The article examines the relationships between the key components of the levels of socioeconomic development of Ukraine and the Republic of Azerbaijan. The aim of the study is to build a model of intercountry regression of per capita economic growth of both Ukraine and the Republic of Azerbaijan and to perform a comparative cross-country analysis of the key component of inclusive growth of the two countries under the strong influence of financial and socioeconomic crisis processes and the ongoing war. The study is aimed at an empirical study of the joint movement of both indicators, the identification of cause-and-effect relationships and cointegration dependence, the determination of a long-term integration relationship, allowing to take the necessary steps and measures for the positive mutual impact of trade and economic relations between the two countries on the national socioeconomic development. As the level of economic development, GDP per capita was used, taking into account purchasing power parity (PPP). The analysis of the dynamic relationship of indicators is carried out on the basis of data from January 1990 to December 2022. The study uses econometric methodology, including the extended Dickey–Fuller test for the presence of a single root, the Granger test for causality, the Engle–Johansen tests for cointegration, the vector model of error correction, and standard diagnostic tests. Tests for stationarity, causality, and cointegration were performed at the 10% significance level in the entire sample. The cointegration of the integrated 1st order of non-stationary initial series is revealed, where the preferred variant is the one with a trend, in which the marginal rate of restoration of equilibrium between GDP per capita at PPP of the two countries in the current year after the shock of the independent variable in the previous year is noted. The result, showing that GDP per capita at the PPP of Ukraine is in a slight positive dependence on GDP per capita at the PPP of Azerbaijan, is obtained. The empirical model explains 95% of the variation in the initial levels, and the equation of the vector error correction system 51% explains the differences. Recommendations are provided to ensure a long-term equilibrium of the joint movement of GDP at the PPP of both countries and to reduce the imbalance.

The purpose of the article is to conduct a comparative analysis of the trends in the development of startups, taking account of world practices and the possibility of their implementation in Ukraine. The impact of Industries 4.0, 5.0 on ensuring the high-tech development of national economic systems is substantiated and the need to implement startups as the basis for the formation of innovative entrepreneurship is emphasized. Changes in global financing of startups are analyzed, a decrease in the number and value of deals on the financing of startups and fluctuations in the financing due to the phased development of startups are revealed. The following reasons for the decrease in the financing are identified: a slight rise in investment in the early stages of the development of startups and a fall in the level of global financing of startups due to the unattractive investment climate in the global economic system. The need for assessing the factors in the formation of a new ecosystem for the development of startups by country, changes in the number of registered startups is emphasized. The leaders in the development of startups in the TOP-5 countries are identified, examples of highly rated startups in specific countries are provided and the main areas of their operation are determined. The trends towards the increase in the number of dismissals of IT workers in 2023 are systematized. It is found that such dismissals have a negative impact on the technological development of sectors and decrease the attractiveness of startups in innovative entrepreneurship. The global structure of startups by fields of activity and changes during 2022-2023 are analyzed, reductions in such industries as social networks and leisure, e-commerce and retail are detected. The main global trends in the development of startups and influencing factors in the development of startups are determined. It is concluded that in the conditions of global transformations there are negative changes in the development strategies of startups, the priority areas are the planning and improvement of business models, and not the growth strategies within the framework of increasing the profitability of foreign companies.

The article is devoted to the determination of the main trends in the development of scientific research in the sphere of startups using the methods of bibliometric and content analyses. In accordance with the set goal, the dynamics of publication activity and the structure of publications in the direction of «startup» in the scientometric databases Scopus and Web of Science were analyzed; the sectoral structure of publication activity on the startup topics is studied; the TOP-5 of scientific publications by the number of citations in the scientometric databases Scopus and Web of Science have been formed; the geographical structure of affiliations of scientists with high publication activity on the startups issues, including individual institutions, is analyzed. In order to identify trends and key areas of research in the sphere of startups, a bibliometric analysis of scientific publications presented in the Scopus and Web of Science was carried out using VOSviewer software, and the main clusters of research were identified, along with the dynamics of their development. According to the results of the study, the author determined the following: 1 – the number of publications on startup topics has been gaining increasing popularity since the 90s of the twentieth century; 2 – the startup topics are of interdisciplinary nature; 3 – 9 clusters of key areas of the startup research (innovation, lean startups, productivity, management, innovative business model, knowledge, growth, ecosystem, business incubator) are identified; 4 – the leaders in the number of publications in this area are the USA, China, Germany; 5 – in 2017–2018 the vast majority of publications were aimed at modeling startups, while in 2018-2020 – innovation and entrepreneurship, and recently there have been studies that are mainly related to the startup ecosystem; 6 – the close relationship between the keywords «Startup» and «Ecosystem» is substantiated, which can be considered a promising direction for the development of scientific research in this area.

