The article is devoted to the practice of formation of a profitable part of local budgets. Defined the essence of the tax and non-tax revenues, transfers and proceeds of capital transactions, their role in the formation of budget revenues. Revealed the composition of revenue and expenditure of the regional budget in 2017, according to the report of the Vinnytsia regional Council and identified priority areas for content. The analysis of budget revenues of the region for 2016-2017 Analyzed the proportion of tax revenues of the regional budget of the region in 2017.. Studies the volume of receipts in local budgets with and without inter-budget transfers. We found that the priorities of the development of a strong financial base of regions should be further distribution of authorities between Central authorities and local governments search for additional sources of formation of revenues of local budgets, expansion of the revenue base of local budgets and improvement of redistribution in the budget system.

In the course of scientific research, the possibility of using berry and vegetable purees as biologically active additives in the production of culinary jelly was studied. As an additive, puree from beetroot, beetroot, Jerusalem artichoke and their mixtures were used. In the course of studying the structural and mechanical properties of jellies, it is established that the introduction of an additive significantly accelerates the process of structure formation and shortens its duration. It is established that the introduction of berry-vegetable purees as biologically active additives in the composition of culinary jelly allowed not only to impart functional properties to the product, but also to obtain a product with improved technological parameters.

The article is devoted to the study of the problems of the application of law of unrecognized states in international law. The concept of application of foreign law in general and the legislation of unrecognized states in particular is defined. It is indicated that the relation to foreign law, as an actual circumstance or as a legal category, is determined by the method of foreign law application, which varies depending on the legal family to which a particular state belongs. Two main theories concerning recognition are investigated: declarative and constitutive. The article generalizes the experience of ordering traditional, new and authoritative methods of correction with the use of art-therapeutic methods of integral-pedagogical therapy of art, which were suggested by the leading specialists of the society stART-international (Germany), in the practice of psychologists with children of adolescence with symptoms of post-traumatic stress disorder. It is proved that the success of assistance to the injured children is guaranteed when correcting for the three blocks of psychological art-therapeutic work, which, according to the purpose, correspond to the three main stages of the treatment of PTSD in psychotherapy: stabilization, exploration (or "opening" of trauma) and integration.

The subject of the study was the characteristics of gully relief forms. The purpose of the work was to analyze the classification criteria for gullies. Methods used for research are analysis and synthesis. It is proposed to use for classification such a criterion as a combination of gully forms. Linear forms of erosion, combined in a gully system, should be considered as one group. Changes in the local bases of erosion in the main “trunk” of the system will entail the transformation of lateral erosion forms. At the same time, single gullies should be attributed to another group. This is based on the analysis of the dynamics of gully forms. The results of the work can be used to develop such a scientific area as fluvial geomorphology.

The research paper provides a comparative description of the specifics of manifestation of mental health in persons with “somatogenic frustration” and in a group of people who are not frustrated by their somatic state - healthy. An analysis of the empirical study suggests that people with “somatogenic frustration” have specific features of manifestation of the main indicators of mental health. Thus, studying the indicators of self-actualization has allowed asserting that persons with “somatogenic frustration”, in comparison with the data of healthy persons, are characterized by lower indicators of competence in time, which manifests itself in the lack of ability to experience the present own life in its entirety, to see it holistically. A lower quantitative indicator of self-esteem affirms the inability to fully appreciate the positive qualities of own character, to respect himself for them, and the lower indicator of spontaneity testifies to a lower ability to directly and spontaneously express own feelings. A lower indicator of sensitivity points to the insufficient degree in which individuals realize their needs and feelings, and how well they feel and reflect them. The value orientation indicator is lower compared with healthy people, indicating a lower degree by which a person shares the values inherent in self-actualizing people. A lower indicators of self-perception, support, and synergy point to a low degree of perception of self as it is, regardless of the assessment of their dignity or disadvantages, a lower degree of ability of individuals to a holistic perception of the world and people, to understanding the connection of contradictions such as game and work, physical and spiritual. As for the indicator of meaningfulness of life, in people with “somatogenic frustration” it is on the lower limit of the established minimum threshold, while in a group of healthy people this figure is equal to the upper limit of the norm. Most people with “somatogenic frustration” (66.7%) have targets in their lives that give meaning and direction to their lives, but besides, in this group there are people (33.3%) who discretely perceive their way of life, build big plans while lacking the real foundation and personal responsibility for their implementation. In general, people in this group are not satisfied with their lives in the present. Persons with a “somatogenic frustration” are in a state of moderate anxiety, which also organically complements these features of their mental health. The identified features of manifestations of mental health in people with “somatogenic frustration” require appropriate psycho-corrective measures to improve their mental health.

