The history of origin, the essence, properties, and driving forces of the bioeconomy are disclosed. Three approaches to its interpretation are synthesized: technological, resource, and ecological. The foreign experience of implementation of the bioeconomy in economic activity of different branches is generalized. The place of the bioeconomy in development strategy of the leading world countries: USA, Germany, Finland, France, Great Britain, Italy, and participation in this process of the international organizations are researched. It is determined that the bioeconomic system should become a component of the national economy of the country. The socio-economic activity, based on the processes that have a biological basis, promotes: sustainable and efficient solution of problems in the food, chemical, forest industries, mechanical engineering, energy, health protection; formation of food security; preservation of ecological-economic equilibrium. The system of the following determinants of the bioeconomy: stability, entropy, renewal, symbiosis, unorthodoxness, dynamic efficiency has been proposed. The dynamic efficiency is part of a new perspective concept of the circular economics.

The article is aimed at improving the theoretical foundations of consulting by introducing a new concept – «business consultancy», defining its functions and tasks. The current status of development of consultancy services in Ukraine and world-wide was analyzed and it has been determined that their growth has been observed since 2015. A study of scientific works has proved necessity of introduction of new concept – «business consultancy», which combines «consulting», «managerial consultancy», «coaching», «advisory psychology», and their characteristic features. The need to implement business consultancy is explained by the expansion of functions and tasks facing consulting firms providing services to their clientele. The definition of its functions (stages) is based on the analysis of scientific approaches to the essence of consulting and includes expertise of activity, substantiation of measures, development of strategies and support of implementation of measures in business processes of the client. It has been proved that the task of implementation of these services is to concretize the established functions by solving problems of economic, technical, technological, informational, organizational, and psychological character.

Recession in the economy and bankruptcy of a number of financial institutions in Ukraine actualizes research on foreign experience in the settlement of issues of bankruptcy and restoration of solvency of companies in the EU countries, which are characterized by stability of the economic-legal institutions of entrepreneurship and the financial-credit system. Researching these issues is also aimed at harmonizing Ukrainian legislation on bankruptcy with the European legal system acquis communautaire. In this context, the experience of the Czech Republic (Czechia) is noteworthy. According to the results of a study of the peculiarities of legislative regulation of bankruptcy procedures and restoration of solvency of debtors in the Czech Republic, their effectiveness has been evaluated, and the conclusions have been made about that the Czech legislation as a whole promotes restoration of the debtor’s solvency and continuation of its entrepreneurial activity further on. Certain norms, such as the determination of bankruptcy criteria, the solvency of debtor, the innovation approach to disclosure of the category of «presumption of solvency», and the settlement of the institution of moratorium as a way of a rapid recovery of solvency of debtor together with the procedures of its reorganization – have prospects of implementation in the national practice of drafting bills in order to improve the current legislation on bankruptcy.

The article is concerned with the interdependence between dynamics of the international trade and economic relations development and the existing level of foreign trade policy transparency in accordance with the provisions of the WTO Trade Facilitation Agreement. The effect of observance of transparency principle in foreign trade policy on forming the transaction costs in foreign trade is analyzed. A comparative analysis of the influence of import duties and transaction costs on the formation of Ukraine’s foreign trade barriers is carried out. Prospects of the national export-import activity development under increasing transparency of foreign trade policy of Ukraine and other world countries are determined.

The article researches methodical approaches to the classification of united territorial communities on the basis of analysis of financial and human resources. The united territorial communities have been grouped and the matrix of classification of the united territorial communities has been constructed on the basis of an analysis of the relationship «own income – quantity of population». It is determined that most of the communities are characterized by the direct dependence between the population and the amount of their own incomes. Application of the discriminant analysis allowed to classify the united territorial communities by a certain set of their characteristics, as well as to identify differences between the groups, which provided possibility to classify new objects according to the principle of maximum similarity. On the basis of the carried out calculations dominance of the weight of such indicator as the volume of own income has been identified. It is emphasized that those communities that have sufficient financial resources and, accordingly, have a high level of self-sufficiency, can provide a significant level of the human resources development.

The article is aimed at researching possibilities of development of the national educational sphere in conditions of the integration into European space. The obstacles and opportunities of development of education of Ukraine are studied, in particular, by using international ratings. The international educational and scientific programs and projects effective in Ukraine, in particular the programs of «double diplomas», the EU programs – «Horizon 2020», «Tempus», «Erasmus+» and others were analyzed. The results of the students’ survey about the reasons of choice of the international programs, in particular «double diplomas», are provided. The need to create adequate economic and social conditions to avoid certain negative consequences of increased international mobility and migration (brain drain, labor depletion, misuse of knowledge) was indicated, concluding that graduates should implement their potential in the territory of Ukraine.

The article is concerned with the methodology of economic substantiation of real investments in case of considerable lack of information on possible fluctuations of initial parameters and the resulting risk. The analysis of sensitivity as the main instrument for accounting the risk in the indicated problem situation is the focus of the presented research. In the publication, on the basis of the apparatus of interval mathematics, a set of models for comparative estimation of economic attractiveness (efficiency) of alternative investment projects in conditions of uncertainty and risk is formulated, using the sensitivity analysis. The developed instrumentarium assumes both mono- and poly-interval version of the sensitivity analysis. As the risk component in the constructed models is used: in some – values of the specially developed sensitivity coefficient, in others – the worst values, which are based on the interval estimations of the partial criteria of efficiency. The sensitivity coefficient, according to the approach proposed in the publication, is the ratio of the target semi-range of variation to the increase (economy) of efficiency, which is provided when the basic level of the analyzed partial criterion of economic attractiveness in comparison with some of its threshold (limit) value is being reached.

The article is aimed at suggesting methods for calculating the short-term period of return of costs invested in creation of an economic security service. The article considers approaches to calculation of the period of return of costs, advanced at the level of enterprise, which build the methodical basis for definition of such period. At the level of structural subdivisions of enterprise, which do not produce products, it is suggested to use conditional money flow as a source of financing advanced costs. The calculation of the short-term return on investment at the enterprise level provides for: allocation of expenses for the permanent and the replacement parts during the year; determination of the production of money flow and the money flow accumulated during the year. Annual depreciation payments are the basis of fixed costs. Methods of determination of the gross, net, valid, and specified periods of return of costs, advanced during the year for introduction of an economic security service at enterprise, have been suggested.

The article carries out the structural modeling of priority directions of development of banking system of Ukraine depending on the investment possibilities for introduction of innovation technologies of customer service. The relevant factors of the banking services market, investment market, and innovation market are identified and standardized. A multidimensional statistical and correlation analysis is carried out in the system of innovation technologies of banking services and investments. The causal relations between the main indicators of the functioning of components of this system are researched by implementing the multidimensional linear regression and factor analysis. Adequacy of the proposed econometric model has been proved on the basis of statistical indicators. As a result of practical approbation of the developed model on the example of the banking system of Ukraine it has been proved that development of the market of innovations and investments positively influences the level of development of the market of banking services.

