Digitalization acts as an integrator of Ukraine’s entry into the global economic and information space, opens up new innovative opportunities in the future. Studying the economic essence of digital economy is a particularly important strategic task for the formation of socioeconomic relations of interaction and the construction of an efficient economic system. The article conducts a comprehensive study of the essence of digital economy as an economic category and allocates eight main institutions for understanding the essence of digital economy. Namely, the conceptual vision of the digital economy is revealed as: an economy based on digital technologies (convergence of information and communication technologies, knowledge, resources); the result of the evolution and development of society, the consequence and catalyst of innovation in the economy; development of e-business and e-commerce infrastructure; a method of automation of digital data processing; the way of communication between participants in socioeconomic activities through networks and digital platforms; the network economy of flows and processes of organization of activities of enterprises and society; synthesis of real production and electronic platforms; a part of economic relations created by digital resources based on the production of electronic goods and services. On the basis of allocating the features of development of digital economy, the author’s own definition of the digital economy as an economic category is formed. It is defined that the digital economy is an activity aimed at strengthening the influence of innovative digital technologies on certain links in information, material, financial, intellectual and service flows on the basis of their integration into all processes of the enterprise’s activity and a transformation of its business model

The purpose of the article is to examine the features of a systematic approach to the total aggregate of methods for assessing the efficiency of resource management of an industrial enterprise, which methods can be divided into threshold and non-threshold, parametric and non-parametric ones. The peculiarity of a systematic approach to the corporate security system is studied and the main stages of this approach are identified. It is specified that a systematic approach is such one in the presence of which managerial decisions aimed at a competitive direction of strategic development of corporate security be considered in the form of an interconnected and interdependent integral complex. The objectives of the corporate security strategy of an industrial enterprise are substantiated, which should be subordinated to the general strategy of economic development, and the implementation of the management of the strategy for the formation of general corporate security, carried out through decision-making. It is concluded that the mechanism of management of the corporate security system must be represented as an integral organizational-economic system, which is also an integral part in the overall structure of the mechanism of an industrial enterprise. The main tasks and components of the model of the strategy of general corporate security are identified. In addition, it is noted that mechanism should be understood as a sequence of measures that are caused by an aggregate of interdependent elements of economic, logistics, personnel, legal, resource, transactional, information, technological security, forming the state and content of processes in accordance with a certain corporate security strategy.

The purpose of the article is to determine the economic and bioenergy efficiency of bioorganic fertilizer based on digestate, taking into account the cost of basic nutrient elements. The article presents calculations of economic indicators of the examined elements of the technology of growing corn for grain and vegetable crops in Ukraine, which indicate that the cultivation of these crops is economically beneficial in all versions. The study found that increasing the economic efficiency of corn production for grain and vegetable crops when applying different norms of fertilizer application is achieved due to the more significant positive impact of yield growth compared to additional costs associated with the use of these agritechnical means, while additional costs caused by the use of fertilizers pay off many times. It is proved that the use of mineral fertilizers and their combination with high norms of bioorganic fertilizer (digestate) for corn and vegetable crops contributes to an increase in yield, and the energy efficiency of this fertilizer is quite high, which indicates the energy saving concerning the studied technology of growing crops. It is advisable to apply such fertilizer norms at which it is possible to obtain the greatest energy output at optimal costs, ensuring compliance with the priority policy of energy saving in agricultural production. The theoretical and practical provisions on the ecological problem (utilization of livestock waste, in particular in the case of pig farms), the energy problem (biogas production in a biogas plant) and the agronomic problem (obtaining organic fertilizer) have been further developed, which ensures an increase in yield and improvement of the quality of agricultural and vegetable crops, that is, makes it possible to obtain high-quality crop and vegetable products during utilization of livestock waste. The proposed approach to the economic assessment of technologies for growing corn for grain and table root crops, depending on the fertilizer application system, makes it conceivable to increase the level of productivity of agricultural and vegetable crops, provided that bioorganic fertilizers are effectively used in modern conditions of a sharp increase in the cost of mineral fertilizers. At the same time, the energy efficiency of growing corn for grain and table root crops depending on the fertilizer system has been determined, which will increase crop yields in the absence of an increase in fertilizer costs.

The conceptual provisions of the importance of establishing management of economic sustainability of logistics enterprises are substantiated. The sequence of formation of a set of strategic priorities of the logistics enterprise to strengthen economic sustainability in a competitive environment is defined, providing for: conducting and generalizing the results of internal analysis of the state and dynamics of enterprise development, also the analysis of factors of the external competitive environment; formation of conceptual principles of the strategy for ensuring economic sustainability; development of strategic goals of the economic sustainability management system; development and implementation of tactical measures to strengthen economic sustainability. The characterizations of the main elements of the strategy for managing the economic sustainability of logistics enterprises are presented, i. e.: purpose; principles, goals, measures, subjects. It is determined that the main goal of managing the economic sustainability of logistics enterprises is to create conditions for safe functioning, with proper indicators of effectiveness and of the sustainable development ensured. Because its achieving depends on the ability to adhere to the principles of consistency, flexibility, continuity, complexity, balance, multivariateness, adaptation to changes in the external competitive environment. The main goals of managing the economic sustainability of logistics enterprises are associated with an increase in the provision of logistics services, ensuring an acceptable level of economic sustainability reserve, forming an insurance and reserve fund, implementing investments, and strengthening innovation. It is proposed to include in the measures of the economic sustainability management system of logistics enterprises the following: improving the quality and increasing the level of competitiveness of logistics services; continuous planning and monitoring of financial results; continuous planning and monitoring of economic sustainability indicators; planning, projecting, and gradual replacing of economic capacities; initiating the practice of cooperation with educational and research institutions

The purpose of the article is to theoretically and empirically examine the competition between central and commercial banks in connection with the emergence of digital money of central banks and the outflow of public funds from commercial banks. The evolution of theoretical foundations and assumptions regarding market competition is considered through the prism of emergence of private money. It is emphasized that the use of cash in many countries, including Ukraine, is declining. Under the influence of the development of financial and technological companies, there are more and more ways to make electronic payments without the use of payment cards and banking services. In many countries, the number of cryptocurrency users is growing, which further increases the level of competition between the private and public sectors. The main threats and risks to the development of the cryptocurrency market, the main advantages of cryptocurrency and the latest trends in the development of the cryptocurrency market, in particular in Ukraine, have been defined. It has been discovered that cryptocurrencies have become a means of payment in many countries, their number continues to grow. Ukraine has topped the ranking of countries with the largest share of the population owning cryptocurrencies which comprise 12.7%, entering the top 5 countries in the world in terms of the number of the users of crypto assets. The development of the cryptocurrency market has led to increased competition for private digital currencies, which has become one of the reasons for the issuance of the central bank’s digital currency (CBDC). The introduction of CBDC is mainly due to gradual trends in the digitalization of the economy, the emergence of decentralized cryptocurrencies, which have created competition to banking systems (in particular, bank settlements). However, the signs of decentralization and a high level of confidentiality, which are characteristic of cryptocurrencies and are the guarantee to demand for them, reduce the competitiveness of the CBDC and create certain risks for the global economy. A tendency has been identified for central banks to find ways to maintain a leading role in the payment system, ensuring public access to central bank money and at the same time developing innovations in the financial sector.

The purpose of the article is to create a new approach to the classification of stock market indicators in economic theory. Three groups of indicators are proposed, including indicators of supply and demand, evolvement of stock market, and localization. The group of indicators of supply and demand is created on the basis of the market analysis standard in marketing research, including: capacity, capitalization, stock market turnover, stock indices, P/E index. Within the framework of this group, it is also proposed to use the indicator of IPO share in the capitalization of stock market, which demonstrates the degree of openness of the market and investors to new companies and is opposed to the characteristics of the conservatism of the stock market. Stock indices are considered separately and their classification is schematically created according to the calculation method, providing the stock indices, calculated using the method of arithmetic mean simple, geometric mean and arithmetic mean weighted. The belonging of the largest existing stock indices to a certain type in accordance with calculation is demonstrated. A practical explanation of the various approaches to the methodology for determining stock indices is presented. In the second group of development indicators, the following are highlighted: liquidity, profitability, volatility, and concentration of the stock market, by which it is possible to assess not only the quality characteristics, but also the level of evolvement of the stock market. The third group was created on the basis of localization, which interprets the characteristics of the stock market depending on its geographical affiliation. This group includes: the degree of development of equity capital, openness, transparency of the stock market, the level of risk of a separate country, the investment attractiveness index, the index of attractiveness of both venture and direct investments. It is identified that certain indicators determine the level of other indicators within this group. For each of the three groups of indicators, the essence of the indicator, the methodology for calculation and application were examined. There is also an explanation of the signs by which the indicators were assigned to a certain group of indicators in the proposed approach to their classification.

