The article discusses the development trends of change management in organizations. The problems of introducing changes in organizations and their analysis are revealed.Any changes are often perceived as innovations or innovative transformations. In this context, the author proposes to consider the competence approach to the ongoing innovation changes, which is relevant, progressive, contributes to the effective implementation of innovative, organizational and production changes.A scenario for the development of change management in organizations (on the example of printing companies) in the form of a roadmap is proposed. The author considers it as a tool for managing change in organizations, allowing the micro and meso-level organizational structures to prepare for changes and to further derive benefits from the emerging opportunities.

The article presents a comparative analysis of measures of state support of tourism in the regions of the Russian Federation. In the course of the study, legal documents and information-reporting materials of the RF subjects on the issues of providing state support to the subjects of the tourism industry were studied. It was revealed that in 2018 measures of state support for tourism were provided in 42 subjects of the Russian Federation. In a generalized form, regional measures of state support for tourism are summarized in three main blocks related to tourism product, tourism infrastructure and promotion. The main forms of state support for tourism activities in the regions are subsidies and grants in the form of subsidies. The article shows a variety of areas of subsidies and grant support, due to the regional characteristics and priorities of the state policy to stimulate entrepreneurship in the field of tourism. The positive dynamics of indicators of the tourism sector in 42 regions, practicing measures of state support of tourist organizations. The results of the study can be used by Federal and regional authorities in the development of new or improving the effectiveness of existing measures of state support for the tourism industry.

In recent years agriculture of all countries is focused on active implementation of innovative technologies. Technological developments of the last years allow to offer the useful tools optimizing monitoring and control of many aspects of growth of a grapevine. Experts in the field of wine growing seek to use the widest range of available observations by means of which it is possible to describe spatial variability of vineyards, to develop recommendations about increase in management efficiency in terms of quality, production and stability. The efficiency and quality of products allow to increase implementation of new technologies of support of management of vineyards and at the same time to reduce negative impact on the environment during cultivation of grapes.

The article examines issues regarding the development of international tax cooperation on the basis of information exchange in order to ensure the tax security of the state. It is emphasized that the main causes of conflicts between sovereign tax jurisdictions are issues of autonomy and sovereignty of national tax systems, the existence of international tax competition between them (including offshore jurisdictions), the possibility of lawful optimization of tax liabilities. The main instruments of international information exchange of tax information with foreign countries, including offshore jurisdictions, have been identified.

In presented article results of the analysis of public health services of the North Caucasian federal district Russian Federation during time since 2012 for 2016 contain. The sphere of medicine of district is analyzed as from a position of the offer of medical services, and from outside demand for these services. The sector of paid medical services is considered also. The analysis of medical sphere of the North Caucasian federal district of Russia has allowed to notice that the given sphere in modern conditions develops dynamically enough. The paid medicine has concerning small relative density in structure of the medical services rendered to the population. During the analysis the basic tendencies and problems of development of sphere of medicine are revealed: - The sphere of medicine develops rather high rates, including a segment of paid medicine that is caused first of all by growth of demand of the population on preventive, diagnostic medical services, and also services of the raised comfort; - In sphere of medicine the personnel problem acts on the foreground. Number of doctors has steady negative dynamics in relative expression; - Especially sharply there is a problem of security of the medical organizations highly specialized shots; - Demand for medical aid can be characterized on level of disease of the population of the North Caucasian federal district. As a whole disease of the population of district decreases. Hence, demand for medical aid also falls.

The search for effective ways of organizing tourism and economic cooperation is aimed at optimizing the use of tangible and intangible resources, improving management efficiency and increasing competitiveness in the national and foreign markets. In this regard, one of the main components of the success of tourism and recreation complexes is the economic and innovative orientation in their further effective development. Modern terms of functioning of tourist-improving complexes define need of creation of more perfect control systems providing their steady development in the conditions of dynamic formation of the market environment and adapted to requirements of the forming market of tourist leisure in the Republic of Crimea. Adaptation of existing methods of strategic planning and specificity of the tourism industry allows to develop the most effective competitive strategy of innovative development, which is the practical value of the article.