The purposes of this work are to create, implement and compare a modified algorithm for contour detection which is based on a statisticalalgorithm with a classic statistic algorithm. As a result of the work, the algorithm was modified, described the main features of the problem, the requirements to contour detection algorithms and the problems of algorithm implementation. Also program code in the Java programming language is written, which detects contour on the image in two ways, classical and modified. Also was tested: features, complexity, time of execution of these algorithms. The results of this work can be used in any image recognition system. Also, the shortcomings of such algorithms were considered and goals for further researches of this topic were formed.

The most urgent medical and social problems of health care remain the prevention and treatment of cardiovascular diseases, the origin of which leading is occupied by atherosclerosis. In the article a comparative estimation of the influence of antiatherosclerotic agents of natural origin on the indices of lipid exchange during hyperlipidemia in the experiment was conducted. In the study, it was found that natural products have hypocholesterolemic, gipotriglyceridemidic and antiateteromatous effects. The provision of hypocholesterolemic and antiateteromatous effects is due to the action of a balanced amino acid composition of natural sources.

In the article the theoretical principles of the origin of the language are considered, namely: the hypothesis of its divine origin, biological (sounds imitation, exclamation, or reflexetive, sound reproduction, the theory of gestures, evolutionary), social (the theory of social contract, the theory of labor contract). The nature and essence of language as a biological-psychic phenomenon are determined. The phenomenon of language production as a unique gift, inherent only to a person, is analyzed in a complex way. The causes of sounds emergence, syllables, words are found out. It is verified that human speech is inextricably linked with activity and arises from its mental and intellectual abilities. It is proved that sound language is a multi-level system with its own requirements and constraints on all levels - from phonetic and graphic to grammatical and semantic.

In this article, the problem of scaling of distributed applications has been examined. Possibilities of scaling applications in software-defined networks have been analyzed. A way of scaling applications, which allows increasing the efficiency of cluster resources usage by using SDN technology, was suggested. The solution is based on dynamic scaling of the cluster, and in case of insufficient resources – adding cloud to the cluster. The algorithm of scaling of a distributed application in software-defined networks using hybrid cloud has been developed, that allows to use cluster and cloud resources in an optimal way, while the load is changing.

In the article, main means of education of Eastern Slavs’ children, on the basis of the analysis of ethnographic sources of the 19th and a first half of the 20th century, have been revealed. The author has defined the significance of the national calendar for the perception of knowledge in astronomy, which was fixed in the form of celebrating the days of summer and winter solstice; meteorological knowledge. Participation of children and adolescents in the rituals formed the appropriate stereotypes of behavior and the way of farming. A system of incentives and punishment as means of upbringing has been characterized in the publication. The author has come to the conclusion that the means of education (incentives and punishment, the national calendar) derive from the laws of education and determine the general direction of the educational process of the ethnic group.

