This article discusses a new technology for creating bank cards, such as biometric bank cards, which use a combination of a fingerprint scanner and EMV technology. With this method of protecting the card, it is necessary to register the fingerprint. This can be easily done at home using your phone and scanner, or the credit card provider can do it himself. The fingerprint is then encrypted and stored on your card. At the same time, it was noted that the majority of consumers are ready to make changes to the solution for biometric payments, despite some reservations regarding security. The article presents and analyzes the pros and cons of this card system, and also explains how biometric bank cards differ from conventional credit bank cards with contactless payment. It is concluded that the use of biometrics for bank cards will significantly increase the level of its security. The main obstacle to their implementation is that it costs 20 times more to create a biometric credit card than a conventional one, but the cost of new technology always decreases over time.

This article discusses the place that commercial banks play in terrorist financing. The facts are also given why commercial banks should be under strict control and monitoring by the specialized administrative department "Financial Intelligence". In addition, considers the measures that exist to combat such crimes as terrorism in commercial banks. What methods of transferring funds exist, under what names and organizations they are carried out. How and how it is possible to suspend or prevent “suspicious transactions” and what a bank employee should take when the suspected of financing terrorism. Credit organizations are one of the main mechanisms for financing terrorism, therefore, when carrying out the main activities of their preventive measures against the use of a bank, the main activities are carried out to prevent the financing of terrorism in accordance with national legislation for the above purposes. A number of recommendations are presented, the implementation of which will make it possible in practice to reduce the likelihood of using a commercial bank for financing terrorism and other illegal actions.

The biography of some small customs ships in Spain has not yet been adequately reflected in the literature. Often, even with images, due to a lack of material, it is impossible to reliably identify ships. The work is dedicated to the image of the customs ship “Eleuterio Delgado” accidentally discovered on a famous postcard of the view of Malaga. A search was made of the Spanish periodical for facts related to this vessel. It was established that it was in active service from at least 1899 to 1920. The obtained reliable attribution of the photograph of the vessel made it possible to identify the ship “Eleuterio Delgado” on another famous postcard in the views of Malaga.

The author characterizes the structure, organization and activities of the supervisory authority of the Czech Republic. The General Inspectorate of the Security Forces of the Czech Republic (hereinafter – GIBS) is not only a supervisory authority of the Ministry of Internal Affairs, but also a democratic institution. The main function of the inspection is to monitor the legality of the activities of law enforcement agencies, to prevent and detect crimes and administrative offenses. GIBS is an independent armed law enforcement agency. The Director of Inspection is responsible to the Prime Minister for the performance of his duties. Employees of the Inspectorate are subject to the Law № 361/2003 on Official Relations of Security Officers. In carrying out its tasks, GIBS cooperates with the armed forces, security forces and other state bodies, as well as with legal entities and individuals. The objectives of the inspection are defined in Law № 341/2011. The main activity is the search, identification and investigation of facts indicating that a criminal offense was committed by an employee of the Czech Republic law enforcement agency. The inspectorate also conducts a reliability check of employees and their families.

Crime in the field of computer information tends to grow steadily and affects the most important areas of activity not only of individual States, but also of the world community as a whole. In this regard, the improvement of legislation to combat these criminal attacks becomes extremely urgent. In Russia and the Republic of Belarus, criminal legislation in the field of combating computer crimes has a number of significant differences, which can include: various lists of computer crimes; Different content of similar offences; The lack of legal interpretation of certain terms contained in the articles; Features of the characterization of individual crimes; Some inconsistency between the criminal laws of these countries and the model criminal code of the CIS member States. In addition, the differences concerning the subjective side of the investigated types of crimes can be considered significant, when in the legislation of one country liability occurs only if the consequences are careless, and in the other - the form of guilt can be both intentional and careless.

The article is devoted to the study of the possibility of using technical means of video fixation for the identification of persons on biometric data in the framework of criminal investigation. The article provides a classification of crimes according to various criteria, taking into account the possibility of using video recordings in the forensic science investigation technique. In addition, ways to improve the investigation methods are proposed through the creation of a forensic accounting information system containing biometric information in the form of a face and a thermogram.

