most often concluded in such sectors of the economy as communication and media, financial sector, agriculture. The level of transparency remains low, that is, in Ukraine more than 40% of agreements were concluded without disclosing the cost. Ukrainian investors practically do not participate in the purchase of foreign assets within the framework of mergers and acquisitions agreements. Until 2013, the main investor in the Ukrainian M&A market was Europe, now it is the CIS countries, and the participation of American companies is also growing. The COVID-19 pandemic has had a negative impact on all countries of the world. Ukraine’s GDP decreased by 4.4%, which was the largest drop since 2013–2014. Also in Ukraine significantly decreased the number of agreements on the M&A market (decreased by 15%, and the total value of agreements decreased by 62%). A negative characteristic feature of the domestic M&A market is the presence of raider seizures, which hinders the development of this market. Using the data of the Unified State Register of Court Decisions, we determined that from 500 to 700 raider attacks are recorded annually in Ukraine. Thus, during the research period (2013–2020), 3,242 raider seizures were recorded in Ukraine. In this regard, the government of the country has developed measures to overcome this phenomenon. Thus, in 2020, the Law of Ukraine «On Amendments to Certain Legislative Acts of Ukraine on Countering Raiding» came into force, which will contribute to the improvement of the investment attractiveness of the country, will ensure the growth of the domestic market of mergers and acquisitions.

This research underlines the growing importance of critical studying the role of globalization in the context of the problem of ensuring human security. In the global open economy, direct changes in the nature of economic activity and social interaction significantly increase the weight and importance of the factors that affect social, political and economic stability. By carrying out an analysis of the data reflecting the results of the social, economic and political consequences of COVID-19, the authors try to provide useful insights into the patterns inherent in the economic, social and political processes. Studying the dynamics of pandemic development allows to examine in more detail the connection between the economy, social security and political stability, paying attention to the nature of social, economic and political processes and the scale of their interdependence. According to the results of the research, the main threats arising from the pandemic in the field of economic, social and political components of national security have been established. It is displayed that the social, economic and political security spheres within the State are interrelated. Due to the relationship between them, the lack of stabilization in one of these areas can generate potential danger and changes of negative nature in other areas. Most of the risks and threats identified by the authors flow out of each other, which makes them also interrelated. In the view of the authors, public expectations as to political and economic interactions in the field of ensuring national and global security require the government to make significant changes and transform its view on important aspects of the organization of social, economic and political life of society, in accordance with global challenges.

It is found that the energy problem occupies a significant place among such global problems of humanity as the threat of nuclear war, epidemic, ecological crisis, demographic problems, international terrorism, etc. A dynamic analysis of the use of traditional energy in the world is carried out. It is determined that due to the limited global reserves of natural gas and oil, in the near future it will be impossible to meet the growing demand of humanity for energy resources. The rating of countries that are trying to actively develop green energy at the State level is presented. The main methods of energy saving of leading countries of the world are highlighted. An analysis of the scale of investment in energy efficiency and energy saving of the leading world countries is carried out. It is determined that China is the leader in investments in green energy. During the research, the essence of the concept of «energy security» is disclosed and its main priorities in the application by different countries are specified. The most important aspects of international energy security are defined. The tendencies of further development of the world energy market are highlighted and the main ways of solving energy problems are proposed.

During the research, the essence of the category of «transnational corporation» is considered and the peculiarities of functioning of the leading TNCs are defined. The key vectors of U. S. economic strategy at the present stage are specified. The activities of transnational (multinational) corporations in the United States of America is analyzed. The article carries out a comprehensive analysis of the existing ratings of American transnational corporations. The key indicators of their activity in various spheres of public production and sectors of economy are analyzed. The impact of transnational corporations on the U.S. economy is evaluated by analyzing the dynamics of exports, imports, indices of gross domestic product (GDP) and gross domestic product per capita. The activities of American TNCs in the territories of foreign countries is studied. The analysis of the dynamics of direct foreign investment of the United States of America abroad and the scale of investment in the national economy of the country from abroad is carried out. The geographical structure of foreign direct investment from the United States of America is considered. Existing threats to the U.S. economy caused by transnational corporations are identified, and their consequences are estimated. Conclusions have been drawn on the future prospects of transnationalization of the US economy and the impact of global companies on the economic strategy of the United States of America.

The main factors that either facilitate or impede the development of international tourism are identified. The directions of influence of international tourism on economic development are determined. Based on the analysis of factors that encourage foreign and domestic companies to provide tourist services, and specific signs of the tourist services market, it is concluded that tourist services clearly define the consumer market. The article is aimed at studying the introduction of innovative technologies on the example of a commercial bank by developing a model of simulation of the development of modern digital technologies of bank using a system dynamics apparatus in order to assess the scale and speed of digital technologies processes in terms of improving the theory of decision-making processes for creation, promotion and implementation in the market. A conceptual modeling scheme for the development of banking digital technologies is built, containing five phased blocks and involving the development of a model for simulating the development of modern digital technologies in the banking sector together with analyzing scenarios within the framework of the built simulation model to improve the performance. The built model allows to evaluate the efficiency of the commercialization of digital technologies depending on the implementation of internal managerial decisions and the impact of external environmental factors, as well as the scale and speed of innovation diffusion processes. The conducted simulation experiments under separate scenarios of stimulating and destimulating influence of the internal and external factors and parameters prove that the volumes of demand for banking digital technologies are significantly influenced by internal factors, so the banking institution must constantly increase the significance of these factors and be the initiator of changes and innovative solutions. On the basis of the detected regularities and connections of the simulation model, the results characterizing the conduct of the process of introduction of modern digital technologies are obtained. The implementation of modeling results will allow banks at the stage of making a managerial decision as to the economic feasibility of introducing the innovations and using certain digital technologies in their practical activities.

As a result of the research, it is specified that our State has competitive advantages, which are a factor of its investment attractiveness for both domestic and foreign investors. Despite the number of social, economic and political problems present in our country, investments in the Ukrainian economy are taking place constantly. The article is aimed at elaborating an adequate mathematical instrumentarium for the formation of migration flows to assess their impact on the socio-economic stability together with unshadowing the Ukrainian economy, as well as to identify efficient measures of the State-based policy directed towards regulating these flows to prevent risks of socio-economic destabilization. The article carries out an empirical analysis of the peculiarities of the development of migration processes in Ukraine and their impact on the socio-economic state in both the medium and the long term perspective. A system of complementary dynamic macromodels of the Ukrainian economy is developed, which includes a vector autoregression model and a separate complex of simulated submodels of systemic dynamics aimed at researching migration processes and their impact on the indicators of socio-economic stability. At this, the developed models of system dynamics can be combined into a single original simulation macromodel of Ukraine, and be used independently subject to the research goals. This allows to adequately describe complex nonlinear processes, systemically identify and examine the mechanisms of supply and demand formation in the labor market, taking into account the shadow component and assess their impact on the formation of the size of migration flows, as well as to research the consequences of increasing the intensity of migration processes on the socio-economic stability in Ukraine. The implementation of the developed complex of dynamic models has allowed, in particular, to calculate the annual value of the net migration flow in Ukraine through the aging chain of the population; to empirically confirm that migration flows in Ukraine are underestimated; to detect the dynamic structure of the net migration balance and a noticeable fading of the amplitude of migration processes over time, which indicates the presence of a balancing structure for the formation of migration flows.

The general appearance of the key stages of the genesis of controlling of the corporate security information system is specified. It is concluded that thanks to the functioning of the management of the corporate security system, the fulfillment of the goal of the organization of a certain level is achieved. A variety of definitions of the concept of «controlling» is substantiated, which gives reason to take into account the controlling of the information system of corporate security as a philosophy or conception of managing the corporate security system, by which it is necessary to understand a set of opinions on determining the goals of strategic, tactical and operational management of the corporate security system, its organization and related instrumentarium. In addition, when solving an applied task, the situation of influence of the institutional environment on the system of corporate security in enterprises can be described using functional dependence. It is noted that the system of management of controlling has incoming strategic goals of the corporate security information system. The conception of corporate security information system together with strategic goals of the corporate security system itself are presented. At each level of the hierarchy of management, the controlling of the corporate security information system has a specific purpose. In this regard, there is an urgent need for further scientific and theoretical comprehension of the strategic aspects of corporate security.

The article is aimed at defining and describing the essence of innovative information technologies that contribute to the digitalization of the financial services market. The article analyzes modern information technologies (mobile applications, machine learning, cloud technologies, blockchain, big data, artificial intelligence and the Internet of Things). Not only the essence and principles of the outlined technologies are covered, the focus is also on the directions of their use in the activities of financial institutions. It is substantiated that the implementation of information technologies allows increasing the pace of digitization of banks, accelerating the process of bringing new services to the market and scaling new services, ensuring higher customer satisfaction through the prompt provision of services in a comfortable way for them and, as a result, facilitates digitalization of the modern financial services market. The author defines that, despite the existence of a number of advantages of introducing information technologies into the work of financial institutions, domestic banks are quite cautious about this issue. The main reasons for this are: shortage of investment, experience and knowledge; difficulties in adapting technologies to certain specific banking operations and their coordination with the current legislation; lack of development of the information and innovation infrastructure; probability of technical errors in management and use of information technologies. It is emphasized that the problem of protecting the clients’ personal data, preventing their transfer to third parties, ensuring the protection of information systems from hacking and cyberattacks is now of acute relevance.

The article is aimed at studying the investment attractiveness of types of economic activity in the regions of Ukraine, determining the impact of factor values (of types of economic activity) on the volume of products sold. As a result of the study, a methodical approach to the analysis and determination of investment attractiveness of types of economic activity in the regions of Ukraine is developed; the influence of factor values (of types of economic activity) on the volume of products sold is determined, the main ones are distinguished by means of correlation analysis and the significance of the selected factors of influence is checked using regression analysis. For the analysis, data was formed on the basis of official data of the State Statistics Service of Ukraine and the Ministry of Economy of Ukraine. To obtain more accurate summary results, the data was normalized in order to convert the values of signs in the input vector to a certain specified range. After the normalization, summary data for correlation and regression analysis were computed. On the basis of the carried out analysis, the economic-mathematical models of influence of investment instruments of the State budget on types of economic activity and a model of influence of investment instruments of foreign direct investment on types of economic activity in the regions of Ukraine were built. The investment attractiveness of certain regions for public investment and for foreign investments is substantiated. Prospects for further research in this direction are the analysis of the impact of other factors on the investment attractiveness of a particular region and Ukraine in general.

The article is aimed at forming a methodological and practical basis for assessing production potential, taking into account the directions of strategic management, which are inherent in the innovatively active industrial enterprises. The essence of the strategy of enterprise development, the main factors of ensuring the efficiency of the strategy are examined. The need for a qualitative reliable assessment of production potential in the formation of an innovative strategy for the development of the enterprise is substantiated. Assessment of the conformity of production potential to the developed strategy allows to decide on the implementation of measures to fulfill the goals of the enterprise or to search for opportunities and reserves to increase the level of production potential. As result of the research, a methodological approach to the assessment of production potential with the help of IECO analysis is developed, this analysis allows assessing the production potential in the context of the main directions of strategic management, the development of which ensures the efficiency of the enterprise: innovative activity, ecological responsibility, competitive positions, organizational adaptability. IECO analysis is based simultaneously on the resource conception and the conception of competitiveness and provides both quantitative and qualitative assessment of production potential. The use of IECO analysis also allows to determine the impact of elements of production potential on its formation and development, which is useful in determining the priority of focusing the attention of the management of enterprises on the relevant element of the potential. Since the analysis results in an integral indicator in a value expression, this analysis can be used as one of the methods for assessing the value of a business. Prospects for further research in this direction are to develop a model for optimizing the components of production potential in order to achieve the maximum possible economic effect and ensure the possibility of using production potential to the full extent.

The article specifies the key economic aspects of the functioning and development of integrated manufacturing systems of industrial enterprises. The article is aimed at substantiating the prospects for the development of integrated manufacturing systems as one of the paradigms of the organization of the production process. The methodological instrumentarium of the research consisted of the following methods: retrospective analysis, synthesis, critical analysis, graphic method, generalization method. In modern conditions, more and more attention is paid to the new integrated level of manufacturing systems, which can be considered as a combined production system from an aggregate of multi-level constituents of production systems of enterprises with the most progressive organizational and technological capabilities, created for a limited time in order to implement complex projects. The evolution of the organization of production systems with the allocation of modern paradigms of variability and integration is researched. The role of technological niches in the development and marketing of multitechnological platforms as examples of integrated manufacturing systems is outlined. The main requirements for production systems created in technological niches are such parameters as their flexibility, the level of automation and the possibility of integration. It is determined that flexible or integrated production means that the functional spectrum of multitechnological platforms should be maximized. The flexible production strategy is more profitable than conventional manufacturing, if there is a high probability that additional functions will actually be applied in the future, and the integration of functions will cause lower costs than the integration of an additional single-technology machine. Integration of manufacturing technologies is an urgent paradigm for designing production systems within the framework of evolutionary theory. The direction of technological progress is determined through the concept of suitability, which represents a fuzzy image of a prospective product developed in accordance with the technological paradigm in the selection environment. The problem of classification of flexible, reconfigured and integrated manufacturing systems is the prospect of further research.

