The article is aimed at evaluating the efficiency of Ukraine’s trade relations with the EU countries by calculating the complementarity index and making use of various methods of empirical analysis. An analysis of the dynamics and structure of Ukrainian foreign trade in goods and services with the EU countries shows that the European Union remains one of Ukraine’s main trading partners. The balance of foreign trade in goods remains negative and in the service sector it remains positive. On the basis of empirical analysis, it is proved that cooperation with the EU is beneficial for Ukraine, as it contributes to the growth of domestic GDP twice as much as with the CIS countries. The Scatterplot study supports the hypothesis of the gravitational model that a significant distance between countries negatively affects the trade turnover between them. The authors have justified that each additional kilometer of distance is accompanied by a decrease in turnover by 0.7%, which is due to the additional costs of transporting the goods, significant linguistic and cultural differences, etc. The economic structure of relations between Ukraine and the EU is complementary (mutually reinforcing), with the highest complementarity observed with Ireland – 62.07, and the lowest - with Malta. Based on the calculation of the ТСІ index, taking into account the commodity specification, it was revealed that the most complementary goods in the structure of trade relations «Ukraine – European Union» 2018 were: fats and oils of animal or vegetable origin, cereals and black metals, which indicates the interest of partner countries (among the EU) in Ukrainian commodity positions, because especially for these products Ukraine has competitive advantages. In general, the evaluation of the efficiency of bilateral relations has shown that the EU countries are partners which cooperation is beneficial for Ukraine and has significant prospects for development, as evidenced by the calculation of the complementarity index and the empirical analysis results.

The article is aimed at defining the global measure of the development of models of social economy of the world countries. The objectives of the article are: consider global social indices; analyze the place of different world countries according to global social indices; define the global measure of the development of social economy models based on both the global and the local social indicators; characterize the models of social economy according to indicators of social development. The author takes in view the main global social indicators (Human Development Index, Social Progress Index, Economic Freedom Index, Global Seniors Welfare Index, Happy Planet Index) and the place of 45 world countries, which are different in terms of types of economic development and models of social economy according to these indicators. Based on the analysis of sub-indexes of global social indicators, the impact of the world’s social economies in the global measure of well-being, ensuring personal opportunities of individual for self-employment, self-fulfillment, opening and doing business, along with the legal and ecological development of the country, is comprehensively assessed. As a result of the study, the main global and local social indicators are grouped by the models of social economy: transitive, liberal, continental, Mediterranean and Scandinavian. This thorough approach provides an opportunity to comprehensively assess the impact of the world’s social economic models at both the national and global levels. Prospect for further research in this direction is to improve the existing instrumentarium of social economic models in the global measure.

Competitiveness is viewed as a key criterion for evaluating the success of confectionery companies. The analysis of indicators of the total volumes of Ukraine’s foreign trade with bakery, flour, confectionery and similar products for the last three years is carried out. It is noted that the bakery, flour and confectionery industries have recently been active participants in foreign economic activity and are confidently promoting their products to the external market. The most powerful foreign confectionery companies, which are considered leaders in the international market, are defined. The most successful strategies and directions of business management in accordance with the policies and rules of foreign confectionery companies are presented. Leaders among Ukrainian confectionery companies are analyzed. In order to create the most favorable conditions for Ukraine’s approaching the market structures of foreign countries, the most important is the State regulation of foreign economic activity, which provides for the creation of certain conditions and mechanisms for the efficient development of relations between Ukrainian economic entities in different countries and encouraging them to compete and eliminate monopolies in the sphere of foreign economic activity. Some components of business management by foreign confectionery companies are proposed, which should be used in the activities of domestic confectionery companies in order to increase their competitiveness.

