The article is aimed at developing a methodical approach to assessing the favorability of the business environment in the process of making managerial decisions under conditions of uncertainty. The necessity of making sound managerial decisions when an enterprise carries out international activities is proved. It is noted that from the point of view of studying the conditions of international business activity, the concept of uncertainty characterizes a situation in which there is no reliable information about the possible state and trends in the factors of the business environment of the host country. A thorough analysis of the current state and trends in the transformation of business environment factors in foreign markets contributes to minimizing uncertainty. It is underlined that the use of such common global analytical systems for rating economic processes as the Global Competitiveness Index, the Ease of Doing Business Index and the Index of Countries’ Involvement in International Trade to assess the business environment is currently impossible. The author proposes to use the KOF Globalization Index, the Index of Economic Freedom, the Global Innovation Index, and the Human Development Index, which are the result of global studies of the business environment of countries. The general characteristics of each of the indices are provided, development trends are determined, the five leading countries and Ukraine’s positions are presented according to the results of the published ratings for 2022–2023. To assess the country’s favorability in carrying out international activities in terms of uncertainty and instability of its business environment, an approach to calculating the aggregated indicator based on indicators of the KOF Globalisation Index, the Index of Economic Freedom, the Global Innovation Index, the Human Development Index, combined by the PEST analysis methodology, has been developed. The use of the proposed methodological approach will help to increase the thoroughness of managerial decision-making in the implementation of international activities by the enterprise

The article is concerned with the conception of resilience, originated from ecological studies and then subsequently applied to social and economic systems. The aim of the study is to determine the contents of the concept of «resilience» and identify the key challenges of resilience with regard to the Ukrainian economy in the 21st century. The essence of the concepts of «resilience», «resilience of economy», existing approaches to their interpretation, difference from the concepts of «sustainability» and «stability» were studied; the key risks and shocks that posed the challenges in terms of resilience of the Ukrainian economy in the 21st century are identified and examined. It is defined that resilience in the economy means the ability of the system to recover and adapt after crisis, stressful situations. The concept of resilience differs from sustainability and stability, emphasizing the post-event adaptation of the system. Two approaches to understanding resilience have been defined: the first is focused on recovering the system to equilibrium after crisis events, and the second – on the constant adaptation to changes. Situations in Ukraine, such as the global financial crisis of 2008, russian aggression in 2014, the COVID-19 pandemic, and the russian invasion in 2022, have significantly affected the country’s economy and underlined the need to develop resilient mechanisms to ensure sustainability and recovery from shock events. The importance of understanding and researching the conception of resilience for the development of effective strategies for crisis management and creation of stable economic systems in changing conditions is substantiated. Implementation of experience and study of resilience factors of other countries that faced similar challenges after military conflicts can be useful for Ukraine to overcome the crisis, ensure stability and growth, as well as preserve the potential for further development after the cease of the war.

In the conditions of post-war recovery of Ukraine, the tasks of consulting companies that will be serving the processes of foreign investment of the economy will become much more complicated. The article is aimed at defining the current approaches to qualitative modernization of provision of consulting services to foreign investors and domestic recipients of funds on the basis of observance of the principles of sustainable development and technological innovations. In the process of research, general scientific research methods were used: generalization, abstraction, structural-system method, classification. Qualitative modernization of modern consulting services for participants in the process of foreign investment involves improving the quality of services taking into account the conception of sustainable development, the use of novel technologies, the introduction of compliance control into the activities of companies and the formation of a special (integrated) package of services. According to the current requirements on the part of foreign investors, compliance should be an obligatory component of corporate governance in their partner companies – being an effective instrument to combat dishonesty and comply with standards in three areas – E (environmental), S (social), G (governance), or ESG. Digitalization of consulting companies raises the quality and variety of services to a new level, providing increased productivity of consultants; providing the ability to operate with large amounts of information, solve previously inaccessible tasks; creating conditions for communication between investment project participants in real time, etc. An additional factor in ensuring the quality of services to foreign investors is the real possibility of communication and work with documentation in the native language of a foreign customer, taking into account the specifics of its linguistic and cultural environment. In further research, it is advisable to study in detail the experience of using the conception of ESG and compliance in the activities of foreign companies and its implementation in the activities of Ukrainian companies.

