The article considers the theories of economic development which are called «new theoretical approaches». Four conceptions are analyzed: «new economic geography», «evolutionary economy», «sustainable development», «intellectual specialization». The new economic geography considers spatial communications not as one of many, but the main factor determining the socio-economic processes of development. The evolutionary economy describes economic processes by analogy with the evolutionary processes in the nature. The sustainable development is an extension of the neo-liberal paradigm. Economic development also holds the first place there, but social and environmental factors are given proper attention in order to preserve the foundations of life and development of present and future generations. The conception of intellectual specialization is a new approach in the EU policy, which has become a key element of its policy towards the regions. The strategy includes three interrelated priorities: reasonable growth; sustainable development; inclusiveness. The goal of the strategy is to develop an individual approach to overcoming the recession in each region, ensuring the long-term development further on.

The article is aimed at identifying key strategies for internationalization of automotive transnational corporations (TNCs) as one of the leading and strategically important sectors of the world economy against the backdrop of global financial and economic instability. The key internationalization strategies used by modern TNCs in the automotive industry are considered. In particular, attention is paid to the merger and acquisition agreements in the automotive industry. Along with substantiation of the need to modularization of the global automotive industry, importance of such process is considered. The outsourcing mechanism which is widely used by leading automakers world-wide is characterized. The modern corporate strategies of automotive TNCs are based on the fundamental reorganization of the geographical configuration of the global value chain, taking into consideration key trends in the development of the regional automotive markets.

The article is aimed at analyzing features and individual tendencies of the export-import of medicinal plants in Ukraine for formation of a strategy of development of medicinal plant raising in the course of further scientific researches. The analysis of imports of medicinal plants to Ukraine was carried out, during which it was determined that for 2016–2017 a gradual increase in the volume of imports of medicinal plants in Ukraine was characteristic. The performed analysis of exports of medicinal plants from Ukraine showed that the average annual rate fluctuated at the level of 3 thousand tons of products. The largest exporters of domestic production of medicinal plant raising are such countries as Poland, Great Britain, Latvia, and Germany. In general, the brief analysis of features and individual tendencies of the export-import of Ukrainian medicinal plants testifies that volumes of exports exceed the volumes of imports, and there is a certain potential therein, the possibilities of its materialization will be concern of a further research.

The article is aimed at studying the State export strategy of the United States of America through the implementation of efficient and even aggressive, in terms of export expansion, mechanisms and instruments to support national exporters. This instrumentarium covers a range of levers, namely, provision of export credits, credit guarantees and export insurance to national companies; the State economic assistance to American exporters; facilitating their access to import components for the expansion of export production; provision of credit guarantees to exporters of agro-industrial complex products, etc. The main feature of the national System of State support of the U.S. exports is the market priority while maintaining the maximum economic freedom of economic entities along with creation of equivalent conditions for conducting their business activities. The strategic priorities of entering foreign markets are always determined by the exporters themselves and, when necessary, they can apply for the State support through the relevant local and federal authorities.

The article is aimed at researching the factors that cause inequality of access to higher education and defining their impact on the economic security of higher education. Analyzing the conceptual documents and policy recommendations in the sphere of higher education, generalizing the scientific work of other scholars, two approaches to measuring inequality of access to higher education are considered: primary and deferred. Separate factors of inequality of primary and deferred access to higher education are allocated. The influence of factors of inequality of primary access on the economic security of higher education in Ukraine is determined. Prospect for further research in this direction is elaboration of such separate components of the risk of inequality of access to higher education as the ambiguity of achieving the goal by different social groups; probability of receiving losses; possibility of deviation from the chosen target; probability of achievement of the desired result; attitude toward risk of a particular individual and of society as a whole.

The article is aimed at developing theoretical and methodological foundations for planning activities of the system of scientific and scientific-technical activity of higher education institution and to assess the influence of various factors on its financial and economic effectiveness. The models of dependence of financial and economic results of scientific and scientific-technical activity on the time are provided, the factors influencing their formation are determined and researched. The multi-factor regression models are built, describing dependence of the effective attributes – volumes of financial receipts in the general and the special funds of university budget due to the implementation of scientific research and development – from factor variables (number of published articles in the peer-reviewed scientific editions, as well as publications, indexed by scientometrical databases, number of patents). The developed models can be considered as an instrument for management of system of the scientific and scientific-technical activity of university on attraction of financing to the general fund of university from performance of scientific-research works (fundamental and applied research, scientific and technical developments, financed from the State budget of the Ministry of Education and Science of Ukraine).

The article is aimed at building a econometric model of the relationship between employment of the rural population of Ukraine and its standard of living, as well as studying the possibilities of using the model to substantiate measures for the improvement. To simulate such a relationship, the number of employed rural population of working age is taken as a performance indicator. On the basis of correlation analysis of structural relations the factors influencing the employment are determined. It is proved that significantly influencing variables are the following: number of general daytime education institutions, number of children in preschool institutions, number of libraries and club establishments. The performed check of the model confirmed its adequacy and statistical significance of factor attributes. It is substantiated that development of objects of rural social infrastructure will help to increase employment and living standards in rural areas.

The article is aimed at researching possibilities of optimizing production costs by minimizing the costs of raw material delivery based on the use of graph theory. In the analysis of dependence of deliveries from various factors the solutions of the task of optimum planning of production costs on supply of enterprise with raw materials are considered and elaborated. Generalization, analysis, systematization, formalization and modeling, applied in the course of the research, provided an opportunity to develop the theoretical and organizational foundations of accountance of the costs in terms of operating activity of economic entities on the basis of graph theory. The main task in this case was to provide cost optimization, formation of a graph-model of the optimal level of costs for the purchase of products for processing was selected as its constituent. The optimization model is formalized and substantiated, as well as recommendations for its practical implementation (formation of a monitoring commission and a system of documentary support) are offered, which will reduce the costs of time of the accounting workers on technical, routine operations thanks to mechanisms for simplification of algorithms of calculations and formation of output data.

The article is aimed at generalizing the possibilities of applying the existing methodical developments to determine the level of fiscal and energy security of the country, as well as developing of the author’s own vision of the estimation of impact of electric power industry modernization on the indicated characteristics. A review of domestic and foreign methods of estimation of fiscal and energy security of the country showed their unadaptability to the needs of estimation of the impact of electric power industry modernization on the indicated characteristics. In the course of research the author’s proposals on methods of estimation of influence of transformations of the electric power sector on the indicated kinds of security were substantiated. This approach eliminates the problem of complex understanding of the methodology and interpretation of the results of its application. In terms of estimation of the impact of electric power industry modernization on the country’s fiscal security, it is proposed to determine the amounts of customs underpayments to the budget due to the refusal of imported fuel and transition to renewable energy sources, as well as additional excise tax and VAT revenues from the price difference of electricity power sales to the network.

