The article is aimed at substantiating the basic categories of the conception of security of human development and formation of a definition of the concept of «security of human development» that would provide the most comprehensive understanding of the nature of this process. The main approaches to researching the phenomenon of «security» were analyzed. Characteristics of the formation of human security as part of a holistic paradigm of human development were considered together with rethinking it as a new theory of global security. A cross-categorical analysis of the concepts of «human development» and of «human security» was carried out by the main criteria: characteristics, time frames, main purpose and objectives. As a result, the human security is complementary to the concept of human development in the part of safe variants of choice (freedom from needs); it further facilitated the security provision at the level of prosperity and progress, not at the level of survival. It has been determined that the conception of human security is at the same time an element of the conception of human development as well as of human security.

The article is aimed at analyzing the phenomenon of nepotism. The scientist views on nepotism and its consequences were studied. The problem of nepotism in the current socio-political environment of the State was considered. The real examples of the spread of nepotism in Ukraine and in other countries around the world have been provided. The author has advanced a hypothesis about the negative impact of the development of rural culture and mentality on the development of nepotism and corruption. This hypothesis has been confirmed on the basis of economic and statistical methods. The reasons for the cultural lag between the village and the city have been presented. On the examples from various countries around the world, existence of a statistically significant link between the proportion of rural population and the level of corruption in the country has been proved. The experience of the Soviet Union in preventing the emergence of nepotism in the regions was analyzed. Recommendations have been made to reduce the risk of nepotism among government officials in terms of one region.

The article is aimed at defining the nature of the economic category of «financial potential» by systematizing, generalizing and critically analyzing existing approaches to the interpretation of this concept and formulating its basic essential characteristics. As result of the study, seven basic essential features of the category of «financial potential of enterprise» have been formulated and described. It has been suggested that this concept should be defined as an integrated characteristic of the system of financial management of enterprise, which is reflected in the capabilities to form the necessary level of financial resources from various sources, their efficient distribution and use to ensure the tactical and strategic objectives of financing the future development of enterprise, taking into account the risk factor. Prospects for research in this area will be classification and characterization of types of the financial potential of enterprise, also the systematization of its elements, which would provide to improve the level of efficiency of its management.

The article carries out an analysis of Nigeria’s economic development tendencies. This country is one of the largest economies in West Africa and is heavily dependent on oil production as the main source of both foreign currency earnings and public funds. On the basis of the study of Nigeria’s main socio-economic indicators, it has been concluded that the country’s economy is being actively developed, although it is encountering a number of problems in its path. These problems relate primarily to low economic efficiency (in agriculture and oil production), activities of the underground sector, which exacerbate the existing difficulties and the low standard of living of the population. The value of the Nigerian index of involvement in international trade was analyzed. It has been concluded that in 2016 the indicators on the internal market access, accessibility and quality of transport services have deteriorated in comparison to 2014. However, the status of external access to the market and the use of information and computer technology has improved. The directions of improving the efficiency of Nigeria’s external trade have been indicated.

This article is concerned with International methodology of assessment of employment protection. The main problem that is raised in this article is the following one – what indicator and criteria should be used in order to determine the degree of employment protection in a particular country? Author outlines and comprises the basic indicators that were created by the leading institutions: the OECD, the World Bank and Cambridge Center for Business research. The positive as well as negative consequences and also an influence of having a stringent degree of employment protection on the areas like productivity, labor market, labor market flows, etc. are described and discussed. Author also suggests different steps that should be taken in order to reform the current situation and solve problems in the labor area. Three possible ways of how to reform and enhance employment protection are analyzed and characterized.

This article proposes a theoretical analysis of the scientific approaches to defining concepts such as «exports» and «export activity». The results of the study helped to reveal that these concepts are identical, although this approach is criticized by many scientists. In the publication presented, the export activity is understood as a combination of actions on the part of the enterprises – foreign economic actors, involved in organizational arrangements aimed at preparation and marketing of goods to foreign economic actors. The article calculates the macro indicators in dynamics in order to characterize the status of Ukraine’s export activities. Its main development tendencies have been identified, the main challenges and directions for further development have been indicated. The article provides the international experience in promoting exports worldwide, the main tasks and functions of export promotion institutions have been explained, thus creating possibility to form recommendations for further actions on the part of the State to support and develop the export activity of Ukraine.

The article is aimed at analyzing the dynamics, structure, and problems of the innovation development of the food industry and substantiating the directions of its intensification as a factor in the development of a competitive exports of Ukrainian food products. The article carries out a detailed analysis of the dynamics and structure of the innovation activity of Ukrainian food industry in the period from 2007 to 2015, in particular the characteristics of its resource and innovation provision. The performance level of productive-economic activities of the economic entities, the destabilizing factors impeding the innovation development of the national food industry, and the nature of formation of its technological infrastructure have been determined. A set of measures has been proposed to accelerate the innovation development of the food industry at the meso- and macro levels. For further research, enhanced studies on substantiating the methodology for estimating and forecasting the competitiveness of the food industry at the international level would be prospective.

