The article is concerned with considering the ontological foundations of the modern economic theory, which determine both directly the subject area of research and the methodological approaches to its studying. Differentiation of scientific ontologies, i.e. perceptions of reality, leads to differences in explaining the large circle of issues, in particular, differences in the interpretation of the concept of power in the economic science. Studying and generalizing principles of the neoclassical mainstream together with the methodologically related directions provides characterization of the substant scientific ontology as «empirical realism». An alternative can be the ontology of «critical realism», according to which power acts as a system characteristic of economic relations, identifying the underlying trends and directions of system evolution. It has been displayed that certain provisions of the Marxism research program, such as class structure, market, social competition are consistent with the critical realism ontology and can serve as a prospect for studying the essential problems of economic development and transformation of society. In particular, they can be applied while studying the role of capital as a factor of power in the national and global competition.

The article is concerned with studying the problem of interpretation of the concept of «financial stability», allocating the major groups of approaches to its interpretation and clarifying the reasons for absence of a single uniform definition. On the basis of an analysis, approaches to interpretation of the category of «financial stability» have been divided into three main groups. In the definitions by central banks (the first group) emphasis is more often placed upon the matter that a system (not necessarily financial) is considered stable if it is able to perform all their functions even under conditions of minor adverse shocks and upheavals. The second way to interpretation – by contradiction – must be taken into consideration in the process of studying the financial stability. According to the third group of views, a system can be considered financially stable until the process of transforming savings into investments remains unbroken. The main reasons for the absence of a single clear formulation of the concept of «financial stability» have been identified, namely: different approaches used by scientists to understanding the content of financial system; refocusing from studying the financial stability towards financial crises; accounting the indicator of financial stability in place of the indicator of financial disturbances. A prospective direction for further research is assessment of financial stability through practical consideration of quantitative characteristics that influence on such stability.

The article is concerned with analyzing and defining the structure of the tradeeconomic component of the regional economic processes on example of the EU, ASEAN, BRICS, SCO and NAFTA in the context of globalization. Based on analysis and generalization of numerous scientific works by various authors, a block of theoretical and statistical data on the contemporary regional integration associations has been considered and systematized. The article carries out an analysis of the trade-economic relations by the objectively leading and indicative, as to the current global economic processes, regional integration associations, namely the EU, SCO, BRIC, ASEAN and NAFTA, determines their impact on development of the international economic relations. The structure has been studied, as well as a comparative characterization of the data of regional economic integration associations in the context of global economy has been accomplished. Prospect for further research on this issue is determining the involvement of an individual integration association in the system of contemporary global economic relations.

The article is aimed at studying the world experience as to evaluating efficiency of the development of regional socio-economic systems, allocation of the meaning of system approach along with the diversity of socio-economic development factors in the search for effective management of territorial development, establishing the feasibility of applying the best foreign samples to Ukraine. Advantages of global practices of evaluating the development of socio-economic processes, their impact on building the system for management of the progressive regional development have been analyzed. Possibilities of using the studied experience for the formation of new approaches in the management of regional socio-economic development, choice of priorities and directions for realization of the efficient State regional policy in Ukraine have been evaluated. It is concluded that the necessary and relevant component in the analysis of socio-economic development of regions is the introduction of continuous current monitoring of the major indicators of socio-economic development. Research on the above indicated directions is the subject of further scientific researches as to improving the State management of socioeconomic processes at the regional level.

The article is aimed at generalization of experience of the economically developed world countries in the sphere of formation and use of innovative levers for ensuring the polyvector development of enterprises. The expediency of consideration of this issue has been substantiated in view of the low level of efficiency regarding the innovation policy in Ukraine. The main innovative initiatives of the EU, implemented in the recent years and accepted as effective for intensifying innovation activity of integrative education, have been considered. Attention is drawn to the greater support to small and mediumsized enterprises in the EU towards the development of their innovation activities. The major projects in the European Union, Canada, China, Japan and the United States, aimed at the development of scientific research and implementation of innovation technologies, has been reviewed. The importance of venture capital and business «angels» for financing the risky innovation projects in the economically developed world countries has been emphasized. The role, meaning and practical significance of formation and development of the innovation infrastructure to improve innovative levers for ensuring polyvector development of enterprises has been disclosed. Prospects for further researches on the topic should be consisted in a detailed consideration of the conditions and opportunities for use of the above-mentioned innovative levers in terms of the economy of Ukraine.

Relevance of the article's topic is determined by the necessity of restructuring the national economy, increasing its competitiveness, creation of internal and external conditions for the implementation of structural and technological reforms in the basic, export-oriented industry sectors. The article is concerned with studying the regularities, principles of the structural development of the national economy, which define the operation and dialectics of its mechanisms. It is concluded that the mechanisms for the structural development of the national economy is rather a multi-vector notion, a way to change both the elements of the national economy and the relationships between them, which reflects the disappearance of the old and emerging of the new traits, properties and relations, with the underlaying unity of both the system approach and the synergy approach. The article implements the tasks of the comparative evaluation of the performance by intra-entity production units in the systems for strategic regulation of regional structure and territorial organization of the entities pertaining to the sphere. Implementation of comparative evaluation of the results of production-economic activity by units, using an econometric model, provides for: objectively setting criteria for evaluation of activity of structural subdivisions of enterprise (association) aimed at both the main and the auxiliary production; reducing the time spent on summing up the results of economic activity; eliminating the possibility of getting erroneous results of comparison; receiving material for comparative monitoring of units' activities across the entire range of economic indicators. Among the prospects for further research in this direction, there is the issue related to the peculiarities of solving the the retrospective (subsequent) tasks of economic monitoring in the functionally developed systems for strategic regulating the regional structure and territorial organization of the entities pertaining to the sphere.

