SOME PROBLEMS OF INMPLEMETING RESETTLEMENT AND COLONIZATION POLICY IN SIBERIA IN THE FIRST HALF OF THE 1920s (as reveled in «Soviet Siberia» newspaper)

Basing on the materials of the «Soviet Siberia» newspaper, the paper focuses on the main problems and features of implementing the resettlement and colonization policy in Siberia in the first half of the 1920s, as well as some issues of the organization, legislative and financial security of processes of resettlement and to Siberia during the specified pe-riod; the efficiency of the first Soviet resettlement and colonization campaigns of 1924 – 1925 is assessed.
The analysis of the Siberian periodicals materials devoted to this topic allowed to reveal the reaction of the authorities and the society to the implementation of the government’s resettlement policy, to reflect the main activities of the authorities for implementing the resettlement and colonization legislation, and to define and and outline primarily the «sore points» of the resettlement movement of the first half of the 1920s. As a result, some conclusions were made, which hadn't received due reflection in research literature.
Revolutionary changes of 1917 – 1919 in Russia didn't solve the problem of agrarian shortage of arable land in the central provinces of the country and the authorities were compelled to react to mass uncontrolled movements of peasants. Proper elaboration of the problem, providing legal support for implementing the process of resettlement, and a number of preliminary activities of the first half of the 1920s prepared the active resettlement and colonization programme of the second half of the 1920s – early 1930s.
The pitfalls of the resettlement and colonization campaign of 1924 – 1925 in Siberia were: low financial security; delays in money transfers to destinations, limited administrative facilities for organizing and servicing the resettlement movement. As the result, the colonization fund was poorly prepared, preliminary explorations of resettlement sites were badly implemented, movement of immigrants and their settlement in new places were badly organized.
This study facilitated some the reconstruction of some actual problems and features of realization Soviet resettlement and colonization campaigns at the initial stage, which our deepen knowledge of the researched object and promote introduction of certain amendments to studies of this problem.