The article considers the practice of using the method of discriminant analysis to study effectiveness of the processes of functioning of enterprises on the basis of indicators of the constituent parts of performance on the example of specific agricultural enterprises of the grain products subcomplex. It is underlined that when using benchmarking (as a method of competitive analysis) in many cases when researching the processes of functioning and development of enterprises (in particular, agricultural) there is a need to distribute the studied objects into individual groups according to the main strategic priorities. It is specified that one of the methods used for such distribution is the classic discriminant analysis, which allows to define the quantitative boundary that distinguishes the group of enterprises-leaders from all other enterprises. It has been found that the determining factor in the use of the specified method is the choice of a number of indicators characterizing the objects and processes allocated by using benchmarking. This choice, in turn, requires implementation of an appropriate algorithms based on simulation. As these indicators serve the authors’ indicators of efficiency and scale product, selected as the constituent parts of the performance indicator, characterizing any process and its results from both the qualitative and the quantitative points of view. The authors’ own approaches to the method of grouping of objects and allocation of strategically important groups among them have been proposed.

The article presents an analysis of the existing international legal documents in the energy sphere, which define the features of the national energy policy of Ukraine. Among the main such documents are considered the Energy Charter Treaty, the Treaty on the establishment of the Energy Community, the Association Agreement between the Ukraine and the European Union. These international treaties have primacy over the national legislation, so their provisions should be of top priority in the course of formation of the national energy policy. At the same time, international commitments to implement the national tariff policy in the energy sector are not explicitly written in international documents. This fact allowed Ukraine to implement economically inefficient, non-competitive, and anti-social tariff policy in the energy sector. A systematization together with analyzing of the international obligations of Ukraine has allowed to determine that the following principles should be laid down in the basis of the national tariff policy in the energy sphere: non-discrimination of market participants on national affiliation; full reflection of efficient, including environmental, costs in conditions of sustainable development; transparency of regulatory policy; prohibition of distortion, limitation, and prevention of competition, as well as abusing of dominant position.

The publication is aimed at studying the phenomenon of decentralization as a factor in the development of rural areas of Ukraine. The object of study is a territorial community that is able to develop itself or to ensure its own development through local governments, which we believe is the basis for a stable and efficient process of decentralization. As a result, it has been concluded that the decentralization process has a positive impact on the development of rural areas. By establishing such territorial communities, the Ukrainian village becomes «autonomized» financially and has the possibility and real ability to manage its funds independently, taking into consideration the opinion of the society. The Ishikawa chart has clearly demonstrated that the decentralization process has far more advantages than risks. By means of the graphic method, strategic guidelines for the development of rural areas of Vinnytsia region have been formed. The prospects for further research are to explore the process of establishing unified territorial communities, to determine their role and importance in enhancing the development of rural areas.

The necessity of analyzing of turnover of current assets and studying of influence of factors forming it, with the purpose of development of managerial decisions on improvement of results of managing and strengthening of competitive positions of enterprise in market are substantiated. Based on the experience of the DuPont System of Analysis, a detailed formula for calculating by means of mathematical transformations the turnover coefficient of the company’s current assets is proposed, which by its content and impletion is more informative for making decisions on increase of efficiency of use of current capital of enterprise. A deterministic factor analysis of the multi-factor multiplier of turnover of current assets was carried out on the example of a particular production plant, as a result of which the reserves of improving the use of available current assets of the entity have been identified and ways of their implementation have been suggested.

The article is aimed at presenting the order of including the cost of transport services in the initial cost of oil products at the time of their purchase by invoicing. The essence of «invoicing» of transport services is disclosed, the order of including the cost of transport services in the initial cost and cost of petroleum products by means of invoicing is illustrated. The conditions and risks of invoicing of transport expenses are clarified, features of the tariff setting for transportation of oil products by railway transport are researched. Prospective directions for further researches are: analysis of criteria of selection of the base of distribution of difference between planned and actual cost of transport services during the reporting period; search for automation of the invoicing process on the basis of automated accounting and reporting systems in the sphere of trade; examining of the invoicing process in the context of transfer pricing in the event that transport services are provided by one of the internal divisions of the enterprise of retail trade in oil products.

The article is aimed at substantiating methodological aspects of assessing the efficiency of the system of ensuring financial stability of credit institutions (SEFSCI). Complexity and multidimensionality of issues of ensuring financial stability of credit institutions allowed to allocate a number of requirements. This, in turn, led to the development of methodology to assess the efficiency of SEFSCI, using axiological, system-functional approaches and the theory of stakeholders. As a result the author describes the basic criteria of efficiency of functioning of the researched system in the context of groups of stakeholders and their basic values, to satisfaction of which should be directed measures on the part of subjects of SEFSCI. The system’s efficiency criteria were also considered in the context of the economic, social, organizational, managerial, and institutional efficiency. The latter describe the attributes of internal efficiency of SEFSCI, and the first group of criteria is more valuable in the aspect of the external efficiency diagnostics. However, both approaches are universal, concerning the possibility of their use for assessment of this system both on micro- and meso-level. Also, both approaches are complementary, and only their simultaneous use can provide a comprehensive diagnosis of the system, and hence the effectiveness of identifying both its shortcomings and the reserves of efficiency gains.

The formation and development of the institutional architectonics of tax regulation as a component of the institutional development of the country’s socio-economic system is disclosed. The current institutional architectonics of tax regulation of socio-economic development of the State is defined. It is proved that formation and development of the institutional architectonics of tax regulation should be based on adaptability and coherence with all components of the institutional system of socio-economic development of the country. The current national tax regulation is seen as an important element of supranational and international regulation, an integral instrument of the policy of the institutional regulation of socio-economic development of the country as a constituent part of the international institutional regulation. The article considers the process and develops the conception of management of the proactive development of enterprises. The main instruments of management of enterprises’ development have been allocated on the system, process, and micro-process levels. The economic-mathematical model of formation of the optimal program of enterprise’s development has been built with reflection of interests of the most significant stakeholders and the basic types of projects which are combined in the program of development of enterprise. Taking account of the peculiarities of activity together with the objectives of industrial enterprises’ development, the following groups of projects are selected: technical and technological, providing for the change of the level of technology at the enterprise; productive, aimed at quantitative and qualitative change of production of enterprise, increase of its competitiveness; organizational, leading to changes in the organization, structure, and management of enterprise. The choice of the most acceptable private optimal program of enterprise’s development is carried out using the matrix method. According to this method, the absolute values of indicators of the socio-economic development of enterprises become relative with the subsequent transition to the definition of integral estimates for each program. It is also possible to use the methods of compromise programming that allow to obtain a Pareto-optimal solution.

