The article is aimed at studying the impact of emerging financial markets on marketing programs in the international dimension only. Indicators influencing the economic component of emerging markets are analyzed, namely: the development of services sectors in urban areas of the countries considered (India and China); a gap in employment and income between organized and unorganized sectors in urban areas; the presence of urban slums. The study has resulted in systematizing the main indicators of infrastructure and comparative capacity in India and China, while emphasizing differences in the national cultures of the two countries. It is highlighted that the sustainability of differences in cultural value is especially relevant for large multinational companies, which are influenced by different national cultures in their daily routines. Factors influencing income inequality within the population are substantiated, and the importance of infrastructure in the state of growth is emphasized. It is noted that large differences in consumer incomes indicate the existence of several segments with very different levels of purchasing power; in turn, segments with different incomes allow some companies to create innovative opportunities. The areas of implementing marketing programs in the situation of emerging financial markets are outlined. It is noted that because all regions differ in requirements, tastes, habits, media, and preferences, price awareness is up to changes, and this can cause the development of marketing programs inside and outside the country. Research perspectives in this area, as we see them, can lie in designing an innovative marketing program, targeted at the Ukrainian consumer market and capable of forming a stable competitive advantage in the face of international competition.

The article aims at clarifying the essence of hybrid threats through systematizing their key characteristics and determining preconditions for conflict escalation. Common definitions of hybrid threats are considered and the lack of a unified approach to their interpretation is emphasized given their diversity and comprehensive nature. The high destructive potential of hybrid threats due to their hidden nature and focus on the most vulnerable aspects of the hybrid aggression object are substantiated. The specifics of carrying out hybrid threats in the economic sphere is analyzed, and the example of foreign trade relations between Ukraine and the Russian Federation shows that the economic sphere serves as a space for hiding and deformalizing a hybrid conflict. The essence of the synergetic effect made by the synchronous realization of hybrid threats in different confrontation areas is considered. It is demonstrated that the key feature of hybrid conflicts is their staying outside the legally justified intervention of other states and international organizations. Emphasis is placed on the rapid spread of hybrid threats in the economic sphere and on the special risks that conflicts hybridization creates for economically weak states. Another important feature of hybrid threats is identified, namely, the high probability of their escalation due to unforeseen events, the global pandemic COVID-19 in particular. It is substantiated that the expected risk of the post-pandemic period is the transition of most national economies to protectionist policies, which will inevitably increase the risk of hybrid threats escalation for economically weak states due to the desire of more powerful states to protect their national economic interests. Having analyzed the specifics of hybrid threats and understanding hybridity as a result of combining different forms, the authors identify the key characteristics of hybrid threats and further combine them into the following groups according to their essence: general aspects; specifics of methods and tools; areas of implementation; prerequisites for efficiency.

Technological competitiveness of the economy is a very dynamic concept, associated with the rapid growth of production and implementation of innovations and technologies. The latter are continuously increasing their importance in ensuring the socio-economic development of the state. The evolution of scientific approaches to interpreting innovation infrastructure through a number of systemic features of institutional support for technological competitiveness of the economy is studied. The meaning of the definitions «infrastructure of technological activity» and «technological infrastructure» is substantiated. On analyzing the development of innovation infrastructure in the marketing behavior of the national economy, the author determined general properties of the innovation and market infrastructure. It is concluded that innovation infrastructure plays the main role in the technological growth of various sectors of the national economy. It is proved that the systemic-functional approach is the most common approach to interpreting the innovation infrastructure of the national economy. It is concluded that most studies reveal the meaning of the functions of a usual innovation infrastructure, and less attention is paid to the functions and tasks characteristic for the infrastructure of the technological competitiveness of the national economy. Within the comprehensive theoretical definition of the important role infrastructure of technological competitiveness plays in innovation and technological growth of the national economy, its main functions (the innovative and regenerative, investing and stimulating, supporting, transformational, coordinating, resources-accumulating, consolidating, and process-stimulating) and tasks are defined The results of generalizing the existing approaches make it possible to form a unique approach to interpreting the definition of the «infrastructure of technological competitiveness».

