Purpose: the purpose of this study is to present the results of the analysis of the state of innovative development of the economy, identify the reasons that impede such development, and assess prospects for the medium term. Methods: the methodology of the work is based on a comprehensive statistical analysis of the dynamics of the effectiveness of innovation activities, as well as assessing the impact of innovation on technological development. To identify the reasons hindering innovative development, the methods of constructing information-logistic models were used, which allow establishing significant interrelationships in the chain of "shortcomings – causes – ways to overcome them." At the same time, the methods of system design of the progressive economy model were used, in the case of which it is possible to reduce the identified shortcomings. Results: concluded in the comparative evaluation of the results of innovation activities and their impact on the processes of technological development in Russia. Also listed are the main reasons that inhibit innovation development. Conclusions and Relevance: possibilities of positive influence of the innovation sphere on the recovery of economic growth essentially depend on the duration of the time interval. In the near future (1–3 years), such influence is extremely limited, and probably, first of all, with the import substitution of components in the interests of the military-industrial complex. Useful participation in the restoration of economic growth in the near future can take the previously performed, so-called "sleeping innovations and technologies". However, it is important to maintain renewable growth rates in the medium term. To do this, the innovation sector should be oriented towards solving problems in certain, most priority areas. Moreover, the mechanism of such orientation can be represented in the form of feedback of an innovative reproduction circuit, the mandatory components of which are consumer companies of basic technologies, expert-analytical centers, research institutes, RAS, universities, technoparks and engineering centers. A possible form of organization of their joint activities may be consortia, and the duration of programs for the creation of competitive basic technologies can be 5–8 years. To ensure the full and stable interaction of the RAS, universities, the Government of the Russian Federation and domestic companies, it is advisable to prepare a multilateral agreement between them that will reflect the responsibilities of equal participation of each of the parties in restoring the potential of a full innovative reproduction cycle in the interests of innovative development of the economy and society.

Purpose: objectives of research: 1) Justification of a new role of import-substituting strategy as factor of large-scale import-substituting industrial revolution in the Russian Federation, an economic development driving force; 2) Confirmation of expediency of complex synergetic innovative tools of state support on decrease in import technology dependence of the Russian Federation, increase in dynamics of industry growth, technological potential and export of technologies; 3) The proof of progressiveness of scaling of import substitution as new key strategy of Russia development taking into account the best international experience, public and private initiatives and risks of import substitution. Methods: the methodology of the work is based on a modeling of scenarios, analysis of open statistical sources, projections and calculations, forecasting methods. Results: on the basis of the analysis of statistics a positive assessment is given to methodologically progressive instruments and mechanisms of realization of strategy of import substitution in the Russian Federation with the proved or potential efficiency taking into account national specifics. New national advantages and benefits of overcoming the degrading consumer market in Russia in 2014–2015 are shown. Processes of transformation and creation of the new national market on the basis of import substitution are described. The forecast of achievement of planned targets for import substitution programs in the Russian Federation on condition of further total economy modernization for import substitution is developed. Conclusions and Relevance: the statistics of large-scale revolutionary transition of the enterprises of the Russian Federation to a full cycle of production instead of the short technological chains which have taken roots in the last 20 years is collected. The problems and risks which are slowing down progress in import substitution in the Russian Federation are revealed. The role of RAS as chief scientific expert of the Russian Federation in realization of policy of import substitution is noted. The methodology of state support from the Industry Development Fund and Rostec is estimated. Strong advantages of a regional component of the state program approach in import substitution are revealed. Methods of strengthening of regional industrial competences and their global marketing as state support instruments are revealed.

Purpose: the main purpose of the article is to study the current state of the investment and innovation process in the regions of Russia. To achieve this goal, the article solved the following problemsthe: to describe measures to ensure a balanced innovative growth of Russian regions; to substantiate the need for large-scale increase and effective use of investment funds to stimulate the transition to a new quality of economic growth based on the deployment of innovative processes; to investigate the problems of development of large and small business in the regions, as sources of innovation and job creation; to carry out an analysis the cluster approach as the most priority area with great potential for creating new competitive advantages of the regional economy; to evaluate the effectiveness of management tools that have a direct impact on the innovation space in the regions. Methods: the study was conducted using systematic, logical, comparative analysis, grouping and generalization methods, which made it possible to ensure the validity of the results and conclusions of the study. Results: the factors influencing on the investment and innovation development of the regions have been identified, the management tasks solved in interaction at the level of the state, the region and the industrial complex have been identified. These factors allow multiplying and effectively using the opportunities for large and small business in order to modernize, provide the necessary investment support for the innovative development of regions and the country. Using these approaches give the opportunity to increase the effectiveness and quality of the influence of these factors and tasks on the innovative development of the regions and to adapt their strategy of innovative modernization. Conclusions and Relevance: the article show the special role of active investment-innovative interaction between the national and regional levels of public administration for implementation of modernization processes in the economy in order to build a common innovation space in the whole country.

