This article presents results of a research conducted at a Municipal Preschool São Paulo and aimed to verify the possibility of including children in the institutional evaluation process developed at the school. Data were collected through bibliographic review and semi-structured interviews with the management team and two teachers of the unit. The research reveals, among other things, that the school researched manage to hear the children and consider their opinion in deciding on the organization of their times and spaces as well as the organization of educational work process.

Through literature review and reflection on the current characteristics of po- pular education in Brazil, one realizes the historical importance of popular education for the formation of the field of socio-educative practices. However, the principles of popu- lar education - dialogue, struggle for liberation and diversity - are quite subverted when this field is consolidated. The recovery of the historical trajectory of popular education emphasizes its origins in the time of populism, its relationship to social movements, his participation in the struggle against the dictatorship and the challenges imposed since the late twentieth century. This recovery of the history and principles of popular education movements aims to inspire educators dissatisfied with the current direction of the field where they belong, to live and to propose creative heterodoxies.

The historical development of school education can be scaled through a series statistics and other quantitative data from the various factors that influenced the results are analyzed from the critical perspective. This involves the understanding that natural events are inter-related macro historical context. It was this perspective that permeated the research that resulted in this article and whose object of investigation were the educational policies of the Municipal Education from the municipality of Santarém-Pa, with regard to teacher training. The period (2003-2010) was due to the implementation of differen- tiated and innovative actions in the education sector since the adoption of the new LDB,9.394/96. We emphasize that the educational policy expressed different degrees of unders- tanding of the role of government in the face of effective social demands.

The study discusses the National Education Plan in present, under three aspects: what is understood as professional development, the challenges that reality presents, and the risks of kickback, both in value and in the working conditions. The argument consi- ders the number of available teachers, the required number of teachers and the difficulties in attracting new generations to the teaching profession in Brazil, all of which, combined, put into question the viability of the recent policy proposals.

This paper examines the insertion of the Coordination of Higher Education Personnel (Capes) in basic education. Traditionally, the institution has always focused on the formation of higher education teachers, by concentrating in post-graduation. This is a bibliographic and documentary research, with reference to Capes’ main teacher formation programs, namely: the Parfor, the Pibid, the Prodocência, the Obeduc, the New Talent Program and the Life. It concludes that the actions of Capes, although they represent efforts to contribute to the improvement of basic education in Brazil, reveal themselves punctual and unable to solve the structural educational problems, historically constituted.

This paper proposes a discussion of the speeches that addresses children as “fu- ture projects”, those that society, family and other institutions have the intention and duty to prepare for later times, being remembered, so as promises and depending for that, “in- vestments” programmed. Furthermore, we bring the concepts of nature as well as a place that needed to be “preserved”, were to rebuild “balanced and harmonious relations” for the good of everyone. Our hypothesis is that the content and processes of some productions and speeches, while assuming the position of serving all, on behalf of future generations and with the nature / environment as unique and shared responsibility, produce the idea of having a unique perspective and vision, so no conflicts or differences of interests. Mo- reover, when accomplish this - while symbolic production – their effective action practice the defense and the interests of a few. This means, those who speak (speech issue) and that by disregarding the differences related to the children in the present, contextualized and belonging to a particular class, contribute to obscure the roots of inequalities that generate social and economic disparities, thus reproducing, through hegemonic discourse and also, in some cases, “adultcentered” (selfishly centered on the adult), unequal relations that sus- tain social and environmental injustice exist today, in Brazil, as in the city of Rio Grande.
