The article is aimed at developing scientific views on the axiomatics of the life genesis and the State formation from a position of systemacity of relationships, ranging from an individual to a State. It is allocated and substantiated that, considering the establishment of the basic concepts and creation of the modern model of life formation, there is a fundamental merit of Ukrainian scientists, who in their innovative works, concerning the issues from the biosphere and up to geo- and sozio-systematology, have crystallized the studied problematics. It is emphasized that the axiomatics, as the system of axioms of science, closer defines and systematizes the initial facts of life formation on the basis of their coherence, independence and completeness. It is substantiated that the scientific results from studying the problematics of the initial stages of origin and formation of life existence on Earth mostly concern the instrumental capabilities of different directions of natural sciences, causing the need for their further fundamentalization and taking into account the resource and socio-economic provision in the context of global development. The axiomatics of life genesis and the State formation are developed. It is stressed that only a coordinated work of the State-owned institutions with the United Nations Organization can effectively and comprehensively solve the strategiological development problem arising from the allocated axiomatics and signs of both the life genesis and the modern State formation. It is proved that the issue of ensuring the energy balance of human life should be at the heart of the activities of both national and international governments. The need for managerial measures to form constitutional-legal and strategiological responsibility to future generations, taking into account the doctrines of the State formation patriotism of the nation is substantiated, because their efficiency along with a purposeful realization of the taxpayer’s motivation in the State formation will provide the related financial resources and the ensured economic growth.

The article is concerned with researching the experience of reputable international organizations on promoting the development and improvement of the work of customs authorities on the example of Ukraine. It is substantiated that the customs authorities of the country play an important functional role not only on the State, but also on the global level, participating in the formation of international security, intensification of foreign trade, development of the world economy, protection of the world’s population from dangerous and substandard products. Thus, ensuring the effective functioning of national customs systems is included in the list of priority tasks not only of the authorities of individual countries, but also of leading international organizations. The integrated efforts of authorized agents at both the State-based and the international levels to develop and improve the work of customs authorities are represented by the international customs cooperation. The research was based on a thorough study of the peculiarities of international cooperation between customs authorities around the world and, in particular, Ukraine. It was determined that in the conditions of functioning of the customs authorities of Ukraine in the structure of the State Fiscal Service, international cooperation remained at a fairly low level of development. Thus, the relevance of activation of the development of interaction between the customs authorities of Ukraine and the international organizations in order to successfully reform the national customs system as an independent authority is substantiated. On the basis of the results obtained, it is identified that today the key international organizations that actively contribute to the functioning and development of customs authorities are the following: the World Customs Organization, the Organization for Democracy and Economic Development, the European Bureau for Combating Fraud, the World Trade Organization. A comprehensive and thorough analysis of the activities of selected international organizations in the context of facilitating the development of customs authorities, including the example of Ukraine, was carried out. On the basis of examining the specialized materials and practices of international cooperation of customs authorities, it is determined that the activities of certain international organizations are directed to: support of work and solving problems of customs authorities in various spheres; providing technical, informational, consulting or financial assistance; improvement of implementation of certain customs operations; introduction of progressive customs instruments and technologies; exchange of best customs practices and experience; creation of a single customs environment by unification of customs rules and principles, etc. It is substantiated that an effective, permanent and mutually beneficial cooperation of the State authorities, including customs authorities, with leading international organizations is a powerful instrument for the development and improvement of the functioning of the national customs system in order to ensure the successful implementation of priority goals at both the national and the international levels. The results of the research can be used by representatives of customs authorities as a systematized informational base for the establishment and further development of cooperation with the major international organizations.

The article is aimed at disclosing the peculiarities of models of institutionalization of «behavioral» regulation at the macro-economic level in the countries of the world. Behavioral nudge nowadays is seen as a potentially promising approach to improving government regulation both in academic discussion and in practice. Increasing the efficiency of the practice of using behavioral motives of economic entities in the process of development of the State economic policy is being fulfilled due to the application and implementation of techniques of influence of the nudge theory, which determines the choice of a more rational solution that corresponds to the interests of both individual and society. Activation of the application of nudge technologies and their increasingly frequent combination with traditional measures to stimulate citizens and businesses have caused in many world countries the institutionalization of behavioral regulation in either centralized or decentralized models. The institutionalization of behavioral regulation in a centralized model is represented by specific government bodies or subdivisions specializing in the development of solutions using the theory of behavioral economy. The institutions of a decentralized model are independent commercial organizations that are not part of the structure of government bodies. The process of formation and functioning of behavioral regulation institutions in different world countries has its own specifics, and the bodies themselves are constantly being modified. However, all the variants for institutionalizing the behavioral regulation at macro-level are subject to the risk of application of the «dark nudging», which requires the creation of special institutions to mitigate or eliminate its negative consequences. The most important principle in the development of a behavioral instrumentarium is compliance with universal and personal interests at the same time.

The growing importance of innovations in the economy has turned them into a more important factor in production and consumption, structural changes, economic dynamics, competitiveness, and social development. This has gained a paradigm importance and has led to the emergence of an innovative model of economic development, the peculiarities of which being the topic that the article is concerned with. Taking into account the dependence of innovations on the generation and dissemination of new knowledge, the article emphasizes the critical importance of the productivity of science and the quality of education. This is confirmed by global trends and finds a manifestation in the development strategies of the countries and companies. In this context, a modern understanding of innovations and the basis of their emergence, which is connected with knowledge and creativity, has been closer defined. The authors characterize the main features of innovation, in particular: cumulativeness, chain character, integration of practical and theoretical knowledge, duration of «maturation» and emergence of innovation, uncertainty, collectivity, uneven appearance in time and concentration in space, propensity towards conflict. A vision of the process of developing innovations by stages covered by system management is proposed. The main models of emergence of innovation together with the model of innovation process (the model of extraction through demand (market); the model of «needs seekers»; the model of «readers of market information»; the model of technological nudging; the cyclical model of innovations; the model of open innovations; the chain and interactive model of innovation process; the innovative model of «funnel»; the network model of innovation) are described. A number of features of the innovative model of economic development are allocated: recognition of innovation as the most important factor of economic growth; constant interaction of production, science and market, focused on the development of innovations; defining role of human capital; structural changes in the system of social production; domination of the innovative nature of competition in the modern economy; development of innovative entrepreneurship. On the basis of the formation of an innovative model of development, the growing role of science and education, the modern economy is characterized as an economy of knowledge; the main points of its concept are considered. An increase in the influence of education in the innovation model of the economy in terms of generating and disseminating new knowledge in order to intensify innovation is substantiated.

Global tendencies in recent decades have strengthened competition in world markets, so it is necessary to create such an organizational form that could respond as quickly and efficiently as possible to changes in the external environment. One of these new forms of organization of enterprises is strategic alliances, the development of which has significantly influenced changes in the structure of many industries. Through the creation of strategic alliances, companies join forces and resources to maintain their competitive positions and create new opportunities. In the article, the strategic alliance is seen as an effective form of the companies joining that best meets the criteria for strategic goals. The authors examine types of strategic alliances, the development of which should provide enterprises with access to certain innovations; the goals of creating strategic alliances are specified. It is proved that a case of strategic alliance means conducting joint research, sharing production facilities, exchanging technologies, marketing each other’s products or joining efforts to produce components or final products. It is noted that partnership in strategic alliances is based on flexible organizational forms of cooperation. The authors allocate the problems that interfere with innovation; actions to resolve them are suggested. Prospects for further research in this direction are the analysis of existing strategic alliances in Ukraine, carrying out a study on their status, number and sphere of formation. Also in the future it is planned to distinguish the problems of determining the advantages and disadvantages of creating strategic alliances in Ukraine, and most importantly – to analyze the readiness of the legislative base for their successful development in the country.

The formation of a new State regional policy in Ukraine on the basis of a combination of both the sectoral and the territorial approach requires comprehension of the functional direction of territories. The key point at that is a typologyzation of the territories of Ukraine on a functional basis, their delineation and concretization for the purposes of the State policy. The article is aimed at specifying and proposing the definition of coastal territories for the purposes of the State policy of regional development on the basis of an analysis of the achievements by domestic scholars, as well as the current legislation of both the European Union and Ukraine. The analysis, carried out by the author, showed that the current legal framework of Ukraine does not regulate all types of territories to which the State policy of regional development is directed. Such territories, in particular, include coastal territories. In the course of research, the methodology of typologyzation of coastal territories in the European Union is disclosed; an analysis of the segregating coastal territories by domestic scientists is carried out; a critical review of Ukrainian legislation on the interpretation of the concepts related to coastal territories is accomplished. The definitions of «coastal territories» and «coastal territorial community» are substantiated and suggested for the purposes of the State policy of regional development of Ukraine, taking into account the changes introduced by the decentralization reform.

The development of a competitive electric energy commodity market in Ukraine does not guarantee the creation of the necessary conditions for the security of electricity supply and the adequacy in developing the energy system. The conflict of commercial interests with the physical needs of the energy system causes the need to introduce the capacities market as a complementary segment to the electric energy commodity market. Ukraine has determined that the capacities market will function in the form of competitive procedures according to the targeted scope-oriented approach. Ukrainian capacities market has not yet been launched, but it is already possible to assume its potential ineffectiveness and inefficiency. Significant disadvantages of the electric energy cycle of Ukraine prove the insufficiency of a targeted approach to its organization. In addition, there are also pathological systemic problems with regard to the electrical energy industry of Ukraine (narrow diversification, inflexibility, heavy overtime load of power units, isolation and rapid development of renewable sources of electricity generation). The article proposes an alternative model of Ukrainian capacities market, which provides for: the organization of the balancing capacities market for the preliminary dispatching of both physical and commercial electric energy flows in the energy system; formation of the market of traditional capacities to ensure the adequacy of the development of the energy system; development of the market of alternative capacities for the integration of renewable electric energy generation, taking into account the requirements of flexibility of the energy system. The authors have identified significant advantages of this model compared to the proposed one, which will ensure operational security of electricity supplies and adequacy of the development of the energy system.