Purpose: the purpose of the study is to analyze, identify and structure the main trends of technical and technological development of regions and corporations in the Russian North. Methods: to achieve the purpose, methods of factor and system analysis, general economic approaches are used. For the structuring of processes, the methodological tools of indicators and indicators are of great importance, especially in conditions of a high degree of isomorphism of territories. Given the high degree of uncertainty of economic processes in the North, the presence of a large number of risks and threats, in some cases, expert methods and content analysis are used. Results: the main results of the research can be attributed to the relatively high degree of innovative activity of organizations in the regions of the Far North, in the industrial sector with a predominantly resource-resource orientation. The need for accelerating technical and technological transformations in connection with the strengthening of the "sanction" policy of the West is substantiated. Import substitution, especially in the areas of economic security, is, in effect, imperative. Conclusions and Relevance: in the strategic perspective, the industrial complex of the northern regions will provide accelerated industrialization with orders for high-tech materials and equipment needed to develop the Arctic shelf. A certain scientific novelty is the conclusion that the northern regions and corporations have innovative demand and financial potential, therefore, despite the predominantly raw material profile, they can become a kind of "locomotive" of the national innovation dynamics. The structuring of perspective directions of state support for innovations in the North, where the need for support of the research sector is justified at the federal level, and the strengthening of attention to the system of general and secondary special education can have practical significance.

Purpose: in the article we have carried out research of efficiency of investment and innovative-technological activity in the mechanical engineering of the regions involved in the Program development of the Arctic zone of the Russian Federation. Presented the approach to the assessment of efficiency of investment and technological innovation activities in these regions and influence the development of mechanical engineering. Methods: suggested and used the tools of forecasting and analytical studies of the effects that result from the impact of the investment and innovative-technological factors on the development of industry in the regions, with priority mechanical engineering. Results: as a result, we have got a quantitative evaluation of investment and innovative factors for the development of regional economies. We also have built integrated indicators of economic and technological effects arising from the investment and innovative-technological activity involving machinery production in these regions. Conclusions and Relevance: interpretation of the results shows that in most regions innovation and investment activities have a significant impact on the competitiveness of manufactured machinery products and on the export potential of the region. The potential of regional economic development lies in the interaction of domestic production and the innovative technological component. In the course of the implementation of the Arctic project, the demand for new technologies and scientific results is formed, the specific consumption of natural resources is reduced through the use of resource-saving technologies, investment activity is activated, ensuring the growth of production fixed assets and improving the balance of payments in foreign trade in industrial products.

Purpose: development of methodical recommendations about long and medium-term forecasting of an oil and gas complex. Considering a number of the inexact forecasts made in the last 4–8 years and also high dependence of economy of our country on power, on an oil and gas complex – the contribution of problems of forecasting and assessment of strategic alternatives of development of energy industry to national security is still underestimated and demands improvement of methodology of carrying out technical and economic researches in this area. Methods: of carrying out work: the analysis of regularities of scientific and technological development of the large companies as systems, the analysis of normative documents, the system analysis, models on the basis of game theory, scenario approach, Forsythe's elements. Results: accounting of features of the integrated structure of the company when forecasting prospects of her technological development; modeling of results of adaptation of activity of the vertically integrated oil and oil and gas companies to short-term changes of price dynamics; recommendations about improvement of methodology of creation of corporate scenarios of technological development. Conclusions and Relevance: vertically integrated companies are a bright example of how mining-and-geological and infrastructure restrictions set to technological progress others, in comparison with predicted, rates of realization of new technologies and the direction them evolution now. Purpose: the purpose of this article is to study the current state of the pharmaceutical industry in Russia, to identify trends in Russian pharmaceutical market, and to provide preliminary analysis of the state support policy for pharmaceuticals in Russia, focusing on the federal target program "Pharma-2020". Methods: the study is based on a quantitative study of the characteristics and trends of the Russian pharmaceutical market. The emphasis was put on the period 2008–2017. The volume of the market, the structure of imports and exports are considered, and expenditures under the federal program "Pharma-2020" are studied. A qualitative comparative comparison with the tendencies of the global development of the industry is conducted and recommendations are made on further stimulating the growth of the pharma industry in Russia. Results: in the past 5 years, the pharmaceutical industry in Russia did receive special attention from the government, significant funds have been allocated for to support domestic producers, and import substitution policies have been launched. Financial results of the industry show slight improvement in a number of indicators: the market share of domestic medicines is growing, the generics production increased, production standards became tighter controlled. Nevertheless, Russia remains on the periphery of the world pharmaceutical science, import retains twothirds of the market share by value, while innovative novel drugs are now launched primarily by MNEs from the US and the EU. Conclusions and Relevance: the challenges and development factors of Russia's pharmaceutical industry identified in this research require effective regulatory tools. First of all, it is necessary to reduce the gap between Russia and the developed countries in the R&D standards and their market implementation. Statistical data has showed the progress in the production of drugs from the VED list (Vital and Essential Drugs), but it is necessary to emphasize the need to update this list, provide it with the latest and innovative drugs. Annual list actualization and its expansion can play an effective role in future. In general, the Russian pharmaceutical sector is currently at its best for the entire period under review, however, the rise in international competition and the role of developing countries pose new challenges. First of all, Russia might take the best from expanding the drugs market and supporting export activity. Trade agreements and union tendencies (EAES) on the scale of Eurasia can play a larger role – Russia's advantage is the fact that the countries of the former USSR have very limited own pharmaceutical industry, whilst the demand for quality products there is growing.