The article considers the capability of enterprise as a complex of its implicit capabilities, which exist in the plane of the technologies used, equipment, knowledge, skills and aptitudes of employees. With reference to the essential content of the concept, the article defines that the innovative capability of enterprises cannot be measured only by component content indicators (concentration, area, mass) or functional variables that have a correlation with component characteristics. To evaluate and analyze the capability of the enterprise, the article identifies two groups of methods: 1) related to the study of individual components of capability, namely: information, resource, budget and debt, financial capability and capability of premises (warehouses) of the enterprise; 2) providing a comprehensive evaluation of the capability of enterprises, for which it is possible to use the AHR model (analytical hierarchical model), to develop a deployed chain of enterprise development, to apply an ANP model (model of analytical network process) or to provide a comprehensive analysis of both the enterprise’s capability and the demand. The article proposes recommendations on the formation of a method of evaluating the innovative capability of enterprise. In particular, in order to improve the performance of evaluation processes, the enterprise should ensure the following: credibility of the evaluation process, which is determined by the use of additional evaluation criteria, consistency indicators, etc.; operational efficiency; multicriteriality and hierarchiality of the evaluation process, which is possible by forming a system of indicators (hierarchy), identifying their criterion values, methods of generalization, etc.; completeness of the evaluation process, which arises from the use of quantitative and qualitative indicators, the integration of indicators with different levels of aggregation; simplicity, clarity, unity of evaluation requirements; economic efficiency.

The publication is aimed at developing and approbation of an economic-mathematical model for controlling the occurrence of global financial crises on the basis of the implementation of control points of the macro-economic indicators of financial crises. Based on a retrospective study of the history of global financial crises and an analysis of scientific sources, the main macro-economic indicators that can signal the development of financial crisis are allocated as follows: balance of payments; ratio of external debt to the country’s GDP; exchange rate volatility; ratio of the country’s international reserves to imports. An economic-mathematical model for controlling the occurrence of global financial crises by implementing the control points of macro-economic indicators of financial crises, which can become the basis of the formation of systems for early warning of global financial crises to ensure the financial security of countries, has been proposed. The model allows monitoring and calculation of the main assessment indicators, forming an information base for the development of managerial solutions to prevent the onset of financial crises or reduce negative consequences due to their early detection. The practical approbation of the proposed model was carried out on the example of developed countries and developing countries, which play a systematically important role in the world economy, as well as on the example of Ukraine. A matrix of compliance of the optimal values of the main macro-economic indicators of financial crises has been built and the most likely sources of a financial crisis have been identified.

Ensuring a sustainable energy supply is one of the top strategic priorities in the 21st century, a critical condition for the normal functioning of all sectors of the world economy. Energy security is the most important part of the life-sustaining activity of the country. It is interpreted as the protection of citizens and the State in general against the threats of shortages of energy and energy resources, arising from negative natural, man-made, managerial, socio-economic, internal and foreign policy factors. Among the aspects of energy security is the status of power generation capacities and the prospects for their development for the near and long term. The article is concerned with researching the current status of electrical power industry in Ukraine and the prospects for its development by means of the launched new electrical power market. The main problems of operation of the electrical power industry and ways to solve them are considered. The dynamics of electrical power consumption in Ukraine are analyzed. Data on the status of today’s Ukrainian energy sector, which can make a significant contribution to the transition to sustainable innovation development of the Ukrainian economy and provide an expanded reproduction of Ukraine’s combined energy potential, are presented. The features of operation of the new electrical power market, its structural components, as well as the main goals and objectives for integration with the European power grid are considered. Based on the results of this study, it can be noted that Ukraine has great opportunities to become a significant partner in the provision of European energy security. Conducting such a study will allow to assess the prospects for the development of Ukraine’s electrical power industry and the benefits of integrating the Ukrainian power grid into the ENTSO-E.

The article is aimed at analyzing the current status of fishing industry in Ukraine in general and Rivne region in particular, as well as determining prospects for the development of fishing industry in the coming years. The economic performance indicators of Ukrainian enterprises, which carried out fishery activities, is provided, and the enterprises of Rivne region are paid special attention. The dynamics of water resources extraction during the last ten years (2008-2018) are analyzed, which shows a significant decrease in catches in the country (almost three times). Besides, starting from 2018, changes to the list of the fishing industry regions are made. It is examined that the extraction of water bioresources in the inland water facilities during the same period has a clear upward trend, which indicates the development of fisheries, fish farming and aquaculture in the inland natural water reservoirs. The product structure of exports and imports of goods in general is analyzed; fish and crustaceans are allocated among others, and their proportion in the overall structure of exports/imports is assessed. It is recommended to increase domestic volumes of growing fish and other water living resources to reduce their imports to Ukraine. A comparative analysis of the catches of water living resources in each region of Ukraine is carried out and the proportion of each region carrying out catches is determined. The main categories of natural water reservoirs in which fish farming operates are artificial ponds, water storages, lakes; aquaculture also operates in the aquariums of industrial volumes. The available water capacities for fish farming and aquaculture development of Rivne region are covered. The powerful fishery enterprises of Rivne region are characterized and the most popular fish species bred there are provided. The main prospects of the fishing industry in the implementation of the fishing industry development strategy for the period up to 2023 are presented together with a negative scenario of the fishing industry development, if the strategy is not adopted and implemented.

