A generalized interpretation of the adequacy of generating capacities is presented. Methods for assessing the adequacy of generating capacities correspondent to the EU regulations and standards are examined. The peculiarities of forecasting the adequacy of the development of generating capacities at different time intervals (long-term, medium-term and short-term) according to the methodological approach of ENTSO-E are covered. The main scenarios for forecasting the adequacy of the development of generating capacities at medium-term and long-term time intervals are provided. Attention is focused on the key stages of building the market-based stochastic models for forecasting the supply and demand of electric energy in accordance with the methodological approach of ENTSO-E to predict the adequacy of the development of generating capacities: forecasting the hourly load in the electric energy system; determination of probabilistic characteristics of power generation based on the climate database; assessment of the flexibility of the electric power system; forecasting the development of transboundary flows of electric energy; evaluation of criteria for the adequacy of the development of generating capacities. The methodological aspects of forecasting and assessing the adequacy of the development of generating capacities for each of the stages are presented. To support the adequate development of the European electric energy industry, the relevant market supporting mechanisms are introduced, namely the capacity market and the renewable electric energy market. The main types of mechanisms for the functioning of the capacity market in the EU are provided. Schemes of government support for the development of renewable electric energy in the EU are considered.

The purpose of the article is to analyze the international experience of countries in the period of post-war recovery, to determine the main factors that influenced the development of the economy, and to form a plan for the reconstruction and development of our country on the basis of the data obtained. Ukraine during 2014–2021 suffered from aggression in the east of the country implemented by gangs funded by the Russian Federation, all this had a significant impact on all sectors of the country’s economy, but in early 2022 Russia resorted to a full-scale intervention, which led to enormous human casualties, destruction of social infrastructure, the industrial complex and the economy as a whole. Now it is not individual regions that suffer from armed aggression, but the territory of the entire country, a significant part of which is occupied, while strikes from various types of weapons occur in most regions on daily basis. Although the fighting is not over yet, and the scale of the consequences and losses is already difficult to calculate, but after the end of the war there will come a period of recovery, so it would be advisable to analyze in advance the historical events of the past and study the experience of the countries of the world, which suffered destruction during wartime and hostilities. The article considers the practice of reconstruction and economic development of the country in the post-war period. The main factors for ensuring economic growth of countries such as West Germany, Japan, Italy, South Korea and Israel have been identified. The authors analyzed the means, having implemented which, it will be possible to develop an action plan for the reconstruction of the economy and realize the potential of Ukraine’s development. The draft State Budget of Ukraine for 2023 and plans to raise funds to finance the country’s economy by international organizations and foreign governments are considered. Examples of post-war recovery of Ukraine, which have been introduced by the government and are already being implemented, are presented in order to stabilize the country’s economy now and restore the destroyed country in the future.

The purpose of the article is to substantiate the feasibility of an integrated approach to the implementation of measures for the restoration and modernization of housing stock and heat supply objects. On the conditional example of heat supply of a heated quarter (which means a small number of residential buildings to be heated, a local boiler room and local distribution heat networks), various modernization options are considered: separate thermal modernization of buildings, modernization of heating networks, modernization of the boiler room, and options for simultaneous modernization of all elements of the chain: production-supply-consumption of heat energy (complex modernization of the heated district). It is proved that precisely a comprehensive modernization, which involves a simultaneous production, coordinated in terms of time and volumes, supply and consumption of heat, is an effective instrument for improving efficiency in the sphere of heat supply and heat consumption. The complexity of modernization in this example involves thermal modernization of buildings in the heated district (with a decrease in heat consumption by 40%) with the simultaneous modernization of heat transmission networks (with a decrease in heat loss when supplied from 20% to 5%) and modernization of the boiler room (with an increase in the efficiency quotient of boiler equipment from 88% to 93%). The implementation of such a project is economically feasible for all participants: consumers reduce the cost of paying for heat supply services by 49%, and the supplier and producer of heat with a slight (up to 6%) increase in heating tariffs provide break-even activities and receive a larger investment resource in the form of a larger amount of depreciation. At the national level, the proposed mass complex modernization of heated districts can almost halve the consumption of natural gas by municipal heat and power engineering and to the same extent reduce emissions of harmful substances into the atmosphere. In addition, it becomes possible to significantly reduce the amount of subsidies from the budget for the payment of housing and communal services by the population.

The article examines the issue of the use of labor resources in the context of land resource management of agrarian enterprises. Such indicators as the number of the population, the share of the rural population, the share of labor resources employed in agricultural production, the share of the able-bodied rural population, the area of agricultural land per person employed in agricultural production, as well as the volume of production of agricultural products per person employed in agricultural production were analyzed. Thus, during 2010-2021, the working capacity ratio of the rural population decreased slightly, from 0.59 to 0.58, which indicates that the labor potential in rural areas is not high enough. The coefficient of utilization of labor resources in 2011 was only 0.22, which indicates that in rural areas only every fourth resident is engaged in labor activities or works outside of agriculture. The load on one able-bodied person is increasing. Both the general level of economic activity of the rural population and the level of economic activity of the able-bodied population are decreasing. The number of people employed in agriculture is decreasing every year. Thus, in 2010, the number of people working in rural areas was 2870.6 thousand, in 2019 - 3010.4 thousand, and in 2021 - only 2692.7 thousand. The level of unemployment in rural areas is much higher than in the city, which is due to the limited number of vacancies and their specific characteristics. However, a significant reduction in the number of people employed in agricultural production did not have a positive effect on the dynamics of labor productivity in general in the country, since the labor force from this industry sector was displaced to personal auxiliary farms where manual labor is used mostly and, therefore, a lower level of the labor productivity is observed. The main trends in the dynamics of indicators of the working capacity ratio of the rural population, the ratio of the use of labor resources, the level of economic activity of the rural population, etc. have been determined. It is established that the level of unemployment in rural areas is significantly higher than in the city, which is due to the limited number of vacancies and their specific characteristics

The article substantiates the expediency of modernization of innovation infrastructure as an institutional prerequisite for the structural reconstruction of the economy of the regions of Ukraine during the wartime with the projection of activation of innovative processes in the post-war period. It is further substantiated that the innovation infrastructure in Ukraine covers an overly narrowed specification of the elements of generation and commercialization of innovations, which makes accelerating the processes of innovative renewal of the material and technical base of the basic links of the national economy and regional economic complexes impossible. It is found that the main structural elements of the regional innovation infrastructure are the technological, commercial and supporting core, which, interacting, ensure the acceleration of the processes of production and commercialization of innovative developments and their implementation in the spheres of production and product circulation. It is identified that the creation of business incubators and start-up schools in the short term will eliminate the shortage of innovative ideas and developments, which in the post-war period will ensure their commercialization and implementation in the practice of innovative renewal of the economy of the regions of Ukraine. Studies have shown that the innovation infrastructure of Ukraine is not marked by a critically necessary level of efficiency of functioning due to the underdevelopment of the informational-analytical and expert-consulting component, which gives not a possibility to ensure effective propaganda of the best foreign and domestic practices of innovative and knowledge-intensive development of the structure-forming units of the national economy, in particular, the implementation of the first stages of digital transformation of processes of adoption of managerial decisions in the public administration sector. It is found that it is advisable to carry out programming of priority directions of modernization of regional innovation infrastructure during the wartime in order to form an algorithm for systematic renewal of the economy of the regions of Ukraine immediately after the end of the war to ensure an accelerated recovery of integral property complexes destroyed by enemy attacks and the formation of modern industrial, post-industrial and information growth poles.