The article is aimed at researching the structural-territorial organization of retail trade network of Ukraine, with a retrospective characterization of its development in 2010–2017. It is determined that during 2010–2017 the number of trade objects decreased by 39.4%. It is determined that the retail trade network is more developed in cities and settlements of urban type, its relative share by the end of 2017 has risen up to 81%. The structure of retail trade network of Ukraine is considered by types of trade objects. The analysis of the density of accommodation of trade objects along with securing shops with trade area showed a decrease in their values during 2010–2017. As a result of the research it has been determined that the retail trade network of Ukraine in 2010–2017 significantly reduced the scale of development, due to the lack of adequate State support for retail trade, deterioration of the economic situation, military conflict in the eastern part, temporary reduction of territorial boundaries of the country. Prospects for future researches in this direction are determination of regional features of retail trade network development in Ukraine.

The target vector of management of solvency of trade enterprise is presented, which is directed towards growth of market value of enterprise. The article is concerned with consideration of specific features of formation of budgetary policy of Ukraine and the EU in the sphere of income and expenditure parts, as budget policy is a key component of the State financial policy. The article considers the main problems that inhibit the development of stock exchange trading with the help of stock markets in Ukraine. Among such problems are: low capitalization and liquidity of stock market; predominance of OTC market over exchange; weak protection of investors’ rights; scarcity of institutional investors’ assets; lack of consolidation among Ukrainian exchanges; low population activity. It is indicated that further priority directions of modernization of exchange trade of Ukraine should be accompanied by: introduction of modern trading, settlement and information technologies; creation of an effective consolidated model of clearing and settlements; expansion of the range of financial instruments, in particular derivatives; improvement of the legal and regulatory framework; creation of conditions for circulation of foreign securities; improving the depository system and clearing and settlement system; combination of measures to strengthen the system of the State supervision and control with the development of self-regulation processes. The article is aimed at researching the main advantages and disadvantages of cryptocurrency, as well as its role in the modern economy on the basis of analysis of the cryptocurrency market development in Ukraine and world-wide. It is determined that today there is no generally recognized definition of cryptocurrency in connection with the complexity and innovativeness of this economic phenomenon. The article is aimed at researching the competitive advantages and significance of small banks for regional development of the national economy in the context of studying world experience. The role of local banks for lending to small businesses is generalized. It is proved that the combination of different in size competitive banks has a significant synergistic effect for the sustainability of not only the financial market, but the economy as a whole. The basic principles of activity and competitive advantages of the European cooperative banks are analyzed. It is determined that their implementation provides a high level of competitiveness, minimizes the consequences of bankruptcy of such banks for clients and society, allows to harmonize the priorities of private business with socio-economic development of territorial communities. The economic and regulatory factors of deterioration of the institutional structure of the banking system of Ukraine were explored. The negative consequences of sharp increase of minimum requirements to bank capital and displacement of small banks are determined. It is substantiated that artificial consolidation of the banking system worsened the financial condition of enterprises, complicated lending to small business entities. The differentiated approach to absolute capital size depending on the size and specialization of banking institutions is proposed.

The article is aimed at disclosing the essence of factors, prerequisites and mechanisms of occurrence of social risks of behavioral type. It has been determined that the internal factors influencing the risks of behavioral type are intra-personal (individual features of personality caused by its heredity, development, training and upbringing) and motives (the conscious urge to actions caused by the desire to achieve a particular goal). The external factors include: quality of life of individual, people, population, etc.; social factors (living conditions, family, level of education and culture, social policy, media influence, morality and traditions of society); economic factors (standard of living, material security, employment); politico-legal factors (political structure, norms of legal system, social-legal policy, wars, conflicts), as well as global factors based on erasing of borders in various aspects of life of mankind, generating social Inequality. The article describes the procedures for identification of the main problem, structuring and analyzing of problems of an organizational system in order to create an information base of the process of forming alternative managerial decisions. This base is a prerequisite for the selection of an optimal management solution aimed at solving the problem that arose under the influence of disturbing factors of the external and internal environment of the functioning of the organizational system and cause a violation of its equilibrium status. To identify the main problem of the organizational system, monitoring of its status is built, which includes the following stages: formation of the objective and an information base; analysis and evaluation of the current status of the organizational system; situational analysis of the problem development; diagnostics of the status of the organizational system at the end of the specified period; report on the monitoring results. To structure the problems, the «problem matrix» method is used in conjunction with the plotting of the problem-oriented graph. Possible methods of analysis of the generated problems are characterized.

The article is aimed at developing applied aspects of the process of organizational support to attract internal and external resources of formation and development of the employer’s brand using the instrumentarium of multicriteria analysis. The article considers attributes of potential employer for candidates for positions and value offers of the leading world companies, current and prospective purposes of employer’s branding in leading companies of the world, peculiarities of functioning of labor market in Ukraine, the key factors of attractiveness of employers, the needs of employees and the extent of their satisfaction with employers. The system of criteria is formed and the most expedient alternatives for the companies in terms of attraction of internal and external resources for formation of the employer’s brand are allocated. Prospects for further researches in this direction are analyzing of the basic metrics of the projects of companies-outsourcers on formation and promotion of the brand of employer of the companies of customers, schematizing the decision making process concerning reasonable selection of companies of outsourcers and formation of such a system of criteria for the implementation of the choice, which includes the requirements for both the company-outsourcer and the future project.

The article is concerned with the group of theories of development «from below» which appeared as the answer to criticism of inadequacy in the practice of models of the opposite group – development «from above». The latter theories concentrated exclusively on production processes and economic entities, which proved to be insufficient. The conceptions of development «from below» are focused on endogenous factors, including intangible ones, which regional communities have available. Theories of development «from below» are internally heterogeneous, among them it is possible to distinguish three groups of theories. The first is a group of «soft» theories. Treating the region as a subject of development, they take as a basis the fact that, according to current dominant and proven practice tendencies, development takes place in the context of not only cooperation but also a significant dependence on near and far environment. These theories include the theories of integrated development of region. The second group of theories is the so-called institutional theories. They attach great importance to social and cultural phenomena as factors of economic growth. At the same time, these theories indicate the importance of «self-development» of region. To this group of theories can be attributed theories of endogenous development. The third group of theories recognizes subjectivity and self-development of region together with local territorial units as a starting point for development. These theories include the orthodox theories of regional development and theories of the independent region and local development.