Purpose: the purpose of the article consists in statement of management approach to development of utilities supply processes based on conflict situations decision – making search. It had appeared in the period of the transition from the planned and directive management to market development. Methods: the research methodology is based on the system analysis of full life cycle processes functioning, forecasting of complex systems development, mathematical modeling of processes of services supply and innovative and investment projects modeling as well as development of supplying services processes. Results: the results of the work are concentrated in the presentation of systemic-functional approach to managing the development of processes of municipal services, able to resolve conflict situations in this sphere. Conclusions and Relevance: the traditional management approach on the basis of elimination of "bottlenecks" and emergencies prevailing within planned and directive system at its transformation in the market conditions has led to accumulation of conflict situations and unsolvable problems. The offered systemic-functional approach based on forecasting of full life cycle of the modernized processes and the services providing systems allows to consider costs of modernization, prime cost and quality of the rendered services.

Purpose: the main objective of preparation of article consists in formation of conceptual reasons for the new approach to administrative-territorial division of the Russian Federation corresponding to the relevant calls facing the country in the modern economic conditions. For achievement of this purpose in article the following research tasks are delivered and successfully solved: 1) to create new approach to administrative-territorial division of the Russian Federation on the basis of stability of her subjects; 2) to develop conceptual model of acceptance of the administrative decision on enlargement of regions by use of the modern methods of the quantitative and qualitative analysis of nature of regional development and a status of an economic security of the territory; 3) to define composition and structure of regional clusters, to give their characteristic in specific parametric space; 4) to develop recommendations about formation of administrative decisions on enlargement of regions taking into account specifics of development of the territories in a section of each cluster. Methods: by preparation of article general scientific methods of researches, such as systematization, generalization, cause-effect analysis and also receptions of the quantitative are used (hierarchical and iterative methods, statistic analysis) and qualitative (methods of the spatial analysis, theory of image identification) analysis. The new conceptual model based on synthesis of qualitative and quantitative methods of assessment of effectiveness of association of territories is developed for achievement of the goal of a research. According to the offered model making decision on association of the region is carried out in four steps. At the first stage justification of expediency of integration of territories is carried out and the general concept of association of regions is formed; at the second stage – holding a procedure of the cluster analysis and registration of results of a clustering by definition of uniform groups of regions on the basis of identification of similarity of the quantitative values characterizing stability of development of regions and a condition of indicators of their economic security; at the third stage – diagnostics of proximity of objects in a cluster on the basis of the principle of territorial contiguity and formation of the list and structure of regions concerning which the procedure of integration can be recommended; at the fourth stage – development of recommendations of integration of regions for stability of territorial subjects of the Russian Federation and ensuring economic security of the Russian Federation. Results: the new approach to administrative-territorial division of the Russian Federation on the basis of stability of subjects assuming that in case of making decision on combining of regions the requirement of increase in level of stability of development of the territories and their economic security shall act as the purpose and the expected result of process is developed. The conceptual model of making decision on enlargement of regions concretizing logic and content of process which application in practice of public administration by regional development will allow to provide framing of adequate approaches to administrative-territorial division of the Russian Federation is created. The recommendations concerning making decisions on combining of regions allowing to consider adequately specifics of social and economic development and level of an economic security of the territories are provided. Conclusions and Relevance: the researches conducted in article represent development of scientific ideas of the modern approaches to administrative-territorial division of the Russian Federation. Practical application of the received results will allow to enhance procedures of acceptance of administrative decisions concerning enlargement of regions taking into account the current trends in development of the country and on this basis to ensure steady positive social and economic dynamics and an economic security of the Russian Federation.

Purpose: the article examines the main problems associated the new regulatory acts of Malaysia – the Financial Services Act of 2013 and the Islamic Financial Services Act of 2013; The characteristics of the legal status of the "Ombudsman for financial services" are listed, types of financial disputes subject to settlement under the "financial ombudsman scheme" are listed, parties to the financial dispute are identified. To achieve this goal, the article must solve the following tasks: to determine whether there are institutions in Malaysia that provide services for resolving financial disputes; to investigate the main problems associated with the definition of the concept and types of financial dispute, the conditions for the transfer of a financial dispute to the competent authority. Methods: this article is based on an interdisciplinary concept of research, which allowed to distinguish the distinctive features of the legal regulation of the settlement of financial disputes in Malaysia. Results: according to the provisions of the new laws of Malaysia, namely the Financial Services Act of 2013 and the Islamic Financial Services Act of 2013, a financial dispute should be understood as a dispute, to which the parties are a financial consumer and a financial service provider provider. Financial disputes include disputes in the field of insurance and Islamic insurance, as well as disputes over bank cards, bank accounts, ATMs, Internet banking, mobile banking, and others. The main body for the settlement of financial disputes is the Financial Ombudsman. The competence of the financial ombudsman is limited by the amount of the claim of 250,000 ringgit (about 4.5 million rubles), under insurance claims – 10,000 ringgit, in the field of unauthorized transactions – 25,000 ringgit. The procedure for resolving a financial dispute, which in Malaysia is referred to as the "scheme of a financial ombudsman", is established by the Central Bank of Malaysia. Conclusions and Relevance: the materials presented in the article show the special role of arbitration in resolving domestic and international financial disputes. The practical application of its results will improve the Russian legislation in the field of resolving financial disputes.