The purpose of the article is to evaluate the consequences of money laundering and disclose their features under martial law. Taking into account the provisions of the Methodology for National Risk Assessment of Money Laundering and Financing of Terrorism in Ukraine, analyzing, systematizing and generalizing the works of scholars, the main consequences of money laundering are defined (deterioration of the stability of financial institutions and the financial system as a whole; deformation of consumption; artificial increase in prices; changes in exports, imports, exchange rates; impact on tax revenues and increasing the possibility of budget deficit; impact on economic growth rates of the country). Approaches to recognizing the positive effect of money laundering along with proposals that such operations can be carried out through developed countries were critically evaluated. Despite the examples of money laundering with the participation of large companies and financial institutions in Denmark, Belgium, Switzerland and the results of a study of the activities of Australian firms that received positive indicators as a result of money laundering obtained in the course of criminal activities or gambling, the inexpediency of legalizing money laundering through developed countries is substantiated. When solving the problem of money laundering, which has gone beyond the regions and has become global, the need to take into account the interests of different groups of countries and the fact that money laundering in developed countries does not eliminate sociopolitical consequences has been proved. As a result of the study, the peculiarities of the consequences of money laundering under martial law are revealed. It is shown that the introduction of martial law exacerbated a number of negative manifestations of money laundering, while the significance of a number of consequences is practically leveled due to the use of additional tools for the State-run regulation of the economy. Prospects for further research in this direction are the consideration of international practices in countering the money laundering and the financing of terrorism in crisis conditions.

The article presents the theoretical provision of the management of financial-economic security of business processes of enterprise from the standpoint of the conception of security-oriented development, resource-based and process approaches. The resource-based approach is considered traditional in world practice, where the financial-economic security of enterprise is considered as a state of efficient use of the resources of a business entity to prevent threats and destabilizing factors. The results of these studies create a methodological basis for building a system for managing the financial-economic security of enterprise, which forms a managerial response to certain risks and threats due to specific functions and analysis, accounting, diagnostics. A comprehensive study of the state of economic security of an enterprise is impossible without taking into account the provisions and principles of the process approach – distinguishing the characteristics of the financial-economic security of business processes, localized assessment of their levels and the impact on current financial-economic results, the implementation of strategic goals. The financial-economic security of business processes is ensured by the formation of such properties of business processes as: financial-economic stability; organizational adaptability; functional efficiency; innovative activity; managerial competence. The solution of these problems is impossible without the use of a strategic instrumentarium for managing the financial-economic security of business processes of enterprise development. According to the results of the analysis of studies of the characteristics of types of business processes, the criteria for the financial-economic security of business processes of enterprise are defined.

At the present stage of transformational change, the problems of activating the economic partnership and cooperation based on the creation of network structures are extremely important. These issues are actualized especially in the context of the rapid development of the digital economy and smart specialization. Given this, the purpose of this study is the theoretical generalization and systematization of existing scientific approaches to the interpretation of the concept of «network structure»; substantiation of the authors’ own approach to defining the content of this economic category. As a result of the carried out study, it is determined that the concept of «network structure» be identified with such definitions as: organization, interaction, association, management structure, form of management, coordination, cooperation, alliance, structured set, integration, corporate structure, relations, coalition. Using a systematic approach and the classification method, the interpretation of the term of «network structure», proposed by various scientific schools, is conventionally systematized as to the following groups: entrepreneurial network; business structure; open structures; new organizational form of joint activity; collective interaction; organizational type; model of economic relations; complex of business units (network partners); element of the network economy, et cetera. The article provides the authors’ own approach to defining the category of «network structure» as a specific form of organization of collective efforts, which is based on the voluntary interaction of its participants on the basis of combining their interests, resources, competencies, and capabilities. It is proposed to consider the network structure as an economic category from three positions, such as: a network form of partnership; an effective model of stakeholder interaction in the context of global transformations; a model of partnerships between market participants in the organization of logistics processes

The purpose of the article is to systematize the main directions of digital transformation of the financial sector of Ukraine, to characterize their impact on the post-war recovery of the Ukrainian economy and to analyze the risks of forming an information-digital society in connection with the active implementation of a digital strategy. As a result of the study, it is proved that special conditions that are established at present in Ukraine make inevitable the digital development strategy to ensure economic activity under martial law and post-war recovery. The publication systematizes the main mechanisms for ensuring financial access under conditions of martial law. The advantages of the actively implemented conception of open banking for investment processes and post-war reconstruction are demonstrated, while the risks of information availability related to open banking are shown. The role of neobanks in the context of post-war recovery is characterized. Given that the development of digital financial services will be associated with the further introduction of service personalization technologies, it is concluded that this will lead to the growth of financial inclusion and the deep integration of digital financial institutions into the economic and social existence of financial services consumers. The risks of these processes are identified, in particular the risks of cybersecurity and the growth of information asymmetry.

Startups have recently become an important component of the modern economy, leading to an increase in its innovativeness and providing opportunities for a country to reach the best possible position in the competitive world market. The article is aimed at examining the ecosystems of startups of the countries around the world, their grouping and defining the key driving forces for the development of startups. The methodological basis of the article includes: an overview of international indices and rankings of startup ecosystems; the correlation, cluster, graphic, and statistical analyses. The structure and composition of the main international indices and rankings that characterize the conditions for the development of startups are examined. A correlation analysis of the main indices characterizing the level of development of startup ecosystem and the socioeconomic development of the world countries was carried out. This allowed to determine a noticeable relationship between: indicators of the Index of the most startup-friendly countries around the world and the Global Innovation Index; the number of startups per 1 thousand residents and the Global Startup Ecosystem Index; GDP per capita and the Global Innovation Index. A grouping of countries of the world was carried out using the cluster analysis, which was carried out in accordance with two groups of indicators. The analysis of the first group of indicators (the Index of the most startup-friendly countries in the world, the Global Startup Ecosystem Index and the number of startups per 1 thousand residents) allowed to allocate three clusters according to the level of development of the startup ecosystem: leading countries, potential leaders, and catching up countries. A group of countries that, according to the classification, are leaders in terms of both the development of startup ecosystems and socioeconomic development is defined. The main directions of bridging the gap in the development of startups in both the catching up countries and the developed countries of the world are identified: ensuring the transparency of startup ecosystems and their mutual coordination with the country’s innovation policy; promoting entrepreneurial and startup-based thinking in science and research; promoting the formation of a more friendly attitude of society to startups; attracting more employees from the academic, scientific and entrepreneurial spheres, whose activities, in cooperation with the government, should be directed to the development of science-intensive and technological startups.

The purpose of the article is to analyze the trends in the development of higher education in the context of the formation of a smart economy, academic mobility and substantiate the directions for strengthening the role of higher education institutions in Ukraine in the context of modern challenges. The article generalizes the world experience in the implementation of smart cities, on the basis of systematization of the main ratings of smart cities, key indicators of intellectual activity are identified, also the characteristics of the activities of universities that contribute to the success of smart city. Based on the data of current information, an approximate estimate of the scale of outflow of young people, researchers and teaching staff from the country is provided. The currently available information on the scale of support for Ukraine by European countries both at the level of governments and at the level of individual universities is generalized. Losses and threats to the development of Ukrainian higher education in the conditions of military aggression, destruction of infrastructure and mass displacements of the population are outlined. The major directions of perspective development of universities in Ukraine in the context of modern challenges and post-war recovery are defined. The need to restore the country on fundamentally new principles is emphasized, that is building a new, smart economy, in which the goals of sustainable development and digital transformation will become key and the education and science systems must play an important role. This is possible only on the basis of real mechanisms for the return of our youth and highly qualified personnel back to the country, the transformation of higher education institutions into powerful financial actors of educational, scientific and economic activities, the creation of real competitive advantages for attracting foreign students.

The article observes the current state of small business development in Ukraine during the COVID-19 pandemic and martial law. The basic principles of the functioning of small businesses in modern conditions are distinguished. Based on the carried out research, the state and prospects for the development of small businesses during martial law were analyzed. The main general problems faced by the majority of enterprises in Ukraine, regardless of the form of ownership and regional affiliation, have been identified, thereby highlighting specific problems depending on the regional affiliation. It is proved that production volumes for the analyzed period decreased by virtue of the fact that most small businesses stopped their work because of the lack of raw materials and supplies accompanied with unsafe working conditions. A number of priority tasks on the part of the State, which should facilitate the development of small business in the post-war period, are singled out. It is determined that government support for the formation of an appropriate favorable climate for starting own business by optimizing regulatory and legal support in matters of formal signs should contribute to the opening of a business for all interested. It is determined that the use of international assistance in attracting additional funds for the development of enterprises that use the principles of «green» ecology, are engaged in the cultivation, processing and export of agricultural products, will contribute to the formation of new jobs in rural areas. On the basis of the programs developed by the government to stimulate the development of small businesses, the main tasks that must be fulfilled for the implementation of the proposed measures have been formed. The main measures to stimulate entrepreneurial initiatives include the following: preferential lending to small businesses, tax holidays, targeted financing of regional programs.