Предметом проведеного дослідження було вивчення механізмів розвитку алергічного ушкодження губ і з’ясування ролі мікробних факторів та антимікробних пептидів першої лінії імунного захисту (α-дефензинів) у хворих на мікробну та себорейну екзему, а також – із контактним екзематозним хейлітом. За допомогою сучасних методів статистичної обробки матеріалу встановлювалися взаємозв’язки результатів лабораторного та клінічного обстеження хворих. Виявлено найбільш часті мікробні чинники, які сприяють розвитку екзематизації у хворих (у тому числі – стрептодермії, конглобатні та абсцедуючі акне), а також хімічні фактори, які спричиняють розвиток контактного екзематозного процесу (у тому числі – при використанні косметичних засобів догляду за шкірою обличчя та губ). У всіх пацієнтів достовірно знижувався рівень вмісту у периферичній крові α-дефензинів; між змінами досліджених лабораторних показників і змінами клінічного статусу з боку шкіри та ШКТ встановлено значимі корелятивні зв’язки. Отримані результати диктують необхідність внесення коректив в плани обстеження, лікування та профілактики хворих з алергічними ушкодженнями губ. При помощи современных методов статистической обработки материалы устанавливались взаимосвязи результатов лабораторного и клинического обследования больных. Установлены наиболее частые микробные факторы, которые способствуют развитию экзематизации у больных (в том числе – стрептодермии, конглобатные и абсцедирующие акне), а также химические фекторы, которые приводят к развитию контактного экзематозного процесса (в том числе – при использовании косметических средств ухода за кожей лица и губ). У всех пациентов достоверно снижался уровень содержания в периферической крови α-дефензинов; между изменениями исследованных лабораторных показателей и изменениями клинического статуса со стороны кожи и ЖКТ установлено значимые корреляционные связи. With the help of modern methods of statistical processing of materials, interrelations between the results of laboratory and clinical examination of patients were established. The most frequent microbial factors that contribute to the development of eczematics in patients (including streptoderma, conglobata and abscessed acne), as well as chemical factors that lead to the development of a contact eczematous process (including - with the use of cosmetic facial skin care products and lips). In all patients, the level of peripheral blood content of α-defensins decreased reliably; between the changes in the laboratory indicators studied and the changes in clinical status from the skin and the gastrointestinal tract, significant correlation links were established. The results dictate the need to make adjustments to plans for examination, treatment and prevention of patients with allergic lesions of the lips.

Також у роботі проаналізований перелік періодичних видань кубівського руху та викладені їх основні тематичні напрямки. Furthermore, the list of periodicals of the Cuban Movement is analyzed in the work and their main thematic directions are outlined. On archival sources is based that the inter-church conflict played a positive role in formation a stable Adventist organization, in which basis was laid the unity of church leadership represented by the ministers of cult. Охарактеризованы сущность и содержание языковой подготовки иностранных студентов-медиков в высших учебных заведениях Украины. Освещены особенности отбора учебного материала в процессе языковой подготовки иностранцев в медицинских вузах. Обоснована необходимость обучения жанрам профессионального общения будущих медицинских специалистов в связи с ситуациями профессиональной сферы. Подчеркнута важность жанра тематической беседы в процессе обучения профессиональной речи. Выделены организационные формы овладения жанрами профессиональной речи. The article represents the research of peculiarities of the structural, semantic and pragmatic pecculiarities of indirect imperative utterences of the modern English language on the example of Madeleine Wickham's novels. The grammar structures and lexical elements that contribute to imperative meaning formation of indirect utterances have been specified and listed. It has been defined that the imperative meaning of indirect imperative acts can be expressed in the special linguistic form and with the help of the pragmatic factors of creation of their meaning. It has been proved that the context reflecting the features of a communicative situation facilitates to the undestanding of the imperative meaning of an indirect speech act. It is the comprehension of the situation that let us recognize the motivational potential of an utterance and therefore its illocutionary force. Харків У статті проведений аналіз структурно-семантичних, а також прагматичних особливостей непрямих імперативних висловлювань сучасної англійської мови на матеріалі текстів творів Маделейн Уікхем. Виявлено й надано перелік тих граматичних конструкцій і лексичних елементів, що слугують формуванню спонукального значення непрямих директивних висловлень. Визначено, що спонукальне значення може виражатися у непрямих висловленнях завдяки особливому мовному оформленню цих конструкцій, а також прагматичним чинникам. Доведено, що розумінню спонукальної настанови імпліцитних висловлень сприяє контекст, який відображає риси мовленнєвої ситуації, за якої вони вимовляються. Саме знання ситуації дозволяє сприйняти мотиваційний потенціал висловлення, а отже, і його спонукальну силу. Выявлено и предоставлено перечень тех грамматических конструкций и лексических элементов, которые способствуют формированию побудительного значения косвенных директивных высказываний. Определено, что побудительное значение может выражаться в косвенных высказываниях благодаря особенному языковому оформлению этих конструкций, а также прагматическим факторам формирования их содержания. Доказано, что восприятию побудительного значения имплицитных высказываний способствует контекст, который отображает черты языковой ситуации, при которой они произносятся. Именно понимание ситуации позволяет воспринять мотивационный потенциал высказывания, а значит и его побудительную силу.
