The article is aimed at researching the current state of the world automotive market and trends that will determine its development. The automotive industry, facilitating the global economic growth in general, is a strategic industry, stimulating the development of technology and affecting the population employment. The number of cars in the world increases annually, however, due to the existence of differences in vehicle registration rules in different countries, it is difficult to determine the exact number of cars over the world. During the research period, the global automotive market showed a tendency to increase, one of the reasons for which is a gradual decrease in the cost of cars (in accordance with the average income of the population). To analyze the provision of the population with cars, the indicator of motorization (automobilization) of the population (the number of cars per 1 thousand population) is used, which depends on the level of economic development of the separate country. The world leader, which is significantly ahead of other countries in the production of cars, is China. The United States ranks the second, the third in the world ranking of automakers is Japan. The leader among the countries – exporters of cars for more than a decade remains Germany, the second place is held by Japan, the third place – by the United States, fourth place – by Mexico, increasing exports in 2019 almost twice compared to 2016. The fifth place is held by South Korea. The world’s largest importers of cars are the United States, Germany and China. The article provides a rating of the leading companies – manufacturers of cars. The first place belongs to Volkswagen Group, the second place is held by Toyota Group, the third place is taken by Renault – Nissan – Mitsibishi, the fourth place – by General Motors, the fifth place – by Hyundai Kia from South Korea. The main trends in the global automotive market are indicated as follows: increasing the production of electromotive cars and cars with a hybrid engine; use of autonomous car driving technology; increasing the volume of car sharing; use of technology for exchanging car information with external objects, including other cars; rapid technological development of car related software.

The article is aimed at exploring the features of the international market of consulting services in the sphere of technical design and engineering, analyzing the available methods for evaluating the efficiency of the international marketing strategy of a company and identifying the most relevant methods for assessing the marketing mechanism in the consulting industry. The analysis is carried out by comparing and collating the theoretical and practical results of specific criteria and methods, taking into account the specifics of the sphere of consulting, dynamism and variability of this market, which is growing rapidly and has the potential for further modifications. Trends and characteristic features of the international market of consulting engineering services are considered. The existing methods for evaluation of efficiency of the company’s international marketing strategy are analyzed and the most optimal methods are defined depending on the market in which the company operates, its internal resource capabilities and the strength of influence of environmental factors. As a result of the research, practical methods for evaluating the efficiency of the marketing strategy of a consulting company were systematized and the most efficient tools for assessing the feasibility, profitability, expedience of a particular international marketing strategy for a consulting company were specified, as well as a comprehensive strategic planning of international marketing activities was formed taking into account the peculiarities of the sphere of consulting on the basis of which the distinguished methods work. Prospects for further research are the analysis of batch methods of factor analysis, matrix regression analysis for modeling the relationships between latent variables of the marketing strategy and a more detailed assessment of its efficiency precisely for a consulting company on the international market.

Management of the national economy is based on the use of the appropriate to historical context approach: procedural, system, situational, synergistic, interdisciplinary, or network one. The article substantiates the need and disclosure of the essence of the interdisciplinary approach to economic management research. Consideration of public management as a special field of knowledge objectively requires research of public management in the field of economics in connection with other sciences. Economic management has direct «intersection zones» with macroeconomic analysis, philosophy, sociology, political science, ecology and law. Only under the balanced influence of social, economic, political and legal spheres is formed a democratic system of development of the country and society. To ensure this direction of social relations movement, social actions of public management entities should be the result of close interaction of legally enshrined political and economic processes and meet the expectations of citizens. The interdisciplinary approach in public management research contributes to the transformation of the State administration system into modern models of public regulation of society, in particular a network model. The network approach develops tools for analyzing dynamics and changeability in the process of making and implementing the State level decisions, conceptualizes traditional organizational parameters in a new way: information, resources, knowledge, experience, values, etc. A striking example of the network approach is the introduction of various forms of public-private partnership, which becomes relevant in modern conditions and becomes an important direction for improving public management. In today’s environment, the interdisciplinary approach should be widely used in public management of the national economy, thus it needs further development and improvement in order to obtain an effective economic policy as result.