The purpose of the article is to generalize the essential content of the concept of "financial condition ofenterprise" in terms of its constituent components; analyze the main indicators of the financial condition of small enterprises of Ukraine, determine the major tendencies during 2017–2020; substantiate the importance of analyzing their financial condition; draw attention to the relevant problems of small business in modern conditions. The article analyzes the current financial condition of small enterprises of Ukraine for the period 2017–2020. Analyzing, systematizing and summarizing the scientific works of scholars, the approaches to defining the concept of "financial condition" of the enterprise were considered. As a result of the research, the financial condition of small enterprises of Ukraine was analyzed and assessed; the main problems of their activity are highlighted. It is substantiated that the validity of managerial decisions directly depends on the objectivity and timeliness of information about the financial condition of the enterprise. The effective operation of enterprises requires constant control over the receipt and use of financial resources, strict adherence to the disciplineof financial settlements, formation of the optimal ratio between own and borrowed funds, ensuring financial sustainability and solvency.A thorough and timely carried out analysis of the financial condition of the enterprise allowsto see the objective state of its activities, identify problematic aspects, respond to challenges in a timely manner, anticipate and minimize business risks and make the right managerial decisions.

The article highlights the impact of the transformation of the world economic system on the economic development of re¬¬gion under the conditions of globalization. At this, it was determined that transformation (from the Latin transformatio – change) is an action or process of changing the appearance, nature, form or character of an object, and globalization (from the Latin “globus”, French “global” – general) is a process, trend, function of historical development, which is characterized by comprehensiveness and integrity. The intuitive understanding of the concept of economic development of territory connects its content with positive changes in a certain space. However, this interpretation, although generally understood, nevertheless has a number of uncertainties related to both individual definitions of development of region and the importance of synthesizing these definitions in a spatial context. At the same time, it should be emphasized that the global economy is in a state in which all countries and regions not only influence each other, but are also closely interconnected. Along with this trend of regional development, there is a growing awareness of the existence and need to take these processes into account in practice. Such a holistic and innovative approach to socioeconomic and cultural de¬velopment in a globalized economy contributes to the more effective use of all availab¬le potentials and resources of different spatial units, and – ultimately – to obtain their sustainable competitive advantage, including in the international arena.

Radical transformations of the Ukrainian energy system also caused changes in energy policy. However, the interpreted provisions did not provide for extraordinary differences regarding the modification of energy measures in terms of individual regions. These actions subsequently caused the institutional transformation of fuel, gas, and electric power measures on the way to economic liberalization. Energy policy combines legal, organizational, financial and economic regulation in the country's national policy context. Implementation of innovative technological improvements in the FEC allows for: modernization of the energy system; improvement of infrastructure; integrating advanced foreign practices into one's own system; application of innovations following the EU legislation; introduction of hydrogen technologies and the transition to clean energy. Creation of reserves to avoid the shortage of energy resources: formation of the legislation of Ukraine regarding the reservation of oil and gas storages; creation of an Eastern European gas and oil center (hub) in Ukraine; formation of a system of increasing price competition on European markets through reservation. Assimilation of experience and formation of established norms of behavior on energy saving includes: improvement of normative and legal aspects of the regulation of economic activity by business entities; technical improvement of production processes; application of systematic monitoring and energy audit; achieving the effect of scale during the production and consumption of energy resources. The energy efficiency of the use of resources in view of their diversity and the use of FEC allows for: reliability and continuity of energy supply; pricing; normative and legal instruments of regulation; projects related to the implementation of efficient energy use; measures to preserve the environment. Diversification in the application of RES in energy segments provides for: diversifying the ties with the countries of the energy society; resuming the cooperation with Poland through the ?winouj?cie LNG terminal in the context of gas and energy; activating the transit of energy resources through Slovakia, Moldova, and Romania. The function of the energy system following EU legislation and modern global challenges consists in: implementation of the priorities of the Green Deal; transition to clean energy; application of hydrogen energy; establishing the infrastructure for the use of RES.

The article analyzes and generalizes the foreign experience of different world countries regarding the reanimation of the tourism industry in the post-war period. The factors influencing the indicators of tourism development, the formation of tourist flows and the reaction of regional and government policy as to attracting tourists to the country of visit are considered. The indicators of statistics of international tourism are analyzed and the factors influencing their dynamics are identified. On the basis of historical retrospective, the formation of tourism in post-war Europe is highlighted; the essence and number of anti-crisis measures to restore tourist exchanges are considered. The experience of countries in which hostilities have taken place or continue to take place, the risk of terrorist attacks should be transferred to the Ukrainian market. Countries such as Georgia, Israel, which have both external and internal factors of negative impact on the state of tourism, are trying to overcome or level this negative impact at the expense of: external rental of destinations and the formation of a tourist product of recreational, medical, extreme tourism. Unfortunately, hostilities cause damage to the tourist infrastructure and natural wealth of our country, which complicates the recovery processes after the war. Based on the results of the research, the authors proposed methods of crisis management for reanimation of the tourism sector of Ukraine, including due to the post-war transformation and expansion of the variability of the tourism landscape of Ukraine. The study of anti-crisis management of the tourism industry in order to ensure the economic development of Ukraine is quite relevant and requires further study and scientific analysis, which will be the goal of further scientific researches

The article discusses the role of current assets in ensuring the normal (efficient) operation of enterprise. The objectives of the article are: studying the theoretical foundations of the assessment of current assets and searching for relevant ways to improve the efficiency of the use of current assets as factors influencing the state of the enterprise, as well as the creation for managers of numerous economic entities of an information platform for making managerial decisions on the formation and use of current assets of enterprises during the wartime. The article generalizes the likely variants for the formation of the initial value of current assets (stocks) upon receipt. Methods for assessing current assets upon disposal are considered. Indicators for assessing the efficiency of the use of current assets are systematized, including: the ratio of current assets turnover; coefficient of consolidation of current assets; the duration of one turnover of current assets; return on current assets. In special conditions (conditions of wartime), business entities are recommended to use ways to increase the efficiency of the use of current assets in the following stages: formation of current assets and their use (according to the stages of the cycle). At the stage of procurement of current assets – by improving the organization of the supply of assets; at the stage of production of current assets – applying the reuse of production waste, improving product quality, reducing the duration of the technological (production) process, reducing the cost of fuels and lubricants (FLM) and other stocks; at the stage of product sales – the introduction of sanctions or deprivation of privileges for rejection / violation of agreements / contractual conditions for the supply and payment of inventory (inventories), the formation of sources of financing of current assets (own and attracted), a rational choice of payment terms for current assets. The purpose of this article is to study tendencies in the behavior of Ukrainian consumers in the market after the onset of Russia’s military invasion, to define the factors that influence the level of the consumers’ loyalty to the products (services) of companies, and to develop recommendations for effective management of projects to increase the loyalty of the companies’ customers. The article stipulates that Russia’s large-scale military invasion of Ukraine significantly affected the existence and functioning of the majority of domestic companies, which have just begun to restore the performance indicators of their own business and adapted to work in the context of the COVID-19 pandemic, as well as the level of purchasing power of consumers. The state of Ukrainian business and trends in changes in consumer behavior in the market in conditions of war are considered. It is determined that entrepreneurs need to make every effort to retain their clientele and attract more new customers, and for this they need to develop and implement comprehensive loyalty programs that will allow building a long-term effective partnership with their target audience. The level of loyalty is the main indicator of the effectiveness of the company’s interaction with its consumers. The author has researched and proposed a classification of currently relevant factors influencing customer loyalty, account of which will contribute to the transition of regular customers of the company to the category of loyal. The expediency of implementing special projects for the development and implementation of loyalty programs in the company is substantiated. It is defined that the application of the project management methodology will contribute to their successful implementation in compliance with all restrictions: time, content, cost, and quality, as well as reduce risks and avoid or level numerous deviations in the project that arise as a result of changes in the external and internal environment. To implement projects, a team of highly qualified specialists must be formed. The success of implementing a program to increase customer loyalty depends on the competent management of the project by a professional project manager. Successful application of knowledge of project management methodology and professional management of a team of specialists will contribute to the effective management of projects to increase customer loyalty and achieve strategic goals in the company’s development.

