The article is devoted to the substantiation of the scientific hypothesis about the imitational nature of the implementation of the principle of legality in the activities of the Russian police. For this purpose, the correlation between the principle of legality and the actual rules relating to the police service, as well as official activities, is analyzed. The study found that there are two informal norms that impede the implementation of the principle of legality in the police activities. The first such rule concerns the police service and can be formulated as follows: "Loyalty to the bosses precedence over the legality of the activities". The second one relates to police activities and may be formulated as follows: "For official purposes, a reasonable violation of the law is permissible". Thus, police officers who exclude the possibility of violations of the law in their activities are in a discriminatory state. At the same time, special efforts are made in the police to ensure that the formal indicators of its activities correspond to the indicators of compliance with the principle of legality. On the basis of this, the authors of the article formulate a hypothesis that the implementation of the principle of legality in the activities of the police has an imitational nature and consider it necessary to full scientific verification.

This article is devoted to security issues in the use of bank cards and ATMs, as the conduct of monetary transactions with the use of cards has become an integral part of the life of almost every person and due to the ignorance and insensitivity of people, frauds actively use it. The schedule of issued cards and the number of thefts with their use are given, as well as a list of the main types of thefts and new tricks of criminals, for carrying out unauthorized transactions. The methods used by banks to combat crime are described and what needs to be done to increase the financial literacy of the population. It has been concluded that for the safety of their funds, it is necessary to adhere to several simple rules and to remember that bank card details cannot be reported to anyone and under any conditions.

The article discusses the quality and content of management decisions made in the implementation of procedures for managing social organizational and technical systems of internal affairs bodies. The analysis of the structure and ways to improve the efficiency of solving complex management problems in conditions of uncertainty are presented. It is definitely that in cases of rapid change in the situation, increased efficiency in work is required, including by reducing the time for processing, analyzing and issuing information to the decision-maker and personnel of the governing bodies. Two groups and three main principles of organization of information flows are identified. It was concluded that the basis of the activities of the management entities is a close combination of the official’s creative work with accurate calculation carried out using computer technology, qualitative analysis and quantitative substantiation of the management of individual components of the social organizational and technical system of internal affairs bodies. This circumstance is a complex integrated intellectual-information process, which requires the development of a number of new technical, software and information support.

The author characterizes the structure, organization and activities of the supervisory authority of the Czech Republic. The General Inspectorate of the Security Forces of the Czech Republic (hereinafter – GIBS) is not only a supervisory authority of the Ministry of Internal Affairs, but also a democratic institution. The main function of the inspection is to monitor the legality of the activities of law enforcement agencies, to prevent and detect crimes and administrative offenses. GIBS is an independent armed law enforcement agency. The Director of Inspection is responsible to the Prime Minister for the performance of his duties. Employees of the Inspectorate are subject to the Law № 361/2003 on Official Relations of Security Officers. In carrying out its tasks, GIBS cooperates with the armed forces, security forces and other state bodies, as well as with legal entities and individuals. The objectives of the inspection are defined in Law № 341/2011. The main activity is the search, identification and investigation of facts indicating that a criminal offense was committed by an employee of the Czech Republic law enforcement agency. The inspectorate also conducts a reliability check of employees and their families.
