The n-job, m-machine flow shop scheduling problem is one of the most general job scheduling problems. This study deals with the criteria of makespan minimization for the flow shop scheduling problem. Artificial Immune Systems (AIS) are new intelligent problem solving techniques that are being used in scheduling problems. AIS can be defined as computational systems inspired by theoretical immunology, observed immune functions, principles and mechanisms in order to solve problems. In this research, a computational method based on clonal selection principle and affinity maturation mechanisms of the immune response is used. The operation parameters of meta-heuristics have an important role on the quality of the solution. Thus, a generic systematic procedure which bases on a multi-step experimental design approach for determining the efficient system parameters for AIS is presented. Experimental results show that, the artificial immune system algorithm is more efficient than both the classical heuristic flow shop scheduling algorithms and simulated annealing.

The aim of this study is to analyze the effect of education level on the job satisfaction. The relationships between the educational level and job satisfaction were tested with hypotheses; H0: There isn't a relationship between education level and job satisfaction. H1: There is a relationship between education level and job satisfaction. To measure job satisfaction, a questionnaire comprising a slightly modified form of a popular job satisfaction questionnaire was used. The study was conducted on a total of 600 workers, working in 30 four and five stars hotels. All of the questionnaires were picked up because the questionnaires were administered individually by the students of tourism department. 69 percent of the responses were taken from graduated and vocational school students of higher education, 31percent from primary and secondary schools. Consequently, a positive relationship was found between job satisfaction and education level. The results suggest that managers should find new methods to increase education level of their staff and develop work context parallel to education level.

Son yıllarda pek çok merkez bankası para politikasının şeffaf olması konusuna büyük bir önem vermiştir. Merkez bankasının amacındaki netlik ve bu amaca nasıl ulaşılacağı konusundaki şeffaflık, belirsizliği ortadan kaldırarak ekonomik birimlerin gelecekle ilgili doğru kararlar almasını kolaylaştırmaktadır. Enflasyon düzeyini belirleyen önemli faktörlerden biri olan enflasyonist beklentiler para politikasında şeffaflık sağlanması sonucu azaltılabilmekte ve merkez bankasının enflasyon hedefiyle uyumlu bir seviyeye getirilebilmektedir. Bu çalışmada, para politikasında şeffaflık sağlanarak enflasyonist beklentilerin yönlendirilebildiği ve bu politikanın enflasyonla mücadelede etkili sonuçlar doğurduğu gösterilmektedir.

A survey was conducted in Muğla Region to find out, on one hand, whether there are differences between tourists' evaluations of hospitalities' performances and employees self-evaluations, and on the other hand whether evaluations of tourists from various countries differ. Tourists' and service providers' evaluations in six constructed areas differed significantly only in two areas: "attitudes" and "behaviors and skillfulness". Tourists' evaluations in the mentioned areas are significantly higher than those of employees. When it comes to the second issue, the study shows that there are some significant differences between Russian tourists' evaluations and Western nationalities' evaluations, those of British, Germans, Dutch, and Scottish. Also, Belgians' evaluations were set apart from those of the mentioned nationalities in "attitude of employees".

Enformasyon teknolojilerinin yönetimi, bu teknolojilerin sağladığı faydaların artmasıyla birlikte, kurumlar için gittikçe daha fazla önem kazanmaktadır. Kurumlarda yaygın olarak uygulanan Dengelenmiş Puan Kartı (DPK) ise strateji odaklı bir yönetim sistemini ifade etmektedir. Bu çalışmada, DPK'nın enformasyon teknolojileri yönetimindeki fayda potansiyelleri incelenmektedir. İlk olarak, enformasyon teknolojisi bölümlerinin değişen nitelikleri ve yeni rolleri değerlendirilmektedir. Ardından, DPK'nın genel özellikleri ve temel fonksiyonları ele alınmıştır. Üçüncü bölümde ise DPK'nın enformasyon teknolojilerine uyarlanması bağlamındaki farklı yaklaşımlar tartışılmaktadır.

