The article is aimed at analyzing the uneven economic development of world countries, estimating the current status and global problems arising in the development of world economy. The problems of growing interdependence in the global world are considered. Relevance of the fundamental research on the phenomenon of economic unevenness as a component of global problems of the modern world is substantiated, the dynamics of spreading the problem of unevenness in geographical and temporal space together with the reasons for their aggravation are disclosed. Considerable attention is paid to analyzing of influence of the global problems of modernity on deepening the problem of uneven economic development. On the basis of the carried out research, the new tendencies and features of the uneven economic development of the countries in current conditions are revealed. In particular, the author considers the tendency to dialogue of different cultures and civilizations towards elimination of contradictions and solving the aforementioned problems from the standpoint of unity of both material and spiritual foundations of human existence. It is specified that, as the world economy is developing, new global problems are prognosticated, which can cause deepening of imbalances in the world economy, therefore, a global coordination of actions of economic entities in terms of planetary scale is necessary.

The article is aimed at studying the main migration processes and their impact on the development of human capital in Ukraine. The role of the State in regulating migration in the context of globalization is considered. The main directions of international migration of human capital, their causes and consequences are defined. The main functions and factors influencing migration processes are characterized. Both the positive and the negative consequences of impact of the external labor migration on the human capital development have been identified. The attention is focused on the negative consequences of the outflow of intellectual capital for Ukraine, which is an obstacle to the socio-economic development of the country and reduces the level of its competitive advantages, as well as threatens its national security. The geography of migration processes is researched and their quantitative characteristic is provided. It is substantiated, that one of the main factors of strengthening of internal labor migration in Ukraine is unevenness of economic development of regions of the country. The model of improvement of the mechanism for the State regulation of migration processes of human capital of Ukraine in the conditions of globalization is developed and proposed; the complex of measures allowing to reduce negative consequences of migration and to improve socio-economic indicators of Ukraine is presented. Prospects for further research are in-depth studying of the role of the State in improving the quality of migration processes in order to increase the competitiveness of the national economy.

The article is aimed at researching the problems, tendencies and development prospects of the transport system of Ukraine in the composition of logistics activities as the potential for economic growth, increase of the efficiency of foreign trade, and competitiveness of the country in the world market. The article covers the theoretical concepts of logistics: evolution and interpretation of the term, subject and tasks of logistics; essence of logistics model and its structural units. The geopolitical position of Ukraine is analyzed as a component of the global transport and communication system together with estimates in the World Bank rating by the logistics efficiency index. Structural changes in the dynamics of economic indicators of the transport services of Ukraine are researched by types of transport and transportation. The analysis of the types’ and geographical structure of exports of the transport services of Ukraine is carried out, the main problems of its development are disclosed. On the basis of correlation analysis, a GAP analysis of gaps between net income and marketing of transport services is built. Strategic decisions are provided.

The article aims to define the role of cultural peculiarities in the socio-economic development of Germany. The main factors of formation of the German national culture are considered and the interrelation between them, features of national character, and the model of socio-economic system of the country is analyzed. Thus, the cultural conditionality of the economic development of Germany and its innovative character is defined. The priority importance of traditional values in public, political and economic life of the State is identified. Features of public-private-social partnership in the direction of supporting of cultural sphere are determined. The conclusion is made that the combination of traditional conservativeness and creativity in German culture and economy as a fundamental basis for achieving a high level of development is unique. The necessity of taking into consideration the globalization factors of influence on both the internal culture and the socio-economic system for preservation of national identity is substantiated.

The article is aimed at studying the Japanese experience on formation and implementation of the national model of economic development and elaborating on its basis recommendations, which can be useful in the formation of domestic economic policy. It is specified that the system that is functioning in Japan enables the private sector and the Government to cooperate in order to reach common national ideas quickly and effectively. Unlike the Japanese practice, development of the national economy of Ukraine, and in particular international trade, is hampered by the imperfection of methods of the State regulation of the economy, and the underdeveloped market economy institutions. It is emphasized that the Government of Japan is interested in developing cooperation with our country in the sphere of trade, development of infrastructure, industry, agro-industrial complex, as well as energy-saving technologies. As a result of the analysis, the main vectors, which are based on the experience of Japan and should be guidelines to Ukraine, are disclosed.