In the context of deepening global social and environmental destructive phenomena, along with the economic efficiency of operation of business entities, it is important to take into account such development dominants as socially responsible management, socialization of labor relations and environmentalization of economic activity, which form the basis of the conception of balanced management. Ukraine is also joining the global trend of achieving a balance of economic, social and environmental aspects of activities, so it takes into account the principles of sustainable economic management in the development of strategic and programmatic initiatives of its socio-economic development, in particular such activities are fragmentary implemented at the State, regional and local levels. Despite this, there is currently no comprehensive approach to balancing the activities of enterprises in the basic sectors of the economy, including rail transport. Therefore, given the coordinating role of railway enterprises in achieving the socio-economic growth of the country, it is very important to develop an effective approach to the balanced development of railway transport enterprises along with formation of an instrumentarium to achieve it, which will overcome the identified imbalances of the activities of these enterprises and fulfill the potential of the enterprises in the mentioned sector in the direction of their digital transformation. Based on the analysis of scientific developments on the formation of the basis of the implementation of the enterprises’ sustainable development initiatives, including the rail transport enterprises, the application of a co-evolutionary-digital approach is proposed, which involves the introduction of the latest digital solutions depending on the priorities of the development of railway enterprises together with dynamic changes in their operation environment. It is also proposed to ensure the joint evolution of the entities interacting with the railway industry within the terms of the ecosystem of their functioning through the application of the co-adaptive compatible digital solutions and the formation of a single information-digital space for their growth. Within limits of this approach the author has formed conceptional provisions for the balanced development of the railway transport enterprises in the aspect of their digital transformation, which contain the goal, the generalized and adaptive criteria, as well as the motives and objectives of their sustainable development.

The article substantiates the important role of the use of the ABC-XYZ-analysis to assess and analyze the functioning of Ukraine’s tourism industry in the regional dimension. In terms of portfolio investing, to make an effective management decision, it is important to investors to compare, among many alternative ones, two factors – profitability and risk level. The principle of choosing an investment strategy based on the optimal ratio of profitability and risk should be decisive not only for the institutional investor, but also for the State, which establishes the strategic and priority areas of development, including tourism. Tourism is one of the largest and fastest growing sectors of the economy not only world-wide, but also in Ukraine. However, tourism activities are characterized by elements of uncertainty and risk that need to be taken into account when establishing the State policy. The article proposes to group the regions of Ukraine by profitability (profit from the provision of tourism services) using the ABC-analysis, and by the level of risk of tourism industry – using the XYZ-analysis. This grouping allowed to compare the regions of Ukraine by the level of profitability and risk in tourism, which will help to make optimal management decisions on their efficient implementation in the future. Using a combination of the ABC- and XYZ-analyses, the carried out research allowed to group and position the regions of Ukraine in the matrix of the ABC-XYZ-analysis on the profitability/risk level of the tourism industry. Grouping the regions of Ukraine allows to identify the most promising regions in the sphere of development of the tourism industry and to classify them as such that form the image of Ukraine on the international scene and make the greatest contribution to the international recognition of Ukraine as a country attractive for tourists.

The article covers the labor remuneration of security employees of enterprise from the point of view of the internal policy of enterprise and the technology of its formation. The following aspects are defined. First, in the practice of national enterprises, the level of salaries of the enterprise security specialists is set in accordance with the labor market conditions, but the financial capacity of the organization, based on the existing regulatory environment, plays a decisive role. Secondly, the policy aimed at maintaining the achieved level of salaries of the enterprise security specialists is implemented in the event of an unfavorable economic situation in the organization and the absence of preconditions for its improvement in the near future. Thirdly, there are the following instruments for implementing a labor remuneration policy aimed at increasing the salaries of the enterprise security specialists: a) an increase in the average monthly wage by increasing the first-class tariff rate; b) increase in incentive payments included in the production and sales costs (works, services); c) increase in the payout from the profits remaining at the disposal of the enterprise. Fourthly, the directions for improving wages management are defined as follows: a) based on the analysis of the labor remuneration regulatory framework, when the legislative capacity to change the labor remuneration level has to be defined more closely; b) based on an analysis of technical tariff rationing, forms and labor remuneration systems; c) taking into account the optimal amount of wage money; d) according to the results of the sociological survey. Prospect for further research is to study the accounting of significant structural shifts in the composition of the organization’s products (works, services) associated with the change in its specific labor intensity, as well as the development and introduction of quantitative indicators of the quality of work of the enterprise’s security departments.

