The law of Ukraine "On Higher Education" from July 1, 2014 determined the structure, content and standards of higher education in Ukraine; principles of State Policy on Education; types of higher education institutions and their legal status; management structure of higher education institutions; foundations of scientific, technical and innovative activities of universities; financial and economic relations between universities; rights and obligations of participants of the educational process; issues of international cooperation in higher education. The new law contains a number of innovations which provides: — Autonomy, academic freedom and financial independence of universities; — Strengthening public control over the quality of training, the establishment of the National Agency for Quality Assurance in Higher Education; — Fixation in law the external independent evaluation of knowledge and skills of persons; — Unification of Ukrainian higher education levels, degrees and academic status of scientific and teaching staff with appropriate educational systems of European countries; — Establishing effective cooperation between higher education and the labor market, involvement of employers into the educational process. Consequently, higher education in Ukraine has received an updated legal framework that could ensure the implementation of educational reforms aimed at innovative development of the Ukrainian economy and society, strengthening the link between education, science, government and business, improving the quality of training, their competitiveness in the labor market, deepening of European integration and strengthening cultural cooperation of European nations.

In light of the new Law of Ukraine “On Higher Education”, pedagogy today should become a science providing a new solution to existing challenges. Modern contradictory information society is more than ever in need of resourceful, intellectual and creative young people with democratic frame of reference and high life values, who are capable of orientating themselves in the world and are ready to bear personal social responsibility. In this view, the reevaluation of ‘how to teach’ and ‘what to teach’ is of paramount importance, which would provide up–to–date cutting edge content to humanitarian curricula, especially in technical higher education institutions. Therefore, it is social education based on strengthening a humanistic component of educational process that is aimed at introducing young people to the system of democratic (civil) values and will be able to prepare students to participate in resolving current and prospective challenges in the government, be a responsible community leader and a country patriot.

Raising of problem. An oratorical art is one with the oldest types of human activity. Force of word which convinces influences and inspires, always was direct–coupled with personality progress of any public figures. For today trade of eloquence and ability to set and support the living co–operating with listeners is examined as a necessary component for professional activity in the most various spheres of self–realization. Purpose of work — to analyse the major aspects of oratorical art and set intercommunication of eloquence and personality progress. For gaining end the followings tasks are put: to probe the features of forming of practical and theoretical foundations of oratorical trade; to analyse historical, national and personality component arts of word; to consider the row of laws which determine mislennevo–vocal activity; to define specific properties of co–operation of speaker and audience. Conclusions. 1. Historical sources carried to us information about high development of oratorical trade in the countries of Ancient East and Asia — Egypt, Syria, Vaviloni, Indium, China. However much eloquence attained a most bloom in V–VIII anitem A.D. in Ancient Greece, and then — in Ancient Rome. 2. The article of oratorical art opens up through a number ofl aws, namely: audiences, strategies, tacticians, linguistic (vocal), effective communication (dynamics of activity of speaker) and control–analytical (reflections). 3. Among main problems which can be come an obstacle for fruitful co–operation of speaker and listeners, two basic complexes are selected: circle of questions, related to social and personality interests; stereotypes of every day consciousness. 4. Decision value at any forms of public appearance has personality of speaker, him own feeling of progress, based not only on the detailed knowledge of object but also on the sufficient domain of actor trade and psychological ability of the effective use of reception of novelty main constituents, when in living contemplation listeners by a deep awareness always can form clear position.

Problem statement. The development of inhabitant locality of Ukraine is characterized by significant differences in levels of socio and economic development. An excessive concentration of population and industry in large cities, inefficient, slow development of most medium and small cities, towns and villages, considerable territorial disproportions of economic development of the country, considerable shortcomings in the territorial organization of society are observed. At the same time the tendency of the total area of increasing of inhabitant locality. The lands are used inefficiently. Among the most common problems of inhabitant locality is the housing problem. When making a decision on the design of affordable housing construction is one of the most important stages in the development of the technique and economic substantiation of the project is determination of the advisability and effectiveness of construction. The substantiation of advisability and effectiveness of affordable housing based on the definition of technical and economic indicators of projects, one of the most important among them is the cost, in its calculation is necessary to take into account the influence of organizational and technological factors, reflecting the features of construction in condition of compacted construction. Purpose. Development of methodical recommendations on substantiation of cost construction of affordable housing in the conditions of compacted construction. Conclusion. To provide a processing and the analysis of data is necessary development of the applied software on the basis of the developed block scheme of justification of cost construction of affordable housing.

The formulation of the problem. Petro Mohyla is one of the most famous religious, cultural and public figures of Ukraine, whose true greatness is marked in the history by the term "Mohyla’s Period of Ukrainian History." He is a prominent theologian, educator, humanist, reformer, founder of the national cultural revival of Ukraine. The life of Kyiv Metropolitan Petro Mohyla for many people even today is extraordinary mystery. Complex and controversial was the fate of the church and prominent cultural figure that left considerable mark in the history and culture of Ukraine. The analysis of recent research. In historiography today there are several views on Mohyla, none of which can be considered neither complete nor objective as their political or narrow religious affiliation and tendency are too obvious. The conclusions. The figure of Petro Mohyla has never lost interest of his contemporaries and later historians as causing polar thoughts and opinions. But whatever traits or features of activities they stopped at they all agreed that it was a strong–willed, authoritative, hard head, called by his era and its customs. At the same time certainly they marked his skills of an experienced organizer, a good counselor, a wise mentor. His name is linked to deployment of higher and secondary education in Ukraine and Russia which was not simply copying Western schools, but could compete with them. He was the founder and creator of the first in Eastern Europe higher education institution — Kyiv–Mohyla College, which became the forerunner of Ukrainian Academy and the University of Kiev.