Purpose: the purpose of this article is to analyze the Russian experience in using public-private partnership mechanism (further – PPP) for the supply and maintenance of rolling stock for Moscow public transport vehicle fleet under the «Life Сycle Сontract» (further – LLC). Overview of LLC, benefits, strengths and weakness identification are needed to achieve the objectives. Methods: methodological and theoretical background of the article based on feasibility study of LCC implementation projects as well as practical experience of LCC in CUE «Mosgortrans» and CUE «Moscow Metro». Information based on official data from Ministry of Economic development of the RF, Moscow Mayor official website, Moscow City Investment Agency. Results: research into LCC in PPP system, strengths and weaknesses identification will allow to minimize risks and to improve system. Conclusions and Relevance: this article proves that LCC model under the tready of of rolling stock procurement and maintenance contracts for Moscow public transport can provide a city with the new generation rolling stock, increase comfort and safety, obtain additional reliability assurance and timekeeping, remain high properties of rolling stock during exploitation period.

Purpose: carrying out the analysis of the regulation of the crypto-currency, its legal provisions and risks, which will allow us to study this phenomenon more deeply for the purpose of Russia's financial security in the modern world financial system, taking into account the essence of the nature of the crypto-currency. Methods: when studying the role of state regulation of electronic money (crypto-currency), a dialectical method of scientific cognition was applied. Calculating and analytical methods of observing, measuring, analyzing and comparing indicators characterizing the state regulation of crypto-currencies in the Russian Federation, strengths and weaknesses, opportunities and threats to use and regulate crypto currency. Results: the authors conducted the analysis of the crypto-currency market, studied the experience and peculiarities of the state regulation of the crypto-currencies, examined and proposed strengths and weaknesses, opportunities and threats to use and regulate crypto-currencies. Conclusions and Relevance: in the process of studying the experience of regulating crypto currency in foreign countries, we found some similar features. First, each country seeks to create a favorable climate for the development of new technologies (detached) and sees a high potential for using technology not only in the private sector, but also in the public sector. Secondly, the crypto-currency market is growing at a high pace, and the state, without adapting the tax code to the modern challenges of the digital economy, receives less revenue in the budget, since the crypto-currencies are out of legal jurisdiction. Thirdly, today there are more than 1 thousand different crypto-currencies, therefore, it is necessary to develop common standards for the regulation of crypto-currencies.

Purpose: the purpose of this paper is to identify the effects from holding the world championship "Formula One" on the territory of Krasnodar Krai on regional nationwide scales. Methods: the methodological framework of this paper comprises: content analysis, public analysis findings in the sphere of sports business organizations development, empirical and sociological (enumeration) methods. Results: in this regard, the author of this paper identifies a multiplicative effect from the operation of a global company "Formula One" in Russia through the prism of fashion, social, economic, industrial, infrastructure, investment and integration effects. This allows to draw a conclusion that "Formula One" in Russia as a sports and entertainment mega-event leads to the development of the national economy through small and medium business over race service and arrangement (recreation, hotel complex, restaurants, cafes, entertainment complexes, shopping malls, transportation terminals, railway interchange, additional points in the airport and etc.). It is proved that Sochi profile as a world-famous resort encourages the emerging of additional businesses. These and other factors allow Sochi to solve the economic problem of the post-Olympic heritage. The effects of “Formula One” on nationwide and regional scales are represented by a diagrams. Conclusions and Relevance: practical implications of current paper lies in the justification of provisions and conclusions in order to understand the importance of "Formula One" stage in Russia, the need for its promotion and revitalization of economic entities interest to the territories development.

Purpose: the purpose of this article is to determine the conditions of entering the Russian innovative companies in the program of development of economy at the Federal level. These conditions suggest the possibility of self-selection of participation of each company in the program and compliance with the company's potential. Methods: the research methodology involves building a system model of organizational innovation of the company. Its foundations are based on a systematic approach to innovation management within the company, and the opportunity to participate in the program at the Federal level is determined by the company based on known methods of decision-making given the uncertainty generated in ordinal scales. Results: the result is a set of methodological ways for you to select the company's participation in the program of development of the AZ of the Russian Federation taking into account positive and negative for the company benefits. In turn, the company's offer to participate in the program depends on the assessment of a company's potential leadership program. Conclusions and Relevance: the development of the Arctic zone of Russia must be organized using the methods of program planning, providing centralized allocation of financial and logistical resources with broad participation of private capital on the basis of the principles of publicprivate partnerships.

Purpose: the authors aim to show the reality of the decision of the actual task putted by the Russian President V.V. Putin to transport builders: two times increasing construction of automobile roads and to ground fundamental principles of the Russian automobile roads network technological modernization, allowing solving the modern requirements of automobile transport. Methods: in the present study the following methods were used: systemic approach, methods of social diagnosis, comparative analysis, method of expert evaluations, and method of statistical processing of information. Results: the short characteristic of modern development and technical level of the Russian automobile roads network as the important part of the automobile roads material-technical base is presented. Realization process of the actual task putted by Russian President V.V. Putin to transport builders: two times increasing construction of automobile roads is analyzed. The reality of decision this task due to modernization roads economy material-technical base on the base of innovative technologies and progressive world experience in the field of roads construction is scientifically proved. Conclusions and Relevance: in spite of losing now in decision of the actual task putted by Russian President V.V. Putin to transport builders: two times increasing construction of automobile roads, nevertheless the real possibilities to reach the important aim still remain. It may be done only due to scientifically grounded modernization of the roads economy material-technical base on the base of innovative technologies and progressive world experience in the field of roads construction.