The article is aimed at studying the main changes in logistics during the wartime and, further on, generalizing innovative technologies in industrial logistics in the situation of wartime and concerning the post-war period of economic development of Ukraine, as well as developing proposals for improving the efficiency of their use from the standpoint of corporate relations and intellectual property. The authors’ own structural and logical scheme of the study on the topic «Innovative technologies in the logistics of industrial enterprises during the wartime and in the post-war development of the economy of Ukraine: corporate relations and intellectual property» in a general form is built, the material of the article is presented accordingly. The main changes in logistics that took place during the war of Russian Federation on Ukraine are highlighted. The importance of «innovative technology in the logistics of industrial enterprises» is substantiated from the standpoint of valuating the interests of all stakeholders. In the course of the study, the authors’ own interpretation of this category as new technologies that are created on the basis of the use of intellectual property rights and are able to satisfy the vital interests of all participants in corporate relations by means of applying them in the logistics of industrial enterprises is presented. The promising directions of application of innovative technologies in the logistics of industrial enterprises in the conditions of wartime and in the post-war development of the national economy are generalized. It is noted that the current economy of Ukraine operates in the context of transformation of market relations in accordance with the requirements of the EU, one of which is the formation of the corporate sector for the effective use of pooled capital (both financial and non-financial). The indicators of receipt of applications for objects of property rights (OPR) and for inventions during the period of 2018–2022 are analyzed, the results of the carried out analysis have actualized the issue of motivation for the creation and introduction of the objects of intellectual property rights (OIPR) as a source of innovative technologies in the logistics of industrial enterprises during the wartime and in the post-war development of the economy of Ukraine. The conceptual and logical scheme of creation and implementation of objects of intellectual property rights as a source of innovative technologies in the logistics of industrial corporate associations is visualized on the basis of situational and integrated approaches. It is expected that the recommendations provided will improve the process of management of innovative technologies in the logistics of industrial enterprises, accelerate the restoration, modernization and development of corporate industrial associations, increase the level of satisfaction of vital interests of participants in corporate relations and of the population of Ukraine as a whole concerning both during the wartime and in the post-war development of the national economy.

It is substantiated that the modernization of the military-industrial and security complex is the main link in the innovative transformation of the national and regional economy in both the wartime and the post-war periods. Studies have shown that in the system of academic and sectoral domestic science, a significant potential for fundamental and applied research in the field of armaments, military equipment and security technologies is formed, which implies the basic determinant of innovative transformation of the national economy and the economy of individual regions through the modernization of the military-industrial and security complex. It is determined that the favorable prerequisites for the modernization of the military-industrial and security complex of Ukraine are: an extensive network of research and production institutions that specialized in the design of new types of weapons and military equipment; powerful research and engineering human resources of the military-industrial complex; availability of industrial capacities for the production of military products; sufficient resource base to ensure a full cycle of production of certain types of weapons and military equipment (availability of production of ferrous and non-ferrous metals, various types of electronics and optics products). It is found that the restoration of the relationship between the sphere of research and development of defense and security direction and the development of the production of weapons, military equipment and security technologies will ensure the renewal of the military-industrial and security complex on a new technical and technological basis, and this will contribute to the growth of domestic demand for domestic metal products, the transfer of advanced foreign defense and security technologies, the accelerated development of domestic electronics and other industries related to the military-industrial complex, and the development of digital technologies. It is determined that Ukraine enjoys the broad support of the coalition of Western countries, which creates favorable conditions for the transfer of modern foreign defense and security technologies of the latest generations, which will allow to establish the production of modern weapons and military equipment at domestic enterprises of the defense-industrial sector in the short term.