The article is aimed at studying the status of competition and the competition environment in the primary real estate market of the city of Kyiv. Approaches and indicators for analyzing the degree of market concentration have been considered. Particular attention has been paid to the characteristics of establishment of the real estate market. Conditions for functioning of the real estate market within the system of economic relations have been provided. It has been determined that establishment and development of the primary real estate market is a process of regulating the needs of society, which in turn causes market participants consistently implement the most efficient production methods, offer new concepts, perform work in the new segments of economy. The percentage of developers in the primary real estate market of Kyiv, the entropy value for the market particles, the market concentration ratios, as well as the index of Jeannie have been calculated and analyzed, allowing to draw a conclusion about a moderate concentration in the primary real estate market of city of Kyiv with impossible sole monopolization.

The article is concerned with theoretical and practical issues of developing the social concept of the guaranteed (basic) per capital income. The main approaches to defining both the minimum and the basic income have been examined. The article summarizes and clarifies the views by different authors concerning the definition of unconditional, or guaranteed basic income as a social concept, whereby every member of society is regularly provided to certain fixed payment financed by the State (or other institution), for everyone without exception, regardless of income level, social status, presence or absence of job and desire to work. Issues of employment and unemployment, generation of income and stratification of population, justification of social standards and regulations etc. have been analyzed. The foreign experience as to implementing pilot programmes for introducing the unconditional basic income has been considered. Strengths, weaknesses and conditions for implementing the social concept of guaranteed income have been determined.

The article is aimed to determine the role and features of the cost management of agricultural enterprises in the process of ensuring their competitiveness. The key role of the mechanisms for cost management in the formation and retention of price competitive advantages of agricultural producers has been substantiated. As the goal of cost management in the context of competitiveness of agricultural enterprises has been determined reducing the amount of the total cost by increasing productivity, reducing the cost and volume of use of resources under the condition of producing the required (standardized) quality products and achieving an acceptable level of efficiency in economic activities. A technique for optimization of structure of both common and additional wages for agricultural workers has been suggested, which will ensure the maximization of productivity as well as economy of resources. With a view to enhancing the competitiveness of agricultural producers, a methodology for the multi-criteria optimizing their sectoral structure has been developed, aimed at the achievement of minimum cost and maximum profitability.

The article is aimed at substantiation of a system of indicators for evaluation of innovation activity results, which is implemented on the example of 19 enterprises of machine-building industry of the Kharkiv region. It was suggested to evaluate results of innovation activity on the basis of use of the official statistical data from the reporting by enterprises in accordance with the indicators, which characterize the production, implementation of innovative products, investing in innovation and the introduction of innovative technologies. Using the multivariate factorial analysis, significant indicators have been identified, their weights have been calculated and, using these, the integral indicators of the results of innovation activity of enterprises have been determined by means of the method of additive convolution. Using the cluster analysis, expedience of grouping the studied enterprises in clusters to determine the best business entity in each cluster with a view to comparing the results of innovation activity and substantiation of managerial decisions for its revitalization and development has been proved.

The article is aimed to analyze the dynamics of public debt, issuance of government securities, and prospects of balancing interests of the State and society in the process of the growing debt burden on society. Results of an analysis of the dynamics of public debt together with issue of government debt securities showed that they tend to grow correspondingly with rise in the budget deficit, narrowing the tax base while increasing financing needs of the government's activities. Alone, the process of growth of deficit financing cannot lead to deregulation of the interests of the State and society, causes of deregulation are hidden in the mechanisms for use of debt financing and responsibility for their inefficient use. Lack of strategy in the attracting debt financing, inadequate currency regulation deepen the imbalance in the interests of the State and society, which has a negative impact on the image of the State and is one of the reasons for the opportunistic behavior of society members. It is found out that the solution to the problems identified lies in the improving the regulation of public debt securities, primarily through the identification of strategic priorities for the development of society, formulation of strategy of debt policy and increased transparency of information on attracting and using borrowed funds through the mechanism for issuance of government debt securities.

An integrated research on the terminological essence and on the characteristics of manifestation of synergistic effect in the system of financial mechanism for the establishing the integrated entrepreneurial structures (IES) has been conducted. A definition of this effect has been formulated. It is substantiated that this effect, and skill to produce it, forms one of the most important competitive aspects of joint activities of the participants of IES and demonstrates efficiency of the financial mechanism for the establishing the IES, as well as management of its finances. A staffing-financial instrumentarium has been worked out and a scientific position on the effectiveness of the synergistic approach in making financial and managerial decisions in these structures has been allocated. An integrated approach to evaluation of the synergistic effect in the IES has been proposed, its stages have been disclosed. Based on an analysis of the integration interaction of business entities in the national economy, the main manifestation forms of this effect according to both the sectoral principle and the activity directions has been identified. Factors of manifestations of negative synergy in the financial mechanism for establishing the integrated entrepreneurial structures have been allocated.

