Sovereignty and Food Security in Cuba: Necessary Public Policies to Reduce Food Dependence.

Food sovereignty and food is in a moment of crisis, especially in poor countries where the number of undernourished persons increases and their governments daily have less ability to respond as a result of neoliberal policies. In this context, studies of this subject have gained space in the world scientific community, and in the Cuban one as well. To determine the influence of food sovereignty and security policies in the production and consumption of food in Cuba constitutes the essence of this paper. To obtain the desired results agricultural production and food importation during the period between 1980 -2008 is analyzed, as well as the productive contributions of both state and non-state types of property. The integration of these components permits arriving at the conclusion that the policies of food sovereignty and security have not achieved, at present, the objective of organizing rural areas with sufficient autonomy to obtain a production that eliminates the need for food dependence.