A priority direction for Ukraine’s foreign-economy-oriented activities is an intensive cooperation with the Republic of Poland. The article is aimed at identifying the features of Ukrainian-Polish economic relations in the period beginning from 2000. It has been shown that the Ukrainian-Polish economic relations have increased sufficiently in recent decades. They are based on the improvement of all forms of economic cooperation: international exchange of goods, international exchange of services, international movement of capital, and labor force migration. Nowadays, however, the level of such cooperation can hardly be described as meeting the potential of both countries: with regard to Ukraine, the trade balance is negative, Ukrainian exports consist mainly of raw materials and semi-finished goods, and the share of the high-tech cooperation remains modicum. Mutual trade in services is not developed at all. Investment cooperation is also insignificant, and successful investments on both sides is hardly possible. The real high-demand form of economic cooperation is labor migration, which today provides the truly substantial injections of monetary means into the country’s economy, but requires the immediate intervention of the State to make the labor migration from Ukraine organized, civilized, and truly profitable.

One of the priority directions for structural reforms in Ukraine on the road to European Integration is the reform of decentralization of power and modernization of the system of public administration on the national and local levels, allowing for a more efficient provision of the socio-economic development of both the individual territories and the country as a whole. However, the actual indicators of the socio-economic development of the regions of Ukraine indicate a further increase in the inequality of their development. These tendencies have been particularly accentuated by the socio-political and socio-economic crises that took place in the country during 2014-2015. The publication carries out an analysis of the socio-economic development of the regions of Ukraine during the period of 2014-2017, and assesses the dynamics of socio-economic development of the regions in the real sector of economy. The article is concerned with details of development and implementation of strategic planning documents, regional development programs, and formation of their information-analytical support. The stages of development of a strategic planning system in the current practice of public administration in general and of region in particular have been provided and characterized. It has been concluded that the key element in the mechanism of the State regulating the regional development is its conceptual principles, which are formed under influence of the theoretical-methodological principles of regional development, implementation of world-wide experience, requirements for the State regulation of regional development from the standpoint of other interdependent directions of the State economic policy, and taking into consideration assessment of the current status of development of regions. The information-analytical support for mechanism of the State regulation of regional development should be understood both in a broad and in a narrow sense. The first sense involves formation of a coherent system of methodical support for the collection, processing, storing, protection of information, accumulation of database, preparation of analytical materials on various aspects of regional development with an appropriate scientific accompaniment, while the second sense remains within boundaries of the Section V of the Law of Ukraine «On principles of the State regional policy», regulating the monitoring of implementation of the State regional development policy.

The article presents concepts and structure of the national innovation system (NIS), defines its main role in economic growth and the country's transition to the innovation-investment development path. It has been determined that the instrument of the strategic management of innovation process in terms of the State is the innovative mission that sets the overall direction and development priorities for the initiative project teachers and researchers’ teams’. The "triple helix" model and the conditions of its implementation in Ukraine are proposed. Three institutions – university, business and government – are committed to cooperation. The article, on the basis of generalization of scientific views of foreign and domestic scientists, substantiates the integrated model of marketing of higher education products and services with consideration of their specificities. The obtained result is the «5Р + S» model, which includes the newly introduced poli-element «proposition», combining the interrelated and indivisible elements of «product», «people» and «process», as well as the traditional elements of the service marketing complex: «price», «place», «promotion», «physical evidence». The «social-marketing» element has been added to the integrated model on the basis of the high societal importance of educational services. Altogether, the proposed integrated model of the complex of marketing of higher education products and services is a symbiosis of commercial and non-commercial marketing, which will enhance social and economic efficiency of functioning of higher educational institution.

This article analyzes the methodology for determining the credit risk of active operations of bank, as laid down in the Regulation on determining by banks of Ukraine the credit risk size on active banking transactions; a simplified algorithm for using it in practice has been provided. A study of the methodology, proposed by the National Bank of Ukraine, has revealed outstanding issues, such as adjusting the probability factor of borrower’s default, taking into consideration the retrospective. In view of this situation, it has been suggested that any generally acceptable methodology should be used. It is emphasized that the quality of the bank’s credit risk management can be determined by evaluating its credit portfolios for compliance with the regulatory acts and by comparing the difference between the bank’s actual risk and the actual amount of reserve funds, established by the bank. At present, the process of determining credit risk is excessively complex and cannot be fully automatized, and therefore needs to be substantially further elaborated.