The article substantiates the expediency of forming a modern system of financial and economic stimulation of the secondary resource use as a necessary prerequisite for activating the processes of utilization of secondary raw materials in the conditions of decentralization. The carried out studies have shown that the financial and economic stimulation of the secondary resource use is a logically ordered set of methods, instruments and levers of fiscal, budgetary, credit, price and reimbursement-penalty influence on the processes of involving the used industrial and household raw materials into economic circulation in order to use the resource value of its material and material substance. It is substantiated that the existing system of financial and economic stimuli for the secondary resource use, which operates at the national level, should receive its modification at the regional and local levels in order to make use of the most of the advantages and opportunities of decentralization in financial and investment support for the modernization of waste management infrastructure and the processes of disposal of the resource value of industrial and household waste. It is determined that the formation of a modern system of financial and economic stimulation of the secondary resource use should be based on a set of fundamental principles and the principles that imply compliance with the requirements of institutional transformations and conjuncture-cyclical fluctuations. It is substantiated that the fundamental principles of forming a system of financial and economic stimulation for the secondary resource use in the context of decentralization are the principles of environmental sustainability, economic efficiency and social responsibility, and the list of principles that provide for compliance with the requirements of institutional transformations and market-cycle fluctuations includes the principles of taking into account global benefits, decentralization and deregulation, adherence to the fiscal optimum, opportunity cost, complexity, prevention and elimination of negative externalities.

The purpose of the study is to determine the marketing characteristics of the activities of entities in the field of residential real estate construction and to formulate proposals for the development of an adequate instrumentarium for the implementation of the marketing complex within the terms of the current challenges of the external environment. The analysis of the available scientific literature made it possible to obtain a conclusion about the fragmentary nature of research in the specified sector of economic relations and to attribute the aspects of the systemic implementation of the marketing complex in the activities of construction companies to the current issues. The fundamental differences of construction products from mass or series production of goods are revealed as a starting point of the research. The search for modification options for the use of classic marketing tools to influence the behavioral patterns of potential consumers in the residential real estate market in the B2C segment was carried out using the methodology of the 4P conception or marketing-mix. Decomposing spheres of influence into such elements as Product, Price, Place, Promotion made it possible to obtain applied results. The identification of the product niche of the construction company is recognized as a system-forming aspect in building a marketing strategy and the corresponding tactics. Attention is focused on the need for deep differentiation of the offer according to the criterion of the sales region, using the instruments of persuasion regarding the current and future potential of the successful functioning of the object according to its intended purpose, strengthening the emotional content of the offer, shifting the vector regarding the construction of communication channels into the digital environment. Variants of effective strategies for responding to challenges from the transformed external environment in the coordinates of Marketing 3.0, 4.0, 5.0 concepts are revealed, such as: implementation of the green construction system as one of the ways to maintain the balance between human needs, financial indicators and the environment; creation of a favorable reputation for the company, a positive corporate image by initiating and participating in social or charitable events.

The article identifies directions to improve the efficiency of quality management of services of the railway transport enterprises. It is noted that today the transport sector of Ukraine is going through extremely hard times, caused both by the strengthening of internal contradictions in the development of entities of this sphere and the influence of external negative factors associated with economic and political instability in the country and in the world. In turn, the prospects for the development of railway transport require addressing issues related to the integration of the railway industry of Ukraine into the European transport system and improving the quality of services provided by the associated enterprises. It is determined that the organization of work on quality management at railway transport enterprises involves the development of quality management systems and the adoption of the necessary measures to ensure their effective functioning. In this direction, it is considered necessary to establish and implement the following procedures: development; approval; maintaining and providing all documents and data that belong to the system. It is further noted that the dynamics of profits of railway transport enterprises largely depend not only on the enterprise’s technical and technological capabilities, but also on socioeconomic factors, that is, on the needs and ability of the population to use high-quality transport services. There are five main disagreements and problems that are the causes of consumer dissatisfaction with the services of railway transport enterprises. It is found out that the presence of the above disagreements and problems significantly affects the level of quality management of services of railway transport enterprises. Elimination of discrepancies between expectations and perception of the quality of service provision by consumers is possible only if there is a clear awareness of the problems characteristic of this process at the present stage of integration of the railway industry of Ukraine into the European transport system. It is concluded that it is necessary to improve the efficiency of quality management of services of railway transport enterprises based on the use of modern approaches to careful studying the consumer requests (population demand for transport services) and further improve the consumer qualities of transport services towards achievement of profit, increasing the social significance of railway transportation, and gaining competitive advantages in the future

The article generalizes the theoretical and methodological aspects of managing the strategic development of industrial enterprises in Ukraine. It is specified that the industry of Ukraine has always been and remains a driver of the national economy, both economically and socially. In this regard, today the issues of the need to form modern development strategies that can provide domestic enterprises with an appropriate level of competitiveness and image acquisition in the world market appear to be very acute. From this point of view, the generalization of theoretical aspects of managing the strategic development of industrial enterprises in Ukraine is relevant and appropriate, given the difficult macroeconomic conditions and the need to adapt economic entities to martial law. The characterization of basic strategies is generalized. The constituents of the strategy for managing the development of an industrial enterprise are defined. It is noted that the management of strategic development of industrial enterprises is a complex process that requires a sufficiently high level of management and the ability to make effective managerial decisions. It is found that it is impossible to imagine the process of managing the strategic development of an industrial enterprise without the presence of strategic potential, which provides the most effective ways to use resources, economic reserves and capabilities of an economic entity in order to maximize the effective implementation of its strategy. A number of indicators of local potentials of an industrial enterprise is presented. It is noted that an effective strategy for the development of an industrial enterprise lays down the prospects for economic growth and determines its positioning in the market. It is concluded that one of the important conditions for efficient management of strategic development of industrial enterprises in Ukraine today is the use of scientifically based approaches to strategic management along with practical experience in conducting business. The aim of the study is to generalize the theoretical and applied aspects of the formation of an ideological space of a unified nature as a reflexive reaction of business to socioeconomic realities in conditions of constructive destabilization. Based on the carried out analysis of statistical data, it is proved that a fundamentally new direction comes into being for domestic economic science, i. e., studies of business behavior for the faster recovery of the country’s economy, which requires the formalization of adequate instruments of a modern manager. Analyzing, systematizing and generalizing the scientific works of many scholars, the views of researchers on the definition of the concept of «ideology» were systematized, the principles of business ideology were allocated, the goal, types, signs, functions, principles, methods of ideological influence within the framework of building the ideology of management were defined. The presented publication forms theoretical and applied aspects of the ideological space of a unified nature as a reflexive reaction of business to socioeconomic realities. The issue of reflection as a system of reactions to socioeconomic realities is examined. The article considers the forms of reflection, the objective etiology of the formation of spheres of reflection through the prism of multidisciplinary connections. It is proved that the forms of reflection as a system of business reaction to socioeconomic realities in conditions of constructive destabilization have a tactical and strategic result. For a clear understanding and detailed analysis of the behavior of the problem under study, a block diagram of causal relationships is built. It is proved that reflection is an instrument for influencing the development of emotional intelligence, which explains the nature of the analytical choice of an alternative solution to the subject of economic relations and determines the possibilities of consolidated external information influence on this choice. Of practical importance is the universal model of the cognitive map of the behavioral model of business structures, which allows to explain the multi-vector format of development in rational, limited rational and irrational dimensions, combining the features of the model of constructive development of the destabilizing format and crisis phenomena.