The article researches the national system of ranking of research universities of Poland «Perspektywy» («Perspectives»). It is determined that the rating systems of research universities are powerful stimuli for development of these institutions. The article analyzes the scientific idea, tendencies of development of approaches to estimation and development of research of the universities of Poland. It is determined that the most topical questions, which are studied by the leading scientists of Poland, are: relevant definition of the indicators of ratings and their significance; issues related to the evaluation of Polish universities in the lifelong learning sphere; researches on the methodology of evaluating the usefulness of information in the websites of higher education institutions; innovative ways of development of the Polish economy by introduction of results of scientific researches of the universities into business practice etc. The methodological peculiarities of the Polish rating system, which evaluates the activity of research universities, are disclosed. This system is based on evaluation of the seven main rating indicators: prestige; graduates in the labor market; innovativeness; scientific potential; scientific efficiency; training conditions; internationalization of education. The article is aimed at developing principles and sequence of risk management processes of modern enterprises of the agrarian sector by determining key elements of the system and their characteristics, taking into account the possible asymmetry of information. It is proved that the process of risk management is carried out by the identification, analysis, evaluation, and processing with the subsequent determination of necessity for leveling the consequences. Each component of the risk management process is detailed and specific actions of the management of agrarian enterprises to minimize the consequences of unexpected situations are proposed. The necessity of development of the internal position (instructions) on risk management with the structure and the form proposed by the author as internal normative document as a standard for enterprise is proved, that will allow to have the documented basis of risk management within a separate economic entity and will strengthen the effectiveness of leveling consequences of occurrence of unforeseen situations. Prospect for further research in this direction is analysis and comparison of methods of general assessment and treatment of risks depending on their types and forms of exposure, with a detailed description of advantages, disadvantages, and possibilities of application at the enterprises of the agrarian sector of economy.

The article is aimed at substantiating problems and means of convergence of social security system in both Ukraine and the EU in the process of European integration. The main directions of research of social security system are considered. Tendencies of development of social sphere and provision of social security of Ukraine in comparison with the countries of the EU are characterized. It is concluded that the status and level of quality of life in Ukraine is inferior to the same average in the EU countries. The main threats to social sphere functioning and social security system formation in Ukraine are determined. The means of convergence of social security in Ukraine and the EU are proposed, distributed by such components as reproduction of population, development of social sphere, maintenance of the labor market functioning, regulation of labor migration. The article is aimed at substantiating the need to protect commercial secrets, analyzing the economic and legal consequences of violating a commercial secret, developing proposals for improving the legal regulation of relations connected with the protection of commercial secrets based on a comprehensive analysis of current legislation. It is determined that protection of the right to a commercial secret provides for the application of appropriate legal, organizational, technical measures that create conditions for exercise of the subjective right to a commercial secret. Moreover, the general criteria for commercial secrets protection is be using of such measures as special clerical work, marking of documents containing commercially valuable information, cryptographic means of protection, and insurance against the risk of disclosing. We consider it expedient to refine and adopt the Law of Ukraine «On Commercial Secrets». Additionally, all security measures that apply to commercial secrets are developed today at the local level and are applied directly by persons, employed by enterprise, who define information that constitutes a trade secret.

The article researches the basic directions of transformation of competitive relations in conditions of globalization. The theoretical contribution to the formation and development of the theory of competition and competitive advantages of representatives of behavioral, institutional, neoinstitutional and neo-classical directions of economic theory is analyzed. It is concluded that under the influence of globalization, such types of partnership relations as cooperation, сoevolution, consolidation become wide-spread. Preconditions of transition from the strategy of rivalry to the partnership relations are defined. The competitive advantages, which are obtained by business entities due to the development of partnership relations, are characterized. The authors provide examples of the world companies which reoriented their competitive strategies towards coopetition interaction; examples of strategic alliances, which are concluded by global competitors as a result of such interaction, are considered. The conceptual model of ensuring competitiveness of the national economy on the principles of transformation of competitive relations from rivalry to cooperation is proposed; the main competitive advantages associated with establishing long-term partnership relations are defined.

The article is aimed at researching the factors of economic cyclicity and identifying the regularities of the country’s development in conditions of globalization. The changes of indicators of economic cyclicity in the context of four states of socio-economic system and also the crisis dynamics of Ukraine are analyzed. The change of the economic indices for the world countries in 2008–2017 is explored. Discrepancies of the components of economic system of Ukraine in contrary to the needs of competitive development of advanced countries are defined. It is determined that trade and investment are the leaders of this period of economic recovery. According to the results of research on the economic cyclicity factors, the authors came to the conclusion that Ukraine is again on the verge of economic survival. However, despite considerable difficulties, the country retains the potential for recovery, and with accelerated reforms, changes in the public administration system, active involvement in global production and financial flows, etc. Ukraine will be able to take a worthy place in the world economy in a relatively short period. Prospect for further research in this direction is a substantiation of modeling the global economic cyclicity, and at the conceptual level there is a need to refine some concepts together with a logical use of them in practice.

The author defines the changes that will occur under the influence of spreading the Industry 4.0 in both the production and the business processes, in the processes of organization of production, marketing, development and sale of products, in the forms of competition and formation of consumer value. The long tail business model is presented, allowing to disclose the advantages provided by the Industry 4.0. The key opportunities and perspectives provided by the conception of Industry 4.0 are determined. The three main groups of risks accompanying the Industry 4.0 are formulated as follows: risks of entering into the conception, risks of non-entering, and risks of its implementation. Features of each group are covered; the risks related thereto are allocated; their content and character of manifestation are determined. The risk of loss of business relations is considered separately and the reasons for its occurrence are substantiated. It is proved that the Industry 4.0 opens new horizons for enterprises and national economies and creates preconditions for qualitative changes in the global economic relations. At the same time, aside from new opportunities, it brings along a number of significant risks, exacerbates the need for balanced and timely decisions at the level of States, business and science, which would not only take attention of the positive impact of new technologies and technological concepts, but also prevent the probable negative consequences of both the introduction of the Industry 4.0 and the refusal from it.

The article is aimed at identifying the reasons for changing the competitiveness of participants of the international economic system in view of the customs factor, as well as determining the equilibrium volumes of each participant’s product supply to the market. The research made use of the methods of mathematical modelling. As a result, the intervals of competitiveness of both domestic and foreign producers when selling products in the national market are defined. It is determined that when the self-cost of production of domestic producers increases so much that foreign producer becomes competitive in terms the national market, the volume of products in the national market decreases. However, this decline in output is not as drastic as it was when foreign producer had been forced out of the market, that is, the presence of foreign producer smooths the decline in output. It is noted, that at increase of the self-cost of production of domestic producer the latter becomes uncompetitive, and the national market deals only with the production of foreign producer. Scientific novelty – it is proved that one of the key factors that ensure competitive advantage of the produced products is the scale of production, which can be achieved by expanding the market and reducing the self-cost of production.

The research is aimed at developing an algorithm for valuation by credit institution of the credit limit for a natural person-borrower, with regard to his socio-demographic characteristics, using the logistic regression tools. The improvement of the procedure for valuation of the solvency of an individual borrower is to integrate an empirical approach to the definition of solvency (based on the ratio of official income and expenditure of an individual) with the economic and mathematical methods, allowing to consider the available retrospective data of the financial institution about borrowers and to identify statistically significant regularities. The key role in the algorithm of estimation of credit limit is occupied by development of the logit-model for classification of borrowers for classes of «reliable» and «unreliable», the classification force of which will be to a large extent determinative as to the predictive quality of defining the amount of the credit limit. The publication presents an example of application of the logit-model for credit scoring, including quantitative and qualitative variables, with the help of which the socio-demographic characteristics of borrowers are described. The procedure of using the proposed algorithm is illustrated on the basis of such logit-model.