The worsening financial crisis in Ukraine and laborious work to overcome its effects have heightened relevance of studying the imbalances that have arisen in the national economy. Today, an especially topical focus of scientific research is the search for effective financial tools for the State regulation of the financial market and economy of the country in general. The domestic banking sector is the most vulnerable institution in case of imbalances arising in the economy. Therefore, particularly relevant is studying the issue of increasing the efficiency of banks' activities in the domestic financial market and accomplishing the functions of agents of the integrated system for both the currency regulation and the currency control. With this in mind, the author of the article analyzes the economic and political causes of devaluation of the national currency in 2014-2016, imbalances in the national economy and their impact on the currency fluctuations and on crediting by Ukrainian banks. Both significance and role of meat in providing the food security has been substantiated. An analysis of the dynamics and structure (both geographical and commodity) of production volumes, consumption, exports and imports of meat has been conducted. The major producers, consumers, exporters and importers of meat in the context of globalization have been identified. The country-based features, patterns of consumption and imports of meat have been characterized. On the basis of calculated five indicators of concentration (coefficient of concentration, the Herfindahl-Hirschman index, coefficient of relative concentration, dispersion of logarithms of market shares, index of the maximum share) the features of competition in the global market of producers and consumers of meat have been determined.

The article is concerned with an analysis of the high-tech product export by main producing countries and Ukraine for the period of 2012–2014. A structure mismatch of Ukrainian exports of high-tech products with the corresponding global structure, a catastrophic retardation by contrast to the leading countries in the market of high-tech products, as well as a trend towards widening of this gap in 2012-2014, have been determined. It is proved that any increase or at least preserving the volume of high-tech exports are impossible on the existing industrial base and production technologies. It is displayed that an accumulation of high-tech exports will be possible only with implementation of the prospective production technologies (PPT), based on the own unique scientific-technological groundwork in the next 10–15 years, in view of: transition to the new (projected) materials with desired properties; participation in research on mathematic modeling for intelligent production systems, co-working in the international projects of this kind; participation in pilot projects in the ICT industry; developing industrial nanobiotechnology; carrying out space research and developments in the terms of projects of the European Space Agency

The article considers interpretations of the essence of the category of «innovative activity» from the view of various scholars who demonstrate versatility and the really existing complexity of this category. The author's definition of the category of «innovative activity» has been provided, which takes into account three main aspects: intensity and complexity, ability to mobilize potential and effectiveness in the form of improved profitability and competitiveness of enterprise. In the article an analysis of socio-economic development of the Poltava region and its administrative-territorial units has been conducted. The Poltava region has a strong industrial and agricultural potential and demonstrates a high level of socio-economic development. Development of administrativeterritorial units of the Poltava region is more evenly distributed than in the Kharkiv region, where the gap between socio-economic indicators and their dynamics by the administrative units is profound. In the Poltava region, on the contrary, deviations of the key indicators from the averages by region are smaller and the dynamics of indicators' change are not as rapid. As a consequence, in the Poltava region there are more points of growth than in the Kharkiv region. Formation and functioning of an efficient system for organization and management of socio-economic development at the local level is one of the priority tasks of the decentralization reform in Ukraine. In this context, establishment and functioning of a self-contained territorial community, as well as points of economic growth – both at the level of territorial communities and at the regional level – is of particular importance because it creates a foundation for the efficient development of the territories and the country as a whole.

The article is aimed at developing a model for the process of formation of project team to determine the functional and role-based composition in accordance with stages of the project life cycle. Contemporary approaches to the concept of «project team» have been analyzed, the main components of its definition have been identified. The existing approaches to formation of project team are mostly focused on an optimal placement of human resources, allocated for the implementation of project, by both operations and project phases. Based on the method of verbal analysis of data ORGKLAS, a model for formation of functional and role-based structure of project team has been proposed. Using multi-criteria for selecting a role for the project, a structural composition of the project team is being formed on the basis of expert knowledge, which allows to consider the importance of a functional role at each stage of the project life cycle. Results of the formation of functional and role-based composition of team project for the PAT «Kharkivska biskvitna fabrika» have been provided.

The article is aimed at studying the theoretical approaches to defining the concept of «organizational development», since the approaches, which are used to understand its basic components, differ from each other. Scientists allocate such components as: educational, social, economic, psychological. However, there is not a single approach to understanding organizational development that integrates all functional elements in order to increase the efficiency of enterprises' development. Relevance to improve methods for morphological analysis, where such methods for multi-criteria evaluation as TOPSIS and SAST are used, has been substantiated. In the analysis process has been suggested that the criteria conforming with the State standards are used to the definitions. The article is aimed at generalizing the problems of financing the educational institutions of different types and determining possible impacts when preserving negatives in the education financing policy. The article is aimed to analyze the theoretical and practical problems of accounting for investment property and formation on this basis of solutions tailored to the requirements of both national and international standards. The article examines the order of recognition, assessment and accounting in terms of investment property on the basis of domestic and foreign experience. Objective and subjective reasons have been identified, which contribute to the problems of accounting for investment property, namely: false reflection of objects as conventional fixed assets, complexity of the evaluation at fair value, difference between national and international accounting standards, etc. The article clarifies complexity of the practical implementation of ways to determine the fair value of investment property according to standards. Existence of differences between IFRS 40 and P(S)BU 32 has been identified in terms of accounting and reflecting in the reports investment property that leads to necessary transformation of financial statements. Solving of the allocated problems will allow more reliably reflect such assets in the financial statements in the future, generate relevant methodological recommendations for their accounting and to enhance the efficiency of their management.