The article is devoted to the substantiation of the scientific hypothesis about the imitational nature of the implementation of the principle of legality in the activities of the Russian police. For this purpose, the correlation between the principle of legality and the actual rules relating to the police service, as well as official activities, is analyzed. The study found that there are two informal norms that impede the implementation of the principle of legality in the police activities. The first such rule concerns the police service and can be formulated as follows: "Loyalty to the bosses precedence over the legality of the activities". The second one relates to police activities and may be formulated as follows: "For official purposes, a reasonable violation of the law is permissible". Thus, police officers who exclude the possibility of violations of the law in their activities are in a discriminatory state. At the same time, special efforts are made in the police to ensure that the formal indicators of its activities correspond to the indicators of compliance with the principle of legality. On the basis of this, the authors of the article formulate a hypothesis that the implementation of the principle of legality in the activities of the police has an imitational nature and consider it necessary to full scientific verification.

The calculations and experiments showed that the calculation of the ballistics of damaging elements of improvised explosive devices should be carried out on the maximum spread of two main arguments: for the sphere – its angular velocity, for the arrow - its angle of attack: the maximum "optimistic" and "pessimistic" option. The minimum parameters of the sphere are obtained in the case when it has a maximum angular velocity directed "under itself" (the angular velocity vector is directed to the left, if you look at the target). The maximum parameters are the maximum angular velocity “above itself” (the vector is directed to the right). The minimum parameters of the arrow are obtained at an angle of attack of 90º, maximum – at 0º.

In modern terms, youth is a litmus test, expressing the existing internal problems and contradictions in the Russian society. The rapid growth of social and political tensions, including the active involvement of minors and young people in political protests, is largely due to the rapid deterioration of the economic situation, as well as to the actual and legal refusal of the authorities from a number of social obligations enshrined in the Constitution of the Russian Federation. There is a point of view that the main reason for the negative socio-economic trends in the development of Russia is the manifestation of political corruption, which is expressed including the irresponsibility of the authorities for the decisions taken, the exclusion from participation in the political process of active opponents of the current political regime, as well as the creation of organizational and legal conditions for the de facto "lifelong" replacement by leading politicians of their status quo in the political system of the Russian Federation. These negative trends are amplified, especially in terms of sanctions and international isolation began when the objective needs of development of the Russian Federation require of its development in accordance with the constitutional system: genuine democracy, succession and responsibility of the legislative, executive and judicial authorities for decisions. The article attempts to reveal the influence of political corruption on the spread of political extremism among young people, the predisposition of young people to active actions in the political sphere on the basis of sociological research.

The article deals with the modeling of the structure and process of organizational management of simulator training in educational institutions of internal affairs bodies. The analysis of structural, functional and structural-functional approaches to the selection of the model type of the elements of the system of simulator training and the system of organizational management of simulator training as a whole is presented. It is concluded that, as particular and generalized models of the structure and functions of the synthesized system of organizational management of simulator training, it is more effective to apply mathematical models based on the structural-functional approach. The models of the following objects of the system of simulator training should be included in the composition of particular models: the learner; leader; content and technology of training, monitoring and evaluation of its effectiveness. To monitor and evaluate the effectiveness of simulator training, it is necessary to single out a set of single indicators and using the aggregation method to obtain the necessary group and integral indicators.

To maintain the security of the VSP from the leakage of information through the optical channel during operation at a given level, it is necessary to monitor its most important parameters that affect safety. These parameters include FSTEC of Russia, 2012: the maximum allowable change in transmission coefficient, reverse losses on local fiber defects, direct losses on local fiber defects, reaction time, average power of information signals at the input pole of the line. In this article, we analyzed and analyzed several methods for monitoring the security of fiber-optic transmission systems (VSP), namely: monitoring the parameters of fiber-optic lines, monitoring the response to various signals and monitoring the probability of detection of the violation.