The article explores the tendencies in the development of the agrarian market of Ukraine. The place of evaluation, analysis and audit of agribusiness, in particular large agriholdings, in ensuring the trust of users of information to their activities is determined. Significance of the agrarian sector for the national economy is proved through the consideration of its share and its dynamics in GDP generation. The average sectoral performance indicators of agribusiness activity in Ukraine in 2017-2019 were analyzed and evaluated. The significance of the negative impact of quarantine restrictions caused by the COVID-19 pandemic on the agrarian market of Ukraine is determined. In addition, other factors hindering the development of the agrarian market in Ukraine during 2015-2020 are examined. The balance of key indicators in the market that is kept between the values of national production, domestic consumption, export and import of agrarian products is researched and the export direction of development of the Ukrainian agrarian market is proved. It is emphasized that there is no shortage of agrarian products on the national market. The article contains a list of the largest farmers in Ukraine in terms of annual income, land bank size and employment activity of the population. In addition, the research determines the high level of investment attractiveness of the agrarian market of Ukraine, and therefore proves the need to conduct an audit of agribusiness to ensure a high level of trust of foreign investors to the actors of the agrarian market. Conclusions have been drawn about the effectiveness of this activity and a prediction for the future is made.

The article is aimed at developing an alternative structure of relationships between participants of the solid household waste management chain (SHWM) by analyzing the existing economic interests and relations of participants from the European countries who have achieved the greatest success in this sphere. The methods and instruments for satisfying the economic interest of each participant of the solid waste management chain in these countries are identified, which leads to the existing structure of relationships. As a result of the study, an alternative scheme of relationships between the participants in the SHWM together with the formula for calculating profits/savings for both producers and processors of waste are proposed. A way to achieve advanced results without infusing significant funds of both budget and citizens is proposed for Ukraine and the countries of Eastern Europe. Using the proposed scheme, each participant chooses its actions for its own economic reasons, and the State is given the role of education and control. Prospects for further research in this direction are quantitative and financial analysis of the situation with SHW for each city and the identification of target indicators for each link in order to ensure the desired result, in compliance with the economic interests of all participants, with a minimum burden on the producer, processor of SHW and the State.

The article is aimed at improving the scientific-methodological aspects of assessing the efficiency of management of an innovative enterprise in the context of implementation of sustainable development goals. The role and state of machine-building enterprises as the basis for the development of the national economy in the format of innovative ones is highlighted. For the first time, on the basis of a comprehensive approach, indicators for assessing the efficiency of management of an innovative enterprise (on the example of the machine-building industry) are elaborated in the context of the implementation of sustainable development goals of the 21st century. At the same time, the Conception of sustainable development is positioned as a synthesis of two most important ideas, i.e.: 1) development should be balanced, which involves solving economic, social and environmental problems and achieving an equilibrium between them, and this causes the overall level and quality of life of the population; 2) the current generation has a duty to future generations to leave sufficient reserves of resources (natural, social and economic) in order to ensure their level of welfare, not lower than the current one. It is proposed to supplement the elaborated indicators with three specific indicators of patent-licensing activity as a factor in improving the efficiency of management of the innovative enterprise in the context of economic, environmental and social aspects. In particular: 1) the number of security documents for intellectual property objects, in which the methods that reduce the production of individual goods or services (economic component) are patented; 2) the number of security documents for intellectual property rights, in which the methods of more environmental production of goods or services (ecological component) are patented; 3) the number of security documents for intellectual property rights, which patent ways to improve the efficiency of employees, that is, improving working conditions (social component). On the basis of formalization method and comprehensive approach, a universal format of results of evaluation of the efficiency of management of an innovative enterprise in the context of implementation of sustainable development goals is recommended. The result of its application should be timely elimination of problems, identification of causes and zeroing out consequences of ineffective management of the enterprise, which will lead to increased profits from innovation activities and efficiency of investments in environmental innovations, will form a safe environment, increase the level of satisfaction of vital interests of employees of the enterprise and the population in general.

The article is aimed at diagnosticating the effectiveness of quasi-integration structures on the basis of domestic machine-building enterprises. The relevance of the research is associated with the slow development of the machine-building quasi-integration structures in Ukraine. 11 quasi-integration structures on the basis of machine-building enterprises were examined, namely: public union «Ukrainian Aerospace Cluster» (Dnipro); aerospace cluster «Mekhatronika» (city of Kharkiv); industrial park «Vinnytsya cluster of refrigeration machine-building» (city of Vinnytsya); corporation «Scientific park «Innovation and Investment Cluster of Ternopil region»; aviation cluster of the corporation «Ukrainian aircraft company» of the State-owned concern «Ukroboronprom»; cluster of radiolocation, radiocommunication and special instrument engineering of the State-owned concern «Ukroboronprom»; cluster of precision weapons and ammunition of the State-owned concern «Ukroboronprom»; armored cluster of the State-owned concern «Ukroboronprom»; Mykolayiv shipbuilding cluster; Zakarpattya automotive cluster (Uzhhorod); machine-building cluster «AhroBUM» (Melitopol). On the basis of the information available on the Internet and by means of the analytical on-line system YouControl, an economic analysis of participants in the clusters of the State-owned concern «Ukroboronprom» and «AhroBUM» was carried out. A diagnostics of the effectiveness of these clusters represents an argument for quasi-integration of other machine-building domestic enterprises along with the interacting firms and institutions. It is concluded that the slow development of quasi-integration processes in Ukraine is connected with the ignorance of entrepreneurs and the lack of methodological recommendations for the formation of quasi-integration structures.

The article outlines positive aspects of the innovation-technological direction. The authors define interconnectedness of investment, operational and financial activities, as well as the influence of the element of innovation on all three mentioned components. Accounting for innovations is considered; the issues related to solving organizational-methodological problems of accounting of investment and innovation activities of enterprises are highlighted. It is specified that the choice of a methodological support for accounting the innovation process depends not only on the nature of the implementation of the innovation plan, but also on the source of its financing. Depending on the way the innovation initiatives are financed, the changes they will make to the formation of financial resources and the accounting systems that will be used to pay for innovation expenditures are defined. The authors point out the directions in which innovations can be carried out are indicated, as well as the peculiarities of their accounting. Two conceptual approaches to the sequence of the innovation process are identified. The important issues that arise in innovation activity are illuminated and methods of attributing innovation expenditures to accounting are defined. The objects of accounting of innovation activity are indicated. To better track information and increase the organization of the innovation process, it is necessary to develop an accounting policy of the costs of innovation activity. The main components and elements of accounting policy in terms of innovative capital investment costs to be considered in the formation of accounting policies are highlighted. A properly regulated accounting policy helps to significantly improve the conduct of economic activity at the enterprise and allows owners to respond correctly and in a timely manner to the processes taking place during its implementation. With regard to the cost of innovation, the concretization of elements of accounting policy will provide participants in the innovation process with access to fair and transparent information to form an efficient managerial ability to make decisions.

The article is concerned with the problems of formation and development of institutional provision of the financial market. The relevance of the problem is caused by the relationship of formal and informal norms of economic processes and phenomena, the understanding of which provides the key to achieving the effectiveness of the financial market development. Understanding the essence of institutional provision of the financial market and the factors of its formation and development makes it possible to make more informed and effective decisions in the sphere of financial market development. The article is aimed at substantiating the conceptual approaches to the structuring of institutional provision of the financial market. It is substantiated that institutional provision of the financial market includes both formal and informal institutions. The formal institutions, in turn, consist of institutions-organizations and institutions-norms. The factors of occurrence of institutional deformations in the financial market are systematized. The institutions of the financial market are structured, in particular, in the composition of the institutions-norms the authors allocate the formal (international legal framework for concluding and implementing agreements in financial markets, national regulatory framework for concluding and implementing agreements in financial markets, norms of related national and international law, ensuring the conclusion and implementation of agreements in financial markets) and the informal norms (norms stipulated by religion, informal agreements and conspiracies between the financial market participants, unofficial (shadow) markets for the conclusion and implementation of financial agreements). In the composition of institutions-organizations the authors allocate the institutions-buyers of financial resources; institutions – sellers of financial resources; institutions that serve the functioning of institutions-sellers and institutions – buyers of financial resources; institutions-regulators. The institutional provision of the financial market is structured and the relationship between institutions-norms, institutions-rules and the State is defined. The principles of institutional provision of the financial market are substantiated and its functions are defined.