The article determines that at the present stage of human development, the economy acquires the importance of a factor of direct impact on the natural environment, and that this situation has arisen as a result of economic development focused on meeting the needs of mankind under conditions of ignoring the need to ensure environmental neutrality of production and consumption, which, with the inconsistency of natural and economic resource cycles and limited natural resources, determines significant negative qualitative and structural changes in the environment. The article presents the results of a study on substantiation of promising directions for the development of the circular economy, where it is considered as a certain stage of economic evolution and an integral part of the real anthropogenic and natural resource cycles. The use of this approach along with the conceptual provisions of the circular economy contributed to the developing of: a system of defining features of certain types of economies; a cyclic-resource model of the anthropogenic environment; a complex of theoretical and methodological support for substantiating the directions of development of the circular economy. The peculiarities of the practical application of theoretical and methodological provision for the identification of promising directions for the development of the circular economy are disclosed on the example of solving the problem of reducing the negative anthropogenic impact on the environment, namely carbon dioxide emissions into the atmosphere in Ukraine, by types of economic activity in compliance with other conceptual provisions and restrictions.

In recent years, higher education institutions have been developing under the influence of atypical, unpredictable, powerful exogenous challenges. The COVID-19 pandemic has led to significant transformations in the educational, research, and international activities of universities, transferring most communications to an online format (distance learning, remote work, meetings with colleagues and communication with partners in the form of video conferencing, making use of modern digital technologies). With the beginning of russia’s full-scale war against Ukraine, educational institutions are suffering enormous losses both in human capital (departure of scientific and pedagogical staff and students of higher education abroad, mobilization, injury, captivity, death of both employees and students) and in material and technical support (damage or destruction of buildings, laboratories, destruction or theft of equipment, etc.). The authors of the article note that the post-war modernization of Ukrainian universities should be implemented on the basis of the conception of sustainable development, covering various areas of their activities, and not limited exclusively to restoration to the pre-war state. The aim of the article is to systematize scientific approaches to the study of the processes of modernization of higher education institutions on the basis of the conception of sustainable development. To achieve the goal, the method of content analysis was used to study scientific publications of foreign scientists devoted to the study of various aspects of sustainable development of higher education institutions. On the basis of the carried out study, the following main groups of scientific approaches have been allocated: institutional, material-ecological, process, experimental-search, stakeholder (partnership), and structural-functional approaches. The authors conclude that, given the multifaceted nature of the processes of modernization of higher education institutions on the basis of the conception of sustainable development, it appears more balanced to apply an integrated approach to the related research work.

These innovative communities prove to be particularly valuable for development of the territorial ones, as they contribute to solving complex problems, creating new opportunities, and supporting growth. Innovation communities as counterparts of territorial communities are platforms where diverse individuals, entrepreneurs, professionals, academics, activists, and other stakeholders pool their knowledge, expertise, and resources to jointly find solutions to current challenges and make a positive impact on their environment. Such communities can provide a wide range of activities, such as technological development, social initiatives, environmental protection, education, and culture. In light of the above, innovation communities as counterparts of territorial communities turn out to be an extremely important tool for creating a positive impact on society. At the same time, the potential of innovative communities remains insufficiently studied and disclosed from the standpoint of the development of territorial communities. The purpose of the study is to review the main theories of innovative communities and determine their potential for the development of territorial communities. The study analyzes the main theories of innovation communities, which explore the processes of cooperation and innovative development. These theories help to understand various aspects of innovative communities and networks, the dynamics of their development and the factors influencing their effectiveness. Each of these theories has its own characteristics and can be used to analyze and develop innovation processes in different contexts. It is determined that innovative communities can have a variety of effects that contribute to innovative development and achievement of community goals. It is determined that theories of innovation communities are important for understanding, describing and practical application of the processes taking place in innovation communities. They provide a framework for analyzing and managing the dynamics of such communities, helping to understand how they are formed, function, and affect the development of a territorial community. Overall, innovation community theories play an important role in understanding and facilitating the development of innovation processes and communities, as they provide an analytical framework that helps to better understand the complex relationships and dynamics in innovation communities, which in turn contributes to the creation of more resilient and successful innovation ecosystems.