The purpose of the article is to develop a conception for the formation of an institutional environment for energy security management, taking into account factors of external and internal influence. According to the results of the carried out study, it can be said that the transformation of the State system and the economic system, accompanied by centrifugal tendencies in the spheres of institutional management and the economy of the fuel and energy complex, has led to the emergence of a number of general, interrelated tendencies, among which are: changing the role of defining and expanding the conceptual mechanisms of market interaction between business entities; decentralization of service management in general, transfer of powers to the regional level; liberalization of prices for goods and services; change in qualitative and quantitative parameters of the functioning of enterprises of the fuel and energy complex. It is determined that along with the development of the enterprise, there is an objective need to eliminate the state of uncertainty and establish control over risks, and with the achievement of maturity, the business entity is «included» in the process of forming a conceptual institutional environment. The activities of economic entities in the modern economy cannot be analyzed from the point of view of neoclassical theory, since its methodological and categorical basis is insufficient for adequate analysis and explanation of economic phenomena in dynamics, for this it is necessary to form an institutional approach. It is determined that the systematization of institutions as elements of the institutional environment of economic entities of the fuel and energy complex allowed to identify their conceptual multilateral and multi-level nature.

The easing of tax legislation after the outbreak of war was aimed at supporting business and ensuring the functioning of the economy. However, its impact on local budget revenues was ambiguous. Some changes to the tax legislation during martial law had a negative impact on local budget revenues, while others had the opposite effect. The purpose of the article is to identify the impact of tax policy on the formation of local budget revenues during the wartime and to assess the prospects for filling local budgets with tax revenues in the short term. The publication characterizes the tax changes introduced after the outbreak of war in terms of taxes that have a direct impact on the formation of local budget revenues – personal income tax, single tax, land payment, tax on real estate other than land, excise tax on fuel, alcohol and tobacco products. The authors analyze the tendency in changes in tax revenues of local budgets by region. It is found that the introduced tax changes have had a negative impact on local budget revenues from property tax (land payment, tax on real estate other than land, transport tax) and from excise tax on fuel. At the same time, the growth of tax revenues from personal income tax, single tax, and excise tax on alcohol and tobacco products in total ensured a 13.5% increase in local budget revenues compared to the previous pre-war year. However, against the background of the overall growth of local budget revenues, there was a decline in tax revenues in the regions, some parts of which remain under russian military occupation (Zaporizhzhia, Kharkiv, Kherson, Donetsk, and Luhansk regions). The authors critically assess and substantiate the prospects for filling local budgets with tax revenues in the short term. In the near future, we can expect an increase in tax revenues of local budgets, given the possible abolition of «tax relaxations» against the background of the successes of the Armed Forces of Ukraine, which positively affect the business expectations of enterprises and intensification of their business activities

The purpose of the article is to build a model of the formation of one's own brand, which is based on a wide range of principles of system analysis, and allows to predict the effectiveness of the decisions made. The article proves that for the effective formation and promotion of a personal brand, one should understand the purpose and functions of its formation, take into account all the conditions that can affect it, and master the tools and methods of brand management. The work proposes the formation of an algorithm for creating one's own brand under the influence of all possible factors and conditions. It is noted that the conditions for the formation of a personal brand are formed based on five levels of perception of the personality by the surrounding people: emotional, personal, behavioral, level of uniqueness and personal identification. It has been studied that the main goal of forming a personal brand can be called the creation and strengthening of an image, as well as increasing recognition to raise popularity among the audience. In order to achieve all the goals and tasks set, the tools of forming a personal brand are grouped in the work. In addition, the article discusses special paid and free services, as well as auxiliary tools for successful brand promotion in social networks. It was determined that the success of forming a personal brand depends on the effectiveness of the chosen methods of brand management and the developed algorithm for forming a personal brand. In general, it is proposed to distinguish three stages in the brand formation algorithm: choosing a niche and target audience, analyzing competitors and creating a brand promotion strategy. The article states that the task of evaluating or forecasting brand efficiency can be accomplished using four approaches, the most qualitative of which is the use of econometric modeling. A linear regression model was chosen for adequate processing of the entire set of indicators involved at this stage of the research, and the R-Studio software was used for its construction, which is a universal means of automating many marketing tasks. At the last stage of the work, target indicators were predicted depending on influencing factors. The performed econometric analysis proved the feasibility of using the developed model for more effective management of a personal Instagram page. The developed model made it possible to predict the most successful day and time of publication of the corresponding type of content.

To determine the strategic directions of development of the woodworking industry of the country, a structural-logical scheme of scientific research is proposed, which includes the following stages: identification of the main substantive determinants of ensuring the development of the woodworking industry of the countries over the world; assessment of raw material potential and competitiveness of the woodworking industry of the world countries; modeling the impact of raw materials potential on the competitiveness of the woodworking industry in the countries of the world; determination of priority directions of development of the woodworking industry of these countries. An integral assessment of the raw material potential of the woodworking industry of the world countries was carried out by the following components: forest cover of the territory, reserves of the forest stand, the total volume of wood production, the volume of production of business wood, which made it possible to determine the level and disproportions of the development of raw materials for the woodworking industry of the countries of the world. According to the value of the integral indicator of the raw material potential of the woodworking industry in 2020, from 36 countries chosen, Finland, Canada, Sweden, Latvia, Estonia were included in countries with a high level of raw material potential of the woodworking industry, while the countries with the lowest level were Greece, Mexico, Italy, China, the Netherlands, and Ukraine. The level of competitiveness of the woodworking industry of Ukraine and the world countries is assessed. The leading countries in terms of competitiveness of the woodworking industry in 2020 included Brazil, Russia, Ukraine, Canada, Finland, while the countries with a low level of competitiveness of the woodworking industry included the Netherlands, Greece, Great Britain, Korea, Japan, and Italy. The carried out analysis allows to recommend for the group of leading countries in terms of competitiveness of the woodworking industry (including Ukraine) to focus on increasing exports of woodworking goods with high added value, such as sheet wood materials. A modeling of the influence of raw material potential on the level of competitiveness of the woodworking industry of the world countries is fulfilled. It is determined that the strategic directions of development of the woodworking industry of the countries of the world are to increase the output of products with high added value and the introduction of measures for the rational use of forest resources.

