This paper biefly deals with the development of Argentina's foreign policy during the first decade and a half of the 21st century. We analyze the strategies adopted by successive administrations when facing the challenges posed by the main national and international issues in each government. Due to the importance of Brazil and the United States to Argentina, interactions with these actors are discussed, highlighting moments of rapprochement and distance in both relations. Securitization of the global agenda and the war in Iraq, the ties with the region and MERCOSUR, the negotiation of the external debt, Argentina's international reintegration and the international financial crisis are the axes we present in order to understand the guidelines of the described foreign policy.

The work deals with the processes of change adopted by the armies of the United States, Britain and France after the Cold War. The authors relate the prevailing situation with the political and strategic imperatives of each of these countries and how these requirements have become the processes of change in military power. Each country was treated in a separate chapter, dealing with the future vision of their army, processes and projects displayed for this transformation and the reasons for success or failure of initiatives. When complete, the authors emphasize the importance of cultural aspects and how these aspects have shaped or limited the processes of change, so that processes with similar goals had very different results. We highlight the fact that the Brazilian Army through a conceptually similar transformation process, increasing the relevance of the work reviewed.

One of the central foreign policy challenges that will confront the victor of October presidential election is how to make this area of public policy relevant and of interest to Brazilian politicians and the wider public. This article addresses this challenge by arguing that it is time for Brazilians to re-examine what is meant by autonomy and sovereignty within the context for their country‟s foreign policy. No policy prescriptions or interpretations are offered. Attention is instead focused on arguing that the national, regional and global context has changed, making reflexive adherence to pre-existing conceptual understandings is dangerous and does carry costs. If nothing is to change, the article argues, this should be a conscious choice that comes from politically and publicly engaged debate, which in turn will provide Itamaraty with the direction and support it needs to continue advancing Brazil‟s national interest.

The objectives of this paper are to analyze the main factors driving the foreign policies of Russia and China in the contemporary world and explain why both decided to support the creation and development of the Shanghai Cooperation Organization. It is argued that one of the main guidelines of Russia's foreign policy is the search for contracts for energy exports with high prices, agreements for Russian control over strategic pipelines and investment arrangements for Russian companies abroad. Moreover, Russia opposed the Western policies of democratization in post-Soviet states and sought to develop partnerships with leading strategically important neighbors in the building of its areas of interest. The main guidelines of China's foreign policy are the survival of the communist regime; the consolidation of disputed territories firmly under Chinese control and the prevention of conflicts that would create obstacles in the pursuit of economic modernization. Chinese foreign policy operates to a more active state involvement in international institutions, essential for the maintenance of a robust economic growth and important for social stability and the political legitimacy of the Chinese Communist Party. Although the convergence of views between China and Russia is not complete and that both wish to secure their own interests in Central Asia, the main force that explains the creation and development of the Shanghai Cooperation Organization is the implementation of a strategy of soft balancing by both states in relation to U.S. regional and global power and influence when they threaten Russian and Chinese goals. However, soft balancing did not always succeed in the light of the difficulty of Russia and China in solving their collective action problems.

This article deals with the Ukrainian crisis and its international implications. Firstly, it describes the events that led to the crisis and its aftermath until the annexation of Crimea by Russia. Then, a comparison between Russian and Western perspectives on interventions is offered in order to clarify the logic behind Moscow actions. The following sections treat the events after the annexation of Crimea and the implications of three possible scenarios arising from this crisis for international relations. In the conclusion, the Western strategy to deal with Ukraine is criticized and an appeal is made for Russia to be treated without obsolete references of the Soviet period.

This article analyses North Korean ideologies concerning war and violence. For that, first there is a theoretical review of how ideologies are linked with organised violence. Siniša Maleševićʼs theory about the ideologisation of violence in Modernity is reviewed as well as Carl Schmittʼs concept of the political and his later update concerning partisanship. Following the theoretical approaches, there is an analysis of the North Korean ideologies proper, focused on Songun (military-first ideology) and on its counterpart the Chʼongdae (the gun philosophy) and what they stipulate with reference to violence and war. In the conclusion, it states that both Songun and Ch‟ongdae deal with enmity in extremes and are aware of the possibility of war involving North Korea. Even if just for defensive purposes, they call for revolutionary violence. They also serve the purpose of constant mobilisation and legitimisation of war in the country: This way it is always ready for war. Moreover, as both Schmittʼs and Maleševićʼs theoretical approaches would predict, these North Korean ideologies do not seem to be open for compromise, exactly because they deal with absolute enmity and dehumanize their enemies.

This paper analyzes the international projection of the Cuban Revolution, discussing the contours of your soft power that contributed to its international reintegration. To this end, after presenting a brief discussion of this concept, and transformations of the international contemporary analyzes the change of use of soft power in the revolutionary process in Cuba. In this sense, points out that such power was in the golden years of the Revolution (60 and 70), based on the revolutionary aura and charisma of their leaders (Fidel Castro and Che Guevara, among others) and in the first decade of this century, acquired new contours supported the emergence of social Diplomacy, based on cooperation based on social services (health, education and sports, among others), contributing to the establishment of diplomatic ties and the development of a positive image of the country.
