Projects of educational programs licensing: interaction with external stakeholders and associated risks

Problem. One of quite common types of projects in higher school, aimed at increasing training possibilities, is educational programs licensing. Licensing is a part of the broader process, but has its own distinguishable result and can be considered as a separate intellectual and organizational project. Within general problem of support and decision making processes modeling in intellectual and organizational projects there remains an undecided problem of risk estimation on interaction with external stakeholders, some of them can be explored at the example of projects of educational programs licensing.
Purpose. The aim of the article is identification and analysis of risks, related to the interaction with external stakeholders of new educational programs licensing at the stage of license application consideration by state authorities.
Design/methodology/approach. In the process of publication preparation the studies of project life cycle, including educational projects features, project risk management, some factual and statistical methods of information processing were used.
Findings. Among the applications on the license cases consideration the projects on new educational services licensing include the cases on Junior Specialists and Bachelors training, Specialists retraining, Masters training in the fields of study "State Management" and "Specific Categories" (except for the cases on licensed amount increase) and activities according to the programs of foreign educational institutions. In the projects of new educational services licensing in the sphere of higher education license case consideration relates to the phase of work performance (execution) of the project.
Participants of this procedure (Ministry of Education and Science of Ukraine, Department of Scientific Work and Licensing, Expert Committees, Accreditation Committee of Ukraine and its Expert Councils) acquire the status of external stakeholders of the project. The main risks in the procedure of license case consideration reflect the functioning of quality management system in HEI or problems of interaction with external stakeholders of the project.
Originality/value. On the basis of undertaken studies the main risks and problems of interaction with external stakeholders of the project of new educational programs licensing are defined. It is determined that the external stakeholders of the licensing projects have significant impact on the efficiency of this type of educational projects, gradual and consistent strengthening of content-related and formal requirements for HEIs license cases demand serious strengthening of their preparation in both resource provision preparation and respective educational projects management. Complex set of factors involves massive violations of regulatory established terms of license cases consideration and determines this risk recognition in development of new educational programs on licensing. Projects of new educational programs licensing at the present stage of national system development have distinct practical approach. Developers of project of new educational programs licensing need to reserve more time and funds for the license cases support during their consideration.