The article is concerned with the issues of diagnostics of the status and identification of tendencies in the development of the international competitive potential of research universities of Ukraine. The dynamics of rating positions of the higher education institutions of Ukraine in the international rating system QS World University Rankings 2012–2019 is researched. It is determined that among seven national research universities present in the global rating for 2019 the undisputed leader is V. N. Karazin Kharkiv National University. An analytical assessment of the international competitive potential of research universities in Ukraine has identified significant disparities in: the overall contingent of Ukrainian students; the proportion of the number of Ukrainian students as to the education and qualification levels (EQL) of «Bachelor» and «Master»; the general contingent of foreign students; the proportion of the number of foreign students as to the EQL of «Bachelor» and «Master»; the total number of Ukrainian scientific and pedagogical workers; the proportion of Ukrainian and foreign scientific and pedagogical workers. The analysis of the number of institutions of higher education in Ukraine of the III.–IV. accreditation levels allowed to identify a tendency towards their reduction, which in turn will lead to higher quality education at those universities. The author presents fourteen Ukrainian higher education institutions with significant research potential, with the status of a research university in the period of 2009–2014. These institutions should become objects of a promising development, in order to increase their international competitive potential. It is necessary to develop clear criteria for obtaining and verification of the status of research university in Ukraine. It is important that these requirements correlate with the requirements of the world-class universities that are leaders at the international level. After that, work should begin on the formation and implementation of a strategic program for the development of international competitive potential of research universities in Ukraine.

Efficient management of information is becoming a prerequisite for the higher education Institution (HEI) in the conditions of formation of the educational services market. The publication is aimed at studying the theoretical-methodological aspects of the formation of information and communication flows in the context of introduction of corporate methods and management technologies into the practice of their activities. The information environment is considered as a totality of information and communication mechanisms, technical means, channels and flows of information distribution. Features of the information environment of the HEI as an instrument of the corporate organization management by means of the system of organizational communications are studied. It is proposed to understand the information-communication structure of higher education institution as the organized and managed interaction of people, technical means, software, data and system resources that collect, transform and distribute information in educational institution. It is proved that information and communication structure is functioning through information and communication mechanisms which perform four basic functions: control, motivation, emotional expression, and informing. The nature of the information flow in the HEI structure is studied, which acquires formal and informal forms. The basic functions of management in the context of communication relations are considered, the directions of communication relations depending on the belonging of the organizational structure to either bureaucratic or organic types are worked out. The general model of information communication interaction of the HEI which includes elements of such interaction and several interrelated stages of information exchange between the sender and the recipient is proposed. The main components of the annual report of higher education institution, which is the defining source of information for the stakeholders on the efficiency of the institution are elaborated.

The article addresses the important scientific-practical task: defining the functions of enterprises of the food industry sphere and researching the tendencies of their development in the context of sustainable development strategy. Generalizing the scientific approaches of domestic and foreign scholars to define the functions of food sphere enterprises, it was found out that they are interpreted as functions of economic entities in the context of interaction of the socio-economic and industrial infrastructures of AIC. It is proved that the system of functions of enterprises in the food sphere is advisable to consider in accordance with the provisions of the conception of sustainable development. It is proposed that these functions be divided into economic, social and ecological. The indicators of activities of the «food chain» industries for 2016–2019 are analyzed in order to determine perspectives of their balanced socio-ecological-economic development. As a result of the research, it is defined that modern State policy as to development of agrarian sector is directed towards creation of organizational, legal and economic conditions for development of farm economies and agricultural cooperation, improvement of the processes of land relations management. The necessity of modernization and reconstruction of the food industry enterprises on the basis of the innovative-investment model of development, implementation of competitive clusters is substantiated. According to the results of theoretical analysis and marketing researches, the priority tasks for the sustainable development of the components of consumer market are determined, as well as promising for Ukraine directions of development in the sphere of restaurant business. The system of measures for sustainable development of food enterprises is proposed, focused on achieving the main goal – ensuring the food security of the country, high level and quality of life of the population.