The article is aimed at substantiation of approaches to determining the sufficiency of the gold and currency reserves of the State, taking into account the existing regime of floating exchange rate in Ukraine. A comparative analysis of the known approaches to determining the sufficiency of the gold and currency reserves of the State has been done (criteria by V. Reddy, GuidottiGreenspan, Wijnholds-Kapteyn, traditional and new approaches of the IMF). The article has determined the satisfactory efficiency in the management of gold and currency reserves of Ukraine according to the criterion of the coverage of sufficiency with the gold and currency reserves of the State in terms of import of goods and services at the end of the third quarter of 2015. It has been calculated that, in order to cover all sources of risk, the National Bank of Ukraine should build a volume of the Ukrainian gold and currency reserves at a level of 16.5 billion US-dollars. Prospect of further research in this direction is to carry out a comparative analysis of the sufficiency of the volume of gold and currency reserves in the world countries that are different in the modes of functioning of exchange rate, with a view to indicate the probability of currency crises.

The article is aimed to identify the characteristics of VAT and substantiate its rate in Ukraine from the positions of convergence of national legislation with the EU tax legislation. An analysis of VAT as the main indirect budgetary revenue generating tax in both the EU Member States and Ukraine has been carried out. It has been found that the VAT rate, equal to 20% and 21%, is the most prevalent in the EU. In addition to the general VAT rate, in the EU Member States are also used reduced, super-reduced and zero rates. It has been determined that reducing the overall VAT rates in the EU is inappropriate, because this can lead to budgetary losses and administrative costs overspending. It has been substantiated that in the conditions of social-economic instability using the legally established in Ukraine overall and reduced VAT rate contributes to decreasing the risk of a shortfall in budgetary revenues and does not contradict the process of gradual convergence of the national legislation with the EU requirements. Increased implicit VAT rate contributes to rising tax revenues, aided by changes in tax administration in the context of implementation of the EU directives. Prospect of further research in this direction is substantiation of the ways to improve the tax administration of VAT tax.

The article is aimed at analyzing characteristics of labor migration from Ukraine to the European Union and evaluating the possible consequences of this process, as well as determining the future development trends in terms of emigration from Ukraine. The main directions of labor migration from Ukraine have been examined. An estimation of the volume of labor migration has been provided. Data about the socio-demographic characteristics of migrants have been presented. It is specified that the process of emigration has both positive and negative consequences for our country. Particular attention is paid to the analysis of employment settings of migrants in the Member States of the European Union. The main causes of emigration from Ukraine, among which both unemployment and low wages, have been allocated. The authors prove that the average monthly salary of Ukrainian migrants in the EU Member States is much higher than in Ukraine. On the basis of the carried out study has been concluded that labor migration from Ukraine to the EU has important socio-economic importance to our State. At the same time, signing of the Association agreement between Ukraine, on the one hand, and the European Union, the European Atomic Energy Community and their Member States, on the other hand, as well as introduction of a visa-free regime, will contribute to an increase in the number of labor migrants

In the work, methods and approaches of economic and financial analysis were used to assess in dynamics the quantitative indicators of turnover in the ports of Ukraine together with changing its allocation between public and private stevedoring companies, as well as selected indicators of the financial condition of stevedores have been examined. The article analyses provisions of the draft of Labor code and systematizes recommendations for its improvement, which are roughly divided into three groups: the provisions of the draft of Labor code, which do not take account of the fundamental bases of human sciences; the provisions of the draft of Labor code, contrary to the need for social dialog and eventually leading to a significant restriction of the rights of workers; the provisions of the draft of Labor code, which may cause ambiguity in their interpretations, and thus prevent from the balance of interests in the socio-labor relations. In addition, the proposed changes (recommendations) are combined with comments about the consequences if they will be not incorporated in the final version of the Code. As a result, proposals for amendments to the draft of Labor code has been developed, which will be able to: provide a professional approach to formulation of provisions of the Code; generate the necessary level of protection for workers' rights, as well as decent working conditions for them; reduce the risk of arising legal conflicts as results of the ambiguity of interpretation of the draft of Labor code.