The article is aimed at developing approaches to regional innovation policy within the framework of the model of innovative interaction of the quadrangle: power – science (education) – business – civil society. Based on the analysis, systematization and generalization of data on the tourism industry of Ukraine in general and of the Poltava region in particular, it was found out that, primary, it has significant potential for economic development, especially for small business enterprises; secondly, the potential to become a platform for the development of innovative interaction of the quadrangle: power – science (education) – business – civil society. The publication proposes an algorithm of development of strategic approaches to development of the tourism potential of Poltava region on the basis of RIS3 methodology. These strategies facilitate the economic transformation through cooperation in the field of innovations of regional governing bodies, small business enterprises, NGOs and representatives of the scientific and educational environment, that is, take into account local conditions for conducting tourism business. On the basis of the typical RIS3 management system, the management structure at the local level has been worked out and the priorities for the development of the tourism potential of Poltava region for the near future are determined. At this, all participants of such a system are tasked with a certain cultural change, namely: formation of practices of openness, mutual trust, interaction, mastery of new knowledge. The prospect of such interaction is to provide new opportunities for business representatives (including small businesses), NGOs, and the scientific community to participate in the processes of preparation and decision-making through establishing communications with relevant local authorities, building new horizontal economic and social cooperations, sharing knowledge and experience. RIS3 proposed for Poltava region is a platform for the formation of new economic and social relations in the tourism sector.

The article is aimed at substantiating the need to introduce innovative public-private projects in order to strengthen local finance. The article presents a definition of the concept of «innovative public-private project», based on the analysis of literary sources, generalizes the main problems of integration of science and business within the innovative public-private projects together with the reasons for their occurrence. Using the methods of analysis of root causes and regression-correlation analysis of statistical data referring to European countries, it was concluded that, despite the financing of research and development costs affects the volume of high-tech exports and the number of researchers in the field of research and development, however, a greater number of researchers does not guarantee a greater volume of high-tech exports, which, in turn, means that the main problems of integration of science and business within the innovative public-private projects should be addressed not by increasing the funding of scientific research, but introducing new, effective mechanisms of public-private partnership at the regional level. It is proved that the transfer of part of the functions of public-private partnership to the regional level of their distribution will contribute to the socio-economic development of the regions. According to the results of the carried out research, the authors allocate such directons of implementation of innovative public-private partnerships at the local level as participation of the State regional authorities in the development of educational programs of local universities and the formation of an innovation network with regional industrial enterprises, as well as information promotion of innovative centers that unite science and business, in the plane of organization of training seminars, conferences, etc..

The article is aimed at determining approaches to the identification and formation of evaluation indicators as to the production, availability and use of intangible resources, including intellectual ones, as a result of innovative changes in the activities of higher education institutions and their reform on an innovative basis. The role of introduction of innovations in the higher education system for improving the innovative capacity and competitiveness of enterprises and the national economy as a whole is defined. Based on the analysis of statistical data, the need to reform domestic higher education institutions on an innovative basis is identified. The role of implementation of the key performance indicators (KPI) system for identification and evaluation of intangible assets of both intellectual and information nature as a result of innovative changes is substantiated. A general approach to assessing the results of innovations on the basis of giving a tuple look to the model for computing KPI indicators is proposed. The analysis of strategies of innovative development of leading higher education institutions of Ukraine for the implementation of innovative changes is carried out. The identified innovations are grouped into the main types according to the Oslo classification: product-related, technological, marketing and organizational. Each type of innovation is considered in the plane of educational, scientific and international activities. The main directions of innovative changes for each of these groups are allocated and technologies for innovative changes are determined. It is noted how the changes in question affect the formation of the intellectual resource of higher education institutions and business environment entities.

The publication is devoted to highlighting the results of the study of the existing practice of evaluating and analyzing the indicators that determine and characterize investment processes at the regional level. The carried out analysis of available methods of assessment of the investment climate of region showed that quite often in the process of research a number of factors are not taken into account, which, under other equal conditions, can become pivotal in the process of deciding whether to invest or abandon such an intention. It is proved that the size and efficiency of use of the investment climate of individual territorial systems and entire regions will depend both on the level of investment attractiveness and investment activity, as well as on investment potential and the level of investment security provided. In other words, precisely investment potential and investment security act as prerequisites and a basis for the formation and practical implementation of investment policy at both the national and the local levels. As a result of the carried out analysis of the extant approaches to solving the problem of evaluation and analysis of the main parameters and characteristics of investment activity at the regional level, the main shortcomings and weaknesses of the currently available developments are identified. This made possible to outline promising areas of analysis using the advantages and capabilities of economic and mathematical methods and models. A practical implementation of the perspective directions of analysis with the use of an appropriate economic and mathematical instrumentarium allows to form models for assessing and analyzing the investment component of the socio-economic development of region, as well as projecting scenarios for regional socio-ecological and economic development in the short and medium term.

