Problems of Social Entrepreneurship Development in Russia

In this paper, in order to systematize the problems of social entrepreneurship development in the russian terms, the systematization criteria were identified. They include the place of occurrence of problems (endogeneity and exogeneity), types of resources, level of institution formality. When considering exogenous problems, the level of their formality is taken into account; when considering endogenous – the availability of different types of resources. Research information presented in the Elibrary, Scopus, Web of Science databases, Our Future Foundation reports, websites of federal and regional authorities, as well as data on innovation centers in the social sphere, the development of which was initiated by throughout Russia in 2018. In analyzing and systematizing the measures proposed to solve these problems in the russian scientific literature, such criteria as an institutional structure, support mechanisms, human capital, and information support were highlighted. The consideration of these aspects in the formation of conditions for the social entrepreneurship development ensures the implementation of an integrated approach that includes key aspects of this type of activity. The practical significance of the presented results is to develop a basis for demonstrating the priority development of measures for the development of social entrepreneurship.