One of the biggest problems of economic security in Ukraine is the presence of regional developmental imbalances, therefore, it is proposed to assess the level of economic security of the country by calculating the integral indicator, which should be understood as a generalizing macroeconomic indicator that comprehensively characterizes the current status of national economy security in a regional context. The evaluation of the efficiency of an agrarian policy is carried out with the help of the Total Support Estimate (TSE), which indicates the volume of gross transfers received from taxpayers and consume. The main drawbacks of the existing investment management system of agricultural enterprises in Ukraine are determined. The article is aimed at researching the current tendencies of social insurance and their influence on the development of insurance protection in Ukraine. It is determined that the existing system (model) of social insurance in Ukraine belongs to the social-democratic, which presupposes active participation of the State in social security and social insurance and, unlike similar systems in other countries, is State-operated. The current status is researched and tendencies of development of social insurance both abroad and in Ukraine are defined. It is determined that the social insurance system established in Ukraine is insufficiently effective, informationally closed, opaque and poorly controlled, which leads to large-scale abuses. It is emphasized that among the measures to improve the system of social insurance in Ukraine public-private partnership is quite weighty, able to ensure the attraction of additional financial resources to the system. The author suggests reform of social insurance in general and of the pension system in particular by intensifying development of the third level of pension provision, based on the non-State pension funds and the combination of opportunities of both social and personal (commercial) insurance for the implementation of pension and health insurance.

The article analyzes the works which constitute the basis of development of organizational guidelines of accountance of operations under concession agreement. It is determined that the problems of accounting of operations under the concession agreement were not raised in the domestic accountance. Arranging the information links is essential to establish a set of objects for the accounting display and the fulfillment of terms of a concession contract. An information model of interaction between the concessionary and the concessionaire is constructed, and a characterization of the specified information model is provided. The proposed model comprises: announcement of competition for participation in a project of public-private partnership, implemented in the form of concession; submission of documents for participation in the competition for substitution of private partner – concessionaire; conclusion of concession contract; transfer of the concession object; settlement of concession payments; obtaining financial results from performing the concession activity by private partner. It should be noted that an important component is identification of all possible objects of accountance at the stage of transfer of the concession object. In turn, the order of the accounting display at the newly created enterprise and at the existing one will differ.

The article is aimed at researching the status of introduction of the single social contribution (SSC) in Ukraine, evaluating its efficiency, identifying problematic issues and ways to improve the system of charging the SSC. The system of single contribution for the State compulsory social insurance specially plays a significant role in financing the social sphere of Ukraine. Efficiency of the national social protection system depends on the timely receipt of insurance contributions. The authors consider the essence of the single contribution to the State compulsory social insurance, efficiency of introduction of the single contribution rates, carry out an analysis of the status of arrears in the payment of the SSC in Ukraine and, in particular, in the Vinnytsia region, as well as factors that cause such situation. The analysis identifies a number of issues that require immediate solutions. The main ones are the high burden on the Fund of economic entities’ wages. It is substantiated that this state of affairs inevitably leads to the formation of arrears in the payment of SSC. The ways of improvement of the legislation on payment and accrual of the SSC are provided, a radical reforming of the mechanism for administration of the SSC is proposed.

The article analyzes the status of seamen training in Ukraine. The main problems and directions of their solution as to training of seamen in the higher marine educational institutions (HMEI) are defined. The concepts of «proactivity» and «proactive management» are researched, the authors’ own understanding of proactive management in the system of seamen training is presented. In the proactive management, the first priority is the optimal combination of classical maritime education with computer technologies in such a way that the level of training becomes higher, the range of services is expanded, and the cost of provision of the educational services is reduced. According to the authors, the VR- and AR-technologies are at the forefront. It is emphasized that the financial side of implementation of proactive management requires very significant costs, but as a result, all stakeholders win, because these costs will ensure the use of the potential of existing opportunities in the global maritime market. It is determined that the introduction of proactive management in the system of seamen training will be active in case of establishing partnership between the HMEI and the shipping companies.

The article is aimed at determining the influence of manipulating the public moods on the efficiency of both formal and informal rules. It is shown that, under favorable conditions, practice of manipulating the public moods can become common. It is identified that the mechanism of formation of the public moods favorable for manipulation differs for cases of small and big game. In the case of a small game, the formation of favorable public moods is carried out passively, due to positive feedback between the spread of the small game and focusing the society on a particular problem. In the case of a big game the actor carries out a targeted formation of favorable public moods. It is proved that manipulating the public moods can have the following negative consequences: reducing the efficiency of both formal and informal rules, inefficient use of resources, and stability of ineffective formal rules. Possible mechanisms for prevention of manipulating the public moods in case of both small and big game are considered.

Three stages are allocated in the formation of methodology and development of instrumentarium for evaluation of threats to economic security of Ukraine. The priorities of the policy of ensuring economic security of Ukraine at the present stage of dominance of influence of exogenous factors with mainly destructive impact are determined. Prospect for further research in this direction is development of methodical approaches, allowing to evaluate the current determinants of the economic security of Ukraine with the help of corresponding indicators of quantitative and qualitative nature.

The article proves the ambiguous role of rating in the mechanism of economic transformations as the most important instrument, which norms the process of consolidation of significant volumes of information and acquires an opportunity to influence the choice of actors in implementation of economic transformations. The authors allocate the functions of ratings, among which are: basic (analytical, gradual, signaling, and substantiating); derived (reduction of information asymmetry, reduction of transaction costs), and deemed (materialized through the perception of ratings as a means of competition between the subjects of rating process, as a means of attracting investments and as a means of comparison of the potential of economic development of different objects of rating). The peculiarities of the expert-analytical procedure of rating are considered, on the basis of which the possibility of intentional and unintentional manipulating its results is substantiated, the factors of this process are determined. A polysystem of ratings of the modern economy is built, new classifications of ratings by the content structure, by the level of data generalization, and also by subjects of development and quantity of constituents, are presented.

The article is aimed at generalizing and systematizing the theoretical and methodological bases of the inclusive development of national economy. It has been confirmed that the neo-liberal globalization is ineffective and, together with the principle of non-intervention in the economic mechanism, leads to a slowdown in economic growth, furthers a significant depletion of natural resources and contributes to poverty, especially in rural areas. It is determined that the inclusive development encompasses the processes of economic growth and development, inclusiveness as a system of inclusions, takes attention of the anthropogenic load on ecosystem, as well as the relational nature of the socio-economic transformations. The article is aimed at studying some aspects of the use of «green» investments in financing the ecological modernization of national economies of the European Union countries. Different views of researchers on the definition of the concept of «ecological modernization» are systematized. It is defined that economic instruments of stimulation of «ecological modernization» are considered as both instruments of the State regulation (ecological taxes and privileges, payments for pollution, fines, accelerated amortization, subsidies, grants, government programs) and market instruments (trade in licenses, pollution quotas, «green» bonds). The current status of the use of funds received from the issue of «green» bonds in France and Germany, which are the leaders in the market of «green» bonds of the EU, is analyzed. It is determined that most of the funds from the issue of «green» bonds are supplied to the clean transport projects in case of France and to renewable energy in case of Germany.

