The limited access of agricultural enterprises to finance is caused by credit rationing. The existing studies into the relationship of credit rationing often do not pay enough attention to the problem of the lender’s attitude to risk, particularly the papers considered that the lenders have neutral attitude to risk. The paper discusses that the lender has prudent attitude to risk. Different tools of the government’s credit support may decrease the inefficiencies caused by credit rationing of agricultural enterprises. The paper considers two tools of government support: the interest subsidy program and credit guarantee scheme. In the paper on the basis constructed economic-mathematical model has been proved that to overcome credit rationing of agricultural enterprises from the point of the lender there is the most effective tool of government support is the interest rate subsidy program.