The publication generalizes and analyzes the indicators of economic development of the regions of Ukraine. It is substantiated that the degree of development of the national economy is determined by certain indicators. The most important among them are gross domestic product (GDP), gross national product (GNP), exports, imports, turnover of foreign trade, unemployment rate, inflation, budget deficit, level of public debt. The analysis of dynamics of GDP of Ukraine for the period of 2011–2016 is carried out. It is determined that economic development of the regions of Ukraine is always closely connected with the technological structure of its material production capital and the human production capital. It is concluded that the dynamics of indicators characterizing economic development in the regions indicate an increase in the imbalances as to their development, are unstable and depend to a large extent on the influence of various factors. In such conditions the problem of formation of a long-term strategy of social and economic development of regions in order to reduce the existing imbalances is acutely topical.

It is indicated that efficiency of the Ukrainian economy depends to a large extent on the level of industry development in the regions, which today are marked by significant sectoral, territorial, and functional differentiation. The existence of a close relationship between the actors of financial relations in the system of financial-economic security is proved. The purpose of the reform of administrative-territorial structure is to determine the rational spatial basis for the organization of public power to ensure the accessibility and quality of the social and administrative services provided, efficient use of public resources, sustainable development of territories, possibility to respond adequately to the social and economic challenges, and implementation of the State regional policy. There is an urgent need to find ways to change the existing system and to form an administrative structure that corresponds to the current political, socio-economic situation and facilitates a dynamic development of the country’s regions. Such activities require consideration of the interaction and interrelations between the territorial entities in the national socio-economic system, between the central and local branches of government, the search for ways to revitalize socio-economic processes. The State regulation of development of territories should be directed to reformation of the local self-government by methods of decentralization of power authorities, consolidation of resource provision and strategic planning of development of territorial communities. Neither decentralization, nor consolidation, nor strategic planning are possible without administrative and territorial reforming of cardinal character and content.

The stages of the creation of technology transfer departments at the universities of Ukraine are considered. The research is aimed at providing the most complete analytical overview of all versions of the European Regional Innovation Scoreboard in view of its great importance for adaptation to domestic conditions. The analysis of all versions of the European Regional Innovation Scoreboard is made on the basis of the general report of the European Commission with a view to introducing all of its analytical tools into the domestic scientific circulation. It is shown that the Regional Innovation Scoreboard is formed on the basis of a matrix of partial indicators of innovation activity, distributed according to their classes and regions. On the basis of partial indicators, integral indicators of innovation activity of regions are calculated every two years, after which they are ranked in order of decreasing their innovation activity. Such a full description of the European Regional Innovation Scoreboard is being introduced into the domestic scientific circulation for the first time and will be very useful for all domestic developers of analytical instruments and methods for assessing the regional innovative activity.

The article is aimed at forming a mechanism for investing the enterprises as institutional participants in a construction energy cluster, within the terms of which there will be a possibility to research the attracting of additional financial resources for the implementation of energy saving measures through the issue of municipal bonds. Studying the practice of local borrowing in Ukraine has demonstrated the fragmentation of the existing system, however, provided an appropriate regulatory framework and taking account of the experience of other countries, the development of local borrowing market can become a source of financial resources for the implementation of energy saving projects. Based on the results of the carried out research, proposals on the formation of a mechanism for investing the enterprises as institutional participants in a construction energy cluster are presented; levers, instruments, methods of financing energy saving measures are identified in the structure of such a mechanism; the coordinating center of construction energy cluster is defined, and participants of this integration formation are suggested. Depending on the level of economic system, the advantages of implementing the mechanism for investing the enterprises as institutional participants in a construction energy cluster are allocated.

