The relations between the European Union and Cuba have been oscillating and precarious since they were established in 1988. In spite of the important paper of Europe in the economic activity of Cuba, this one is the only country of Latin America and one of the few of the world that does not have an agreement of collaboration with the European Union. It must, in the fundamental thing, to the supeditation of the U.E to the policy of the United States. Following the dictations of Washington, the relations of the U.E with Cuba govern, from 1996, by the call Common Position, that it conditions the improvement of the bonds to a radical change in the prevaleciente political system in the Island. to stay this situation, as everything seems to indicate, a remarkable change to and medium term is not due to hope short.

This article looks for to demonstrate, from the perspective of the present exigencies of the enterprise sector, that the communication is a strategic axis for the development of all the carried out processes by the same ones, or are internal or with its surroundings. In order to obtain this objective a route by four is made you separate. In first, the communication is characterized, taking to the people like center of the process, and its implicancias in the organizations; in the second, a communicational model influenced by the systemic process is described, with feasible pertinence in a paradoxical reality where they arouse the rational and the intuitive thing; in third, the communication in relation to the organizational culture is analyzed; in order to finalize, in the quarter the management of meaning like support of the effective interactions is emphasized. The scenes are covered with the enterprise context dividing of the human and everything by means of theoretical fundamentación.

All attempt to study the ideas and their historical evolution in which nowadays we denominated the Caribbean, always demands an additional effort for the student: thinking and rethink the Caribbean, due to the diversity of criteria and country and points of view that exist on the region that integrate it. The problem is not made minor when the referring one to the context of the Hispanic Caribbean is reduced, then, in this case, also exists disparity of opinions. The present study sets out to explore the different existing interpretations in the historiography from the Caribbean concept and to determine as they are the elements and factors common in the same one. Main center of attention is the Great Hispanic Caribbean. Therefore, which will treat is in thinking and redefining the Caribbean.