Starting from 2020 to the present day, because of the COVID-19 pandemic in the sphere of tourism and hotel industry, as well as in related areas, there has been a decline or even complete cessation of activity, as a result of which a significant number of enterprises have become bankrupt or in crisis. So there is a need to find such a way of development of the spheres of tourism and hospitality, which would provide an opportunity not only to preserve these areas, but also to provide, after leaving the pandemic, the conditions for their further development in such a manner that as many as possible business entities are involved in their activities. It is also necessary to take into account the demand of people – potential recreants (tourists and vacationers), which should be satisfied, despite the pandemic, because during isolation and restrictions in movement and communication with nature, a depressed and painful state occurs, which leads to a deterioration in efficiency and a decrease in the number of able-bodied personnel. As an instrument to overcome the existing crisis, it is proposed to create campsites with the involvement of all stakeholders from enterprises in the sphere of tourism, hotel and other industries. Such an approach makes it possible to work during a pandemic due to the lack of crowding in one place. At the same time, thanks to the differentiated approach when creating campsites, it is possible to satisfy the maximum possible range of demand from potential tourists and vacationers by creating conditions of stay that are different in comfort. As for the possibility of working not only during a pandemic, but also after its completion, camping is best suited for this, since when it is created, a stable entrepreneurial managed structure is formed – a territorial recreational system that becomes the core for the further development of tourism, hotel industry and other areas directly or indirectly related to their activities.

Elaboration of the set aim led to the need to solve the following tasks: establish the problems of sustainable tourism development during the pandemic; consider directions of sustainable tourism development; propose an improved concept of sustainable development of tourism of Ukraine during the pandemic. To achieve the aim of the study, general scientific and special methods were used. System analysis is a method that represents a sequence of actions to determine structural links between different elements of the system under study. Synthesis – the process of combining individual things and concepts into one. Induction is a research method in which a general conclusion is based on individual elements. Comparison – the similarities and differences of objects and phenomena are established on significant grounds. In order to effectively manage the sustainable development of tourism in the context of pandemic, according to the authors, cooperation between the State and local authorities, tourist enterprises, tourist infrastructure entities is necessary. Such a mechanism for administrating the sustainable tourism development is presented in the form of a scheme. Based on the concept of sustainable development, the directions of the strategy of sustainable tourism development during the pandemic are proposed. The basis of the proposed program is not only a survival strategy, but also advancing due to future significant changes in consumer preferences. The success of the proposed directions will have a positive influence on changing the social structure of society, will allow to stop the processes of increasing social tension and destabilizing the social system, will form favorable conditions for increasing the mobility of the residents of the country.

The axiom of present is that Ukraine has a very difficult situation in the sphere of hotel and restaurant business caused by the COVID-19 pandemic. This situation has developed not only due to the underdevelopment of this sphere, also because of the significant shortcomings in the system of the State regulation of entrepreneurial activity in the pandemic, which makes this issue a topical scientific problem. The publication is aimed at analyzing the extant status of operation of the hotel and restaurant business under quarantine restrictions, as well as developing proposals for providing the State support to business entities in order to minimize losses during the COVID-19 pandemic. Theoretical and methodological grounds of research are the basic principles of development of hotel and restaurant business in a crisis, scientific works of Ukrainian scholars. The following methods were used in the course of the research: logical-juristic (to analyze the legislation of Ukraine on measures of the State support for business entities in connection with the COVID-19 pandemic); systematization (defining forms of the State aid); hypotheses and assumptions (in the preparation of proposals for further regulation of the provision of the State support to the hotel and restaurant business). As a result of the research, it is determined that the introduced support measures on the part of the State allowed to reduce the negative impact of the COVID-19 pandemic on the hotel and restaurant sector for the short-term period only. Renewal and further development of this sphere is impossible without the introduction of new approaches to the relations between the State and business, which have established determined in Ukrainian society, without increasing the social consciousness of business and increasing the level of its contact with public authorities. To achieve this goal, it is necessary to improve the system of adjustment of efforts of the State authorities, local self-government bodies and business entities in this sphere.

The research is aimed at identifying problematic aspects, as well as substantiating the directions and means of the State policy for the development of the migration services market in Ukraine. The object of research is the processes of improving the State policy of functioning and development of the migration services market in Ukraine, legalization of its subjects and improvement of institutional-economic opportunities in relation to the provision of high-quality migration services. In the process of research, general scientific and special methods were used: synthesis and system analysis, logical generalization, strategic management, and comparative analysis. The article identifies the current systemic problems in the functioning and development of the migration services market in Ukraine, in particular in terms of the predominance of unlicensed subjects – providers of migration services; low level of satisfaction of migrants with intermediary services; limited practices of bringing to justice shadow intermediaries in the migration services market; low level of socio-economic protection of migrant workers, etc. The authors define directions and means of improving the functioning of the migration services market of Ukraine in the areas of: legalization and licensing of activities; introduction of a monitoring system for the migration services market; conclusion of intergovernmental bilateral agreements to protect the rights of migrant Ukrainians; implementation of the Concept for regulating the development of the migration services market in Ukraine. The article carries out a study of theoretical and methodological principles of the formation of a universal and effective mechanism of financial monitoring, the main direction of which is towards increasing the efficiency of functioning of housing and communal enterprises of Ukraine. It is identified that in the conditions of the financial and economic crisis, the problems of adapting the activities of housing and communal enterprises to changes in the socio-economic situation in the country, which is the most important factor of their sustainable development, are becoming especially significant. Scientific opinions on the definition of the category of «financial monitoring» are generalized. The authors’ own closer definition of this concept is presented. The category of «financial monitoring» is examined from the viewpoint of three approaches: process, managerial, and structural. An improved mechanism of financial monitoring of housing and communal enterprises is formed, which is represented by a set of instruments, means and methods of organizing activities for the regular collection of actual information on controlled indicators, its analysis, development of recommendations for making managerial decisions with the subsequent evaluation of their efficiency, as well as forecasting further dynamics. It is proved that the problems analyzed in the article, which can become a threat to the effective functioning of the formed mechanism, can be solved by the creation of a single financial monitoring service within the financial and economic unit of housing and communal enterprises. The implementation of the principles of this service will create motivation to increase the number of monitoring participants by establishing stable feedback between housing and communal enterprises and relevant monitoring services.

The article is aimed at developing scientific-methodological recommendations for the integrated multi-criteria assessment of intellectual capital. Achieving this goal requires solving the following tasks: analysis of the theoretical principles of intellectual capital; analysis of intellectual capital components; analysis of methods for assessment of intellectual capital; development of a multi-criteria model of integrated assessment of intellectual capital on the basis of program-target approach and utility theory. In line with the conception of management by objectives, as well as in accordance with both the systemic and the program-target approaches, the objectives of enterprise are formulated taking into account the growth, renewal and efficient use of intellectual capital. Based on the analysis of available publications, a classification of factors affecting intellectual capital is compiled. Using the structure of intellectual capital and graph theory, the «tree of purposes» of intellectual capital is built, which represents an unoriented, bound graph, the verticals (nodes) of which are purposes, and the ribs (arcs) are the links between them. A system of criteria – indicators that affect the achievement of the objectives is formulated. As a criterion for optimality of achieving the objective, it is proposed to use the multi-criteria utility function. It is noted that in order to assess intellectual capital, it is advisable to use the additive utility function, which makes it possible to compute the integral indicator of intellectual capital. This, in turn, allows to analyze the growth, renewal and efficiency of the intellectual capital of enterprise over a number of years, as well as compare enterprises with each other.

Thus, the sector of educational institutions in the sphere of information technology in Ukraine is quite saturated. There are both higher educational institutions of this direction, as well as special courses and schools of narrow profile for training of IT specialists. Educational institutions that can ensure the process of providing IT education online in view of the pandemic have a particularly advantageous situation today. Therefore, a study of assessing the competitiveness of companies in the IT education sector is an urgent problem. The article is aimed at improving the methodological instrumentarium for assessing the competitiveness of enterprises in the sphere of information services and modifying the algorithm for assessing the competitiveness of the enterprise on the basis of the introduction of the hierarchy analysis method of T. Saaty to determine the competitiveness criteria, which will allow to assess the preemptiveness of the criteria, one over one. As a result of the study, the need for practical use of methodological instrumentarium for assessing the competitiveness of enterprises in the sphere of information services is established. An authors’ own list of criteria for assessing competitiveness has been formed, taking into account the peculiarities of the activities of enterprises in this area. The competitiveness assessment process is proposed to be carried out by means of two methods: TOPSIS and VIKOR, in order to exclude possible miscalculations in the formation of the list of alternatives, and to coordinate the results of the assessment by introducing a concordation coefficient. Prospects for further research in this direction are the solution of the problem of forming a qualitative list of criteria, in particular, their ranking and constant adaptation to changes in the external environment, as well as issues related to a set of alternatives according to the scenario approach, which will allow optimizing the processes of strategic management of enterprises in the sphere of IT services that are most dependent on changes in the market.

The article is aimed at critical evaluation and comparison of the modern and the preliminary approaches to financial provision and accounting in the sphere of education to develop recommendations for eliminating gaps and shortcomings, organizing an effective information system of management for educational institutions and rationally spending budget funds in them. As a result of the research, the impact of changes in the management and financing system on the organization of accounting is proved, new conditions and requirements for such organization in educational institutions of territorial communities are allocated. Based on the analysis of indicators of revenues and directions of expenditures of local budgets, it is concluded about an optimistic forecast of the development of the education sector of territorial communities. The impact of innovations in terms of financing and administrative transformations on the education management system in villages and settlements, as well as the organization of accounting in them, is identified. The peculiarities and organizational specifics of the formation of accounting entities, the powers of education management bodies in the implementation of the task of creating an accounting system for the implementation of the budget are determined. It is substantiated that granting autonomy to educational institutions has a positive impact on the management of them and their financial resources, but significantly complicates the issue of accounting. To solve some problematic issues, a general scheme for the formation of a accounting system in the sphere of education in the conditions of decentralization and a step-by-step scheme for the implementation of this task have been built. Prospects for further research in this direction are the formation of methodology and techniques for accounting operations carried out by educational entities, in particular, accounting display of tender and other purchases; development of recommendations on the economic substantiation of the decision on the choice of accounting method by the educational institution. Further development of research on the issues of keeping and organizing accounting in the sphere of education in the context of decentralization will increase the efficiency of spending budget funds and contribute to the growth of the quality of educational services.

The article is aimed at studying the current status, structure and dynamics of the main components of the capital of the banking system of Ukraine, the key problems that hinder the growth of its capitalization, and substantiating on this basis the key directions of further recapitalization of banks. The main problems associated with the process of capitalization of the banking system of Ukraine are defined as: insignificant absolute size and unsatisfactory dynamics of indicators of both the own and the regulatory capital of the banking system in general; unbalanced structure of the statutory capital of the banking system due to the dominance of banks with the State participation therein; non-investment structure of the equity of banking institutions, which is manifested in the dominance of its indicator of the statutory capital, the size of which in many banks exceeds the amount of equity; spread of the COVID-19 pandemic in the world, which forced the State, represented by the NBU and the Verkhovna Rada, to weaken the requirements for banks on the schedule of capital increase. The key directions of recapitalization of the banking system of Ukraine are proposed, which should be: gradual dissolution of the banking system by selling shares of State-owned banks to institutional investors (both residents and non-residents) in order to reduce the total share of the State in the banking system to the optimal level; measures aimed at increasing the profitability of the banking system, taking into account the fact that profit is a key source of rapid capital increase; restoration by the banking system in the medium term of planned tasks and schedule of capital growth, which is a prerequisite for its further successful development, growth and modernization.

The formation of public finances in Ukraine is significantly influenced by fiscal risks, which, first of all, are associated with macro-economic shocks, accumulated through the State and guaranteed debt, natural disasters and other circumstances that have a significant negative impact on the stability of indicators of the budget system. The article is aimed at disclosing the essence, systematize methodological principles and practical approaches to managing fiscal risks for assessment, minimization of their impact on budget indicators in modern conditions of economic uncertainty. Comparison and generalization of existing developments of this problematics made it possible to systematize and characterize the following: the main approaches to understanding the economic essence of fiscal risks (functional, institutional, causal, structural, managerial); categorize risks in accordance with the current recommendations of international institutions (IMF, World Bank, OECD); reveal the peculiarities of the main components of the best practices of fiscal risk management in the countries of the world. The article examines the main instruments of financial support for the development of renewable energy and energy efficiency measures in Ukraine, such as "green" tariff, "warm" loans, ESCO agreements, grants from the State Energy Efficiency Fund. The prospect of introducing "green" bonds, in particular the formation of the necessary regulatory framework for the use of this financial instrument. The energy balance of Ukraine in the context of energy generation from traditional and alternative sources is characterized. The dynamics of growth of generation from renewable sources and the factors that influenced growth are analyzed. The advantages of financing the development of renewable energy and energy saving at the macroeconomic and microeconomic levels are considered. The importance of increasing the production of energy from renewable sources and the introduction of energy efficiency measures in the domestic and industrial sectors of the economy for the energy security of Ukraine is underlined. The causes of the crisis of non-payment for alternative energy produced on the Ukrainian energy market and the negative consequences of this crisis for the banking sector of Ukraine are studied. The use of financing instruments for the implementation of energy efficiency measures is considered in detail. The formation of a balanced financial support mechanism to prevent the emergence of destabilizing factors in the national economy, as well as for a "green" transition in the energy sector is substantiated.