Purpose: in article the author raises the aspects of the international cooperation in nuclear power. The author wants to analyse the multiplefactor analysis of the international regulation in the field of peaceful use of atomic energy and to reveal competitive advantages of the Russian Federation in this area. Methods: the methodological base of the research was made by set of general scientific methods and methods of the economic analysis. In particular, such methods of the scientific analysis were used as system approach, method of the comparative analysis, synthesis and analysis. From economic methods was used the method of the analysis of the branch competitiveness. Results: the author, raises the aspects of the international cooperation in nuclear power, comes to the conclusion that the specifics of branch cause need of comprehensive and close international interaction for prevention of distribution of dual-use technologies, for ensuring global and regional ecological and energy security, for ensuring the rights to use peaceful atom for needs of national economies and for observance of rules of the free market competition in such a complex branch of the world economy. Conclusions and Relevance: nuclear power is a high-tech and innovative branch of the Russian economy. Today it is one of the most dynamically developing in the country, and also plays a significant role in the world energy. Among the competitive advantages of the national nuclear power industry is the development of new technologies, flexible price offers in foreign markets, etc. The development of the branch and the sustainability of Russia's competitive position in this area on foreign markets require the development of new proposals for different regional markets and the implementation of planned measures to support the level of competitiveness. Сonclusions can be used as recommendations for developing programs to increase the competitiveness of the Rosatom State Corporation.

Purpose: this paper is based on the research aimed at the assessment of capacity for industrial cooperation of countries of Eurasian Economic Union and consideration of the opportunities for industrial cooperation related to the technologies of the digital economy. Methods: the article is developed in accordance with the system approach, the system of general theoretical and economic methods: methods of positive and normative analysis, statistical methods of data processing and graphical presentation of information. Results: assessment of level and the capacity for cooperation in the industry of the EEU is presented. The role of the digital economy in industrial production is defined. The directions of strengthening the cooperation ties between the industrial enterprises of the EEA member countries using the capabilities of the digital economy are identified, as well as those factors that need to be taken into account when stimulating the relevant organizational and managerial innovations. It allows to develop the industrial policy measures within the framework of the EEA. Conclusions and Relevance: achievement of the goals of the EEA in the field of the industry is seen in the formation of a new paradigm of competition and cooperation of enterprises by deepening industrial cooperation through the introduction of the digital economy technologies. This provides a unique chance for overcoming the gap in the efficiency of industrial enterprises of the EEA member countries and enterprises of the leading countries emerged in the last quarter of a century based on competitive cooperation (coopetition). The results indicate that the EEA member countries have reached the depth of the division of labor in industry, which is expressed by a significant share of the exchange of intermediate goods, but the trend of further deepening of cooperation is not observed. Purpose: the article examines the main problems associated with the extension of arbitration of domestic and international financial disputes in Singapore. The characteristics of the development of international commercial arbitration in Singapore, including the role of the Singapore International Arbitration Center SIAC, examined the new SIAC Arbitration Rules - the Arbitration Rules of 2016 and the Investment Arbitration Rules of 2017, as well as the Arbitration Regulations of the Singapore Exchange 2006 and the Arbitration Rules Singapore Exchange on the Derivatives Trade 2005. In order to achieve this goal, the article must solve the following tasks: to determine whether there are institutions providing services in Singapore and on the arbitration of financial disputes; to study the main problems of transferring a cross-border financial dispute to international arbitration; to study the practice of international arbitration on this issue. Methods: this article is based on an interdisciplinary concept of research, which allowed to distinguish the distinctive features of the legal regulation of the settlement of financial disputes in Singapore. Results: the provisions of the Arbitration Rules of 2016 and the Investment Arbitration Rules of 2017 are innovative not only for the SIAC Center, but for all international commercial arbitration as a whole. The new regulations of the SIAC Center enshrined provisions for the consolidation of arbitral proceedings in disputes from two or more treaties; on attracting additional parties; the refusal of claims or objections at an early stage if the claim or objection is manifestly unfounded from a legal point of view or the claim / objection is obviously beyond the jurisdiction of the Arbitration Tribunal; on delocalization of the place of arbitration; additions to the provisions on extraordinary arbitration and the procedure for accelerated production. The new Arbitration Rules came into force on January 1, 2016 and proved itself from the very best side. The statistics of the SIAC Center for 2016 were unprecedented. Conclusions and Relevance: the materials presented in the article show the special role of arbitration in resolving domestic and international financial disputes. The practical application of its results will improve the Russian legislation in the field of resolving financial disputes.