Studying the foreign experience in the development of digitalization on the example of advanced countries is based on two main models: the model of evolutionary development of digitalization based on market competition and the administrative model for regulating the development of digitalization. The author of the study proposed a mixed model, which is a synthesis of a model of evolutionary development of digitalization on the basis of market competition with elements of administrative regulation of this activity. A comprehensive study of the world experience of government regulation of digitalization and the features and prospects of its development allowed the author to form a model of government regulation of Digitalization of Ukraine, which is a systematized, generalized vision of the efficient policy of government regulation of Digitalization in Ukraine. The proposed author’s model of government regulation of Digitalization of Ukraine is an interrelated system of goals, objectives, functions, methods, principles, and infrastructure. To achieve the goal of ensuring sustainable balanced development of digitalization – the government regulation should be aimed at solving a number of tasks: accelerating economic growth and attracting investment; transformation of all spheres of economic activity and business processes on the basis of competitiveness and efficiency; development of innovative technologies, networks, and platforms; creation of digital strategic partnerships; availability and openness of digital technologies; implementation of intellectual capital, transformation of the system of social productivity.

An essential prerequisite for success in modern warfare is military superiority over the enemy, which is based on the tactical and technological level of the operating groups of the armed forces and the economic sufficiency of its provision. This definition became the basis for the study of the laws of the causal chain of formation of military superiority over the enemy and the economic prerequisites for its provision. The article highlights the dependence of strategic goals, operational actions, tactics, principles of forming a system of military superiority over the enemy; the peculiarities of formation of military expenditures of countries depending on their geopolitical and economic situation are analyzed; the necessary methodological principles for creating economic and social preconditions for the formation of military expenditures sufficient to ensure Ukraine’s defense capability have been determined. The purpose of the article is to study and analyze the historical prerequisites for the development of approaches to the interpretation and definition of food security in the XX century and at the beginning of the XXI century. The available approaches to the number and content of historical stages of development of approaches to defining food security are considered. It is concluded that contemporary authors perceive the evolution of the interpretation of food security as a linear process of development, during which additional components are gradually distinguished. Thus the early stages are characterized by an emphasis on the problems of food availability and food self-sufficiency, later, the problem of food stocks and control of world prices is actualized, gradually highlighting the problems of poverty, physical and economic availability of food. And at the last stage, there are questions of nutritional value and food security. As a result of the study, an own periodization is developed, which influences the evolution and development of approaches to the interpretation and definition of «food security», the major publications that influenced the interpretation of this concept are pointed out. The proposed six stages are considered in more detail. It is noted that not all trends are reflected in domestic regulations and at the present are not widely reflected in the works of Ukrainian researchers, which means that Ukraine is currently at the fifth stage of understanding food security and lags behind the world community in terms of plan. The formation of a competitive electric energy market is an international obligation of Ukraine and the national interest of its society. Currently, the European model of the electric energy market is being implemented in Ukraine, but in the EU the process of its revision is also underway to accelerate the «green» energy transition. The article expounds that the neoliberal economic paradigm that has dominated the world for the past 90 years needs to be revised to enhance interaction in the interests of society and the environment. The new economic paradigm is recognized as post-neoliberalism, which implies a strategic partnership between the State and business in the interests of society and the environment. The formation of a competitive electric energy market on a post-neoliberal basis is able to ensure the effectiveness of its functioning, prevent electric energy crises and promote sustainable adequate development. The theoretical basis for the formation of a competitive electric energy market should be the theory of the sectoral market, synergetics and the theory of economic mechanisms, the principles of which should constitute the basis of a competitive electric energy market. The electric energy market on a post-liberal basis is based on 3 functions: market effectiveness, electric energy safety, and adequacy of development – and also provides for the introduction of 2 direct economic mechanisms: the commodity market, the market of capacities (mechanisms of the market of ancillary services and throughput capacities are subsidiary to them). The article proposes a conceptual model of a competitive electric energy market on a post-neoliberal basis, highlighting the principles, tasks; defining the roles of participants; formulating a system of hypotheses and provisions for its implementation. The operating model for the introduction of a competitive electric energy market consists of four stages: its identification by key determinants, analysis of development tendencies, construction of an economic mechanism, selection of diagnostic tools.

The purpose of the article is to explore the problems of relocation and functioning of businesses in the Lviv region, as well as to define the priorities of the related investment during the period of martial law. Analyzing the regulatory and legal documentation on investment in the economy of the Lviv region during wartime, the need to improve the strategic planning of regional development is determined, taking into account the investment support of the relocated enterprises depending on the type of their activities and priorities of socioeconomic development of the Lviv region. As a result of the carried out research, the authors highlight new incentives to intensify entrepreneurial initiatives among the unemployed persons, including temporarily displaced persons, which would ensure the economic effect of entrepreneurial activity, leveling the risks associated with starting an own business. To do this, it is proposed to use non-functioning objects of communal property located on industrial lands within the Lviv region by leasing them to newly registered individual entrepreneurs from among the unemployed ones. The rent for the use of such areas can be compensated by the amount of unemployment compensations, including the one-time payment for the organization of business activities on the part of unemployed. Prospects for further research in this direction are to determine the economic efficiency of investments in the development of relocated businesses in the Lviv region in the postwar period.

The article carries out an analytical review of scientific publications of domestic and foreign scientists on the research of the methodology of assessing innovation potential, which showed that it is insufficiently developed, in particular, at the level of an industrial enterprise in the conditions of the digital economy. It has been proven that in the scientific works of both foreign and domestic economists, the task of assessing the innovative potential of an industrial enterprise boils down to the use of one of two possible assessment methods: detailed or diagnostic. The analytical review of available methods conducted in the article showed that the considered methods have certain advantages and disadvantages. The most complete, deep and objective assessment of the innovative potential of a system is possible only with the correct selection of a set of indicators that allow characterizing the innovative potential according to various features and in terms of its constituent components. Thus, the author's methodology of assessing the innovative potential of an industrial enterprise, taking into account the digitalization of the economy, is proposed. As part of the methodology, a system of indicators for analysis was developed, which is subdivided into four projections: production and technological resources, financial and management resources, factors of innovative activity, and indicators of information security. The proposed methodology includes the calculation of generalized indices of the innovative potential of each projection, the integral indicator of the innovative potential of the enterprise for positioning the enterprise according to the level of innovative activity. Such a set of indicators meets the requirements of universality and ease of use, but at the same time provides objective and complete information about the state of the innovative potential of an industrial enterprise, in particular in the context of digitalization.