The article concretizes dominance of targeting as a phenomenon for keeping inflation at the macro-level, and to improve advertising activities at the micro level. The success of the relevant instrument in anti-inflation and advertising policies actualizes the possibility of targeting key financial indicators of the organization that are important for its owners and financial administration, but are often overlooked on the part of its managers. The article closer defines the theoretical provisions for improving financial planning at the micro level by introducing complimentary targeting in the activities of commercial organizations. An algorithm and a key indicator are proposed, which be the «target» of the corresponding targeting. As such an indicator, the profitability of assets is substantiated, the target value of which in quantitative parameters should exceed the price of using bank loans. It is determined that in modern conditions with regard to commercial organizations in Ukraine, the profitability of assets should be equal to or exceeding 30%. Appropriate targeting at the micro-level is substantiated as a tool for smoothing and harmonization of contradictions between owners of large-scale commercial organizations and their managers of both the medium and the senior level. Ignoring the rule of necessity of exceeding the profitability of assets over bank loan rates is identified in the activities of a number of public joint stock companies that are leaders in terms of tax payments in Ukraine. In addition, the prevalence of the practice of using bank loans by relevant public joint stock companies, even with a «strong» balance sheet and a high level of liquidity and solvency, is specified. The dominance of the use of bank loans in the activities of leading industrial enterprises in the country instead of issuing their own bonds in the absence of exceeding the profitability of the assets of these enterprises over the price of bank loans indicates the underdevelopment of the domestic stock market and further increases the level of relevance of the targeting of the asset profitability indicator.

The article examines the state of motivation and the level of satisfaction of employees (on the example of working students and teachers of higher education institutions) in the pandemic and presents the most significant instruments for their strengthening. In particular, the authors, based on the results of a sociological study, define that in the context of the pandemic, the values of employees have changed, which causes the need to strengthen the motivation instruments that provide safe working conditions, help reduce the «toxicity of the environment» and provide a decent level of remuneration. Researching the level of satisfaction and motivation of employees, the following risks of motivation and decrease in employee satisfaction from work for the company are systematized and distinguished: operational, brand (image), productivity, and also well-being. By introducing the concept of «motivational portfolio», by which the authors understand the set of instruments, measures that provide internal and external motivation of employees; the following recommendations are formed to strengthen the efficiency of motivation and increase the level of staff satisfaction: 1) harmonious combination of material and intangible components of motivation; 2) taking into account the value profile of employees; 3) combining and coordinating the goals (tasks) of the employee and the company; 4) strengthening the social component of motivation (improving the social package, involving intangible motives, such as working hours management, labor organization, ensuring decent safe working conditions, recognizing the results of work and its value for society).

An urgent problem of modern science is the formation of a scientific methodology for managing logistical provision for the development of innovative cooperation in circular economy, since the desire of scientists to add their own contribution to science is explained by the desire to develop and improve it in order to expand the range of both theoretical and practical issues that can be solved with the use of modern terminology. The article is aimed at forming methodological principles for managing logistical provision for the development of innovative cooperation in a circular economy. The research of formation of the essence of methodology is carried out, the stages of development of methods and means of scientific knowledge are analyzed. The definition of «methodology» is systematized and analyzed, which allows to determine the basics of formation of methodological principles for the management of logistical provision for the development of innovative cooperation in the conditions of circular economy, namely: approaches, principles, categories, functions, instrumentarium, paradigm. The categorical, conceptual and instrumental-model levels of the methodology for managing logistical provision for the development of innovative cooperation in the conditions of circular economy have been distinguished and characterized. The connection between the empirical and the theoretical methods of scientific cognition is considered and defined. It is proved that as a conceptual module of the methodology for managing logistical support for the development of innovative cooperation in a circular economy should be considered a metatheoretic unity based on the ontological and gnoseological idealizations – the methodological paradigm.

The article carries out a comparative analysis of the definitions by scholars on understanding the essence of the concepts of both the crisis and the anti-crisis management of enterprise. As a result of the analysis, it is defined that in the scientific literature there is no single understanding of the essence of these concepts. The publication specifies the features of defining these concepts. The essence of crisis is defined as follows: a turning point in the development of changes; moment of sharp aggravation and impossibility of independent overcoming contradictions; stage of the enterprise’s development cycle; result of damage to internal mechanisms for maintaining adaptability, flexibility and sustainability; moment of resolving the contradictions requiring quick decision-making in terms of scarcity of resources; phase of imbalance of the enterprise’s activities and limited opportunities for the influence on the part of its management; situation in which the economic entity is not able to carry out financial provision of its own economic activity; threats of insolvency and bankruptcy of the enterprise. The essence of anti-crisis management is understood as: system of enterprise management; special, constantly organized management; aggregate of methods, techniques, forms of management; instrument for sustainable operation of the enterprise; management in order to predict a crisis; aggregate of the managerial anti-crisis measures. On basis of the analyzed features of defining, the authors’ own definition of crisis and anti-crisis management is proposed. Also, the article determines the task of anti-crisis management of enterprise at the present stage of economic development, taking into account changes in the external environment.

The current theoretical and empirical studies do not provide an unambiguous valuation of the nature of the impact of the shadow (or informal) sector of the economy on the dynamics of macro-economic growth of countries and regions. The shadow economy is characterized by clearly defined dualism, which acquires its concentrated expression in performing its double role in the development of the socio-economic system of society. On the one hand, it has a positive influence on the macro-economic growth of many countries, overcoming population poverty and socio-humanitarian backwardness; but on the other hand, it significantly exacerbates socio-economic, financial, tax-administrative and other problems that significantly hamper the scientific, technical, innovative and humanitarian progress of many countries over the world. Dualistic approach to a comprehensive analysis of the impact of shadowed economic activity on the structural dynamics of national and global development allows to clearly specify its threats and dangers. There is no doubt that the shadowing of economic activity leads to significant violations of the functioning of the national social sectors of the States for the following reasons: deepening asymmetry in the regional and intra-country distribution of income; carrying out socially unfair privatization of the State-owned objects; expansion of illegal production of goods and services, as well as structural deformation of public consumption. This not only causes an increase in the economies of different States of social instability and deepening of the intra-country asymmetry in the distribution of incomes of different groups of the population, but also sufficiently reduces the effectiveness of the instrumentarium used by their national governments to respond promptly to permanent changes in key quantitative and qualitative parameters of socio-economic development.

The article is concerned with studying the European experience in the development of alternative (clean) energy sources, identifying problems and prospects for the production and consumption. The publication considers the advantages for countries from the use of new generation of energy carriers, including: independence from the countries – suppliers of traditional energy; ensuring ecological production and consumption; environmental protection and minimization of risk to the climate, human health, biodiversity, etc. The article provides the EU regulatory documents, namely: Directive 2018/2001/EC on alternative energy sources as part of the «Clean Energy for All Europeans» package and National Energy and Climate Plans (NECP) for 2021-2030, which set out the mechanism for fulfilling new goals for 2030 as to alternative energy sources. The new directive establishes a mandatory goal for alternative energy sources for the EU for 2030 (not less than 32%), provides for measures for various sectors of the economy, as well as transport, and strengthened criteria for ensuring the sustainability of bioenergy. The transition of the EU to the use of biofuels is explained by the course of sustainable development of European countries in the sphere of energy and ecology, the status of the economy and the general ecological policy of the countries. The division into generations of biofuels is provided as follows: the first generation, or conventional fuel, is fuel from ordinary food crops grown on arable land; the second generation is biofuels made from various types of biomass; the third generation is made exclusively of algae; the fourth generation of biomass involves the use of biochemical methods for carbon capture. It is determined that the production of biofuels can give impetus to the revival of the national agrarian economy, improving the environment, enhancing the ecological safety of the country, as well as promoting the development of the country’s logistics infrastructure.

In particular, the growing need for the development of the pharmaceutical education system and insufficient attention to this sphere at both the State and local levels; imperfection of the regulatory framework for the professional training of specialists in the pharmaceutical industry; lack of foreign experience in professional training of specialists in the pharmaceutical industry. Etiology and interpretation of the concept of «competence» are studied. The lack of a unanimous approach to understanding the concept of «competence approach in education» is defined, various authors’ approaches to its content are explored. The reasons for the relevance of higher education development on the basis of competence orientation are determined. The problematic issues of the competence approach in the process of developing the higher education standards are researched, since pharmaceutical education cannot be separated from the strategic tasks of reforming the content of the educational process in Ukraine. Prospects for further research in this direction are the substantiation of methodological principles and organizational mechanisms for the formation of competence standards as a leading vector in the modernization of higher pharmaceutical education.

Industry is one of the important sectors of the economy of any country in the world. At the same time, statistics show that the industrial complexes of many countries are developing unevenly, with periodic changes in the structure and volume of production under the influence of many internal and external factors. Ukraine's industrial complex is also undergoing spatial and structural distortions, but these trends do not always correspond to those formed in the world's leading countries in the direction and pace of change, although today the industrial complex of Ukraine is the most important structural part of Ukraine's economy, a third of fixed assets and more than 30% of the employed population. As one of the largest spheres of social production in the country, industrial production determines the level of its socio-economic development, the specialization of the economy and the extent of participation in the territorial division of labor. Properly chosen strategy for the development of industrial production, the appropriate volume and structure of production, a reasonable volume of sales allows all participants in production to achieve their financial goals. This is due to the importance of studying the activities of industrial enterprises. The article constructs nonlinear models of multiple regression, which describe the main trends in industrial production, the effect of external and internal factors on the economic performance of industry in general and industrial enterprises in the western region of Ukraine. It is established that innovative transformations in industrial production have led to the renewal of fixed assets and have had a positive effect on the dynamics of economic results. At the same time, this process was accompanied by a reduction in the number of people employed in industry. It is revealed that the influential factors of the external environment include economic conditions of management, and among the factors of the internal environment – the management of innovation and innovation activity of economic entities. It is recommended to expand the set of tools at the expense of distribution-lag, autoregressive, simulative and other econometric models to describe the relationship between the economic performance of enterprises and factor characteristics.

Modern directions of formation of the global economic, informational and financial space define fundamentally new tasks for the formation and development of forms and methods of management of regional systems. The article is aimed at substantiating the need to transform regional management to ensure sustainable development of Ukrainian regions in the context of globalization. The article develops theoretical approaches to the interpretation of the concept of «region» and presents an author’s own definition of this concept as an open holistic system, the unity of which is secured by a number of factors (of geographical, political, social and economic nature), the elemental composition of which is characterized by a wide range of elements (including regional institutions), which as a result of constant interaction and mutual influence acquire new qualities and characteristics and cause qualitative changes in the system. The main features of the regional system include: the ability to self-reproduction; purposeful nature and dependence of its functioning and development on the composition and completeness of resource provision. The content of the concept of «globalization» is closer defined. It is proved that globalization puts forward new requirements for regional management, restrictions on modern economic development are outlined as well. Regions of Ukraine are actively involved in the processes of international and interregional integration, and the foreign economic activity of the regions has significant prospects. At that, the degree, depth of involvement of the region in the international integration process, the success of its foreign economic activity directly depend on the focus on innovative conduct of financial-economic activities, complementarity in financing, the use of the mechanism of public-private partnership. The main challenges of sustainable development of the regions of Ukraine (except for the pandemic) include: involvement of economic agents; development of engineering infrastructure; construction and renovation of housing stock; ordering land use; high-level support of employment; urgent ecological problems. Ensuring the sustainability of both regions and the State in modern conditions is possible by strengthening the horizontal links of interregional interaction. The latter expands the capabilities of regional governing bodies in terms of increasing the internal potential of the regions, creates conditions for more effective problem solving in the economic, social and political spheres. Prospects for further research in this direction are the development of theoretical principles of regional management and the development of practical recommendations for its improvement, taking into account the challenges of globalization.

The article analyzes the content of development strategies of cities of region significance in Lviv region and identifies the lack of goals, objectives and measures to improve the sectoral structure of the economy, as well as the limited ability of local authorities to influence the structure of the cities’ economy with the help of instruments that provide tax preferences for enterprises of priority industries, investors, small and medium-sized businesses. In order to eliminate shortcomings in the strategic management of structural transformations of cities, directions of improvement of the existing institutional mechanism in terms of taxation of the investment, innovation and entrepreneurial activity of enterprises of priority sectors of the economy, investors who finance the development of high-tech industries and high-tech types of economic activity, as well as enterprises operating within special modes of economic activity, are proposed. It is substantiated that the introduction of real tax preferences for enterprises will ensure the implementation of effective structural policy at the local level, since the authorities will receive real levers to increase investment, innovative, entrepreneurial activity in priority sectors of the economy. In order to strengthen control and responsibility for the implementation of strategic tasks, it is proposed to use the problem-target method in strategic planning of city development, which, unlike the program-target approach, provides for a clear allocation of resources between the goals aimed at solving structural problems in the economy. As result of the study, the list of indicators of structural changes in the economy and the basic principles of establishing quantitative criteria for achieving strategic goals to improve the structure of the economy of cities of region significance are determined.

The article is aimed at studying the current state of the retail market of Ukraine, determining its state and development trends. The main factors influencing the change in retail turnover are allocated, namely: purchasing power; state and problems concerning the supply of products; development of material and technical base; institutional transformations; increased competition. On the basis of generalization of characteristics of the modern trading market, its main features and development trends are highlighted, the most important of which are: focusing on improving the service; development of Internet commerce; diversifying the additional services; expanding the list of sales channels; optimization of assortment and reorientation of activities in favor of food products. The main indicators of trade enterprises are analyzed on the basis of data of the State Statistics Service of Ukraine during 2010–2020, namely: the number of economic entities in the market, distributed by size and by organizational-legal form, as well as the volume of products sold under the CEA 47 «Retail Trade»; regional structure of retail turnover (legal entities), structure of products; retail turnover by product groups. It is emphasized that the transformation processes that take place in retail trade relate to both changes in the trading objects themselves and the channels of sale of products. It is defined that the process of globalization in the domestic trade of the country is taking place, accompanied by the widely spread tendency of transition of retail enterprises to the Internet space along with search for platform companies. The need for further support of business on the part of the State, stimulation of its development, taking into account modern requirements, is substantiated. It is emphasized that timely implementation of measures by the owners of retail enterprises will be instrumental in their adaptation to modern market conditions, increasing the competitiveness and efficiency of their activities.