The article is aimed at developing a methodological approach to an integrated assessment of the security level of development of metallurgical enterprise on the basis of a comprehensive coefficient approach with practical approbation. It is specified that domestic metallurgical enterprises are not able to compete with the foreign both western and eastern producers of metal products, which are using the latest technologies. Introduction of innovative technologies and equipment will provide opportunities to positively develop domestic enterprises. Unfortunately, not all metallurgical enterprise management systems are able to introduce innovative technologies for further development. A methodological approach to the integrated assessment of the security level of development of metallurgical enterprises on the basis of integrated coefficient approach is proposed. The proposed methodological approach provides the possibility to: identify problems of activity of individual enterprises; closer define the content and stages of information collection, formulation of goals, priorities and directions of the security management of their development; comprehensively assess the level of security of development and the level of risk of development taking into account the components of the resource base of the metallurgical enterprise, its activities and stages of life cycle; assess and summarize the ability of metallurgical enterprise to adapt in different transformational conditions. In the course of the research, the methodological approach to an integrated assessment of the security level of development of enterprise was applied in practice – on the basis of activities of metallurgical enterprises of Ukraine. 23 Metallurgical Enterprises, which operated for a long time, were selected for assessment. The source information for carrying out the analysis of activity and assessing the security level of development of enterprise was their public reporting. The analysis of the life cycle of enterprises showed that most of them were at the stage of maturity, and despite the prevailing situation, they had sufficient and average levels of security.

The article is aimed at improving the approaches to monitoring the performance of collective accommodation facilities (CAF) taking into account changes in the methodology of statistical research of tourism in Ukraine. The specifics of the implementation of statistical monitoring of collective accommodation facilities are considered in view of changes in the methodological provisions for the organization of the State statistical observation in tourism in 2018. The withdrawal of individuals - entrepreneurs from the objects of statistical monitoring is proved to be impractical. This conclusion is based on the experimental correlations between the effective indicator of «income from services provided without VAT» and the factors such as: average capacity; ratio of use of the CAF capacities; average annual actual costs for one day of accommodation. All the dependencies obtained are adequate according to the criteria of mathematical statistics and are subject to the normal distribution law, and the statistical samples of performance of all the CAF are homogeneous both for each individual group and in general in aggregate. The determination of existing regularities of performance of various objects of the CAF demonstrates the need to further improve the statistical observation method base in the tourism sector of business, taking into account regional characteristics.

Dynamic changes in the market bases of the economy under the influence of digital technologies are displayed. Logistics, minimizing transaction costs, speeding up the process of circulation are the benefits that the digital economy brings. All these factors coexist with a number of serious threats. Digital formalization and desocialization of economic activity, concentration of information power and increased consumer manipulation lead to a fundamental social uncertainty. Institutional changes are supposed to remove growing uncertainty and risks by ensuring the safety and freedom of consumer choice. The changes in the list of the world’s largest companies by capitalization since 2008 illustrate the growing importance of the high-tech industry on a global scale. The article shows the tendencies of formation of the market imbalances in the market shares of players in certain areas of the digital economy, and provides examples of expanding the scope of presence through the acquisition of smaller start-ups with significant innovative potential. Removing the uncertainty of socio-economic development as well as reducing gaps due to incomes or education lies in the plane of social control on the part of society over the dynamic technological and economic changes. Only a mature society is able to form the quality of the institutional environment in which it becomes possible: firstly, to extract the maximum result from modern technologies; secondly, to distribute it on the fair basis; thirdly, to keep a person’s habitat comfortable for his life. The digital economy should serve human development and well-being, not virtualize a human and subdue him the newest technology. Formation of new institutional mechanisms to counter unfair competition were needed, which would be the prospect of further research into the problem.

The article is aimed at developing scientific and methodical approaches to the organization of accountance for natural capital. It is proved that in the context of a significant increase in the anthropogenic impact on nature, one of the adequate and efficient ways to solve the problem of interaction between economic entities and the entire economy with the environment is the introduction of elements of accounting for natural capital in the enterprises of the food industry of Ukraine. It is substantiated that certain ecological aspects of economic activity are quite complex in terms of their observation, evaluation and fixation in the primary documents. The article analyzes the types and forms of the organization of accountance that are inherent in domestic food industry entities, through a survey of 57 enterprises in the city of Kharkiv and Kharkiv region. According to the results of survey, it turns out that in general, according to the sample, more than half of the food industry enterprises have an internal accounting service with a full accounting cycle. In order to effectively organize the accountance for elements of natural capital, the enterprise has developed a conceptual model, which allocates specific elements of accounting as an information system, defines the relationship between them and substantiates the composition and structure of internal regulations for documenting economic operations related to the environmental activities of the food industry enterprises. In the system of internal regulations of the natural capital accounting organization, it is proposed to allocate four blocks of documents, which are grouped into two classes: 1. Regulation of the organization and accounting for protection of environment; 2. Regulation of the organization and accounting for environmental management.