The main task of modern design is to create new consumer values through the renewal of the subject-process environment. Thanks to system integratedness, design solutions are considered in a strategic perspective, ensuring the achievement of long-term goals of the innovative development of enterprise. The article is aimed at defining the essence and considering the features of integrated design solutions in the modern mechanism for implementing the product innovation policy. The article considers the essence of product innovation policy as an economic category and its place in the overall system of innovative development of an enterprise. It is proved that owing to the high integration of design into innovation processes, enterprises receive a wide range of benefits, in particular, in terms of customer satisfaction, market position of the company and financial-economic results of the introduction of innovative products. The article describes the essence and evaluates the importance of design, details the structure of the design solutions program – a practical form of system design implementation that combines the aesthetic and artistic, socio-cultural and technological conceptions of a complex innovative object into a holistic process of developing a complex innovative object. A contentual definition of software integrated design solutions is proposed as follows: a system of interaction between different types, tools and design programs, a synthesis of management principles and design conceptions, where each of them can be integrated with other design tools and supported by them to achieve maximum efficiency. The carried out research and the results presented will increase the theoretical and subject matter validity of the essence and structure of integrated design solutions in the modern mechanism of product innovation policy.

The article is aimed at studying the features of formation of the system of economic security of enterprise, taking into account the risks that arise under conditions of digital transformation. When analyzing, systematizing and generalizing scientific works of many domestic and foreign scholars, the features of the digital transformation of the enterprise and its impact on the components of the overall system of economic security of the enterprise were considered in detail. As result of the study, the main problems and risks faced by the majority of enterprises in the process of digital transformation were identified and summarized, in particular, the following groups were allocated: technological, operational, managerial, financial and risks to privacy. The negative impact of the novel risks associated with digital transformation on the financial, technological, informational, personnel, and intellectual subsystems of the general system of economic security of enterprise is determined. It is substantiated that the effects of materialization of new risks can be destructive in relation to the activities of the entire economic entity and lead to significant financial, economic and organizational losses of enterprise. The step-by-step risk management in the system of economic security of enterprises undergoing digital transformation has been proposed, which includes: identification and diagnosis of further risks; risk optimization; monitoring of the state of economic security of the enterprise. In order to ensure the normal functioning and also to minimize the effect of negative factors and risks of digital transformation, the following proposals are formed: introduction and use of an integrated automated system of management and rationalization of business processes; use of cloud computing and SaaS solutions; development of necessary materials for staff training; use of new information-communicative and analytical technologies; ensuring investment in the development of digital skills; concluding agreements with technology partners; development of a culture of innovation and adaptability. Prospects for further research in this direction are the definition and quantitative assessment of the impact of digital transformation on the system of economic security of enterprise, as well as the development of approaches to managing a new system of economic security based on the use of the latest technologies of artificial intelligence and digitalization of business processes.

The article is aimed at quantitative determination of the level of quality of the components for the development of entrepreneurship in the currently formed in Ukraine Strategies for the Development of Territorial Communities (TCs) in order to clarify the directions for their further improvement. A quantitative assessment of the quality of the components of entrepreneurship development from the representative sample of local Strategies was carried out by analyzing their structural integrity, for which it was proposed to introduce a coefficient of compliance of the structure of the component of entrepreneurship development (CED) with the methodological recommendations of the Ministry for Communities and Territories Development of Ukraine. To assess and analyze the quality of the components of entrepreneurship development, the method of successive approximations of its structure to the requirements of the methodological recommendations of the Ministry for Communities and Territories Development of Ukraine was applied. The analysis of the obtained results indicates a large underperformance of the components of entrepreneurship development in the Strategies of territorial communities, which is 32%, as well as a significant lag in their quality in the Strategies elaborated in rural TCs compared to the urban and settlement TCs. In the rural Strategies, the number of shortcomings is unacceptably large and amounts to a critical mass, which is 49%. The above shows that already at the stage of elaboration of Ukraine-wide Territorial Communities Strategies in terms of CED, many imperfections are allowed that make impossible the completeness and quality of implementation of the components of entrepreneurship development in the local Development Strategies. Based on the results of this study of the quality of the components of entrepreneurship development of the local Strategies, directions for their further improvement have been allocated, which should be a departure from the declarative format of their elaboration, separation of entrepreneurship development in communities into a single strategic goal of the local Strategies with mandatory observance of the principle of SMART-specialization when building relevant operational goals, use of a stakeholder-oriented approach, the obligation to adhere to such features of strategic planning as modernity and creativity, the formation of a single coordinated approach to the elaboration of the component of the local Strategies for entrepreneurship development in territorial communities. Upon completion of the analysis of a sufficient number of existing Strategies of territorial communities, a quantitative assessment of the quality level of the component of entrepreneurship development, as a quantitative parameter, can be used by external experts to study the level of implementation and achievement of the results of the strategic goal of entrepreneurship development, depending on the quality of its elaboration.