The article explores the current state and trends in the development of railway transport services. It is determined that the frequent change of the administration of JSC «Ukrzaliznytsia» and the priorities of its development, inhibition of the necessary reformation changes, inconsistency and non-systematicity of the implemented policy of railway transport development led to an extremely difficult financial and technical condition of the railway company. The result of the technical degradation of railway transport and the decrease in its throughput and transportation capacity were a catastrophic deterioration in the quality of services of railway enterprises and a gradual loss of the share of the freight market in favor of other types of transport. It is proved that restoring consumer confidence and ensuring the balanced development of services of railway enterprises requires the use of a digital instrumentarium for their modernization and the introduction of new digital solutions aimed at improving communication with stakeholders. The main requirements of consumers for the quality of transport service in terms of segments of activities of railway enterprises are disclosed. The theoretical foundations for the balanced development of services of railway enterprises are formed, taking into account the trends in the digital transformation of the railway industry and defining the key role of digital instruments in ensuring the balanced development of services of industry enterprises. Scenarios for the development of services of railway enterprises based on the introduction of digitalization instruments are presented, among which pessimistic, realistic and optimistic scenarios are identified. In particular, the pessimistic scenario involves the introduction of digital instruments that ensure the improvement of only the customer service of railway enterprises, realistic is focused on the introduction of digital instruments in the segments of transport service in accordance with the formation of the railway transportations market. To implement the optimistic scenario, it is necessary to ensure the improvement of existing and the development of new services based on the comprehensive implementation of digital transformation instruments.

The article defines the essence and features of waste management in the circular economy. Over the past three decades, the entire progressive world has been striving to put into practice the concept of sustainable development, which involves the formation of a balance of ecological, economic and social aspects. The article is concerned with generalizing and systematizing modern theoretical and practical approaches to achieving the goals of sustainable development. A research of directions of improvement of waste management in the circular economy is carried out. Particular attention is paid to the concept of circular economy. The methodological basis of the research was the conceptual principles of sustainable development, the «green» economy, the circular economy (closed-loop economy). Analysis, synthesis, classification, observation, study of various sources of information were used as the main methods of scholar work. The possibility and significance of taking into account the goals of sustainable development in the management of general modernization processes in both society and the economy is proved. It is identified that development of the umbrella concept of the «green» economy, which acts as an instrument for achieving these goals, is based on the concepts of environmentally friendly production, the best available technologies and the circular economy. The theoretical and practical bases of circular economy as a new trend of implementation of the concept of sustainable development are considered. The normative-legal, market, financial, investment, economic, technological and organizational factors influencing the application of the principles of circular economy in Ukraine are examined. The results of the study can serve as the basis for achieving the goals of sustainable development at different levels and in the spheres of economic management with the help of circular economy instruments: circular business models, secondary markets, methods for managing the cyclicality of production and consumption.

The article is aimed at substantiating organizational provisions and developing recommendations for improving the conceptual principles of projecting a computer-based audit system for the activities of performers of entrepreneurial activities. The article proposes the principles of modeling the audit system in the structure of the information service of entrepreneurs, provides proposals for assessing audit risks at different stages of entrepreneurial activity, substantiates methodological approaches to conducting an audit using modern information and communication technologies. It is proved that computer-based audit is an effective instrument for controlling and managing economic security of business entities. When designing the organizational-methodological structure of the audit, it is proposed to use the stages of audit development: confirming, system-oriented, and risk-based audit. When deciding on the creation and operational function of the computer-based audit of the activities of business entities, it is recommended to take into account their size, category, organizational and legal form of management, organizational structure, level of automation of accounting and control procedures. Scientific approaches using the proposed indicator of information security to assessing the state of information security of business entity are defined, their components are: degree of use of information and communication technologies in business processes, status of information threats, and degree of security of information resources. Methodical principles of auditing using modern information and communication technologies are proposed to strengthen control and analytical functions of management with the use of the latest audit systems. It is proved that computer-based audit covers the use of information technologies and software as a method and tools of the auditor in the process of performing the task on the basis of reliability assessment and identification of significant risks of the information system of a business entity.

The article is aimed at examining the current state and peculiarities of integration of Ukraine’s stock market into the world stock market. The article analyzes the current state of the stock market of Ukraine. It is defined that according to the criterion of «capitalization of the stock market/GDP», Ukraine’s stock market can be characterized as underestimated and having the potential for growth. The tendency to reduce the number of professional stock market participants and the gradual consolidation of securities trading in two stock exchanges was noted: «PFTS» and «Perspektyva». Most operations in Ukraine’s stock market take place in the secondary market. It is recognized that the stock market in our country is practically not used by issuing enterprises to attract financial resources. As for the issuers, most of them are represented by the so-called «blue chips». Among the extant problems of Ukraine’s stock market, low liquidity of securities was noted, which remains so due to the insider nature of the stock market. In addition, the phenomenon of price manipulation is present. But, despite the existing problems, the process of integration of the Ukrainian stock market into the world stock market continues. Thus, joining the process of virtualization of the world financial system, operations in the digital environment are gradually being transferred in Ukraine and information technologies are quickly introduced into the operations of stock exchanges. The Law of Ukraine «On Amendments to Certain Legislative Acts of Ukraine on Simplifying Investment Attraction and Introduction of New Financial Instruments» adopted in 2021 took into account the requirements of the modern world stock market related to the transformation of existing forms of securities and the emergence of their new types. This law provides for the construction of a new financial infrastructure in Ukraine. It is concluded that the leading role in the process of integration of Ukraine’s stock market into the world stock market belongs to the State, which, stimulating the development of the national stock market and establishing cooperation with international organizations operating in this sphere, regulates this process.

The article is aimed at disclosing and substantiating the peculiarities of the introduction and implementation of medium-term budget planning in Ukraine. Medium-term budget planning is defined as an approach to planning and managing public finances, which expands the horizon for the formation of budget policy for three to five years and allows to plan and forecast budget revenues and expenditures necessary for the implementation of strategic goals of the State budget policy in the medium term. The article considers the main functions of the medium-term budget planning system. It is noted that the European Union is assessing the development of medium-term planning, namely: the «Quality Index», which provides for the highest assessment according to five criteria. In Ukraine, medium-term planning accounts for about 65% of the expenditures of the national governance sector. Medium-term budget planning should become an important instrument for public finance management, which will not only allow to have a high-quality and sound financial plan for the medium perspective, but will also be the basis for the development of the State-based socio-economic policy. Both the advantages and the disadvantages of medium-term budget planning are considered, attention is also paid to the disclosure of factors that currently hinder the development of both the State itself and the mechanism of implementation of medium-term budget planning in Ukraine. The directions and measures that should be taken to ensure the development of medium-term budget planning in Ukraine are substantiated, as well as the positive consequences of the effective implementation and implementation of medium-term budget planning in the country are determined.

That is why innovative development becomes the driving force of the efficiency of the banking sector’s activity. When analyzing trends in innovative activities of domestic banks, the major ones are identified. The most popular innovative products in the domestic banking market are listed and their characterizations are provided. The article is aimed at disclosing the role and significance of the excise tax on fuel in filling local self-government budgets in the context of the implementation of budget decentralization, also disclosing the main aspects of excise tax reform, changes in its distribution between budgets and finding ways to ensure the stimulating impact of excise taxation on the socio-economic development of territorial communities (hromadas). The article describes the steps taken to strengthen the financial capacity of local self-government (changes in the sources of filling the hromadas’ budgets) by introducing budget decentralization, steps to implement decentralization in the sphere of road infrastructure of Ukraine (distribution of functions and powers in the road sector at the subregional level of management and introduction of an updated mechanism for financing the road industry). The significance and role of excise tax on fuel in the formation of budgets of territorial communities in the context of implementation of budget decentralization and decentralization in the road sector are analyzed and disclosed. The main aspects of excise tax reform, changes in its distribution between budgets during 2014-2020 in the context of the implementation of decentralization are presented. A number of substantiated arguments are given regarding the need to preserve the crediting of the excise tax on fuel to the local self-government budgets. The issue of the need to improve the distribution of subventions to roads in order to achieve fairness and eliminate the asymmetry of the financial capacity of territorial communities to develop road infrastructure and ensure the stimulating impact of excise taxation on the socio-economic development of all territorial communities is actualized.

The main purpose of the carried out research was identification of the influence of internal environment factors on the formation of financial results of industrial enterprises, quantitative assessment of the strength of their influence, and determination of the most significant factors at the present stage of development of the national economy. The relevance of this applied research is that knowledge about the mechanisms of action of internal factors certainly plays a leading role precisely in terms of the influence of management on the value of financial results of individual enterprises and in achieving the required level of profitability. In the article, a margin analysis is carried out on the example of a logical and statistically substantiated sample of 15 enterprises of the processing industry in the city of Kharkiv for the period 2016-2019, the results of the analysis prove that in modern changing conditions there is no clear correlation between production volumes, profits, and the composition of operating costs. The carried out correlation analysis allowed to trace the closeness of relationship between the functional and the factor variables. The functional group of variables is a system of consistently formed in the financial statements of interrelated indicators of financial results (from gross to net profit) classified as net income. The internal factors are represented by three groups of indicators. The first group includes a system of 10 indicators that characterize the level of costs and other types of income in the net income of enterprises. The second group of indicators characterizes the physical and financial structure of capital, the degree of participation of bank loans in the financing of enterprises. The third group of indicators is related to determining the efficiency of resource use. The results of the carried out research indicate a weak participation of the main operating activity, namely, production activity, in the formation of financial results and net profit, and the main negative role is played by costs from other operational, financial and other types of activity. At this, the efficiency of economic activity practically does not affect the financial results and profitability of various types of activities of enterprises. The need to improve the internal mechanisms for the formation of financial results and increase the level of profitability of industrial enterprises is substantiated.

The article is aimed at analyzing the work of insurance companies in the agricultural insurance market, evaluating their services for insurance protection of agricultural producers and studying the State’s efforts in supporting farmers in the sphere of agricultural insurance. In the course of the study, it is defined that the current system of agricultural insurance is unsatisfactory, and every year regressive processes are observed in the agricultural insurance market. The low demand for agricultural insurance in Ukraine is associated with the high cost of the service, limited choice of counter-parties, complexity of the insurance mechanism. The carried out analysis of the work of insurers in the agricultural insurance market indicates their partial participation in this type of insurance: for example, out of 64 insurers licensed for agricultural insurance, only less than a third provide services in this direction. As a result of the study of the line of insurance products for agricultural insurance, it is determined that complex and index insurance and insurance of animals and poultry are in great demand. It is found out that the extanrt system of agricultural insurance with the State support, even under the conditions of its functioning, would not have gained much popularity. The main reasons are a complex insurance mechanism, a one-time payment of 100% insurance premiums and the insecurity of the agricultural producer in obtaining the entire amount of subsidies belonging to him further on. In the future, in order to improve the situation in this industry, it is necessary to make certain amendments to the current legislation, which will revitalize the domestic sphere of agricultural insurance while providing confidence to agricultural producers in the continuity and reproduction of their output.

The article examines the urgent anti-crisis management instruments that characterize immediate (urgent) actions aimed at eliminating or reducing the negative impact of crisis phenomena on the enterprise. For the purpose of their identification, carrying out a comparative analysis is recommended, on the basis of the indicators that provide for assessment according to the following criteria: implementation time (time of accomplishing of operations for implementation of the anti-crisis control instrument, time of one operation for implementation of the anti-crisis management instrument, the level of time for operations for implementation of the anti-crisis management instrument); riskiness (coefficient of possible loss of profitability, Altman’s Z-criterion, indicator of financial sustainability of the enterprise); level of competitiveness (product competitiveness index, assessment of the competitiveness of the enterprise in statistics, multi-factory model of competitiveness); profitability of the enterprise (net profit per 1 UAH of costs for implementation of the anti-crisis management instrument, profitability of products, the level of costs for implementation of the anti-crisis management instrument). In the process of identification of the anti-crisis management instruments, the aggregate of the obtained indicators was carried out according to the results of compliance with the established criterion value using Boolean variables. A scale of values is formed; it is determined that the enterprise’s considering the anti-crisis management instrument as the urgent one should take place on the basis of satisfaction of more than 65% of the signs of compliance with the standards for the indicators expressed in the value of the boolean variable. In the process of practical approbation of the recommended method, the urgent instruments for the anti-crisis management of PJSC «Kontsern Khlibprom» are identified.

The article is aimed at studying the evolution of approaches to risk management in organizations. As result of the carried out study, three existing approaches were identified: the «Three Lines of Protection» model (2013), the «Three Lines» model (2020), and the «Dynamic Risk Management» model (2020). It is proposed to consider the «Three Lines of Protection» model as a transition from non-systemic risk management in organizations to a structured vision of this process with a clear definition of the responsibilities of key participants. The article explains the advantages and disadvantages of this approach. Its advantages include simplicity and clarity in use in practice. Among the shortcomings of the model are the following: an overly structured approach to risk management in organizations; too cautious attitude to possible risks; dubious versatility of the model; imperfection of its structure. Three directions for possible improvement of the model are defined. It is identified that in 2020 there was an updated approach to risk management in organizations – the «Three Lines» model. A comparison of the «Three Lines of Protection» model with the «Three Lines» model was carried out. The main advantages of the new approach are determined. The emergence of an alternative vision of the process of risk management and control in organizations against the background of new social challenges – the «Dynamic risk management» is researched. The advantages of this approach include its priority areas in risk management in organizations, i.e.: risk management taking into account their consequences, risk management based on actions, risk management with an orientation towards digital technologies. The differences between traditional models and the newest approach are specified. It is determined that each of the three principles of the latest approach improves the quality of risk management in organizations as participants in the survey conducted by Gartner company. Purpose of further research in this direction be the institutional registration of coordinated interaction between the two directions of the modern model of risk management and control of the risks.