To achieve this goal in the article you must accomplish the following tasks: to determine whether there are institutions in Malaysia providing arbitration services for disputes in the field of Islamic banking; investigate the reasons for the unwillingness of the parties to a financial dispute to transfer it to arbitration; to identify the main problems of transferring a cross-border financial dispute to international arbitration; to study the practice of international arbitration on this issue. Methods: this article is based on an interdisciplinary concept of research, which allowed to distinguish the distinctive features of the legal regulation of the settlement of financial disputes in Malaysia. Results: currently the popularization of arbitration permits for domestic and international financial disputes in Malaysia faces difficulties due to both internal reasons and the traditional approach of Islamic banks to include in contracts the reservation of subordination of the provisions of the contract to the law of England or the United States in conjunction with the reservation clause financial disputes in the courts and arbitration of these states. Nevertheless, one can assume with great confidence that, following the development of Islamic banking, so-called Islamic arbitration will spread in Malaysia. Conclusions and Relevance: the materials outlined in the article show the special role of arbitration in resolving domestic and international disputes in the field of Islamic banking. Purpose: the purpose of this publication is to assess legal guaranties of competition (free competition) between contractors in broadly perceived process of granting public procurement, which means not only entering into a contract subject to the specific legal regime, concluded by a public purchaser, or possible private purchaser subordinated to that legal regime, with a contractor (contractors) in order to satisfy its demand for certain goods or services, but also a due course of the whole process of granting public procurement, perceived as a sequence of factual and legal actions beginning with the moment of public announcement of a procurement, sending an invitation for submitting offers or sending invitation to negotiate for selection of an offer of a given contractor, up till final fulfilment of all obligations of the parties under the public procurement contract. Methods: the major research method is the dogmatic-legal method, namely an analysis of legal text of different laws. Moreover, there is a critical analysis of scholar literature. The most important in this context is to indicate mutual co-relations between competition and fair competition in area of public procurement system and to point other major principles of the public procurement process, such as non-discrimination rule, transparency, impartiality and objectiveness rule, legality rule, openness, rule of written form, primate of using tender mode (competitive mode, in another words it is a rule of extraordinary application of non-competitive modes or primate of granting public procurement in a tender mode). All of those rules constitute together components of the guarantee of genuine competition within the whole process of granting a public procurement. It must be stressed that the literature in the area of research in not really rich. This is accurate in terms of Polish literature and EU literature, too. Results. Conclusions and relevance: results of the research are such that new 2014 EU public procurement directives, viz. Directive 2014/23/EU, Directive 2014/24/EU and Directive 2014/25/EU, are not really aimed at fostering the competition as the main goal. Nevertheless, a specific and deep analysis of regulation of mentioned directives leads to the conclusion that those directives provide for bigger and broader economic competition. This is achieved generally thanks to opening of the public procurement market for micro, small and medium enterprises (SMBs’ sector).

Methods: the methodology of the study is based on the application of universal scientific methods of analysis and synthesis, analogy and modeling. In the process of collecting and collating data used content analysis, comparative analysis, methods of induction and deduction, system approach. Functional, strategic and economic analysis, methods of formalization, forecasting and expert assessments are used to generalize information and solve assigned tasks. Results: in the process of the study, a common algorithm for creating a customer relationship management strategy was developed. In particular, its main stages have been identified; the processes of solving the most important problems have been singled out and studied in detail. In addition, the article substantiates the basic theoretical and methodological guidelines, as well as the practical aspects of development of this type of strategy. Conclusions and Relevance: the main feature of development of the strategy of customer relationship management is the focus on the value characteristics of the analyzed elements. This is due to the nature of its foundations, that is, a special kind of human relationships in the process of economic interaction. Key specific task in the process of developing the strategy is to differentiate customers. This forms the value of the customer base of the organization, which is the basis of the theses and decisions, which are formulated in the future. The presented algorithm of the work is based on the application of modern and classical management tools at each stage of the work. This is aimed at improving the effectiveness of strategy development. Building Networks of Goals and Strategies, and adopting organizational solutions, you coordinate the interaction of the Project office and departments of the company. This methodology is based on a Logical Rationale of the Contexts and Assumptions for establishing Goals and Strategies both for the project and for the company, and on preparation of Contexts and Assumptions, Goals and Strategies Alignment Matrices, which provides a flexible adaptation to the internal and external environment in the process of selecting the most successful Strategies to achieve the Goals. Methods: this article is based on the concept of Goals-Questions-Metrics+ Strategies, which is adapted as another concept of strategic monitoring and control system of projects: Goals-Phases-Metrics+Strategies. These concepts have formed the basis of the Strategy Alignment Metamodel, where a technology of Phases Earned Value Management is used as a measurement system for the project activity, and Balanced scorecard is applied for current operations. Results: strategy Alignment Metamodel of the project and current activities of the company is proposed hereby. It uses modern strategic monitoring and control systems for projects: Goals-Phases-Metrics+Strategies, and for the company: Goals-Questions-Metrics+ Strategies. The interaction between these systems is based on Contexts and Assumptions, Goals and Strategies Alignment Matrices. The existence of such matrices greatly simplifies management decisions and prevents the risk of delays in the execution of project Phases based on rational participation and coordination of the company’s departments. This model and the Networks of Goals and Strategies of the project and current activities, which are produced on its basis, have found practical application in the realization of construction project of production line of the LNG plant (Liquefied Natural Gas) and have led to effective communication between the Project office, departments and external stakeholders. Conclusions and Relevance: these studies show that the Strategy Alignment Metamodel is effective in the coordination of the project and current activities; as a result it is possible to agree the Contexts and Assumptions as well as Goals and Strategies. Forming Networks of Goals and Strategies, it is easier to monitor the activities of the departments of the company in case of their participation in the execution of the project phases and divide responsibilities between them. Application of Strategy Alignment Metamodel leads to better identification and management of risks that arise due to poor communication of the Project office with the departments of the company in delegation of works on the project Phases execution. Single database for Networks of Goals and Stretegies, Contexts and Assumptions, Goals and Strategies Alignment Matrices can serve as templates for future projects and training of the company’s project managers.

