The changes in both economies allowed a slow and gradual approach between them, and, within this perspective, this paper considers the commercial and political-diplomatic aspects that conditioned the Indo-Brazilian relations, in bilateral and multilateral scope.

After decades of tensions, sanctions, mistrust and instability, the governments of Iran and of the United States have finally reached an agreement aiming at thawing their relations and putting an end to international suspects about the Iran’s nuclear program. The negotiations, which began formally in November 2013, were concluded within the deadline established by the participating countries (March 31, 2015). The compromise was led by the Iranian representatives as well as by a board of European Union politicians and diplomats and of P5+1 (the five permanent members of the UN Security Council plus Germany). Although the terms of the deal have not been legally fixed, we can expect a progressive lifting of the economic sanctions imposed on Iran since the 1980s and intensified after 2009. Similarly, the Iran’s nuclear program gains international backing, as it becomes subject of the most intrusive and unrestricted surveillance of experts.

The international financial crisis and the ‘great recession’ have substantially altered the dynamic process of the international economy. On the one hand, it has accentuated the asymmetry that exists between the economic size of emerging countries and their current role in the international monetary system (IMS). On the other hand, there is little space for substantial reforms in the global financial architecture inherited from the post-War period, particularly regarding to the Bretton Woods Institutions. In view of these developments, regional integration has become a second best strategy for the developing countries, specifically for South America countries. In this article, we investigate the existing mechanisms of monetary and financial cooperation in South America and question if they can ensure progress in regional integration. The historical and institutional analysis of the existing mechanisms in South America reveals a fragmentation of the region. Although the region has an extensive network of mechanisms for regional monetary and financial cooperation, such mechanisms are linked to different cooperation agreements. At the same time, our findings suggest that there is some evidence of macroeconomic convergence in UNASUR that justify a deeper integration among them. Thus, this article proposes the creation of a Regional Market Maker to UNASUR to boost trade and financial relations, discipline and standardize macroeconomic policies and prevent any disruptive situation resulting from financial and exchange rate crises.

This article observes the changes in the Brazilian foreign policies agendas in the period of 2003-2014. The analysis is particularly focused in the role of domestic actors and the MRE shifts along the years. In this sense, the article analyses the media as a tool and as an actor of Brazilian foreign policy, perceiving it’s repertoires, discourses and interests, searching a theorical framework about authors that study the relation between media and public diplomacy guided by the ex-ministers of foreign affairs of Brazil: Celso Amorim (2003-2010), Antônio Patriota (2011-2013) e Luiz Alberto Figueiredo (2013-2015). The methodology utilized in this work is the analysis of the speech with the support of Nvivo software. Likewise, this article studies the relations among media and foreign relations, through the analysis of the speech of the ministers of foreign affairs of Brazil.

Despite of the central role the Internet plays in cyberspace-related matters, it was only when Edward Snowden brought light to American-led digital espionage programs that Internet governance and cybersecurity agendas definitely converged. The Snowden Affairs increased the entropy within the broader Internet ecosystem and reignited political tensions that revolve around the US prominence within the narrower arena of critical Internet resources management. In this context, many countries have shown great concern regarding the governance of the Internet, and Brazil has gained a prominent role in the debate. This paper (a) summarizes the concerns arisen from Snowden's leaks and their general impacts over the Internet governance ecosystem; (b) tracks the policy actions undertaken by Brazil in the issue-area of Internet governance both before and after Snowden; and (c) details how Brazil seized the Snowden Affair as an opportunity to promote its broader political agenda internationally, fostering a more democratic and pluralistic Internet governance worldwide. In the end, the paper reflects upon the prospects for change in global Internet governance after the US government announced its intention to relinquish its privileged position vis-a-vis critical Internet resources.

In the beginning of 2015, two important events affected the Arabian Peninsula, changing the Saudi and Yemeni rulers. Saudi king Abdullah’s death ended a decade- long reign, although he ruled since 1995. Meanwhile, the Houthi rebellion in its Southern neighbor toppled Yemeni president Hadi, who rose to power in 2012. This situational analysis seeks to evaluate Riyadh’s succession process’ effects on its domestic, foreign and regional policies and Saudi assertive participation in the Yemeni crisis.

The aim is to explain why NATO adopted a new Strategic Concept in 2010. The central argument indicates that the adoption of the new Strategic Concept is related to the need to improve collective defense to ensure the set of capabilities needed to cope with new threats and the strengthening of the organization's capacity for crisis management and cooperative security, which implied the increased exchange of information, the improvement of military capabilities, the development of civilian capabilities, the expansion and intensification of political consultations among NATO members and the greater cooperation with non-members and other international institutions. In addition to proposing the expansion of capabilities for functional actions, the new Strategic Concept also highlights the importance of continuous use of rhetorical action to reaffirm the shared values and organizational cohesion.

On March 1st, 2005 a coalition of progressist political parties ‘Frente Amplio’ assumed the Executive Power after winning the presidential election in 2004, which constituted a singular electoral and political event. The formation of the first leftist government in this country marked changes in its foreign policy and established a new model of international insertion. In this paper we will analyse, first, the Uruguayan foreign policy during the progressist governments with a general characterization, and the international dimension in the ‘frenteampista’ program of government. Second, we will continue with a brief overview of the foreign policy of José Mujica and the relationship with Dilma Rousseff's government. Third, we will conclude with the global, regional and bilateral dimension of current cooperation agendas.

This article seeks to distinguish some of the historical events that led to the fragmentation of bilateral relations of Chile and Bolivia, which lost access to the sea. It begins with the claims that led to the Pacific War, and the text continues with the attempts of agreement between the respective presidents throughout twentieth century, reaching the present day, exposing ineptitude to provide an agreement that would allow to Bolivia (by Chile) reestablish their sovereignty to the ocean. Resulting in Bolivian demand for their output to the ocean, on April 2013, on the Hague Tribunal.