A banking institution becomes extremely vulnerable in its activities, when out of ability to create a mechanism for identifying and overcoming destabilizing factors of influence. Therefore, an important component in the overall management of bank is the introduction of a risk management system. The article is aimed at examining the conceptual bases of the bank’s risk management system and the methodological principles of its organization. The research has showed that the risk management process requires a systematic approach, based on a certain mechanism presented in the form of risk management. It includes a set of techniques, procedures and risk management policies and forms the risk management strategy and tactics. The foundations of the construction of the bank’s risk management system are the international standards Basel II and Basel III and the requirements of the regulator, in particular regarding the structure of the risk management process, its efficiency and some specific aspects. It is substantiated that the construction of a comprehensive system of risk management of the bank provides for the definition of: tasks, principles, objects and subjects, methods and instruments of risk management. The formation of a risk management system is carried out on the basis of modern approaches to corporate governance in banks and requires the development of a conceptual scheme of risk management along with compliance with the principles of the organization of the risk management system. It is emphasized that modern organizational measures of the risk management system are represented by three lines of defense and include four stages; provide for the use of effective models and instruments for assessing (measuring) risks and developing the intrabank (intragroup) risk management documents.

The purpose of the article is to study the basics of financial security of banking with the identification of threats, their systematization into a single classification to determine ways to increase the financial security of the banking sector. Theoretical bases of financial security of banks are substantiated. The approaches are generalized and the concept of "financial security of the bank" is defined. The main components of the bank's financial security have been formed and the classification of internal and external threats to the banking security system has been carried out. Measures have been identified to prevent external and internal threats to Ukraine's banking sector, which should be developed with minimal resources and time to achieve the desired result. The banking sector of Ukraine (operating banks) for the period 2016–2020 is analyzed, which indicates a tendency to decrease (by 42), and the number of banks with 100% foreign capital increased by 6. To properly assess the level of financial security of Ukrainian banks, the main performance indicators for the period 2016–2020 were studied and it was established that: the banks' assets increased by 18.5% to UAH 1,532,671 million; customer lending decreased from 80% to 68%; return on assets increased by 6.04% and in 2020 amounted to 5.23%, improving the efficiency of banks in 2020 by 1.52. The dynamics of the regulatory capital adequacy ratio, the dynamics of credit risk ratios of banks and the dynamics of financial results of the banking sector of Ukraine are analyzed. Measures to increase the level of financial security of banks, based on the unification of the core indicators of banking and their methodology of calculation according to international standards, which will strengthen legal protection of creditors, maintain low inflation and a stable exchange rate, create a favorable investment climate.

The systematic integration of Ukraine into the European and global economic space significantly actualizes the issue of bringing to a qualitatively higher stage of development the current system of consulting support of both the business and the public sectors of the economy in the country. Achieving strategic goals involves the implementation of a number of institutional, organizational, economic, and informational measures that can collectively ensure the dynamic development of the domestic consulting business and the implementation of effective mechanisms of tax compliance control in Ukraine. As for the institutional environment of the consulting business activities, it should provide first of all a steady increase in the scale and quality of the conditions of domestic consulting, increase its economic effectiveness and increase the impact on the results. It is worth emphasizing that today the system of institutionalization of the domestic consulting industry is still at the initial stage of its formation. Thus, its institutional and regulatory «framework» is formed mainly by professional consulting associations, marketing unions, management consulting unions, professional general-type organizations, legal associations, etc., while at the national level consulting is not clearly defined. The main reason for this is the lack of consulting in the list of licensed types of economic activity. An evolvement of the developed and highly diversified consulting business in Ukraine is impossible without the implementation of a set of organizational-economic measures. They should be aimed primarily at creating conditions for a stable increase in market demand for consulting services on the part of business structures and government agencies in order to stimulate the spread of innovative technologies in the business activities of economic entities, despite the high risks of business processes implementation and multiplying of the national economic development.

Effective strategic changes in staff management with the application of the stakeholder-oriented approaches in the face of increasing complexity of systems remain an important task for development of business and entrepreneurship. The article is aimed at examining and summarizing the worldwide experience of the effective strategic changes in staff management with the application of stakeholder-oriented approaches and developing practical proposals on the use of this experience in the activities of domestic business and entrepreneurship. In this context, it can be stated that for the development and implementation of positive strategic changes in staff management, it is important to take into account both the interests and contradictions of a number of stakeholders. In practical activity, the interests of almost all groups of staff are most often in contradiction with the interests of management and owners. Hence the elaboration of problematic issues concerning the increase of interest and leveling contradictions becomes significant aspects of cooperation of all stakeholders, despite the different conditions or the countries of operation of a business. Modern world scientific and practical skills in the sphere of human resources management often focus on determining the points of interaction and coincidence of interests of all participants in both the management and the development processes. The proposed algorithm for determining and adopting effective strategic changes in staff management can be used in the realities of domestic business. The topical direction of further research is the definition for all stakeholders of optimally balanced decisions on the basis of minimum costs and maximum profits in the formation and implementation of strategic changes in staff management.

The article is aimed at building up a model of e-commerce development adapted to the realities of our time and peculiarities of the development of infocommunications of the country. The current status of development of infocommunications is analyzed together with related activities of the enterprises, which are using the digital platforms for conduct of business. It is determined that the development of e-commerce is slowed by the inequality of access to modern information and communication technologies and low activity of certain economic actors regarding trade operations through the Internet. An adaptive model of e-commerce development is proposed, which is based on the consideration of the conditions of the external contour of development of enterprise along with the internal contour in the aspect of the existing resource base and potential development opportunities. The model requires an information base of e-commerce development processes, contains methodical principles for analyzing the internal and external contours of e-commerce development, as well as methods of forecasting changes in the external contour and determining the internal potential. The necessary element of the model is determination of the criteria for the possibility of e-commerce development in existing conditions combined with formation of a list of invariant models for different platforms, which would be the most acceptable in the conditions of external contour. The need to take into account existing cyber risks and apply measures to minimize them in the process of e-commerce development is substantiated. It is defined that the development of e-commerce leads to an effect on micro-, meso- and macro-levels, which in the end can lead to emergence of a synergistic effect. The feedback function contained in the model allows to link the stage of determining the results to the formation of invariant models of development, which should be activated in the absence of desirable results according to the selected model of e-commerce development. Further research will be directed to substantiate the criteria that determine the possibility of e-commerce development under the conditions of both internal and external contours.

COVID-19 has developed into a serious threat to humanity and has demonstrated the systematicity of economic activity processes, creating a «domino effect». Initially, China was the only country to face the emergence of an unknown infection. However, in conditions of close interconnection and interdependence of participants of international economic relations, COVID-19 has spread to other world countries, causing a pandemic. These events show a high degree of integration of economic systems in the conditions of globalization, in which the problems of one country become universal and must be solved by joint efforts of the entire global community. The events of the second trimester of 2020 demonstrate the systemic consequences of COVID-19 – negative events in the health care system (pandemic, worsening of viral threat), catalization of the economic crisis, which in the international scientific studies is now marked as the COVID-19 crisis. This points out the significant risks in terms of deterioration of indicators of both economic growth and financial stability. The article is aimed at forming a hypothesis that if a country has a higher global competitiveness index in the ranking, it should have more resilience in relation to the global crisis than less competitive countries. At the present, it is too early to assess economic losses from the COVID-19 crisis with any accuracy, but some preliminary estimates can still be made. Experts at the World Economic Forum indicate that the world economy is poorly prepared for a possible downturn in business activity, as the past decade has been «lost» in terms of taking measures to boost productivity. The average IGC4.0 for all countries under research makes 60.7 points, which means that almost 40 points are lacking for the ideal state. The countries need to develop not only monetary-credit policy, but also other types of economic strategies, investments, need to seek incentives to revive productivity growth and anti-crisis strategies. Finding a balance between technological integration and investments in human capital will be crucial to productivity gains. The shortcomings of conservatism were noticeable before the COVID-19 crisis, but the latter would force managers to switch from ideological support for Industry 4.0 to the specific application of its measures in practice. The main task of the States in the crisis is to achieve the best for society balance between technological and social development. According to the results of the system update, those countries that will succeed in achieving the best balance will become leaders. On the way to this goal, a culture of governance, trust between society and the State, including the willingness of the population to follow the instructions of the latter, will have the most significant influence.

The article is aimed at studying the experience of using the non-traditional monetary policy by the European Central Bank. The standard instruments of monetary policy of the European Central Bank are provided: open market transactions, permanent operating mechanisms, and minimal redundancy on the accounts of central banks. The relationship between the accounting rate and the level of inflation in the Eurozone is determined by means of correlation analysis. The correlation ratio is 0.71, indicating the impact of the accounting rate on the level of inflation, albeit with a certain time lag. The impact of the long-term interest rates on government bonds on the rate of GDP growth in the Eurozone countries is considered. A calculation of the pair correlation ratio between these indicators showed that the correlation ratio is 0.00468, i.e., interest rates on government long-term bonds in the Eurozone do not affect the change in GDP growth. It is determined that during the last global financial crisis there was a need to use new, or non-traditional, methods of monetary policy regulation. These include the following: measures of quantitative easing; measures of credit weakening; measures of public debt management policy; exchange rate policy measures; bank reserves policy measures, monetary policy measures. It is determined that the European Central Bank is currently examining all possible monetary policy instruments in order to mitigate the impact of the coronavirus on the economy, but nowadays the single monetary policy in the Eurozone, may this also be non-traditional, does not allow to align existing imbalances.