The article is aimed at generalizing the experience of the post-Soviet countries on introduction of financial instruments of modernization of electric power industry sector. The article systematizes data on use of financial instruments of modernization of electric power industry by the governments of the former USSR countries. In addition to grouping of financial instruments by countries, was also assessed the transformation of structure of electricity production in the context of primary sources for 25 years (1990–2015). Attention was paid to renewable and fossil energy sources, with allocation of natural gas in the structure of the latter as more ecologically sustainable. As a result of the carried out research, the conclusion was obtained about the determining role of objective factors in the development of the country’s economy in the technological transformation of its electric power industry sector, while government actions to implement financial instruments for stimulating this process were generally of secondary importance.

The article is aimed at studying, systematizing and comparing the experience of management of the development potential of housing and communal services of foreign countries with Ukrainian practice. The phased approach to introduction of the world experience of management of the development potential of housing and communal services, giving attention to peculiarities of separate management of spheres of housing and municipal economies in foreign countries, is proposed. The general tendencies in activity of housing and communal utilities of the Eastern Europe countries and the Baltic States are researched and the influence of activity of these enterprises on social protection, provision and standard of living of population is analyzed. Emphasis is made on the experience of the State support of financing the capital repair and modernization of apartment house. The differences in the formation of tariff policy both in developed countries and in Ukraine are defined, on the basis of which the authors have developed the prospective, adapted to domestic conditions, directions of improvement of the management of enterprises of housing and communal services in Ukraine. Prospects for further researches in this direction are definition of practical recommendations and tactical actions on adaptation of the positive world experience of management of the development potential of enterprises of housing and communal services in Ukraine.

The article considers the dialectic of economic relations arising in the provision of customs interests from the standpoint of the State regulation. The scientific-theoretical groundworks in the field of the chosen vector of research are analyzed and systematized, on the basis of what the dialectical approach to understanding the essence and purposes of tiered interaction of subjects in providing own interests in the customs sphere is proposed. In the course of research, the leading role of customs policy was defined as an important component of the system of customs interests. The main aspects of influence in the plane of international, macro- and micro-levels, interaction of economic entities on the provision of customs interests of the State are allocated and substantiated. Prospects for further researches in this direction is definition of essence of the concept of «regulatory potential of the State», and also allocation of the dominants and criteria for its estimation in provision of customs interests.

The publication identifies the problems of harmonizing economic interests at the regional level. The necessity of research on interests of economic entities of regional level is specified, because contradictory interests of tiered subjects of economic system are manifested through their economic relations. It was clarified that regional policies to ensure sustainable development of the region should be based on economic, social and environmental policies. The approaches to definition of the nature of economic interest are allocated. The authors have reasoned that the main feature of functioning of the regional level is its own, specific system of economic interests connected with presence of many entities of economic activity on territory of the region: enterprises of local, regional, and of the State subordination, various institutions, and private enterprises. It is concluded that regional confrontations of economic interests, unfortunately, are very poorly amenable to regulatory actions by the State and regional authorities. Harmonization of economic interests in the region should be based on a combination of joint efforts by the State, business and society to find directions to eliminate contradictions for a balanced socio-economic development.

The article is aimed at studying the correlation of the income per capita level with the financial support of the educational-scientific sphere, and determining on this basis the directions of improving the efficiency of education financing in the countries with low income per capita, with attention to its potential regulatory-institutional adaptability to the current conditions of Ukraine. The current economic development of foreign countries is analyzed, the countries are grouped according to the criterion of GDP per capita; a correlation between the level of per capita income and the level of the State expenditure on education is determined. It is identified that Ukraine belongs to the countries with low income per capita. Directions of improvement of management and financing of education are suggested, the main of which are: optimization of distribution of financial resources; diversification of funding sources by expanding the range of educational services and attracting resources from the private sector, etc. Prospect for further research in this direction is to determine the interdependence between the level of income per capita and the State expenditure on health, social protection to substantiate proposals for financing at a sufficient level the main activities in which human capital is being reproduced.

It is determined that the result of activities in the sphere of education, provision of educational services at the macro-economic level can be the volumes of gross added value of education, and factors of economic growth can be the number of employees and the amount of capital investments in the researched sphere. The use of the mentioned indicators is substantiated taking into account the modern system of providing information by the State Statistics Service of Ukraine. Tendencies of changes in the factors of economic growth for 2007–2016 are analyzed. The model of economic growth in education with exogenous inclusion of the factor of scientific-technological progress is built. The indicators of efficiency are calculated by correlation of factors of the economic growth function in the sphere of education. The necessity to increase the volume of capital investments in the sphere of education for modernization of material and technical base, use of the newest software, forms and methods of training is substantiated.

The article proposes the methodology of practical use of game theory for analyzing of risks of subprocessions of operational processes of agricultural enterprises on the basis of models of components of effectiveness by Burennikova (Polishchuk) – Yarmolenko and relevant indicators. The methodology is considered on the example of processes of formation of gross incomes at five agricultural enterprises of grain products subcomplex as subprocesses of operational processes of these enterprises. A certain payment matrix for the case of non-strategic game (playing with nature) was built. A gains matrix would generate a risk matrix. Two risk matrices are obtained, depending on the two formulas according to which the elements of these matrices are calculated. According to the data of these two risk matrices, the maximum risk values are found in each row, and two corresponding column matrices are drawn from these values. On the basis of the mentioned column matrices, a ranking of risks of functioning of the considered enterprises is carried out. The article researches the risks of functioning of enterprises in terms of effectiveness. Similarly, one can research the mentioned risks from the standpoint of efficiency.

The article is aimed at building the functions of forecasting the indicators of economic development of production, represented by time series. Modeling of changes of financial-economic indicators of production in short and medium-term perspectives is considered. The methodology of detection of anomalies of a time series together with significance of their influence on values of the basic characteristics of a time series is provided. It is substantiated, that forecasting of processes of economic development of enterprises is most optimally executed by means of polynomial quadratic approximation. Use of the proposed approach allows to exclude subjectivity of expert estimation and to increase accuracy and reliability of forecasts. The prospect of further researches in this direction is comparison of real production data of financial-economic indicators of dynamic series with the calculated trends and adaptation to current conditions. Further development of modeling and forecasting of processes of economic development implements the process of constant updating of the model depending on influences of surrounding factors, bringing closer the characteristics of mathematical model to real data.

With the help of the quazi-adaptive model of innovative activity of enterprises of Ukraine, the forecast estimations of the indicator of innovative activity of enterprises of Ukraine for 2019–2021 have been found and researched. The idea of the quazi-adaptive forecasting method consists in accounting the changes in the parameter mark in adaptive models. The behavior of the indicator of innovative activity of Ukrainian enterprises has a characteristic cyclicity that resembles a bucket or cezve in a cut. This figure is suggested to be called the «innovation bucket». The decrease of innovation activity of enterprises in the average by one percent is forecasted. The quazi-adaptive approach to forecasting of innovative activity of enterprises allows to take into consideration not only the adaptive features of behavior of a time series as a whole, but also features of the mark changes present in the model of parameters, interrelation of its components. This makes possible to explore the internal structure of the time series and is positive for practical use.