The article considers the main problematic aspects of development of export activity of enterprise with attention to customs regulation. An analysis of statistical data has been carried out, allowing to identify tendencies of development of Ukraine’s foreign trade for the period from 2001 to 2016. The findings of the analysis show a high integration of Ukraine’s economy into the world economy and dependence of national producers on the trade in foreign markets. The article is aimed at analyzing the features of organizational structure of management of higher educational institution, responcible for introducing an organizational autonomy. Relevance of expanding the institutional autonomy of higher educational institution and its constituents is determined. The system of management of organizational autonomy of Ukrainian universities is considered through the prism of adaptation of the national legislative base in the sphere of higher education to the indicators of estimation of the organizational autonomy level in accordance with the methodology of the European Association of Universities. The article is aimed at generalizing the information on methods and models of evaluation and forecasting of the risk of enterprise bankruptcy, allocating their advantages and disadvantages; critical analyzing the methods and models regarding their matching of Ukrainian realities; developing proposals on creation of models of evaluating and forecasting the probability of bankruptcy of Ukrainian enterprises. The statistical methods are described and analyzed, namely the Argenti method, single-factorial discriminant analysis, multi-factorial discriminant analysis, logit-models, probit-models, as well as methods of artificial intelligence: decision trees, artificial neural networks, genetic algorithms, models based on fuzzy logic. A detailed review of existing models on the basis of multi-factorial discriminant analysis is made, special attention is paid to current researches of methods of artificial intellect. It is determined that according to the results of many scientific researches the methods of fuzzy logic, artificial neural networks and fuzzy neural networks are more effective and perspective for further researches concerning evaluation and forecasting of probability of bankruptcy than classical statistical methods, including for Ukrainian enterprises.

The main aim of the publication is clarifying of the influence of the motivational-stimulating factor of forming the profitable behavior of households for its detailizing, taking attention of the characteristic features of specific households by adjusting the form and parameters of dynamic models. A logarithmic form of the quantitative-qualitative evaluation of the motivational-stimulating factor is proposed, based on the economic interpretation of the psycho-physiological Weber-Fechner’s law. The built motivation function allows coordinating of endogenous and exogenous features by means of setting the level of satisfaction with incomes ensuring the minimum needs of the household. Comparison of its dynamics depending on the level of incomes with dynamics if function of motivation, which value is determined by a linear deviation between the full «satisfaction» with incomes and the actual in percents, displayed the existence of plots with ultra high motivation that correspond to lower than the minimum that should be regarded as a manifestation of formation of the economic behaviour in crisis. The built model is characterized by limited rationality and corresponds to the theory of institutionalism.

The article is aimed at finding ways to realize the causal relation between pension provision and socio-economic development of the State. The relation between economic functions and principles of the State that directly impact both pension provision and socio-economic development is analyzed. On the basis of results of the carried out analysis a conclusion is drawn that there is no harmonious combination of functions and principles of the State in Ukraine. It is substantiated that the calculation of wage replacement coefficient does not meet international standards and does not take into account the guaranteed lost income replacement coefficient, which impacts the size of pension payments. The article is concerned with the tasks of defining and implementing anti-crisis transformations of the activity of industrial enterprises with a view to their restructuring from the standpoint of restoration and preservation of the capital-generating function. One of the most significant obstacles slowing or nullifying efficiency of the vast majority of restructuring strategies of national enterprises, are the not exactly correct interpretation and the practical use of the term of «market value of property and property rights». So the publication provides the author’s own definition of this category. Review of literature sources together with the author’s own elaborations allowed to conclude that, depending on goals and interests which motivate the owner or investor to restructure, two approaches can be allocated: the monetary and the non-monetary. Inefficient owner chooses the monetary approach to the restructuring strategies and makes managerial decisions in respect of property and property rights, based precisely on the market value of the object of evaluation. Effective owner sees feasable to get significantly more value added from the activities of the enterprise. He therefore chooses the non-monetary approach, involving substantial capital investment in modernization of the enterprise’s activities as an integral property complex.

The article considers one of the main directions of marketing activity of industrial enterprise – social responsibility of marketing. The distinguishing features of both industrial and consumer markets are presented together with regularities of formation in their activity of social responsibility of marketing. The activity of three enterprises working in the industrial market: engineering company, enterprise for manufacturing of mining enginery, and enterprise for manufacturing of hoisting-transport equipment is analyzed. It is shown that the level of social irresponsibility of marketing at the enterprises working in the industrial market is minimal, and the reasons of irresponsibility at the enterprises of the industrial and the consumer markets are different. None of these enterprises for the last 10 years has paid fines for non-conformity of the claimed quality level of their products, because of valuing the reputation and in view of risking of losing customers. The definition of the «social responsibility of industrial marketing», consisting in necessity of minimization of deviation from the current production technology, is clarified.

A stabilization of the financial and economic situation in the country in the current economic conditions is impossible without a developed, reliable and efficient banking system that could provide the necessary volumes of crediting to the real sector of economy. However, excessive number of problematic credits and, as a result, poor quality of credit portfolios can lead to a number of negative consequences in the bank’s work, preventing it from performing even its basic functions. The publication researches the approaches to definition of the concept of «problematic credit» and generalizes the basic views on essence of the problematic credit. The changes of both the volumes and the share of problematic credits in credit portfolios of banking institutions over the last five years are analyzed and the reasons of their growth are determined, the main among which are: recognition of the non-working credits after nationalization of the Privatbank and new rules of the NBU regarding the evaluation of problematic credits. The main aim of the article is improving the methodical provision of the estimation of contemporary tendencies of development and the prospects of taxation by forecasting the level of tax burden on the national economy of Ukraine, implementing the scenario approach. An analysis of dynamics of tax receipts to the budget of Ukraine is carried out. It is proposed that the level of tax burden be calculated as the ratio of the amount of tax revenues to the consolidated budget and the income from a single social contribution to GDP in actual prices. Introduction of the scenario approach in forecasting the tax burden on the Ukrainian economy with attention to extrapolation and influence of the GDP dynamics on the volume of tax revenues and the single social contribution is implemented. The strengthening of the tax burden on the national economy (from + 0,2 to + 4,5%) over the next 5 years is substantiated, subject to persistence of the current tendencies as to dynamics of GDP in actual prices, tax revenues to the budget, and a single social contribution. Prospect for further author’s researches in this direction will be development of ways of improvement of tax management of the State under conditions of the decentralization of power.