If we turn to the role of ethical principles of the economic activity of society, then we will get to conduct of this activity related to cultural traditions, ideological attitudes, with the world of motivations and values in general. Morality is the Alpha and Omega of a socially useful economy. Morality determines the worldview. The worldview, in turn, forms the conception of society, in which culture and its component - legal culture, in particular economic culture, crystallizes. Christians pinned their hopes in economic life on the application of moral principles, thus forming the bases of a moral economy. The Christian ideal of the national economy is based on justice. Christians evaluate economic relations by the criterion of service to people. Therefore, the economy is perceived as a phenomenon of spiritual life, as spiritual creativity, providing space place to individual freedom. Here it is necessary to comprehend the ideas, objectives, values and traditions of economic activity from the point of view of Christianity.

It is concluded that in the context of the dominance of the digital financial industry, the service provider, having exclusive information about the consumer, also having a mobile and flexible system of combining professional analysts and smart dashboards, using a range of innovative financial solutions, becomes an indispensable, built-in part of the operational activity of the client, who will increasingly rely in decision-making on such integrated coordinators of his activities. The processes of loss of financial subjectivity by consumers of financial services due to delegation of financial decision-making to service providers (platforms) are highlighted. The socioinstitutional transformations that made possible a customer-oriented breakthrough in financial activities, namely the perception of transparency of life, confidentiality of information and its protection, which radically changed the idea of information asymmetry, its content and effects of influence, are substantiated. The peculiarities of localization of digital lending are determined, namely: operations in markets where traditional banking is not available owing to the underdevelopment of the country, region, banking infrastructure, remoteness of banking institutions from direct customers; transactions among segments of the population that do not have access to lending in traditional banks owing to the lack of credit history. The risks of activation of digital lending, consisting in an increase in the debt burden and monopolization, are pointed out. The tasks of the State policy in the financial sphere in connection with the implementation of the digital development strategy in Ukraine are characterized.

In the face of increased competition in the world market, the issue of assessing the factors of influence on the technological development of the world countries is actualized. To this end, the article measures the indicators of patent activity in the context of individual regions and countries of the world, together with technological areas, using the patent statistics databases. According to the results of the research, the following main conclusions are made: – a noteworthy feature of modernity is the dynamic growth of patent activity (+42% for 2012-2021) as a significant criterion for technological development of the world countries; – in particular, the active patent position of three Asian countries (China, Japan, South Korea: a combined share of 54.1% of PCT applications in 2021) provided them with leading positions in the international patenting of inventions, as well as control over large niches of the global market in the field of computer (31.4%) and digital (26.7%) technologies, as well as electrical machine-building (20.2%); – the first-rank status belongs to China, which in both computer (15.6%), and digital technologies (15.2%) is ahead of even the United States (12.4% and 9.7%, respectively), where these technologies de facto originated; – a significant sphere of U.S. interests in the global market are also medical technologies (10.8%), while for Germany it is energy (10.3%) and transport (9.6%); – however, Ukraine has no place on the world technological map, as indicated by almost zero share of patent activity (0.06% in 2012; 0.05% in 2021) and its negative dynamics (–17%). Taking into account the extremely negative assessments obtained for Ukraine, which is a contradiction with the global tendency, the need to raise patent activity appears a key task of technical and technological reconstruction of the economy.

The article is aimed at characterizing the modern crisis caused by the Russian-Ukrainian war as part of the profound world transformation process, and theoretical-methodological substantiating of the financial mechanisms for stabilization and recovery of the Ukrainian economy. As a result of the carried out study, it is shown that the current crisis in Ukraine is a component of the global transformational transition against the background of the formation of the information and digital economy. On the surface of economic phenomena, this transition is presented as: destabilization as result of the conflict adaptation of the networked person and the social simplification of the classical market entity; the clash of the fading liberal model of the world order and the beginnings of a new digital society; the crisis of globalization and localization. The stages of the unfolding crisis of globalization and localization are the following: the global financial and economic collapse of 2007-2009, the COVID-19 pandemic of 2020-2021, the stage of maximum entropy during the Russian military aggression against Ukraine in 2022. In the context of the crisis of globalization and localization, the role of the State-owned institutions is growing, which absorb global fluctuations and take maximum responsibility for themselves, creating risks for the formation of authoritarian societies. Simultaneously, with the crisis uncertainty growing, this is the most likely option to ensure relative stability and consistency. Financial mechanisms for stabilization and recovery of the Ukrainian economy should be implemented on the basis of the use of digital technologies to ensure supply and demand through the introduction of digital currency, the institution of unconditional income, the development of programs for automatic assistance to small and medium-sized enterprises in the context of crisis, the creation of financial development institutions in the format of a digital bank. Digital technologies will increase the risks of final leveling of market principles of economic activity and cause excessive overregulation, so further research in this direction will be focused on minimizing the risks of totalitarianization of the financial space in the digital economy.

The labor market is one of the main and most complex elements of a market economy. It is a system of organization of wage labor based on market laws, which includes employers who demand labor, employees who form the supply of labor in this market, as well as mechanisms and institutions to reconcile the interests of workers and employers. The purpose of the article is a statistical and expert analysis of the labor market in Ukraine and the formation of promising areas of its development in terms of postwar expectations and the impact of global processes. Statistical analysis of the main indicators of the labor market showed that the share of employees and the wage fund by type of economic activity are approximately the same. While the level of average wages in Ukraine differs significantly from them by type of economic activity. This is the reason for the formation of demand for the relevant professions. Based on expert analysis, it is established that the most popular in Ukraine are specialties in the field of services. There are significant differences in the expectations of employers and the wishes of job seekers. There is a shortage of staff and a gradual alleviation of the problem of ageism. Globalization processes have shifted the importance of the profession towards the acquired skills. On the one hand, the acceleration of automation and the growth of cyber risks have increased the interest of employers in such new specialties related to artificial intelligence. On the other hand, skills such as critical thinking, the ability to analyze, the ability to solve problems, the ability to learn, endurance, resilience to stress, flexibility become more relevant. Russia's military aggression has changed the list of professions that will be most in demand in the postwar period. The main professional directions for the reconstruction of the country's economy are analyzed. These include both highly intelligent (engineers, architects, doctors, lawyers, psychologists, programmers, managers and marketers) and working professions.

