For the last one year, we have been exultingly following that interest of domestic and foreign researchers on JEMS gradually increase. Most important reasons of this interest can be listed as “online reachability of the journal to the World” and “commencing to being searched by international indexes”. In response to this interest, journal management has decided to publish the journal from biannually to quarterly period provided that making no concessions on publication quality. JEMS will continue to be published with 4 issues in March, June, September and December and will carry on its activities for the purpose of publishing and supporting the researches related to the sector. In addition, it was decided to give “Best Reviewer” award for our reviewers which perform an important and valuable task in our journal. “Best Reviewer” award will be given to four reviewers which will be determined during the year considering criteria of quick, guiding, supportive and fair evaluation. These awards will not have material value.

Bu çalışma dünyada ve ülkemizde seyir emniyetinin sağlanmasında önemli bir unsur olan kılavuzluk hizmetlerinin amaçlarını ve bu hizmetlerden elde edilen sonuçları mevcut uygulamalara dayalı olarak belirlemeyi amaçlamaktadır. Kılavuzluk hizmetlerini veren kılavuz kaptanların yaptıkları işi daha iyi anlamak amacıyla onların hizmetleri süresince geminin köprüüstündeki rollerinin ve önemlerinin doğru anlaşılması gerekir. Bu çalışma kapsamında ilgili mevzuata, uygulamalara ve denizcilik sektörünün ve ilgili toplum kesiminin beklentilerine göre kılavuzluk hizmetlerinin ve kılavuz kaptanların denizcilik faaliyetleri içindeki konumu tanımlanmaya çalışılmıştır. Kılavuzluk hizmetlerinin standardını korumak ve geliştirmek için, tüm mevcut kaynakları kullanarak, her durum ve her bir önlem dikkate alınmalı; gemi kaptanları, armatörler ve işletmeciler ve diğer tüm ilgili taraflar, kılavuzluk hizmetlerinden olan çıkarları konusunda bilgilendirilmeli ve bu hizmetleri kullanmak üzere teşvik edilmelidirler.

This paper investigates the impact of distance and narrow waterway factors on voyage costs. The data set is taken from a Turk shipping company and consists of real dates. In the study, it was seen that the fuel consumption rate of the ships whose routes are narrow waterways such as straits and canals was higher for the fact that the vessels have to maneuver more on such routes. On the contrary, ships which sailed on the open seas consumed lower fuel. At the end of the study, it was determined that of bunker cost rates caused by the impact of these geographical factors could increase up to 30 percent among the total amount of voyage costs.

Choosing a location for a dry port is a problem which becomes more essential and crucial. This study deals with the problem of locating dry ports. On this matter, a model combining multi-criteria (MACBETH) and mono-criteria (BARYCENTER) methods to find a solution to dry port location problem has been proposed. In the first phase, a systematic literature review was carried out on dry port location problem and then a methodological classification was presented for this research. In the second phase, a hybrid multi-criteria approach was developed in order to determine the best dry port location taking different criteria into account. A Computational practice and a qualitative analysis from a case study in the Moroccan context have been provided. The results show that the optimal location is very convenient with the geographical region and the government policies.

The 1st Maritime Pilotage/Towage Services and Technologies Congress has been organized by UCTEA Chambers of Marine Engineers, UCTEA the Chamber of Turkish Naval Architects & Marine Engineers and Turkish Maritime Pilots’ Association at 23 October 2015, Hilton Hotel, İzmir. In the opening ceremony, two distinguished keynote speakers have presented their presentations. Captain Stein Inge DAHN who is the president of European Maritime Pilots’ Association(EMPA) has given a fulfilling speech on switching to hand steering by giving an example from the automation in the Aviation Industry. The second keynote speaker Robert G. Allan, who is the Executive Chairman of Robert Allan Ltd., has given a leading speech under the title of “The State of the Art in Escort Tug Technology -2015”. Five key points have come into prominence during the symposium. To summarize: • To prevent ships and cargos which are exposed to damages, • To prevent marine and coastal environments against pollution due to collisions, • To establish fast, secure and well organized sea traffic • To develop new escort tug technologies and pilotage softwares in the national level which is open to competitions in the international markets. • Opening maritime pilotage into the competitions in the areas which needs special expertize. In my opinion, the topics discussed in the symposium have the attendants won a wide horizon in the field. However, the presentations related to Escort Tug Technologies were insufficient from the standpoint of both quality and numbers of the manuscripts presented. Due to importance of Maritime Pilotage/Towage Services and Technologies, much more attentions must be taken in the national and international levels and sustainability of the symposium must be provided .