The article discusses the essence of the category of «stakeholder» and the development of approaches to determining the influence of stakeholders on the implementation of regional development projects. The process of organizing regional development with the involvement of stakeholders, the development of the interpretation of the category of «stakeholder» and their role, as well as approaches to determining the degree of their influence on the implementation of regional development projects are analyzed. It is defined that regional development projects have separate characteristics that vary depending on their directedness, direction, implementation period and level, and are designed to address a number of issues related to the development of a particular territory. It is defined that stakeholders are a dynamic category and, according to their role in the process of implementing regional development projects, can change over time or depending on various factors. According to the role and interests of stakeholders in the processes of formation, planning and implementation of development projects, they can be divided into separate groups, namely: local, economic, social, environmental, and international groups. Each individual group of regional development stakeholders performs a certain unique function in the process of implementing regional development projects, which is aimed at their implementation and achievement of the set goals, as well as the realization of the stakeholders’ own interests. Taking into account the specifics of different groups of stakeholders, a scheme of roles of specific groups of stakeholders in the context of regional development was built, which in the future will allow to provide a more open and comprehensive approach to planning and implementing regional development projects. The influence of stakeholders on the process of implementing a regional development project is constantly changing and is measured by three main attributes, namely: power, interest, and dynamics. The role of stakeholders in the regional development process is to ensure a broader and more diverse approach to the planning and implementation of regional development projects. This is an important aspect, as taking into account the different voices, proposals and needs of stakeholders contributes to the successful achievement of the set goal. Thus, it will allow adapting the entire process of implementing regional development projects in accordance with new circumstances and challenges, which will contribute to the achievement of the goal.

Signs of global instability are now inherent in the economic system of any country over the world, and Ukraine is no exception, where, as a result of the pandemic and, in succession, the war, there was a decrease in incomes of the population, industrial output and sales of services, capital and foreign direct investment. According to the State Statistics Service, expectations of industrial enterprises regarding the prospects for the development of their business activity by type of economic activity and by major industrial groups decreased in 2020–2022 at enterprises of all types of economic activity compared to 2019, which, combined with the catastrophic destruction of infrastructure and forced migration of the population, is a clear negative trend that characterizes the current business climate in Ukraine. The aim of the article is to substantiate the theoretical aspects of the formation of components of adaptive systems for management of startups in Ukraine in the context of external instability. It is determined that in the modern scientific literature the approach to the interpretation of adaptation as a process that ensures the adaptability of enterprise to any changes or conditions prevails; changing functions, structure, relationships, parameters, etc. for more effective adaptation to the influence of factors of external and internal instability. Building adaptive enterprise management systems also involves compliance with certain principles, in particular: the principle of differentiation; dual control and feedback. Important characteristics of the adaptive stratum management system are its flexibility and sensuality, which are aimed at identifying both positive and negative influences of both the external and the internal environment. The system should anticipate the main problem points at the stage of development and implementation of a startup, as well as ensure adaptation to current socioeconomic requirements. It is proved that the adaptive system of management of startups in an unstable environment implements the functions of monitoring the external and internal environment of enterprise, various aspects of its functioning and, on this basis, chooses the most effective algorithm for adapting to the unstable conditions of development.

It is determined that the diagnostics of the level of transparency of the development of industrial enterprises, taking into account their investment activity, consists in that that in conditions of uncertainty of the external context and the emergence of a tendency to decline in the level of development it is necessary to adjust the tactics of management activities regarding the use of diagnostic instrumentarium with the already accounted manifestation of crisis phenomena in strategic periods, to accumulate financial resources in order to successfully counter the losses caused by the crisis situation: ergo, it is advisable to predict, diagnose and prevent the consequences of the financial crisis. It is concluded that the need to improve the methodological approach to assessing the level of transparency of development of industrial enterprises, taking into account the investment activity of the economic environment, is due to that that diagnostics of the level of transparency of development reduces the probability of emergence and development of crisis phenomena in the process of production and economic activity of enterprises. On the basis of the results of the aforementioned diagnostics, the negative consequences of the financial risks of enterprise are revealed, possible ways to increase the level of development are elaborated, a strategy for achieving transparency of enterprises development in the context of convergence of investment processes is built. This enables to prepare in advance options for strategically rational decisions on both the emerging and the forecast changes in resource prices, changes in own and in borrowed funds, to adjust plans for production, obtaining loans, and changes in selling prices. Also to forecast the onset of moments of destabilization of production (occurrence of crisis factors) and to use interactive innovation and investment management as the most optimal type of relevant management in order to prevent the development of crisis at industrial enterprises.