In the turbulence of today’s business environment, the priority attention of the management of trading enterprises deserves the financial effectiveness and efficiency of activities focused on the continuous collection of information, its analytical processing and feedback with target segments. Therefore, research on the accounting support for the managerial decision-making process regarding marketing costs in the management information system of trading enterprise is relevant. The article is aimed at researching the methodical basics and developing practical recommendations on the formation of marketing costs in the accounting system of enterprise. In order to ensure the efficient operation of the marketing management information system, the author’s own approach to reflecting marketing costs on accounts and in the enterprise reporting is proposed. The expediency of accounting for marketing costs on the eponymous sub-account opened to the Account 93 «Sales and marketing costs» is substantiated. In view of specifics of the marketing activities of trading enterprise, the technology for accounting for certain types of these costs and generalization of information about them in the relevant consolidated statement is proposed. Recommendations on the organization of accounting of the enterprise’s marketing assets are suggested. Taking into account the proposals made, an algorithm of accounting interpretation of the formation of financial results from the sale of goods (products, services) of enterprise is developed. The proposals to improve the way marketing costs are reflected in the trading enterprise’s account will improve the accounting of managerial decisions to optimize marketing costs. The development of primary documentation of marketing costs in the information system of trading enterprise and analysis of the efficiency of marketing projects are allocated as promising directions of research.

Reforming and optimizing the tax system today are among the priorities of socio-economic transformations in Ukraine, which are the most essential for the functioning of national business, the State and society as a whole. The article is aimed at substantiating the theoretical basis of optimization of the domestic tax system, which is a prerequisite for ensuring sustainable macro-economic development on the basis of efficient fiscal transformations. In the theoretic and methodical plane, the authors examine the positions of our country in some international rankings, which helped to determine the need to improve taxation in Ukraine. Based on the use of system approach, a set of measures that need to be taken to optimize Ukrainian tax system is proposed, which be an instrument to activate the development of national business, improve the investment climate, strengthen Ukraine’s position in the international economic arena and global rankings. The need to implement a reasonable and comprehensive reform of the tax system with a clear understanding of the macro-economic consequences of tax changes instead of separate occasional changes in the tax plane is determined. A promising direction of further research would be evaluating the impact of relevant tax initiatives in terms of the impact of tax changes on the economy, the State and provision of social interests.

The article is aimed at evaluating the interrelationship between the structural characteristics of expenditures of the State Budget of Ukraine and the possibilities of their financing without taking into account revenues from the financial market. It is proposed to expand the list of budget indicators through the«Net flow of budgetary means» indicator in order to increase the validity and accuracy of the budget planning and forecasting. The indicator, defined by the author as: a certain amount of funds directed from the budget to the socially significant financing items without taking into account debt, is proposed. The proposed indicator characterizes the budget’s capacity to provide for public needs at its own expense. The scientific significance of calculating the net flow of budgetary means consists in evaluation of the ability of budget financing to perform functions without active operations in the financial market, which allows: to define the minimum flow of financing for social needs, to clear the financial flow from the debt load; to eliminate external impact. The sequence of calculation of the net flow of budgetary means is defined. The relationship between changes in the volumes of the main social expenditures of the State Budget of Ukraine and the net flow of budgetary means is researched by building up a regression model, several non-linear models and a neural network. Based on a comparison of average approximation errors, it is determined that a built up neural network is more accurate in predicting the net flow of budgetary means. Solving the important scientific-practical task of calculating the net flow of budgetary means will improve the financial provision of the socially significant budget items. Prospects for further research within a certain topic will be modeling the distribution of budgets of the State and local budgets of Ukraine and its impact on the socio-economic development of the country.

