The core argument of this article is to show that the Latin American historiography -taking as shown in Cuba, in the colonial time-that was capable of causing, by itself, some of the established historiographical trends and currents in nineteenth century Europe, to the extent that it had to face the problems that Europe is originated; Only to adapt to the circumstances of the American reality. Jose Antonio Saco argues nineteenth itself with the Enlightenment creole historiography of the eighteenth and the "History of slavery".

The studies of administration in Colombia have been characterized from its origin by the disturbed growth of their supply as much in the quantitative aspect as in the qualitative one, without being accompanied of the academic quality and pertinence that the superior education of the country demands. In this article the causes of the expansion and diversification of the programs of administration in Colombia are identified and analyzed, by means of an exhaustive revision of the bibliography related to the subject, in order to contribute to the debate and reflection about this problematic one.

Avec passer du temps il a été laissé entrevoir la possibilité que la pensée administrative a été seulement nourrie de la pratique de l’exercice d’administrer dans les organisations, dont la base se fonde le fait d’une vision objective de la réalité, qui essaye de rendre compte, du comportement des différents collaborateurs dans ces dernières. Penser que le comportement des collaborateurs dans une organisation dépend seulement du regard qui est fait sur ses pratiques et exécutions à l’intérieur des organisations, sans recourir à d’autres domaines beaucoup de vastes que nous ils peuvent aider à comprendre ces comportements, serait- de se conformer seulement une partie de la réponse à la question. ¿Parce que de certains comportements des personnes dans les entreprises ? Cet article prétend offrir au lecteur un regard qui va au-delà de la simple observation d’une réalité organisationnelle du point de vue des pratiques et il invite à insérer dans le domaine de la philosophie, en offrant ainsi, un complément idéal qui peut aider à trouver la réponse complète à la question déjà posée. En ce sens on aborde des concepts centraux comme celui de culture, construction connaissance et identité de l’être, comme importants éléments dans la recherche des fondements philosophiques de la pensée administrative en occident.

With the current concept about Sustainable Urban Development, in which four kinds of sustainability (environmental, social, economical and urban-territorial) are integrated, is done an extensive revision to explain, why Santa Marta, Colombia, is an unsustainable city. Based on the secondary information and some primary sources, all the signs of unsustainable development are shown, in order to search their relations. Consequently, the systems with high non-sustainability signs, e.g. social or urban-planning, affecting the city development, are considered. The environmental part is studied deeper, due to the natural richness of its surrounding areas and the low integration of this richness in the development process. The last part outline three proposals to get in Santa Marta the sustainability conditions: improve its institutional capacity, increase the public participation process and strengthen the city-planning in the long term period.
