İktisadi krizler tarihi, Sanayi Devrimi ile İngiltere’de başlayarak Avrupa ve Amerika’da hızla yayılan kapitalist sistemle birlikte, yeni bir düzenin ilk adımlarını kaydetmiştir. Serbest piyasa ekonomisinin egemen olduğu, servet birikimi ve rekabete dayalı bir sistem olarak iktisadi hayata geçiş yapan kapitalizm, bir yandan bünyesinde barındırdığı iktisadi bileşenlerin oluşum ve etki alanlarını değiştirirken, diğer yandan yeni kavramları da sistemine dahil etmiştir. Konjonktürel Dalgalanmalar kavramı kapitalizmle birlikte anılmaya başlayan yeni bir alan olarak iktisadi çalışmalara konu olmuştur. Bu dalgalanmaları takiben biçim değiştiren krizler de kapitalizm öncesi döneme göre farklı kaynaklardan beslenmiş ve farklı sonuçlar doğurmuştur. Bu çalışmada Neo Klasik akımın temsilcilerinden biri olan Joseph Schumpeter ve Türk İktisat Tarihi’nin önemli düşünürlerinden Sabri Ülgener’in konjonktürel dalgalanmalar ve krizler üzerindeki çalışmaları karşılaştırmalı olarak analiz edilmiştir. The economic crises history has recorded first steps of a new order with the capitalist system that has spread rapidly in Europe and America, beginnig with the Industrial Revolution in England. Capitalism, which is dominated by free market economy, has transitioned to economic life as a system based on wealth accumulation and competition, has also incorporated new concepts into its system, while changing the formation and the domains of its economic components. The concept of cyclical fluctuations has been the subject of economic studies as a new field that has begun to be associated with capitalism. The crises that followed these fluctuations were fed from different sources according to the pre-capitalist turn and produced different results. In this study, Joseph Schumpeter, a representative of the Neo Classical movement, and Sabri Ülgener’s, one of the important thinkers of Turkish Economic History, studies on cyclical fluctuations and crises has been analyzed comparatively.

Cumhuriyetin ilan edildiği 1923 yılından sonra takip eden 40 yıl boyunca, Türkiye’nin Ortadoğu ülkeleriyle olan gerek siyasî gerek ekonomik ilişkileri tamamen Batı bloğunda yer alan bir ülke profilinde şekillendi. Zira Türkiye, yükselen Batı eksenine alternatif ya da muhalif değil, bu eksenin bir parçası olma şeklinde özetleyebileceğimiz bir dış politikayı benimsemişti. Bu politika doğrultusunda hareket eden Türkiye ile Batı dünyası arasındaki ilişkiler kuvvetlendikçe Ortadoğu ülkeleriyle arasındaki bağlar giderek zayıfladı. Bölge ülkeleriyle yakınlaşma adına atılan olumlu adımların da yine Batılılaşma amacına yönelik olması, bu ülkeler için var olan tabloyu daha da kötüleştirmişti. II. Dünya Savaşından sonra değişen dünya dengeleri Türkiye ile yakın komşuları olan Arap ülkeleri ve diğer Müslüman toplumların yollarını iyiden iyiye ayırdı. Zira Türkiye 1945 yılından itibaren, bu sefer daha kesin bir şekilde Batıya ve öncelikle de ABD’ye yanaşma çabasını göstermişti. Çünkü bu dönemde Türkiye, Sovyet tehdidiyle karşı karşıya kalmış ve güvenlik endişesiyle Batı’nın desteğine ihtiyaç duymuştu. Buna karşılık Ortadoğu ülkelerinde güçlenen milliyetçilik akımlarıyla birlikte yükselen bir Batı karşıtlığı vardı. Üstelik Sovyetlerden gelecek bir tehdit algıları da yoktu. Türkiye ile Ortadoğu ülkeleri arasındaki uçurum 1960’lı yılların ortalarına kadar giderek derinleşti. 1960 yılından itibaren bu uçurumun kapanmasına, bölge ülkeleriyle önce siyasi, sonra ekonomik ilişkilerin gelişmesine sebep olan gelişmeler peşpeşe yaşandı. 1964’te Kıbrıs’a yapılması planlanan askerî bir müdahaleyi önleyen Johnson Mektubu ve BM’de Kıbrıs konusunda yapılan oylamada olumsuz karar çıkmasıyla Türkiye’nin yaşadığı büyük hayal kırıklığı Batı güdümündeki dış politikanın terk edilerek çok yönlü ve alternatifli bir dış politikanın hayata geçirilmesine imkan sağladı. Bu köklü değişikliğin en önemli uygulama alanı ise, kaçınılmaz olarak Ortadoğu ülkeleri olmuştu. Bu makalede, 1964’te başlayan, 1973 Petrol Krizi ve 1974 Kıbrıs Barış Harekatı ile iyiden iyiye belirginleşen Ortadoğu politikamızdaki değişiklik ele alınacak, bu politika değişikliğinin ekonomik ilişkilerimizdeki yansımaları üzerinde durulacaktır. Throughout the following 40 years after the year 1923 when the republic was proclaimed, Turkey’s political and economic relations with Middle Eastern countries were shaped in the profile of a country that was entirely within the Western bloc. That was because Turkey had adopted a foreign policy that we can