This publication is concerned with the comparative analysis of existing methods and models of behavior management of socio-economic systems (SES). A significant number of works by domestic and foreign scholars on the issues of economic-mathematical modelling of SES were analyzed. A classification of methodological schemes of SES modeling is proposed. Both macro-economic and micro-economic models have been allocated. Special attention is given to consideration of models of dynamics of socio-economic systems, in particular models of dynamics of time series; models of unevenness and cyclicity of development; scenario models of development; theories of fuzzy sets and neural networks. The provided classification of methodological schemes of modeling of open SES is not complete, however gives the general idea of applied methods and models and allows to choose adequate research instruments according to the set purpose taking into consideration the limiting factors, which, unfortunately, are present in each of the described modeling schemes.

The article is aimed at researching activities of the State-owned enterprises (SOEs) in Ukraine. For this end, an analysis of financial results of activity of the State-owned enterprises was carried out, along with an analysis and a comparison of groups of the SOEs according to recommendations on their future status within the framework of strategy of the Ministry of Economic Development and Trade of Ukraine. It is determined that more than a third of the State-owned enterprises recommended to shutdown are dominated by small-assets companies with the close to zero financial results. About a quarter of companies, among which relatively small enterprises are dominating, are subject to privatization. The exception is the State-owned banks, which are the largest actors in the financial market of the country. Almost all major State-owned enterprises are planned to be left in the public ownership. The financial result may not be the only criterion for whether a company be left in the public ownership. It is necessary to pay attention to whether the activity of a company has a social effect which is impossible or very difficult to achieve within the limits of private property. Research on this issue together with development of relevant recommendations are the topic of further study.

The article is aimed at studying the practice of organization of activity of heat supply enterprises in developed countries at local level. As a result of the research it was determined that the problems in heat supply are international, and those, which now arise before the Ukrainian thermal power industry, already had to be solved in the European countries. The reforms carried out therein have led to the fact that at almost all European thermal power companies the main directions were modernization of enterprises on the principles of innovation policy, restructuring of management practices, and weighted (flexible) tariff policy. It is substantiated that sustainable development of thermal power engineering at the local level requires transition from the model, in which the priority element is production, to the model, where the main attention is paid to the consumer, that is the transition to the management of interrelationships. The article is aimed at identifying possibilities of transformation of household savings into resource of development of region on the basis of an analysis of directions of investment of household funds and assessment of the real estate market in Ukraine. The main directions of investment of household funds are characterized as follows: investment of funds in bank deposits, purchase and sale of foreign currency, and purchase of real estate. The volumes of investment of household funds in financial instruments and real estate are analyzed in the regional cut of Ukraine. The reasons of low investment activity of households are disclosed. It is identified that only investments in real estate, particularly in the primary market, can simultaneously influence the development of region and bring profit to households. Expediency of development and legalization of the market of rent of real estate for investors and bodies of local self-government is substantiated. Regional programs to promote and support the development of rental market through the provision of targeted credits are proposed to be implemented at the local level. Emphasis is made on the need to differentiate renters for taxation purposes depending on the number of property items in their property.

For this type of transport task, both general content and mathematical staging, together with a concrete example of their solution, are provided. The authors have deliberately chosen for the task of distributing vehicles with fixed surcharges an example with a small dimension of transport routes. The purpose is to increase the visibility and simplify the consideration of issues of their mathematical modeling. The issues of computer modeling of such tasks are considered in the article separately. For the first time, a new approach to solving them has been proposed: not only by means of computer mathematics, such as Excel and MATLAB, but using the genetic algorithm of «behavior of bees’ swarm», which has showed the best result in terms of the number of iterations. That, in turn, allows to apply the latter algorithm for the tasks with larger dimensions.

The current status of the agro-industrial production in Ukraine is analyzed. The publication identifies the factors of improving the efficiency of management of the innovation potential of the region’s construction complex, which the author proposes to consider as an aggregate of incentives for a favorable State policy in the innovation sphere. The analysis of the structure of strategic potential of the construction complex of region has proved the correlation between potentials of different levels and between the potentials of one level. Mutual influence of potentials of one level is caused by interchangeability and complementarity of different resources. The Interchangeability property assumes that a decrease or increase in the system of one resource can be compensated in certain proportions by another resource. It is concluded that formation of the advanced technological level of production is not only the most important task in terms of innovation activity of the construction complex, but also a condition of its further development and improvement of competitiveness.

The article identifies the main factors determining the efficiency of housing and communal complex functioning in the regions of Ukraine. It is specified that the enterprises of housing and communal services of Kharkiv region have many problems connected with shortage of labor force at the enterprises of the branch; raw materials, equipment; financial constraints and other negative factors. The carried out analysis of functioning of the housing and communal services enterprises proved that by types of economic activity the share of the enterprises of supply of electric power, gas and air conditioning is insignificant, but decreases, while the share of the enterprises of water supply, sewage, the waste management, on the contrary, increases. The analysis of structure of capital investments by sources of financing of Kharkiv region (in percent to total volume of investments by region) is carried out. The monetary expenditures of households by deciles groups are analyzed depending on the size of capita equivalent money income. It is proved that for sustainable development of the housing and communal services enterprises of Kharkiv region it is necessary to ensure stable financing of construction and modernization of communal infrastructure systems, financing of technical and technological activities, transformation of organizational and administrative structures of housing and communal complex.

Consolidation processes in the banking sector are actively developing in different regions of the world, but each region is characterized by its own peculiarities of the process behavior. Europe is characterized mainly by internal consolidated agreements. The consolidation of medium-sized banks is more common than agreements concluded among large banks. As far as international consolidation is concerned, the number of these agreements remains at a very low level. The United States is developing local and regional consolidation, which has a clear upward trend in 2018 in view of factors such as high fixed regulatory costs, low growth due to low interest rates, rapidly changing technology, and financial innovation. These factors caused a structural decrease in the profitability of banks. In the case of Asia, the region has different tendencies depending on the specific country. For example, China is dominated by consolidation transactions in the domestic market. The China’s banks are focusing on growth through diversification and the introduction of other financial services. In contrast, Japan is dominated by consolidation with international financial institutions against a background of slow economic growth and declining population in the domestic market. The main areas of Japan’s consolidation are the United States and the ASEAN countries.