The article is aimed at studying approaches to the hierarchy of guiding documents of the State policy in Ukraine, as well as researching the provision of strategic documents for the management of scientific and scientific-technological (SST) development in the country. The used research methods are: logical analysis, systematization, generalization. It is defined that at the official level there is currently no established hierarchy of guiding documents of the State policy; none of the regulatory acts in Ukraine relating to strategic planning at the State level consider the possibility of developing such strategic documents as doctrines and conceptions. The analysis of the hierarchy of the current guiding documents of the State policy on the provision of scientific and scientific-technological development of some world countries showed the existence of one of two conceptual and doctrinal regulations (doctrine or conception), which at the abstract and conceptual level determine general approaches to strategic regulation of NNT activity. The carried out analysis allowed to more accurately define the essence, content and overall structure of the documents of long-term State planning, namely: «conceptions» and «strategies». Consideration of the main strategic documents regulating scientific and scientific-technological activity in Ukraine showed that the conception of NNT development was adopted more than 20 years ago (in 1999), and the main program documents, which were aimed at forecasting scientific and scientific-technological development, had lost validity before 2012. There is no present strategy of NNT activity. The system of strategic planning and regulation of NNT activity requires significant improvement, updating of the conception and elaborating a development strategy of NNT activity. The authors substantiate the necessity of elaborating strategic documents on regulation of NNT activities for the more effective operation of the country’s innovation system, which is required by the general state of the national economy and the need to find the most efficient methods of using the knowledge generation subsystem.

The article examines the essence and provides its own definition of the concept of open innovation. The need to implement and spread the open innovations in order to form modern innovative systems is substantiated. It is proved that socio-economic development causes the transformation of innovative processes on the basis of openness and spread of cooperation with external partners, scientific institutions, suppliers and consumers. The factors influencing the spread of open innovations are defined. The main subjects of the environment of open innovations that contribute to the formation of modern innovative systems are considered. An integrated assessment of the status of development of the innovative system of Ukraine using indicators of the Global Innovation Index is carried out. The dynamics of innovation processes both in Ukraine and in the EU countries is analyzed. The authors have identified a decrease in the number of employees involved in the implementation of scientific researches and developments, which have a scientific degree, and a decrease in the number of organizations that carried out research and development against the backdrop of simultaneous reduction in the number of innovatively active industrial enterprises. It is determined that the dominance of the closed model of innovation in Ukraine causes a slowdown in the development of innovative processes and further technological and economic lag from highly developed countries. The consequences of the development of the open innovation environment are outlined. A gradual transition to new open innovative systems and search for promising innovative interactions in the external environment have been identified. The main measures of intensifying the environment of open innovations in the national economy are proposed.

Indicators of increasing the economic security of the regional transport complex are proposed, possible risks of development and functioning of the transport sphere of the regions are outlined. The main factors that ensure the integrated effect of the functioning of transport infrastructure in the region and its impact on economic security have been identified. Conceptual provisions and institutional preconditions of increase of economic security of the transport complex, and criteria of their interaction with other spheres of economy of region are substantiated. A sign of the developed countries of Europe and the world remains the high level of visiting and recognition by international visitors of attractions and cultural and recreational spectacles. Unfortunately, Ukrainian industry is at the stage of its insufficient recognition. The purpose of the article is to study important aspects of the regulation of the tourism industry in the region. The article considers the tourism industry of the country as one that requires reformatting of regulatory processes at different levels of its own functioning, monitors the main legal documents that ensure the activities of national and regional tourism markets, states their imperfections in relation to modern international tourism flows, suggests certain aspects on their improvement. Given the imperfection of the legal framework, the regulatory processes in the Law of Ukraine "On Tourism" should be improved, in our opinion, in particular in the part where the Law artificially creates conditions for the monopoly of the tourism industry and excessive intervention of the State in tourism. The functional responsibilities of regulatory institutions at different levels are specified, the synergistic effect as a result of their interaction and consolidation is proved. The practice of foreign countries regarding the formation of so-called regional tourist corporations, which synthesize different types of tourism, coordinate information support of tourism services, form a competitive pricing, is considered. These countries are grouped by the efficiency of regulatory processes in the tourism market by three models. A number of directions for improving the regulatory processes of tourism markets are proposed.

The research is aimed at defining the essence and structure of the supply chain of logistics services as an object of statistical research. The ability of companies to reduce logistics costs and focus on their main competitive advantages is a key factor in their survival and development. Reliable operation of the supply chain of logistic services is crucial for the growth of logistics efficiency, as it increases the productivity of the company’s activity by minimizing logistic costs. According to the results of the research it is determined that the logistics should be understood as a part of the supply chain, which is responsible for transportation of goods from the producer/supplier to the customer/customer, and the logistic channel itself includes the whole process of transmission of products from the producer/supplier to the consumer, including safekeeping, transportation, reloading, storekeeping, processing of materials and packaging, as well as the exchange of information related to these processes. It is determined that the main elements of supply chain and the operations of logistic chain are: production; safekeeping; packaging and unpacking; logistic operations such as loading and unloading, transportation, reloading, maintenance except loading, special freight transportation, storekeeping; reverse logistics, return of cargo. The traditional supply chain of logistic services consists of three phases and includes three parties: producer/supplier; provider/supplier of logistic services; customer/consumer. It is specified that the supplier of logistic services can provide logistic services directly to the customer/consumer of logistic services or through an integrator/intermediary. In terms of the flow of information, information exchange is carried out between providers of logistic services, integrators and customers. Financial flows pass from consumers of logistic services to their suppliers.

Ukraine has introduced a quasi-competitive electric energy market of the European prototype, which has significant functioning defects. Correction of this model should take into account the requirements of the European cross-national legislation, peculiarities of the national energy system and the most successful experience in liberalization of electric energy markets of other world countries. The article proposes an alternative model of the competitive electric energy market of Ukraine, which provides for: introduction of exclusively organized form of electric energy trading over a long time interval; development of spot segments of the market through an effective combination of different trade mechanisms and pricing methods; development of the balancing management system on the basis of combined dispatching. The time market of electric energy is presented by the authors in the form of the market of financial derivatives for electric energy, which can either be converted into physical electric energy, or can be cascaded for shorter periods of time, or can become basis for financial settlements. The one day in advance market is divided in 3 sessions: the first two of which function at the declared prices, while the third one - at the margin prices. The intra-day market also operates on the basis of multi-session trade: it is proposed to introduce 6 intra-day auctions and continuous trade. The balancing market is represented by two segments: the balancing power market and the balancing energy market, which together allow to introduce combined dispatching in the energy system. The authors have identified significant advantages of this model compared to the existing one, which will ensure operational efficiency of the competitive electric energy market in Ukraine.

The volumes of growing cereals and legumes at the enterprises of Ukraine for 2019 are determined. The essence of the market of grain and legumes as a constituent part of the foreign trade is analyzed. The status of exports and imports of grain crops of Ukraine in the first quarter of 2020 is determined. The main indicators of export-import operations, balance, dynamics and pace of growth for 2015–2019 are defined. Both the commodity and geographical structure of the cereals and legumes market of Ukraine are examined. A PEST analysis is developed to determine the foreign economic situation of Ukraine in the grain market and the main factors that influence this market are identified. The main problems of foreign economic activity in the grain market and the proposals how to eliminate them are allocated. The foreign trade of wheat and corn by world countries for the time period of January – April 2020 is considered. A draft of recommendations as to the development and improvement of the agricultural sector and provision of the market with cereals and legumes is proposed. The forecasted values of the grain export market activity are computed by extrapolation method for 2020–2021. The main trends of the cereals and legumes market of Ukraine are determined.

The analysis of basic global risks of the nearest decade is conducted, the spectrum of threats is exposed from the point of view of business-leaders on the way of the economy growing in Ukraine and world. The basic constituent elements of politics of transformation of infrastructure of labor market for the regions of Ukraine, able to redistribute the freed workers, soften the negative consequences of transitional period, warn the swift height of unemployment and and ensure the rapid spread of benefits. The article examines the main trends in the development of the labor market infrastructure under the influence of artificial intelligence. A list of professions in demand for the next 10 years is presented. Competencies for employees in the regions of Ukraine for the future are determined. The definition of the concept "artificial intelligence" is proposed. On the basis of the multifaceted introduction of artificial intelligence in the regional economy, the expediency of developing a model of the infrastructure of systems for the innovative development of the regional labor market in Ukraine is substantiated.

The article identifies and researches factors of influence on the management of educational services in Ukraine. It turned out that education in all the world countries has always been the driving force of society development, since only the presence of qualified personnel in all sectors of the economy provided an opportunity for effective activity and implementation of scientific-technical progress into production. It is specified that today the principles and methods of management of educational services in Ukraine have undergone dramatic changes, as the market requirements dictate new rules, which are conditioned by certain requirements for the educational process and the creation of such an educational environment that would meet European standards. In order to improve the management of educational services in Ukraine, the factors that the most influence the quality and demand of educational services in educational institutions are singled out. To establish a statistical dependence between random values, a correlation analysis was applied, allowing to determine the presence and magnitude of the dependency between several random values. The linear correlation link between a pair of random values measured at the interval scale is determined according to the Pearson correlation coefficient. Factors of influence on the management of educational services in Ukraine are chosen, which have absolute and relative values. The absolute values of the factors that have an impact on the quality of educational services in institutes, academies, universities of Ukraine are computed; the absolute values of the factors that have an impact on the quality of educational services in colleges, technical schools, schools of Ukraine; the values of factors that have an impact on the quality of educational services in higher education institutions of Ukraine are computed as well. It is concluded that the analysis of absolute values of factors of influence on the management of educational services in Ukraine has a high link. This is explained due to the fact that regions of Ukraine, which have a certain rating as to the provision of educational services, also have competitive advantages in terms of the number and quality of scientific-pedagogical workers and, as a result, a significant number of applicants for education. For the relative factors of influence on the management of educational services, there is no high link between relative indicators.