The article is aimed at researching the state and trends in the development of information and communication technologies (ICT) in the course of digitalization of Ukraine. The need to monitor the development of both the ICT and the information society in the development of Ukraine’s information security strategy is substantiated. The author carries out the analysis of dynamics and structure of statistical indicators characterizing revenues from the provision of telecommunication services; of ensuring and using high-speed Internet by government agencies, business and the population; of development of e-commerce and the use of e-democracy instruments by public authorities and local self-government bodies. According to the results of the computation of the Index of Countries’ Readiness for Network Society obtained by the Nomura Research Institute (NRI), Ukraine’s place in the rating together with its neighboring countries was determined by the subgroups «Business» and «Government». It is determined that there is a trend of a consistent positive development of the information society, despite the problems associated with the lack of investment resources and a small level of budget financing, as well as the unsatisfactory pace of implementation of high-speed Internet, the uneven development of ICT in the regions of the country, the insufficient narrowing of the digital gap between cities and rural areas, the shortage of IT specialists, the export orientation of the IT industry. It was concluded that in the context of the COVID-19 pandemic, it is necessary to more intensively implement ICT in remote education, healthcare, provision of administrative online services, intensification of the Internet of Things, etc. It is proposed to adapt the national statistical reporting to international requirements in order to identify the equivalent level of digitalization of Ukraine.

The article defines and systematizes the factors of innovation and investment activity in the development of alternative energy sources, followed by the separation of those groups of factors that have a dominant influence on the processes of ensuring innovation and investment activity in the development of alternative energy sources. The volumes of global investments in alternative energy sources are analyzed, in particular, it is determined that wind energy and biofuels have become the most investment attractive to foreign investors. It is identified that solar energy is characterized by rapid development and has the largest scale of construction of new capacities in Ukraine. The comparison of real indicators of renewable energy sources with the planned ones in accordance with the National Renewable Energy Action Plan until 2020 and the Energy Strategy of Ukraine until 2035 «Security, Energy Efficiency, Competitiveness» was carried out. It is determined that Ukraine, although it lags behind the global pace of implementation of the use of renewable energy sources, still has a tendency to reduce the consumption of traditional fuels, in particular imported natural gas. It is substantiated that at the center of the multidimensional system of factors of innovation and investment development of alternative energy sources should be the purpose of satisfying the interests of each individual citizen as the driving force of the necessary reforms on the effective use of territorial resources, as well as to ensure the sustainable development of the country. It is emphasized that precisely the innovative nature of development should cover a comprehensive study of all factors that are part of the relevant field of scientific knowledge, the achievement of scientific and technological progress, efficient socio-economic and environmental technologies. The need to focus on finding solutions and substantiating the effectivity of the implementation of alternative energy of the entire accumulated human, production and technological potential is determined. It is emphasized that the effective and dynamic use of alternative energy sources for Ukraine is a strategically important task, the solution of which will reduce the anthropogenic load on the environment, as well as increase the number of jobs, financial revenues to budgets of all levels, which, in turn, will lead to the sustainable development of the region and the country as a whole.

The article is aimed at analyzing peculiarities of the use of cluster analysis for typifyng the regions of Ukraine according to the indicators that characterize the level of development of the trade industry. The article defines the role and place of the trade industry in the country’s economy. In particular, the modern trade industry, experiencing the next stage of dynamic transformation changes, remains one of the leading sectors of the economy of Ukraine, its importance for the development of the national economy is very difficult to overestimate. Sufficient attention is paid to the regional aspect of the implementation of domestic trade, in particular, the study of the level of development of trade activities in certain territories of the country and their further comparative analysis. Taking this into consideration, the article discusses in detail the features and stages of application of one of the methods of modeling multidimensional processes (cluster analysis) for grouping the regions of Ukraine by the level of development of the trade industry. As the information base of the study, indicators characterizing both the current state of the trade industry and the prospects for its development are used. The analysis was carried out for the period of 2017–2020, which allowed to analyze the dynamics of changes in the regional segment of Ukraine’s domestic trade. The carried out analysis showed that the most stable, in terms of the level of development of the trade industry during the study period, is the first cluster – the regions with a high level of trade industry development (Dnipropetrovsk, Kyiv, Lviv, Odesa, and Kharkiv regions). The second cluster includes regions with an average level of internal trade development. Donetsk, Poltava, Zaporizhzhia and Vinnytsia regions are stable representatives of this cluster. The most numerous is the third cluster of regions with low levels of trade development, which can be explained by the prolonged impact of the socio-economic and political crisis that began in 2014. It is determined that Ukraine is characterized by uneven development of territories, the corresponding trend is inherent in the development of the trade industry in the regions justifying the results of clustering.