summarize as being neither an alternative nor a dissident to the emerging Western axis, but becoming a part of it. As the relations between Turkey acting in accordance with this policy and the Western world grew stronger, the ties between Turkey and the Middle Eastern countries gradually weakened. The fact that the positive steps taken in the name of convergence with the countries in the region were again aimed at the purpose of Westernization had made the existing picture for these countries worse. The changing world dynamics after the World War II completely severed the ties between Turkey and the Arab countries, which are its close neighbors, and other Muslim societies as Turkey had made an effort from 1945 onward, this time more firmly, to converge towards the West and primarily the United States. Because during this period, Turkey had faced the Soviet threat and needed the West’s support with security concerns. On the other hand, there was an emerging Anti-Westernism in the Middle East countries with the strengthening nationalist movements. Moreover, they had no perception of a threat from the Soviets. The gap between Turkey and the Middle Eastern countries deepened gradually until the mid-1960s. From 1960 onwards, consecutive developments resulting in the closing of this gap and advancement in political, then economic relations with the countries in the region emerged. Turkey’s big disappointment resulting from the Johnson letter, which prevented a planned military intervention to Cyprus in 1964 and the negative result from the voting on Cyprus at the UN enabled it to abandon the Western guided foreign policy and implement a versatile foreign policy with alternatives. The most important application area of this fundamental change was inevitably the Middle Eastern countries. In this article, the change in our Middle East policy that started in 1964 and became increasingly evident with the 1973 Oil Crisis and the 1974 Cyprus Peace Operation will be discussed and the reflections of this policy change on our economic relations will be emphasized.

Bu çalışma okul öncesi dönem çocuklarına yönelik bir değerler eğitim programı geliştirmek ve geliştirilen Okul Öncesi Değerler Eğitim Programının çocukların saygı, sorumluluk, dürüstlük, iş birliği, paylaşım ve arkadaşlık değerlerine olan etkisinin incelenmesi amacıyla gerçekleştirilmiştir. Çalışmanın katılımcılarını Bursa ili Yıldırım ilçesinde bulunan devlet okuluna devam eden beş ve altı yaş grubu çocukları oluşturmaktadır. Araştırma; 22 çocuk kontrol, 21 çocuk da deney grubu olmak üzere toplam 43 çocuk ile gerçekleştirilmiştir. Haftada iki gün uygulanan bu program 24 oturumdan oluşmaktadır. Bu araştırma da ön test - son test kontrol gruplu seçkisiz desen uygulanmıştır. Bu çalışmanın sonucunda Okul Öncesi Değerler Eğitim Programı alan deney grubundaki çocukların ön test- son test çocuk formu verilerine göre değer kazanımlarının anlamlı ölçüde (p<.01) arttığı görülmüştür. Bu sonuçlara göre; hazırlanan Okul Öncesi Değerler Eğitim Programının çocukların saygı, iş birliği, arkadaşlık, dürüstlük, paylaşma ve sorumluluk değerlerini desteklemekte olduğu ve çocukların değer kazanımlarını olumlu yönde etkilediği görülmüştür. This study was carried out to examine ‘the effect of the Pre-School Values Education Program for children who are five to six years and are attending to preschool on the value of respect, responsibility, honesty, cooperation, sharing and friendship. Participants of the study consist of children aged five and six who continue to state school located in the district of Yıldırım, Bursa. The research was conducted with a total of 43 children, 22 in the control group and 21 in the experimental group. This program, which is implemented two days a week, consists of 24 sessions. In this study, an unselected pattern with pretest - posttest control group was applied. In order to determine the permanency of the training, the children who were in the experimental group were re-applied the scales four weeks after the training program was completed. As a result of this study, it was found that the children in the experimental group who had received the Pre-School Values Program showed significant increases (p <.01) in value gains compared to pre-test-post-test child form data. According to these results, education programs supporting children’s values of respect, cooperation, friendship, honesty, sharing and responsibility were seen to positively affect children’s value acquisition.