The article is aimed at summarizing the results of research on the theoretical-methodical approaches to the definition of essence and interrelation of financial security of households and the economic entities within the component structure of financial security of the State, as well as identification of the inherent threats at the present stage of development of Ukraine’s economy. It is determined that the basic components of the financial security of the State at the micro level are the financial security of economic entities (enterprises) and the financial security of households, the relationship between which can be characterized differently in terms of the different stages of economic cycles. The research showed that the financial security of enterprises and households is constantly threatened, the threats can be identified, potential, external and internal. These threats are caused by certain risks, which can also be classified in some way. Among the threats to the financial security of households, which have recently gained special relevance, a significant increase in tariffs for housing and utilities, as well as consumer prices for food products can be singled out. It is displayed that in recent years in Ukraine there is an excess of the rate growth of the utility tariffs over the inflation rate. The article is aimed at researching the world-wide experience of using cryptocurrency as an innovative instrument of the international settlements in conditions of global financization, development the scientific-practical recommendations concerning its assimilation by Ukraine. The evolution of the cryptocurrency implementation into the modern system of international settlements is explored, the main tendencies of its further use and legal regulation in the conditions of the global financial space are determined. The advantages associated with the recognition of cryptocurrency as a means of payment in terms of development of the innovation sphere of international settlements in Ukraine are allocated. It is proved that use of cryptocurrency as an innovative instrument of settlements is possible only under the condition of preliminary legislative determination of the status of the latter as a financial asset and payment means. The main driving forces of globalization, which leads to the formation of global competition as a new historical phenomenon, are specified. The principle of two competitions, socialization of capitalism as a method of competitive struggle of TNCs and a new tendency – monopolisation of markets are considered. Ukraine’s transition to a full-fledged capitalist market is critically analyzed. Features of current scientific research on the competition are presented. The article is aimed at developing a model for determining the level of efficiency of financial provision of innovative development of the national economy based on the theory of fuzzy sets, as well as identifying the main factors that will have a high coefficient of influence on the defining integral parameter of the developed model. As a result of the research it was determined that the level of efficiency of financial provision of innovative development of the national economy (G) equals 0.5, which according to the scale corresponds to the average level (40–60%). The author systematizes the factors having the greatest influence on improvement of financial provision of innovative development of economy of Ukraine. Ways of increasing the level of financing of innovation activity of enterprises are suggested. This model of estimation of efficiency level of financial provision of innovative development of national economy in view of an updating of knowledge base and rules can be adapted at contemporary enterprises and companies of Ukraine which apply or are going to improve their innovation strategy. The article develops a methodical approach to evaluation of the current status of industry of Ukraine on the basis of multifactorial analysis. For clarification of tendencies of development and problems of industrial complex of Ukraine the structure of gross added value is researched according to types of economic activity in market prices during 2010–2017 using the quarterly statistical data related to industrial branches. A correlation analysis of gross domestic product and gross value added is carried out by types of economic activity of industry. A very high dependence of the value of gross domestic product on the results of economic activity in all directions of industrial production is indicated. Resulting from the approximation using the polynomial trend, it is determined that gross value added of all directions of economic activity of industry together with gross domestic product are functionally dependent on the time. It is concluded that the proposed methodical approach to evaluation of the current status of industry of Ukraine on the basis of multifactorial analysis provides not only to determine the influence of gross value added of each of the directions of economic activity of industry, but also to identify how quickly Ukraine’s GDP reacts to a crisis or stabilization of all sectors of the country’s economy.

The article is aimed at studying the essence and nature of incomes of natural persons of entrepreneurship in the structure of factor incomes. The main identification attributes and features of such incomes are analyzed. The views of the leading scholars on the theoretical bases of taxation of incomes from small business are characterized alongside with influence of taxation on performance of the basic public functions of entrepreneurship on the part of natural persons. It is proved that connection of entrepreneurial incomes with peculiarities of their taxation is manifested in two aspects. First, in terms of distribution of the tax burden between different types of factorial incomes, secondly, distribution of the tax burden between economic entities which have chosen different models of economic behavior. The article is aimed at studying and developing measures of ecological-economic efficiency of coal industry enterprises in using secondary resources. It was stated that the majority of the State-owned coal mining enterprises are unprofitable. The reasons for this are high cost of production, reduction of coal production, outdated mine fund, prices for sold coal, which are much lower than the self-cost. It is noted that despite the decrease in coal production, the economic activity of coal mining enterprises has a significant negative impact on the environment. The structure of coal waste storage is analyzed and its impact on ecology and human health is identified. It is concluded that the main reserve for improving the efficiency of coal enterprises and reducing the negative impact on the environment is the use of coal waste as a secondary raw material. The foreign experience on the use of secondary coal raw materials for production of building materials (ecological bricks, highways), aluminium, etc. is analyzed. It is proposed to introduce these measures in Ukrainian coal enterprises with the purpose of Improvement of ecological-economic efficiency of the coal enterprises’ activities.

The article is aimed at studying the conceptual foundations of methodology and methodics of evaluation of the soil fertility reproduction processes in the vegetable growing industry sector. It is proposed to evaluate the processes of soil fertility use and reproduction, and hence perfection of the vegetable growing industry, according to the ecological criterion, which was defined as one of the most important in evaluating the level of market perfection of vegetable products. In turn, this criterion is considered in the light of intensity of use and reproduction of soil fertility in the vegetable production and in the formation of prices in the market of vegetable products. All this has determined the methodology of authors’ research, which in the final version is reduced to the calculation of balance between the use of soil fertility, on the one hand, and its reproduction, on the other hand. Methods for definition of ecological risks of the industry together with recommendations on possibility of their reduction, based on the principle of reproduction of soil fertility, are suggested. Implementation of such methodical approach, in contrast to the known, provides an original economic interpretation of the process of use and reproduction of fertility on the basis of data on the features of crops, crop rotation, productivity, fertilizers, taking attention of other agritechnical factors as well.

The publication is aimed at researching the status of lands use, studying of normative-legal provision of lands monitoring, and developing a structural-logical model of the lands monitoring formation. The authors carried out a research on the status of lands use in Ukraine and identified the inefficient distribution of the existing lands fund. The results of analysis of legislation of a number of countries demonstrate that there are different restrictions in the lands use sphere. Studies of the current legislation of Ukraine prove that lands monitoring should be considered as a complex system. A structural-logical model of formation of lands monitoring is developed, which characterizes interaction of constituents, in particular dependence of efficiency of lands monitoring from organization of observation process and normative-legal provision. The monitoring of agricultural lands is proposed to be carried out twice a year: before sowing and after harvesting, to assess the degree of agricultural influence on their condition. Prospect for further research is to conduct an assessment of lands monitoring at the regional and national levels as a basis for the formation of lands observation directions and, accordingly, to improve its regulatory and legal provision.