Expedience to use a methodical instrumentarium in order to provide consistency of the levels of competitiveness of human resources and enterprises in the labor market on the basis of the fuzzy logic theory has been substantiated. Using the methodological apparatus of the theory of fuzzy sets, graphs of membership functions of the terms of linguistic variables «level of competitiveness of human resources in the labor market», «level of competitiveness of enterprise in the labor market» and «degree of consistency of the levels of competitiveness of human resources and enterprises in the labor market» have been built on the basis of processing expert opinions, appropriate membership functions and their intervals have been identified. A base of rules to determine the degree of consistency of the levels of competitiveness of human resources and enterprises in the labor market, with specifying characteristics of the subjects claims to each other, has been developed. The proposed methodical instrumentarium makes possible to estimate the actual degree of consistency by identifying calculated rate with the relevant analytical interpretations, which provides a basis for elaborating activities to support and promote the consistency of the levels of competitiveness of human resources and enterprises in the labor market.

The article is aimed at analyzing efficiency of use of agricultural land and substantiating the need to employ institutional factors for its increase. Efficiency of agricultural land is considered as a degree of rationality for its use. The existing system of natural and cost efficiency indicators of land resources does not take account of their quality and price. In the absence of a market mechanism for developing prices for agricultural land, one can use the indicators of return on land and profitability of land, a base for calculating which can be the normative monetary valuation of land. The carried out calculations of these indicators for 1995-2014 indicate discrepancy of management results with quality of land, its economic fertility, and shortcomings of normative monetary valuation of agricultural land. On the basis of general substance of institutional factors, their role in the sphere of land relations can be summarized as regulating land ownership relations, antimonopoly regulation, providing means for financial stabilization and fiscal management. Institutional factors should be applied on the basis of the obligations of Ukraine before international financial institutions, the WTO membership, and opportunities of budgetary financing.

The article analyzes, systematizes and generalizes functional content of the information model for monitoring economic performance of enterprise, formulates its development on the basis of methodology of the international standard for modeling IDEF0. Feasibility of use of the IDEF methodology (ICAM Definition) has been reasoned to create a functionally-oriented model of system for monitoring economic indicators of enterprise performance, which makes possible to explore its structure, parameters and characteristics. Methods for both selecting key indicators of monitoring and their converting into system, as well as information flows that circulate in the system, have been analyzed. The article analyzes both international and domestic experience as to practical functioning of non-State pension funds and life insurance companies from the view of opportunities to provide additional sources of income and coping with challenges, which are inherent to functioning of the financial market of Ukraine. Taking into consideration experience of the EU, elaboration of a set of measures has been proposed, aimed at enhancing the reliability and efficiency of management of non-State pension funds, increasing the level of confidence of citizens therein. It is proved that non-State pension funds have the potential to become in Ukraine not only leading institutional investors, but financial instruments for development of human potential, too. It is concluded that an important aspect of economic reforms is establishment of a non-State pension system, capable to not only provide the proper level of human existence, but also to develop human potential. It is proved that establishment of a system of non-State pension funds should be carried out taking into consideration interests of all market participants, while the enabling mechanisms for non-State pension funds should neither be harmful to other participants in the financial sector, nor be destructive towards principles of competition.

Based on results of the study of modern theories of financial intermediary, functional logistics approach to studying the role of financial intermediation has been selected, which focuses on the process of the treatment of financial instruments in the securities market. Role of both banking and non-banking financial intermediaries has been analyzed in the operations' dynamics in the securities market. It has been substantiated that excessive bank-centricity of financial market of Ukraine distorts information flows and can be an additional source of risk, certain level of which puts pressure on the prices of financial instruments and distorts their dynamics. The article is concerned with a theoretical generalization of the use of indices for electric power at the European spot exchanges and elaborating proposals on establishment of a similar spot index for the Ukrainian power exchange. 16 indices that are published daily by the power exchanges BSP Regional Energy Exchange, Power Exchange Central Europe, Polish Power Exchange and Opcom have been analyzed. It has been indicated that these indices are used for electricity price forecasting and monitoring the situation in the power market. Imperfection of such way of calculation for price index values has been substantiated. To display the financial aspect of the enterprise's strategic positioning in the sectoral environment, a modified ADL matrix was used. The article describes methodological approaches to the controlling complex systems on the basis on the author's modeling, based on a characteristic of the category of the force of process, using the category of the efficiency of process as a combination of its scale as quantitative component and the effectiveness as qualitative component. Under the author's SEE-analysis of functioning processes of complex systems is understood analysis of the force of these processes, based on the platform of the author's models and indicators of the scale, as well as effectiveness and efficiency of sub-processes of the processes specified. Consideration of the force in this aspect differs significantly from its interpretation by other authors. An algorithm for implementation of SEE-controlling, based on a certain mechanism that contains outcome indicators of SEE-analysis and instrumentarium, has been proposed; along with known characteristics, they also contain a complex of author's indicators for all components related to efficiency of subprocesses of the system. A matrix of SEE-controlling on the basis of results of SEE-analysis of a process in question has been developed. It has been determined that the proposed methodology makes possible to implement SEE-forecasts (including in the context of the methodology Forsyth). The SEE-controlling methodology is implemented on the example of formation of the gross revenue of an actually existing agricultural enterprise in Ukraine.