The article is aimed at developing a methodological approach to a consistent and rational choice of promising for the development in Ukraine types of alternative motor fuel and innovative technologies for its production, substantiation of the system of technical and economic indicators of the complex for the production of synthetic motor fuel from the low-grade raw materials. One of the key problems of Ukraine’s energy provision today is its high dependence on the import of finished motor fuel, which can be reduced by the development in the country of alternative types of motor fuel based on the latest technologies. The article, based on the provisions of economic theory, discloses the essence of the developed methodological approach to the consistent choice of promising types of alternative motor fuel for their development in Ukraine and innovative technologies of its production. The developed methodological approach for rational choice of promising for the production in Ukraine and use of motor fuel types includes an evaluation of the following: compliance of consumer properties of certain types of motor fuel with the requirements of the existing motor fleet (target); efficiency of motor fuel production technologies (capabilities); sufficiency of resource provision for the production of motor fuel (restrictions). The methodical approach is brought to the level of the methodology, the use of which allows to identify promising types of alternative motor fuel for use in the country and innovative technologies of their production. Along with the developed methodical approach, the expediency of development in Ukraine of the synthetic motor fuel industry is proved on the basis of using the method of indirect coal liquefaction (according to the Fisher–Tropsch method). The result of the work is a system of technical and economic indicators of the complex for the production of synthetic motor fuel from the low-grade raw materials.

The article is aimed at denfining the perspective approaches and evaluating the feasibility of using the world experience of social, in particular pension, insurance in Ukraine. On the basis of the analytical approach, the essence and content of social insurance are considered. In particular, social insurance schemes were studied, among which are distiguished the following: social security that covers all workers and is controlled and funded by the State authorities; scheme for the employed population – includes the relationship between the employer and the employee, which are provided as part of the conditions of employment; individual insurance scheme – concluded solely on the initiative of the insurer. It is determined that common schemes against the background of the COVID-19 crisis among the countries of the world (including Ukraine) are assistance in case of illness, unemployment benefits, pensions and disability payments, health insurance provision, social insurance contributions. It is proved that social insurance performs a protective function for society against external risks. In particular, in the context of the spread of coronavirus infection, thanks to the social insurance system, the degree of impact of the COVID-19 crisis on the income of vulnerable groups at the expense of public policy programs has been reduced. The experience of countries around the world as to social insurance programs, including pension schemes is researched along with their further consideration, namely: schemes with defined contributions (DC); schemes managed by non-governmental institutions; notional defined contributions (NDC) schemes; schemes managed by the public administration sector; schemes of defined benefits (DB); hybrid schemes that combine the characteristics of DC and DB pension schemes; schemes administered by an autonomous pension fund. It is determined that pension schemes are being implemented within terms of three systems: solidarity, accumulation and hybrid. In general, the results of the research indicate that the management of the social insurance system in the countries of the world in general and in Ukraine in particular is carried out under regulatory and legal control by the State, which acts as a guarantor of protection of the population in the conditions of national peculiarities of the economy.

Digitalization of the economy and society, on the one hand, creates new opportunities for the development of human potential and an increased efficiency of its use, and on the other hand, it requires the acquisition of new professional and super-professional competencies demanded in the modern labor market. The article is aimed at expounding the issues of formation and development of competencies of an employee in modern digital world according to the results of an expert survey on the quality of working life in the conditions of digital transformations. The article estimates the employers’ demand for competencies and their significance for employees. The priority of formation and development of competencies from the position of employers and employees is determined. It is identified that the most important competencies for both the employer and the employee are digital, professional, social, personal, educational, and the least important are civic competences and competence of cultural awareness and self-expression. According to the survey results, the influence of higher and vocational education on the competitiveness of the employee in the labor market, the willingness of employees to independently invest in their professional development and the impact of the lack of digital skills on employment opportunities are characterized. The results of experts’ answers on the frequency of raising of qualification in the conditions of digitalization of the economy are provided. The impact of professional development opportunities in the workplace on the quality of working life for employees of different generations is evaluated. The emphasis is made upon that creating conditions and opportunities for professional growth in the digital economy should become an important strategic direction for the formation of a new quality of life in the context of digital transformations in Ukraine, and ensuring lifelong learning conditions for the citizens of the country is the most effective form of the State-based regulation of the digital segment of the labor market.