The article is aimed at substantiating the theoretical and methodological principles of formation of personnel potential of the enterprise and elaborating practical recommendations for the development of creative abilities of staff. On the basis of systematization and generalization of existing scientific achievements, the concept of personnel potential, features of its formation in modern conditions are considered. The factors that influence the formation of personnel potential of enterprises in Ukraine are analyzed. The problems of formation of personnel potential of companies capable of creative response to changes in the external environment, analyzing large amounts of information, determining the impact and interaction of various factors and anticipating future events in the market are researched. Positive examples of procedures for the formation of personnel potential from the experience of modern enterprises are presented. As a result of the study, it was determined the need to create partnerships between the State and enterprises, so that conditions for the development of creativity can be formed, and it is proclaimed that the development of creative abilities of the enterprise’s staff allows to increase the innovativeness of a company and the country in general. The article defines that the necessity to meet the education of personnel with modern trends requires the organization of lifelong learning, which involves combining and updating the necessary knowledge, skills and abilities in order to adapt to modern processes for the sake of continuous professional development. The article is aimed at defining, substantiating and justifying the economic feasibility of forming a new circular economy model as an innovative platform for sustainable development. As a result of the research, it is determined that the strategic priority of sustainable development of the State is the formation of a qualitatively new model of development of the national economy on the basis of a symbiosis of the circular and environmental economies, facilitating the use of local resources to meet the needs of the economy and ensuring the formation of the closed material and resource cycles. It is proved that the circular economy is a new approach based on the possibility of reproduction, reuse of labor results after their modernization. The principles of closed-loop economy are distinguished as follows: production of durable and reliable products; possibility of repair; reuse; modernization and upgrades; recycling; compatible use; virtualization of production. The general features and differences of the theory of circular economy are singled out. It is emphasized that when forming a new model of circular economy, it is necessary to take into account and link the development of environmental innovations and, accordingly, the ecological economy. However, determining the impact of the environmental economy on the new model of circular economy requires further thorough research.

The article is aimed at building a forecast for the development of the intellectual segment of the global economy for 2019-2028 in terms of high-tech sectors and regions. Based on the analysis of statistical data of the countries’ economies on the volume of high-tech exports, gross costs in fundamental research and applied developments, the number of registered patent families with details by sectors of the «triad» (information and communication technologies, pharmaceutical industry, aerospace sector) the trend of sectoral-regional development in 2000-2018 is determined and a forecast for the next contiguous period is elaborated. In the course of research, the author identified a significant differentiation of countries according to the models of development of sectors of the «triad», as well as by the nature of the trend line in the time periods 2000-2009, 2009-2018, and 2000-2018. Further development of the countries of Asia (China, Taiwan, South Korea) and the United States with a gradual shift in the emphasis of technological leadership in favor of Taiwan are forecasted. The growth forecast for high-tech exports of the aerospace sector is optimistic. In the ICT sector, a significant dependence of the volume of high-tech exports on the positive dynamics of patent families is identified. In the pharmaceutical industry of European countries, the relationship between these indicators is predominantly inverse. Prospects for further scientific research in this direction are to determine the nature and extent of the pandemic factor’s influence on the dynamics of the development of the intellectual segment of the global economy, as well as to adjust the forecast of sectoral-regional development of the intellectual segment of the global economy.

The article is aimed at analyzing and systematizing the approaches to determining the smart priorities of the regions of the European Union, which are leaders in innovative development, to develop recommendations for improving the process of formation of regional strategies for smart specialization in Ukraine. Smart priorities of the top 10 innovatively active regions of the EU according to the Regional Innovation Board were studied using the information provided by the European platform for smart specialization. Certain methodological problems and limitations for the analysis of regional smart specializations related to certain changes in the NUTS classification and different periods of adoption of regional strategies are identified. It is noted that smart priorities in many regions are based on the innovative development of traditional types of economic activity. It is displayed that the processing industry is most involved in the formation of regional smart specializations, also widely involved are the sectors of scientific-technical activities, information and telecommunications, transportation, and education. It is defined that a large proportion of priorities are of complex nature. This is connected with the cross-sectoral cooperation, as well as the use of horizontal-type instruments (digitalization, increasing the value of knowledge, spread of advanced technologies, focusing on the Sustainable Development Goals, social innovations). It is emphasized that the leading regions most often choose digital transformation, sustainable innovations and KETs for the goals of their smart specialization policies. The strategy of smart specialization of the Western Netherlands, which is the result of the collaboration of a number of research institutions, public and private companies and local authorities, is considered. The setting of sustainable development goals is directed towards improving the level and quality of life of the population by reducing anthropogenic impact on the environment and transition to a climate-neutral development. One of the ways to address this issue is to popularize alternative energy sources, introduce energy-efficient technologies and energy management. In view of this, the article is concerned with determining the peculiarities of the formation of a communicative environment for the provision of the climate-neutral energy services as result of the use of digital technologies. The expansion of the range of innovative energy services is due to the diversification of energy sources. As a result of the analysis of the dynamics of the development of «green» energetics, on the basis of statistical data, positive dynamics of energy production from renewable sources is established (wind, solar, hydroelectric power plants, biofuels, and waste). In turn, in terms of considering aspects of digitalization of production processes and provision of services, a low level of information and media activities on the possibilities of obtaining «green» energy services by the population is identified. In view of this, the value of using digital technologies such as mobile (social) platforms is increasing. It is proposed, concerning the content component of the formation of a digital communicative environment for the provision of energy services on the basis of climate-neutral development, to use a rating assessment of energy service companies, the level of digitalization of business processes of enterprises and the formation of digital skills among consumers of different segments of the energy market, as well as a cybernetic approach to determining the ability to provide innovative energy services.

Digital entrepreneurship, which consists in creating a digital business and introducing digital technologies by various entrepreneurs, can help make existing entrepreneurship more inclusive. The article is aimed at examining the impact of digitalization on the system of management of financial-economic activities of enterprises; studying the existing international practice of introducing digitalization processes in the management of financial-economic activities of enterprises, including in rural territories. An efficient development of the agricultural sector of the economy of Ukraine is possible only under the condition of stability and optimality of tax legislation, while its constant changes adversely affect the activities of agricultural enterprises. Therefore, the State support and the creation of favorable conditions for development will allow the agro-industrial complex to become a highly efficient and competitive sector of the economy. The article is concerned with studying and analyzing the transformational changes in taxation of agricultural producers in Ukraine. Both the positive and the negative consequences of tax reforms implementation are examined, in particular, the results of the introduction of a single tax for the taxation of agricultural enterprises are considered and the dynamics of volumes of its revenues to local budgets is analyzed; the main problems that arose in the agricultural sector as a result of the reform carried out by the State on receiving the value added tax (VAT) from agricultural enterprises are distinguished and the impact of this reform on the profitability of these enterprises is disclosed. Efficiency of the introduction of the system of budget subsidies for agricultural producers, which were provided to them in connection with the abolition of a special VAT tax regime, is analyzed. Since support for the agricultural sector is one of the strategic priorities for the development of the national economy, the main aspects of the processes of further reform of the taxation system of agricultural enterprises are distinguished. This will increase the efficiency of their activities, improve the financial condition and develop agricultural production in Ukraine. As a result, this will have a positive impact on the increase in tax revenues to budgets of all levels and reduce attempts to evade taxation.

The article is aimed at further developing the instrumentarium to ensure the financial sustainability of enterprise as the basis of its economic security. It is proved that the economic security of enterprise largely depends on the financial component along with sustainability, solvency, liquidity, and profitability. The position, considered undeniable, is that financial sustainability constitutes the basis of security of enterprise and its ability to implement development strategies in the context of minimizing the impact of risks, threats and dangers. It was noted that the effectiveness of the interrelationship and mutual impact of financial sustainability and security of enterprise is reflected in its financial flexibility on the basis of the ability to change the volume and structure of sources of financing, as well as the directions of investment of financial resources under the influence of risks, threats, dangers of the internal and external environment. The state approach to the gradation of levels of financial sustainability and economic security of enterprise is proposed taking into account the retrospective, current and prospective nature of the impact of risks, threats and dangers on the activities of enterprise; the relevant instrumentarium of evaluation and management tools is specified. It is substantiated that modern approaches in managing the financial sustainability of enterprise on a securely oriented basis should be grounded on systemacity, processity, functionality and synergy. The article covers the issue of SEE-governance as a means of improving the effectiveness of the processes of functioning of complex systems in the context of «quantity/ quality» definitions. SEE-governance is carried out on the basis of measurement and evaluation of the components of the above-mentioned effectiveness, indicating possible regulatory actions to change the effectiveness of the functioning and development of systems. It is underlined that a special interest among scholars is caused not only by the problems of system development, but also by the states that determine the order of functioning of systems, known as attractors. The article is aimed at disclosing the role and significance of attractors as a basis for the formation of synergistic potential of SEE-governance for the further development of systems, as well as supplementing on this basis the methodology of the mentioned governance on the basis of the authors’ components of effectiveness by understanding of increments and decrements in the context of the «quantity/ quality» paradigm in the «growth/development» narrative – to clarify the algorithms of actions in the process of system management that seeks to develop dynamically. It is noted that the complex of the authors’ indicators of the components of effectiveness of the functioning and development of system in practice allows to form approaches to the assessment of the system states in terms of the above-mentioned effectiveness. This makes it possible to understand what adjustments and at what time of the system functioning should be made so that it operates and develops effectively. It is concluded that resultative, effective processes can serve as attractors capable of directing the development of the system in the right direction when a system is at the point of bifurcation.

The article is aimed at studying the peculiarities of the audit of efficiency of the innovation activities of enterprise and determining the organizational and methodological approaches to its conduct. The article proposes an audit of the efficiency of innovation activities to be considered as a test of the effectiveness and efficiency of the innovation activities of enterprise and identifying opportunities for its improvement. On the basis of the analysis of the process of auditing the innovation activities of enterprise, a unified approach to the allocation of the main stages of the audit of innovative activities is developed, which is proposed to include: formulation of the purpose and objectives of the audit of innovative activities of enterprise; determination of the type of engagement and coordination of its conditions with the client; collection of necessary information; planning, execution and completion of audit, and the stage of follow-up. The application of specific audit procedures corresponding to the allocated stages of the audit of efficiency of the enterprise’s innovation activities and covering various engagements is substantiated. The importance of analytical procedures that will be applied during the entire time of the task accomplishment in terms of the audit of efficiency of the enterprise’s innovation activities is emphasized. When assessing business risks, it is proposed to allocate the risk factor, which consists in classing the industry in which the enterprise operates, to the group of sensitive sectors of the economy regarding the suspension of activities as a result of the lock-down announcement. It is defined that, unlike the audits of financial statements, for engagements on the efficiency of innovation activities, the provision of the auditor’s report is not the last stage. Taking into account the importance of the results that may be in the process of performing the follow-up stage for audits of efficiency of the innovation activities of the enterprise, it is proposed to make provisions when concluding an agreement for the performance of an engagement.

Researching the problems of banking supervision in the course of the policy of cleaning the banking system of Ukraine is of particular importance. The issues of efficiency of regulation of the activities of commercial banks with the help of economic standards of the NBU remain topical. The article is aimed at a theoretical-methodical substantiation of the NBU economic standards system and identifying the peculiarities of their application as instruments for regulating the banking activities. The state of compliance with capital, liquidity and credit risk standards by commercial banks of Ukraine is examined. A correlation and regression analysis of the impact of credit risk standards on the volumes of overdue credit arrears of banks is carried out. Ways to improve the system of regulation of the activities of commercial banks based on the principles developed by the Basel Committee on Banking Supervision are proposed. A further proposal is made as to introducing an additional economic standard for the regulation of credit risks, which would assess the risks of repayment of loans. In addition, it will be expedient for Ukraine to build a conceptual banking supervision, which will ensure close interaction of components in order to improve the efficiency of banking institutions. A comprehensive system of banking supervision should diagnose the level of risks and implement systems of their management at the level of each separate banking institution.

Activities to counter laundering the money, obtained by criminal means, require constant monitoring of the market, monitoring the activities of financial and non-financial institutions in order to prevent capital loss and financing of terrorism, as methods of money laundering are gaining new features every year. The article is aimed at systematizing the latest money laundering schemes appearing in the financial market and developing measures to prevent the implementation of such schemes through financial institutions. An analysis of data by the State Financial Monitoring Service of Ukraine (SFMS) on the number of detected suspicious financial operations showed that the large majority of reports concerning such operations comes from banks. In view of this, the role of banks in countering the legalization of criminal income in Ukraine remains decisive today. The expansion of the range of financial instruments led to the emergence of new money laundering schemes. Such schemes can be based on P2P technologies, implemented through crowdfunding platforms, in particular through crowdinvestment. The authors also focused on the possibilities of using cryptocurrencies and online gambling tools for the purposes of legalizing criminal revenues. The peculiarities of applying the risk-oriented approach in the process of due diligent verification of clients of financial institutions and the operations they carry out, as well as the list of threats to financial institutions in case of their joining the money laundering activities, are determined. Such threats are manifested in reputational and legal aspects, and in the future inevitably lead to financial losses. The use of the latest technologies for the legalization of criminal income requires banks and non-bank institutions to improve the software used to detect and register suspicious transactions, improve cybersecurity, as well as maintain a high level of qualification of employees. The State own regulators should ensure proper control over the activities of highly risky financial infrastructure entities, as well as raise public awareness of the risks and consequences of criminal capital legalization.