The structure of revenues of local budgets of Ukraine in 2010-2019 is analyzed, the role and place of tax revenues therein has been defined. The dynamics of tax revenues of local budgets are researched. It is defined that the largest revenues come from the collection of national taxes, in particular the personal income tax. The institutional features of the operation of the personal income tax are identified, appropriateness of the distribution of its revenues between the levels of the budget system and the application of a single rate are substantiated. The role of corporate income tax in stimulating the sustainable progressive development of the administrative and territorial units is examined. Local taxes and fees are considered as an important element of the tax system; an analysis of the structure of local taxes and fees before and after the adoption of the Tax Code is carried out. The stages of the evolution of the local tax system are systematized. The dynamics of the single tax revenues are researched and the reasons for the increase in their volume are defined. The expediency of applying the current method of determining the tax base for the 1st and 2nd groups of single tax payers is substantiated. The author defines features of the three-element structure of the property tax as part of the tax on the real estate, different from the land property; transport tax and land tax. The potential of property taxation in the context of the financial potential of territorial communities is disclosed.

The main problem of financial management in practical conditions is that because of the many material available on this issue, it is difficult for the head of enterprise to understand where to start, what information he needs and what indicators (problems, phenomena) should be paid attention in the first place, as well as how everything is connected. The author proposes an algorithm for building a management system in the enterprise to be submitted in the following form: 1. Determining the financial goals of the enterprise. 2. Allocating the financial management subsystems. 3. Determining the information support for the financial management system. 4. Determining and enforcing financial management rules. For practical application, it is proposed that the enterprise’s financial objectives be presented as the next hierarchical three-tier model: the main goal is to generate excess money flow; additional goals are to make a profit and ensure the solvency of the enterprise; development goals are to increase the value of the enterprise and increase profits for its capitalization. Based on the financial objectives outlined above, the following financial management subsystems are proposed: money flows management; management of solvency; management of costs, income and profit. In addition, the author proposes management reports be conditionally divided into several levels (operational, tactical and final) with the allocated certain rules of financial management. The proposed recommendations will allow in practice to avoid, in particular, such problems as the occurrence of cash gaps, complications of relations with creditors, etc.

The article is aimed at disclosing the role and importance of cost-effectiveness assessment in the system of management of enterprise finance on the basis of an in-depth study on the impact of modern conditions on cost-effectiveness, as well as substantiating the ways to strengthen it. Existing theoretical and practical approaches to managing the cost-effectiveness of domestic enterprises are analyzed and features of a system of its assessment in modern conditions are identified. Based on the carried out analysis, factors that can influence the efficiency of management of cost-effectiveness of enterprises are identified, and practical recommendations for its assessing and improvement are made. The authors substantiate the mechanisms for optimal management of enterprise finance, directed to: ensuring profitability; finding reserves to increase the cost-effectiveness of domestic enterprises; substantiation for the use of identified reserves. The authors necessitate the need for a comprehensive approach to cost-effectiveness assessment using two or more groups of indicators based on: account of the industry features of activities; stage of the enterprise’s life cycle; commodity market conjuncture; the creditors’ attitude towards the enterprise; financial mentality of the owners and managers of enterprise.

The article is aimed at researching the currently effective procedure for the development and approval of tariffs for thermal energy, as well as developing proposals to improve the pricing policy in the sphere of thermal energy supply. The currently effective procedure for substantiating tariffs on thermal energy in Ukraine is considered. The procedure for the economic substantiation of costs, which are included in the tariff, is researched. It is concluded that the current procedure for controlling the validity of costs is not focused on cost saving and improving the production efficiency, but solely on the formal written confirmation of the cost value. The need to submit more than 50 types of calculations and substantiating materials plus the long period of their consideration complicates the operational regulation of the tariff on thermal energy and leads to losses of generating organizations in the event of changes in the value of individual components of the self-cost (price of natural gas, electricity, level of minimum wage, etc.). In order to simplify the procedure for substantiating the level of tariff (or the level of its change) it is proposed to significantly reduce the list of documents that are provided at the tariffication, and to move to the procedure of declaring tariff changes while strengthening the verification work of the authorized bodies. In contrast to the currently effective procedure of control of each component of the tariff, the declaration procedure provides for the control of only the total value of the tariff.