The article is aimed at identifying indicators of the identification and the process of liquidity crisis deployment, determining ways to prevent crisis phenomena of liquidity in conditions of cyclical market development. The scientific approaches to definition of essence of the concept of «liquidity of commercial bank» and the related concepts are generalized, the hierarchical levels of liquidity of the economy are delineated, and the authors’ own interpretation of the concept of «liquidity of banking system in whole» as a qualitatively new level of economic relations is formulated. The concept and types of «structural position» of liquidity of banking system are formed in accordance with the structure of assets and liabilities, its autonomous factors are allocated. A new approach to consideration of the process of liquidity crisis deployment is proposed, in particular on the basis of «liquidity spirals». Attention is focused on the difference between «liquidity spirals» and credit cycle. The authors’ own understanding of «black holes of liquidity» as the most complex manifestation of liquidity crisis has been formed. The reasons, forms of their manifestation and possible consequences are determined. Panic behavior and loss of confidence are allocated among the main reasons for the appearance of «black holes of liquidity». It is proved that the central bank should apply certain regulatory measures in order to eliminate and prevent liquidity crisis.

The article is aimed at determining the priorities of investing the innovatively active enterprises and modeling the optimal structure of financing the innovation costs based on multi-criterion optimization. On the basis of applying of the method of analysis of hierarchies, the authors define the vectors of priorities in financing of the innovatively active enterprises of different kinds of economic activity by the criteria of development of external and internal market, employment, and environment-friendly productions. The optimal structure of financing of the innovation costs of enterprises in Ukraine according to the principle of coordination of economic interests of various economic entities such as the State, households and business, is calculated. The article is aimed at identifying, on the basis of statistical analysis and using the data obtained by the known international institutes, the significant indicators (factors) of investment activity of enterprises and the high added value in current conditions. The results of the correlation analysis, conducted according to the World Bank data, which were based on the indicators of 210 world countries as of the end of 2015, with the help of the IBM SPSS 27 package, have allowed allocating of the statistically significant indicators and factors of the high level investment activity of enterprises and added value. These indicators characterize: development of economic institutions, size of economy, openness of economy, organization of financial market; development of education, science and introduction of innovations; development of the sphere of information and communication technologies. The article is aimed at comparative analysis of financial autonomy of Ukrainian and Western European universities and determining, on the basis of this analysis, possible directions of expansion of such autonomy in Ukraine in connection with the introduction of legislative changes in the definition of the status of universities. The possibility of granting the State universities the right to choose one of the following statuses is substantiated: budget institution; State-owned non-commercial institution (organization) of non-market type; State-owned commercial institution organization) (i.e. entrepreneurial university). It has been determined that expansion of financial autonomy of the State-owned non-commercial institutions of higher education is possible on the way of transition from the budgeted to the grant financing; releasing the incomes from the provision of paid services from the restrictions imposed by the Budget Code of Ukraine; granting the right of not returning to the State the budgetary funds not used during the year; independently determine the norms of the number of persons receiving higher education for one position of scientific and pedagogical-scientific workers, as well as the norms of time for the educational and other work of pedagogical and scientific-pedagogical workers; establish enterprises for the production of innovation and/or production activities. Further scientific researches are required as to the issues of increase of the time horizon of budgetary financing of the Ukrainian universities in connection with the full-fledged functioning of the medium-term budget planning, and also conditions of introduction and principles of functioning of the State-owned entrepreneurial universities.

The research is aimed at developing a methodical approach to the attributed selective study, which will provide timely identification of errors in the process of document formation, as well as developing proposals to reduce the level of possible deviations. A generalization of the studies on the audit sample indicates the lack of common opinion and approach to the use and practical application of selective methods in the audit. In terms of methodical approach the purpose, tasks, stages of formation of the attributed selective research are defined by means of the statistical method, allowing to establish a sample volume and the upper limit of accuracy according to the stratification of a sample. The calculations of the upper limit of the confidence interval for the determined deviation share, depending on the number of deviations and the permissible error, are presented. Prospects for further research in this direction are development of an approach to monetary selective researches in the audit.

The models of factor relations and interrelations of socio-economic processes are based on the corresponding theoretical and economic provisions and hypotheses. In the presence of statistical data, analytical or econometric models (model systems) can be constructed. Checking of adequacy of the models commonly uses the Fisher Criterion, determination coefficient and other instruments. The econometric approach presupposes the presence of unaccounted factors in the model, which are assumed to be coincidental with certain law of distribution. The hypothesis of presence/absence of randomness in the interaction of factors is not put forward as such. The article considers the possibility of applying the econometric approach in general. The criteria for assessing the presence of the factor of randomness of relations and interrelations of time series have been developed. The method of certain intervals for estimation of character of relations and interrelations between the factors that characterize socio-economic processes is proposed. Simulation experiments confirming the capacity of the method of evaluating the action of the random factor in socio-economic processes were carried out. Prospect for further researches would be development of a common methodology for econometric modeling, taking into consideration the nature of interrelations and relations between factors.

The meaning of the system of the customer-oriented approach in management of hotel business, which allows getting additional income owing to a deep understanding and an effective customer satisfaction, has been researched in the article. Different authors’ approaches to the understanding and definition of the concept of the customer-oriented approach have been analyzed. The stages of the development of the customer-oriented approach have been suggested. The matrix of SWOT-analysis has been developed using the hotel “Halychyna” as the example, its data have been analyzed and the practical recommendations have been made. The comparative analysis of competitors – hotels of economic classes has been made. Service consumers of the researched hotel have been surveyed; an analysis of the level of the customer-oriented approach of the hotel “Halychyna” according to seven main blocks has been made; the coefficient of the level of the customer-orientedness of the company has been calculated; the level of customer loyalty has been evaluated. Defining the level of customer satisfaction, the issues for the analysis of the level of customer loyalty have been considered. Using the data of the analysis, recommendations were developed to increase the level of competition-oriented processes in order to improve the quality of service.

The article is aimed at researching the content of the concept of «availability of sanatorium-resort services» and the factors influencing it. The thesaurus concept of «accessibility» is considered and on its basis the author’s own definition of the concept of «accessibility of sanatorium-resort services» is formulated. It is concluded that this concept according to its characteristics corresponds to an object of fuzzy sets, and also belongs to the unstable limit states between supply and demand, that is, represents a typical object of marketing researches. The structure of the factors determining availability of sanatorium-resort services is presented graphically. On the basis of the conceptual provisions of the author’s interpretation of the concept of «accessibility» and of the analysis of situation in the sanatorium-resort complex (SRC) a set of measures has been proposed in order to ensure the availability of sanatorium-resort services of recreational enterprises for the population. The current forms of employment are analyzed in terms of historical aspect. In particular, the authors have studied a number of models of labor market development in the works of foreign economists, allocating the following: classical, neoclassical, Keynesian, monetarist and institutional models. The research on evolution of scientific views of domestic and foreign scholars has helped to propose the scheme of evolution of the labor market development. A number of the non-standard forms of employment has been allocated, in particular: work «without a workplace», work in part, self-employment, informal employment, etc. The carried out theoretical analysis of the evolution of labor market made provided to allocate the main differences between traditional and modern employment. It is found that there is a radicality of changes that occurred in the employment system of the information (creative) society, a formation of its destandardization. It is noted that the data of the national official statistics contain a very small number of non-standard forms, which can be analyzed both in time and by types of economic activity.