The selected topic of this scientific article provides for the coverage and consideration of the actual problems of the organization and implementation by the controlling authorities of tax control in Ukraine, as well as substantiation of the importance of exercising such control as an integral element of managing the country’s financial system. The article is aimed at studying the efficiency of the tax control mechanism in Ukraine and determining the impact on filling the revenue part of the country’s budget. Despite the fact that there is currently a legally enshrined conception of tax control, this scientific article systematizes various approaches of authors to determine the essence of this phenomenon. The subjects and objects of tax control, as well as various forms in which it is carried out, are determined. The publication considers the content of tax control through its functions, in particular: accounting, preventive, informational, and mobilizing. The main goal of modern tax control in Ukraine and ways of its implementation through the tasks of tax control are outlined. The basic principles of tax control are defined and in accordance with the rules of the Tax Code of Ukraine the methods of carrying out tax control are indicated. It is determined that one of the most important and independent forms of tax control is tax audits (especially important is the fact that the quality of tax audits significantly affects the overall result of tax control). The main types of tax audits are considered. The dynamics of the results of the control work of the State Tax Service of Ukraine for 2016–2020 is analyzed. The efficiency of tax control with the help of quantitative indicators is evaluated. A matrix of strengths and weaknesses, opportunities and threats to the tax control mechanism in Ukraine is built based on the SWOT analysis data. Directions of improvement of tax control on the basis of analysis of modern tendencies of its development in Ukraine are proposed.

The article is aimed at examining the essence of financial sustainability and financial reliability of consumer cooperation enterprises in Ukraine. The structure, sources of formation, directions of use and efficiency of use of financial resources in consumer cooperation are considered. To study the coefficients of financial sustainability, the division of capital by sources of formation and terms of use is provided. To assess long-term financial sustainability, the following indicators are proposed: working capital level; coefficients of financial independence, long-term financial independence, provision of own circulating capital; level of financial reliability. In the process of analyzing the capital structure of Ukrainian enterprises in general and consumer cooperation in particular, is identified: higher financial sustainability of enterprises and organizations of consumer cooperation; lower dependence on short-term loans and other funds attracted for the short term; higher level of working capital and profitability of activities, despite the financial and economic crisis of 2014-2015. Prospects for further research in this direction are to determine the levels and indicators of financial equilibrium of enterprises, in particular, the balance of positive and negative cash flows by volume, and the optimal combination of the levels of both profitability and risk.

The objectives of the article are: study of the definitions of concepts of «adaptation»/«adaptability» and «sustainability»/«development»; analysis of these concepts; allocation of the keywords that disclose the essence of the concepts of «adaptation»/«adaptability» and «sustainability»/«development»; establishing a connection between them in the context of enterprise management in conditions of uncertainty. For a clearer understanding of the essence of the concepts of «adaptation»/«adaptability» and «sustainability»/«development», the author used the method of morphological analysis and carried out a morphological classification of these concepts. It is determined that when defining the concept of «adaptability», scholars use such keywords as property, reaction, ability, characteristics and condition, the process of adaptation to changes. The concept of «adaptability», in fact, equates (up to complete identifying) to the concept of «adaptation». Regarding the concepts of «sustainability»/«development», it is determined that the sustainability of enterprise development is ensured on the basis of taking into account the influence of the external environment and improving management within the enterprise in order to increase the efficiency of its activities and continuous development. For each enterprise, it is important not only to maintain resilience, but also to strive for a state of sustainable development. In order to establish a relationship between concepts, the concept map method was used, which was constructed using concepts, keywords to them and definitions within keyword data. It is established that the keywords of all four categories are interrelated. To determine the most commonly used words in the context of these concepts, the author used semantic analysis and the «frequency cloud» of words. The obtained results confirm both the carried out analysis of concepts and the defined keywords for categories of «adaptation»/«adaptability» and «sustainability»/«development».

The article improves the mechanism of management of investment activities of economic entities on the basis of coordination of the interests of all participants in the investment process through the use of adequate management instruments. It is found out that the management of investment activity is a complex, multilevel process that involves managerial decisions not only at the level of economic entities – investors and participants in investment activities, but also at the State and region levels. It is noted that the enterprise management system should be flexible and respond in time to changes in the modern economic system. An important aspect in the implementation of investment activity should be the process of both attracting and using investment resources, which in the future will ensure an increase in the value of the enterprise. An improved mechanism of management of investment activity of enterprise is proposed, which includes: consistency and method of management; a sequence of processes and stages, appropriate procedures and instruments; a set of institutional and organizational structures and a complex of forms and methods used by them; a sequence of application of various methods. The practical implementation of such a mechanism is possible by aligning the interests of all participants in the investment process through the use of adequate management instruments. It is concluded that the improvement of the efficiency of management of investment activity of enterprise can be achieved only after taking into account all the factors affecting its level both macro and meso (that is, on the part of the State, region and industry sector), and also at the micro level (on the part of the enterprise itself). Only the combination of efforts both by the State and by individual enterprises at different levels will allow the Ukrainian economy to overcome a number of existing problems and attract the necessary amount of funds for economic development and profitable activities of economic entities. Activation of investment processes in Ukraine is possible under the conditions of development of appropriate mechanisms of management of investment attractiveness of economic entities.

The article is aimed at examining the main components of retail business models, to determine the probable directions in which these models can develop, as well as identifying the factors and tendencies that form the business models used by retail trade enterprises. The current status of retail trade, innovations and changes to the business models of evolutionary nature are analyzed. The need to implement new solutions for store formats, cooperation of distribution channels, changes in the range of products and services offered, as well as the use of machine learning for effective management of retail business is substantiated. Based on observations on the activities of modern retail enterprises, it can be stated that changes that occur in the business environment lead to the need to find and implement effective ways to gain competitive advantages through the use of new business models. The article consistently covers the nature and components of the retail business model, business model development issues, analysis of both external and internal factors that determine changes in business models, as well as defines trends and examples of innovative solutions in the formation of models for retail trade business. It is concluded that in the changing conditions of today, retailers need to constantly modify the business models used and improve the processes associated with the implementation of basic business functions, such as procurement, warehousing, sales and customer service.

The article is aimed at studying the essence of risk in the process of making managerial decisions, taking into account the behavioral approach and identifying the causes of risk occurrence. The article carries out a risk study structured in accordance with two dichotomies: risk/reliability and risk/danger. At this, the concept of managerial decision risk means a complex set of alternatives, during the analysis of which there is a need to make a decision. The opposite side in each case acts only as a concept of reflection, whose function is to clarify what in a particular case is emphasized in the risk per se: the problem of measuring accuracy in the first case or the degree of responsibility for the damage itself — in the second. As for both differences, it is identified that there is no risk-free managerial decision. It is proved that the concept of risk in the process of making managerial decisions, taking into account the behavioral approach, should be contrasted with the concept of reliability. The scientific approach to determining reliability is presented in the statement that absolute reliability is unattainable. The phenomenon of reasonable risk in the process of making managerial decisions is provided, taking into account the behavioral approach, which is part of the general problem studied by economists and is terminologically recorded as «justified economic activity». An element of such activity is the managerial decision-making. The risks that are likely to arise in the process of managerial decisions taking into account behavioral approach, at both the qualitative and the quantitative levels are studied. It is proved that quantitative study of risks identified at the qualitative level is the main purpose of risk analysis in accordance with the theory of decision-making in the presence of risk.

The article is aimed at exploring the theoretical aspects of the essence of management of capital structure quality. The peculiarities of philosophical, social, technical, engineering, economic and legal approaches to the essence of the concept of «quality» are defined. In the course of the carried out analysis, systematization and generalization of the works of both domestic and foreign scholars, the evolution of approaches to defining the essence of the concept of «quality» was considered. The signs characterizing it are determined as follows: compliance with the goal, degree of customer satisfaction, accuracy in the implementation of the specification project, compliance with norms, degree of perfection. As a result, the author has formed his own vision regarding the essence of quality as an aggregate of characteristics and properties of an object or process that is in full measure capable of satisfying the consumer and fully meeting his needs or expectations. The following instruments for quality management are considered: statistical quality control, possibility of evaluation process, control diagrams. The logic of formation of the essence of quality management based on studying and systematizing the existing concepts, theories and practices of quality management is substantiated. It is determined that quality management is an aggregate of measures directed towards increasing the level of competitiveness of a product, service or organization in the market through continuous training of managers of an economic entity. A morphological analysis of the concept of «capital structure» was carried out, on the basis of which the essence of this concept was defined as the ratio of components of capital formed in accordance with the needs of the enterprise, which ensures the enterprise to obtain the maximum effect from the invested resources, increase in the cost of capital and profitability of activities, reduce risk in the process of achieving strategic goals. It is proved that the enterprise’s qualitative capital structure provides the necessary level of financial sustainability of the enterprise.

The article considers the role of advertising as one of the most efficient means of promoting goods to the market; the main types of Internet advertising are studied, their features are determined. The purpose of the article is to develop practical recommendations for trading enterprises to increase both the number of customers and the commercial income through the formation of a communications policy that is focused on «immediate» profit and involves a combination of traditional and new communication approaches or technologies. In the article, in view of the dynamics for 2017-2019, the proportion of Internet advertising by its types in Ukraine is examined and the largest concentrations of the companies’ investments into in-stream video (advertising that is broadcast in videos) along with banner advertising are identified. The essence of banner advertising is considered, the advantage of which is the maximum coverage of the customer audience, promptness, efficiency, quick memorization of brand, saving the budget, etc. The article investigates the requirements for an advertisement. The formation of communications policy is recommended according to the following technology: determining the goals of measures to promote products; formation of the content of advertisements; use of various, periodically modified means of communication and taking into account the geographical dispersion of customers, their age affiliation; use of non-digital communication channels and Digital communication channels; implementation of free advertising events and budgeting of current advertising events together with capital investments in website or online store; administration of advertising campaigns using application platforms, Google Adwords software, Google Search Console, Google Analytics, Look-alike, etc.; registration in numerous social networks and joining social communities; use of crowd marketing; updating the communicative component through guest posts, email newsletters, creating a video channel on YouTube, offers of goods in discount services. The article analyzes the current tendencies in the development of marketing strategy through social networks, describes in detail the theoretical aspects of the development of modern marketing strategies for tourist destination. Taking into account the fact that the development of society dictates the requirements for the development of the market and the entities that fulfill economic management therein, it can be said that the process of developing a modern marketing strategy requires new approaches to the management of economic entities and the development of an adaptive action plan that will ensure their successful implementation. In particular, we are talking about marketing activity strategies that are developed and implemented in accordance with the general management strategy of an economic entity. In the context of the present day pandemic, the current marketing strategy is one of the main components of the successful functioning of an enterprise or organization. The latest trends in marketing through social networks are considered. Based on the analysis of modern social networks and theoretical information, a marketing strategy for tourist destination is offered. It is concluded that under today’s conditions it is advisable to develop domestic tourism – for the full functioning of the tourism industry in times of crisis. Facebook and Instagram are chosen as the main platforms for promoting the tourist destination, as these networks currently have the largest number of potential customers in Ukraine. A step-by-step plan for the implementation of a marketing strategy has been developed. Also, based on data analysis, as a social media promotion instrument has been chosen targeted advertising that allows to find potential customers and implement a marketing strategy with the main KPI – more potential customers at lower costs.

The article is concerned with the topical issues of present – the principles and foundations of introduction of circular economy (CE). The article emphasizes that, despite the fact that the issue of introducing circular economy has already been widely covered in the scientific publications by domestic and foreign scholars, any strategy for the practical introduction of circular economy at the State level has not yet been formed. Thus, the publication is aimed at studying the key aspects and prerequisites for the introduction of circular economy within the Ukrainian terms. In accordance with this aim, the advantages and disadvantages of the introduction of circular economy in the world aspect are analyzed. The advantages of the introduction of circular economy include the following issues: profitability growth; reduction of greenhouse gas emissions; creation of new jobs. Among the shortcomings of the introduction of circular economy, the publication distinguishes the following: level of complexity of the promotion of systemic changes; economic fluctuations (CE may be non-profit in a short period of time); unsuitable markets (lack of necessary raw materials and infrastructure, competition, knowledge); imperfect regulation (imperfect legislation and/or its implementing); social factors (lack of knowledge and skills related to circular economy); insufficient control over waste sorting; level of financing (both on the part of the State treasury and business). Summing up the advantages and disadvantages of the introduction of circular economy, it is emphasized that, in the terms of CE, the most important value is not being attached to material flows or waste, but to much more sufficient methods, such as maintenance, reuse and recycling of equipment. Also, the research pays considerable attention to the instruments of circular economy and the prerequisites for their application. In addition, each of the above mentioned instruments is considered in the aspect of practical use and analyzed upon existing in the world examples. Thus, among the instruments for the introduction of circular economy, the author highlights: Design of thinking of the future; Virtualization and sharing; Product as a service; Reuse in production; Reuse in consumption; Industrial symbiousness and processing of production waste; Recycling. Special attention in the article is given to the problems of introducing circular economy in Ukraine and ways to solve them. Thus, the research has consistently revealed the problems and ways to solve them at the level of government, business, and society.