The article is aimed at substantiating the methodology for assessing the economic security of transport enterprises, determining the target level and the instrumentarium for its provision. The proposed methodical approach to the assessment of the level of economic security of transport enterprises includes the determination of the level of counteracting threats and is based on the principles of integral estimation. The formed integrated indicator includes both indicators of counteracting the internal (human, managerial and technological, force majeure, financial) and external threats (market, stakeholder, power-based, natural, infrastructural). Each measure of counteracting threats is determined by results of assessment of dynamics of the three indicators. A practical testing of the proposed approach is carried out in the case of transport enterprises. Based on the established equation of the regression relationship between the level of economic security and the financial strength, a target level of economic security of transport enterprises has been substantiated. The instrumentarium to provide a targeted level of economic security according to the threat types, including preventive and reactive measures, has been developed.

The article presents the methodical bases of assessing the innovation processes of power generating companies with use of opportunities of cognitive modeling. It is specified that the method of cognitive modeling allows to remove contradictions concerning the interrelationship of the factors determining the innovation processes of the energy generating companies that usually arise when the results of research on the elements of the innovation system are being coordinated. Based on the arguments and practical examples, provided in the article, it was concluded that application of the method of cognitive modeling in the process of assessing the innovative capabilities of energy-generating companies is a sufficiently flexible and effective tool for supporting decision-making on strategic directions of their development.

The publication is aimed at developing the applied scientific foundations and instrumentarium for implementation of the new tariff terms in the practice of remuneration of employees in the budget sphere. On the basis of the identified problems of remuneration policy in the budgetary sphere, directions of its reform have been outlined. The importance of improving the tariff terms of remuneration together with developing new approaches to the designing a single tariff grid has been substantiated. The scientific-methodical recommendations on how to assess the complexity of tasks and responsibilities and to categorize them by the wage groups have been provided. It has been suggested that the complexity of tasks and responsibilities should be assessed using the points-factor evaluation method, which is applied in projecting the main wages, making use of grades. The factors for assessing the complexity of tasks and responsibilities according to different positions and jobs in the education sphere, science sphere, and science and technology sphere have been defined, the descriptive levels for certain factors have been developed. The assignment of posts and jobs to the qualifying groups upon the results of an assessment of the complexity of tasks and responsibilities has been determined. It has been concluded that use of the elaborated scientific-methodical recommendations would ensure decent remuneration, objective differentiation, transparency, and individualization of wages.

The article is aimed at studying the structural disparities in the labor market in Ukraine through the structural-dynamic analysis. The use of structural-dynamic analysis allowed to determine and prove the existence of moderate structural disparities in the labor market and to identify the structural and dynamic characteristics of the labor market in terms of economic activity spheres at the national level. A structural-dynamic analysis of the labor market suggests that there are the moderate disparities in the employment of population, which are of an upward (incremental) nature. This tendency is characteristic of all the spheres of economic activity analyzed. It has also been found that these tendencies are manifested in different regions with varying degrees of impact, which provides to conclude that further research is needed to identify the impact of these processes on development of labor market in Ukraine as a whole.

The article is aimed at assessing the socio-economic status of different categories of the population of Ukraine. The theory of systemic approach has been applied to the formation of a normative base for determining the standard of living of the Ukrainian population. It is displayed that the consumer basket, updated by the government in 2016, is regulated by the Order No.272. Among the drawbacks of this Order are: the ecological situation of regions is not being taken into consideration, differences with the Regulation No.780 and the lack of conformity with modern regulations are present. The Order No.332-p and the Regulation No.1379 are in line with world standards but are not considered in terms of the consumer basket according to the Regulation No.780. The carried out analysis shows that, for the time being, the normative legal regulation is not consistent with the cost of the actual basic needs of the population (food, non-food and services). In the future, in order to conform to the international EU standards, it will be necessary to reform the national standard provision of living standard of the Ukrainian population. Should the government ignore those shortcomings, the social and economic platform of Ukraine would be recessioned. A particular feature of the study was adoption of the integrated approach to the formation of the national legislative framework.

The article substantiates the need to assess the competitiveness of business model of enterprise. By analyzing, systematizing and generalizing the scientific work of foreign and domestic scientists, the basic methods of assessment were allocated and the feasibility of an integrated approach to assessing the competitiveness of business model of enterprise was argued. A scorecard system for evaluating the competitiveness of business model of trade enterprise has been developed and a structural and logical framework for the integrated assessment of the competitiveness of the indicated business model has been substantiated. Based on the Ishikawa diagram, potential competitive advantages have been defined and the «problem areas» have been identified that impact the competitiveness of business model of enterprise. The authors provide recommendations for transforming the business model of trade enterprise in the context of the enterprise’s orientation towards development.