The article considers the impact of the COVID-19 pandemic on living standards in Ukraine and countries around the world. The status of the indicators of labor market development and the macro-economic indicators reflecting the standard of living of the population are evaluated. Negative tendencies of changes in unemployment rate during 2013–2020 and its exacerbation during the COVID-19 pandemic are determined. The authors analyzed changes in GDP levels in Ukraine and in Central and Eastern Europe, trends in the decline in the real wage index in Ukraine are highlighted. It is noted that the COVID-19 pandemic and quarantine restrictions have led to significant socio-economic consequences that have negatively affected the standard of living of the population of Ukraine. This is evidenced by the growth of unemployment of the population and a decrease in the level of real wages, the deterioration of macro-economic indicators, in particular gross domestic product. In order to increase the standard of living of the population in the context of the COVID-19 pandemic, measures have been identified that include: enhancing the amount of financial support for small and medium-sized businesses, providing tax benefits to enterprises that employ graduates of educational institutions; raising minimum social standards taking into account their corresponding level in the EU countries; development and implementation of the State-based social programs aimed at supporting socially vulnerable categories of the population in the context of the COVID-19 pandemic; improving the investment climate and attracting investments to the real sector of the economy; stimulating the development of youth entrepreneurship, introducing dual education, forming an effective dialogue in the spheres of education and business; use of reserves for the introduction of innovative forms of employment and self-employment of the population (freelance, part-time work, etc.).

The article is aimed at studying system approaches to the formation and functioning of the tourism and recreation business. The economic and social importance of tourism and recreation business for the development of the national and regional economy is substantiated, for with the development of this business in Ukraine in general and in the regions are particularly connected the prospects for economic growth, solving social problems, improving the quality of life of the population, developing regions and improving the image of the country. The main levels of systems in the tourism and recreation business are defined, by which the ordered framework of management, executive, innovation activities directed towards improving and developing the tourism and recreation sphere should be understood. The following levels are distinguished for the study of tourism and recreation business: all-Ukrainian, regional, district, city and level of enterprises. Subsystems of tourism and recreation business are defined, in particular: tourism, recreational and logistic; their main elements are characterized. The most important tasks of the State and local authorities of tourism and recreation business management are outlined, which are the following: conducting marketing research that requires the involvement of a large number of experts; coordination of efforts of many organizations and associations; development of strategic national, regional and local conceptions for the development of tourism and recreation business with recommendations for their implementation for tourism and recreation enterprises; investment and legal support for the development of tourism and recreation infrastructure; consulting services on the implementation of concepts of development of tourism and recreation business; creating an attractive image of the country, region, tourism and recreation center; implementation of advertising events for purposes of public relations.

The article is aimed at studying the analysis of modern problems and prospects for the development of enterprises in Ukraine. Analyzing the latest researches and publications of scientists, the general theoretical bases of problems and prospects for the development of domestic enterprises were considered. The article covers and theoretically substantiates modern problems of entrepreneurship development, which periodically require their study and research, taking into account constant changes in the economy. In general, enterprises play a significant role, because their effective activities is a source of economic growth, which ensures employment in the country and directly affects the improvement of the quality of life of the population, solving social problems and overcoming poverty. However, Ukrainian economy continues to situate «on the swings» in a constantly changing tendency. It is especially influenced by such factors as raising the US dollar exchange rate, reducing attractiveness in the world market, and recently the introduction of quarantine restrictions in the face of the coronavirus pandemic, which has had a significant impact on its development both in Ukraine and around the world. At the same time, precisely the small enterprises play a leading role in creating an effective economy of Ukraine, despite the fact that their development is uneven and they have not taken a proper place in the structure of the national economy. Thus, for the government of the country should become priority directions for stimulating the innovative activity of the entrepreneurial sector, introducing European approaches to the development of small and medium-sized businesses, as well as the formation of a favorable regulatory environment, innovation and investment climate. Moreover, the implementation of this policy should be carried out purposefully, consistently and systematically, as part of the complex of the national innovation system.