The ways of implementing the main principles of functioning of the gas market in Ukraine according to the European scenario are outlined. It was determined that Ukraine currently applies such cooperation systems with the European Association of Gas Transmission System Operators EU – ENTSO-G and the European Association of Electric Network Operators EU – ENTSO-S. The challenges facing the gas industry have been clarified, including: gas distribution and gas supply companies have mainly carried out a formal separation of spheres of activity, remaining in fact the property of the same shareholders and vertically integrated enterprises; preferential pricing of natural gas for specific categories of consumers (population, heat supply companies, religious organizations) in combination with a special regime of guaranteed supply creates prerequisites for the accumulation of debts and manipulations at the level of gas distribution and gas supply companies; incompleteness of the process of establishing gas accounting systems and the existence of normative consumption volumes leaves opportunities for manipulations, abuses and debt formation between market participants, primarily gas distribution companies to the operator; instability in the natural gas market is one of the reasons that stand in the way of increasing domestic production and, accordingly, reducing dependence on imports; there is a constant threat of termination of the transit of Russian gas through the territory of Ukraine after the expiration of the current contracts between the Russian Gazprom and Naftogaz of Ukraine, which will bring significant changes to the operation of the gas transportation system. The structure of the gas sector, which covers the management of the corporation Naftogaz of Ukraine, is structurally connected with the state gas production company JSC "Ukrgazvydobuvannya" and the operator of gas storage facilities is studied. Several criteria have been allocated that will contribute to ensuring the appropriate level of security of the natural gas market in Ukraine, among which we can highlight the following: the low purchasing power of consumers. Several crises have been noted, consistently accompanied by the growth rates of prices and tariffs for energy resources. The direction of increasing own production of natural gas in Ukraine is provided for in the Energy Strategy of Ukraine for the period up to 2030. The basis in this direction should be an exploration for finding and extracting shale gas deposits. It should be noted that the oil and gas mining industry is characterized by several differences, primarily in the analysis and evaluation of the efficiency of investment projects. The use of the systematicity of energy security criteria of the oil and gas segment will provide an opportunity for the subjects of these market structures to dynamize the relevant components to obtain an energy effect, with the subsequent activation of mechanisms for adapting the entire system to new operating conditions. In summary, it should be noted that a system is understood as a certain number of interconnected elements that interact with each other and form the integrity and expediency of their existence in terms of synergy. The application of systematicity allows solving the long-term strategy and sustainability of energy security with the possibility of consistency of goals, balanced energy policy, and institutional transformation of the system. The synergy of the system will take place under the condition of adequate assessment of the main components for their functional purpose. The use of the systematicity method involves a description of possible changes in the structure of the energy sector system of Ukraine, namely: a gradual change in the ownership of energy sector assets, an increase in the share of the private sector in the functioning of the country's energy sector.

The article discloses the importance of cross-border cooperation of Ukrainian rural areas in the context of convergence-integration processes in Ukraine in the context of the European vector of development of foreign economic relations. The regulatory framework and peculiarities of such cooperation are analyzed on the example of Zakarpatska Oblast. The means of increasing the efficiency of cooperation in order to deepen and develop the cross-border economic ties are proposed. Modern European countries are in a state of constant integration changes due to globalization and great interdependence, especially in the economic sense. Thus, cross-border cooperation is an important component of convergence processes, which largely shapes the agenda of European integration of our country. Ukraine has significant potential in the agricultural sector, cooperation with European neighbors in rural areas and agricultural districts deserves attention and a detailed study. In addition, a qualitatively new cross-border zone with the Member States of the European Union is being formed. Therefore, it is considered expedient to research the processes of interpenetration and integration of Ukrainian rural areas next to the State border. Recently, Ukraine has been distributing and implementing initiatives and projects aimed at strengthening Ukraine’s relations with neighboring countries, in particular with the European Union. To promote such cooperation in the border areas, the formation of appropriate infrastructure has begun, which is an important element for the successful implementation of the planned projects. The Association Agreement between Ukraine and the European Union provides for a wide range of opportunities for the modernization of regional policy, the implementation of cross-border cooperation and the development of rural areas. At the same time, the integration and convergence of border rural areas is the key to strengthening trade, economic and other relations between the countries.

The article generalizes the theoretical and methodological bases of strategic planning for the development of regions of Ukraine and develops a mechanism for strategic planning (SP) for the development of territories. It is determined that strategic planning for the development of regions is a very important instrument of the State-based regulation, which helps to maintain all the necessary economic proportions, ensures the scheduled functioning of all parts of the economic system of society. For the Ukrainian economy, strategic planning is very relevant and important, as it allows predicting the processes of privatization and demonopolization, the formation of various forms of asset ownership, the consequences of technological renewal of production and much more. As the economy stabilizes, the possibilities of identifying trends and regularities of regional development spread, the degree of predictability of changes and behavior of various economic entities increases. It is noted that in modern regional management there is a shortage in scientific support of development conceptions, targeted planning of the regional economy. Insufficiently developed are technologies for the formation of scenarios for socioeconomic development, as well as instruments of public-private partnership. The issues of applied nature concerning the use in practice of strategic planning and the mechanism for forming a strategy for the socioeconomic development of the region require further theoretical and methodological development. It is concluded that the existing problems of increasing the efficiency of strategic planning for the development of Ukrainian regions can be solved on the basis of the introduction of an effective mechanism, which remains in its infancy today. The proposed mechanism of strategic planning for the development of territories will allow both in theory and in practice to improve the quality of life of the population, will affect the reduction of mortality rates, increase the level of ecological safety, promote the development of priority industries, and generally increase the competitiveness of regional economic systems.

The importance and necessity of timely assessment of the efficiency of the information security management process of small and medium-sized businesses due to the growing cyberthreats to their intellectual property as a basis for innovative development in a pandemic, war, digitalization was highlighted. The process of information security management for the protection of intellectual property (IPR) was substantiated as a reliable basis for innovative development of small and medium-sized businesses. Emphasis is placed on the growing importance, role and importance of cybersecurity for the functioning and development of small and medium-sized businesses in the face of new challenges and threats. A scientific and methodological approach to assessing the efficiency of the information security management process in the context of IPR protection of small and medium-sized enterprises in the conditions of a growing number of challenges and threats has been developed and proposed for use. Emphasis was placed on the expediency of a detailed study of directions for improving the regulatory framework for information security to protect the IPR of small and medium-sized businesses in the face of countering the cyber threats. The aim of this study was to determine the effects of employee’s emotional intelligence and work-related strain on anxiety and depression. In order to collect data, face-to-face questionnaires were administered to 210 healthcare workers who agreed to fill in the information required.The survey was conducted with the use of an easy sampling method. According to the findings: (1) the anxiety / depression (HAD) variable was positively affected by the work-related strain variable; (2) the HAD variable was negatively affected by emotional intelligence; (3)when HAD (a dependent variable) and two other variables (independent ones) were subjected to a stepwise multiple regression analysis, 45 % of the variance in the HAD variable was explained by the emotional intelligence and work-relatedstrain variables. The research was limited to 210 people working in health institutions operating in Istanbul region.