Gerek altyapı ve yatırımların yetersizliği, gerekse maliyetlerin yüksekliği ve yetişmiş insan gücünün bulunmaması elektronik ticaretin hızını yavaşlatmaktadır. Ticaret boyutuna bakıldığı zaman, işten işe elektronik ticaret hacmi, işletmeden tüketiciye olan ticaret hacminden çok daha önemlidir. Çalışmanın amacı, büyük bir sanayi şehri olan İstanbul ili sınırları içerisindeki KOBİ'ler arasında elektronik ticaret kullanım sıklığını ve düzeyini, hangi amaçla yapıldığını, bu tür ticari faaliyetlerden beklenen faydaları ve karşılaşılan zorlukları ortaya çıkarmaktır. Bu doğrultuda çalışmanın ilk bölümünde literatür taramasına yer yerilmiş, ikinci bölümde ise, KOBİ'lerde elektronik ticaret kullanımını araştırmak amacıyla İstanbul ili sınırları içerisindeki KOBİ'lere uygulanan anket çalışmasının sonuçlarına yer verilmiştir.

The price of professional portfolio management provided by the mutual fund adviser depends not only on the fund characteristics but also on the fund objective, the adviser's portfolio related and management based decisions, and the portfolio performance. I analyze the advisory fee, using a survivorship bias free data set of 176 equity funds managed by 125 different advisers. Advisers benchmark the objective average but this benefit the shareholders only when the objective trend is descending. Advisers tend to reduce the cost of their marginal product through the use of derivatives or manipulate by engaging in soft dollar agreements. I find that the advisers actively manage the advisory fee contracts responding to the outcome of their management decisions. The advisory fee increases after voluntary fee reimbursement or if the adviser is not fully reimbursed for the compensation of independent directors and officers.

Türkiye İmalat Sanayi alt sektörlerinde belirleyici olan yığılma ekonomilerinin saptanması için 1985-2000 döneminde il imalat sanayilerinin Uluslararası Sanayi Sınıflaması (ISIC) Revize 2'ye göre düzenlenmiş panel veri seti kullanılmış, dinamik panel veri tahmin teknikleri uygulanmıştır.

Bu çalışma hastanelerde verilen poliklinik hizmetlerinde algılanan kalite unsurunun boyutlarını ortaya çıkarmakta ve bu boyutların hastane türlerine göre genel hasta memnuniyetleri ile olan ilişkilerini incelemektedir. Araştırma, Türkiye'nin güneyinde yer alan iki metropol ilde devlet, özel ve üniversite hastanelerinden poliklinik hizmeti alan 225 hasta ile gerçekleştirilmiştir. Hastaların hizmet kalitesi algıları, geliştirilen dört boyut ile ölçülmüştür. Bu boyutlar muayene öncesi hizmetler, hekimlik hizmetleri, kişisel ihtiyaçların karşılanması-tetkik hizmetleri ve genel görünümden oluşmaktadır. Çalışmada önce faktör analizi ve varyans analizi (ANOVA) yapılmıştır. Daha sonra yapılan regresyon analizleri sonucunda, devlet hastanelerinde muayene öncesi hizmetler ve genel görünüm düzeyinin, özel hastanelerde belirlenen bütün boyutların, üniversite hastanelerinde ise hekimlik hizmetlerinin düzeyinin, kişisel ihtiyaçları karşılama ve tetkik hizmetlerinin ve fiziksel görünüm düzeyinin hasta memnuniyetini önemli ölçüde etkilediği bulunmuştur.

FÜTZ analizi, iç ve dış çevrenin analizi neticesinde, işletmenin başarısı üzerinde etkili bulunan stratejik faktörleri ve bu faktörler temelinde izlenecek stratejileri belirlemektedir. Ancak, FÜTZ analizi ölçme ve değerlendirme bakımından bir dizi eksiklik taşımaktadır. Yazında, bu eksikliklerin analitik yaklaşımlarla giderilebileceğine ilişkin çalışmalar yapılmıştır. Yapılan çalışmalarda, yalnız FÜTZ grupları ve stratejik faktörler analitik yaklaşımla incelenmiştir. FÜTZ faktörleri temelinde belirlenen alternatif stratejilerin seçimi çalışma konusu edilmemiştir. Yazında görülen bu eksiklik, bu çalışmayla giderilmeye çalışılmıştır. Bu amaçla, FÜTZ matrisi hiyerarşik bir yapıya dönüştürülmüş ve oluşturulan model Analitik Hiyerarşi Proses (AHP) yöntemiyle çözülmüştür.