Tükenmişlik; bir enerji, idealizm, perspektif ve amaç kaybıdır ve sürekli stres, umutsuzluk ve çaresizlik duygularına neden olan fiziksel, duygusal ve zihinsel bir tükenme durumudur. Tükenmişlik kavramı insanlara yüz yüze hizmet veren ve insan merkezli meslek dallarında daha fazla görülmektedir. Bu mesleklerden birisi de rehber öğretmenlik/psikolojik danışmanlıktır. Rehber öğretmenler eğitim kurumlarında yöneticiler, öğretmenler, öğrenciler ve ailelerle en çok iletişim halinde olan bireylerdir. Yoğun insan ilişkileri içinde olan rehber öğretmenlerin tükenmişlik yaşama ihtimallerin diğer bireylere kıyasla daha fazla olduğu düşüncesine dayandırılan bu çalışmada devlet okullarında görev yapan rehber öğretmenlerin tükenmişlik düzeyleri ve buna etki eden faktörler farklı değişkenlere göre incelenecektir. Araştırmanın örneklemini, İstanbul ili Avrupa yakasında farklı okul kademelerinde çalışan 75 rehber öğretmen oluşturmaktadır. Araştırmanın verileri Maslach Tükenmişlik Ölçeği’nin uygulanması ile elde edilen sonuçlar ile yöneltilen iki adet açık uçlu soruların yanıtlarından elde edilmiştir. Verilerin nicel analizinde SPSS istatistik paket programı, açık uçlu anket soruları için de içerik analizi tekniği kullanılmıştır. Rehber öğretmenlerin ölçeğin duygusal tükenme ve duyarsızlaşma alt boyutlarında düşük, kişisel başarı alt boyutunda ise yüksek puan aldıkları saptanmıştır. Ayrıca rehber öğretmenlerin tükenmişlik düzeyini okulun fiziki durumu, rehber öğretmenlerin kişisel algısı ve mesleki problemler olmak üzere üç alt boyutun etkilediği görülmektedir. Burnout; a loss of energy, idealism, perspective and purpose, and a state of physical, emotional and mental exhaustion that causes feelings of constant stress, hopelessness, and helplessness. The concept of burnout is more common in people-centred professions that serve people face-to-face. One of these occupations is school counsellor / psychological counselling. School counsellors are the people most in contact with the administrators, teachers, students and families in the educational institutions. In this study, which is based on the assumption that guide teachers in intensive human relationships are more likely to experience burnout than other individuals, burnout levels and affecting factors of school counsellors working in public schools will be examined according to different variables. The sample of the research consists of 75 school counsellors working in different school levels in the province of Istanbul. The data of the study were obtained from the application of the Maslach Burnout Inventory and the responses from two open-ended questions. SPSS statistical package program was used for the quantitative analysis of the data and content analysis technique was used for the open-ended survey questions. It was found that the school counsellors had low scores in the emotional exhaustion and depersonalization subscales and high scores in the personal accomplishment subscale. In addition, it is observed that the burnout level of the school counsellors affected the physical condition of the school, personal perception of the school counsellors and professional problems.