The article researches the peculiarities of soil audit on the territory of Ukraine. The main problematic issues of practical nature arising in the process of purchase, sale, lease and other operations with a land plot are substantiated. The main stages of soil audit are reflected and disclosed. In particular, peculiarities of the online service Feodal.online, which substantially simplifies this type of verification, and the main advantages of this service are covered. The association «Zelena Spilka Ukrainy» («Green Union of Ukraine»), which is the leader among soil audits, is briefly characterized. The main provisions of the Law «On amendments to certain legislative acts of Ukraine concerning the conditions of circulation of agricultural lands» No. 552-IX, which was adopted by the Verkhovna Rada on March 31, 2020, are analyzed. The opinion of numerous scholars, practitioners and politicians about the advantages and disadvantages of this regulatory act is disclosed. Historical facts concerning the moratorium on land sales are briefly explained. The list of countries that do not have land markets is presented. The peculiarities of land taxation, dependence of the amount of tax on the amount of regulatory and monetary valuation are considered, it is indicated what articles of the Tax Code of Ukraine should be changed and supplemented. The conformity of the draft laws of Ukraine «On the State inventory (audit) of lands» No. 2405 of 08.11.2019 and «On amendments to certain legislative acts of Ukraine regarding the conditions of circulation of agricultural lands» No. 552-IX of 31.03.2020 are analyzed. The main advantages (according to the authors) of the land law are disclosed, a number of inaccuracies and contradictions arising from the adoption of the law on the land market are considered. As a result, the main effective ways of improving the legislation in this sphere are proposed, taking into account features of the Ukrainian market economy.

The article is aimed at defining the process of settlements in cryptocurrencies between enterprises and its accounting display. During the research, it was found that all participants using cryptocurrencies distribute risks among themselves. Due to the non-recognition of the cryptocurrency as payment means, the NBU as a regulator has fully abnegated its powers as to this issue. The strengths and weaknesses of the use of digital assets are considered and listed; the main risks are characterized. It is proposed to use a synthetic account of the second order of 128 «Digital Assets» for account of any crypto assets, in the context of which it is possible to open analytical accounts appropriate for account of specific cryptocurrencies. For example, one may use of 128.1 to account the cryptocurrency bitcoin cache; 128.2 – to account the bitcoin cryptocurrency; 128.3 – to account the ether cryptocurrency etc. In addition, to account for cryptocurrencies stored on crypto-wallets, such as Coinomi, it is proposed to use a synthetic account of the second order of 336 «Digital wallet». The reflection in the accounts of payments with cryptocurrency for goods is considered. It is determined that modern «accounting science» allows identifying and making certain corrections to the existing account plan for the accounting display of certain objects, such as digital money, cryptocurrencies. Therefore, the information function of accountance allows to conduct a continuous, uninterrupted and inter-relational reflection of economic activity. The results of the research show that it is not necessary to neglect such a digital asset as cryptocurrency. It can be stored on digital wallets and used as payment means on the Internet for the proposed goods, works or services.

The article develops a typology of event types as objects of event management, considered as a separate type of management activity aimed at managing various activities of business nature (business meetings, fairs, exhibitions, conferences, congresses, marketing events, social initiatives, etc.) and of team-building nature, in terms of the activities of economic entities. At the heart of the event management lies an event per se, participated by event organizers, event managers and other event industry actors, at the same time an event represents the object of event management. It is concluded that so far in the scientific literature has not formed a single typology of events as objects of event management. This is largely due to the diversity of interpretation of the concept of event management, as well as its relative novelty as a separate direction of scientific research. Thus, the essence of the existing classification features within the specified typology of events (nature of the event, scale, venue) is covered, supplementing the typology with new items (content, frequency, subject composition of participants, nature of interaction of participants, subject composition of organizers and coordinators, national composition of participants, organizers and coordinators, attachment to the place of venue, level of novelty, form of interaction of participants, time orientation, peculiarities of financing, completeness). The developed typology of events as objects of event management enables managers and event management subjects to more reasonably choose the types of events based on the specified goals, tasks, available resource provision and existing restrictions, as well as to plan such events for the perspective. These developments also make it possible to eliminate a number of discussion provisions relating to both the separation of classification characteristics of events and their respective types within the classification.

The purpose of the article is to study the methodologies of project team management in the field of software development. Analyzing, systematizing and generalizing scientific works of scientists and project management standards, world standards and practices were considered, the analysis of implementation of world standards by project managers in Ukraine was performed. Particular attention is paid to software development methodologies used under the conditions of work distributed project teams because this is the most favorable form of labor organization during a pandemic. The methodologies of project management used for the work of distributed project teams in Ukraine are allocated. It is identified that the most popular methodology in the world and in Ukraine in terms of the use of both the distributed teams and the teams working in one location is the Scrum-methodology of software development. It is substantiated that the methodologies used by project managers in Ukraine for their own projects do not differ from world practices and standards, except for a few methodologies such as Lean and Prince 2, which have not become popular among managers in Ukraine. In addition, the significant difference that is observed is 10% of difference between the frequent use of Kanban methodology in Ukraine and in the world. This difference, as we assume, indicates that in Ukraine there is a higher percentage of projects supported by the distributed project teams rather than are developed from scratch, so the percentage of using the Kanban methodology is higher. Prospects for further research in this direction are to determine the degree of implementation of all the principles of methodologies in the distributed project team in Ukraine and the effectiveness of work of such teams.

The article discusses ways to increase the efficiency of the system of motivation of labor of staff at the sanatorium-resort complex «Chaika» of the private multi-utility enterprise «Paritet». It is determined that employees consider the presence of material motivation for the proper and pay more and more attention to the additional incentives offered to them by the management of the enterprise. Both the material and the intangible types of motivation of labor of staff are considered. The motives that encourage a person to work in favor of the enterprise are determined. It is also proved that the use of only material incentives by the management does not automatically lead to good results of the employees’ performance. To achieve the best results, the enterprise’s management is encouraged to use a mixed approach and take into account the individual needs of each employee separately. That is why the article suggests dividing employees into groups according to their needs. Such division is conditional, but it is based on psychological peculiarities of personal development as a whole and allows to satisfy the economic needs, desires, interests of each employee. In order to increase the efficiency of the system of motivation of labor of staff at the sanatorium-resort complex «Chaika» of the private multi-utility enterprise «Paritet», the change in the level of motivation of the enterprise’s staff during a time period is researched. The personal career expectations of the enterprise’s staff members are determined. The employees are conditionally divided into groups, each group is given a brief description and priorities for the career growth of staff. The carried out research allows to conclude that the improvement of the system of motivation of labor of the enterprise’s staff depends on many factors that cause influence on it. When improving the system of motivation, the management of the enterprise should remember that it is impossible to motivate all employees equally. Using the proposed division of employees, the enterprise’s management can develop an individual motivation system for each employee or for a certain group of employees. Efficiency of labor of not only the employee, but also the whole enterprise in general, is the direct consequence of a successful system of motivation of labor.

The article focuses on the role of women in management. Particular attention is paid to the disproportionate representation of women and men in decision-making and at leadership positions. The article is aimed at covering the problematics of gender inequality in the professional management activities in Ukraine. The objectives of the research are: disclosure of the essence of gender development and gender inequality in the context of human development; study on the status of gender inequality in Ukraine and the world; statistical analysis of gender aspects of employment in the sphere of management; disclosure of modern representation of women at different levels of management both in the public and private sectors. The authors use both general scientific and specific methods of research, in particular: analysis of legislation, scientific and professional literature, generalization, systematization, classification. It is shown that the proportion of women in management in the XXI century tends to parity with the number of men, but female leadership is mostly limited to medium and lower levels of management. It is proven that the distribution of leadership positions between the sexes reflects gender stereotypes about the traditional activities of men and women. The sectors in which female leaders prevail are allocated and the least gender-diversified areas of activity are outlined. It is determined that inequality between women and men in access to institutions of political and economic power and leadership is a manifestation of social disparity and gender imbalance, which is a serious social contradiction, a problem that should now become the basis for further research of scientific and applied nature. It is concluded that ensuring gender equality, parity and women’s empowerment is of fundamental importance for the sustainable development of society.

At the same time, the problems of developing mechanisms for the formation and functioning of regional agromarketing systems remain unresolved. The article substantiates the features of agricultural marketing, due to the specifics of the actual agricultural sector and agricultural production. These features make it possible to formulate agricultural marketing as a process of meeting the needs of consumers, through the rational organization of exchange and formation of consumer value of agri-food products. The study found that in the current transformation of the economy, each agricultural enterprise chooses at least two ways of further development: focus on production; market orientation or marketing path of development. It is determined that the process of formation of the marketing system of regional agribusiness begins with the formulation of the goal, which should take place in accordance with the requirements of the concept of creating marketing systems for the goal setting process. Each set goal should be defined qualitatively and quantitatively, and also limited in time of its achievement. The formation of agromarketing systems in the region should be comprehensive. It is expedient not only to create marketing services for agribusiness entities, but also to create conditions for their effective work. The main task of agromarketing is to supply agricultural raw materials and food of the required level of quality to meet the needs of a particular consumer, in the right place, at the right time and in the right quantity. The formation of agromarketing structures at the level of primary links – agricultural enterprises – makes it possible to increase the efficiency of their operations through a clearer focus on meeting the specific needs of customers and market demands. The development of agromarketing structures makes it possible to increase the turnover of agricultural enterprises, the competitiveness of products and increase their market share.