As in many engineering fields, the design of manufacturing systems can be carried out using models. Petri nets have been used extensively to model and analyze manufacturing systems. Petri Nets, as graphical and mathematical tools, provide a uniform environment for modeling, format analysis and design of discrete event systems. The modeling, simulation and analysis of simple one machine-two product systems using Petri nets will be presented in this paper. Behavioral and structural properties of the Petri net model will be considered in details. Then, the Petri net model of one machine-two product system will be simulated using a simulation program.

This article aims at modeling and forecasting inflation in Pakistan. For this purpose a number of econometric approaches are implemented and their results are compared. In ARIMA models, adding additional lags for p and/or q necessarily reduced the sum of squares of the estimated residuals. When a model is estimated using lagged variables, some observations are lost. Results further indicate that the VAR models do not perform better than the ARIMA (2, 1, 2) models and, the two factor model with ARIMA (2, 1, 2) slightly performs better than the ARIMA (2, 1, 2). Although the study focuses on the problem of macroeconomic forecasting, the empirical results have more general implications for small scale macroeconometric models.

Son yıllarda, gaz türbinlerinin elektrik üretiminde ve kojenerasyon sistemlerinde kullanımı her geçen gün hızla artmaktadır. Gaz türbin performansındaki düşüşler elektrik üretim kapasitelerinin azalmasına ve üretim maliyetlerinin artmasına neden olmaktadır. Bu çalışmada, açık çevrimli gaz türbin modeli alınarak termodinamik analizi yapılmıştır. Performans kriteri olarak net güç ve termik verim alınmış ve kompresör basınç oranı, türbin giriş sıcaklığı, izentropik verimler ve basınç kayıplarının performans üzerine olan etkisi incelenmiştir. Visual Basic programlama dilinde yazılan programla oluşturulan model çözümlenmiş ve maksimum çevrim performansını veren optimum dizayn parametreleri belirlenmiştir.

The results of empirical studies on the 1980 Turkish economic reform programme frequently suggest that openness has a positive impact on growth in Turkey. However, the results of empirical literature on the relationship between openness and growth have always been under criticism for using openness variables, which are not objective measures of openness, involve measurement errors and do not capture all dimensions of openness. To overcome these criticisms, in this article, we introduce a composite openness proxy obtained using the principle component methodology that captures all dimensions of openness and provide an objective and more reliable measure of openness for Turkey.

In this study, it has been investigated that the effects of impregnation materials that are (NH3)2P, Al2(SO4)3, K2CO3, Cacl, Zncl2, on combustion properties of 3 ply laminated veneer lumbers (LVL) produced from fir (Abies bornmülleriana Mattf.) by using of phenol-formaldehyde (PF), polyvinyl acetate (PVAc). The pressure - vacuum method was used for impregnation process. Combustion test was performed according to the procedure of ASTM-E 69 standards. As a result; zinc chloride was found to be the most successful fire retardant chemical in LVL at PF adhesive. Since it diminishes combustion, the impregnation of LVL produced from fir by using PF adhesive can be advised to be impregnated by using pressure vacuum method.

Çoklu doğrusal regresyon modellerine ihtiyaç duyulan bu tip ekonometri çalışmalarında, parametre tahminlerinin beraberinde getirdiği problemlerden biri de zaman serisi verilerinde durağanlık sorunudur. Bu nedenle elde edilen denklemin uzun dönem ilişkisi için kullanılıp kullanılamayacağının araştırması da yapılmıştır. Ayrıca hata terimleri ve bağımsız değişkenler arasında ilişki olup olmadığı, ve farklı varyanslılık durumları da incelenmiştir.

This paper analyzes the accuracy of budget forecasts in Turkey. Data is based on 23 years' forecasted and materialized general budget revenues and outlays, from 1981 to 2003. One sample statistics, tabulated, and one sample t tests are applied to find out the accuracy of forecasting and the results show that there are statistically significant forecast errors and this significance, especially, indicates biases towards under-forecasting of outlays and over-forecasting of revenues.