Bu makalede Sezai Karakoç’un “Diriliş” olarak kavramlaştırdığı fikir hareketi bir eğitim metodu olarak değerlendirilmektedir. Hareketin kendisi doğrudan bir eğitim süreci olarak ele alınmakla birlikte, Karakoç’un doğrudan eğitim-öğretimle ilgili görüşleri de makalede yer almaktadır. Eğitim felsefesine kaynak teşkil edebilecek görüşler, ferdin ahlak gelişimi, öğretimde yöntem ve teknikler, başarı gibi kavramlar inceleme konusu haline getirilmiştir. Sezai Karakoç’un eserler toplamına yayılmış olan eğitim ile görüşlerini bir araya getirmeye çalışan bu makalede çoğunlukla tanımlayıcı bir tutum izlenmiş, yer yer konu hakkında değerlendirmeler de yapılmıştır. Bununla birlikte eğitim konusunda Sezai Karakoç’un görüşlerinin hangi zemin üzerine şekillendiğini daha net bir şekilde görebilmek için eğitimin bir kamuoyu oluştu rma aracı olarak ele alınmaya başlandığı Tanzimat’tan sonra ortaya çıkan çeşitli görüşlere de makalenin girişinde değinilmiştir. Sezai Karakoç’un toplumda adaletin temeline sevgi fenomeninin yerleşmesi için öngördüğü ahlaki gelişim, demokrasinin ferdin ahlaki gelişim süreçleriyle ilgisi ve eğitimi kamuoyunu yönlendirme aracı olarak görüp görmediği ortaya çıkarılmıştır. In this article, the idea movement, which Sezai Karakoç conceptualizes as Resurrection, is evaluated as an educational method. Although the movement itself is considered as a direct educational process, Karakoç’s opinions on direct education-schooling are also included in the article. Concepts such as opinions that can be the source of education philosophy, moral development of individuals, methods and techniques in schooling, success are turned into the subject of researches. In this paper, which is tried to bring the opinions of Sezai Karakoç together with the education that spread over his works, a descriptive attitude was mostly observed. In addition, evaluations were made on the subject. On the other hand, various notion that emerged after the Tanzimat, in which education began to be considered as a tool of public opinion in order to be able to see clearly which ground the ideas of Sezai Karakoç were formed on, were also mentioned in the introduction of the article. It was found out whether Sezai Karakoç’s moral development for the placement of the phenomenon of love on the basis of justice in society, its relation to the individual’s moral development process and whether education is seen as a means of directing public opinion.

İstanbul’daki ahşap yapıların kuzeye bakan cepheleri diğer cephelerinden daha çabuk yıpranır, bu nedenle bu cepheler genellikle teneke levhalarla kaplanmıştır. İstanbul’daki eski mahallelerde hala rastlanabilen teneke kaplı ahşap yapıların bazıları, kaplamaya gösterilen özen nedeniyle sanatsal bir görünüm kazanmıştır. Cephe kaplamalarını yapan ustanın ismi ve yapım tarihi, bazı yapılarda cephede teneke üzerine özenle yazılmış ve sanki eski eser bir yapıda bulunan kitabe misali, bu kaplama hakkında bizi aydınlatmakta ve ayrıntılı bilgi vermektedir. Gösterilen bu özen sayesinde kaplamaların İstanbul’da yaklaşık hangi tarihler arasında yapıldığı ve hangi ustaların bu işle uğraştığı hakkında bilgi sahibi olmamızı da sağlamaktadır. In Istanbul, north-facing facades of timber buildings typically weather faster than other facades; hence, these facades are often clad with tin sheets. Such tin-clad houses can still be found in old neighborhoods of Istanbul, and the meticulous way in which the cladding is applied often lends additional artistic qualities to the buildings in question. On many tin-clad houses, the name of the tinsmith is laboriously etched into the sheet metal, and just like an epitahp, additional information about the cladding is provided. Thus, we are able to date many of the tin-clad houses in the city, as well as gleaning information about the tinsmiths who were active in this trade.

Hadis usûlü kaynaklarında, çocukların hangi yaştan itibaren hadis dinleyebilecekleri ya da alt sınır olarak hangi yaşta dinlemiş olduğu hadisleri nakledilebilecekleri bir mesele olarak ele alınmıştır. Hadis gibi farklı özellikleri bulunan ve zabt merkezli olan bir ilmin, temyiz döneminde de olsa çocuklar tarafından nasıl öğrenileceği dikkat çekici bir mevzudur. Öte yandan Hz. Peygamber dönemine yetişen çocuklar başta olmak üzere çocukların bulûğdan önceki dönemlere dair nakillerine kaynaklarda yer verilmiştir. Bundan dolayı çocukluk döneminin mahzurları ve imkânları dikkate alınarak usûl kaynaklarının bu konuyu nasıl değerlendirdiğinin ele alınması gerekmektedir. Bu çalışmada gerek yoğun katılımların olduğu hadis meclislerinde gerekse muhaddislerin bire bir yakın muhitinde özel ilgilenmesi suretiyle bir şekilde karşımıza çıkan çocukların hadis talebesi olma imkânı üzerinde durularak bunun bir gereklilik hatta zaruret olduğu ortaya konulmaya çalışılacaktır. From what age of children could listen to hadith or at what age they could narrate ahadith that they had heard is an issue in the books of usul al hadith. It is a remarkable matter how the hadith which is dabt/registration based and has different characteristics will be learned by the children just before puberty. Moreover, mainly the children lived in the age of Prophet Mohammed, the narrations by the children before puberty had been included in the sources. Therefore, taking the objections and opportunities of childhood into account, it must be studied how this issue evaluated in the books of methodology. The opportunity of children as narrators will be evaluated in this article, moreover, it will be emphasized as a necessity.

