The article reveals the social foundations for the development of informal education in modern society. It is pointed out that the information boom, cultural eclecticism and the rapid pace of change, characteristic of a post-industrial society, lead to deinstitutional-ization. Also based on the socio-phenomenological approach, it is argued that how people perceive society at a given moment in time determines its appearance in the future. On this basis, a conclusion is made about the importance of forming an adequate picture of the social world and the world as a whole in the mind of a modern person. Further, the importance of informal education in the current conditions is indicated and its essence and features are re-vealed.

The article deals with the issues of establishing a ban on the acquisition of securities by civil servants, based on the legislation and judicial practice. The authors discuss the existing conflicts in the current legislation of the civil servant's obligation to transfer securities to the trust management: in the event of a situation of conflict of interest or without it. The authors come to the conclusion that it is necessary for civil servants to transfer shares and other securities to trust management regardless of the probability of a conflict of interest.

The article examines challenges of integrating ICT into the modern educational framework. It is noted that the use of mobile technologies in education has obvious advantages for both the teachers and the students. The problems of introducing mobile technologies into the learning process are analyzed, the steps that need to be taken to effectively use the potential of mobile learning are specified. The conclusion is made that the majority of students today are ready to use mobile technology, and the educational system needs to keep pace with the time.

In this study, the development factors and clinical manifestations of acute deep vein thrombosis and post-phlebothrombotic syndrome in patients with fractures of the leg bones were studied, methods for the prevention and treatment of complications were proposed.

Creating a personal brand is the process of creating a unique attractive image of a professional. A psychologist who is potentially able to create a successful brand can be characterized as a person with attitudes aimed at maintaining one's own identity, with developed communication skills, an adequately high level of self-esteem and a high level of neuropsychic stability and adaptability. The conducted research confirmed the hypothesis.

The article analyses the prerequisites for the beginning of a discourse about the representation of the United States as an empire, which changed significantly in the second half of the 20th century, presents the assessments and the contribution of the neoconservative and neoliberals ideas to the US foreign policy. The author reveals the inability of neoconservative and neoliberal American thinkers to reconsider the US foreign policy positions in the light of modern global changes. The author argues that the ideological and conceptual content of these paradigms have not only theoretical and academic importance, but they also contribute to the creation of US imperial ambitions based on the expansion and implementation of democratic, liberal procedures, norms and institutions in various regions of the world with the help of using hard power. Such an «fundamental» approach contributes to the very crise that the US claim to resolve.