Authors: Financial Aspects of Ensuring the Security of Communal Enterprises under Martial Law

The scientific study identified the importance of the activities of communal enterprises to provide the necessary services to individuals and legal entities in settlements. The article examines the issues of analysis of capital formation of communal enterprises and pays attention to the development of a system of indicators for assessing the efficiency of capital provision of enterprises in this sphere. It is determined that domestic enterprises generally have a small amount of equity. This circumstance is due to the formation of the prevailing amount of borrowed capital and growing dependence on external creditors. However, this trend is not always inherent in domestic enterprises. For example, the capital city’s enterprises in the field of improvement, school meals and the provision of services have the most risky capital structure. At such enterprises, the average financial risk index ranges from 2.41 to 3.35, which is evidence of a significant share of borrowed capital in the capital structure. This publication outlines the reasons for the low share of capitalized profit. Among the existing reasons can be highlighted the following: low profitability compared to investments in the development of the enterprise; high costs, both production and administrative; low performance of activities, which may be results of consequences of military aggression on the part of the Russian Federation, rising energy costs, depreciation of the national currency. The authors do not support the thesis on returning to the depreciation fund, but substantiate the position on the development of a depreciation policy at each communal enterprise, which would not only declare the methods of calculating depreciation, but also determine the directions of effective use of incoming cash flows from depreciation. Thus, domestic communal enterprises should have sufficient financial resources for the repair and maintenance of fixed assets, allowing to provide high-quality, qualified services and necessary goods to community residents.

Authors: The Current State of Development of International Money Transfers in Ukraine

The development of international bank transfers and mobile applications in Ukraine is considered. The essence of bank transfer, types and participants of the transfer process are defined. The tendency of development of money transfers in Ukraine, where international transfer systems are used both within the country and for receiving funds from abroad, is analyzed. The largest amounts of funds received in the country through international systems from foreign countries are identified. According to the research results, the most popular transfer systems most often used in Ukraine have been allocated as follows: SWIFT, IntelExpress, Western Union, MoneyGram, RIA MoneyTransfer. Among the cross-border transfers received in Ukraine we distinguish the following: remuneration of workers, which includes incomes of migrant workers working abroad for up to one year; «private transfers», which include transactions between resident and non-resident households. Recently, according to the results of statistical reporting on the analysis of private remittances, an increase in their volumes has been noted. The dynamics of volumes of private remittances in Ukraine by major countries is provided, which indicates an increase in their number over the past few years. The support of consumers of banking services in the direction of international bank transfers in wartime conditions in Ukraine is examined. Among them: support for international systems by canceling or reducing transfer fees; the emergence of new services. It is noted that the banking services market is sensitive to innovation processes, especially those related to the introduction of information technologies. Among such technologies, mobile applications for transferring money, which are extremely popular today, are allocated and studied. Based on the main criteria of Monito company, a digital startup whose mission is to help by saving on fees and exchange rates when making money transfers, the best mobile money transfer apps are considered. The rating of the best modern mobile applications for transferring funds is provided.

The article examines the essential features, deep causes and main forms of inflation as a multifactorial phenomenon that inevitably accompanies the economic development of almost all countries of the world. It is shown that the sources and consequences of inflation are not only of a monetary nature, but rather are deeply rooted in structural problems and affect directly and indirectly the totality of social relations. It is noted that the nature of inflation is rooted in the social conflict regarding the distribution of the social product between different social groups of the society. It is justified that inflation itself is complex and heterogeneous in its causes of origin, general features of the inflationary process, its mechanism of action, and consequences. It is argued that inflation is a monetary phenomenon, as it is caused by an excess of money in circulation. However, it should be noted that non-monetary factors can also be the cause of inflation. Regardless of the area in which inflation originates – monetary or non-monetary – monetary and non-monetary factors are interdependent, as they interact in a reproductive process. It is emphasized that one of the driving forces of the inflationary mechanism is the unevenness of price increases, as a result of which some economic subjects are interested in the existence of inflation. It is found that the nature of the national economy and the market has a significant impact on the inflationary process. The dominance of monopolistic structures of the economy, the majority of imperfect competition in the markets is a favorable environment in which inflationary tendencies are quite easily picked up and become strengthened. It is identified that inflationary processes of the national economy can also arise as a result of international exchange, through the price mechanism of foreign trade, when the increase in the price of imported resources creates an impulse for inflationary costs within the country.