The article substantiates that the final results of the enterprise’s economic activity depend on the status and efficiency of usage of fixed assets, and increasing the efficiency of using them is one of the main and topical issues in the conditions of market relations. Of particular importance in this aspect is the functioning of enterprises of the mining and processing complex of Ukraine and the Kryvyy Rih iron ore basin (Kryvbas). It is determined that current approaches to the formation and usage of fixed assets of enterprise are predominantly of fragmentary nature in terms of innovation development and efficiency of usage of fixed assets and their components, and do not account the sectoral specifics of mining and processing enterprises. Having a clear idea of the role of fixed assets and the factors that impact their usage in the production process, as a result of analysis of the formation and use of fixed assets in terms of production and economic activities of the mining and processing enterprise, it was concluded about expediency to apply economic and mathematical modeling in determining the rate of return on assets, which serves as a criterion for optimizing the mechanism for assessing the usage of fixed assets, considering an expanded range of the impacting factors.

Under the EU-Ukraine Association Agreement and Third Energy Package implementation, Ukraine conducts not only legal approximation to the EU norms, but also existing infrastructure modernization and new energy markets development. Existing liabilities require the track of legal, organizational, technical, technological and financial transformations. Infrastructure modernization is impossible without effective energy markets with independent regulator, well-informed and aware consumers, diversified bases of energy resources and electricity supply. The purpose of this article is to assess the dynamics and the specifics of Ukrainian legal approximation to the EU laws in energy markets regulations under the Association Agreement implementation. We have analyzed the dynamics of the new effective energy markets development through legal process, aggregating key measures in technological modernization and financial support of energy sector reforms. A long-term reformation of methodological and methodical bases of statistical accounting of agricultural production and ecological consequences from the mentioned activity requires elaboration and introduction of new approaches to carrying out the State statistical observations together with research of the industry sector in general and livestock production in particular. The determined and compared sources of information along with consideration of the existing methodological provisions, help to account the emissions of hazardous substances from the production of livestock products into the atmospheric air. In accordance with the «Methodological guide on compiling national emission inventories» developed by the European Environment Agency, using the methodology of CORINAIR, the author developed a questionnaire for selective statistical surveying of agricultural enterprises engaged in production of livestock products (separately in the branches of cattle-breeding, pig-breeding, and poultry farming) and carried out the mentioned study in terms of three years dynamics. In addition, the author developed an algorithm for calculating the emissions of hazardous substances in livestock production. The article presents the main results of the carried out sample surveys, which are compared with the data of the current statistical accounting.

The experience of using alternative energy sources for both traction and non-traction rolling stock and for maintenance of stationary objects on railway transport is provided. The article is aimed at formulating the conceptual foundations of evaluating of retail trade enterprises development. The conceptual approach to evaluation of development of enterprises of retail trade is presented, which is based on the author’s own definition of essence of development and its evaluation. A characteristic feature of the proposed conceptual approach is the presentation of typology of development of a retail trade enterprise in the form of two hierarchical levels – by nature of changes (quantitative, structural, qualitative) and by types of development (scale, vector, intensity, integration, character of dynamics of changes, balance, nature of use of resources). In accordance with the allocated types and kinds of development, an aggregate of evaluation objectives and criteria is defined. In turn, in accordance with the allocated objectives, an aggregate of necessary and appropriate approaches is allocated; system of obligatory principles is substantiated, within the framework of which specific principles are allocated. This conceptual approach constituates the basis for elatorating a development evaluation methodology that will facilitate creation of competitive advantage of retail trade enterprises.