The article explores the features of functioning of retail trade enterprises in supply chains; boundaries and dimensions of the supply chain of retail trade enterprise have been defined; a differentiation of methods for managing and assessing the efficiency of supply chain of retail trade enterprise has been proposed. The leading role of the logistic service of retail trade enterprises in generating service flows in terms of supply chain has been defined. The concept of supply chain driven by demand has been considered; the prospect for application of this approach in order to ensure the sustainable competitive advantages for retail trade enterprise has been identified. In order to assess the results of management of supply chain, it is proposed to combine the assessment system of the supply of enterprise and the assessment system of the logistic service provided to consumers of the retail trade enterprise. The scientific and practical usefulness of the proposed approach lies in the ability of the enterprise to better reflect the logistical partnership with the parties in the supply chain and to achieve maximum efficiency in its management.

The article discloses the essence of budget forecasting and defines its role in ensuring the State regulation of economic processes. It has been substantiated that budget forecasting, on the one hand, is the basis for the preparation of a forecast of the socio-economic development of the administrative-territorial units and the country as a whole, also for the timely and substantiated composition of projects of the State and local budgets for the planned budget period and for the medium term for the adoption of economic, social and political decisions in the process of implementing the relevant budgets. On the other hand, budget forecasting is based on the forecast of socio-economic indicators of the country’s development. The main objective of the budget forecast is to determine the scientific assumptions that include: substantiation of the sources and directions of use of the budgetary means; scientific analysis of the economically based income in the relevant budget; provision for future development of income and the directions of utilization of budgetary means; assessment of the possible impact of decisions made in the budget sphere.

The article examines evolution of the category of value and its provisioning with economic arguments, considering the legacy of the modern school of strategic management. Analyzing, systematizing and generalizing the scientific work of the subject area of the study have led to the identification of some problematic aspects, namely: prevalence of consumerism in disclosing the essence of value and its assessment through the prism of value expression, as well as the lack of a systemic approach that would take into account the multidisciplinary nature of this category. The origins of the definition of «corporate values» have been identified. As result, a classification of the specific manifestations of the values of enterprise are presented, the notions of «values» and «value orientations» are delineated. It has been substantiated that value is the economic category that has a polysemic nature and, accordingly, its ontological essence can be systemically disclosed only in the light of the interests of all stakeholders in business.

The article explores the essence of the organizational-economic mechanism, defines the main constituent elements and proposes a structural-logical relations diagram of the mechanism for management of the internal communication processes of enterprises. The basic principles of management are allocated, their hierarchy is provided from a position of grade of influence on the process of internal communications management. A list of management methods within the proposed management mechanism (economic, social-psychological, organizational) is described. It has been determined that the application of one group of methods in the process of managing the internal communications of enterprise without the use of others cannot have a lasting positive effect, because the management process requires an integrated and systemic approach. The author provides a sequence of phases of the internal communications management based on the process of diagnosing the status of the internal communication processes of enterprise and the formation of strategic directions of activity along with the managerial decision-making on its basis.

The article discusses the branding of banks in the world market for banking services in the context of fierce competition between financial institutions. The stages of brand formation were researched as a basis for building the bank's commodity policy. The main elements of brand to improve the market position of bank have been identified. The indicators for building strong bank brands have been reviewed and the efficiency of the contemporary marketing strategies has been determined. The most efficient innovative marketing strategies for branding are determined (subscription business models, chat bots, e-commerce, digital targeted advertising) to improve the market position of bank in today’s environment. The need to develop new internet marketing tools, original and risk projects in order to create efficient content and to excel the competitors. Prospects for further research in this direction is to consider e-commerce as an innovation marketing strategy that should become an integral part of branding.

The article considers the qualitative changes of the national competitive advantages as derivatives of the evolution of technological modes in the global business environment; the role of both the formal and the informal institutions in their development and implementation has been analyzed. With this in mind, topical in the development of competitive advantages will be improving the formal institutions in conjunction with the informal: recognition and use of the positive potential of the national values and attitudes. High adaptatibility towards turbulence of the economic environment, desire and capability to master new knowledge, technologies, fulfill one’s own abilities in the native country, should define the focus and content of transformations of the formal institutions. Results of the analysis show that nowadays a value shift is going on, attitudes are being changed, which suggests that there’s a necessity to understand that disposition of power institutions, mistrust to authorities can significantly slow down transformations in the direction of «competitive advantages – competitiveness».

The article is aimed at substantiating the model of relationships in the consumer market under conditions of postindustrial society. On the basis of consideration of the consumer behavior from the viewpoints of economic, sociological, and psychological approaches, the main aspects of the consumer activity under conditions of postindustrial society have been allocated. It has been concluded that the modern consumer market is inherent in the model, in which an individual is not merely a consumer of material comforts, but also has intelligence and spirituality, that significantly impacts the formation of one’s own preferences. Consequently, the consumer’s behavior is determined not only by the economic, but also by the social, political, psychological, religious, legal, ethical, environmental, and other factors. Another defining feature of this model is the restoration of a lost relationship of the individual benefit and the public benefit. It has been proven that the triad of «society – market – individual», thanks to its dynamism, openness, and constant generating the enriched cross-linkages, becomes a system, which is capable of self-development and which essentially corresponds to the content of the postindustrial relationships.