Authors: Profitability of the Enterprise and Ways to Increase It

The object of research of the article is the profit of enterprise and ways to increase it. The scholars’ opinions on the definition of «enterprise profit» were analyzed and the main approaches to its understanding are formed. According to the specified approaches, profit can be figured as follows: a monetary expression of part of the value of an additional product; net income of the entrepreneur from the invested capital; the difference between total income and total expenses; positive financial result of enterprise. According to the study, the definition of the concept of «profit» is formed and the essence of its meaning together with main functions is disclosed. The article discusses the theoretical aspects of increasing the profitability of enterprise, examines the factors of influence. Among the main factors influencing profits can be identified two groups: factors that do not depend on the activities of the enterprise (external); factors within the competence of enterprises (internal). The enterprise’s strategies related to profit are analyzed. The profitability of enterprise is an indicator that directly determines the final result of the activity of any enterprise. Increasing the profitability is one of the main goals of the management of any enterprise. There are many methods of increasing profitability, each enterprise chooses the most advantageous and convenient for itself, some of the methods are discussed in this article. The methodological and informational basis for the study of profitability of enterprise and ways to increase it are special and methodical literature by foreign and domestic authors, statistics of the Ministry of Statistics of Ukraine, periodic and reference literature; accounting, statistical, and operational reporting.

The article is concerned with disclosing the theoretical and practical aspects of capitalization of enterprises. According to the theoretical aspect, it is determined that capitalization is considered as a phenomenon (a state), process and economic relations. In general, capitalization of enterprises has to be understood as the accumulation of capital. In connection with the tendencies of humanization and socialization along with prevailing in economic relations of the concept of dynamic competencies, the components of capitalization include the capitalization of not only market, but also human capital, intellectual property, ecologization, image, business relations that correspond to the peculiarities of the new economy and are based on the investment activity of enterprises that contribute to the growth of their capital. In the practical aspect, the capitalization of enterprises is researched in relation to the assessment of its condition and development. In the practical aspect, the expediency of using the concept of capitalization as a phenomenon (a state) is proved. Using the method of multidimensional factor analysis, namely the method of the main components, a system of partial indicators of the assessment of the state and development of capitalization of enterprises as a phenomenon is substantiated. The main indicators are chosen by the specific weight of: real investments at the expense of the enterprise’s own funds in the total volume of investments; investments in fixed capital in equity; real investments due to depreciations of the enterprise in the total volume of investments; investments in advertising in terms of the total amount of investments in innovations; capital investments in tangible assets in the total volume of capital investments; investments in computing equipment and software in the total amount of investments in intangible assets; investments for innovations in the total amount of investment; investments for informatization in the total volume of investments; investments in intangible assets in the total value of non-current assets; investments in intangible assets in the total value of assets combined into an integral indicator of capitalization by the additive convolution method. Particular values of the integral indicator of the enterprise for a certain year characterize the state of its capitalization, and values of these indicators for a few years – the process of capitalization development. On the example of 19 enterprises, applying the cluster analysis, the enterprises are grouped into homogeneous groups to compare the results of their capitalization. As a result of the use of the specified methods, a significant impact on its development of new components of capitalization is proved – the capitalization of intellectual property, intangible assets, communications, which should be given the most attention in the process of managing the development of capitalization.

The article is concerned with studying the risks that are formed in the accounting and financial reporting system, their grouping and characterization for effective management and improvement of enterprise performance. Risk management standards clearly indicate the responsibility of management in assessing risks, managing and reporting them. The transformation of user approaches and needs to complete and reliable information about the risks of enterprises, in particular to the preparation of integrated reporting, indicates that the process of improving both the management and the reporting systems is underway. Accounting simultaneously acts as a function of risk management through the creation of reserves and provisions, a means of displaying risks and decisions about them through disclosure of information in the reporting, and is also a source of risk formation. The literature highlights the latter aspect the least. On the basis of the carried out research, the following groups of risks arising in the accounting and reporting system are determined: risks in the field of application of international (or national) accounting and reporting standards; absence (inefficiency) of management accounting, tax planning, internal control, independent audit; risks of errors and fraud; risks of adverse changes in legislation. For each group, the enterprise will be able to choose the most effective response measures through distribution (by creating reserves, insurance, diversification, outsourcing, developing accounting policies and job descriptions) and reducing risks (through investing in staff education: trainings, seminars, courses and motivation, updating accounting software, compiling and reporting, substantiating professional judgment, improving the internal control system, regulating management accounting, integrated reporting, system solutions). Thus, in order to increase the efficiency of risk management, of practical value should be taking into account the risks of accounting and reporting systems, if we consider them as a source of risks, and not only as an instrument for administration or information disclosure.

