Change of Approaches for Issue of Ship Driver Certificates in the Russian Empire in the Beginning of XX Century

The article deals with the issues of changing the basic approaches to the professional training of navigators, captains and navigators, which have been applied since the mid of XIX century in the Russian Empire. The main requirements for issuing the seaman certificate in this category are: a) special education, b) passing special exam, c) mandatory long-term on board practice, preferably merchant fleet, g) professional knowledge in various fields of science. The aim for tightening these approaches was streamlining of the licensing system for navigators and enhancing security of merchant shipping. In the course of the study, the materials, found in the State Archives in the Autonomous Republic of Crimea, were integrated into scientific activities.
