The article is devoted to the political police officers attitude toward the Orthodox clergy in the second half of XIX – early XX century. The author considers annual policy briefs and other reporting documentation which contained facts about the behavior of priests, the level of their financial position and the impact, which they have on the local population. The basis of the study incorporated the materials of the Voronezh governorate gendarme service for the whole period its existence from 1867 to 1917 years. It is shown that the king's «special services» clearly understood the importance of the Russian Church not only as religious institution but also as an integral part of state ideology.

The raider seizure is the redistribution of real estate, land complexes, property and property rights, which is an illegal act, but in form is put in a certain way of legal procedure. In the article some methods of its carrying out are considered, classification is given, main methods used are used, typical vulnerabilities of the organization are analyzed, allowing to produce these actions, recommendations for ensuring reliable counteraction to seizure are given. As follows from the materials of the article, the raider capture is not a spontaneous event, but is conducted only after careful preparation. Therefore, the protection from it must also be prepared in advance, which means to assume the certain preventive measures which the author cites in its conclusions.

Implementation of a permanent police function has become an urgent necessity in the XVIII century for the Russian Empire. In this article the author has set a goal to consider organizational and legal bases of interaction of the police and the population, laid down in the period of formation and development of absolutism in Russia. The contents of this article helps us to reveal the major milestones in the development of law enforcement in the socio-political context of the formative period of the absolute monarchy in the Russian Empire. The basis of this study lay down analysis of the legislation, regulations adopted during the XVIII century, and modern historical and legal research. As demonstrated research, legislation, in the course of the reforms of Peter I, not only created a regular police force in Russia, but also laid the foundation for its interaction with the public. However, the board of each of the subsequent Russian emperors, have different effects on the very structure of law enforcement and its functioning.

Now in one of the existing international and domestic standards on information security as security vulnerabilities not mentioned personal qualities of staff and are not defined as methods of their evaluation. Meanwhile, the personal qualities included in the structure of professional competence of a specialist of any profile, and they constitute the essence of the concept "human factor", which is often the cause of loss and leakage of proprietary information. This article raises the question of the impact of human factors on information security for the organization and the need for analytical work with staff before admission to confidential information, as well as when applying for a job. The author emphasizes that the importance of personal characteristics is not inferior to the importance of professional competence, if we are talking about information security. In the article the author identifies the reasons for the negative impact on information security from staff, determines the most dangerous from the point of view of information security the personal characteristics of staff as the reasons for the negative impact on information security, and examines methods and tools for assessing personal qualities of personnel and carrying out analytical work.

At present noticeably rises the degree of the risk of the loss of data, and also the possibility of their copying, modification, blocking. Moreover, this is not purely Russian, but world-wide tendency, in this case the perfection of computer technologies led to the appearance of new forms of crimes, in particular, to incorrect access to that guarded by the law of computer information. By its mechanism, using methods of accomplishment and concealment this crime has the specific character; it is characterized by the highest level of latency and by the low level of discoverability. This article examines some aspects of the criminal- lawful and criminological characteristic of incorrect access to the computer information.

The article is devoted to organization of country police guards in the Russian Empire. The author shows main prerequisites for reform, evolution of implementation and its first results. Based on research a wide range of sources, is defined the structure of county guards management, dividing into divisions in Voronezh governorate. The author says about an influence of Russian revolution 1905–1907 on the reform, identifies main weaknesses of units and describes how these shortcomings have been corrected by administration.

Unfortunately, this subject is very poorly lit though it is rather actual now as the ordinary inhabitant can easily get on the swindler's tricks. One of Spanish Civil Guard (gendarmerie) branches is Maritime Service – Servicio Marítimo de la Guardia Civil (SEMAR). History, structure and activities of Service are described in this article. If the original Service’s fleet consisted of some patrol boats for action in the inland waters and coastal areas, the increase in illegal immigration, illegal fishing and smuggling led to the emergence of ocean patrol vessels. Currently, service offers four main types: small, medium and large patrol boats and ships for ocean swimming. In addition, the service has been equipping its aircraft are extremely effective.