The article examines the purpose, methods and tools of the monetary and credit policy of the National Bank of Ukraine. It is determined that the NBU is the main State-authorized institution in Ukraine, which is responsible for planning and implementing monetary and credit policy. Monetary and credit policy is a complex of measures in the field of money circulation and credit, which are intended to ensure the stability of the monetary unit of Ukraine due to the introduction of regulated by law funds and techniques. It is established that the financial sector is the key element of the national economy; its vital functions ensure the sustainable development of the economy, the creation and distribution of financial resources and services, the accumulation of investment capital, as well as the improvement of macroeconomic and monetary indicators. In today's harsh conditions such as: rising inflation, destruction of transport infrastructure, decline of business, reduction of sown areas, blockade of ports, devaluation of the UAH, growth of the budget deficit, issues of monetary regulation are becoming extremely important. The war projected on the country's economy, has become a difficult challenge for the National Bank in improving and adjusting the current monetary and credit policy, finding innovative mechanisms for its implementation. Carrying out an active foreign policy, attracting funds from the IMF, the World and European Banks, opening a special account to raise funds from individuals - these are some of the tools used by the NBU in wartime. On the other hand, the pressure on the world community is aimed at ending trade relations with the aggressor country, helping to minimize any attraction of funds into the Russian budget, thus depriving them of the opportunity to finance the war. Another important tool is the analysis of the world experience of countries in resolving the postwar crisis, and the adoption of their tools and mechanisms for economic recovery - all this is the purpose of this article.

The article is aimed at monitoring the main financial indicators of the activities of territorial communities and determining the directions for restoring their financial potential. The article specifies a positive dynamics of increasing the total revenues of local budgets of Ukraine for 2015-2021, except for 2020, which received the smallest amount of interbudgetary transfers to local budgets over the past five years. The tendency to increase the share of own revenues of local budgets (general fund without transfers) in GDP and revenues of the consolidated budget of Ukraine during 2015-2021 is identified, which indicates, on the one hand, the increase in the revenue base of local budgets, and on the other hand, a decrease in the concentration of financial resources at the central level. It is determined that the share of expenditures of local budgets in GDP and in the consolidated budget of Ukraine during 2015-2021 decreased, which indicates the dominant role of the State budget expenditures that provide funding for the national needs of socioeconomic development of our country. The revenues and expenditures of the general and special funds of local budgets of Ukraine for 2021 are analyzed, the excess of revenues over local budget expenditures this year has provided a surplus of these budgets. The structure of local budgets of Ukraine by types of revenues and by tax revenues is researched in the plane of regional budgets and budgets of territorial communities for January-December 2021. The proportion of own revenues and the general fund of oblasts in the total amount of revenues of local budgets in the plane of regions of Ukraine for January-November 2021 is analyzed. The dynamics of local budget revenues per capita in terms of regions of Ukraine for January-November 2020-2021 is examined, which indicates an increase in the financial potential of all regions of Ukraine for the specified period. The expenditures of local budgets (general and special funds) according to the functional classification for January-December 2021 are analyzed. The proportion of expenditures on the maintenance of local self-government bodies in the expenditures of the general fund of local budgets of Ukraine for January-November 2021 is analyzed. The carried out analysis of financial indicators for January-November 2021 showed the existence of a significant differentiation in the resource provision of regions and the ability to provide the necessary public services to the citizens in the relevant territories. It is determined that the main task of the State policy at the local level in the postwar period is to facilitate the restoration of the financial potential of the territories affected by hostilities and to provide their citizens with an adequate level of public services. The basic principles of restoration and development of Ukraine on the basis of the conception of sustainable development, the European Green Deal and taking into account the key role in this process of local self-government are distinguished.

Therefore, the article is aimed at evaluating the consequences of the war in Ukraine in terms of a decrease in the level of employment, determining the directions for preserving / creating jobs, taking into account the present conditions where Ukraine has to deal with military hostilities, taking into account the principles of forming a competitive economy. The article is concerned with outlining the main threats of war for the national labor market with the definition of the main directions of the employment support. The loss of labor potential is analyzed, which is one of the acute humanitarian problems. Based on the calculation of the coefficient of elasticity of employment, a forecast of a decrease in the level of employment in 2022 appears as a result of a decline in the economy because of military actions on the territory of Ukraine. The biggest drops in employment are possible with a 50% drop in GDP and an increased sensitivity between falling GDP and employment. Therefore, the State regulation of the labor market should take place taking into account the fact that during the recession it is necessary to reduce such sensitivity, and with the subsequent postwar recovery of the economy is important, on the contrary, to increase the sensitivity between GDP growth and employment to ensure maximum social and labor involvement of the population of Ukraine, which is quite possible with a large-scale reconstruction of the country and the development of the economy, which will be accompanied by an increase in demand for labor. Measures are proposed to support employment in accordance with the conditions of the national economy of wartime, which will contribute to an increase in the level of GDP and the level of income of the population. The role of non-standard forms of employment in coordinating the negative consequences of the economic crisis in Ukraine is determined. It is proposed to use such programs to protect wage recipients as «work-sharing», subsidization of wages, etc.

To study promising areas of IT development is very important not only because it helps find competitive advantages for IT managers, but also because of the impact it makes on various aspects of economic activity, such as customers, clients, ecosystem, etc. The article in question is aimed at determining promising areas of IT development in the world by analyzing the current trends and predict researchers’ publication and patent activity. The methodological basis for the article is made up by the following: research review, analysis of general trends in the IT development, bibliometric and patent analysis, and graphic and statistical analysis. A general approach is suggested to identify promising areas of IT development in the world, the approach being comprehensive, unlike the already existing ones. The main trends in the IT development are studied by reviewing scientific literature and reports on the technological development of the industry. In particular, Gartner Hype Cycle for Emerging Technologies is analyzed. The world’s technological foresights, in particular those of the EU countries, the USA, South Korea, and Japan, were analyzed, which allowed us to identify the most probable trends in the IT development in the world. The dynamics and structure of scientists’ publishing activity on the topic of “Computer Science” are analyzed according to the bibliometric indicators of the SCImago Journal & Country Rank portal, and patent applications published in the field of information technology is analyzed according to the data of the World Intellectual Property Organization (WIPO). The changes in the structure and number of publications and patent applications for the period 1996–2020 are analyzed. The most promising areas of research in the IT sphere are determined. Due to grouping the obtained results we can determine such promising areas of IT development in the world: artificial intelligence, cloud technologies, blockchain technology, information and communication technologies, big data, computing memory, chatbots, cybersecurity, language recognition, digital communication, computer networks, and IT management methods. Given the unsatisfactory state of rural areas development in Ukraine, tourism development becomes one of the promising ways to overcome the decline in rural areas, labor migration, and unemployment, and to increase employment among countrymen, as well as to restore and expand tourism infrastructure in rural areas, etc. However, to develop tourism in rural areas, investment should be increased by attracting new funds. The authors consider some theoretical and methodological aspects of the role played by investment to ensure that rural areas be developed as tourist destinations. The conceptual and terminological apparatus in the field of tourism has been improved, and the investment activity concept has been specified. Taking into account the fact that investment activity largely depends on both the way it is supposed to influence investment objects and on the intended goals of its implementation, the authors present a typology for investment activity forms depending on investment objects (innovation, capital construction, leasing, corporate investment), which can be implemented while ensuring the development of rural areas as tourist destinations. Based on the considered general characteristics of investment activity, its various features, available types and forms of implementation, the investment types helping to ensure the development of rural areas as tourist destinations have been classified according to the following features: income sources (and the corresponding form of ownership); investment objects; investment risk level; profitability level; level of social responsibility. Priority areas for attracting investment to develop tourism in rural areas are highlighted. Emphasis is placed on improving the tools used within the state regulation of investment activities, and the mechanism for attracting investment resources in order to develop rural tourism.