The article is aimed at substantiating the measures to improve the state regulation of investment activities of heat supply companies, aimed at intensifying work on the modernization of district heating systems. In Ukraine, the need for state regulation of activities (including investment) in the field of heat and power engineering is established by the Law of Ukraine “On Heat Supply”. Such regulation is carried out by adopting regulations that are mandatory for use by all economic entities in the field of heat supply, and by providing control functions to the national regulator and local governments. The article analyzes Procedures for development, approval, coordination and approval of investment programs of municipal heat companies which are now in force in Ukraine. The analysis of current regulations has made it possible to identify the main problems of the state regulation of investment activity: imperfection of planning; complexity of development, justification, approval and control of investment programs; and a complicated mechanism for financing investment activities. According to the results of the research, the following ways to improve the state regulation of investment activity of the enterprises working in the municipal heat power engineering are offered: transition from short-term to medium- and long-term planning of investment activity; simplification of the current procedures for approval and adoption of investment programs; further decentralization of investment management and granting all powers to local governments; dismissal of the obligation for each measure and investment program as a whole to be economically efficient. A local authority should be entitled to independently choose the priorities for designing an investment program, e.g.: to improve the quality or reliability of heat supply, or to reduce tariffs; to simplify procedures of monitoring the implementation of investment programs, to give a heat supply company more independence in spending funds received under the investment program.

The tourism market in Ukraine is facing a significant imbalance in the distribution of tourist flows in different regions, due to different climatic conditions, traditions and customs, the presence of historical, cultural and architectural monuments, different priorities in the regional strategic economic development. All this determines the differentiation of the developing tourist activities by the reason and purpose of a tourist’s journey. The topic being high on the agenda, the article examines the current state and trends in the development of tourism types in Ukraine by the purpose of a tourist’s journey. In particular, grounding on the statistics of the State Statistics Service of Ukraine, the author has assessed the dynamics of distributing tourists served by tour operators, travel agents who are legal entities, and travel agents who are individual entrepreneurs, by purpose of a tourist’s journey and by tourism types for the period 2011-2020. Taking research by domestic and foreign scientists on the tourism issue, the theoretical approaches are highlighted to classifying types of tourism and interpreting such types as business, educational, health, and sports tourism. Having analyzed the peculiarities of the tourism sector development in Ukraine in 2011–2020 as for the tourism types identified by the purpose of a tourist’s journey, the author has come to conclusion that most tourists prefer journeys organized for leisure and recreation. Regional distribution of tourists served by tour operators and travel agents who traveled for leisure and recreation during 2019-2020 is analyzed, and the regions of Ukraine that are characterized by the highest percentage of tourists traveling for leisure and recreation are identified. A study of the tourism development trends in view of tourism types by the purpose of a tourist’s journey will help to identify priority areas, strengths and weaknesses of the tourism market, problems, threats, and barriers to tourism development, as well as potential opportunities that will effectively position Ukraine in the tourism market.

The delegation of responsibility for territorial development to communities has been an important result of decentralization in Ukraine, which requires a comprehensive approach to asset management at the local level. Land asset management is among the key and most controversial issues in this field. The article is aimed at determining the practical ways of managing the land assets of a territorial community in terms of opening the land market in Ukraine. The article focuses on the definition of practical ways to manage the land assets of the territorial community amidst the land market opening in Ukraine. The main problems that have become more acute with the intensification of land relations and the growing role of local self-government in the land assets management are argued, and the main ways to overcome them are identified. The role of inventory in obtaining complete and reliable information on land assets available in the community is determined, and the ways to increase the economic potential of territorial communities by identifying the cases of unauthorized land occupation, shadow land lease, non-use of communal land, use of nonagricultural land for agrarian purposes, and determination of unclaimed land shares (units) or land plots of deceased heritage are highlighted. The need to use integrated spatial planning of community development is revealed. Prospects for further research in this area are the use of the mechanisms proposed in the article for the development of territorial communities, in particular, with respect to the trends of decentralization and land market opening in Ukraine.