The article presents a methodical approach to the management of the innovative potential of enterprise, this approach consists of principles and provisions, tasks, stages, methods and parameters for identification, analysis, assessment of sectoral, competitive, market conditions of activity of domestic enterprises, their problems, threats, and opportunities for development. The shortage of capital, technology, staffing for the development of domestic enterprises under martial law indicates the need to solve problems, develop and use new approaches, management tools, methodological provision for the formation and implementation of their innovative potential. Taking into account the results of the analysis of economic conditions, which are characterized by signs of circularity, combine various regularities and hybrid forms of scientific and technological development, the article determines regularities of innovative processes, features and signs of their growing digital transformation, the use of innovative tools of production, organization and management in terms of support and development of business. It is substantiated that the directions of formation of methodological provision in order to implement and support the innovation potential and innovation activity of enterprise are fully determined by the sequence and content of the processes of development and implementation of its innovation strategy. In general, the process of developing a strategy for innovative development of an enterprise is a certain set of tasks to determine the strategic priorities of innovative development, to develop an effective business model, organize and invoke the innovation activity, form an innovative strategic portfolio of enterprise.

In contemporary society, concerns about sustainability and environmental impact are becoming increasingly relevant, amid climate change and ecosystem degradation. In a global context of significant environmental transformations and increased awareness of the need for collective action, the conceptions of sustainability and ecological responsibility are becoming central to individual decision-making, especially in purchasing behavior. Sustainable development and sustainability have gained significant importance in recent decades, reflecting awareness of human impact on the environment and the need for a viable future for future generations. However, the precise definition of these terms is often ambiguous, due to the complexity and interconnections between the economic, social, and ecological aspects of human development. In this context, the paper aims to analyze the two concepts, clarifying the differences between them. Also, the work aims to analyze the behavior of consumers regarding sustainability and ecological products, as well as underlines the opportunities that companies could capitalize on in this regard for the development of more sustainable businesses, according to market requirements. The methodology is based on the survey method, methods of analysis and synthesis, data interpretation, and relevant comparisons. The research results highlight the increased interest of consumers in the sustainability and ethics of companies, highlighting changes in purchasing behavior oriented towards ecological products and responsible practices in environmental protection. For companies, these results represent various opportunities to adapt their strategies and communicate their commitment to sustainability more effectively to meet consumer demand and differentiate themselves in the market.

The aim of the article is the theoretical and methodological substantiation of the conceptualization of the process of globalization of the socioeconomic development of society. According to the results of the study, it is found that in the modern world the process of globalization has become an integral part of the socioeconomic development of society. This process is perceived and interpreted in different ways, the main reason for this view being the diversity and ambiguity of the consequences and changes caused by the process of globalization affecting all areas of society. In this regard, the urgent problem of our time is the conceptualization and comprehension of socioeconomic changes that occur under the influence of the multi-vector process of globalization. The issues of the globalization process and related processes are considered within the framework of philosophical, economic, sociological, political, ecological, cultural and other areas. The process of globalization becomes the subject of a new interdisciplinary research in the academic field – globalistics, established as an independent direction at the end of the twentieth century. The processes of globalization are numerous, ambiguous and contradictory both in implementation and in perception. They become the «objective reality» of today’s turbulent world. The process of globalization is represented by its own uniqueness, the integration of the world in the economic, political and sociocultural dimensions is gaining strength, being axiomatic and having no alternative. Modern views of society are significantly transformed, and globalization, as a multi-vector process, changes all elements of the socioeconomic development of society. The ontological referent of the meaning of globalization is the state of development of society: social norms and barriers between different institutional organizations are losing their relevance, new socioeconomic, political, legal and other structures are emerging, all spheres of social life intersect so closely that as a result, the global system establishes a space and an integrally unified world system.