Osmanlı döneminde tefsir alanında çok sayıda eser yazılmıştır. Bu eserlerin büyük bir bölümü sûre ve âyet tefsirlerine dairdir. Âyet tefsirleri arasında da besmeleye ayrı bir önem verilmiştir. Şüphesiz bunda besmelenin Kur’an’ın girişi ve özeti kabul edilmesinin ve faziletine dair çok sayıda rivayetin bulunmasının etkisi olmuştur. Bundan dolayı ulema besmeleyi tefsir, kıraat ve fıkıh gibi ilim dallarında yazılan eserlerde ele aldıkları gibi, onu bütün yönleriyle izah etmek üzere müstakil eserler de telif etmişlerdir. Ancak bu eserlerin önemli bir bölümü kütüphanelerde yazmalar halindedir. Bu çalışma ile gerek sözkonusu yazma eserlerin gün yüzüne çıkartılması, gerekse matbu risâlelerin tanıtılması hedeflenmektedir. Many books were written in the field of tafsir in the Ottoman period. Many of these books are related to the commentaries of the surah and the verses. Among the Qur’anic commentaries, bismillah has a special importance because it is regarded not only as the introduction and the summary of the Qur’an but also its virtue is confirmed by so many narrative accounts. For this reason, scholars discuss besmele in the Works written in the field of tafsir, qiraat and fiqh. They also produce specific Works in order to elucidate besmele in all its aspects. However, most of these Works are present as manuscripts in the libraries. With this study, it is aimed both to rediscover these manuscripts and to introduce printed booklets.

İleri toplumlar, ilim ve sanatta öne çıkmış fertlerini mevcut ve sonraki nesillere tanıtmaya büyük önem atfederler. Böylece yeni yetişmekte olan nesilleri teşvik ederek, o örnek şahsiyetlerin ölümlerinden sonra, onların yerlerini doldurmaya gayret ederler. Bizim Osmanlı’nın son, Cumhuriyet’in ilk dönemlerinde yaşamış olan büyük şahsiyetlerimizden biri, Beyazıt Câmii dersiâmlarından, Dârülfünûn müderrislerinden ve Beyazıt Devlet Kütüphanesi müdürlerinden İsmâil Sâib Sencer’dir. Arap dili ve edebiyâtı, İslâmî ilimler ve özellikle de kitâbiyât alanındaki engin bilgisinden dolayı kendisine “ayaklı kütüphane” denmiştir. İşte Kevserî, bu makalesinde kendisinden altı yaş büyük olan, ama arkadaş çevresinde bulunduğu İsmâil Sâib Sencer’i kısaca tanıttıktan sonra, onunla ilgili iki hâtırasını tarihe not düşüyor. Advanced societies take it seriously to introduce their pioneers of science and art to their current and future generations. By doing that, they try to encourage the future generations and to fill in the places of those pioneers after they pass away. One of the Turkish pioneers of that sort, who lived in the last era of the Ottoman Empire and the first era of the Turkish Republic was İsmâil Sâib Sencer, who was one of the Beyazıt Mosque’s scholars (dersiâmm) and one of the professors at Dârulfunûn (Ottoman University), as well as an administrator of the Beyazıt Public Library. He was called as “a library with two feet” due to his knowledge concerning Arabic language and literature, Islamic sciences and especially because of his knowledge in bibliography. Although Kevserî was six years younger than Sencer, they were close friends. In this article, Kevserî, talks about İsmail Sâib Sencer in a sincere way giving rise to two historical anecdotes that are related to him.
