The presented article considers the forms of participation of the rural population in the development of rural areas. It is determined that out of all existing forms of participation, territorial public self-government can solve a wide list of issues, ranging from protecting the rights and interests of residents of rural settlements to issues of landscaping. It was revealed that in the past few years the number of regions of the Russian Federation using self-taxation for the development of rural areas has been growing every year, which allows us to talk about the interest of the rural population in the development of their places of residence. It was determined that over the past six years, the number of implemented initiative budgeting projects has increased by 223 %, which shows interest in initiative budgeting on the part of the population. It is determined that the initiator of the generation of rural management practices can be a fairly wide range of stakeholders, which should be integrated into infrastructure platforms for the development of rural initiatives – conductors of population initiatives. The organization of infrastructure platforms for the development of rural initiatives will mobilize the human capital of the population of the rural area, will contribute to the development of partnership between government, society and business. This type of development sites will act as a “center of attraction” for initiatives emanating from the population, which will make it possible to 1) improve the process of generating future best practices for managing rural areas, 2) eliminate misunderstandings between authorities and the population on the development of the territory, 3) increase the efficiency of interactions between all interested participants in the development of rural localities with each other.

Innovative activity is important from the point of view of the economic strategy of the state, its development is influenced by various conditions and factors, including those caused by the socio-economic and infrastructural level of the subjects of the Russian Federation. The regional level is of fundamental importance for the introduction of innovations, especially for countries experiencing profound changes in their economic, social, political and technological structure. The ability to resist competitors in the modern economy mainly depends on the implementation of innovative models. At the same time, the state innovation policy also plays a big role. Currently, there are no examples in Russia of creating a full-fledged regional innovation system in any subject. However, many of them have already noted the creation of certain elements of such a system. The article analyzes the features of the current stage of regional development, discusses the problems and prospects for the development of regional innovation systems. Based on the data obtained, a number of proposals are made for the further work of the mechanism of the regional innovation system.

The article develops the topic of organizing the supply of foreign-made goods in the economic crisis of 2022. Restaurateurs note the decline in the flow of customers, the drop in traffic according to experts estimates is more than 60 %. Not only the increase in prices for the range of restaurant business, insufficiently high purchasing power of the population, but also the organization of the supply of imported goods and equipment for this sphere are indicated as the main reasons. This paper examines the impact on the restaurant business of the sanctions imposed on the Russian Federation, as well as the changes that have occurred in the legal framework, the economy of individual catering enterprises and the conduct of business by Russian restaurateurs. Characteristics of the three main ways of organizing supply chains are given, and their main advantages and disadvantages are analyzed. The identified current problems in the state of the restaurant business are protracted and contribute to the change of organizational business processes, technological processes, the wider use of internal reserves. However, efforts must be made to reverse negative trends through the expansion of government support programs for the restaurant business. The article gives an expert assessment of the results of import substitution of consumer goods from 2010-2021, notes that the Russian economy could not avoid the sanctions shock and its consequences. Nevertheless, the business community in the country actively counters the problems and solves current tasks that will bring tangible results.