The purpose of the article is to substantiate the strategic priorities of state policy to stimulate industrial and technological development of the national economy on the basis of marketing in order to ensure economic security. Investment attractiveness of the country, human capital development, favorable scientific and educational environment, scientific and technological progress, technological potential, high scientific intensity of industrial production, eco-innovation of the national economy, international partnerships and more are identified as the strategic priorities of economic growth. The model which defines strategic landmarks of the state economic safety strengthening as well as preconditions for creation of the systemic strategic decisions on the basis of marketing maintenance of industrial and technological development is offered. The presented model reflects the strategic priorities of increasing the competitiveness of the national economy in the global world by marketing support of industrial and technological development in terms of eight operational objectives of public policy: international, investment, environmental, industrial, innovative, technological, educational and scientific marketing. The relationship between the main goal of economic security and the operational goals of the strategy of marketing support of industrial and technological development of the national economy is substantiated. The substantiation was facilitated by the systematization of the components of strategic marketing in relation to the industrial and technological development of the national economy. It is determined that the strategic goal of state policy in the analyzed area should be to ensure the ability of the national economy to expand its self-reproduction by ensuring the effective operation of state, economic and social institutions in the direction of protection against external and internal threats. In March 2019, the World Health Organization (WHO) announced the global outbreak of COVID-19 to be a pandemic. The probable source of the virus was Wuhan (China), from where it quickly spread all over the world. Experts say that from the start of the pandemic in Ukraine and to the second quarter of 2022, 5.04 million cases of infection were recorded. The fraction of people who have received at least one dose of the COVID-19 vaccine is 36.4%, making Ukraine the least vaccinated country in Europe. High morbidity rate made it necessary to introduce quarantine measures that have negatively affected the socio-economic development of Ukraine as a whole, and regional labor markets, in particular. The article is aimed at assessing the impact of the coronavirus pandemic on regional labor markets in Ukraine. To achieve this aim, the following tasks were solved: a) to analyze the COVID-19 dynamics as for Ukraine’s regions, taking into account the aggravation of the humanitarian crisis; b) to identify the situation in regional labor markets by economic activity indicators; c) to analyze state regulation as for its compliance with the state social guarantees in labor relations. It has been determined that the most negative situation with the COVID-19 epidemic is present in the regions with the largest cities of the country (which are home to a population of 1,029,049 to 2,611,327 people). It proves that a particularly negative impact of the pandemic was made on the regional labor markets with high economic activity and strong economic potential. It is established that the pandemic has led to employment reduction in all the regions, which went hand in hand with the increase in informal employment of economically active population. Rising unemployment and wage arrears are also signs of the negative impact of the COVID-19 pandemic on Ukraine’s regional labor markets. It can be concluded that the key problems requiring managerial decisions are those connected with inclusive economic recovery after COVID-19 and the fulfillment of state social guarantees in the labor market in almost every region in Ukraine, given the impact of the ongoing military conflict and the need for economic recovery after it.

The main theoretic approaches to defining the concept of «reshaping a business entity» are considered. The study of modern tools and approaches to reforming socio-economic systems (reengineering, restructuring, modernization, optimization, etc.) has shown their limitation and concentration on certain components of their activities or management systems. A theoretical and morphological study of related definitions that characterize the transformation and reform of economic entities is carried out, their interrelation and interdependence are determined. The theoretical and methodological basis and stages of reshaping a business entity are substantiated, taking into account the peculiarities of its technological network structure, consumer value chains, management system, financial flows and key competencies within its activity. The key components of organizational and economic support for reshaping the activity of a business entity in terms of profile determination are identified, namely: management, main and auxillary activities, diagnosis and evaluation, the formation of the means and tools used for reshaping. Given the key parameter of business entities, i.e. the return on capital brought in by investors, it is proved necessary to use the indicator of economic value added as a target criterion for assessing the functioning and development of such entities and, consequently, necessary to reshape its activity. In addition, this approach allows predicting the consequences of introducing tools of reshaping, thus making it possible to assess its feasibility and set up the most effective organizational and economic measures.

The ways to improve the activities of enterprises using information technology are analyzed. It is established that for all enterprises, regardless of the goals they pursue and the strategies they implement, developed information systems and information technology in corporate governance are the key success factor that ensures their successful functioning. Information systems and information technology penetrate all spheres of enterprise activity. It is noted that to effectively ensure the operation of enterprises information systems are used, the Internet among them, which allows for carrying out effective management on-line. It is emphasized that the main effective ways of using information technology are the following: automation of document flow in e-office; creation of telecommunication networks and systems; development of information systems, databases, and knowledge in finance, economy, management, and marketing; and development of modern management decision support systems. The main changes in business occurring under the influence of information technology are the following: electronic transactions made directly between the parties without turning to intermediaries; customer service as a defining function in all business areas; necessity to transfer paper-based internal business processes to digital management. With information systems, any organization can change and become more dynamic by improving the three main components of any activity, namely relations with customers, partners, and employees. The rapid development of information technology has made modern business extremely dynamic. Businesses keeping up with the times gain a clear competitive advantage. The most important task of governance is to establish and maintain dynamic interaction of an enterprise with the environment in order to provide the former with benefits in current conditions. It is proved that information technology should be considered one of the factors improving the functioning of enterprises, because nowadays the accuracy and promptness of management decisions become vital, as all decisions are made based on information, and information technology is a highly efficient tool for processing information flows

The article is aimed at identifying and analyzing changes in the financial behavior of households caused by innovative information technologies used by financial institutions. The study considers the leading innovative technologies in the financial sector and outlines areas of their application from the standpoint of households. The advantages, as well as new and/or additional opportunities arising in households due to using innovative information technologies by financial institutions are identified and characterized. It has been proven that in order to succeed in the financial market, financial institutions need to adapt quickly to changes in consumer needs and respond promptly to customer requests and desires. It has been found out that the financial market today is becoming more segmented, and among its participants are new groups of customers who until recently were not a priority for financial institutions, e.g. low-income households, young people and adolescents, retired people etc. It is also proved that in the situation when financial technologies are actively used and spread, households not only receive an opportunity to use new financial products, services and tools specially developed for them, but also to use new methods and approaches, as well as various forms of their servicing, communication and interaction leading to positive consequences (strategic socio-economic effect). It is substantiated that successful introduction of innovative information technologies depends on the customers’ willingness to use them, which in its turn is conditioned by the customers’ mastery of the necessary knowledge and skills, as well as their ability to apply skills competently and successfully. The main changes in the financial behavior of households are highlighted and outlined taking into account factors that promote or constrain the use of innovative technologies by households, and those that affect such use by financial institutions.