The article is aimed at carrying out an economic-statistical analysis of the dynamics of development of trade enterprises and researching tendencies in this branch of Ukrainian economy at the present stage. It is determined that the growth of actual volumes of the wholesale goods turnover on the average by 20–25% and the retail goods turnover by 5–6% annually proves stabilization of the situation in this area of economic activity of the national economy. It is statistically proved that the main negative tendency of both wholesale and retail trade development in Ukraine is reduction of the share of sale of goods produced in the country. It is determined that the growth of retail trade turnover of trading enterprises takes place against the backdrop of a significant decrease in the number of retail outlets, which is evidence of fierce competition among the aggregate of enterprises of this type of economic activity. It is substantiated that positive tendencies in structure and volumes of activity of trade enterprises have influenced their financial results. Further researches will be directed on deepening of economic-statistical analysis with the purpose of determination of the most weighty factors of influence on dynamics of financial results of activity of trading enterprises in Ukraine.

The main aim of the article is analyzing the conformity of hotels and similar means of accommodation with requirements for the development of accessible tourism in Ukraine, as well as the analysis of specialized websites with information about hotels and similar accommodation facilities with a view of presence of places and/or rooms for persons with disabilities and sedentary groups of the population. The article discusses problems of development of accessible tourism in Ukraine on the example of hotel economy and their conformity with international and national requirements with a view of presence of conditions for persons with disabilities and sedentary groups of population, and also websites for reservation that act as an information intermediary between potential customers and hotels when planning a trip. The conformity of hotels with normative acts on provision of services and availability of relevant information on the websites of hotel reservation in Kharkiv region is analyzed in terms of the concept of «accessible tourism». It is concluded that the hotel segment of the tourism market has a great potential for the development of accessible tourism. In case of creation of the specified conditions for realization of accessible tourism it will be possible to increase tourist stream at the expense of tourists who earlier had no opportunity to visit Ukraine due to absence of necessary conditions that, in turn, will allow to further strengthen the integration of the Ukrainian tourism market into the global.

The article is aimed at determining the essence and specificity of budgetary financing of the State-guaranteed social services, substantiating the directions of improving the mechanism for budgetary financing of social functions of the State at the present stage of Ukraine’s development. Features of budgetary financing of social functions of the State in Ukraine are considered. The dynamics of financing of expenses of the consolidated budget of Ukraine in recent years are analyzed. In view of the results of the analysis based on the mathematical model, in accordance with a number of dynamics, the author calculates nominal and real size of the budget to ensure sustainable development of social functions in Ukraine. It is proved that in recent years budgetary financing of social functions of the State in Ukraine has gradually increased. Much of the expenditure is directed towards social protection and social security of the population, which leads to further budgetary exertion. The progress of further research is directed towards bringing the need to focus on the quality of living conditions of the country's citizens in the development of future budget projects, taking into consideration the system of budgetary planning because the amount of budget execution depends on the proportional definition of the planned indicators.

The place and role of credit operations in the structure of commercial bank assets is determined. Features of analysis of credit portfolio of commercial bank are considered. It is determined that the indicator of credit activity, which shows the share of credit investments in the bank’s total assets, is reduced in view of significant deductions to the bank reserves. The composition and structure of credit portfolio of the PJSC CB «PrivatBank» for the period of 2015 – 2017 is analyzed according to different economic characteristics: in the context of customers of crediting (by types of borrowers), concentration of the clients’ portfolio by branches of economy and directions of commercial activity. The article defines dynamics of bank crediting of individuals and legal entities for the period of 2013–2017. The article is aimed at defining and substantiating the reasons of the newest tendencies in bank crediting. The credits granted to individuals in various aspects, namely: on the target directions, mortgage credits on terms of repayment are considered. The credits granted to non-financial corporations are analyzed in the following sections: by maturity, by size of enterprises. The percentage of credits granted to individuals and legal entities is also analyzed. The current status of bank crediting is characterized by increase of volumes due to improvement of financial condition of households and favorable macro-economic conditions. The reduction of volumes occurs only in the sphere of mortgage crediting. Among the problems of crediting can be called concealment of real incomes of individuals and inability of banks to correctly assess the credit risk of borrowers – legal entities which is caused by lack of transparent reporting and a low level of centralized tracking of credit histories of organizations.

The available statistics of the IMF on digital identification of citizens for different groups of countries are generalized: developed countries, countries with economies in transition. Successful examples of the use of identification numbers of persons for political, social and fiscal purposes are provided. The tasks and principles of digital identification of taxpayers and/or recipients of social transfers are formulated. The key factors and tendencies in introduction of digital schemes for identification of the population are determined. It is emphasized that digital identification systems emit new types of risks: legal and regulatory, institutional and administrative, technological, transboundary and country-based.

It is determined that the fastest pace of developing in Ukraine demonstrates the market of fresheners, aerosols and detergents for laundry. It is substantiated that one of the main tendencies of both the international and Ukrainian markets of household chemicals is the transition to more environmentally friendly means. According to results of the analysis of tendencies of household chemicals market in Zakarpatska region it is possible to draw a conclusion about high degree of locality in distribution of enterprises of the industry and their approximation to the main elements of transport infrastructure of the region.

Using the monographic analysis, the article reviews the historical evolution of the definition of essence of the category of «competitiveness of enterprise» in the national scientific literature in the period from 2007 to 2016. It has been concluded that the essence of the concept of «competitiveness of enterprise» is actually reduced to the competitiveness of products or operational efficiency. The article is aimed at researching the national system of providing simplifications to the entities of FEA, analyzing the existing proposals on the change of national customs legislation in the context of providing simplifications, their critical analysis, and also elaborating own recommendations and proposals as to the national customs legislation. The authors analyzed the national customs legislation on providing simplifications to the entities of FEA before the adoption of the CCU 2012 and thereafter. It has been specified that the institute of authorized economic operator was introduced in the CCU 2012, but the effective mechanism for providing simplifications to the entities of FEA was not presented. Thus, the national system of granting simplifications to the entities of FEA has been disbalanced, as real mechanisms for providing simplifications to the entities with a high degree of trust do not exist in Ukraine currently. The authors have critically analyzed the draft changes in the CCU, have pointed out its certain shortcomings and inconsistency with the European customs legislation and domestic realities, as well as have proposed their own three-tier system of providing simplifications to the national entities of FEA. Prospects of further researches in this direction is elaboration of a practical and methodical instrumentarium for introduction of the mentioned simplifications which definitely offer significant advantages to owners of the AEO certificates and would help to balance the issues of ensuring economic security of the State along with providing simplifications in the sphere of foreign trade.

The article systematizes existing approaches regarding the structure of innovation potential and defines the main components of the innovation potential of machine-building enterprise (IPME) on the basis of adaptive management. A methodical approach to the integral assessment of innovative potential has been developed, the purpose and the basic tasks of research have been defined. The process of the integral assessment of the IPME is recommended to be divided into three main stages: formation of the database and selection of indicators characterizing the components of the IPME; stage of development of the model of integral index of the IPME level; stage of interpretation of results of an integral assessment of the IPME. As result of the study, it is proposed to assess the IPME using 12 indicators, providing a quantitative characterizing of capacity; financial component; effectiveness of potential. It has been concluded that for the integral evaluation of innovation potential it is most rational to use methods of multivariate statistical analysis on the basis of the indices, which reflect the quantitative indicators. The main stages of building of the economic-mathematical model of integral index of the IPME level are described.