The current status of the domestic enterprises of various spheres of economic activity is analyzed. A slowdown in the economic development of economic entities has been defined. It has been determined that in recent years there is an increase in the specific weight of the enterprises that have received a positive financial result, the largest volume of which belongs to the industry. The income generation is fulfilled by means of the net income from sale of products and the net earned insurance premiums, most of which again are obtained in industry. There is a strengthening of the production potential of enterprises due to growth of circulating assets in most spheres of economic activity (except for information and telecommunication spheres, the spheres of art, sports, entertainment and rest), and also there is a growth of turnover assets and equity. The article is aimed at studying tendencies and identifying features of Ukraine’s gold and foreign currency reserves, together with improving the theoretical and applied bases of their formation in the conditions of economic crisis. The determined factors of influence on the structure of the gold and foreign currency reserves are classified into general and specific. The main tendencies in the dynamics of volumes of the NBU gold and foreign currency reserves, their composition, and currency structure in the period of 2013–2018 are considered. The probability of replenishment of reserves at the expense of various sources of their formation is substantiated. It has been suggested to increase the reserves not at the expense of own and borrowed sources of formation, but due to an efficient management of them, stipulating the necessity of determination of an optimum volume of the gold and foreign currency reserves fund of Ukraine.

The article is aimed at researching the features of mezzanine financing of the State-owned enterprises in Ukraine. The analysis of mechanisms for attraction of investment resources in the public sector is presented. The importance of development and introduction of alternative innovative mechanisms for attraction of financial resources by the State-owned enterprises in the international capital markets is reasoned. It is specified that implementation of the criteria of the IMF program by the indicator of the State budget deficit does not allow Ukraine to actively use the State guarantees to attract debt financing of the State-owned enterprises. It is underlined that the strategic State-owned enterprises are to a certain extent limited in the right to freely attract long-term capital through primary public offering. Under these conditions, mezzanine financing is seen as an alternative mechanism for attracting private capital to the State-owned companies and is a form of financial collateral that provides a combination of debt financing and financing on the basis of participation in equity. The author presents the mechanism for mezzanine financing of a State-owned enterprise. The role of international financial organizations (IFO) in adaptation of mezzanine financing for implementation of investment projects to the needs of enterprises belonging to the public sector is indicated.

The article is aimed at researching the problematic aspects in the application of approaches and methods to the valuation of goods for tax purposes, customs clearance and preparation of financial statements, as well as developing recommendations for their solution. Features of valuation of goods and articles of own production at customs registration, taxation and preparation of financial reporting are identified. The most regulated should appear the area of customs clearance and accountance, in which the methods of valuation are based on international practice. The researching of valuation methods used in taxation has identified a number of problems related, first of all, to the insufficient normative regulation of use of the standard price mechanism for taxation purposes. This leads to problems in the sphere of tax administration and negatively affects the financial condition of both individual economic entities and the State as a whole. Suggestions on expansion of the field of application of transfer prices for the purposes of taxation on the operations not connected with foreign economic activity are presented. Further researches should be directed to the development of recommendations on improvement of the tax legislation concerning the definition of the standard price mechanism and expansion of the list of operations, which can be defined as controlled.

Essence of the three subindices, which are the basis for determining the ICT Development index is disclosed: subindex of access to ICTs, subindex of use and subindex of practical skills, each subindex reflects different aspects of the ICT development process. The methodology of creating the ICT Development Index for the regions of Ukraine is presented. The essence and method of calculations of indicators for each of subindices are considered in detail. On the basis of the formed system of indicators, the information support with use of the official statistics on the regions of Ukraine is carried out. It has been proved that an accumulation of structural changes causes structural shifts, and then also structural transformations. Based on the study results, the author proposes his own understanding of the essence of these concepts. As structural shifts should be understood the significant quantitative and qualitative changes in the interlinkages between the elements of economic system, which are the result of a combination of previous irreversible structural changes, occurred over time under the influence of various economic and non-economic factors, and which are manifested in the form of changes in the placement of elements, proportions between elements, and characteristics of the economic system. The structural transformation is a significant change in the structure of the economic system, which is the result of an accumulation of the structural changes and shifts, which during the transformation lead to significant qualitative modifications of the existing and appearance of new integral properties, traits, characteristics of the economic system. A list of the basic properties and characteristic attributes of the structural shifts and transformations has been provided.

The basic properties of competitive advantages such as dual character have been substantiated and supplemented. Both the factor and the effective nature of competitive advantages are characterized. A review of the financial instruments used in the European countries to modernize the electric energy industry has been undertaken. A review of the European practices indicates that financial support for the electric energy industry modernization projects is financed by such instruments, mechanisms and incentives as «green» tariff, «green» certificates and «quota obligations», «green» bonds, auctions, concessional lending, grants, investment subsidies. Venture capital investment is a common form of financing for electric energy industry modernization in the European countries. It has been determined that «green» bonds are an effective instrument that allows to accumulate significant amounts of funds and direct them to the renewable energy industry. Nowadays a significant number of renewable energy industry projects in the EU countries have already been implemented at the expense of the funds obtained from the «green» bonds issue. «Green» bonds are a pivotal promising financial instrument for the modernization of electric energy industry in the European countries. Formation of the mechanism for their issue in Ukraine, taking account of the foreign practice of creating a market of «green bonds», will allow to accumulate the financial resources that are necessary for development of the renewable energy industry.

This article is called comparative analysis of grounds for the commencement of Insolvency Proceedings. The problematic issue that was raised is the following one – is it necessary to harmonize grounds for the commencement of insolvency proceedings within the EU? Author outlines and examines two basic grounds for the commencement of insolvency proceedings: cash-flow and balance sheet insolvency tests, their interpretation and application under English, German and Lithuanian laws. Comparative analysis of these laws has showed that each country specifies and understands concepts of cash-flow and balance sheet insolvencies in the different manners, applying different indicators for their determination. Taking into account gained results, it is desirable and advisable to harmonize grounds for the commencement of insolvency proceedings within the EU in order to facilitate economic and investment climates in its Member States.

