The article deals with crimes and administrative offenses committed by migrants in the Voronezh region. It provides a number of documents that regulate legal relations in the Russian Federation. The author gives an overview of the structure and the social composition of migrants. It is shown that migrant status is formed not only by regulations, but also by programs adopted by the central authorities. The practice of the Federal Migration Service, the Federal Security Service, the Ministry of Interior, counteracting the illegal activities of migrants, is investigated. Much attention is paid to the analysis of practical measures of preventive and preclusive character, which play an important role in reducing crimes committed by migrants. It is emphasized that only joint activities of state bodies and municipalities can reduce the damage caused by illegal activities of migrants.

The article deals with the features of formation the municipal self-governed authority in the Black Sea Province. The article shows the principle of introduction in the village regulations of 1892: in full in the provincial city of Novorossiysk and in simplified form in other localities of the province. The article analyzes the procedure of elections of public deputies of the village council on the basis of village regulation of 1892, and forms of administrative control over the election process to the village council by the governance.

Corruption in the public sector has a negative impact on various aspects of society: politics, economics, and law. EU law contains a wide array of anti-corruption norms that regulate relations in the civil service and political finance. EU agencies in home affairs (Europol and Eurojust) constantly keep in focus the various aspects of preventing and combating political corruption. The larger part of the article is devoted to the formation and functioning of Europol and Eurojust.
