This article considers the issues of bilingualism development in the Kabardino-Balkarian Republic as a multidimensional (multi-aspect) problem, the solution of which is focused on such factors as the age of linguistic personality, environment and communication conditions of linguistic personality, social status of linguistic personality, functional status of the used languages, ethnical culture, etc. In this context the authors consider linguistic personality as a type of bilingual linguistic personality in invariant model, formed in mono- and poly-ethnic environment. The listed factors influence linguistic and speech competences of the bilingual personality, which depend on the type of bilingualism. Thus, coordinative bilingual personality has identical linguistic and speech competences when interacting both native (Kabardin or Balkarian) and Russian languages. Subordinative bilingual personality has insufficient knowledge of the second language, typical for mono-ethnic environment, which certainly impacts his/her linguistic, speech and communicative competences. Functional bilingualism is the most wide-spread type of bilingualism in poly-ethnic environment.

The article determines loci communes role in the processes of education, storage and reproduction of folk texts and in the course of storytellers’ improvisation and texts contamination. Loci communes are, first of all, means of storyteller’s epic memory storage. They helped to preserve and hand down the art of the storytelling. On the other hand, with the help of loci communes storytellers joined in collective tradition.

The article is focused on comparative aspect of different approaches to the “public administration” notion in the legal science of the second half of the XX – early XXI centuries. The author came to a conclusion that the study of many pre-revolutionary, Soviet and modern scientists’ views of the problem of public administration notion definition, its structure, functional orientation and territory administration features allows to conclude that different approaches to its understanding, developed by pre-revolutionary scientists objectively survived, were affected by class ideology in Soviet period and are influenced by the paradigm of law-governed democratic state at present.

The search of conditions for future specialist’s professional position molding is crucial nowadays. This article discloses the features of “position” notion essence in the context of professional self-determination, analyses the problems of future specialist’s professional development in terms of topical social and professional objectives solution, considers debatable issues of professional development as an integral continuous process of future specialist’s personality formation. The stages of personality professional molding are elaborated. The author determines the relation of professional position with different types of positions (social, personal, role-based). It is mentioned that professional position is determined by professional attitudes and characterizes person’s system of stable value relations towards future professional activities. The relation between the professional position molding and the professional orientation, determining person’s peculiarly experienced selective attitude towards reality, influencing his/her activity is emphasized.

Georgia as a whole is characterized by rather rich solar energy resources, which allows to construct alternative power stations in the close proximity to traditional power plants. In this case the use of solar energy is meant. Georgia is divided into 5 zones based on the assessment of wind power resources. The selection of these zones is based on the index of average annual wind speed in the examined area, V> 3 m / s and V> 5 m / s wind speed by the summing duration in the course of the year and V = 0. . . 2 m / s of passive wind by total and continuous duration of these indices per hour.