Standards of food rations should be developed taking into consideration requirements of rational nutrition, since rationing of service persons is complicated by the fact that their physical and neuropsychic load varies constantly: it can be increasing, for example, during the periods of hostilities, enhanced combat training, military exercises, physical drill, alert duty; then it can be decreasing during the recreation, education etc. The article provides an example of the process of optimizing the three-component catering model system in order to establish the optimum ratio of components. The article is aimed at determining approaches to studying social infrastructure as a system, making use of cognitive-network paradigm. Research is based on cognitive-network paradigm, which, in turn, helped us to come to conclusions that social infrastructure should be considered as a system, implementation of the main functions of which are related to providing for the vital needs and formation of conditions for the spiritual, social, economic and intellectual development of population, as well as activity of the objects, linked by the appropriate relationships of varying complexity and degree of interaction, with its proper complexity, multielementarity and structure. It is substantiated that combination of selected subsystems of the social infrastructure creates her integrity and unity, being in permanent relationships with each other. It has been proven that the subsystems, united in a common integrity, represent properties which are far superior than properties of each individual subsystem alone. Each subsystem can at the same time be considered as a whole entity.

The article explicates both substantiation and content of monitoring procedure concerning the implementation of operating strategies at enterprise, based on the results of its economic sustainability evaluation. It is proved that both composition and content of indicators for evaluating economic sustainability are able to maintain and diagnose the performance of all strategies at enterprise, particularly the functional ones. A standard set of current strategic goals for industrial enterprises together with indicators of economic sustainability, which provide the analytic-informational means of their implementation, has been proposed. A hierarchy of strategic goals in the current conditions of managing has been substantiated and recommended. The proposed logic of monitoring involves the computation of absolute deviations of achieved values for the indicators of economic sustainability from the optimal together with relative deviations of the predictive values of economic sustainability from the optimal. The article is aimed at studying content, composition and appointment of its comprehensive income statement, analyzing its compliance with the information requirements of the stakeholders of postindustrial economy enterprises. It has been found that comprehensive income actually reflects the amount of augmentation of contributed capital of enterprise, corresponding to the economic nature of its profit. It is reasoned that representation of comprehensive income in the public financial reporting allows enterprises to partially solve the problem of methodological dualism in the evaluation of their assets and performance results. It has been substantiated that particulars in the interpretation of comprehensive income depend both on the enterprise, the composition and structure of its own capital, and from the stakeholder, nature of the interest he attaches to the enterprise, etc. Prospects of the further researches in this direction are searching for objective criteria for the recognition of income and expenses, their distinction in determining the objects for depreciation – to financial results or directly to the change of components of shareholders' equity, because these criteria determine the structure of the comprehensive income of enterprise.

The article developes and proves a scientific hypothesis that strengthening the integration processes in the market space causes its institutionalization, and thus leads to the issues of proliferation of the free market players as a result of a division of spheres of influence between the major financial-industrial groups and corporations. It has been proved that a clear hierarchical structure, along with rigid subordination of free economic agents to the chief processor of resources within the growing corporations are those preconditions, which gradually form characteristics of an organization or an institution in terms of markets. An author's own definition of the notion of «institutional market» has been proposed, which is different from the classic formulation. It is emphasized that institutionalization of market space turns the latter into an another economic system, the main characteristics of which are: limited number of buyers and sellers; presence of conglomerates with rigid hierarchical relationships between buyers and sellers; etc. Enlargement and diversification of business as well as growth of its influence not only within its own industry sector, but also in the related sectors, leads to the fact that corporations are trying to control markets (supply and demand) which meantime are turning into rigid management structures, acquiring characteristics of institutions (organizations). This hinders the market entry of new market players, increases risks of business and requires on the part of enterprises new marketing techniques for positioning the own ability to create customer value.

The article examines the role of GUAM in the external economic relations of Ukraine. On comparison of the data of the foreign trade turnover with the countries of GUAM and, separately, the CIS and the EU, place of GUAM in the system of foreign economic priorities of Ukraine was determined. Special attention was paid to relations between the countries of GUAM and the Member States of the EU, as well as to the data on the foreign trade of Ukraine and the neighboring countries. The relevant study was based on the analysis of data from the State Statistics Committee of Ukraine regarding exports and imports of goods and services, the dynamics and structure of the relevant indicators for 2005 and 2010–2013 were examined. As a result, the author concludes that, despite the fact that the activities of regional associations in general and GUAM in particular are increasingly directed at solving current problems, Ukraine's cooperation with the countries of GUAM (despite the small volumes of the foreign trade), is of strategic importance. Thus, GUAM is considered by the author as a means of effective integration into the EU, creating a buffer economic zone towards Russia and, accordingly, the differentiation of economic risks associated with foreign trade, taking advantage of the geographical position at the crossroads of the main economic routes from East to West and vice versa.

During the generalization and systematization of scientific works by numerous domestic and foreign scientists, models of financial equalization, depending on the form of state structure in the country, have been identified. The article is aimed at studying the influence of resource-oriented exports and imports on the level of socio-economic development of the regions of Ukraine. The methodological basis of the research is a modified model of Sachs and Warner, which is based on the analysis of a correlative-regression relation between the share of exported and imported minerals and the indicators of socio-economic development of regions for the period of 2006-2013. The results of the study indicate that an increase in the share of the minerals in the structure of exports negatively affects the socio-economic development of the indicators for Zakarpattya, Zaporozhzhya, Kyiv, Lviv, Mykolayiv, Poltava, Ternopil, Cherkasy, Chernivtsi and Chernihiv regions. This correlation relationship was positive for the economy of the Republic of Crimea, both Vinnitsa and Sumy regions. The share of imported minerals had a positive impact on the socio-economic development of Vinnytsia, Zakarpattya, Zaporozhzhya, Kyiv, Lviv, Kharkiv, Cherkasy and Chernigiv regions. Statistical characteristics of the modified model of Sachs and Warner indicate significance and practical importance of the analyzed correlative-regression relationship in the regions of Ukraine for the indicators of the capitation GDP and the available income when analyzing the period in question.