The article is aimed at analyzing the current status and determining prospects for international trade in goods. The dynamics of international trade in goods are characterized and the reasons for its slowdown are disclosed. A considerable attention is paid to the analysis of the commodity and geographical structure of the international trade in goods. On the basis of the conducted research the new tendencies and peculiarities of development of the international trade in goods in the contemporary conditions are disclosed. In particular, the authors consider the tendency of increasing the influence of non-tariff barriers on the dynamics of the international commodity exchange. Based on the calculation of the export quota as an indicator of the intensity of foreign trade in goods, conclusions have been drawn about the degree of openness of national economies in the current conditions. The authors have noted that in the coming years the growth of physical and value volumes of the world commodity exports is projected in the conditions of growth of the world prices for raw products. It has been determined that, most likely, further development of the international trade in goods will take place in conditions of deepening of trade integration at the mega-regional level. An increase in the number of participants in the international trade in goods is also expected in the context of further spread of e-commerce in the developing countries.

It has been determined that budgetary policy has both the direct and the indirect impact on the rate of economic growth. According to the functional classification, the composition of expenses of budget institutions has been identified, their structure and dynamics in the period of 2007–2018 have been researched. A structural analysis of budget expenses in the context of economic classification was carried out, on the basis of which a specific group of expenses of budget institutions promoting the development of intellectual capital has been identified. The stochastic correlation between the rates of growth of own incomes and expenses of budget organizations on the development of human capital was investigated, and on this basis the potential of the budgetary sector in the context of financial autonomy has been estimated. An economic-mathematical model for determining the optimal composition of private investments, productive and non-productive budget expenses has been proposed. According to the built model, the following components of the budget expenses have been defined as productive ones, the growth of the specific weight of which in the overall structure leads to sustainable growth of the economy. Institutional barriers to increase the productivity of budget expenses were identified, considering their substitutionarity and complementarity. A correlation-regression analysis was carried out to determine the nature of impact of separate components of the budget expences on the economic dynamics.

The article is aimed at assessing the level of financial security of Ukraine, using the instrumentarium for calculating the integrated indicators for each component, during the period from 2005 to 2016. As result of the research, a significant decrease in the level of banking security, security of the non-banking financial sector, as well as debt and budget security have been identified. There was also an unsatisfactory level of foreign exchange security during 2008–2010 and 2015, while in the course of 2006–2007, 2011–2012, in 2014 and 2016, the level was average. The integral indicator of monetary security during the researched period did not exceed the mark of 0,4 points, that is, its level did not reach even the average. In general we can note the average level of financial security in Ukraine in 2005–2007 and 2009–2013, but its level in 2008 and 2014–2016 was unsatisfactory. Prospects for future researches in this direction are improvement of scientific-methodical approaches to the assessment of financial security of the country and determination of ways and directions of increase of the level of financial security.

Determination of the return period of the costs, advanced for the creation of economic security service of enterprise during a year, involves consideration of interaction of the conditional money flow, accumulated for a certain number of months, and the constant costs. The main component of the constant costs are the annual depreciation deductions. The return period is considered as gross, net, valid, and specified. The gross (net, valid, and specified) return period is the time, wherein the gross conditional money flow, equal to the advanced costs, will be accumulated. The gross return period, taking account of the effect of time factor, is proposed to be defined as the ratio of annual depreciation deductions increased by the annual compounding coefficient to the conditional average monthly gross money flow, increased by the average monthly inflation index. As for the short-term period, a relationship between the gross, net, valid, and specified return periods of the costs, advanced to the creation of the economic security service, has been identified. The net (valid, specified) return period is equal to the gross period adjusted to the coefficient of excess of the gross conditional money flow, accumulated in the gross period, over the net (valid, specified) conditional cash flow.

The indicators to determine the economic feasibility of improving the quality of tourism services have been systematized. The methodical instructions on application of methods of calculation of indicators are offered as follows: RFM (recency, frequency, monetization); prices of lost customers and costs of attracted customers. The indicator of RFM for estimation of the cost of customers of tourism services is suggested to be calculated in terms of the period of the most recent purchase of tourism service, frequency of purchases in the researched tourism entity, and also cost of buying a tourism service. The price of lost customers is suggested to be calculated taking into account the indicator of loss of customers. Expediency of application of the methodology based on consecutive use of methods of brainstorming, fish diagrams and Pareto diagrams for determining of cause-and-effect relations, and also for measurement of impact of certain factors on the formation of the quality of tourism services.

Poverty is one of the unresolved problems among the socio-economic components in Ukraine. According to recent researches, the majority of the population of our country is beyond the limit of poverty. Experts from both Ukraine and the international organizations, including the UN, have different estimates of extent of poverty in Ukraine, citing different methods of calculation. However, whatever estimates be given to this social phenomenon, all experts agree on one thing: poverty in Ukraine is aggravated and covers the wider population of the country. The phenomenon of Ukrainian poverty is that for more than a quarter of a century inequality in the income of the population is growing, the price of labor is falling, and, paradoxically, the Government contributes to the growth of poverty by its regulation and deregulation of the economy, financial and social spheres. Therefore, the greatest threat to conducting reforms, ensuring the economic growth, to the entire national economy today, is the exorbitant poverty, which not only provides for the increase in labor migration, but leads to the total emigration of skilled workers, who are highly valued by employers of the near and far abroad countries. And yet, despite the significant economic potential, available resources, Ukraine remains one of the poorest countries in Europe.

The article is aimed at identifying peculiarities of functioning of communal enterprises and to assess their impact on the formation and use of financial resources of local authorities. The place of communal enterprises in the general system of enterprises of the communal sector of economy has been defined and the factors, complicating the procedure of analysis of activity of communal enterprises together with estimation of their influence on both profitable and expense parts of local budgets, have been allocated. The changes in the quantitative composition of communal enterprises and employees to them have were analyzed, the tendency of growth of loss-making activity of such enterprises, as well as the significant increase of local budgets expenses for covering losses of such enterprises, has been identified. The fiscal effects of functioning of communal enterprises for local budgets of different levels have been assessed. The presence of a clear tendency to increase the load on the expenditure part of local budgets in terms of financing of communal enterprises in view of the practically absent positive fiscal effects from them has been identified. It has been determined that the distribution of income tax revenues from enterprises with communal form of ownership between the levels of budgets is uneven. The basic principles which should become the basis of functioning of communal enterprises and their management in Ukraine have been indicated.