The article is directed towards analyzing forecasts and scenarios of development of the economy of Ukraine and the neighboring countries on the results of the coronavirus pandemic, as well as examining of the existing approaches of international and special organizations for forecasting and comparative analyzing of forecasts. The forecasts of the International Monetary Fund regarding the impact of pandemic COVID-19 on GDP change and the unemployment rate of Ukraine and the neighboring countries: Russian Federation, Belarus, Romania, Poland, Bulgaria, and Hungary are researched. The World Bank forecasts for these countries are analyzed. Approaches to forecasting the effects of both the coronavirus disease and the quarantine activities of the Organization of Economic Cooperation and development based on the double-strike pandemic scenario together with the one-strike scenario are considered. Also the necessity of development of the third – «mixed» – scenario of the events development for the neighboring countries and countries having trade relations or labor migration of the population is substantiated. The scenario approach in forecasting the consequences of the pandemic, used by the World Trade Organization and Bloomberg agency (including the V-shaped scenario, U-shaped scenario, L-shaped scenario, W-shaped scenario, the «Tick-Shape» scenario) is examined, as well as the scenarios for the development based on the analytics by the Capital Times company and the Ministry of Economy, Trade and agriculture of Ukraine, is considered. A comparative analysis of the forecasts of changes in Ukraine’s GDP under the influence of the COVID-19 pandemic, as well as volumes of support for anti-crisis measures in Ukraine and the neighboring countries is carried out. The specifics of the economies of neighboring countries are researched, and measures of counteracting the spread of coronavirus disease along with the anti-crisis measures to overcome its consequences are studied. The authors identify and substantiate the factors which provide higher indexes of the macro-economic indices, in particular GDP: balanced distribution of revenues to GDP from different economic activities; high level of internal consumption; developed domestic market; conducting the policy of anti-crisis measures aimed at preserving small, medium business and supporting the basic industries of the economies of the countries.

The article is aimed at studying cultural factors of business development of well-known world companies within the globalization process. It is determined, that business culture is a system-forming element of enterprise and influences all spheres of its activity. It plays a crucial role in mobilizing all enterprise resources to expand the boundaries of its activities and enter international markets. Corporate cultures of famous corporations such as Procter and Gamble, Unilever, Royal Dutch Shell, Coca-Cola, Google, Facebook, Bento for Business, CB Insights, Adobe, Volkswagen, Daimler, Ford, BMW Group, are researched, identifying their features and factors of success in the development of culture. It is determined that many of the processes and rules of American and European enterprises are primarily focused on human rights. It has also been evident that the effectiveness of international business depends largely on the understanding of the culture of other countries, cultural differences between nations and the ability to adapt to them. In this regard, there is a need to study the peculiarities of national cultures and their impact on the business culture of organizations, development of approaches and methods for improving inter-cultural interaction, cultural adaptation, motivation, leadership, decision-making, and staff management in different cultural environments. In modern Ukrainian society sense of the concept of «business culture» is somewhat distorted. However, in Ukraine there are examples of developed business culture in companies and enterprises that are leaders in the market of services and goods. Among the large companies in Ukraine with the developed business culture can be identified Ukrnafta, Ukrtatnafta, Zaporizhstal, FozzyGroup, WOG, ATB-Market, Kyivstar, Epitsentr. It is determined that market leadership is a top priority for Ukrainian companies, while the staff is a value for only one third of enterprises. Vice versa, the foreign leaders’ priority is staff.

The article is aimed at studying the methodology for improving the system of the State regulation of economic security of the national economy. The relevance of development of the newest system of the State regulation of its economic security is substantiated. It is proposed to apply the game theory instrumentarium for a formalization of the system of measures of the State regulation of economic security of the national economy. The setting of the task of «game theory» is formulated as follows: identifying the existing conflict situation; a payment matrix is created that shows the quantitative results of the participants performances; the rules of the game are defined, causing consequences to each of the participants in the own «clean strategies». The dependence of a generalizing risk assessment of using banks to legalize criminal revenues from the level of threat to the national economy and the level of use of banks for the legalization of criminal revenues is formalized in the form of a built up linear multi-factor regression equation. A formalization of the strategies of behavior by both the State and economic agents is carried out. In order to determine the quantification of the level of use of banks for legalization of criminal revenues, the qualitative characteristic is checked out in terms of inspection of the income data regarding the conformity with the normal distribution law; a histogram of the distribution of values is built up, and, using the Chi-Square criterion, the compliance with of the normal distribution law is examined. A scaling of the intervals of values of the corresponding researched indicators is performed. The methodology of solving the set task is viewed with the use of the following criterion: minimax and maximin, respectively, together with their mathematical reflection; the mechanism of implementation of both the maximin and minimax strategies of the game «the State regulation of economic security of national economy» is visualized and analyzed.

The article is aimed at studying the normative-legal and methodological problems of substantiation and selection of priority directions of the science and technology development in Ukraine. The research methods: analysis of legislation and scientific literature, generalization, systematization. It is substantiated that setting priority directions of the science and technology development is an important aspect of scientific and innovation policy of the leading world countries. On the basis of the carried out analysis it is defined that the main problems of legislative and methodological support for selection of priority directions of the science and technology development in Ukraine are: inconsistency of the normative and legal support of the development processes and implementation of priorities; mismatch of priority directions of scientific and innovative activity; absence of forecast documents on the basis of which it is necessary to substantiate development priorities; determination of priorities in the sphere of fundamental scientific researches is non-specific. To adapt the procedures for selecting the priority directions of science and technology in the spheres of fundamental or applied research, it is proposed to differentiate appropriate methodological approaches to their selection depending on the specifics and directedness. Selection of priority directions of applied researches should be brought into accordance with the priorities of the country’s innovative development, scientific and technical research and development potential, demand for innovation and the relevant scientific developments by entrepreneurial structures, requirements to ensure ecological conditions for production, etc. The methodology for selection of priority of fundamental researches should be based on the following determinants: structure and retrospective dynamics of national scientific potential in the fundamental sphere; ability to forecast the effects of using the knowledge gained; the stakeholders’ interests and goals; trends in the development of world science; systemacity and interdisciplinarity of studies; public opinion; opportunity to evolve over time. It is concluded that legislative and methodological support of processes of substantiation and selection of priorities of the science and technology development needs to be improved in view of the interests of stimulating Ukraine’s economic growth.

The last decade of the international economy was marked by the emergence of industry 4.0 – a fundamentally new concept of functioning of society, which requires countries to update material and technical base, intensify the scientific-technical research and create the breakthrough technologies on the basis of sustainable development. The issue becomes especially relevant for developing countries, which must form their own adaptive mechanisms and instruments for the process of innovative development of their economies. One of the instruments for turning the economy innovative, which has already proved its high efficiency in the most developed countries, is the cluster approach. Also, the most progressive form of cluster associations is the international innovation cluster, whose main goal is to create, implement, promote and commercialize the innovative solutions. However, despite the wide range of scientific works and studies on the cluster theory, the identification of the essence of both the cluster per se and the international innovation cluster has not received the unambiguous coverage among foreign and domestic scientists, which hinders the development and implementation of the complex concept of the cluster’s efficient functioning in Ukraine. That is why the purpose of this study is the author’s own constructing of the categories of «cluster» and «international innovation cluster». The study resulted in formulation of the category of «international innovation cluster», which refers to the network of interrelated institutions around the world with the dominant role of research or educational institution, which carry out common research and innovative activities and are involved in the international transfer of technology to obtain synergy and increase competitiveness on the basis of sustainable development. The formed category will allow to propose new models and mechanisms of cluster functioning in order to increase its sustainability and efficiency on the basis of sustainable development.

The article is aimed at researching features of the genesis of scientific-practical principles for the formation and implementation of sustainable development programs in Ukraine. It is allocated and substantiated that in the evolution of these principles and in the formation of the modern model of sustainable development there is a fundamental merit of Ukrainian scholars who crystallized this problematics in their pioneering writings (in particular, S. A. Podolynskyy, V. I. Vernadskyy, M. D. Rudenko). It is emphasized that the genesis of sustainable development is closely related to the need to develop significant financial resources for the protection of the environment. In particular, the compensation of current anthropogenic load on the environment is possible at the total cost of its protection and recovery comprising 6% of GDP, and already at 8-10% even the before caused damage to the environment can be neutralized. It is proved that sustainable development for Ukraine in the framework of these programs is strategically possible only due to the development of such ecological mechanism of motivation that will be beneficial to both business entities and consumers (population), and this determines the need for concretization of tasks and determination of generally accepted appraisal and comparative parameters for the corresponding model. It is grounded that to further ensure formation and proper financing of specific sustainable economic development programs, it is necessary to activate the process of adaptation of both the global goals and the exponential base to the needs of different regions of the State, based on the current decentralisation provisions and the new administrative and territorial division. It is emphasized that the program nature of sustainable development directly depends on the purposeful attention on the part of government institutions along with practitioners for scientific-technological progress, in particular in the part of the development of resource-saving technologies in the system of both the formation of a gross domestic product, and the stimulation of motivation to increase welfare of the population.