The article examines the theoretical-methodical questions of the contemporary development of tourism in the protected natural territories. An analysis of both the status and the prospects of development of natural parks in the Zakarpattia Region in the direction of tourist-and-recreational activities was conducted. A number of problems that hamper the development of tourism in the national parks has been identified, such as lack of common methods for determining the recreational charge and monitoring, as well as a clear legal provision of recreation in the nature reserves and national parks; wornout infrastructure; lack of quality promotional materials, no opportunities for entering the international market of ecotourism. It has been proved that a complex solution to the problems related to the development of tourism in national parks requires attraction of external resources (intellectual, material and financial), as well as building partnerships with local authorities, various commercial and non-profit organizations, local residents. The article is aimed at systematization of frameworks, identifying opportunities and threats in the use of insourcing, outsourcing and co-sourcing as options for organizing the process of transition to preparation of IFRS reporting and choosing the most optimal among them. Definition of insourcing, outsourcing and co-sourcing has been formulated, their advantages and disadvantages have been systematized, opportunities and risks that accompany their use have been disclosed. Criteria for assessing insourcing, outsourcing and co-sourcing in terms of their impact on organizing the process of transition to preparation of IFRS reporting have been elaborated. An authorial expert assessment of the criteria identified has been carried out according to the 3-point scale that reflects the risks, disadvantages, advantages and possibilities of insourcing, outsourcing and co-sourcing for companies. It has been substantiated that insourcing is a clear «leader» concerning the promptness of decision-making, flexibility of the transformation process, responsibility of workers and preservation of confidential information. It has been proven that co-sourcing creates more opportunities for the company's employees involved in the process of transition to preparation of the IFRS reporting, provides high quality of financial reporting, while outsourcing is accompanied by significant risks. It has been substantiated that co-sourcing, i.e. cooperative effort of the company's internal staff and the involved professionals, is the best option for organizing the transition to preparation of the IFRS reporting.

The article is aimed at studying the issues of direction of the budgetary process towards a sustainable development of country. A study of theoretical provisions related to the existing linkages between economic growth and public spending was carried out. It has been specified that public expenditures, which is calculated as a percentage of GDP%, can provide either accelerating of economic dynamics, or its deceleration. On the basis of generalization of world experience of transforming the public expenditures into a lever for sustainable development, the basic principles to ensure effective management under current conditions have been formulated. A study of the major indicators of the State budget of Ukraine highlighted the main problems, which require the application of contemporary management tools. Application of the results-based approach in the process of forming the budget of Ukraine was considered in the context of the accelerated economic growth orientation. Among other effective tools of the results-based approach, the use of budgetary consolidation, which objective is substantiated in the light of both medium- and long-term goals of sustainable development, can be reasoned. Prospect of further research in this area will be development of scenarios of economic development in the context of implementation of various objectives of the budget process.

The article is aimed at formation of the monetary component of the system of macro-financial indicators, which will provide comprehensive information on the status of the money-and-credit sphere, existing threats and trends of development for use in the management of the public finances of Ukraine. The use of monetary indicators as part of a system of macro-financial indicators in the process of management of public finances has been examined. In the analysis and systematization of existing practical and theoretical bases a number of aspects has been identified, which were not considered in the current practice of monitoring monetary indicators comprising the economic security of the country. Empirical studies of dependency between the money supply, the volume of gold and foreign currency reserves, the proportion of cash in circulation and dynamics of real GDP were carried out. Both the optimum and the safe ranges have been determined. Recommendations for using the monetary macro-financial indicators when calculating the integral indicator of the economic security of Ukraine have been generated. Risks by the directions that were not included in the existing methodology have been identified, indicators for their evaluation have been selected, as well as related rationing and prioritization have been carried out. Further research in this area will be developing a methodology for the practical implementation of the proposed integrated indicator as a component of system of the macro-financial indicators in the process of management of the public finances of Ukraine.