The article is aimed at determining the characteristics and socioeconomic consequences of the population aging for the countries of the European Union. The article presents the proportion of the population over 65 years of age of the total population of the EU for the period 2011-2021, identifies the EU countries with the largest and smallest proportion of the elderly population in the total population, as well as changes in this indicator in 2021 compared to 2011. It is determined that the main reasons for the increase in the relative proportion of older people in the EU are an increase in life expectancy and a consistently low birth rate over the years. The data as to life expectancy at birth along with the dynamics of birth rate in the EU are provided. The coefficient of demographic load of the elderly population in the EU is considered. The correlation coefficient between the elderly population and GDP, as well as between the elderly population and household consumer spending, is computed. The result indicates a close relationship between these indicators. Among the main socioeconomic consequences of the population aging are the reduction of supply in the labor market, the impact on the rate of economic growth, changes in the amount of savings in the financial system, the budget deficit of pension systems, the growing burden on the bodies of health care system, etc. Three options for the influence of the EU Member States on the current situation are given: encourage marriages or cohabitation and the birth of children; carry out additional activities to attract immigrants of working age; develop new social policy measures aimed at mitigating the negative effects of the population aging. One of the main instruments to overcome the negative consequences of the aging process of the population be the effective realization of the resource potential of the older generation. Measures to increase the size of the workforce, such as lifelong learning and employment policies for the elderly, are also defined as important.

Implementation of dynamic processes of innovative transformations in the social sphere of many countries of the world is a guarantee for an effective management of their socio-economic systems. Today, the People’s Republic of China (PRC) is trying to find its own approach to the effective development of the social infrastructure of the territories, the problem of which is actualized in the context of large-scale socio-economic reforms, and the possibility of a solution is supported by the significant growth of the innovative potential of the PRC. It is noted that maintenance at the achieved level and further socio-economic development of the state are not possible without regular implementation of innovations. China is one of the world’s technological and scientific leaders, adapting quickly and creating its own innovations. However, the development of the social sector requires separate innovative initiatives and projects. It is determined that social innovation has been promoted as China’s national development strategy since the mid-2010s. New ideas, patterns of organizational behavior, and political agendas have been transformed into social innovations. These events create a climate that promotes social innovation as a general conception. The views of scientists of the People’s Republic of China regarding the harmonious social development of Chinese society were considered, including the implementation of the priority strategy of education; improving the health care system; active implementation of employment policy; creation of a fair distribution system; fair social guarantees; coordinated development of regions. The steps for implementing China’s socio-economic breakthrough strategy are highlighted: first, increasing the share of the market economy and reducing the level of support for the state-owned enterprises; secondly, stimulation of the domestic market and consumption; third, improving social protection, which will help solve the demographic problem; fourth, invest in the development of less polluting industries, gradually reduce the number of thermal power plants, switch to alternative energy sources; fifthly, the fight against corruption and strengthening the rule of law are of fundamental importance.

The study is aimed at identifying trends in the world information technology market in the XXI century, determining the features of transnationalization of Ukrainian IT companies. As result of the carried out analysis of factual material, the following were identified among the main trends in the development of the global IT market: investments in research and innovation, using network forms of business organization; rapid digitalization and quarantine restrictions in a global pandemic. As a result of the study, it was noted that Ukrainian IT companies already have clear interests and priorities of functioning in the world market, which is a potential for strategic development of both individual corporations and the State as a whole. The advantages of Ukrainian actors in the IT market in comparison with the nearest competing countries are determined as follows: the largest labor market; the largest number of graduates with IT specialization; Ukraine has 2-4 times less IT specialists per 100 thousand population than the competing countries. This indicates a high potential for expanding employment in the IT field through formal education and retraining (switching). The main IT companies of Ukrainian origin, which have acquired signs of transnational, are characterized. It is substantiated that the IT sphere is the least vulnerable to the devastating consequences in the economy caused by the war, so it can become a breakthrough technology for sustainable economic development of Ukraine. Prospects for further research in this direction are determining the perspectives for creating and evaluating the effectiveness of the functioning of international strategic alliances (ISA) between Ukrainian IT companies and foreign partners. The formation of ISA in the IT sphere makes it possible to change outdated standards adopted in practice and create new ones, as partners openly share their technologies and join forces to defeat their common competitors, and, accordingly, to assist the spread of new trade services (Prozorro, DIIA, E-health, etc.) entering into Ukrainian market.

The article examines the problems of forming the potential of macroregions and their impact on the national security. The war, the global economic crisis, the existing complexities of society and the digitalization of production, as well as non-renewable natural resources in general, expose global security problems, political, economic, social, ecological problems of mankind. The accumulation of problems causes a radical change in people’s lives, a transformation of existing processes and management mechanisms at the level of the country, regions and economic entities. Under such conditions, the formation of the anti-crisis potential of regions for the development of society should be strategically focused on changing both social and economic paradigms, revising approaches to improving security at all levels and moving to Industry 4.0. In this regard, the structure, significance and priority of the components of the potential be changed. The present day conditions force scholars together with practitioners to reconsider the essence and content of the concept of «potential», as well as to consider in more detail the peculiarities of the formation of the development potential of regions during crises. It is defined that the potential of macroregion includes the total potential of all enterprises, as well as the potential of the following: households, local self-government bodies, natural and resource-based, infrastructure, investment, labor market. The potential of macroregions is an integral part of the country’s potential, which also includes: the potential of the public administration apparatus, the educational-scientific potential, integration potential, financial potential. It is determined that the potential of region is a complex phenomenon, the efficiency of which depends on the quantitative and qualitative characteristics of its components, as well as on the efficiency of managing their development and combination. The existing potential of macroregions is a component of both regional and public administration. When forming the provisions of the national security of the country, it is necessary to take into account the possibilities of the potential of macroregions.

The practice of cooperation of territorial communities of Ukraine in the context of decentralization is analyzed, based on the understanding of the evolution of development of the institution of communities in terms of their functional-semantic perception. This allowed at the stage of enhanced role of territorial communities in Ukraine (after 2014) to substantiate the natural dominance of the integration approach to their understanding, which implies the formation of communities as a (relatively) independent institution of cooperation in the decentralized system of public administration. The purpose of the study is to analyze the practice and identify problematic aspects of cooperation between territorial communities of Ukraine in the context of decentralization. The object of the study is the processes of improving the State-controlled development policy and expanding the cooperation of territorial communities in Ukraine in the context of decentralization. In the course of research, general scientific and special methods were used: synthesis and system analysis, logical generalization, strategic management, comparative analysis. The logic of the analysis of cooperation between territorial communities of Ukraine is approbated on the main levels of their interactions – interinstitutional within the community (with the formation of social capital); with authorities at the regional and State levels; with other communities in the region and country; with communities of other countries; with international organizations; as representations in public organizations. As part of the analysis of the practice of cooperation between communities, indicators on the conclusion of agreements, their forms and spheres are analyzed. The level approach to the analysis made it possible to generalize the main shortcomings and positive experience of interaction of territorial communities of Ukraine at different institutional levels and to justify the general tendency of gradual formation of an inter-community culture of cooperation. Prospects for further scientific research in the analyzed area relate to the substantiation of directions and means of implementing positive foreign practices of the State regulation of the development of cooperation of territorial communities for their further approbation in Ukraine.

One of the important problems of the economic development of Ukraine today is the low energy efficiency of social production with a high level of external energy dependence. The purpose of the study is to define modern global challenges, and, with account of them, to outline the prospects for the structural development of the electric energy industry in Ukraine. The current vision of the prospects for the energy development of the world economy is analyzed on the basis of the results of foresight forecasts, accomplished by the leading international institutions and energy companies. The content of the global energy transition and its main directions in the electric energy sector is analyzed. It is determined that along with the paradigm of the global energy transition, considerable attention is paid to the development of environmentally friendly generation methods, which primarily include electric energy generation based on renewable energy sources (RES). The aggregate of power generation technologies is divided into two types according to two common features of resources: 1 – power generation technologies, which are based on the process of converting organic and nuclear fuel into electric energy; 2 – power generation technologies, which are based on the processes of converting energy of inexhaustible and renewable energy sources (except biological) into electric energy. A methodology for calculating and comparing the resource characteristics of power generation technologies is developed; resource intensity is computed; the costs of electric energy production using power generation technologies are provided; a comparative comprehensive (technical-economic) assessment of the efficiency of technologies based on the use of the matrix method is presented. Based on the carried out analysis, an overall rating of the efficiency of power generation technologies is compiled. Technologies expedient for use in Ukraine have been identified. It is proved that the priority measures for the structural-technological modernization of the energy complex of Ukraine should be the implementation of development directions consistent with the provisions of the paradigm of the global energy transition, namely: the creation of a new generation power grid management system (smart grids); development of distributed energy.