It is determined that the idea of control activity in the current conditions is becoming widespread in the context of the implementation of the concept of regulatory control service with an emphasis on ensuring compliance with the legislation and access of all eonomic entities to informativeness by types and time of control activities. The strengthening of control and supervision by the State Regulatory Service on entrepreneurial activity over the past three years is proved. It is argued that the introduction of an independent financial control system into the general system of control over the financial activities of enterprise provides for the creation of a comprehensive approach to ensuring an interaction between the State and independent components of the financial control system. It is substantiated and proved that since the audit of financial statements is an integral part of the business activities, especially concerning the large and medium-sized enterprises, its significance can be de classed into main areas, namely: it affects the interests of external and internal users who want to have confidence in compliance with the legislation; presence of a positive audit opinion on the financial condition increases investor confidence; certainty as to the absence of distortions in the financial statements avoids paying penalties and reduces the risks of making wrong managerial decisions. It is established that the audit of financial statements has a pronounced social nature, since it causes a significant influence on the level of trust in the published financial information declared by the business. The advantage and peculiarity of audit control is the condition that its primary task is compliance with accounting legislation and the absence of penalties. The need to audit financial statements in the management system of the enterprise is conditioned. The positive impact of the audit of financial statements, which consists in timely response of financial management to the identified deficiencies and violations that would affect the structure of the enterprise’s expenses, is substantiated.

The article is concerned with the theoretical and practical issues of resolving tax disputes with the help of such tools as tax mediation. The article is aimed at examining the essence of the institute of tax mediation as an effective tools for pre-trial resolution of tax disputes, taking into account the experience of foreign countries. Statistics on the consideration of tax disputes in administrative order are provided. Approaches to interpretation of the essence of tax mediation in scientific papers are studied. The authors’ own definition of tax mediation is presented, by which is meant the method of resolving tax disputes between tax authorities and taxpayers, based on the principles of presumption of the legitimacy of decisions and the integrity of the taxpayer, allowing to resolve tax disputes at the stage of pre-trial proceedings with the participation of a mediator. The purpose, objectives, principles of tax mediation are provided. The effects of tax mediation, causing influence on both tax authorities and taxpayers, are determined. The positive and negative factors of tax mediation use are closer defined. The analysis of foreign experience in the implementation of the mediation mechanism for resolving tax disputes is carried out. Also the subject composition of the tax mediation process is closer defined. The principles of mediators’ activity: voluntariness, neutrality and confidentiality are analyzed. The experience of foreign countries, namely: the Netherlands, the USA, Germany, Great Britain, Belgium, Canada on the implementation and implementation of tax mediation is characterized. The analysis of the experience of foreign countries shows that legal practice of taxation has an extremely rich instrumentarium for alternative settlement of tax disputes Proposals for the regulation of the tax mediation mechanism at the legislative level are developed.

The article analyzes the features, trends and priorities in the development of the insurance market in Ukraine in the context of the COVID-19 pandemic. In particular, the main indicators of the development of the insurance market during the pandemic 2020 were analyzed and the comparison of these indicators from 2019 was made. The main factors that in today’s realities will encourage consumers to buy insurance protection are allocated, the peculiarities of interaction of insurers with insurance companies when concluding insurance contracts during the quarantine period are highlighted. It is determined that development of the insurance market in Ukraine in the context of the global coronavirus pandemic and in the novel regulatory conditions was characterized by the active implementation of innovative technologies in the activities of insurance companies and the «purification» of the market from weak and inefficient companies. It is proved that according to the main indicators of development, the market has suffered a slight recession, and therefore, the impact of the pandemic on the insurance market in Ukraine can be considered moderate. It is detected that the key factors when choosing an insurance company to buy insurance protection today are: opportunity to purchase an insurance service online; individual tariffs for each consumer based on their specific needs; presence of an easy-to-use mobile application. Thus, insurance companies that will be able to quickly reorganize their IT infrastructure to simplify the customers’ access to insurance services, providing the most convenient way (channel) of interaction, and offering products that best meet their lifestyle and needs, will strengthen consumer confidence and develop their business within those consumer ecosystems that are being formed in today’s turbulent conditions of development.