The aim of the article is to study the problems/shortcomings, current challenges and opportunities in order to ensure an efficient and comprehensive approach to improving the system of financial monitoring in Ukrainian banks and, further on, assessing compliance risks. Based on the carried out analysis of scientific works of a number of scholars, normative legal acts of the National Bank of Ukraine, taking into account international practice, ways to improve the system of financial monitoring in Ukrainian banks, and assessment of compliance risks were considered. The article identifies the prerequisites that are of driving nature and require continuous improvement of the system of financial monitoring and compliance risks; the problems of prevention and counteraction to legalization (laundering) of proceeds from crime, financing of terrorism and financing of proliferation of weapons of mass destruction are analyzed, its difficulties and shortcomings are identified; the importance of effective interaction between the State bodies is emphasized; the measures of the State regulator – the National Bank of Ukraine – in the sphere of financial monitoring are analyzed; the principles that should be followed in the assessment of compliance risks are described; the external and internal factors that determine the efficiency of compliance are indicated. The necessity of improving the system of financial monitoring in the banks of Ukraine along with assessment of compliance risks is substantiated. Measures to improve the system of financial monitoring, including the assessment of compliance risks, are proposed, recommendations for the regulatory activities of the National Bank of Ukraine are presented. Prospects for further research in this direction are the improvement of: the system of financial monitoring and assessment of compliance risks, which can occur by amending the regulations in force in Ukraine, while taking into account international practice; the internal banking system for preventing and combating legalization (laundering) of proceeds from crime, financing of terrorism and financing of proliferation of weapons of mass destruction in banks.

The aim of the article is to identify problematic issues of valuation of property (assets) of banks that are in the process of liquidation, and substantiate proposals for the desired solution, taking into account the need to protect the rights of bank creditors. Although the bankruptcy of banks causes significant economic and moral losses, the processes of removing insolvent banks from the market, their reorganization or liquidation are constantly taking place. Therefore, regulators and banks that have been declared insolvent face many questions, including the adequate valuation of banking assets and the determination of the liquidation estate. The article discusses approaches to asset valuation and features of their application in Ukrainian practice, as well as peculiarities of the sale of assets of banks in liquidation according to the Dutch auction model. It is noted that the imperfection of management of banks’ assets in the process of their functioning leads to discrepancies in the valuation of these low-quality assets in the liquidation procedure. It is determined that the ratio between the estimated value of assets and their book value for banks declared insolvent is on average 26.2 %, and the median value is 22.3 % This leads to a number of problems, including the inability of the Deposit Guarantee Fund (DGF) to ensure the repayment of part of the bank’s liabilities, which could be repaid in case of timely acceptance of tender offers at market value. It is noted that the most liquid assets, which are real estate and property, occupy an insignificant share in the structure of the liquidation mass – about 5 %, and the conversion rate in the sale of real estate quite often reaches 200 %. It is proposed, in accordance with European practice, to empower the Fund to monitor the assets of banks in the process of their functioning. The expediency of valuating assets not from the position of doing business «as usual» but from the point of view of the objective need to sell assets, focusing on the quick sale of assets at a market price, is emphasized. In order to improve the process of valuating the assets of an insolvent bank and focusing on the quick and transparent sale of the bank’s assets, it is proposed to implement the international experience of using loss-sharing agreements into domestic practice.

The theoretical and methodological basis of the research is the work of domestic and foreign scientists. The results were obtained due to the application of a system of methods: the method of logical analysis made it possible to develop the logic of the research; generalization and synthesis - to form a chronology of IMF cooperation with the domestic national economy; methods of structural and economic-statistical analysis were used to assess the current state of cooperation between the countries of the world and international financial organizations. The graphic method made it possible to visualize the obtained research results. The article is devoted to a detailed study of the role of international lending and the activities of international financial organizations in the countries of the world and Ukraine. An overview of the existing IMF lending mechanisms was carried out and the dynamics of the lending structure of the world's countries under these mechanisms was studied. It has been proven that the most used lending mechanism is the "Stand-by" loan mechanism (SBA), which is designed to help solve short-term balance of payment problems. An analytical review of the largest IMF borrowers of the geographic structure of the fund's financial support to the countries of the world was carried out. An in-depth analysis of financial flows to low- and middle-income countries in 2018-2022 led to the conclusion that the net inflow of debt for 2018-2022 grew by 9% annually, which increases the dependence of these countries on international financial organizations. Within the framework of Ukraine's cooperation with international financial organizations, the country's interaction with the IMF, the World Bank, and the EBRD was investigated. The authors created a chronology of the development of cooperation between Ukraine and the IMF. The assessment of the current state of cooperation between Ukraine and the IMF confirmed the intensity of these relations recently, both in terms of the number of loans granted and their volume. As a result of almost thirty years of cooperation, Ukraine received loans in the amount of 35 billion dollars. The result of Ukraine's cooperation with another largest creditor - the World Bank - was studied. During 28 years of cooperation, the World Bank offered Ukraine funds totaling more than 7.94 billion dollars. The purpose of granting loans by the World Bank and the EBRD is the sustainable and comprehensive recovery of the economy of Ukraine as a whole, and of certain industries in particular. The issue of cooperation with international financial organizations is especially relevant today in view of the limited financial resources and the gradual entry of our country into the stage of peak payments for foreign debt.