The article is aimed at researching the world experience of efficient interaction between the public and private sectors, defining the main advantages of the implementation of public-private partnership (PPP) relations, identifying problems in the legislative base on regulation of the PPP process in Ukraine. Introduction and formation of public-private partnership as an instrument of attraction of investment resources and interaction of public and private sectors are considered. It has been found that lack of financing and negative experience of privatization of the State property caused the introduction of the PPP institute in the world practice. However, there is no single unified approach to the regulation of relations in the sphere of PPP presently, which would meet the needs of all countries. In Ukraine, this mechanism is being implemented, but it is not a widespread practice because of terminological discrepancies and lack of a uniform procedure for providing the State support to the implementation of PPP. The advantages of the PPP implementation for the public and private sectors have been determined.

The article is aimed at finding the optimal structure of artificial neural network to solve the problem of forecasting the bankruptcy of banks and researching the efficiency of use of the neural networks model for the realities of Ukrainian banking sphere. Results of the research testify that the best accuracy of forecasts for 1-1,5 years showed the model on the basis of the multilayer perceptron with 10 and 2 neurons in the hidden layers. The developed neural networks model can be used as an alternative to statistical methods, as it has shown better results. Prospect for further research in this direction is development of a complex system of support for decision-making for banking institutions, which would include forecasting risks for bank, analysis of the bank’s financial condition and identification of financial problems using innovation instruments and technologies, ensuring the monitoring and control of risks of banking institution. The developed neural networks model can become one of elements of the complex system.

The article is aimed at researching the totality of factors influencing the turnover rates at domestic enterprises in the conditions of intensification of international economic cooperation. In particular, a study was conducted among working youth under the age of 25, among which the turnover rate is the highest and is caused by the search for work in the foreign markets. The following factors were researched: salary level, work schedule, working conditions, social climate, attitude of managers to subordinates, prospects of development and career growth. It has been found that the greatest influence on the problem of turnover of personnel is exercised by financial component and career development. The publication defines the problems that an enterprise may face as a result of an uncontrollable turnover of personnel, and presents proposals in order to solve these problems. Prospect for further scientific searches on the given subject is definition of the main factors creating competitive advantages for the domestic employers in comparison with the foreign, that would allow to restrain outflow of personnel in the national market.

The article is aimed at analyzing the indicators of the status of consumer market of Ukraine and substantiating relationship of these with the level of social development of the country. The growth of population welfare and social protection in the country is reflected in the indicators of functioning of consumer market, as well as depends to some extent on the tendencies of its development. For detailed analysis of the relationship of indicators of economic development of Ukraine and the status of consumer market, the indicators characterizing consumer opportunities of population were considered. Based on an analysis of statistics plus household survey data, it has been found that the level of well-being of population is largely determined by the availability of certain goods and services, i.e. the consumer opportunities of population. The inability to satisfy existing needs from existing income leads to restrictions on the side of population. To assess the level of social development of the country, use of the profile of the consumer capabilities of population has been suggested, which introduces the basic needs of population, which must be materialized in the contemporary society. Assessment of the level of social development of the country by consumer opportunities implies determination of the proportion of population, able to meet the above mentioned needs.

The article is aimed at suggesting directions of formation of institutional support for introduction of the innovative financial-economic instrument of the internal carbon market (ICM) of the sector of agricultural land use and highlighting aspects of development of its legislative provision. The relevance of the suggested instrument is underlined by the necessity for Ukraine to fulfill the obligations under the Framework Convention on Climate Change of the UN, the Kyoto Protocol, the Paris Agreement, which are aimed at counteracting climate changes and adapting to their consequences. Through the use of the method of statistical analysis together with the analysis of dynamics of land-use categories in terms of farmlands, it has been proved that existing approaches to agricultural land use have a negative impact on the level of agri-ecological and food security of the State, lead to the loss of fertility and contribute to the increase of carbon emissions from the reservoir of mineral soils. The proposed approach forms the bases of further scientific and methodological developments for elaboration of the theoretical, normative-legislative, organizational and economic directions of development of the ICM of the sector of land use. The aspects of further improvement of legislation and of positive influence of ICM on the associated economic sectors are displayed.

The article is aimed at assessing the practice of providing the Ukrainian electricity industry sector with funds within the framework of international technical assistance projects (ITA) and trying to predict the further efficiency of this financial instrument for financing the electricity industry modernization projects. International technical assistance is a potentially powerful source of financial resources for the renewal of the industry. However, an analysis of the practice of its provision according to two sectors, adjacent to the electricity industry, – «nuclear safety» and «energy and power efficiency» – does not allow to predict the efficiency of the international assistance as a source for modernization of the industry. The results of the analysis show that the ITA is closely linked to the interests and objectives of donors, and the modernization of electricity industry is a business project, the main result of which should be profit. The latter fact shifts the focus of the search for funding towards investments rather than donor infusions.

The article is aimed at researching the current status of the banking system of Ukraine and identifying obstacles to its successful development. The current status of the banking system of Ukraine is analyzed and peculiarities of its development are determined. Both the positive and the negative consequences of the presence of foreign banks for the status of the banking system of Ukraine are substantiated. The status of bank liabilities, volume of general assets of banks, including credit portfolio, as well as dynamics of financial results of banking institutions of Ukraine are analyzed. The necessity of increase in the absolute measurement of the authorized capital of banks in order to raise the level of their capitalization has been determined. The problems hindering successful development of national banking institutions have been identified, in particular: outflow of deposits of population, losses as result of military actions in the east of Ukraine and annexation of Crimea, growth of overdue loans, insider credits, violations in the bank activities, low level of capitalization of commercial banks. The need to change the NBU’s approaches to understanding the function of protecting the interests of depositors and creditors through the development of an instrumentarium for restructuring, professional management of banks, has been indicated.

As a result of the analysis of the world tendencies of standardization of socially responsible activity the scientific classification of standards has been suggested, which will allow to structure more effectively and use their information in the process of economic activity. The opinion is expressed that for a comprehensive assessment of socially responsible activity it is necessary to use several standards in combination, taking into consideration specifics of the activity of a particular enterprise. The following functions of knowledge management in the transport enterprise are substantiated: stimulation, facilitating the development of cooperation, promotion and use of learning opportunities, attraction and preservation of human capital, increase of productivity, spreading the best experience, increasing the customer satisfaction level, creating a competitive advantage. Elements of the knowledge component of potential possibilities of transport enterprises have been defined as follows: professional knowledge; general knowledge; environmental knowledge; contracting potential; value characteristics of personality; qualities of personality; intuition; ability to logical thinking; communication potential; skill and ability to learn; ability to self-development; ability to work in a team; ability to use integrated knowledge; ability to reframing.