The article presents the results of research on the status and perspectives of introduction of digital innovations in the tourism and hospitality market of Kharkov region in the context of four analysis axes: innovation of corporate website, e-commerce, information-communication technologies in business management and customer relationship management. The publication is aimed at analyzing the current status of using digital innovations by enterprises in the tourism and hospitality sector of Kharkiv region, as well as defining the most promising digital technologies for the further development of this sector. The subject of the study are managerial and organizational-economic relations arising in the process of development of the regional tourism and hospitality market in the conditions of digitalization. The analysis of the regional market related to digital innovations in the tourism and hospitality sector, was carried out with the use of quantitative data provided by the regional Department of Statistics, along with the information obtained as a result of a questionnaire survey of 116 enterprises of the sector. Using of fuzzy measures and the Choquet integral, the article identifies the factors of innovation that most influence the competitiveness of business in the sphere of tourism and hospitality, as well as the extent of their interaction. It is grounded that digitalization is an important instrument to increase the innovativeness of the business in the tourism and hospitality sector. Among the types of digital technologies that have the greatest impact on the process of business efficiency improvement, the innovations related to the improvement of corporate site and e-commerce, in particular the introduction of fintech and the use of artificial intelligence, are determined. The results of this research can be used by both regional and local authorities, management of enterprises of the regional tourism and hospitality market in determining the target priorities, forming and implementing the strategy of digital transformation, development of regional programs to promote the development of internal tourism.

The purpose of the article is to substantiate the stages of construction of the organizational and economic mechanism of formation of chains of resource provision of the self-development of region. To achieve this purpose, the following tasks were formulated and solved: to substantiate the basis for the formation of resource supply chains of regional commodity markets; to offer a methodical approach to determining the stages of construction of this mechanism; to build a structural and logical scheme of organizational and economic mechanism of formation of chains of resource provision of the self-development of region. The article provides a description and structure of the organizational and economic mechanism of formation of resource supply chains in regional markets, which defines the economic component (formation of market prices, interaction of chain actors in terms of output) and organizational component (flexible coordination of entities of the resource supply chains in the regional commodity markets) on the basis of the object-subject approach. The conceptual and categorical apparatus of the regional economy has been improved by introducing such concepts as: «Organizational and economic mechanism of formation of chains of resource provision of the self-development of region» and «Resource infrastructure of the region». A methodical approach to building the above mechanism according to the stages of its development and taking into account the model «regional authorities – science – business», which will allow resource chains of the region to participate in the formation of national income and achieve self-sufficiency and self-development of a region to increase the level of life of the population.

The article is aimed at researching the ecological and economic tendencies of development and its balance within the framework of sustainable development conception as a factor of ecological security of Ukraine. The current status and general ecological and economic contradictions and limitations of the country’s development are analyzed. The methodological approach to the estimation of the balanced development of ecological and economic subsystems on the basis of construction of the relevant integrated indices by means of the multidimensional average method is proposed. Within the terms of this approach a system of indicators is defined that best reflect the state of the studied subsystems in the context of the ecological security at the macro-level. The integral indices of development of the ecological and economic subsystems of Ukraine for the period of 2010–2018 are computed. The tendencies and level of the balanced development of ecological and economic spheres during this period are analyzed. Possible directions of improving the balance of such development are defined. Using the method of proportional distribution, the volumes and directions of influence of factors as components of integral indices of the ecological and economic subsystems are determined. On the basis of the received computations it is determined that improvement of the status of ecological sphere during the defined period was mainly due to increase of current expenses on the protection of natural environment. At the same time, the innovation factor, namely, the increase in the number of resource-saving technologies in industrial enterprises, along with the increase in the profitability of operation activities of industrial enterprises, largely led to the growth of the development index of the economic subsystem of Ukraine for the researched period.

The purpose of the article is to determine the current state of the State support for agricultural businesses in the context of creating competitive advantages. The main normative documents regulating the State support of agricultural commodity producers are considered. The classification of forms of support into direct, indirect and intermediated and methods into administrative and economic are defined. The key role of the subjects of institutional regulation of the State support is determined. The main directions of fiscal, budgetary and credit policy of support of the agricultural sector are considered. An analysis of the dynamics of costs to support the agricultural sector from 2013 to 2019 has been carried out. It is determined that the share of agricultural expenditures for the period under review in the total budget expenditures decreased from 1.2% to 0.55%, which indicates a lack of appropriations. The analysis of the dynamics of the cost structure for the support of the agricultural sector has been done, which allowed to determine the imbalance of the main directions. Incomplete use of the planned funds in the targeted area for certain areas of support for agricultural producers in 2019 has been identified. Trends in the dynamics of support amounts for 2020 are considered: a threefold reduction in allocations for livestock, a significant increase in indemnities to reduce the cost of loans and the introduction of a new direction of affordable lending for micro-entrepreneurship and small business (5–7–9%). This indicates a shift in the priority of the State support from direct to indirect and intermediated methods. The use of quotas on the Deep and Comprehensive Free Trade Area between Ukraine and the EU in the export of certain products is considered. The important role of increasing the volume of quotas and their nomenclature for creating price competitive advantages for domestic agricultural producers has been proved. The negative trend of further reduction in the number of cattle, pigs, sheep and goats, which has been observed for a long time, requires a revision of government policy in this sub-sector. The need to increase the amount of the State funding for agricultural producers has been proven to increase their competitiveness and create competitive advantages.

Beginning of reforming the system of pension provision in Ukraine started over 15 years ago, but now there are many questions and problems related to the improvement of the Ukrainian system of pension provision. The article is aimed at studying the issues related to the problems and ways of improving the system of pension provision in Ukraine. The current status of Ukrainian pension provision is examined. Advantages and disadvantages of the solidarity system are determined. The inefficiency of using the first pillar of the pension system only is substantiated. Attention is emphasized on the modern system of pension provision to identify a number of problems: increasing the retirement age; deficit of budget funds; complex demographic situation that is reflected in the imbalance between the working population and pensioners; shadow payments to employees etc. Negative consequences of the Ukrainian tendency of aging of the population are defined. The main economic indicators of pension system, such as level of pension payments, wages, coefficient of substitution of these indicators etc. are analyzed. Statistics are analyzed and the dynamics of economic indicators characterizing the status of the Ukrainian pension system during 2017–2019 are outlined. Statistical data on revenues and expenditures of the pension fund of Ukraine is considered. The main problems of Ukrainian pension provision are identified. The necessity and feasibility of development of the accumulation pension system and the system of non-State pension provision are substantiated. The ways to improve pension provision in Ukraine are determined.

The article is aimed at researching the theoretical and practical experience in managing the financial resources of communal enterprises, allocating key problems of their functioning and developing practical recommendations for improving the system of formation and usage of financial resources. The concept of «communal enterprises», the current financial condition of communal enterprises are considered; the main problems of activity and management of their financial resources are singled out; the main measures to increase the efficiency of their use are proposed. By example of the communal enterprise «Kyivtransparkservis» the results of the study are generalized as follows: the reasons for the difficult financial situation are defined; managerial measures to improve the financial condition of communal enterprises are formed; implementation of assessing the efficiency of the management of communal enterprises by means of the system of Key Performance Indicators (KPI) is proposed; a system of development and efficient management of financial resources of the communal enterprise is developed. An implementation of the proposed system will allow the researched communal enterprise: to identify problems of formation of financial resources and methods of their effective use; to increase revenues due to the de-shadowing of services rendered and organizing the parking space, carrying out an inventory of parking spaces in the capital city and stopping transferring the parking space in the lease to third parties; to increase the level of the service users’ trust by improving the service quality and implementation of innovative charge control systems, which will also increase the amount of the revenues received.

The article is aimed at improving the professional requirements for auditors in the context of independent audit reform in Ukraine. The research methodology is based on theoretical generalizations and use of scientific instruments, including comparative analysis and analysis of the provisions of current legislation of Ukraine in the area of independent audit regulation. The research findings and recommendations on the prospects for improving the professional qualities of auditors are presented according to the aggregate measures proposed by the author. The peculiarities of the new auditor certification system, introduced by the law of Ukraine «On audit of financial statements and auditing activity» and detailed in the project of orders of the Ministry of Finance of Ukraine, aimed at fulfilling the requirements of the article 19 of the the law of Ukraine, are studied. As a result of the research, the ways to improve the professional qualities of auditors have been allocated, in particular: practical focus of tasks at the qualification exam; gaining practical experience of candidates in auditors; improving the auditors’ professional skills; obligatory availability of certificates (diplomas) of professional organizations confirming the high level of knowledge on the international standards of financial reporting for auditors, which carry out the obligatory audits of financial statements and mandatory audit of financial statements of the subjects of public interest. It is specified that it is not necessary that all the requirements are implemented simultaneously, the variant of consecutive implementation thereof is possible. The practical significance of the recommendations developed is that their consideration in the gaining and maintenance of professional qualities of auditors will allow to ensure a qualitatively new level of the national audit that is able to compete with international auditing firms.

The article is aimed at analyzing the impact of financial architecture on the efficiency of activities of corporation in unstable economic environment. The efficiency of financial activity is characterized as the degree of achieving financial goals of the corporation in the process of developing and implementing financial solutions. Components of the corporation’s efficiency are examined and the indicators of operational efficiency of the corporation are analyzed, in particular profitability of assets, profitability of sales and profitability of equity. It is noted that the financial activity of the corporation depends on the peculiarities of its financial architecture, which is a set of interrelated components – structural characteristics of the corporation defining the structure of the corporation’s finance. Financial architecture is one of the key factors in the market capital value of the corporation and the efficiency of its activities as a whole. Such impact on the value of business is carried out both from the position of money flows generated by the corporation and from the position of its capital value. The necessity of researching the components of financial architecture of corporation is substantiated, which are: ownership structure, capital structure, corporate management and organizational-legal form of economic management, in order to achieve its effective activity and to ensure financial security in conditions of transformational changes in the economy of the country. Further development of the corporation’s financial architecture, which is a dynamic system that adapts to changes in unstable economic environment, can lead to better competitiveness and efficiency of financial activities and will contribute to a successful operation in the future.