Purpose: the main purpose of this article is to identify «growth points» of economic growth in the regions, determine their type, and assess the conditions for their development. Methods: the main feature of this study is to obtain an expert assessment of the qualitative aspects of regional development. The main source of empirical data was an online survey conducted by the authors in 2016. Results: the study identified potential «growth points» in five regions of the Russian Federation and determined their nature according to the idea of modernizing the socio-economic environment. The selected points allow to develop the potential of the region horizontally. However, there are certain problems that hinder this development and they have been identified. Conclusions and Relevance: at the moment, the identified «growth points» can not be classified as information or intellectual, but in all regions there is the possibility of activating such industries. The «growth points» allocated by experts are still potential, because their technical, technological and innovative components have medium level of development. «Growth points» in the Republic of Sakha and the Nizhny Novgorod region have a greater modernization activity. Such expertise can be used by local authorities to adjust development vectors and strategies. It can also be an element of monitoring the socioeconomic development of regions.

Results: reviewed and proposed approaches to use preventive measures prevention of risk factors of non-communicable diseases healthcare leaders, forming health-preserving behavior. Conclusions and Relevance: in modern scientific studies on the health of medical workers, including heads of medical institutions, defined the modern methodological approaches to formation of health-saving behavior and maintaining healthy lifestyle health care workers. Despite the high awareness of heads of medical organizations in the area of influence of risk factors on health, accessibility of medical care for the diagnosis and correction of risk factors of chronic no communicable diseases, risk factors of health among healthcare leaders have sufficient prevalence. Health-promoting behavior model is not a conscious lifestyle leader and formed as a reaction if you have symptoms of health disorders. Among the leaders of medical organizations appears typical for the whole population the situation: lack of awareness of the true state of their health, the presence of manifestations of the negative impact of modifiable risk factors of health, low motivation and psychological readiness for health promotion. The necessary intensification of actions aimed at shaping the attitudes of the heads of medical institutions for their health as the managed category healthy behavior. The health of the heads of medical institutions affect the efficiency of healthcare organizations and is reflected in the quality of medical care provided to the population.

Results: during the research process if has been concluded that economic downturn in Russia was caused by economy export orientation of the initial repartitions and low added value resource products. Even the involvement of Russian huge natural resources into the economic activity will not be able to completely solve a problem of prevention of degradation of the processing industrial economic sectors. Two key development terms are noted: investments and structural reform. It is noted that the main sources of investments are the internal and external ones. Increase of their potential is connected with adoption of tough strategic and political decisions. In its turn, effective usage of the expected increase in investments requires an urgent solution of competitive domestic technologies development problems, as well as problem of effective management of economy and its development on an innovative basis. Therefore, it is sometimes impossible to compare the indicators of the socio-economic and innovation development of the Chechen Republic with other subjects of the Russian Federation in which there were no wars. In the context of the new economic realities, the formation of the innovative environment in the Chechen Republic has high importance. Today the Chechen Republic is in the process of restoring its innovative potential. In order to improve the quality of the innovative environment of the Chechen Republic, measures to remove obstacles for further growth had been proposed. Relevance of the chosen subject is caused by the current state of ecology and problems of commercialization of intellectual property in development of innovative information technologies within the conditions of integration of economies into the world economy. The existing changes of the current legislation and tendencies of development of the industry of innovative information technologies in field of ecology in the Russian Federation require cardinal review because of its low competitiveness. Ensuring sustainable development of the country directly depends on implementation of innovative information technologies, not only within the sphere of ecology, but also in all industries of the national economy of Russia. Especially important direction of development of innovations is the field of information technologies with its further implementation in innovative productions and provision of services with a focus on protection of ecology and healthcare. Methods: the methodology of the solution of objectives is based on usage of a method of dialectic research, methods of the economic analysis, forecasting, the situational and systemic analysis, expert evaluations and the analysis of empirical data. Results: in the process of researching the direction of solving environmental problems, the author studied foreign and Russian programs based on innovative technologies in this field and identified current proposals regarding the practical implementation of partnerships in the form of Public Private Partnerships PPPs. Conclusions and Relevance: the practical importance of the work consists in identification of intellectual property in the area of development of innovative technologies, forecasting of their economic activity, the choice of optimal models of financing for ensuring sustainable development of the country and competitiveness of the Russian innovative technologies on the world market.

Purpose: modern strategies of management of the organization require the formation of special management approaches based on the analysis of the mechanisms and processes of the organization of medical activities related to possible risks in activity of medical personnel. Based on international experience and own research the authors have identified features of a system of management of personnel risk in medical activities, examined approaches showing the sequence and contents of the main practical activities of the formation, maintenance and development of the system of management of personnel risks. Emphasized is the need for further research and implementation of the system of management of personnel risk in health care organizations. Study and assessment of personnel risks affecting the security of medical activities aimed at the development of the system of personnel risk management, development of a system of identification and monitoring of HR risk indicators with a purpose to improve institutional management and increase efficiency of activity of medical organizations. Methods: in the present study, the following methods were used: systemic approach, content analysis, methods of social diagnosis (questionnaires, interviews), comparative analysis, method of expert evaluations, method of statistical processing of information. Results: approaches to predict the occurrence and development of personnel risks have been reviewed and proposed. Conclusions and Relevance: patient safety is a global issue affecting countries at all levels of development. Each year, the WHO identifies a number of systemic and technical aspects and trends in the field of patient safety related to actions of medical workers. Existing imbalances in the staffing of the health system of the Russian Federation increase the probability of potential risks in medical practice. The personnel policy of healthcare of the Russian Federation requires further improvement and development. System of human resources risk management in the healthcare organization is an important management tool, which promotes social responsibility of medical institutions to the society and improves the safety of medical activity. The process of personnel risk management begins at the stage of development of strategy of management of medical organization applies to all levels of management and includes mechanisms for the identification, monitoring and controlling HR risks that could adversely affect the medical activities of the organization. The security system of medical practice is closely connected with the management of the quality of medical care, quality of resource provision of medical organization, quality of organizational and technological processes of medical activities and quality of performance - results of medical activities, reflecting the degree of satisfaction of the needs and requests of patients. Significant role in minimizing personnel risk is the system of motivation and stimulation of work of medical workers, taking into account the specifics of certain categories of workers.