On the basis of a study of contemporary trends in the development of the fisheries’ resources and developing the fishing industry of the Kingdom of Morocco, the article substantiates the ecological-economic imperatives in the development of world fisheries. It has been determined that development of world fisheries is accompanied by the ecological-economic contradictions, solving of which in the theoretical aspect can be based on the concept of «sustainable development». The author studied the fish resources of the Kingdom of Morocco, as well as the role of the regional linkages in their development, developing the fisheries, and formation of trade flows. It has been found that the existing model of usage of the national fishery resources in the international trade does not correspond to the objectives of sustainable development in the fishing industry and in the economy as a whole. The article is concerned with developing the integrated approach to ensure rational use of energy resources in terms of the globalizing development. Dependence of the national economy from the sufficiency in own energy resources was considered. It has been found that Ukraine belongs to the powerhungry countries. Components of the mechanism of formation and consumption of the primary fuel-and-power resources have been formed and detailed. It has been determined that all the components of the proposed mechanism are characterized by losses of the fuel-and-power resources. The main aspects of energy saving have been allocated. A comprehensive approach to ensure rational use of energy resources has been elaborated, which would provide for reduction of losses and increasing efficiency of use, which would positively impact the energy security of the national economy. The GDP growth and decline in the consumption of energy resources as objects of impact of energy saving measures, based on interpretation of the category of «energy saving», have been determined. Prospect for further research in this direction will be developing the methodological instrumentarium for evaluation of rational use of energy resources.

The article is aimed at identifying meaningful patterns that define the economic development of Ukraine, visualization and characteristic of motion trajectory of the national economy in the context of approximation to the global objectives of sustainable development. The author uses the methodological instrumentarium and categorical apparatus of the non-linear dynamics for analyzing conduct in in the phase space of the national economy as a complex adaptive dynamic system. The author has selected the key markers for sustainable economic development together with the corresponding macroeconomic indicators, by which the actual dynamics of the national economy in the period of 1988–2016 could be evaluated. It has been found that its complex and polyharmonic form is caused by the non-linear nature of oscillations. The formed phase portrait of Ukrainian economy provided to reconstruct its conduct in the phase plane in form of the phase trajectories of the basic macroeconomic indicators of development. The specific for Ukrainian economic system types of equilibrium conduct have been identified: limit cycle and fixed point, as well as the bifurcation jumps with change of the mode of functioning and the overall direction of its movement. The authorial SEE-analysis of the processes of functioning of complex systems is presented as an analysis of effectuality of these processes on the platform of the original models and indicators of magnitude, efficiency and effectiveness of the sub-processes in terms of the specified processes. The article fulfills a further step in the implementation of the algorithm of SEE-analysis, based on a specific mechanism, which, together with the known characteristics also contains a complex of authorial indicators of the constituents in the effectiveness of the system’s sub-processes. A matrix based on results of SEE-analysis of the studied process has been developed. The SEE-analysis methodology is implemented on the example of processes of formation of the gross income of the specific agricultural enterprises of the Vinnytsia region of Ukraine. The article, on the basis of an assessment of the statistical information, identifies the major trends of provision for fuel resources in Ukrainian electric power industry. In particular, structure of electricity production was evaluated in terms of different types of power plants as well as import of the appropriate fuels in Ukraine by the volume, price, and supplying countries. Conducting an analysis has allowed to identify changes in the structure of imports of the basic energy sources in terms of supplying countries. In particular, positions of the Russian Federation as a fuel importer in Ukraine were strengthened until 2013. During the period of 2014-2015, structure of fuel suppliers in Ukraine undergone significant changes. They were the most notable on the natural gas market, where nearly 2/3 of the Russian imports were successfully replaced through supply from European countries. The diversification of the energy sources imports to Ukraine as a whole had a positive effect on their price parameters (in monetary terms) and must be deepened in the following periods. At the same time, the overall dependence on imports in the Ukrainian energy sector has increased due to the loss of the coal industry and the corresponding increase in imports of coal.

