The article is dedicated to recognition of local communities’ rights to administrate local municipality. One of the issues linked to legitimacy of law, highlighted by the author, is a paradoxical situation, in which a government creates new municipal units and legally recognizes its boundaries through primary legitimization. But at the same time does not recognize established local communities. The author concludes that local communities and municipalities are interconnected, but when they create local municipalities, the issue of existence of full-fledged local communities is not given a priority.

The doctrine of a social state in the second half of XX – the beginning of the XXI centuries developed under the influence of achievements of paternalistic policy of the USSR. Under the years of Russia’s development as a social state in the conditions of democratic market transformations, studying the experience of last decades, the need for adequate judgments of a role and value of social factor in Russian society increases. One of the main fundamentals of such policy is the principle of responsibility of the state for creation of the conditions necessary for social development of society. In this regard, particular scientific and practical interest is gained by a problem of essence of social policy of the state during the different historical periods, especially in the 1920s when the Soviet social security system was developing. At that time various approaches to the solution of social problems: the state ideology and an assumption in economy of elements of a private property (1921-1929) were very clear. Researches of the state social policy in Russia in 1920s are defined by a number of factors. In this regard consideration of the main problems of social development of the state represents a reflection of process of modernization in a particular region in the South of Russia.

The article features administrative law in Poland. A list of documents, which regulate legal-administrative relations in Poland. The author gives an overview of Polish Law structure, where the constitutional norms play a major role. Then, the author characterizes sources, which regulate the administrative interrelations in the Polish Republic. It is shown, that the administrative law forms not just the documents of central authorities, but the statements of regional and municipal bodies. The textbooks on aforesaid law by Polish authors are researched. A due focus is made on international law analysis, which plays an important role in regulations of administrative system and scope of jurisdiction of Polish governing bodies. The author also highlights, that Poland keeps to a dual-type ratio conception of international and national laws. The Poland’s place and rights within EU is shown.