Purpose: the aim of the article is to analyze the Korean economic strategy from the beginning of its development until modern stage. Examination of how this strategy has changed depending on changes within domestic and international economic environment, assumptions, set goals, their effectiveness and significance of all the taken measures. It will demonstrate waypoints for the future economic development and will become a trigger towards recognition of the successful development of the Korean economy by other countries. Methods: the methodological bases of this article are the economic and statistical methods of analysis of the Korean economys, graphical methods displaying economic indicators. Results: economic history of South Korea over the past century shows the positive and negative factors of the development from an economically weak country into a developing country. The history of the Japanese occupation of Korea, lasting from 1910 to 1945, showed that for a country which has lost its national sovereignty, expropriated the state's economy has no effect after the restoration of independence, and that the economy cannot develop in conditions of chaos within the political, economic and social spheres. Even after the establishment of a military dictatorship, it is possible to note that despite limitations of citizens’ rights, the economy can still grow if the people want it. In addition to the development of internal political system, unstable factors in the process of promotion of social reforms and hastily adopted policy of "open doors" in order to enhance the international status are unreasonable political, economic and social changes. In turn, the inability to control currency exchange in Asian countries, which is a policy of economic development, has shown the existence of a risk of national bankruptcy. Moreover, the adoption of policies of excessive decrease of interest rates in order to revive the recession may be counterproductive in countries with a developed economies and lead to an economic crisis. Conclusions and Relevance: for the last century, the changes that happened in the economic history of the Republic of Korea made it the model case of progressive economic development of developing countries. The history of Korea's economic development suggests presence of both positive and negative factors. Within the positive factors of the economic development of the Republic of Korea it is possible to note: planning of economic development, a potential for development of technology, ability to control currency, financial crisis management and free trade agreements. Negative factors for economic development were the loss of national sovereignty, disturbances in political, economic and social fields. In addition, people's desire to develop the national economy shows that the economic development could be accomplished successfully.

Purpose: the aim of the article is the role and influence of tourism on the development of the economy at all levels of the economic system (example: Republic of Crimea). The article considers the methodology for analyzing the indices of social and economic growth in the branch of the Republic of Crimea. The role and influence of tourism on the economy is considered. Tasks of the article: analysis of the works of foreign and domestic scientists on the role and influence of tourism on the development of the economy; to conduct an analysis of the sectoral structure of the gross value added of the Russian Federation; describe the growth of socio-economic indicators; identify the stages of the methodology for analyzing the indicators of the social and economic growth of the tourist industry; to give an analysis of indicators characterizing the socioeconomic growth of the tourist industry of the Republic of Crimea; construct the dependence of the amount of declared amounts of investment projects on the number of tourists who visited the Republic of Crimea. Methods: the dialectical method of scientific cognition was applied in studying the role and influence of tourism on the development of the economy, calculation and analytical methods for monitoring, measuring, analyzing and comparing indicators that characterize the social and economic growth of the tourist industry of the Republic of Crimea. Results: in modern conditions, the development of the tourism sector, as a source of sustainable development of the state economy, acquires priority development. The tourism industry has a huge impact on the economy of the region, being the locomotive of the development of many other branches of management and providing non-raw budget receipts. The analysis of the works of foreign and domestic scientists makes it possible to talk about the integrated mechanism of the role and influence of tourism on the development of the economy at all levels of the economic system and, in general, the national economy of the country. Its essence is as follows: the gradual increase in the socio-economic standard of living of the country's population increases its needs for rest and leisure, which increases domestic and outbound tourist flows. The coefficient of determination R² = 0.0191 showed that 1.91% of the variation of the "declared amount of investment projects, applications" is due to the variation in the sign "the number of tourists who visited the Republic of Crimea", and 98.09% of the variation is already associated with the impact of other factors not taken into account. Conclusions and Relevance: the spread of tourism is becoming a stimulating factor for the development of the tourism services sector: the tourism industry is growing in the budget, the number of employees in the tourism sector is growing. Increased investment in the tourism sector leads to the creation of tourist facilities and the development of tourism infrastructure, increases the attractiveness of the national sector of tourism services. This stimulates the growth of domestic and incoming tourist flows and ensures an increase in the country's socio-economic development. The social and economic growth of the sector as a whole is promoted by institutional support, developed state regulatory and legal regulation in the sphere of tourism, interaction of public-private partnerships, staffing, diversification of tourism products through the development of various types of tourism, thereby eliminating the reason for the seasonality of tourism enterprises and increasing income.