At the present moment there are techniques to create business plans, developed at both the international and the national levels, but none of them has became small business are high demands towards the person, creating a business plan, including the demands in terms of cognitive load. In order to improve efficiency of business plan development, developments in the sphere of psychology were applied: the theory of bounded rationality by H. Simon, studies on the human memory by G. Miller, studies in the field of user interfaces and the concepts of cognitive load by J. Julien. Nine existing standards of business planning were analyzed. The elements of business plan, which occur in more than 66% of the standards of business plans, have been allocated: environment analysis, risk analysis, strategy, operational unit, production, marketing, finance, personnel, organization, and management. The article is aimed at exploring the sensitivity of the economic development of country towards the level of the tax burden and developing a methodological approach to evaluation of the level of interdependence of well-being in the country and the extent of the tax burden. Absence of a single indicator which would determine the level of the tax burden has been proved. The carried out factor analysis provided to determine the main factors impacting the level of the tax burden in the country. A methodical approach to evaluating the level of the tax burden on the country’s economy, based on the quantitative and the qualitative indicators expressing the costs of enterprises for the tax accounting and taxes, has been proposed. Using a developed model, extent of impact of the level of the tax burden on the economy of country depending on the level of its economic development has been evaluated and the following tendency has been identified: the countries with above-average well-being are significantly less susceptible to the impact of tax burden. The basic direction for future research can be improving the methodical approaches to determining the factors and risks impacting the tax system of country, as well as finding ways to prevent them.

The role of the deposit resources of the banking system in the circumstances of cyclical development has been analyzed. Peculiarities of the process of formation of deposit resources at all stages of economic development have been identified and schematically presented as well. The global financial crisis became a landmark both in everyday life of the population of all developed countries, engendering the Great Recession, and in the economic theory, demonstrating the maladjustment of traditional tools of monetary policy. Causes of financial crisis, measures for its mitigation, actual and forthcoming aftermaths of the crisis became the most discussed issues in problem-oriented literature as well as in consumer magazines. Federal Reserve System Chairman Ben Bernanke put the blame for the crisis on external factors, namely global saving glut, while other researchers pointed out internal factors. The article presents an analysis of both approaches and put in doubt the validity of Ben Bernanke’s interpretation of the causes and effects of global saving glut, affords proofs that it is the monetary policy of FRS, ECB and Bank of England that is inflating global saving glut and detects risks of the expansive unorthodox monetary policy in Eurozone and in the USA.

The article is aimed at studying the theoretical aspects of the market valuation of a business and their applicability as to an enterprise in the process of its restructuring. It has been substantiated that restructuring is one of the most effective tools of crisis management, but also can be applied to the regularly functioning enterprises, which are not in the crisis conditions. In the process of restructuring, value of enterprises can fluctuate. A characterization of the basic methods for the market valuation of enterprise is provided, possibility for using them for the purposes of restructuring has been determined. A more objective valuation of enterprise is carried out under condition of the simultaneous application of several methods. Examples of combination of the methods of cost and income approaches is the Edwards-Bell-Ohlson valuation model and the method of calculating the average indicator of value. With a view to improving the calculation of the average indicator of value of a restructured enterprise, the article suggests using the method for analysis of hierarchies (MAH), providing to harmonize the evaluation results obtained by different methods of valuation of enterprise, and to obtain the final cost of the object to valuate, based on the decomposition of the problem of harmonization of results with presenting it in the form of a hierarchical model.

The article analyzes the national legislation on the State support for development of the disadvantaged regions. The article is aimed at identifying the main stages of formation and evolution of legislation on the regional development in Ukraine, including support for development of the disadvantaged regions, its objectives and characteristics of the implementation as well as determining the major achievements, challenges and directions of its improvement. The authors have proposed a structural-logic model for studying this problem. An analysis of the Ukrainian legislation on regional development has been carried out within the selected four time periods of its evolution: Stage I – 1991-1999; Stage II – 2000-2004; Stage III – 2005-2013; Stage IV – from 2014 until now. On the basis of the carried out analysis has been proved that by 2016 the main regulatory and legislative provisions guaranteeing this process in the country was established, but it still is characterized by insufficient systemacity, the practical implementation of the adopted documents demonstrates their crudity and improper performance. Some directions of improvement of the national legislation on development of the disadvantaged regions in Ukraine have been proposed with the aim of removing the allocated shortcomings and ensuring the accomplishment of the objectives set.

The actuality has been substantiated and the cybernetic-logistic approach to the tool building in the adaptive system for quality management of coke production has been proposed. On the basis of the positions of scholars, as well as legal acts, etymology of the concept of «educational service» has been studied. In accordance with the law of Ukraine «On the higher education» has been found that educational services are determined by the five constituents of the financial flows to ensure their activities: a) the State budgetary financing; b) extra-budgetary financing for the provision of paid educational services to citizens of Ukraine; c) financing in the foreign currency, which the SHEI are receiving from the contractual training of foreign citizens; g) self-sustaining financing from performing the contractual services for enterprises and organizations; d) extrabudgetary financing for the provision of resources (land, equipment, facilities) to the legal entities. The structure of the educational services by the SHEI has been determined. A comparative characterization of the leading public universities of the Poltava region and the Kyiv National Economic V. Hetman-University has been carried out. Suggestions to improve quality of the educational services by the State higher education institutions have been made.