The article analyzes Polish experience in the implementation of structural economic policy at the both national and regional levels. In particular, the key directions of implementation of structural reforms for the period 2013-2018 were analyzed, a comparison of Poland and EU-28 indicators on the expenditures for the implementation of innovations and employment level was carried out. The main problems of R&D activities in Poland, as well as effective instruments of innovation policy that contributed to the growth of innovativeness of the Polish economy, are determined. The factors of employment growth in the Polish labor market, problems and structural reforms in this direction are allocated. It is determined that urban development is an important part of Poland’s development policy in the medium and long term, but Polish cities, compared to most European cities, are not competitive enough and are limitedly included in both the European transport network and the intercity functional connections. It is found that the policy of development of Polish cities is grounded on the approach based on the synergy of sectoral policy and multilevel cooperation to strengthen the sustainable development of cities of any size, because the solution of many global problems of sustainable development (pollution, consequences of climate change, ensuring inclusive growth, etc.) is entrusted precisely to cities.

The latest data on Ukraine’s positions in the competitiveness and innovation activity ratings are considered and analyzed. The peculiarities of innovative development of both world-wide and domestic companies in the sphere of trade are researched. By analyzing activities in the context of the COVID-19 pandemic of the world’s most successful companies in the sphere of trade along with the companies – innovative leaders among retailers, it was possible to determine the main directions of innovative development in the world. It is also defined that companies seeking to become the strongest in innovation, taking into account the situation caused by the COVID-19 outbreak, mostly prefer the frontline analytics, digital design and technology platforms. The article analyzes the current status and defines the main trends in the innovative development of domestic business entities in the sphere of trade. In the context of the crisis associated with the coronavirus outbreak, only those companies that are capable to create sustainable competitive advantages will take hold on the market. Trading companies need to focus on being open to innovation and digital transformation and changing existing business models accordingly to a more sustainable ones. The article is aimed at examining the peculiarities of implementation of public-private partnership concession projects in various sectors of the economy in both Ukraine and the world. The main approaches to understanding the essence of the concept of «concession» are considered and its characteristic features are defined. The procedure of operation of the concession mechanism is disclosed. Risks of public-private partnership participants in the process of implementation of concession projects in Ukraine are determined. The need to provide the State support to stimulate the participation of a private partner in long-term projects is substantiated. It is specified that such support should be provided in order to implement the most necessary public-private partnership projects to significantly improve the living conditions of the population in a particular region. It is determined that, unlike Ukraine, the concession mechanism is actively used in various sectors of the world economy, in particular, successfully implemented projects in the transport sector (roads, railways, ports, airports, pipeline transport), housing and communal services (water supply, water purification, electricity supply). At that, the transport industry dominates, while heat supply and waste treatment are the least popular. Prospects for further research in this direction are the search for ways to improve the domestic concession mechanism in the process of implementing public-private partnership projects, taking into account the best achievements of world experience. This will allow to attract financial resources of business in various forms of cooperation in terms of public-private partnerships, and, consequently, to improve the quality of services provided to the population.

In today’s information world, the competitiveness of universities is closely related to the effectiveness of the IT services provided. However, the development of IT infrastructure requires maintaining a balance between cost and efficiency of services. An IT service includes information technologies, processes and people. In accordance with ITIL standards, the university’s IT department should move from supporting software, applications, servers and networks to timely providing IT services to end users. The first step to this is to create a catalog of IT services. The purpose of the catalog implementation is to provide a single source of consistent information about all operational services and ensure quick access to them. Unlike foreign universities, domestic higher education institutions do not practice a systematic description of IT services and their presentation through the IT catalog. Direct transfer of management models of foreign universities to the Ukrainian educational environment appears impractical. The publication proposes a three-level catalog model, describes the categories of services that can be provided by Ukrainian universities, and defines the attributes of the IT service description template. The attributes of the description include: name, type of services, brief description, business owner, priority, service owner, consumers, request order, SLA, support system, status/phase. From the moment the IT service catalog is fully formed, its periodic monitoring begins according to the following criteria: SLA validity, correctness of provision of IT services, etc. The publication considers the formation of a catalog by stakeholders of the University on the example of the National University of Water Management and Environmental Management. In general, the use of the suggested recommendations will provide a description of the IT infrastructure of universities in the form of a set of services, the value of which is understandable to stakeholders and university management, as well as will allow to achieve competitive advantages in the educational services market.

The article is aimed at studying the methodologies of forecasting bankruptcy, their application in forensic economic expertise, which will allow to make managerial decisions substantiated from the point of view of financial security of an enterprise and create opportunities for stable functioning and development of the enterprise. All enterprises are affected by negative factors and may find themselves in a crisis situation. That is why the management of enterprise should apply all existing measures to prevent bankruptcy and overcome crisis situations. Any crisis situation can be corrected if you respond to crises in time and form a balanced and adequate management system. Therefore, the use of bankruptcy forecasting methodologies will allow the management of enterprise to identify in advance negative trends in its development. The article analyzed the existing discriminant models for determining the probability of bankruptcy with their application in forensic economic expertise. In modern practice of the financial-economic activities of foreign firms, to assess the probability of bankruptcy, the discriminant models of Altman, Beaver, Taffler, Tishaw and some others received the widest application. It is defined that for a more justified forecast, it is advisable to use several methods at the same time to predict the probability of insolvency (bankruptcy) of enterprise. It is proposed to use a set of models to determine the probability of bankruptcy of enterprise in solving issues of economic forensic expertise, which will significantly increase the degree of probability of the results obtained. The proposed measures can be used not only to diagnose the likelihood of bankruptcy, but also to develop anti-crisis measures.

The article explores and analyzes the problem of gender equality among cadets and students of higher educational institutions, in particular aviation and technical. The appropriate methods and main aspects of solving the problem are defined. In addition, various methods for introducing gender equality into the educational process are provided and the relevant work of the teacher during classes is presented. At present, gender equality among cadets and students of aviation and technical universities is an urgent problem in Ukraine, because the humanization and democratization of modern society envisage the orientation of our State towards establishing universal human truths and standards. First of all, gender theory should be integrated into the system of scientific knowledge and educational disciplines. Educators should implement planned educational activities aimed at identifying and neutralizing gender stereotypes that form the basis for non-compliance with gender parity and discrimination. Thus, teachers should ensure gender equality among students of higher educational institutions, including cadets and students of aviation and technical higher educational institutions. It is also worth noting that observance of human rights is being formed as a certain ideal, the main means for which is the achievement of the general principles of law, and its fundamental principle is the multi-aspect principle of gender equality. However, given the aforesaid matters, equality of genders does not mean only their biological identity or ignoring physical capabilities along with the mental and psychological characteristics. On the contrary, differences should not be negatively reflected in the living conditions of both men and women, thereby causing discrimination.

Ukrainian higher education is in a state of reforming, which aimes at improving its quality and is accompanied by a reduction in its generality. During the admission campaign in 2020, the concept of «indicative self-cost of educational services» was for the first time used, the purpose of which was to reduce the demand for training at the expense of individuals (contract) in the State-owned higher education institutions. The publication considers the study of the efficiency of the State regulation of qualifying for a government scholarship as to certain specialties. For this purpose, data on the results of the 2020 admission campaign from the unified State electronic database on education were used. The educational space was divided into several subspaces, for each of these the ratio between the number of applications submitted and the license volume was obtained. It was found that the most in demand for a long time are specialties related to jurisprudence, in the smallest demand are specialties of engineering, where the competition is two applications for three budget places (1.50). The publication uses econometric methods of analysis of digital information, assessments of the elasticity of the introductory score according to the general competition and its marginal value are carried out. Recommendations on refusal of expert assessments in the regulation of the students’ admission and redistribution of financial resources in favor of high-demand specialties are provided.

The article is aimed at the theoretical generalizing and systematizing the risks of industrial enterprises in the context of the COVID-19 pandemic. The essence of the concept of «risk» is analyzed and the need for its estimation in the context of the COVID-19 pandemic caused by the SARS-CoV-2 virus is specified. The main classification features of risks in the activity of industrial enterprises are considered. The state of Ukraine’s industry in 2020 is examined and it is concluded that as a result of the coronavirus crisis it is in a difficult situation. A number of risks are identified and their negative impact on the activities of industrial enterprises in Ukraine, both in quarantine and in post-quarantine conditions, is characterized. Among them are: financial-economic, international, commercial, industrial, and social risks. The expediency of application for the estimation of determined risks of statistical, expert, accounting-analytical, analytical, economic and statistical methods, as well as methods of analogues, sensuality, scenarios, Monte Carlo, is substantiated. Given the uncertainty of the time frame associated with the duration of the coronavirus pandemic, it is proposed to constantly monitor risks in order to improve the situation in the sphere of industry, which will allow timely detection of weaknesses and identification of the negative manifestation of crises in various industry sectors. Prospects for further research in this direction are the development of a mechanism for managing and reducing the negative impact of identified risks on the activities of industrial enterprises in both quarantine and post-quarantine conditions, as well as outlining the instruments for ensuring the positive effect of the proposed mechanism.

The article is aimed at studying the ecological indicators of sustainable development of agriculture on the basis of systematization of statistical data in dynamics and determination of characteristic signs of ecological threat caused by the activities of economic entities. It is determined that, according to the conception of triple criterion by J. Elkington, the ecological component of sustainable development, on a par with economic and social, comprised the basis for the development of national indicators as defined by the Sustainable Development Goals (SDGs) by 2030. The surveys conducted by the World Economic Forum indicate a pre-emptive positions of ecological global risks associated with extreme weather events, failures in the fight against climate change, natural natural disasters, decreased biodiversity, and the natural disasters caused by economic actors. As a result of the study, two groups of ecological indicators of sustainable development of agriculture are distinguished as related to the estimation of soil quality and biodiversity, which are expressed in SDGs 6, 13 and 15. Further analysis of the actual implementation of tasks in the context of the Goals allows to assess the degree of their reach in the near future. High levels of area plowing, uncontrolled use of fertilizers and linear waste-producing economic management models are the reasons for the increase in greenhouse gas emissions, a decrease in the balance of humus and nutrients. Gradual replacement of linear models with cyclic models can facilitate a regeneration of natural capital. Further research is related to the revision of the efficiency of resource use, the search for ways to reduce waste volume, as well as the application of the conception of circular economy at the local level.

The development and transformation of approaches to identifying sources of competitive advantage within the institutional, market and resource concepts is considered. The main provisions of scientific thought on this problem are defined and the observance of the resource approach is substantiated. A methodical approach to identification of the existing sources of competitive advantages and potential of their development in retail enterprises is proposed. As a basis, the following general scientific principles are allocated: complexity, security, comparability, information sufficiency, orientation towards creating the bigger consumer value. The stages of implementation of evaluation-identification procedures are characterized. The directions of identification of the sources of competitive advantages are determined as follows: provision of labor and commodity resources, capital, level of management, capabilities of staff. The stage of formation of the information base is characterized. The choice of research objects is substantiated, taking into account the dual nature of competitive advantages and the sectoral specifics of trade enterprises. The quantitative and qualitative correspondence of both the potential and the realized advantages within each resource-competent plane of the enterprise’s potential is determined. The conditions for identifying sources of competitive advantages and their corresponding target development benchmarks are defined. The proposed methodical instrumentarium was tested at the trade network enterprises of the city of Kharkiv. The competitive position of enterprises according to available sources, the level of their involvement in the processes of creating competitive advantages are specified; recommendations on the ways of their formation and development are made.

The article is aimed at exploring the gender features of the labor market in the context of the COVID-19 pandemic, along with the impact of quarantine restrictions caused by the introduction of anti-epidemic measures to counteract the spread of coronavirus disease in Ukraine, on the existing balance of gender equality in Ukrainian society. The identified gender inequality manifestations in the labor market have intensified and received negative dynamics during the COVID-19 pandemic. Quarantine restrictions and the limited activities of enterprises in the sphere of trade, culture, art, education, hotel business and others, in the structure of employment of which the women’s labor force prevails, have caused an increase in the number of unemployed and a decrease in the social protection of employees involved in these sectors. An increase in the wage gap between women and men during the period of quarantine restrictions both by type of economic activity and by region is identified. The proposals and recommendations are directed towards: taking into account gender needs in overcoming the consequences of the COVID-19 pandemic; reducing gender inequality and injustice in employment and income; ensuring support for political activity of the female population, involvement in decision-making in the life of both the community and the State; strengthening liability for direct or indirect discrimination and gender inequality; taking into account in the programs of socio-economic development of territories of gender needs as to different age groups; introduction of training aimed at ensuring gender approach and gender equality in organizations and enterprises; financial, economic, legal and educational support for the development of women’s business. Prospect for further research in this direction is to determine the impact of the existing level of gender equality and the structure of employment by gender in the sectors on the possibilities of economic development of the country.

The article considers the impact of the COVID-19 pandemic on the process of implementing technologies for the organization of remote work both in management and in the technical sphere. The COVID-crisis is seen as a factor that has facilitated, accelerated and intensified the introduction of remote forms of work, because precisely due to the problem of new jobs during the COVID-19 pandemic both remote work and information-technological improvement of enterprises become relevant. The article is aimed at researching the development of remote forms of work under the influence of the COVID-19 pandemic. The object of the research is the process of introducing remote forms of work at Ukrainian enterprises. The subject of the the research is the organization of remote forms of work at enterprises during the COVID-19 pandemic. The article presents the results of the study (based on a survey) of the demand for a remote form of work and training among Ukrainians during the COVID-19 pandemic. 150 Ukrainians took part in the survey. Among them are women and men aged 18 to 65 who work and study both traditionally and remotely. The analysis of the data was carried out using a Google survey. The survey participants were asked topical questions about their possibility and desire for a complete transition to a remote form of work; level of development of the remote form of work at their enterprise or place of study. As result, the most positive and negative, according to the respondents, traits of a remote form of work are identified; also the most frequently used programs to provide remote work. The conclusions emphasize that Ukrainians are not only ready to accept new forms of work organization, but also actively adapt to them and, despite the shortcomings, the remote form of work is in demand and promising, especially in the context of quarantine measures caused by the COVID-19 pandemic.

