The aim of the publication is to compare two clusters from different parts of Europe, detailing the stages of its development and make recommendations for the future development of the two. The methodology proposes using the case study examples of two clusters from Poland and Spain, both linked to the food area. While Agrofood is characterised by the large number of firms, a complementary industry, universities and research centres, the Ecological Food Valley cluster is at an initial development stage and still has not sufficient economic resources to be maintained with full autonomy, and to become competitive. The main recommendation is that the evolution of Agrofood illustrates the stages that the Ecological Food Valley cluster could go through in its own evolution.

Since at the present stage of development of economy of Ukraine the system of intergovernmental relations is one of the main levers of the entire financial policy, it is the actual definition of the priority ways of its development. The effectiveness of the system of intergovernmental relations is to promote the socio-economic development of territories and population welfare increase. Particular importance is acquired to provide transfers. However, to date, there are problems of reforming the system of intergovernmental fiscal relations in Ukraine, considered by the authors in the article. These problems are systemic and require settlement. This is what makes the system of interbudget relations reform the policy sufficiently relevant. The article identifies ways to improve the assessment of the effectiveness of the mechanism of intergovernmental relations and identified factors of territorial budgets.

Management principles of financial service of vine enterprise, mechanism of development and introduction instruments of financial control and financial planning are reasonable in the article. Technical equipments and human capital are considered as important links of the integral system enterprise. The authors presented the factors that led to the impossibility of the use of financial planning in enterprises, as well as the necessity to solve these problems in an article, create conditions for the development and effective functioning of the business winery. It is this uncertainty and increased risks, planning for wineries, according to the authors, would be an effective tool for improving the organizational-economic mechanism of funding.

Is investigated process of origin and development of shopping centers in мthe Great Britain, and problems which thus arose, and approaches to their decision are analyzed. It is considered the significant effect on trade organization of achievements of science and technology and upgrade of technologies. The essence of modern strategy of the concentrated trade and services in the Great Britain, and also actions of the city authorities for involvement of investors to creation of the modern shopping centers concerning rendering to them the help in an assessment of a real situation on receiving profit of these or those decisions is captured. Results of questionnaire of tenants of floor spaces, managers and other ranking officers of tenants are given in 12 largest shopping centers of the Middlesbrough city in the Great Britain.

The paper proposes a new method of calculating the index of the transport sector, a virtual transportation speed. The calculations are based on the values of turnover, the number of cargo tons (passengers) transported and the duration of the analysis period. Computations for the working formula are presented; explanations on the nature and meaning of both the index and its components are given. The advantages and the shortcomings of innovation are disclosed. The example of calculations using official statistics in Ukraine for the period 2012-2014 years for all the major modes of transport is given. The calculation results for the final values both virtual speed and dynamics of its changes during the analyzed period are tabulated.

It’s discussed the theoretical and methodological issues of using the Cobb-Douglas function and the function with constant elasticity of substitution of resources (CES-function) in the process of the modeling of the most important economic indicators of production, represented in terms of value. It is researched the possibility of the optimizing production within the CES-function depending on the capital-labor ratio. The optimal capital-labor ratio providing the maximizing output of the production is determined. It is considered marginal rate of substitution of resources within the Cobb-Douglas function and the CES-function, provided that the capital-labor ratio reaches the optimum value. It is shown that in this case the marginal rate of substitution of resources is equal to one. It offers a new interpretation of the marginal rate of substitution of resources as an indicator of the disparities of investing money in the aggregated factors "capital" and "labor".

There was analyzed heave rage cost per one household spending into rest, culture and education. There was justified the necessity of compliance with minimum social levels according to the current needs of households.

The article enhances conceptions on formation and usage of leverages of dynamic organizational culture in the system of multivector development of enterprises. The authors consider the main approaches to defining a concept «organizational culture» and specify its main types. The authors indicate determinant functions of organizational culture in the process of providing multi-vector development of enterprises. The authors have compared organizational culture of dynamic and static organizations. The authors have proved that effective multi-vector development can be provided due to formation of a dynamic type of organizational culture, which is an influential leverage for activation of implementation of multidirectional transformations. Having done the research, the authors indicated leverages of dynamic organizational culture aimed at providing multi-vector development of enterprises.