It is substantiated that in the conditions of deepening institutional transformations in the natural resource sector of the national economy, which involve the reform of the natural resource management system, the diversification of ownership of natural resource and natural economic assets, the institutionalization of new organizational and legal forms of environmental protection and environmental economic entrepreneurship, the problem of improving the economic mechanism of nature management both at the national and local levels is being updated. It was revealed that the main prerequisite for the formation of a modern economic mechanism of nature use is the development of regulatory and legal support for the diversification of methods, tools and levers of regulatory influence on nature users. It has been established that the following are the main global determinants that must be taken into account when modernizing the budget-tax, monetary-credit, regulatory-permissive and advisory components of the economic mechanism of nature use: the European integration vector of Ukraine's development; modern global environmental protection architecture; the conjuncture of world commodity markets. Studies have shown that the main national determinant of the development of measures to improve the economic mechanism of nature management is the decentralization of power and the reform of local self-government, which provide for the transfer of a significant bundle of powers, in particular in the system of natural resource management and environmental protection, to the level of territorial communities. It is substantiated that when institutionalizing and differentiating the level of regulatory influence on nature users, it is necessary to take into account the specifics of the functioning of the public and corporate sectors and the household sector in the field of nature use. It was established that the list of main goals for improving the economic mechanism of nature management should include: increasing the level of capitalization of the economic development of natural resource potential and the use of ecosystem services; provision of integrated nature management and environmental protection in the public and corporate sectors, as well as in the household sector; increasing the level of social and environmental responsibility of business; creation of conditions for accelerated development of various types of bioenergy.

The article proposes that the most important measure to ensure the efficiency of sustainable land use of the land resource management mechanism in the management system of agrarian enterprises is to determine the transition to the principles of adaptive landscape farming, which is a system of forming land relations that provide for the rationalization and harmonization of the interaction of natural components of the landscape and the activities of agrarian enterprises in the conditions of modern agri-industrial production. It is emphasized that in connection with this, the methodology for the formation of land relations should integrate natural and landscape criteria, consisting in the adaptation of agricultural activity to the natural conditions of the territory involved in agrarian production, and the ecological-economic aspects, the contentual essence of which is the timely implementation preventive measures that restore soil and resource potential and improve the quality of agrarian ecosystems. The transformation of land relations according to the principles of adaptive landscape organization of territories means, first of all, the optimal ratio of agricultural lands. The ecological and economic purpose of agrilandscapes is to constantly increase the share of areas that stabilize the natural environment, or, in other words, forest plantations, pastures, hay-fields, while simultaneously reducing the share of ecologically degraded arable land. The efficiency of the land resource management process in the management system of agrarian enterprises depends on the mutual compliance of the internal and external conditions of the functioning of agri-industrial production. The external conditions of operation should include the factors that determine the process of formation of land resources (climate, relief, soil and plant cover, regulatory and legal support for land use, tax policy, etc.). The internal conditions of the operation of the land use mechanism include the management system of an agrarian enterprise, organizational form of enterprises, methods of technological influence, machines and mechanisms, management process, etc.

The purpose of this article is to identify the features, problems and perspectives in the development of international tourism in the post-covid world. Analyzing the statistical and forecast data of relevant international organizations, as well as expert opinions of market practitioners, a significant dependence of the tourism system on exogenous factors of negative impact is revealed, and COVID-19 is viewed as the largest crisis in terms of consequences, because the highly globalized world itself contributes to the large-scale and rapid spread of the pandemic. For the purpose of comparative analysis of the periods of development of tourist activity in the world, the following indicators were analyzed: the dynamics of the growth rate of the world economy and world tourism; dynamics of development of sectors of the world economy with the separation of the place of tourism; regional dynamics of international tourist arrivals and revenues from international tourism; loss of jobs in the tourism industry by region of the world as result of the spread of COVID-19, reduced business activity and tourist mobility. All indicators show a significant reduction and there is a relationship with the overall economic and social environment of countries. As result of the study, the main vectors of public policy on countering the consequences of COVID-19 in the tourism sector are defined and attention is focused on the need for consolidated precise and timely actions at all management levels: local, national, and international. An algorithm for overcoming the crisis phenomena in the tourism business caused by the pandemic has been developed, which provides for a set of consistent measures aimed at managing and controlling the crisis, stabilizing the market situation and accelerating the revitalization of the industry, as well as developing a new paradigm for the functioning of world tourism in post- covid realities. Trend tendencies in the further development of international tourism activities are proposed, taking into account changes in consumer preferences, namely: digitalization, virtualization, shifting the vector to domestic tourism, staycation and workation, wellness tourism, deeper awareness of the need for further implementation of the principles of sustainable development, etc.

The article examines the properties of the economic potential of business entities in the paradigm of investment model of development. The following main properties of economic potential are allocated: integrity; complexity; interchangeability and alternativeness of its components; relationships and interactions of the elements of the potential; ability of the potential to perceive elements of the latest and innovative accomplishments and achievements of scientific-technological progress; flexibility; class character; powerfulness. Characteristic features of the development of the potential of enterprises as economic systems are the following: the complexity of the task and the need for their study as an integral combination of different aspects; complexity of tasks to be solved; increasing the number of relationships between different individual objects; changing dynamic situation; deficit of resources; improving the level of standardization and automation of individual elements of the production and management system and the corresponding processes in them; globalization in a competitive environment, production, cooperation; strengthening the roles of managerial factors, etc. It is noted that the existing potential of an enterprise can be used with different levels of efficiency. This is confirmed by practical calculations, when an enterprise with high potential has low profitability, while an enterprise with a low, but effectively used out potential, is provided with fairly high performance. It is determined that if the company does not fully use its potential, the growth of investment resources will not increase its efficiency. It is emphasized that at the same time the economic potential involves the realization of potential opportunities, expressed in the achievement of economic effect. The economic potential of economic entity is an integrated assessment of the potential opportunities inherent in the resource potential, and their implementation to achieve economic effect. It is underlined that the economic potential of enterprise is characterized by both the availability of resources and efficiency of their use, as some organizations with the same potential differ in efficiency, and consequently – economic potential is higher in the enterprise that uses its capabilities more efficiently. Improving the level of competitiveness of enterprises, overcoming the negative consequences and situations in the current economic development, can not be determined without assessing the real potential.

The goal is to analyze the current options of infrastructure projects financing in Lviv by establishing alternative sources of strengthening their financial support. The study analyses the volume of additional funds for community improvement at the expense of the State Fund of Regional Development and subventions from the State budget to local budgets in order to implement the measures for the socioeconomic development of individual territories. It was found that it is not realistic to finance completely the necessary infrastructure projects at the expense of budget funds. Especially for the needs of territorial communities with the possibility of being used by several communities simultaneously, a new attracting funds tool for the implementation of local investment projects – bonds of local development funds – is proposed. The alternative way to attract additional sources of funds, in particular, is the emission of bonds of local development funds. According to the international classification, bonds of local development funds belong to infrastructure bonds. It is noted that they exist already in the Ukrainian projects of loan capital legislative regulation. The determined bonds, if implemented, should advantageously differ from corporate bonds or local loan bonds due to: determining the direction of the intended use of borrowed funds; specific issuer – the Local Development Fund; relatively low risks for investors due to control of the budget cash flow for bonds repayment and receiving income on bonds. Their advantage is that, unlike local loan bonds, where issuers can only be city councils, the regional, district, settlement and village councils can also make decisions to issue the local development fund bonds. At the same time, attention is focused on the initiation of new businesses in the field of housing and communal services, in particular, through the creation of small enterprises that will provide important services to meet the needs of the territorial community on the basis of subcontract agreements. Local self-governed bodies have the opportunity to stimulate such business initiatives among the unemployed population that are available to work, providing space (premises) to newly created self-employed persons – entrepreneurs, compensating the rent as one-time payment from the Social Insurance Fund of Ukraine for the organization of entrepreneurial activities by unemployed citizens.

The purpose of the article is to systematize the positive and negative consequences of the influence of the European integration process on the marketing component of the economic security of business in Ukraine as the central link of the national economic system. In the theoretical and methodological plane, the interpretation of the marketing component of the economic security of an enterprise from the point of view of individual authors was studied, which made it possible to formulate the authors' own elaboration as to the definition under study. Based on the use of the system approach, the possibilities and threats of the European integration of Ukraine regarding the impact on the marketing security of domestic enterprises in the context of the main elements of the marketing conception “4P” are considered: product, price, place (place in the market), and promotional. The opportunities and threats of European integration for the marketing security of domestic business in the context of the people element (people, consumers, and staff) are considered, and the advantages of market activity by domestic enterprises through the implementation of the European integration strategy by Ukraine are studied. The need for further implementation of pro-European reforms by Ukraine is determined for full-range use of the advantages of the European integration process by domestic business. A promising direction for further research is the improvement of marketing strategies and tactics used by domestic business in the conditions of functioning “up to European standards”.