The article is aimed at substantiating the conceptual foundations of project-oriented cost calculation for purposes of information support of management of sustainable enterprise development. Approaches to the interpretation of sustainable development at the enterprise level are analyzed and the necessity of the cost approach is determined. It is proposed to consider the R. Passet’s conception of sustainable development the form of circles of economy, society and environment, coinciding among themselves, in the plane of categories of managerial accounting, namely, income and expenses. It has provided to propose the concept of project-oriented calculation of income and expenses and to interpret sustainable development of enterprise in managerial accounting as presence of social, ecological and economic projects, which generate equal amount of income and expenses. The practical value of the results obtained is the proposal of an actual instrumentarium of income and expenditure grouping to further assessing the level of sustainable development of enterprise, comparing the sustainable development of enterprises among themselves and implementing the necessary managerial impact to achieve the objectives set.

Expediency of application of securitization of assets in Ukraine considering foreign experience is reasoned. The article is aimed at substantiating, defining and analyzing the synchronization of both the financial and the business cycles by forming an appropriate level of public confidence. The retrospective analysis of development and interconnection of financial and business cycles is carried out with attention to formation of a corresponding level of public confidence. It is substantiated that confidence is the only instrument of synchronization of both the financial and the business cycles. As a result of research of tendencies of development of financial markets of the USA, EU and Ukraine in pre-crisis, crisis and crisis periods, taking into consideration high level of financial integration and financialization of world economies, it is reasoned that financial Instability is a major factor in the erosion and crisis of public confidence. The article considers the situations of irrational behavior of economic agents as result of formation and accumulation of imbalances in the financial market and their negative consequences for economic security of the country. It is proved that confidence is a procyclical indicator that determines the cycle of economic development with a certain time lag. With a view to the turmoil in the financial market forming the corresponding cyclical fluctuations of public confidence, the necessity of research of business cycle through the prism of public confidence (established in accordance with the financial cycle), but with lagging in terms of synchronization, is substantiated.

It is determined that the process of formation of local budgets is fundamentally improved and acquires new traits under conditions of enhancing fiscal decentralization. The experience of the countries with market and transformational economy as to implementing of decentralization processes in the financial sphere is analyzed, subject to existence of objective institutional barriers and restrictions. The basic principles of the fiscal decentralization in Ukraine are delineated, taking into consideration the principles of unity and balance, independence, completeness and validity, efficiency and effectiveness, subsidiarity, target use of resources, fairness and impartiality, publicity and transparency. The theoretical and methodological principles of assessing the level of fiscal decentralization at both the macro- and the micro-levels have been generalized and improved. The role of local government bodies in the implementation of financial policy at the level of administrative-territorial units is outlined. The basic regularities of decentralization are formulated. The features of implementation of tax policy at the regional level are defined. The importance of public initiatives and control in the formation of budget policy in the field of expenditure has been identified. The main endogenous factors influencing the process of formation of local budgets are characterized, taking account of the strategic goal of ensuring their constant economic growth.

The article is aimed at covering the scientific and practical aspects of analysis and control of the peculiarities of financial resources formation, as well as developing proposals as to assessing the provision of budget institution with financial resources. The characteristic features of financial resources of budget institutions are provided. The article is aimed at highlighting features of formation of financial strategy of enterprise. Approaches to the definition of essence of the concept of «financial strategy of enterprise» are considered and generalized. It is determined that the financial strategy determines the long-term goal of the financial activity of enterprise, depends on its financial policy, choice of efficient directions of its achievement. Features of formation of financial strategy are considered on the basis of the data of agricultural enterprise. Four stages, according to which the process of formation of the financial strategy of agricultural enterprise should be carried out, are defined. On the results of the research is identified that, in the case of an agricultural enterprise, it is expedient to apply the strategy of gradual development, which foresees a gradual enhance of activity volumes, increase of profitability, and provision of a stable financial condition. Ways of implementing the financial strategy of agricultural enterprise are substantiated.