The article is aimed to examine both the basic theory and the current Ukrainian practice of forming the resource base of banks on the basis of household savings. The article discloses the significance of household savings in the formation of the resource base of banks; uncovers a complex of the internal and external factors, underlying the dependence of both resources and resource potential of banks on savings. In the course of the studies, an analysis of the role of deposits of physical persons in the asset formation of Ukrainian banks was conducted, the pivotal contradictions in this process were identified. It has been proved that harmonization of interests of both banks and savers can contribute to solving the problem of formation of the resource potential of the banking system at the expense of savings, though without elimination of the obstacles that create the nonspecific factors of general impact as well as factors of sustainability of the banking system no such harmonization is possible

The article is aimed to develop a methodical approach to determining the level of financial sustainability of the Ukrainian banks using the integral taxonomic indicator. A set of financial indicators to assess the level of financial sustainability by the components of financial sustainability has been composed, including: resource sustainability, liquidity, business activity, profitability by the method of ranking based on the results of an analysis of literature sources. The selected financial indicators were grouped by the components of financial sustainability, integral indicators for each group were calculated. The Ukrainian banks were grouped in clusters according to the calculated taxonomic indicators. The level of banks' financial sustainability in each cluster has been determined. Prospects of further researches in this area will be identification and analysis of the relationships between the level of financial sustainability for each cluster and the efficiency of certain banking operations with a view to determine the range of operations that have the greatest impact on the level of financial sustainability of the domestic banks.

The article is aimed at studying features of functioning and development of the domestic mechanism for monetary regulation of economy. Role of the National Bank as an institution that determines the domestic monetary system has been analyzed, strengthening of this role in the modernization of the national economy of the State has been substantiated. Dynamics of both the annual average NBU refinancing rate and the interest rates on deposits and loans in national currency have been examined. An analysis of operations on purchase and sale of Government securities at the open market was conducted and the structure of owners of the government debt securities was determined. Actuality of the indicator of economy monetization has been substantiated, changes in the structure of money supply, associated with objective processes in the domestic economy, have been examined. The mechanism for regulation of reserve requirement has been disclosed, a gradual reduction of this instrument's role in the monetary market regulation has been proven. Prospect of further research in this area is improving the management system of the monetary market, a thoroughgoing introduction of the mechanism for inflation targeting, limiting the National Bank's share in the ownership of bonds of internal state loan, lowering the level of cash in the structure of money supply and creating incentives to restore the positive dynamics of economic growth.

Objectives of article are: a study on the main trends, established in the process of generating and use of borrowed resources in the activities of domestic trade enterprises over the past five years; a comparative analysis of both dynamics and structure of the main sources of capital generating for enterprises of Ukraine in the context of major economic activities; development of methodical tools for planning both volume and maturity of long-term loans as well as its testing in order to assess the effectiveness and impact of using long-term borrowings in the activities of retail trade enterprises. Features of the use of borrowed financial resources by trading enterprises of Ukraine in modern context have been determined, both dynamics and structure of main sources for capital formation of enterprises of Ukraine have been analyzed in terms of the major economic activities. On the basis of the conducted analysis has been discovered that the highest level of borrowing in the overall structure of the generated financial resources was recorded for enterprises of wholesale and retail trade, reflecting their high financial dependence on borrowed capital. The proposed methodical tools for planning and evaluation of efficiency of the use of long-term loan at retail trade enterprises provided for determining the optimal time and cost parameters for attraction of the long-term credit resources as well as allowed to prognosticate the timing of their profitability along with the indicators of performance efficiency, taking into account possible limitations and risks.

The article is aimed at developing methodical approaches to integrated evaluation of capability of an airline company to develop partnerships of the existing forms and types with the banks of Ukraine. The methods proposed by the author are based on the process approach to studying economic phenomena, systematization of functional areas of activity, which determine potential capabilities of an airline company for long-term collaboration, as well as the appropriate indicators and characteristics for their evaluation. The article provides a classification of forms and types of interaction that forms basis for allocation of various requirements for an airline company in its creditworthiness in the process of interaction with bank and, respectively, for various methods of evaluating capability of airline companies to cooperate with banks. It has been found that high requirements to the airline's creditworthiness would be put forward in the case of strategic and project partnerships, based on the conditions of mutual interest in the development of its participants. Unlike the existing methods, the presented method for evaluating capability of airlines to partnership with bank is based on a comprehensive diagnostics of all directions of the airline's activities, which provide the potential for its development. Integral evaluation of all quantitative and qualitative characteristics of the airline's potential is carried out on the basis of scoring method.

The article analyzes the current analytical methods for management of the activities of industrial enterprises. Special attention is paid to allocating the advantages and disadvantages of the economic management methods, which are based on concepts and methodologies of information systems as well as IT-technologies. Complexity of adjusting these methods to the working conditions of domestic enterprises have been specified. A detailed analysis of the analytical economic methods, based on the balanced scorecard (BSC), has been conducted. The article is aimed at identifying the key objectives of personnel security as component of the economic-financial security as well as substantiating effective ways to counter threats to personnel security of enterprise. Consideration is given to the definition of «personnel security» and improving the classification of risks and threats to the personnel security of enterprise. The objectives of ensuring the personnel security have been clarified, the most important of which are: timely identification of both actual and potential threats to the vital interests of enterprise on the part of staff; effective countering and combating factors impeding the realization of the legitimate interests of enterprise and its employees; preservation of intellectual and material property of company; identifying the causes and sources of causing material, psychological, physical and other damage to the company. Functions of personnel security in the system of personnel management have been determined and improved. Effective methods for countering threats to the personnel security of enterprise have been substantiated, the professional competences required of specialist in this field have been identified. Types of professionally unacceptable qualities were considered, among them: authoritarian style of management, propensity towards conflict, self-contradictoriness, demagogic style of discussion, intriguery.