It is noted that the efficiency and effectiveness of managerial decisions is determined by many factors of a technical, organizational, economic and socio-psychological nature, the impact of which is manifested at different stages of the process of developing and implementing solutions. The influence of external and internal factors on the activities of managers of industrial enterprises is defined. It is determined that industrial enterprises in order to adapt as effectively as possible to changes in the factors of the external and internal environment, should develop programs to evolve the potential of managers, its improvement, which include the effect of a complex, long-term and costly research along with the implementation programs. The implementation of these measures should be based on the use of formal and informal management methods based on processes of constant change and improvement. It is concluded that one of the important conditions for the quality and efficiency of managerial decision-making for industrial enterprises of Ukraine is the creation of a high-quality information base and the selection of highly qualified personnel in the field of management, since the level of education and experience of a modern manager is an important factor in the development of an economic entity. The process approach focuses on on the timeliness of strategic decision-making, the effectiveness in terms of achieving goals. The institutional approach is based on the quality of corporate governance, information transparency, social and environmental responsibility. The behavioral approach – on the formation of staff readiness to implement a strategy, the competitive advantages of the enterprise. The cognitive approach is based on the quality of strategic thinking and the use of knowledge, experience as a unique strategic resource, on the active search for opportunities and their use in the process of forming a system of strategies. The carried out analysis shows a large number of approaches that can be used taking into account the dynamic external environment and the development of information technology. Currently, thanks to the development of information technology and digitalization, there are prerequisites for the development of more modern approaches to the process of forming a system of strategies based on statistical data on indicators of internal business diagnostics of the enterprise along with environmental forecasts, taking into account the dynamics of changes in these factors.

Studies have shown that currently there are no systematic scientific and practical developments regarding the formation and development of the sports and health sector in the conditions of hostilities and the postwar period, which limits our possibilities in the terms of prediction and forecasting for the future, nonetheless actualizing further research in this direction. The industry has experienced a significant reduction in funding, and some promising athletes have gone abroad. Studies have shown that currently, there are no systematic scientific and practical developments regarding the formation and development of the sports and health sector in the conditions of hostilities and the post-war period, which limits our possibilities in the framework of prediction and forecasting for the future and actualizes further research in this direction. The article aims to study the foreign experience of managing the development of sports and health activities and the possibility of its use in Ukraine. The experience of leading countries in managing sports and health activities has been studied and systematized. The possibilities of implementing particular mechanisms and tools into the national model at its current reorganization stage have been determined. It is noted that currently the basic condition for the development of the system is the search for the most optimal balance of powers between the State, regions, and the private sector regarding the management of this sphere, which includes the advantages of the American model on the one hand (primarily in terms of creating favorable conditions for attracting private capital) and the European model on the other hand, which involves moderate handing over on the part of the State by establishing priorities, coordination of economic entities and targeted funding of priority areas. It is noted that the defining features that are characteristic of the management system of sports and health activities in all countries that have achieved high results in this sphere are, first of all: a developed regulatory and legislative framework and institutions, the clear State-controlled priorities for the development of sports, diversified sources of funding and instruments for stimulation of entrepreneurship, as well as close attention to personnel training and development of science and technology in the industry.

Sustainable development of the regions of Ukraine depends on the harmonious combination of its three constituents – economic, ecological and social. The economic component of sustainable development should function taking into account social and ecological aspects, which contributes to the awareness of the need for a balanced attitude to the environment and allows to implement the right of every inhabitant of a region to a high quality of life. According to the triune conception of sustainable development, within the framework of which methodological provision should be built for assessing the components of sustainable development of the regions of Ukraine, the substantiation of priorities and directions for provisioning socioeconomic regional development takes into account the provision of human needs in a clean environment. Based on this, economic activities that harm the environment should be either limited or modernized based on the introduction of clean and energy-efficient technologies. The article is aimed at substantiating the methodological provision for the integral assessment of the components of sustainable development of the regions of Ukraine and its practical testing on the example of atmospheric air as component of the ecological constituent of regional development. The methodological provision for the integral assessment of the components of sustainable development of the regions of Ukraine is substantiated, which involves the implementation of the following successive stages: allocation of components of sustainable development of the region (economic, social, and ecological); determination of the component composition of each constituent; substantiation of the list of partial indicators, on the basis of which the characterization of certain components of each constituent of sustainable development is provided; integral assessment of the state of a particular component within each constituent of sustainable regional development. The implementation of the proposed methodological provision in practice on the example of the ecological constituent of sustainable development of the regions of Ukraine and its components – the atmospheric air of the regions – is considered. It is proved that the proposed methodological provision for the integral assessment of the components of sustainable development of the regions of Ukraine, which involves the use of the entropy method for the computing of integral indicators, allows to assess the state of certain components within terms of each constituent of sustainable regional development. It was found that the economic mechanism of nature management operates with an insufficient set of methods, instruments and levers that would make it possible to increase the complexity of economic development of natural resource potential and strengthen the effectiveness of the influence of the sphere of nature management on the pace of socioeconomic growth. It is substantiated that for the formation of a modern economic mechanism of nature management, it is necessary to create an institutional basis, which will provide for the installation in the regulatory environmental architectonics of new institutions-rules capable of ensuring more efficient involvement of natural raw materials and ecosystem services in market circulation. It is determined that the instrumental and methodological provision of the economic mechanism of nature management should cover a wide range of methods, instruments and levers, which will allow to ensure the budget-tax and financial-credit impact on the maximum number of operations related to the extraction of material substance of natural raw materials and the use of non-commodity qualities of natural complexes. Studies have shown that in the modern economic mechanism of nature management there should be present a wide range of financial-economic and managerial-economic methods. Financial and economic methods include: evaluation, accounting, programming, planning, forecasting, taxation, budget financing, investment, insurance, lending. The list of managerial-economic methods includes: licensing, expert assessment, certification, regulation, standardization, monitoring, cadastre, limiting, rationing. It is determined that the current economic mechanism of nature management should cover budget, tax, customs, credit, mortgage and collateral, stock, investment, insurance instruments, as well as instruments based on the implementation of public-private partnership agreements. It is substantiated that in the structure of the economic mechanism of nature management two types of levers be distinguished: financial and economic incentives (tax benefits, soft loans, customs privileges, price discounts/allowances, cross-subsidization. endowment) and financial and economic sanctions (fines, penalties, reimbursement, compensation, financial restrictions, budget limits).

The aim of the article is to analyze the existing methods of goodwill valuation and determine the possibility of their application in relation to the identification and recognition of internally generated goodwill as an accounting object and an information basis for effective management of the assets of enterprise. As a result of the analysis of regulatory documents and scientific works of scholars on the exitant valuation methods, the main approaches to the conception of value characteristics were considered, the advantages and disadvantages of their application were allocated, and recommendations for the assessment of internally generated goodwill were provided. As a result of the study, global trends in the accumulation of internally generated goodwill were analyzed, its economic essence and role as an identifier of intangible assets in the management accounting system were considered. The main elements of internally generated goodwill are allocated in accordance with the sources of its formation, which will become the basis for the development of a methodology for its assessment. The accounting and expert directions of assessment of internally generated goodwill are considered, in terms of which the essence, advantages and disadvantages of methods are analyzed, and the possibility of their application to the elements of goodwill is highlighted. It is noted that none of the methods is universal and cannot fully ensure the efficiency of the management of internal goodwill. It is proposed to conduct a comprehensive assessment of internally generated goodwill using various methodologies. As the main ones, methods of additional profit and of profit advantages are proposed, for which the calculation procedure is provided. It is recommended to combine calculation methods with empirical ones based on expert conclusions to increase the objectivity of the input data and the results obtained. Prospects for further research are to develop a detailed system of elements of internal goodwill based on the proposed general approach, methods of their identification and evaluation, and the formation of a system of estimated indicators of such intangible resources.

