Many developed countries become successful in their governance through instituting public management albeit global south countries face some challenges to follow it in their administrative operations. In the post Second World War period, newly independent countries faced multidimensional challenges that need to be addressed by an effective and efficient administration. Many countries in global south have been struggling against these challenges by their inherited administration. But the administration of these countries is traditional in nature, formalistic in operation, and bureaucratic in process. In 1980s a number of global south countries took initiatives to reform and restructure their administration through instituting public management which considers that non-profit government administration resembles profitable private administration in some important ways as such, there are some management tools appropriate in public and in private both domains. This article looks into the challenges are faced by global south countries to institute public management, how these challenges emerge, and how these challenges could be met.

In 2002 the Argentine government tried unsuccessfully to reach an agreement with the IMF, to moderate the impact of the economic crisis that erupted after the end of convertibility. This paper analyzes the IMF intervention during that period, specifying the factors that explain their intransigence and how it contributed to establish a situation of domination over the government. We conclude that only when the government turned into a confrontational position did change the course of negotiation and reached an agreement.

The aim of this paper is to examine the initiatives developed by the government of South Africa to be part of the BRIC (Brazil, Russia, India and China) and identify their interests in the group. South Africa intends to strengthen its role as a regional power in Africa and, at the same time, it wants to have the status of an emerging country. The external policy of South Africa lies in a new phase of challenges from the consolidation of itself as an average power, and if it is added to the group, it can contribute to goals in the current international scenario.

The paper aims to analyze the Brazilian leading role in mediating with Iran in 2010, that would culminate with Tehran Declaration, through a study about Lula’s Brazilian diplomacy. Through literature, documental and content review, it seeks to infer that: the Brazilian leading role in the case of mediating with Iran reflects both, rooted and typical patterns of Brazilian diplomacy (“accumulated history” for Amado Cervo, 2008), and the new factors, characterized in Lula’s and Celso Amorim’s own assertive external policy. The Tehran Declaration was only possible because of this combination of tradition and innovation that we can find in Lula’s Brazilian diplomacy.

Brazil's ties with its South American neighbours have been marked by a hybrid of cordiality and cooperation on the one hand, and responsibility and pragmatism on the other. Thus, the relationship between Brazil and Guyana seeks to generate prosperity and cohesion in South America, while aimed at promoting regional development in the Amazon. The aim of this paper is to understand the "non-indifference" as a principle of Brazilian South American policy and a road map of international relations of Brazil in itsneighbourhoodand surroundings. The non-indifference, as a belief-idea, would support Brazilian-Guyanese historical relations, explaining why Brazil approached a country considered by many as low political and economic relevance in South America, but that has gained importance into the Brazilian reading on regional integration.