It has been specified that an important tool for implementing the industrial policy is the process of elaborating the industrial development strategy, which for the overwhelming majority of countries is focused on further modernization. As the main tools of ensuring an effective implementation of a strategy for development of industry have been defined partnership between the State and the private sector, support of the large-scale innovations, development of the export potential, creation of conditions for the development of all sectors of the economy. The article is concerned with studying the development of OTT services and their influence on activities of the mobile communications operators in Ukraine. The article considers the so far largely unexplored in Ukraine topic of the OTT providers' influence on the mobile communications operators in Ukraine, identifies causes of the negative influence and elaborates the model of conduct of the mobile communications operators in the competition environment. On the basis of the foreign experience we have studied, causes of customers choice for the OTT services have been identified, the factors that influence the spread of the OTT services among users of mobile services have been discussed in detail. Possible strategies of the conduct of the mobile communications operators toward the OTT providers have been provided, their advantages and disadvantages for the Ukrainian mobile communications operators have been identified. The Ukrainian experience in use of the provided strategies, in particular development of the own OTT service BiP by the mobile communications operator «Lifecell», has been considered. Promising directions for further research are developing and improving strategies for development of the mobile communication operators in the face of growing competition from the part of the OTT providers, searching options for an effective cooperation with the OTT providers and building the mutually beneficial relations.

The article is concerned with determining possibilities of using the approaches of motivational flexibility to ensure the existing profits of enterprises by means of the calculated profit, motivated profit, volume of possible profit in motivation, and volume of lost profits because of insufficient motivation. It has been proved that, using the method of data envelope analysis, it's possible to build a motivation area, which consists of the two lines combination: the adjusted efficiency line and the profit rate line. It has been found that the motivation area includes 21 machine-building enterprises of Vinnytsia region out of 58 studied. It was possible to reveal the motivation of enterprises by the functioning environment, wherein, depending on the financial outcome, conclusions can be drawn about flexibility in the achieved profit or loss. For example, in case of two enterprises over-motivation was discovered, because their profit exceeded all possible motivation of enterprises from the part of the operation environment. Other enterprises, on the contrary, require search for motivation resources, because their activity is unprofitable or amount of lost profits due to insufficient motivation exceeds the volume of profits.

The article is aimed at identifying criteria for the appropriateness of reforming the inefficient formal rules and determining directions for improving their efficiency. Criteria for the appropriateness of reforming both the conditionally and the unconditionally inefficient formal rules have been allocated. It is proved that in case of unconditionally inefficient formal rules, in accordance with the proposed criteria for the appropriateness of reforming, the only type of inefficient formal rules, reforming which will be inappropriate, are the ethically ineffective formal rules in the narrow sense. In the cases where reforming the unconditionally inefficient formal rules is appropriate, methods to improve their efficiency have been proposed. It has been shown that in the case of conditionally inefficient formal rules, which are characterized by both the target and the transaction inefficiency, level of transaction costs on removing the external inefficiency factors is the sole criterion for the appropriateness of reforming, and measures to improve the efficiency of this group of formal rules must consist in removing the external inefficiency factors of the related conditionally inefficient formal rules

The article is aimed at systematization of scientific views as to definition of the concept of «spatial polarization» and allocating scientific approaches on this basis. A typification of approaches and views of scientists towards use of the term of «polarization» has been carried out, taking into account the multidimensional nature and interdisciplinary nature of the term. A generalization of the theoretical apparatus as to the studied issue provided for allocating the following approaches: system, geographical-regional, spatial-economic, globalization, social. It is concluded that the concept of «spatial polarization» is sufficiently extensive, has different interpretations in the current science and is located at the junction of regional economics, economic geography and sociology, institutional economics, macroeconomics and demographics. However, most interpretations disclose its economic nature, which displays the unevenness of the socio-economic development. Theoretical generalization of interpretation and handling of the concept of «spatial polarization» has provided for allocating four approaches to its definition, namely: resource, factorial, resource-factorial and innovative. Prospect for further research in this area is analyzing the factors, which form the spatial polarization.