The article is aimed at presenting the guidelines for methodological principles helping to assess the impact of the «gray» shadow economy on the socio-economic security of a city. Such methodological principles are relevant due to the growing role of cities in the socio-economic development of Ukraine and the lack of methodological guidelines for assessing the impact of the «gray» shadow economy on the socio-economic security of a city. The existing official Guidelines for assessing the shadow economy level are aimed at obtaining estimates of the «gray» shadow economy at the macro-level, while the recommendations suggested by the Organization for Economic Cooperation and Development (OECD) to measure the unobserved economy remain mostly unapplied in Ukraine. The article presents methodological principles for assessing the impact of the «gray» shadow economy on the city budget, which combine interdependent concepts, principles and categories of assessment, whose operationalization as a developed algorithm has made it possible to create an operational assessment environment. The methodological principles for assessing the impact of the unobserved economy on the city budget are based on the principles provided and, due to the peculiarities of the object of assessment, require a number of assumptions to be made. The calculation of the amount of non-receipts in the budgets of several Ukrainian cities made according to the developed assessment algorithm shows that the budgets of the cities in question failed to receive significant sums during the selected period due to concealing business income, number of employees, and payment of wages "in envelopes". Of course, it is advisable to admit some conditionality of the amount of budget losses in the cities analyzed due to the «gray» shadow economy; still, even if we halve their size, the loss will remain significant. However, the negative impact of the shadow economy on a city is not limited to the lack of a significant amount of funds by the city budget. It is also necessary to take into account remote threats to the socio-economic system of the city due to the presence of the shadow economy, e.g.: deliberate limitation of the potential of the city's economic development and distortion of economic competition.

The article generalizes the features of modern transition from industrial to post-industrial (or knowledge-based) economy within the modernization paradigm for the states in the core and semi-periphery of the global economic system. It is proved that among the historical diversity of national modernization phenomena one can single out two alternative models: an innovative model and a catching-up one. It is substantiated that the innovative model is most typical for the countries forming the core of the world economic system, while the catching-up model is more typical for countries in the periphery of global development. It is revealed that modern intellectual production covers, first of all, economic sectors producing information and knowledge. At the same time, intellectual capital also functions in productive industries, influencing their indicators as well. That is why knowledge workers, who form the intellectual strata of society, are considered to be subjects of intangible intellectual production, the latter making up the core of knowledge economy. Their main function is to produce intellectual products (socially valuable knowledge), in contrast to groups, whose social function is to embody these values and knowledge. It should also be noted that concrete historical forms of knowledge objectivisation, ways of their reproduction and, accordingly, historical types of intellectual layers can differ considerably. It is concluded that knowledge-based economy is considered as a sphere of economic activity, which nowadays is characterized by intensive use of intellectual capital as the main economic resource, in the fields of material production as well.

The article is aimed at substantiating financial levers of state support for rural development from a theoretical and methodological viewpoint, taking into account European and domestic experience, and at developing practical recommendations for their perfecting. The study has been carried out according to the general methodological scheme of the systemic approach using the following methods: statistical and economic, computational and structural, abstract-logical, comparative and analytical, etc. The European experience of providing state support for rural development is analyzed, and ways to adapt it to the Ukrainian reality are outlined. Taking into consideration the cost structure in the joint budget of the European Union, it is clear that the EU member states pay special attention to solving economic, environmental and social issues in the context of sustainable rural development. It is determined that rural communities in Ukraine are in extremely difficult conditions, as unemployment and poverty remain widespread; the level of social, medical, educational, and cultural services provided for the rural population remains low; the infrastructural development of rural settlements is unsatisfactory. Emphasis is placed on the fact that financial support for agriculture and rural areas in Ukraine is focused mainly on their economic development. It is proved that sustainable rural development will be possible through naturally combining its economic, social and environmental components. It is determined that the key role in this process belongs to the state. It is argued that due to such levers of influence as budget financing, soft loans, tax and investment incentives, etc., the state can positively influence the diversification and development of entrepreneurship, increase jobs and employment in rural areas. Emphasis is placed on the necessity to form a social protection system, as well as cultural basis for rural development, provide support for and improvement of the environmental conditions in rural areas.