The aim of the article is to define and substantiate a vision of a comprehensive renewal of the system of social dialogue in Ukraine as an important prerequisite for its acquisition of a qualitatively new level of efficiency, which corresponds to the scale and complexity of the challenges facing Ukraine in the current conditions. The vision includes the content of the general conception of renewal (the essential logic of the process), the definition of the spectrum of the novel challenges and threats to the labor sphere, the system of social and labor relations (SLR) and social dialogue (these are four groups of factors: digitalization, the accelerated European integration, the devastating consequences of large-scale armed russian aggression and chronically unresolved problems accumulated in the pre-war period in the SLR system, and in the field of labor); the content and logic of the process of network-digital renewal of the system of social dialogue, its structural segments; the practical component is to identify the key actors involved in updating the system of social dialogue, the main areas of activity, measures for their implementation, the formation of a new technological basis for the updated system of social dialogue, which allows to ensure effective communication of the subjects of the SLR, to expand the composition of the parties to the social dialogue, to create conditions for a gradual transition to the model of «tripartism+». The authors of the article, on the basis of a generalization of the results of the research by previous authors and other studies, substantiate the need for a significant update of the system of social dialogue in Ukraine as an important instrument for consolidation of subjects of the social and labor sphere for the adoption and implementation of effective mutually agreed decisions to ensure the sustainability of the labor sphere and the national economy, to meet the needs of Ukraine’s recovery. The main idea of updating the system of social dialogue in Ukraine in the context of the needs to ensure the sustainability of the labor sphere is to create a qualitatively new environment for the productive interaction of the parties to the social dialogue through the use of modern network-digital and information-communication technologies. The expediency of such involvement is substantiated, the content of three key segments for the implementation of the platformization of the national system of social dialogue is disclosed. A list of the main participants in this process has been determined, the content of the main activities and measures for their implementation has been covered for each segment. Further research on updating the system of social dialogue in Ukraine should be aimed at forming a strategic basis, taking into account the further course of hostilities, European integration, digitalization of the economy and other processes that are decisive for Ukraine.

The article discloses the results of a study of the response of the business sector of Ukraine to digital transformation on the basis of a comprehensive review of the available literature and an econometric analysis of enterprise data on the introduction of information and communication technologies for the period of 2011–2020. The current methodology and the existing database of statistical observations of the process of digitalization are studied. It is noted that statistical monitoring of digital transformations remains underdeveloped and requires the accumulation of information according to the new metrics. In the future, this will significantly improve the ability to track the economic results of digital transformations. According to the results of the correlation and regression analysis of the data available at present, it is found that such manifestations of digitalization as Internet transactions with banks and public authorities, obtaining information about goods, services by enterprises and data exchange via e-mail, have a strong correlation with the real volume of sales per capita. A carried out regression modeling verified the statistical significance of the direct correlation between the number of enterprises that receive information about goods, services, via the Internet, use e-mail correspondence, and the real volume of sales. It is concluded that the hypothesis that digitalization contributes to business growth in Ukraine is justified, a particularly strong impact can be traced in the aspect of information exchange. In general, the results of the study emphasize the importance of supporting the business sector in the further process of digital transformation and growth of the IT industry and constitute an analytical basis for the development of effective policy decisions to identify strategically important priorities that can ensure the post-war recovery of the national economy of Ukraine and its further development.
