This paper examines how Turkey’s domestic resources, which are Turkey’s historical, cultural and political relations with the Turkic states and Turkey’s economic interests in the region, affect Turkey’s foreign relations with Azerbaijan, Kazakhstan, Kyrgyzstan, Turkmenistan and Uzbekistan. Findings show that the Turkic Republics’ interest in Turkish development model gradually declined starting from the 1994s. The hypothesis that the stronger socio-cultural ties between Turkey and the Turkic states are the closer the foreign relations are between Turkey and the Turkic states is applicable to all five republics. In the field of business the study finds that Turkish economy follows a similar pattern in its relations with the Azerbaijani and the Central Asian market. Common policy goals of Turkey and the five states led Turkey to establish close foreign relations with these five regional countries. The hypothesis that the more Turkey has business interests in the Caspian Sea Region the more Turkey will have closer foreign relations with Turkic states is mostly apparent in the case of Azerbaijan. In the area of energy politics Turkey has its strongest link with Azerbaijan. Besides being strong economic partners Turkey is Azerbaijan’s biggest supporter in the region against Armenia.

This article interprets the Precautionary Principle in environmental regulation from the perspective of radical uncertainty embedded in knowledge as well as the knowledge-power networks formed in the existence of such uncertainty. In this sense, the article makes an epistemological critique of the current application of the Precautionary Principle (using Shackle) and extends the paradox of uncertainty to read its implications for networks of knowledge and power (using Foucault). Participatory decision-making is questioned as an alternative to current environmental forms of regulation. “There would be no uncertainty if a question could be answered by seeking additional knowledge. The fundamental imperfection of knowledge is the essence of uncertainty (Shackle 1955, 52). “Time is a denial of the omnipotence of reason. Time divides the entirety of things into that part about which we can reason, and that part about which we cannot. Yet the part about which we cannot reason has a bearing on the meaning of the part that is amenable to reason. The analyst is obliged to practice, in effect, a denial of time. For he can reason only about what is in effect complete; and in a world where there is time, nothing is ever complete (Shackle 1992, 27).

The purpose of this study was to measure the burnout and job satisfaction levels of academicians and to explore the relationships between burnout and job satisfaction among academicians in Turkey. The data were obtained from 160 academicians that have been working in accounting and finance sub-department in Faculties of Economics and Administrative Sciences in 78 public and private universities by using socio-demographic data form, Maslach Burnout Inventory and “Job Satisfaction” scale. In the analysis of data, descriptive statistics (mean and standard deviation), correlation analysis and regression analysis were used. The study results indicated that the general burnout, emotional exhaustion and depersonalization scores increase as “the recognition academics get for good work” satisfaction scores decrease. However, general burnout and burnout subdimensions’ scores were found to increase as the “the amount of variety in academics’ job” satisfaction scores decrease. And also the emotional exhaustion scores were found to increase as the “academics’ salary or rate of pay” satisfaction scores decrease.

The indigenous peoples of the Philippines (IPs) held a distinct culture before the arrival of the Spanish, American, and Japanese colonizers in the archipelago. Once, they were original settlers with revered customs and rituals. Over time, the IPs evolved into a minority group of decreasing social, economic, and political power. Gradually, they transformed into one of the most ignored sectors of Philippine society. Progress looked down on their civilization. Technology threatened their traditions. Modernity infringed on their rights. This paper examines the plight of the IPs using historical, cultural, legal, and political viewpoints. It shall gauge their current situation, and recommend viable ways to improve their present condition and secure their future.