The article is aimed at studying and substantiating information and communication links and managing them in an organization, i. e. systematizing the entire communication space relating to enterprise management and promotion of goods and services. The article describes the meaning, value and place of information and communication management of organization as a process of making managerial decisions and promoting goods and services. As a result of all relevant research, the article forms a mechanism of information and communication management of organization, which allows to effectively manage information resources and communication processes at enterprise, which, in turn, provides improvement of productivity, efficiency, and competitiveness. The systematization of the classification of communications, which is presented in the article, depending on the type, environment of application and characterization of each of them, allows more effective use of all information and communication processes for the formation of a general organizational mechanism of communication links. The authors, after a thorough study of domestic and foreign opinions of scholars on information and communication management, provide their own vision of this category as an area of activity that studies, develops and implements strategies, methods and technologies for effective management of information resources and communication processes in an organization or enterprise. For formation of the mechanism of information and communication management, the article identifies the main aspects of formation of communication space of enterprise, namely: collection and processing of information; providing access to information and information security; communications management; information technology management; analysis and implementation of the latest solutions. Improving the information and communication management in enterprises can play an important role in improving the efficiency and productivity of the organization. The article identifies problems and prospects of using modern technologies of communication management in higher education institutions of Ukraine. It is noted that the main manifestation of crisis phenomena in Ukrainian higher education has certain socioeconomic features associated with insufficient response to the influences of external environmental factors, lack of quality information, adoption of ineffective managerial decisions, and inconsistency of communication support of higher education institutions (HEIs) with world standards. It is noted that today information and communication technologies: cloud computing, automation and robotics, the Internet, artificial intelligence, data analytics, etc. have created new opportunities for higher education students, scientific and pedagogical workers and identified new tasks for HEIs in the field of educational management. Based on this, the technology of communication management in HEIs in general terms presents a set of techniques, means, tools, forms and methods of influencing the managed subsystem of their activities, with the aim of achieving the planned results of financial, economic, social, and professional development. This management technology is regulated by special regulatory and methodological documents, i. e.: norms, regulations, job descriptions, regulations, activity standards, document management systems. It is concluded that one of the important conditions for the formation of an effective communication management system in HEIs is the dissemination of modern digital learning technologies, improving the efficiency of educational management, acquiring digital literacy skills which today are priority conditions for success in the modern labor market. The proposed directions of using modern communication management technologies in HEIs provide for the complexity of solving problems at all levels of management, optimizing activities and creating comfortable learning conditions for higher education students in Ukraine.

The article defines that startups in the modern economy, being the first stage of the life cycle of innovations, become one of the main engines of scientific progress. The purpose of the study is to determine the essence, classification, and role of startups in the economies of the world. Within the framework of this goal, the main approaches to defining the essence of startups are considered; a content analysis of the concept of «startup» is carried out; a closer definition of the concept is proposed. The main characteristics of «startups» and «small businesses» are also compared; the key features that allow a business project to be considered a startup are identified; the types and kinds of startups are studied. It concerns the following: low-tech, high-tech, and deep-tech innovations; startups by type of activity; depending on the stage of their life cycle; according to the main trends within which the startup will develop; by the method of occurrence (i. e., the nature of the action in the market); depending on their cost, etc. A generalized classification of types of startups by various attributes is proposed. Trends in the development of the startup movement are studied, viz.: rating by the share of startups in key topics; number of startups in the leading countries; the world-wide distribution of startups based on the industry of their implementation and their respective percentage of the total number. It is proved that the present-days processes of creating startups in the world are developing dynamically and will be of particular importance in those areas of the economy where structural transformation is central to the realization of not only economic but also broader social goals. It is determined that Ukraine cannot stay aside from these processes, which will require the use of various national policy instruments, the formation and development of the startup ecosystem, and the relevant institutional environment. This will create a basis for economic growth, which is extremely important for Ukraine in the context of the post-war economic recovery.

The article is aimed at studying and evaluating the current trends in digital marketing, as well as defining prospects for its development in Ukraine. The article analyzes the current state and perspective directions of development of digital marketing in Ukraine. The theoretical bases of digital marketing are considered; the use of its instruments is analyzed; the main trends and peculiarities of their implementation are examined. The application of marketing complex (4P) in the Internet is studied and analyzed. It is found that the level of efficiency and flexibility of development of digital marketing largely depends on how quickly an enterprise adapts to changes in the external environment and uses its internal potential. It is determined that enterprises and organizations, regardless of their size, form of ownership and sphere of activity, are forced to move to the online plane of doing business in order not to lose competitive positions in the market, develop connections, effectively promote their products and communicate with their real and potential consumers. The article analyzes the methods of optimization of enterprises in different spheres of activity, which have actively begun to develop their channels of digital promotion. The advantages of using digital marketing are given, including: priority of obtaining information; attracting a wide audience; repetitiveness of advertising information; low costs compared to other marketing instruments; the ability to analyze financial income and expenses. Enterprises are invited to abandon the traditional approach to marketing in favor of speed and efficiency of decision-making, use of social networks, timeliness of obtaining information, all this is possible when using digital marketing. Conclusions are drawn about the rapid development and transformation of digital marketing with the beginning of the COVID-19 pandemic and onset of the war in Ukraine.