It has been clarified that the process of ensuring the financial security of the economy is closely correlated with the establishment of an appropriate management system in this area. The article is aimed at substantiating scientific views on the structure of the elements in the financial security management system in economic sectors. To achieve this goal, it is ascertained that the financial security management system of an economy provides for grounding links and means of interaction with both senior systems (financial security of regions and the state, economic security, national security), and lower systems (financial security of enterprises). It is proved that structural aspects of financial security management in an industry relate to constructing an internal system of elements and organizing their interaction in order to form the unique properties and capacity of the system by management areas. A set of structural elements of the financial security management system in an economic sector is determined, which can be divided into several groups, namely: formation of an institutional and management structure; identification of strategic and tactical guidelines; introduction of a system of economic incentives and support; provision of information and analytical monitoring and control tools; and use of regulatory tools. It is proved that the effectiveness of the financial security management system in an industry is largely determined by the quality of the organizational management structure, rational choice of strategic and tactical guidelines, effectiveness of economic incentives and support, coordination of information and analytical monitoring and control, ability to use broad regulatory tools.

The essence and factors of professional work capacity, as well as its role in ensuring high job performance, are analyzed. The main task of the study was to analyze factors influencing the working capacity of modern employees; to identify the level of their satisfaction with the conditions and management of work; and to substantiate the ways to improve work capacity at enterprises, taking into account current threats caused by the COVID-19 pandemic. Based on the survey, the satisfaction level of employees at Ukrainian enterprises as for the existing measures aimed at ensuring and maintaining the work capacity of staff at the workplace, e.g. working conditions and recreation and other measures, is analyzed. The subjective fatigue among employees has been assessed, revealing the absence of a system for monitoring the working capacity and general physical and mental state of employees at enterprises, which makes it impossible to introduce qualitative measures to maintain and improve working capacity and eliminate the effects of fatigue. The influence of the COVID-19 pandemic on the conditions and management of work at enterprises, on the employee’s working capacity and their sense of physical and psychological well-being have been identified. Based on the study, the main areas for improving the work capacity of staff at the workplace in the new socio-economic conditions, which would reflect the expectations and needs of employees, are systematized. Priority measures that should be implemented at enterprises to maintain and improve the professional work capacity of staff include the following: clear regulation of job responsibilities and rational distribution of workload among all workflow participants; reduction of the hazardous effect of working conditions on human body; protection of employees from the already existing and potential hazards; compensation of excessive workload by various financial incentives, intangible incentives, improvement of working conditions and recreation; taking into account employees’ individual attributes when planning workload; organization of psychological assistance and counseling for staff members, training sessions on Time-management and Team-building, improvement of social and psychological climate.

The article is aimed at identifying typical determinants of consumer behaviour amidst the COVID-19 pandemic, and identifying current consumer trends and priorities in purchasing goods. An attempt is made to identify the main changes in the behaviour of modern consumers and the extent of changes in their preferences for buying goods. Consumer behaviour is defined as a complex socio-economic and, generally, interdisciplinary phenomenon accumulating a whole range of determinants. The authors have identified key factors determining consumer behaviour in the COVID-19 pandemic. It is confirmed that the current pandemic and the associated economic recession affect consumers’ sensitivity to the economic factor, stratifying them into four groups: vulnerable, conservative, optimistic and forced ascetics. The appearance of digital consumer, a new model of the buyer, is substantiated. A trend to significantly increase the volume of the consumer basket in 2020, and reduce the frequency of purchases with a focus on meeting primary human needs is revealed. New trends in consumer behaviour are identified: the focus on home cooking and eating at home, healthy lifestyle, protecting health, and feeling safe and secure. Particular attention is paid to reviewing product categories preferred by the modern consumer. Deterioration of the consumers’ psychological stability and increase in the level of tension and conflict in the course of service in outlets is proved. A summary of the features of the consumer sentiment evolution is made by the stages of the COVID-19 pandemic global development. The opportunities opened by the pandemic for the modern consumer and the process of consumption, in general are substantiated.