Örgütsel bağlılık, bireyin kurumsal amaç ve değerleri kabul etmesi, bu amaçlara ulaşılması yönünde çaba sarf etmesi ve kurum üyeliğini devam ettirme arzusudur. Hem örgütler hem de çalışanlar açısından önemli yararları bulunan örgütsel bağlılığın, duygusal (affective), sürekli (continuance) ve normatif (normative) olmak üzere üç türü bulunmaktadır. Bu araştırma, Niğde İlinde eğitim ve sağlık alanında çalışanların örgütsel bağlılıklarını çeşitli demografik faktörlerle karşılaştırarak belirlemeyi amaçlamıştır. Araştırma bulguları, demografik özelliklerden bağlı bulunulan kurum, yaş, medeni hal ve kıdem ile çalışanların örgütsel, duygusal ve normatif bağlılıkları arasında ilişkinin bulunduğunu; ancak süreklilik bağlılığı ile bu değişkenlerin hiç biri arasında herhangi bir ilişki bulunamadığını ortaya koymuştur.

Bu çalışmada Türk toplumunun bugün sosyal, siyasal, ekonomik ve kültürel alanlarda derin krizlerle yüzyüze bulunduğu vurgulanmakta ve bu krizlerin arkasındaki nedenlerin analizi yapılmaktadır. Böylesi bir analiz yapılırken İbn Haldun'un Umran (b)ilmi metodu kullanılmakta ve bu medeniyet tarihçisinin tarihin özü ve temel yasası diye tanımladığı asabiyye temel değişkenin günümüz Türk toplumunda zayıfladığı vurgulanmaktadır. Tartışma konusunun netliğe kavuşması bakımından asabiyye değişkeninin tam olarak neyi içerdiği konusunda bir tanımlama çabasını da içeren bu çalışma, aynı zamanda onu zayıflatan temel nedenlerden de söz etmektedir. Asabiyyenin öz, toplum, egemen gücün, etik ve kültürün ise suret olduğunun vurgulandığı bu çalışmada maddenin öz yerine geçmesinin krizi doğuran yani asabiyyeyi zayıflatan temel unsur olduğu vurgulanmaktadır. Umran anlayışına göre asabiyye öz, toplum ise maddedir; toplum öz yerine konduğunda ise, egemen güç ise maddedir. Böylesi bir dizge toplumsal refah ve bayındırlığın aynı zamanda formülüdür. Bu çalışmada Türkiye'de sosyal, siyasal, ekonomik ve bireysel düzeylerde yaşanan krizlerin temelinde söz konusu formülün tersyüz edilmiş olmasının yattığı ileri sürülmektedir. Tarihin dinamizmi ve her türlü gelişmenin açıklayıcı ilkesi olan asabiyye Türk toplumunda zayıflamıştır; çünkü ne siyasette eşitlik ilkesi, ne bölüşümde adalet ve ne de hukukla sınırlandırılmış devlet gerçeklik kazanmıştır.

A Bloom filter is a randomized data-structure for concisely representing a set in order to support approximate membership queries. Although it was devised in 1970 for the purpose of spell checking, it was seldom used except in database optimization. In recent years, it has been rediscovered by the networking community, and has become a key component in many networking systems applications. In this paper, we will examine and analyse the different types of this filter.

Bu araştırmada, yönetici ile işgören arasındaki iletişim düzeyinin iş tatmini üzerindeki etkileri incelenmeye çalışılmıştır. Araştırmanın amacı doğrultusunda geliştirilen üç hipotez test edilmiştir. Araştırmanın birinci hipotezinde, iletişim ile iş tatmini arasında anlamlı ve güçlü bir ilişkinin olduğu saptanmıştır. Araştırmanın ikinci ve üçüncü hipotezinde ise, iletişimin iş tatminini artıran bir unsur olduğu belirlenmiştir. Regresyon analizine göre, iletişim değişkeni iş tatmininin istatistiksel olarak anlamlı bir tahmin edicisidir. Çalışmanın bu sonuçları iş tatmini ile iletişim değişkeni arasında fonksiyonel bir yapının bulunduğunu göstermektedir.