The starting point of the research is the inefficiency of reactive approach in the practice of consolidated supervision over the long time lag and the shortcomings of the organizational mechanism for its implementation. The author proposes proactive approach to the definition of problematic banking groups on the basis of a mathematical study of their financial models together with timely adoption of preventive measures. The article explores the specifics of financial models of banking groups in the national market during 2012–2016. The applied multiple regression model of bank’s net financial result is statistically reliable, distinctly variative within one year period, determined by three factors: liabilities, assets, size of share capital. The parallel forecasting of the financial result of bank groups according to the consolidated reporting shows a similar weakened effect related to the intra-group competition for resources and/or compensation of losses, negative influence of banks – participants of banking groups considering the results of NBU diagnostics and/or the exogenous non-financial factors.

The article is aimed at improving the methodology of evaluating the efficiency of investment activities of banks in accordance with the risk inherent in the capital investment process. The basic recommendations on improvement of regulatory activity of the State with the purpose of increase of efficiency of investment activity of banks are analyzed. The analysis helped to determine that the researchers are mainly focusing on improving the general economic conditions of the country in which the bank operates, and partly – on developing practical recommendations to improve the approach to investment activities. In addition, scholars pay insufficient attention to the process of regulating the structure of investment portfolio. With a view of the determined shortcomings, the approach of «efficient placement of securities» has been developed, allowing to get maximal efficiency of investment activity even at the stage of initial formation of the portfolio. The approach also helps to adjust the structure of portfolio in accordance with the changes in the investment market in order to obtain maximum efficiency of investment activity taking account of the indicators of the bank’s resource base and the possibility of forming reserves to secure losses from active operations.

The article is concerned with definition of the institutional status of pawnshops, research on the development tendencies of pawnshops as actors of the market of financial services, substantiation of influence of peculiarities of pawnshops’ activity on the audit of financial statements. Based on the examination of the essence of the concept of «pawnshop», the economic content of the term is defined and an author’s own definition is proposed. According to the results of an analysis of the status and dynamics of pawnshops’ activity in the financial market, it is noted that the increase in the number of pawnshops and significant dynamics of income growth from their activities can be explained by the increase of the population’s demand in small-size short-term loans, as well as the increase in the number of participants in the pawnshop services market. On the basis of studying the peculiarities of pawnshops’ activity, the key factors influencing the audit of financial statements of pawnshops as a mechanism to confirm the reliability of the information provided to interested users are defined. It is proved that consideration of influence of systematized factors will facilitate to improvement of organizational-methodical foundations of audit of the annual financial statements of pawnshops.

The author describes the structure of indicators of the «smart» sustainable cities of the UNECE according to the main sections. For each indicator a description is made according to certain basic parameters. Also a substantiation together with an interpretation and disclosing the relevance of application of each indicator by the example of the indicator of «Access of students to ICTs» is carried out. The article is aimed at a scientific-methodical substantiation of the anti-crisis management in the conditions of decentralization, exploration of the crisis status of territory, and definition of guidances to strengthen the autonomy of the territorial authorities for the self-development of the territories. As a result of the calculations carried out according to the proposed method, five clusters on the territory of Ukraine have been allocated. The author substantiates the importance of the model of identifying crisis status of territories in the conditions of decentralization, which accounts the availability of potential (resource, labor), social, ecological and economic components of the development of territories, the coefficient of risk of crisis onset and the overall decentralization factor. The article is aimed at researching material stimulation of labor behavior of staff of communication enterprises. It has been determined that efficiency of material stimulation depends on the validity of incentive system. Regretfully, a system of incentives, surcharges and allowances does not always provide adequately necessary differentiation of remuneration of workers, and also does not cause interest in increase of productivity of work. It is proposed to review system of incentives, surcharges and allowances on the basis of an integrated approach, which involves studying of the aggregate of factors and identifying the regularities of enterprise’s activity. Indicators of this system should be determined on the basis of the enterprise’s operating mechanism, take into view parameters of related systems, environment conditions, as well as the linkages between the incentive elements at different levels of management. Formation of market-type workers with motivation towards development of competitiveness should become an integral part of the tasks of market transformations, that is why communication enterprises need to strengthen and improve the organization of training directly at the enterprise.

