The banking sector plays a leading role in financing economic development in the countries of the European Union. The recent crisis revealed how insufficient the banks stability is. As a result of the process of concentration in the banking sector there came to strong reliance of economies on the financial standing of big banks. A number of them were supported financially by governments which at the same time are tightening the control over their operations. The creation of the banking union taking supervision of banks, the regulation principles and controlled bankruptcy (Banking Recovery and Resolution Plan) as well as the deposit guarantee scheme has already started. However, conflicting interests of different EU countries make these solutions to be introduced in stages and not comprising all the countries.

The shortcomings of the current system of FSI are pointed out in the article. The features of the imbalances of the financial sector are shown. The use of the integral financial soundness indicator as well as credit aggregates for more adequate assessment of susceptibility of the financial sector to financial stress are proposed.

The article is devoted to the analysis of the history of the category of «the truth», the ambiguity of its estimation and its basic concepts. Their analysis is carried out in the context of interaction, as they are complementary in nature. It is shown that the problem of the truth and ways of its searching are also guiding in economic science, which requires the study of all areas, schools and cur- rents of the economic thought, as well as their rational synthesis of a coherent economic vision. Its evaluation in terms of good and evil, justice and injustice, humanity is of particular importance in the economic theory. The principles of historicism, specificity, consistency, objectivity, conflicts, increasing complexity of economic systems and continuity have been analyzed.

The purpose of this paper is to present a comparable analysis of innovation in Lublin Region compared to selected regions of Central and Eastern Europe. It should allow to diagnose a current situation and provide the answer, which regions with comparable specificity may be viewed as more or less innovative. At the same time it would be possible to verify whether Lublin Region developed specific market advantages in the investigated area, and whether it may build up the potential to intensify the development for the years to come. The subject of this research is also to identify tendencies which appeared in the years 2007−2011 in order to verify the direction of the change in the examined region compared to other regions, as well as to identify the areas which require improvement for increasing development dynamics by means of innovation.