Bu araştırma çalışanların kendilerini güçlü hissedebilmeleri için örgütlerin sahip olması gereken sosyal-yapısal özellikleri belirlemeyi hedeflemektedir. Bu maksatla sosyal-yapısal özelliklerin, yapılan işin anlamlılık düzeyi üzerine muhtemel etkileri incelenmiştir. Ayrıca işin anlamlılık düzeyinin duygusal bağlılığa yol açıp açmayacağı analiz edilmiştir. Araştırma 13 kamu üniversitesindeki 222 idari çalışan üzerinde gerçekleştirilmiştir. Sonuç olarak rol belirsizliği, kaynaklara erişim ve bilgiye erişimin, yapılan işe anlam kazandıran yapısal özellikler olduğu belirlenmiştir. Buna ilaveten işini anlamlı bulan işgörenlerin kurumlarına duygusal olarak bağlandıkları sonucuna ulaşılmıştır.

In assembling printed circuit boards (PCB), the use of numerically or computer controlled electronic component placement machines has become quite popular in the last decades. However, serious operations research problems arise through their use such as, allocation of component types to machines, board production schedule, feeder configuration and placement sequencing. In this study, the problem of allocation of component types to machines is taken up where two non-identical machines are deployed serially on a line to complete the assembly process of PCBs. For the solution of this problem three heuristic algorithms are suggested and their performances are investigated on experimental data.

Value added tax was introduced in North Cyprus in 1996 to increase public revenue as well as to harmonize with Turkey and EU member countries. It is however evident that the budget deficit has rather increased after the introduction of VAT. The literature argues that VAT not only has potential to generate enough revenue to reduce the budget deficit but also encourages savings and investments. The question is why could North Cyprus not achieve these objectives? The present study was designed to answer this question. It evaluates the impact of VAT on the North Cyprus economy by using several macroeconomic variables such as total consumption, total domestic savings, public, private and total investments, government purchases, exports and imports. The impact of VAT has been studied through simple regression techniques with dummy variable for policy change.

In the past century, veterans of America's wars have shown extraordinary human longevity in the postwar eras. As a result, contemporary public historical interpretations of the American second world war experience have been influenced by veterans' perceptions of historical issues for a longer time than was true of postwar eras before the twentieth centuıy. Public historical debates in the United States have recently focused on the Japanese attack on Pearl Harbor (1941) and the American attacks on Hiroshima and Nagasaki (1945). These events may seem quite dated by now, but they have remarkable contemporary resonance in light of debates over proliferation of nuclear weapons and tactics of so-called pre-emptive warfare. Though the aerial attacks are often related in popular American perception, the truth is they were incommensurate events in terms of their military and political objectives, their physical scale and results, and the natures of their targets.

Bu çalışma, Türkiye'nin 1970'den 2002 yılına kadar kadar olan 32 yıllık dönemini kapsayan yıllık verileri kullanarak yapılan ihracat talebinin ekonometrik analizini içermektedir. Çalışmada, ihracat talebi ile ihracat talebini belirleyen etkenler olan gelir ve nispi fiyatlar arasındaki uzun dönemli ilişkiyi incelemek amacıyla Pesaran, ve öte. (2001)'in sınır testi yöntemi kullanılmıştır. Bu ampirik analizin sonucunda, ihracatla, gelir ve nispi fiyatların eşbütünleşik oldukları görülmüştür. İhracat talebinin, gelir ve nispi fiyatlara göre tahmin edilen uzun dönem esneklikleri sırayla; 0.21 ve - 1.684 olarak bulunmuştur. İthalat ve ihracat fiyat esnekliklerinin toplamı birden büyüktür. (-1.01) Marshall-Lerner koşulu sağlanmaktadır. Bu sonuçlar; parasal, mali ve döviz kuru politikalarının halen mevcut olan aleyhteki ticaret dengesinin düzeltilmesinde yardımcı araçlar olarak kullanılabileceğini göstermektedir.