The article considers the features of interpretation of the term «public audit». On the basis of the researched information (domestic and foreign sources) the authors’ own understanding of the term «public audit» is formed, the features of its use are distinguished. The key structural elements of public audit are formed, which make evident the deviations in the interpretation of the concepts of both public and the State-based audit. The authors have determined, that public audit includes the State-based audit as a indispensable constituent, as far as public audit is carried out by the State, individual business structures, civil society organizations, etc. On the basis of the carried out research, it is specified that subject of implementation of public audit is analyzing and assessing certain areas of activity, namely: activities of public authorities, local governments, and other organizations. For an effective implementation of public audit a proper legal framework as well as a transparent partnership interaction between the civil society and the State administration sector should be formed. In its activities, public audit primarily focuses on the main objects such as social resources (labor, financial, material, natural, intellectual), as well as cultural and social values of citizens. The main purpose of the public audit is to verify the legality, transparency, and, consequently, the efficiency of the activities of the State bodies interacting with civil society which expects such an efficiency. Given this definition, it can be assumed that public audit is a financial instrument for detecting violations, which, in turn, through amendments and recommendations can improve the State administration at all levels, influence the development of institutional structures, achieve a new level of development of social values, optimize the management of the State resources for the benefit of the community.

The article considers scientific approaches to the formation of indicators of strategic control as an important component of digital management, which can be used to optimize strategic decision-making along with tracking the overall movement of the management object in accordance with the chosen strategic development vector based on their integration into automated management systems. The purpose of writing the article is to systematize scientific views and develop methodical approaches to the formation of a system of indicators for strategic control as an important component of the digital management of enterprise in the current conditions. The essence of digital management is defined as an enterprise management system, wherein managerial decisions, as well as the implementation of management functions, represent a synthesis of digital data generated by the relevant software and managerial experience of the director. It is substantiated that strategic control consists in determining whether further implementation of strategies is possible and whether their implementation will lead to the achievement of goals based on integrated digital data as to the implementation of business processes in real time. The main features of strategic indicators are presented, which are: integratedness, terminity, and objectivity. Methodical approaches to determination of indicators for control of business processes are researched, essence and basic principles of formation of strategic control system in an organization are specified. On the basis of the carried out research, the characteristics of strategic control indicators according to the following classification features are systematized, their characterizations and provided as follows: sphere of influence on the object of management; contents; functional signs and levels of management. The use of the proposed approaches to the classification of strategic control indicators will allow to systematize the process of development of digital systems for monitoring the movement of the enterprise in the direction of the chosen course of strategic development.

The work examines the role, problems and prospects of a «smart factory» in the conditions of digitalization of enterprises, taking into account imbalance of the business environment. It is defined that in modern conditions, most enterprises focus on automating business processes and increasing efficiency, and only a minority of them transforms the business model, which is grounded on an insufficient level of maturity for drastic changes. It is substantiated that the so-called «smart factory» is a promising direction for the development of digitalization of enterprises, taking into account the imbalance of the business environment. It is noted that the «smart factory» is an environment wherein machines and equipment can improve processes through automation and self-isolation. At the same time, they are aimed at mass production of articles, while maintaining a maximum production flexibility. These requirements are ensured due to the high level of automation and robotization of the enterprise. Automated control systems for technological and business processes are also widely used due to their consistency at each stage of interaction. The study of the content of the concept of «smart factory» allowed to determine and systematize its functions (planning, logistics, supply chain, product development), advantages (accessibility, optimization, proactivity, flexibility), segmentation, problem groups (personnel, technologies, business process). It is specified that the development and implementation of «smart factories», despite the advantages of the latter, can be difficult and risky. Enterprises that have succeeded with the introduction of «smart factories» can increase production and value by reducing production costs, improving quality and flexibility, as well as reducing the time for the market entrance.

The article analyzes the peculiarities of organization of monitoring the status and efficiency of the use of the marketing potential of enterprise in the conditions of changeable economic policy. It is identified that the main task of carrying out a set of procedures for monitoring the marketing potential of enterprise is to form a proper information provision for the process of strategic management of the enterprise’s marketing activity on the basis of modeling possible alternatives to development and timely identification of the need for changes in economic activity. The main elements of the system of monitoring the marketing potential of enterprise are a certain sum of approaches to determining the essence of this system, methods and methodology of its development, as well as the implementation of measures for its introduction. During the monitoring, the actual financial and economic status is analyzed, the value and trends of deviations from the forecasts that constitute the basis for the plans of economic activity of the enterprise in the formation of competitive advantages are defined. In the future, in accordance with the previously identified patterns and specific dependencies, the consequences of changes for the implementation of the process of monitoring the marketing potential of the enterprise are determined. The results of identifying flaws and shortcomings in the monitoring process are used to assess the level of its organization and determine the efficiency. Errors and shortcomings should be corrected during the next cycle of preparation and use of the monitoring system at the enterprise. To do this, at the end of the accounting period, the main directions of improvement of this system are established, a set of measures is developed to eliminate the identified shortcomings.