The article researches the efficiency of implementation of monetary policy in Ukraine in the context of determining the optimal ways to place households’ savings. The prospects of making deposits in both national and foreign currency as the most common directions of savings placement are considered. The research has identified that the main risks in the placement of savings by households as deposits in the national currency are the likelihood of bankruptcy of financial institutions, imperfection of the functioning of deposit guarantee system, inflationary fluctuations, and devaluation processes of the national monetary unit. Significant deterrents to the placement of foreign currency deposits are low interest rates, a large number of restrictions in the currency regulation, and a general low level of trust in the banking system. The directions of increasing the efficiency of monetary policy are proposed, that not only will increase the attractiveness of deposits for households, but also will create the basis for macroeconomic stabilization in Ukraine.

Features of such relationships for franchisor and franchisees in the form of two business models of franchising together with different types of payments for franchise have been provided. It has been identified that franchising allows for integrative relations, which are established between the representatives of big and small business over a certain period of time, forming for each party some positive and negative moments of interaction. It is proposed to carry out an analysis of economic problems leading to delays in the formation of franchising schemes at both the State and regional levels.

The scientific literature on the issues of interpretation of essence of the economic category of «staff» and «staff management» is analyzed with the purpose of definition of their content and role in the process of activity of enterprise. As a result of the carried out research was found out that the category of «staff» reflects the current tendencies and approaches to the management of people in the enterprise to the utmost, because it is based on the transition from the resource, consumer attitude to the humanistic in the relationship between employers and their employees. The economic content of the category of «staff management» has been defined from the standpoint of presenting seven approaches to the interpretation of this phenomenon: «human resources management» as a process, «staff management» as a system, «staff management» as an activity, «staff management» as an influence, «staff management» as an aggregate (of activities, principles, methods, etc.), «staff management» as a control element (component of enterprise management) and «staff management» as a science. Prospects for further research are identification of the main participants in the process of personnel management in the enterprise and the special body that will carry out these processes.

Today, both the production and the non-production organizations cannot function efficiently without defining the mission and values that explain why they are in the business, what products they produce, and what consumer market they target. Therefore, it becomes relevant to research the definitions of of the strategic process for the enterprises of bakery industry branch of Ukraine to ensure their sustainable development in the context of globalization and the development of market economy. The purpose of the research is to improve the approaches to organization of strategic process at the enterprises of bakery industry branch of Ukraine. The study was based on the use of such approaches and methods: dialectical, systemic, causal method, theoretical generalization and comparison. The types of strategic process which can be applied by the enterprises of bakery industry branch of Ukraine have been defined. A stable relationship between the external and the internal environments of the strategic process, with the allocation of the functioning elements for each of them, has been determined. It is proved that close interaction of both external and internal environment plays a key role in the formation of organizational design of a bakery enterprise.

A characterization of decision-making factors on purchase of private cars taking account of the motives and needs of customers is provided. The demographic, macroeconomic, socio-cultural, marketing and technical factors, as well as the motives and needs of customers are considered. According to the author’s classification of needs the influence of factors on different groups of needs is analyzed: obligatory; desirable, but not mandatory; prestigious; trend; class; dominant, etc. The author brings forward the idea that the researched factors evoke a number of emotions in buyers: confusion, doubt, joy, tide of happiness, confidence, reliability, sense of protection, domination, authority, etc. During the purchase of private cars there is a rush of happiness and pleasure in women more often, than in men. But men more likely than women feel satisfied with the purchase, which is based on their simple attitude to money as a mediator of the buying and selling process. Studying the reaction of customers to the influence of various factors provides automakers and dealers with creation of the most favorable conditions for making purchases in their car center.

Methodical approaches to evaluation of strategic positions of the employer’s brand and its competitiveness are substantiated. Comparative analysis as an approach to the evaluation of the employer’s brand is considered. The advantages of having an employer’s brand in the organization are allocated and the most important elements in the process of forming the employer’s brand are defined. The research on instruments of formation of both internal and external brand of employer for the retail shops network «Prego» was carried out. The employer’s brand strength is evaluated according to the main points of a specialist contact with the employer’s company. An assessment of factors of external and internal brand of employer was carried out. A system of criteria for evaluating the competitiveness of the company’s employer brand has been formed. The strategic positions of the employer’s brand of the «Prego» store chain in the retail sector were evaluated.

Innovative forms and methods of salary design have been researched and developed in order to improve the practice of material motivation of staff and to build an efficient system of achieving the enterprise’s goals. It has been determined that in modern conditions of management the most widespread in the financial-economic terms is flexible remuneration of work, allowing to timely and adequately react to change of productivity of work of employee by individualization of his earnings. On the basis of generalization of scientific theoretical provisions and methodological recommendations, the algorithm of building of a fair system of remuneration of employees of enterprise is proposed. In order to improve the practice of material motivation of staff and to build an efficient system to achieve the goals of enterprise, practical recommendations on application of the system of remuneration based on grades, key efficiency indicators, model of competencies and Kaizen have been developed. It has been summarized that the principles that underlie the grades technology, key efficiency indicators, model of competencies, and Kaizen, open up prospective ways of enterprise development. Application of innovative forms of salary design will provide to create a modern efficient system of motivation of staff, management of competencies and career, and will become the basis for creation of an efficient system of management of human resources of enterprise.

The article analyzes contemporary interpretations of the concept of economic security of enterprise and suggests their systematization in the context of protective, sustainable, resource-functional, competitive, harmonizing, and complementary approaches. On the basis of analysis of the existing interpretations of economic security of enterprise in the context of each approach has been formed a comprehensive view on the nature of the studied category by systematization of its resource-functional elements, target guidelines and objectives, influencing factors, efficiency criteria. The author’s own definition of economic security of the enterprise has been suggested, according to which it is as a complex activity, which is directed to efficient formation and use of resource potential of enterprise in various functional spheres to provide its sustainable functioning in a volatile economic environment. The detailed study of methodological approaches as the basis for cognition of the essence of economic security of enterprise is the basis for further scientific researches on the influence of risks on its economic security in conditions of cyclical development of economy and the development of methodical instrumentarium of risk management with the purpose of sustainable functioning of enterprise.

Research on leadership theory is the basis for a large number of scientific works, but there is no systematic study on leadership concepts. Both the transformation of general business environment and the Fourth Industrial Revolution require a new understanding of the essence of leadership. However, this is impossible without a detailed analysis of its evolution in scientific works and within the framework of the concepts of development of economic science. Accordingly, the publication systematized approaches to understanding leadership in modern economic science, which helped to identify three main approaches to its definition: leadership as a process, as a result, and as an instrument. New features of leadership approach to management are characterized, which is possible as a result of analysis of evolution of the approaches to understanding of leadership. The analyzed works of philosophers and economists of different times have allowed to allocate the basic ideas laid down in the understanding of «leadership» in scientific schools and movements, and also to carry out their periodization. Peculiarities of the understanding of «leader» and his role in the society at different stages of economic development have been allocated.