The article is aimed at outlining the possibilities of applying the conception of structuralism in order to interpret the indicators of the components (constituents) of the efficiency of enterprises as micro level systems in terms of the paradigm of «structure – system» taking into account the history of the origin and development of the mentioned conception. The article presents the results of a study of the evolution of concepts «structure» and «system» in the context of the relevant paradigm in view of improving approaches to management of the performance of enterprises. The interpretation of the above mentioned definitions by different scholars is provided; the author’s own interpretation of the concepts of «structure of performance indicators» and «system of constituent performance indicators» of enterprises activity are proposed. Methodological approaches to managing the performance of enterprises as complex micro level systems based on the above mentioned system of indicators based on the models of Burennikova (Polishchuk) – Yarmolenko are outlined. The structural-logical scheme of basic concepts in the paradigm of «structure – system» is proposed. The «model of interrelation» between the concepts of «structure» (quantitative and qualitative constituents of performance indicators) and «system» (as a multiplex, a set of interrelated elements, a complex of related performance indicators) is presented in a systematic approach of scientific cognition in order to more clearly identify the relationships between the studied concepts and related indicators with taking into account the system approach. It is emphasized that the lack of results of computations on certain components (constituents) of the specified system of indicators makes it impossible to create a holistic picture regarding the performance of enterprises. It is underlined that the improved by the author methodology of knowledge, measurement and evaluation of the performance of enterprises will contribute to improving their management and finding reserves for the development of enterprises as systems.

The decision to outsource should be preceded by a thorough substantiation for its feasibility and efficiency. The existence of many models and methods for substantiating the feasibility of outsourcing is primarily associated with different approaches to evaluating the efficiency and with variety of types of outsourcing, as for each type an individual calculation may be offered. As one of the most popular analytical instruments for preliminary outsourcing evaluation is defined the use of matrix method, by means of which the most common «outsourcing matrices» are considered (McKinsey’s BCG matrices, «Pricewarehouse Coopers», D. Khlebnikov, A. Kh. Kurbanov, IBS, B. O. Anikin and I. L. Ruda, A. H. Isavnin and I. I. Farkhutdinov, N. K. Moiseeva, O. M. Malyutina and I. O. Moskovina) and it is justified that the main difference between the existing matrices is the criteria for evaluating business processes (functions). A matrix of strategic measures on accounting outsourcing has been developed, which analyzes the internal and external environment from the point of view of the strengths and weaknesses of the enterprise, its capabilities and expected threats. Opportunities and threats are caused by the external (uncontrolled or poorly controlled) factors, while strengths and weaknesses – by the internal (controlled) factors. It is emphasized that SWOT analysis is an effective instrument for business cooperation and a way to optimize activities of enterprise. It is proved that the main purpose of SWOT analysis of outsourcing of accounting services is to determine the current situation, prospects and the further best behavioral strategy for accounting on one’s own or delegation of accounting to external executors. Prospects for further research are study and assessment of risks that arise when carrying out outsourcing activities.

Integrated reporting enables to provide interested users with non-financial information, including data about social activities and enterprise staff. Labor resources are a necessary source that causes the development of the company, and effective investment in human capital allows achieving strategic goals in a minimum amount of time. Consequently, the reflection in the reporting of human capital data is of great value, since currently investing in this type of capital amounts to a significant share. The nature of information about human capital and strategies for its management is subject to disclosure in integrated reporting and allows users to valuate the efficiency of such investments. The publication is aimed at considering the peculiarities of the preparation of integrated reporting in terms of social and labor indicators, with a substantiation of such indicators. An analysis of functions and constituents of integrated reporting, principles of formation of integrated reporting in accordance with the international standard of integrated reporting is carried out. The composition of the management report in accordance with regulatory requirements, as well as the composition of the report on the management of a number of enterprises are analyzed. On this basis, a proposal as to the list of social and labor indicators of integrated reporting is formed and formulas for their evaluation to integrate all indicators into a single one are suggested. Using this formula, one can compare different enterprises and draw a reasonable conclusion about the work of the enterprise in this direction. In the future, the development of integrated reporting should be aimed at developing and refining the system of indicators and generalizing management provision in the process of preparing internal integrated reporting.

The methodology and organization of internal audit of revenues and expenses of the CNP HE is considered. The theoretical and methodical provisions are systematized. The necessity of introducing an internal audit of revenues and expenses in the activities of the CNP HE is substantiated. The directions of internal audit development in Ukraine and other countries are studied. Practical recommendations on organizational provision of internal audit of revenues and expenses for the CNP HE are provided. Objects of internal audit of revenues and expenses are explored; its components and functions are considered; the main tasks are defined; the main forms of the organization are identified; the need to establish an internal audit service in the CNP HE and its effective functioning is substantiated. The factors that ensure the effectiveness of internal audit of revenues and expenses of the CNP HE are examined. The indicators for evaluating internal audit of revenues and expenses of the CNP HE are determined. It is summed up that the internal audit of revenues and expenses for the CNP HE should be defined as providing independent and objective consultations and conclusions aimed at identifying the causes of violations and shortcomings in the financial and economic activities, in the financial and budgetary statements of these enterprises, eliminating these shortcomings and especially preventing their occurrence. Prospects for further research in the sphere of internal audit of the CNP HE are formation of an adaptive model of methodical and organizational provision for internal audit according to certain directions and objects of audit.

The article is concerned with studying of the features of capital management in joint stock companies. The concept of joint stock capital as an economic category is considered. The approaches to determining the essence of the concept of «joint stock capital» are analyzed. The system of management of joint stock capital of enterprise is presented, it is determined that the process of joint stock capital management is an aggregate of methods, forms and instruments for attracting funds from various sources in accordance with the needs of the development of the joint stock company. The formula for assessing the market value of enterprise is considered. The process of formation of equity of the enterprise is analyzed; the advantages and disadvantages of the types of sources of this type of funding are described. The peculiarities of attracting borrowed capital are studied and the influence of this method on the financial stability of the joint-stock company is described. The peculiarities of joint stock capital management on the example of PJSC «Motor Sich» have been characterized and conclusions have been drawn on optimizing the policy of capital management in joint stock companies. On the basis of the research of the theoretical aspect of the essence of the joint stock capital it is determined that the system of capital management in a joint stock company is characterized by interdependence and consistency of various subsystems and elements upon which depends the efficiency of functioning of the whole system, and, accordingly, the final result of effective capital management of the joint-stock company. Prospects for further research in this direction are the definition of new interdependences between the elements that influence the adoption of managerial decisions in the management of joint stock capital. Further development of the theory of joint stock capital management in the context of behavioral economics can lead up to the replacement of classical economic models of behavior of the economic entity and up to the creation of a new mechanism for managing the joint stock capital of the enterprise.

Authors: Assessing the Personal Income Tax as a Fiscal Indicator

The article is aimed at examining the fiscal efficiency of personal income tax. It is proved that in order to simplify the administration of personal income tax, it is advisable to group the components of the total income of the taxpayer according to the relevant criteria. The results of the research once again testify to the fact that the most important role of personal income tax consists in regulating the cash (income) of the population and stimulating the use of labor force, as well as in being a significant source of income to the Consolidated Budget of Ukraine. To disclose the topic of the research, the authors calculated the fiscal significance of personal income tax in terms of the State budget, which tends to increase and the fiscal significance of personal income tax in terms of the GDP of the State. Also, the analysis of the efficiency of collecting tax revenues using a number of coefficients, one of which is the coefficient of personal income tax collection, is carried out. Having estimated the mobilized amount of personal income tax revenues and tax revenues to the budget from the planned ones, it is proved that the efficiency of personal income tax administration is quite significant and close to 1. That is, the level of expenditures of the population for the maintenance of apparatus of the State Tax Service of Ukraine decreases at a faster pace than the population itself, which can be considered as a positive point. As result of the carried out analysis of the fiscal efficiency of personal income tax, it is concluded that the tax administration under a certain system of implemented tax decisions is deteriorating, and the fiscal significance of personal income tax in both the State’s budget and GDP is reducing, while the real value of revenues from this tax is decreasing. Assessing the efficiency of personal income tax according to the above indicators will allow to more accurately plan the receipt of this tax to the budget, will facilitate in the development of measures to improve the regulatory and fiscal action of personal income tax, eliminate deficiencies in the taxation mechanism, form a rational structure of tax revenues to the budget, and contribute to the development of an efficient tax policy.

The article is concerned with features of the taxation system in Ukraine. The authors disclose the meaning and structure of the tax system, which, in turn, are determined by tax policy, the latter belonging to the exclusive right of the State that conducts it independently, in accordance with the tasks of socio-economic development. The research is aimed at highlighting the essence of the tax system, analyzing the theoretical-methodological aspects of its development, studying the current state and identify the main problems and prospects of the taxation system in Ukraine, as well as developing proposals for ways to improve it, taking into account the present day requirements of in this sphere of relations. The functions and principles of the taxation system construction are considered. The list of actual problems of the domestic tax system is generated. The reasons and prerequisites for the problems faced by the tax system in the process of its functioning are disclosed. The concept of tax as a key element of the taxation system is distinguished, as well as tax revenues, which is one of the components of the State budget revenues. It is noted that the problems of excessive tax burden and contradiction of tax legislation in Ukrainian realities are especially topical. Statistical indicators are provided, an analysis of the tax and non-tax revenues to the Consolidated Budget of Ukraine is carried out in the context of three budget periods according to the reports on the implementation of budgets of the State Treasury Service of Ukraine; their dynamics are analyzed; appropriate generalizations, conclusions and proposals have been made. The need for further development and improvement of the taxation system, solving the problems of optimization of tax offenses in the current unstable conditions of functioning of the domestic economy are substantiated. Measures to increase the economic efficiency of the tax system of Ukraine and the directions of reforming this system at the present stage of its existence are proposed.

The article is aimed at forming a methodical approach to the assessment of tendencies in production, sales and organization of consumption of food products and services, which includes all the components of the food sector and allows to conduct a comprehensive assessment of tendencies in its development. The proposed methodical approach includes assessment of the status and dynamics of food supply to the population, assessment of the status and dynamics of indicators of agricultural enterprises, food industry, trade in foods, restaurant economy and assessment of the factors that influence the development of the food sector. The use of the proposed methodical approach allows to reasonably make decisions on the development of a strategy for the development of food sector enterprises. The conducted studies have shown that in Ukraine as a whole and in its regions in particular in recent years there have been positive tendencies in the production, sale and organization of consumption of food products and services. At this, sales of foods by enterprises of both agriculture and food industry is much higher than by retail enterprises of food products and restaurant enterprises, which indicates the sufficient provision with food products to the financially reliable demand of the population of Ukraine. Prospects for further research in this direction are the development of methodical instrumentarium for assessing the effectiveness of management of food sector enterprises, which will be adapted to modern conditions for the implementation of specific managerial decisions.

The winemaking industry plays a significant role both in the world economy and in the national one, is an important part of the world economy in general and Ukraine in particular, being a significant budget-forming component. The article is aimed at improving, on the basis of the study of modern international and domestic tendencies in the sphere of winemaking, the classification of stakeholders in the development of enterprises of the viticulture and winemaking industry, the effective interaction of which will ensure the active functioning and success of the wine business. Based on the analysis of modern international and domestic tendencies in the development of the winemaking industry, it is specified that the geography of winemaking is gradually expanding throughout the world. The winemaking industry is developing steadily at the world level, the dynamics of international trade in wine is positive and is determined by many players in the international market and leaders around the world. In Ukraine, due to the large number of factors, the winemaking industry is narrowing, imports significantly exceed exports. Under such conditions, the search and introduction of effective principles for improving the efficiency of functioning and development of industry enterprises becomes urgent. Such principles are the definition of stakeholders in the development of industry enterprises for their active involvement in cooperation and effective interaction. Application of stakeholder-oriented approaches in the processes of stabilization and development of enterprises in the winemaking industry will balance the interests of consumers, customers, that is, a wide range of stakeholders, and increase the efficiency of their interaction. Prospects for further research are to determine the threshold values of the stakeholders’ stimulating, neutral and destimulating influences.

The article is aimed at adapting to the use of methodical instrumentarium of quality management for the development of marketing research to identify the satisfaction of stakeholder requirements with the results of the organization’s activities, ensuring thorough managerial decisions in the direction of influencing the behavior of the latter. In the course of researches conducted by the authors, after generalizations of scientific publications in the field of methodical marketing instruments, it is specified that the use of such an instrument of quality management as SERVQUAL provides not only the development of conduct of the marketing research itself, but creates preconditions for the «marketing of relations» of stakeholders with the organization. In accordance with the examplified in the presented article adaptation of the methodical instrumentarium of SERVQUAL to the sphere of educational business, the example of the educational organization illustrates how this instrument can ensure an increase in the level of competitiveness of the higher educational institution by improving various consumer characteristics and differentiating the consumer value of educational services, which, in turn, includes: differentiation of educational services with an orientation to the current unsatisfactory demand and perspective forecast in educational services, that is, the introduction of new differentiation of consumer properties of the existing educational service; differentiation of service sales channels – attracting new categories of stakeholders. The versatility of the proposed methodical instrumentarium of SERVQUAL provides an opportunity to develop marketing research as to satisfaction of stakeholder requirements in the activities of both educational organizations and enterprises along with organizations of various levels, forms of ownership, type and sphere of activity of the national economy, which is the directions of further research by the authors of the article.