The decisive tendency of recent decades has been the rapid growth of the volume of financial business. Obviously this new round of development is formed under the influence of certain factors, is implemented in various forms and directions. In search of the optimal correlation between these basic components of the strategy for the development of the fiance sector, they are transformed, complicated and acquire a new meaning. The purpose of the article is to determine the priority directions for the development of domestic financial business on the basis of an in-depth understanding of the factors and forms of transformation changes in the financial sector. It is determined that speaking of transformation such properties as evolution, complexity, purposefulness, maturity, acyclicity, and additiveness are appropriate. It is noted that transformation processes should be proactive, have medium- and long-term planning horizons and dynamically implement inevitable transformations, choosing the right vector of such changes. The financial sector acts as an object of transformation. Based on this, it is imperative to understand the factors that lead to transformation and the goal of achieving the final result of transformation. It is proposed to systematize them into two groups: those that lead to the transformation of the financial sector, and the factors that accompany it. Emphasis is placed on the risk landscape of financial sector transformation, which is determined by the nature and form of structural, institutional, organizational, functional, and regulatory changes and is manifested in the differences between the set strategic goals and the actual result. Two key directions of transformation of the financial sector are highlighted: organizational and functional. The organizational transformation involves the transformation of the institutional structure of the financial sector and the organization of conduct of financial activities. The functional transformation involves rethinking the functions of the financial and banking sectors, their role, conceptions, and rules of regulation. It is substantiated that these directions precisely require modernization, updating and a closer definition of the relevant organizational and procedural forms of their implementation. Based on the results of the carried out generalization, promising directions for the transformation of the financial sector of Ukraine are identified.

The article is concerned with the arrangement of countries according to national cultural features based on cluster analysis and the determination of directions for adapting the corporate culture of Ukrainian companies to the conditions of cooperation with companies of different country clusters. It is substantiated that corporate culture is one of the key success factors for an international company. It is proved that Ukrainian companies should concentrate on implementing global standards of corporate culture into management practice, which are based on taking into account national cultural characteristics. The influence of national culture on the corporate culture of companies of different country clusters is analyzed based on the Hofstede 6-D model. The peculiarities of the corporate culture of Ukrainian international companies are considered and the significance of national cultural differences between the companies of Ukraine and typical countries of various clusters, namely the countries of Asia, Northern Europe, German Europe, Latin America, the Middle East and Anglo-American countries, are assessed. It is shown that the corporate culture of Ukrainian international companies is most easily adapted to Turkish companies, and the most difficult to American and Swedish companies. It was determined which areas of corporate culture adaptation Ukrainian international companies should pay attention to in order to effectively cooperate with international companies from Japan, the USA, Germany, Sweden, Argentina and Turkey. It is proved that the presented recommendations will contribute to obtaining an effective combination of the corporate culture of the Ukrainian company with the original culture of the partner company. It is emphasized that despite the importance of the influence of national cultural characteristics on the corporate culture of international companies, the impact of globalization should not be underestimated, which to a certain extent over time smooths out sharp cultural differences and minimizes the requirements for cultural adaptation.

The article considers the features of the formation of a system of enterprise strategies. The views of scholars on the concept of «strategy» and its constituent elements are analyzed. On the basis of classical, complex, philosophical, organizational-managerial, system, and rational-proactive approaches to the classification of strategies and the schools of strategies of H. Mintzberg, the author proposes possible options for approaches to forming a system of enterprise strategies. The concepts of «strategy systems» and «formation of a system of strategies» are defined along with the constituent elements. The defined aspects of the formation of the enterprise’s system of strategies are as follows: competition, goal determination, training, cultural, analysis, change, choice, decision-making. Based on the analysis of definitions from the theory of strategic management, such key concepts as «strategic decisions», «strategic goals», «strategic alternatives», «strategic choice» and «strategic instrumentarium» were identified, upon which further research be built. A proactive approach to forming a system of strategies focuses on planning for the future. The basis of these strategies is to anticipate threats, challenges and opportunities in the business environment. Based on the analysis of H. Mintzberg’s strategy schools, attention was focused on three of the listed schools, on the basis of which the basic components for the formation of a system of enterprise strategies were identified – these are culture, knowledge, and the external environment. It can be argued that a unique culture is a unique resource of the organization. Culture contributes to obtaining unique results, it is characterized by causal uncertainty, which makes it difficult for understanding and copying. The presence in the organization of a complex of knowledge and technologies determines the uniqueness of this organization and its ability to engage in a specific type of activity at a certain level of quality. The external environment prepares the organization to adequately respond to external rapid changes and driving forces, to adapt to them, and to qualitatively overcome the hostility of the environment.

The purpose of the article is to reflect the features of the implementation of sales management of educational programs by higher education institutions (HEIs) of Ukraine. It is noted that Ukrainian HEIs in their activities have faced a number of challenges and are forced to act as business structures in the market of educational services, selling educational programs (EPs). It is shown that an educational program is the result and product of joint innovation-investment management activities of the administrative-managerial staff and the scientific-pedagogical staff of HEIs, all interested persons (stakeholders), and the National Agency for Quality Assurance in Higher Education (NAQA). The article reflects and classifies factors on the basis of the influence of the external environment on the sales management of educational programs. The external ones include those that HEIs cannot influence, but only take them into account and transform activities with a focus upon them. The internal factors are the result of the functioning of the management system of higher education institutions. It was determined that the sales management of educational programs of HEIs is the management of ensuring the implementation of tactical marketing tasks, and the initial element is the sales funnel, which was projected. The stages of work with potential consumers of EPs were formed. The sales conversion for EP «Marketing» of bachelor’s level in the local market is calculated. It is proved that sales conversion illustrates the process of conveying value to the consumer, working with objections, motivating its implementation, the work of both sales managers and marketers. It is determined that the sales management of educational programs of HEIs requires the implementation of intra-university policy, a list of tasks that need to be implemented within its terms has been formed. Methodological approaches to forecasting and planning the sale of educational programs are reflected. The article is aimed at generating a methodological basis for the formation of a system of ensuring spatial-process management of the economic potential of enterprise in the current changing conditions. The results of the carried out study show that in the current conditions the most important thing that can bring efficiency to the enterprise is the adaptation of the location and structure of production to the real needs of time, a production-technological as well as structural-managerial organization, which, providing the enterprise with a modern technical and technological level of production processes, will reduce costs by generating a methodology for the formation of a system of ensuring spatial-process management of the economic potential of enterprises. Extremely high interest in the generation of this methodology and use in all spheres of practical activity of industrial enterprises is related both with the growing role of science and innovative capabilities of the management system, and with the effects of globalization, among which the dominant trend of growth of strategic instability stands out. This trend partly explains the blurring of the boundaries between the project and the forecast: the more problematic the very possibility of predictive action becomes, the more an objective forecast depends on the project, and therefore on the search for truth about the interconnections between the level of knowledge, idea, knowledge, and scientific hypothesis. The relevance of generating a methodological basis for the formation of a system of ensuring spatial-process management of the economic potential of enterprise indicates that the undoubted expediency of this issue is the use of innovative and creative thinking, taking into account the influence of the macroeconomic environment, etc. Thus, the generation of the methodological basis for the formation of a system of ensuring spatial-process management of the economic potential of enterprise is of particular importance from the point of view of theory, philosophy and methodology, taking into account the context and scientific-philosophical view.

The purpose of this publication is to define the reasons for the inefficiency of the current demonstration formal rules governing healthcare activities and the reasons for the sustainability of the relevant formal rules. It is shown that the main reasons for the negative dynamics of the efficiency of formal rules in the healthcare sphere are the following: pressure on the part of individual interested groups, manipulation of public sentiments, and the spread of ineffective demonstration formal rules in the above named sphere. Unlike the demonstration formal rules observed in other areas of economic and public life, demonstration formal rules in the healthcare sphere are characterized not only by targeted, but also by significant transaction inefficiency. It is proved that numerous demonstration formal rules can not only reduce the efficiency of the medical system and slow down the pace of institutional reforms in the healthcare sphere, but also create conditions that pose a direct threat to human life and health. It is shown that, despite the symmetry of the costs associated with changing demonstration formal healthcare sphere regulations, the relevant demonstration formal rules can be preserved for a long time. The dynamics of ineffective demonstration formal rules in the healthcare sphere is determined by the lack of a request from society for further institutional reforms in the healthcare sphere. The latter is due to the low level of general education of the population, which does not allow society to assess the targeted and transaction inefficiency of demonstration formal rules, also to a small level of additional transaction costs of bureaucratic procedures of each individual demonstration formal rule. Measures to prevent the spread of ineffective demonstration formal rules in the healthcare sphere are proposed.

The current difficult situation in the sphere of innovative labor in Ukraine causes the need for further development and deepening of research on the state of the organizational-economic provision for innovation activity and innovative labor. The purpose of the study is to substantiate the conceptual-methodological approach to the organizational and economic foundations of the provision for innovative labor. It is determined that innovation activity and innovative labor can be considered in modern conditions only in combination and represent altogether an innovative component of enterprise. To ensure the most effective management of innovations at the enterprise, conceptual provisions are developed on the organizational-economic principles of ensuring innovative labor, which are based on an integrated approach that is an integration of the process, functional, system, situational and strategic management approaches. It is concluded that the organizational-economic provision of innovative labor should take into account both the generalization of the theoretical foundations of organizational-economic provision in modern conditions, as well as the substantiation of its elements and relationships according to individual management subsystems, which must be presented in the form of a mechanism. The conceptual-methodological approach to the organizational and economic provision of innovative labor is formed, the methodological basis of which is the provisions of the modern theory of organizations, the humanistic concept of management together with the innovative paradigm and which is based on the system approach. The subjects of organizational-economic provision are innovative labor and innovative component of the enterprise. And the objects, respectively, are special requirements, as result of the transformation of which (in the process of innovation activity) an aggregate of rules and norms, tools and levers of their interaction is formed, aimed at achieving the efficiency of innovative labor.