The article indicates the status and prospects of development of electric power industry of Ukraine. The necessity of application of strategic management instruments in the activity of power supply companies and power transport companies is substantiated. The results of use of methods of strategic segmentation of activity of a power supply company (regional power distribution company) are presented. Analyzing the external environment together with obtaining of reasoned conclusions as to future threats and opportunities is a necessary but not sufficient condition for the formulation of successful business and corporate strategies. The analysis of an external environment should necessarily correspond with an analysis of internal environment, and the whole strategy should be directed towards achievement of the set goals which, in turn, should provide materialization of the company’s mission.

The publication defines features of staff management in the sphere of educational services. The author notes that in modern conditions competitiveness of the national economy is largely determined by the level of development of educational activities. The levels of motivation of staff in the sphere of educational services are provided. It is identified that in institutions of higher education (IHE) there is an urgent need in formation of a complex system of management of career process which includes the interrelated purposes, functions, principles, structure, and staffing. A model of monitoring of development of staff is proposed, use of which allows to carry out control of process progress and to manage it. It is proved that monitoring the results of the IHE staff activity creates preconditions for efficient management not only of the effectivity of its activities, but also of the level of its competitiveness in the market of educational services.

The article is aimed at substantiating the theoretical foundations of management of sustainable development of enterprise, i.e.: development of an economic-mathematical model of the indicator of level of sustainable development of enterprise and definition of types of strategies of managerial influence on the internal system of enterprise in order to achieve the desired level of its sustainable development. The research is aimed at solving the current problem of providing the enterprise’s management with a scientific-practical instrumentarium for decision-making on sustainable development. The results obtained are of practical value, as they allow to quantify the level of sustainable development of enterprise on the basis of cost indicators and to systematically apply the substantiated types of strategies. The article discloses the essence of the indicator of distance to the status of sustainable development of enterprise as an criterion of evaluation of the level of its sustainable development. The conditions of both high and low levels of sustainable development of enterprise are analyzed. Four types of strategies are proposed to overcome the low level of sustainable development of enterprise: «investing in sustainable development», «making money by means of sustainable development», «saving on sustainable development», «sacrifice for the sake of sustainable development».

The article is aimed at researching benchmarking and the need for its application in the management of pharmaceutical enterprises. As a result of generalizing the existing approaches the content of concept of «benchmarking» is defined. It is suggested to consider benchmarking as marketing tool, used by enterprise management. The stages of development of benchmarking are researched. The approach to benchmarking types and algorithm of its application in the enterprise is systematized and generalized. It is recommended to use benchmarking as a mandatory component of the quality management system to achieve sustainable success in pharmaceutical companies. The importance of benchmarking for business entities in the pharmaceutical market is clarified. The establishment and development of the quality system in the pharmaceutical industry of Ukraine are analyzed. The aim of further research in this direction should be solving the issues that prevent the effective use of benchmarking in enterprises. A special place among them is the need to spread the practice of benchmarking among the domestic top management.

The article considers the role of endowment (sustainable fund) in the management of marketing potential of higher education institutions. The article analyzes breadth of use of endowment in Ukraine as a means of management of potential. The educational institutions, which started the practice of using endowment in the Ukrainian educational space, have been identified. The foreign experience of use and management of sustainable fund is studied. The world’s richest universities are analyzed by the extent of endowment, the welfare of universities is ranked according to their belonging to certain countries. The differences between the results of fund raising activity such as charitable aid and an endowment fund are identified, features of use of each of them are covered. Some attention is paid to the issue of outsourcing of endowment management. The scheme of management of marketing potential on the basis of establishing of a sustainable fund is developed. The necessity of formation of endowments for educational space of higher education institutions as a means of preserving competitive positions, creation of a culture of donation in Ukraine, and successful management of marketing potential is substantiated.