The article is concerned with developing a methodological approach to establishing investment strategies for the innovation activities of enterprises according to their investment attraction and the innovativeness of investment proposals. The article proposes to perform selection and formation of the investment strategies for innovation activities of enterprises using the matrix, the axes of which are manifestations of the investment attractiveness of enterprises and the innovative level of an investment project proposals. To determine these factors, the correlative-regression analysis method has been used. Results of correlative-regression analysis of personal data, used to build an economical-mathematical model, have been presented. Influence of the factors on the rate of information security of corporations has been determined, the relationships between the selected factor values that impact both the quality and the efficiency of the information security in the corporate economy have been identified. On the basis of results of both the study and the correlation analysis, a linear correlative-regression model has been built, which most precisely and accurately reflects the process of ensuring the information security in the corporate economy. The status of export activities of the meat processing enterprises in the EU has been researched, taking into account the tariff quotas and their usage in 2014-2015, as well as the current status of implementation of quality management systems as well as production safety in accordance with the national and international standards. Status of registration of the place of origin for the Ukrainian meat products has been analyzed as one of the means for promoting Ukrainian goods to the EU market. The major obstacles against the market entering by Ukrainian meat processing enterprises have been highlighted, taking account of the barriers that were relevant to Poland, Romania and Bulgaria in the process of implementation of the freedom trade zone agreement. There have been justified the advantages and disadvantages of the introduced system of taxation with respect to the main budget forming taxes, such as the enterprise income taxes, value added tax, individual income tax considering changes in the administering of unified social tax (UST) and war tax, excise duty. On the basis of the results of the study it has been found that the introduced reforms only partially improved the tax administration system and in no way reduced the announced tax burden, the time spending of business for preparing the current report was not significantly reduced.

The article provides a methodical approach to evaluating economic feasibility of production of natural shale gas by the major shale basins in Ukraine at the pre-investment stage. The substantiation of economic feasibility of production of the natural shale gas has been done using the method of analogy and on the basis of building econometric dependencies by the basic shale basins in the United States of America. The conducted economic evaluation of feasibility of production of natural shale gas included forecasting as to production costs on the wellhead by different depths and estimation of investment attractiveness as for different aggregative states. An approbation of the presented methodical approach was implemented for the Dnipro-Donetsk and Carpathian shale basins, on the basis of which a conclusion about the higher investment attractiveness of the first basin has been drawn, given its reservoir characteristics and presence of deposits of unconventional hydrocarbons in different aggregative states.

The article is concerned with analyzing the current status of the public statistical observations in the sphere of tourism with the aim of identifying the main problems and disadvantages of the sectoral statistical reporting together with the development of experimental methods for calculating the integral contribution of tourism to the gross regional product (GRP) and/or the gross value added (GVA). Despite the fact that today the theoretical developments and methodological recommendations, which consider tourism through the prism of socio-economic development, are represented in the works by many researchers, in Ukraine there are no comprehensive statistics on tourism as an economic category and no official methods for calculating the contribution of tourism to both the gross domestic and the gross regional products, although such calculations are held abroad for a long time. Statistical information is a basis for the market planning in the economy, in this respect the article proposes a technique for determining the share of tourism in GRP/GVA. Further research should be aimed at identifying catalysts of growth of the socio-economic value of tourism through the development of an integrated tourism statistics as a methodological basis for the determining of the impact of tourism on the economy of regions in particular and the State as a whole.

A modular structure of the functional blocks related to the Web-application has been developed, which includes: the user authentication module; the administrating module; the block for implementing functions of the mathematical domain model and procedures for the information processing; the database for storing the initial data, the trade performance indicators and the results of calculations, as well as the content of the Webapplication interface elements; the module of logistics; the server end that implements the procedures for accessing the database, the formation of modes of displaying models and functions of the mathematical domain model; the interface that provides interactive access to the functions of the Webapplication for users. A model of database and a structural scheme of the logistics module for the Web-based system have been provided. A software implementation of the Web-based system for management of interaction of the e-commerce actors has been accomplished.

The article is aimed at proving the need for revision of the neoclassical paradigm concerning the regulation of the financial world market in the context of transformational changes in the world economy. The conceptual question about the possibility of preventing the global financial crisis 2007-2009 has been considered in terms of the existing neoclassical paradigm. Studying the problems of regulation of the financial market has shown the inevitability of the most recent economic crisis and the need to review its causes. To analyze the causes of the crisis, a study on the financial bubbles was undertaken, whereby the need to concentrate on the endogenous causes of the crisis, rather than on the consequences of poor management of financial market, was identified. A detailed analysis of provisions of the neoclassical paradigm has displayed its ineffectiveness in the face of emergence of the new economy and the inability to ensure sustainable development in the context of globalization and the internationalization of the economy.

It has been determined that modern approaches disclose the essence of the economic sustainability of enterprise, directing on achieving the current values of the priority parameters (solvency, profitability, efficiency of resources use, structural integrity, etc.). Questions about the formation of these parameters and preserving them in a prospective period are being covered in the scientific space in a fragmented manner. With this in mind, the main objective of the article is studying the cognitive prerequisites of ensuring the economic sustainability. It is displayed that the current state of sustainability is provided and maintained by the abilities of company's top-management. Specially, the dynamic ability that ontologically is formed by reaction of managerial staff to changes in the objective reality appears as a key factor in ensuring the economic sustainability. In the author's understanding, ensuring the economic stability is a permanent process, based on the cognitive-subjective pattern for formation and modification of the managers' abilities, which define the range of reflexive actions for the turbulence of conditions of management, whether proactive or reactive.
