The article presents partial results of a comparative research that aims to discuss federalism as a form of organization of the State and its repercussions for the organization and financing of basic education in Argentina and Brazil. Documentary analysis methodology was used and special attention was given to the legal documents that organize and regulate the federative relations in education and in the financing of education in both countries. As the main findings are the fact that the supply and financing of basic education are decentralized, under the marked responsibility of the subnational ones, although there are mechanisms of action of the national one in the financing of education, either by repairing resources or acting in a complementary way.Thearticlepresentspartialresultsofacomparativeresearchthataimstodiscuss federalism asaformoforganizationoftheStateanditsrepercussionsfortheorganizationandfinancingofbasiceducationinArgentinaandBrazil. This paper discusses the need to create monitoring and evaluation mechanisms for the National Student Assistance Program (PNAES) in Brazilian federal universities. Specifically, the objective is to investigate the monitoring and evaluation instruments of the Permanence Scholarship Program, implemented in five federal universities, namely: UFAC, UFPR, UFS, UFU and UFV. The selection made is based on the analysis of data obtained in audits of the Comptroller General of the Union (CGU), through the Management Results Evaluation Report No. 201601866 / CGU; which point out the presence of such instruments only in these universities. In the present study, the qualitative and survey methodologies are adopted as mechanisms to obtain data and information from a particular group. From this analysis, it was possible to observe, among other aspects, that the researched universities develop the policy of monitoring Student Assistance actions, in order not only to comply with item II, article 5, of Decree No. 7.234 / 2010, which provides for the execution of program monitoring and evaluation; but also to obtain information during the process, with a view to enabling possible local policy adjustments, immediately.

This article aims to analyze PEIF as a supranational policy of teacher training on the border of Brazil and Paraguay from the configuration carried out in the southern region of Mato Grosso do Sul. It establishes the following research problem: the educational reality on the border of Brazil and Paraguay? In methodological terms this study is anchored in the documentary, qualitative and content analysis collected from the doctoral thesis in progress on the subject. It was verified in this research that the PEIF as a specific policy for the border region sought in the training of teachers means of solidifying the regional integration in the scope of Mercosur.

The intention of this text is to identify the Brazilian businessmen´s objectives doing the lobby in the National Congress and their consequences for the Brazilian education, specifically for the Professional Education (PE). The chosen path for this appreciation was bibliographic and historical documentary, theoretic-analytical. The period of analysis is the new republic, as a moment of organic crisis. In this period was identified a series of processed business practices, by means of a set of innovations, that pass through the economic, political and educational field, which finality is to constitute new ways of hegemonic consensus in Brazil, through the lobby.

In this article it is analyzed the diffusion of the world-class or excellence university conception, elaborated and disseminated by the World Bank and the rankings, in the Latin American and Caribbean academic context, from these questions: would the universities be outside the dynamic axis of the capital inscribed in the race for excellence status and better placements in the international rankings? What would that mean in case of a positive or negative response? To this purpose, we have used the bibliographic and data survey, as well as the documentary analysis that supports us to analyze the Institutional Development Plans (IDPs) of the Latin American and Caribbean higher education institutions that have been standing out in the main academic rankings worldwide. As a result, our investigations have shown that the UCM model / conception is used as a more or less explicit archetype of how Latin American universities must ‘behave’ to achieve this desideratum.

The text aims to analyze the interference in high school in relation to the partnerships established between the Brazilian governments and the World Bank. His writing was motivated by the counterreform actions of high school adopted by the Temer government (2016-2018) and the announcement of the Bank financing in its implementation. The text was developed within a research network based on the analysis of primary documents produced by the Ministry of Education in its partnerships with the Bird during the period of the military dictatorship. Documents from the period of high school counter-reforms carried out by the Cardoso government (1995-2002) and by the current government are analyzed. Our intention is not to provide exhaustive descriptions and explanations about partnerships involving high school counter-reforms, but to construct suggestive hypotheses and offer some tentative conclusions since at this point it is not possible to obtain a complete diagnosis of the new partnership announced by the Brazilian government with BIRD.

The article presents research results and aims to discuss the proposal, as well as the process of the materialization of policies for professional and technological education, from 2003 to 2017, highlighting the concepts in dispute in the area, in the field of contradictions. The research relies on documentary sources and official reporting data made available during this period. It shows that the institution of the Federal Network of Professional, Scientific and Technological Education, encompassing the Federal Institutes of Education, Science and Technology, allows the expansion of vacancies, the number of enrolled students and those enrolled in Federal Network Institutions. It also presents the increasing allocation of public resources, a movement that is interrupted after 2015, with a marked decrease in the years 2016 and 2017.

The article suggests that there is an international agenda for education, promoted by the International Organizations, which promotes the expansion of evaluation systems of education quality. The study was conducted based on the analysis of both international and national documents that deal with external assessments in both Brazil's and Chile's educational systems. In particular, they analyzed the educational policy documents focused on the Basic Education Development's Index, in Brazil, and in the System of Education Quality Measurement, in Chile. The results of the analysis show evidence of a common ideological speech strategy between the International Organizations and the local political elites, which indicate the legitimacy and naturalization of the education quality measurement's systems, as well as, the political context that is inserted, removing from its textuality possible resistances and alternative speeches.