The development of information and communication technologies (ICT) increases its impact on all spheres of socioeconomic activity, stimulates innovative development and contributes to the creation of new jobs. The purpose of this publication is to study the development of the ICT sphere in Ukraine according to international indices and rankings, and to determine the prospects for its development. The methodological basis of the article contains: review of international indices and rankings in the ICT sphere, graphic and statistical analysis. The most significant international rankings and indices that characterize the level of development of the IT sphere in the countries of the world are considered. Conventionally, they were divided into early indices that reflected the level of development of ICT countries in the world in general, and modern indices that largely reflect the development of certain directions of the IT sphere of the countries of the world. Early indices such as Infostate (Orbicom) and ICTOI include information on providing consumers with traditional communication technologies, while ICTDI, DOI already take into account the impact of using more recent communication technologies, i.e., the Internet. All early indices measuring the level of development of ICT of the countries of the world characterize the state of infrastructure development, use of and skills required by ICT in Ukraine as an average that should be improved. Among the modern indices, the structure of indices and the dynamics of values are considered on the example of Ukraine according to: Network Readiness Index (NRI); Global Communication Index (GCI); Inclusive Internet Index (3I-index); IMD World Digital Competitiveness Ranking (WDCR); Global Cybersecurity Index (GCsI); National CyberSecurity Index (NCSI); Global Innovation Index (GII); Global Knowledge Index (GKI). Most of the analyzed international rankings and indices demonstrate the strengthening of Ukraine’s position in the world ICT market in the pre-war years. Martial law in Ukraine causes changes in all spheres of ensuring the life of the population and the country as a whole. Active hostilities in a large area of many regions have led to a mass displacement of the population both on the territory of Ukraine and abroad. Obtaining either the status of an internally displaced person (IDP) or refugee status, puts forward requirements for the State to develop a policy of keeping IDPs from external migration and returning refugees to their homeland in order to preserve the human potential of the country, in particular, labor and educational potential. Making urgent managerial decisions in the social and labor sphere is of strategic importance for the restoration of territories in the postwar period and tactical importance for the integration of IDPs into host communities. Uncertainty of the terms of hostilities, constant change of the territories in which active military actions are conducted, require a quick response on the part of the State together with the adoption of relevant regulatory documents and amendments to the current ones aimed at protecting and supporting both internally displaced population and internally displaced businesses, returning refugees to Ukraine. The article is aimed at assessing the losses of labor and educational potential during martial law in Ukraine. The publication identifies the main risks in the labor sphere associated with martial law, examines the main imbalances determined by the socioeconomic risks and dangers. According to the authors’ methodology, an assessment of the losses of the labor and educational potential of Ukraine during the period of martial law is presented, which provides a substantiation for the directions of managerial decisions on its preservation and restoration. The main directions of prevention and minimization of risks in the labor sector and in the labor market are proposed. Attention is focused on the issues of long-term social integration of IDPs along with the development and implementation of measures to promote the return of refugees on the principles of social justice and non-discrimination.

The article summarizes the main aspects of the formation of business communications under modern business conditions; the connection between leadership and communication skills of the head of company is determined and the forms of entrepreneurial activity on the basis of leadership and business communications are substantiated. The components of leadership, in particular organizational, tactical and strategic spheres, are analyzed. Based on a study of the essence of the gestalt approach, it is determined that the formation of effective leadership and business communications is represented by taking into account individual and collective goals and is grounded on determining the competitive advantages of team members and key participants in business processes. The article substantiates the importance of mastering the skills of electronic communication (netiquette), on the basis of which contemporary business processes are built, negotiations are conducted and other forms of online communication are provided. A special role of leadership and business communications is assigned in the implementation of innovative activities of the organization, because the creation of a significantly new product requires greater organization in making managerial decisions, which is ensured, first of all, by high-quality communication skills of the head of company. According to the results of the study of the peculiarities of business communications, the problems of building interpersonal communication within an innovative organization are identified. The identification of specific characteristics and features of doing business in the new conditions of the digital economy allowed to determine the main conditions for the development of innovative leadership in modern organizations, the quality of an effective leader, the body of his skills and competencies. The challenges of the fourth industrial revolution require the reorientation of accounting systems and economic analysis to modern achievements in the field of digitalization and automation of business processes of enterprise. At that, although accounting is a key source of information formated for managerial decisions, it must necessarily be consistent with the data from other information-analytical systems, which requires solving a number of problems described in the article and changing the parameters of its organization. The article is aimed at the development of theoretical-methodological provision for changes in the parameters of the organization of accounting of economic entities under the influence of the fourth industrial revolution and digitalization of the economy. The implementation of the purpose of the article is based on the hypothesis of approximation of the parameters of an accounting organization to the elements of the corporate architecture of enterprise with the simultaneous expansion of the functionality of the accounting system through the use of system engineering practices described by the set of standards of the world organization for standardization. An additional requirement was the need to transform accounting from a simple system of information collection to a system to support the management of an economic entity by means of business forecasting, modeling and preliminary processing of information. As a result of proving the authors’ hypothesis, a model of system-process representation of the paradigm of accounting organization was developed, the instrument for the construction of which was the technology of displaying an event-driven process chain (EPC). The developed EMF chart reflects the logic of alternating functions as to maintaining the relevance of the accounting system in accordance with the requests of users of accounting data. Accounting in this case is considered as an element of a single data management space, which is formed by developing an ontological model of the enterprise’s activities. The actual implementation of the accounting organization project is proposed to be based on the combination of functional analysis and synthesis of elements that ensure the implementation of an expanded list of functions. At the same time, the implementation of the service paradigm for meeting user requests for accounting data is envisaged. Within the framework of EMF modeling, a set of documents on regulating the process of both record keeping and organization of accounting is elaborated.

The article considers the prerequisites for the implementation of spatial and process management of enterprises, taking into account modern development trends. It is determined that the implementation of enterprise potential management processes is possible in spaces that ensure effective functioning in the external environment. The developed scientific-methodological approach to the assessment of its components on the basis of a structural and logical model of strategy formation in the conditions of spatial and process management of economic potential of enterprises in the process of structural transformations is presented. The reasons and components that led to the change of the external environment are substantiated, with influencing which the enterprise can efficiently manage its own internal changes, constantly be committed to innovation and thereby ensure strong competitive positions. The assessment of their level of influence is carried out in accordance with the proposed stages. A structural and logical model for the formation of a strategy for managing the economic potential of enterprises in the process of structural transformations depending on the level of economic potential, the form of financial provision and the influence of the external environment, on the basis of the proposed cube of strategies, was developed, which allowed to form an aggregate of functional strategies. The positioning of machine-building enterprises in the cube of strategies was carried out in order to form a strategy for managing economic potential depending on the form of financing, the level of economic potential and the impact of the external environment.

The article discusses the peculiarities of students’ perception of their own self-management in difficult conditions of transition to distance learning during the COVID-19 pandemic and hostilities in Ukraine. An analysis of research and publications of domestic and foreign scholars on the problems and trends in the development of higher education during and after the COVID-19 pandemic was carried out. The publication is aimed at studying the self-management of students as a factor in their effectiveness in the conditions of distance education during the COVID-19 pandemic. The object of research is the process of improving the self-management of students during distance learning. The subject of the study is the self-management of students during distance learning. The article provides the results of a survey in which students of full-time and correspondence departments of the specialties «Economics» and «Management» of the Faculty of Business and Social Communications of the State University of Intellectual Technologies and Communications took part. The study was conducted during the 2021/22 academic year, using a Google survey. The study involved 124 students of both budget and contract forms of education. According to the results of the survey, conclusions were drawn about the perception of distance learning by students, their valuation of their own effectiveness, the level of personal self-management and its impact on academic success. Most students believe that it was easy for them to switch to distance learning to varying degrees, with a fairly large percentage of students adapting to a new form of education insufficiently, as evidenced by a large percentage of students with a reduced educational performance, compared to previous results. The majority of respondents feel quite effective in the new conditions, which indicates that they are capable of self-management at a level that satisfies them. It is noteworthy that almost all respondents positively valuated their own self-management. The emphasis is placed on the importance to introduce the methods created to increase the level of self-management of students at the higher education institutions.