The article analyzes the dynamics of the change in the level of popularity of management instruments and trends during 2000-2017, presenting 25 of the most popular management instruments and trends as of year-end 2017. The objectives of the use of management instruments and trends in the activities of modern organizations are allocated. In 2017, 48% of respondents used such an instrument as strategic planning. Second place is taken by CRM (Customer Relationship Management), as organizations focus on consumer needs to achieve commercial success. International practices in the use of management technologies and instruments may not always be adequately understood by domestic government entities, and in some cases may provoke organizational resistance as to their practical implementation. However, within the economic security systems of enterprises, responsible persons are constantly trying to introduce new practices into the practical plane of activity. The article is aimed at forming the strategic-targeted complex of intellectualization of management of the holistic development of industrial enterprises. The results of the carried out research show that today the economy operates in a new environment, requiring domestic industrial enterprises to demonstrate their advantages through the use of innovative technologies. Heads of enterprises need to pay more attention to intellectualization of management of the holistic development of enterprises, which is an important vector of their development. The feasibility of using innovative methods of staff development is substantiated and the specifics of their application at enterprises are analyzed. The most popular methods used by managers and senior management of organizations are allocated, namely: coaching, electronic (remote) education, training, case-study, self-learning, in basket technique, secondment (a kind of «work travel»). It is defined that modern methods of training employees of enterprise depend on the internal policy of the organization, as well as on the sphere of work, desire, and encouraging employees in self-improvement. Coaching is singled out as a fast-paced method used in many organizations to establish a permanent relationship between mentor and employee. The advantages and disadvantages of each of the above-mentioned methods are described in detail, because it can directly affect the development of the employee’s internal potential, as well as the efficiency of enterprise in general. Self-learning is analyzed as an effective method of training in case of high motivation of the employee. The relationship between stimulation, motivation and each individual’s desire to improve itself has been identified. A model of finding the possible potential of a worker is formed and analyzed. The main stages by which managers can stimulate their subordinates in order to disclose their opportunities and improve productivity, financial and economic indicators, socio-economic component of the enterprise have been identified. The authors propose ways of making more efficient use of innovative methods of training workers and choosing the best of them. The potential possibilities of the organization in the sphere of training employees, which can further effectively impact the economic component of the enterprise and increase productivity, work output and other, equally important, financial indicators, are defined.

The article analyzes the current operating environment of domestic enterprises and defines the peculiarities of formation of their economic security system with an emphasis on improving management approaches. In order to provide management of the security-oriented enterprises, a list of terms for the implementation of such management is proposed and the importance of taking into account current threats and risks is defined. When considering the economic security, the security-oriented management is proposed to be viewed as a new management approach in the activities of domestic enterprises, which is characterized by an appropriate level of security of interaction. It is defined that there will always be a certain number of conditions for formalizing management processes, which will indirectly or directly influence the efficiency and crucial ability to implement the security-oriented management in the plane of practice. That is, there is a certain totality of terms for the implementation of such management. In principle, they can be divided into two large groups: influenced and uninfluenced at the micro-level. These terms have been fleshed out in the two groups and the specifics of their formation and impact on the economic security of macro-, meso- and micro-levels have been determined. Due to the growing demand for entertainment services in Ukraine and the world, the film industry continues its development and the market of film demonstrators is growing rapidly. Cinema chains are gaining customers, competing both with related entertainment establishments and among themselves, which encourages to look for new marketing instruments to retain existing customers and attract new ones. The article is concerned with reviewing the loyalty programs of cinema chains operating in the Ukrainian market and the experience of their use abroad. The article is aimed at allocating the specifics of the cinema chain industry in the definition of a «loyalty program» as well as classifying existing approaches to the formation of customer loyalty both in Ukraine and abroad. Scientific sources on the concept of loyalty are analyzed, the views of domestic and foreign scholars regarding the concept of «loyalty» and the implementation of loyalty programs in marketing strategies of enterprises in different industries are studied. To achieve this goal, examples of the validity of loyalty programs of the foreign cinema chains are analyzed. As a result of the study, the system of building up a loyalty program is considered, along with the purpose of its existence in the marketing strategy for a cinema chain, the mechanics of interaction with visitors (in the context of encouraging their re-visiting of cinema theater) using personalized data of the history of visits. The loyalty program cycle and the specifics of collecting information for its further processing are allocated. Prospects for further research in this direction are to determine the degree of satisfaction of visitors from the use of different types of loyalty programs of cinema chains; identify the reasons for not participating in the loyalty program and finding ways to improve loyalty programs to ensure constant positive interaction with the guests of cinema theater.