The purpose of the article is to investigate the main factors influencing the structure of the credit portfolio, and define measures aimed at optimizing and restoring the credit activity of Ukrainian banks. The main problems standing in the way of an intensification of bank crediting are determined: high proportion of troubled credit indebtedness; unsatisfactory structure of bank liabilities, which is the main source of credit resources; slow rates of banks capitalization recovery; low demand for credit from borrowers due to high interest rates; variable dynamics of the development of basic economic sectors; weighty share of the shadow sector of the economy, which cuts off the credit service for a part of clients; presence of other instruments of the low-risk placement of credit resources. A number of measures for the recovery of the credit portfolio (reduction of crediting risks, creation of the State-controlled agency for hopeless credits) are proposed within the terms of solving these problems; structure of assets and liabilities (decrease of dollarization of assets and liabilities, differentiation of the norms of reservation of attracted funds, restoration of trust in banks, more equitable distribution of credits between regions); restoration of bank capitalization (restoration of the requirements on the buffer of reserve of capital, harmonization of capital ratios in accordance with Basel III, development of the Conception of growth of capitalization of banks by attracting foreign investment); reduction of the value of credit resources (additional decrease in bank rate, amendments to the State program «Accessible credits 5–7–9%»); stimulation of development of basic branches of economy (finalization of negotiations with the EU on increasing of quotas size, creation of regional support centers for exporters); de-shadowing of the economy (growth in financial inclusion, development of the Conception of transferring transactions into non-cash form, transferring recipients of social payments to a cashless form of payment, increasing the transparency of transactions); reorientation of bank crediting the budget deficit towards bank crediting legal entities and individuals (minimizing the budget deficit, introducing a new standard that will regulate the share of the bank’s assets in OVDPs.

The article is aimed at determining the peculiarities of insurance intermediaries in Ukraine, problems in their activities and prospects for further development. The article substantiates features in the activity of insurance intermediaries, in particular insurance agent, insurance and reinsurance broker by comparing their functions according to a number of signs: direction of insurance service promotion; type of activity; organizational-legal form; participation in the organization of the insurance operations to be carried out. The experience of developed countries in mediation was considered, the number of intermediaries in the European national insurance markets was determined. The comparison was made for the main indicators of activities of the brokerage network in Ukraine (share of the premium received through intermediaries, general insurance premium in the market, dynamics of the number of brokers in Ukraine for 2015–2019, dynamics of the number of contracts concluded through intermediaries in terms of voluntary and compulsory insurance). In the life insurance segment, the domestic insurance companies usually use services of a network of agencies, the number of contracts with brokerage representatives is annually reduced. In addition to insurance, the services of intermediaries are also of demand in reinsurance, but their concentration is inherent only for the field of voluntary property insurance. As a result of the carried out analysis of mediation activities in Ukraine, a number of problems is defined. The directions of their solution together with creation of favorable conditions for further development of domestic insurance market are substantiated.

The purpose of the article is to study the peculiarities of the establishment and formation of the financial security of social protection in the twentieth century. The article reveals the mechanism of formation of the financial support for social protection of the population in the Ukrainian SSR in the twentieth century. The organizational and institutional transformation of social protection bodies, as well as legislative and regulatory acts regulating the legal aspect of the functioning of existing types and forms of social protection are considered. The dominant role in the field of social services belonged to the State. The peculiarities of the formation of the financial relations of social protection of the population and the influence of the political and ideological component of the socio-economic programs of social development are determined. The characteristic features of this period were the strict control on the part of the State and society in the distribution of material goods, as well as the mandatory participation of the entire working population in social production. The analysis of sources of formation and directions of use of financial resources of the State social insurance as the leading link of system of social protection of the population is carried out. An important achievement in the field of financial provision of the social protection was considered to be the exemption of employees from paying insurance premiums. The effectiveness of the functioning system of financial provision of the social protection of the population in the context of achieving the main tasks that it had to solve in the twentieth century is determined. In the Ukrainian SSR there was a fairly developed State-based system of social security, which covered all segments of the population, guaranteeing certain social standards. The article examines the process of formation and development of taxation mechanism of agricultural enterprises of Ukraine; conformity of this mechanism to the tax potential of taxpayers is identified; conceptual foundations for the improvement of tax legislation are elaborated, taking into account the stakeholders’ interests. The retrospective analysis of the process of development of the mechanism of tax payment by agricultural enterprises of Ukraine is carried out; three related stages are singled out and the influence of each of them on the level of profitability of enterprises is determined. Using this analysis, it is found that from 1999, special mechanisms of taxation of agricultural producers were introduced in Ukraine. Initially, they were manifested in the form of a fixed agricultural tax (FAT) and a special regime of VAT, and in 2015, almost without changing the essence, they were transformed into the payment of a single tax of the 4th group, which is now used by the vast majority of enterprises in the industry. This situation clearly shows the imperfection of the modern mechanism of taxation of agrarians, because any tax preferences should be changed and revised at least every 5 years, otherwise they will lead to a curvature of the economic conjuncture. On the basis of an macro-economic analysis, disadvantages of the current taxation regime are identified, which are manifested in the absence of differentiation of taxpayers in terms of income. As a result of the study, the conception of the tax mechanism of agrarians is elaborated, based on the defined principles, purpose, tasks and involving the application of a differentiated approach to taxation of taxpayers. Also, for each category (large, medium-sized and small enterprises), the respective mechanism of collecting taxes is determined.

The article is aimed at studying the features of IT recruiting in modern operating conditions of the economy. The relevance of research of recruiting in IT companies is substantiated. The definition of the economic category of «IT recruiting», which is considered as a purposeful and structured process of providing IT company with the staff from the sphere of information technologies, with the knowledge, skills, competencies, qualities corresponding to vacant position and the needs of employer. It is determined that the issue of IT recruiting is not sufficiently covered in scientific sources. It is proved that a feature of IT recruiting are candidates, because each vacant position is essentially unique, and therefore requests an employee of the respective unique. The basic demands concerning the recruiter, looking for the candidates for the IT sphere, are formulated and substantiated. The techniques of IT personnel selection, including headhunting, recruiting and screening, are examined and characterized. It is determined that the headhunting technique is designed for employees of the level of middle+/senior/lead, recruiting technique is for the candidates of the junior/middle level, and screening – for the junior-level, i.e., practicians, probationers. The main channels of attracting candidates are characterized, which are chosen depending on the peculiarities of the company’s profile of future employee. IT is proved that the choice of the engagement channel is the most significant stage of the entire IT recruiting process. The authors consider the use of the IT-recruiting social network for business communication – LinkedIn, as well as specialized sites, services and such types of search as Boolean search and X-ray requests. The procedure of recruiting IT specialists is considered through the prism of search stages, a full cycle comprising 9 steps: request for opening a vacancy; selecting the search channels; searching for candidates; coming into contact; interview; testing; deciding as to filling a vacancy; employment and adaptation of the newly accepted employee.

The purpose of the article is to improve the methodology for assessing the level and state of security of personnel interests of the enterprise. It has been determined that the basis of the methodology for assessing the security of personnel interests of an enterprise is its differentiation into separate types: security of staffing and security of the effectiveness of the use of personnel. It is shown that the assessment of the level and state of security of personnel interests is characterized by the own methodology. It has been determined that the indicator of the security of the efficiency of the use of personnel is the indicator of labor productivity, and the indicators of the security of staffing are the coefficients of the availability of labor resources. The latter can take on different meanings depending on the specifics of the enterprise, its industry affiliation and other features. It was determined that, as the liminal values of the indicators of labor productivity and the availability of labor resources, it is advisable to use their maximum values among the enterprises of the industry during the assessment period. It is proposed to assess the level of security of personnel interests based on an indicator that takes into account the lack of profit before tax. This shortage is formed when the actual values of the security indicators do not correspond to the liminal ones. It is proposed to assess the state of security of personnel interests using a weighted period of time, during which the actual values of indicators of security of personnel interests of the enterprise - the object of assessment will reach their liminal values. An approbation of the proposed approaches is carried out on the example of mining enterprises. It was identified that the highest level and the best state of security of personnel interests during 2017-2018 were at PJSC «Pivnichnyy Mining and Processing Plant». Other enterprises in the industry need to adjust their policies with regard to an increase in the productivity of workers.

The basis of ensuring an effective grow-up of the synergistic effect of the interaction of business units of the machine-building enterprise are optimally selected strategies for their development at all levels of management. The relationship of strategies of all levels of management forms a strategic pyramid, which reflects the hierarchical subordination of the strategies of these levels. Accordingly, the purpose of the article is substantiation of a theoretical-methodical approach to modeling of alternative combined scenarios for strategic development of a machine-building enterprise on the basis of strategic pyramid. To achieve the purpose of the research, the article applies the following methods: analysis and synthesis; morphological analysis; logical generalization and comparison; formalization. A unified technology for constructing the strategic pyramid of the diversification-integration development of the enterprise is proposed, taking into account the essence and peculiarities of using the strategic pyramid, requirements of the environment for operation of modern enterprises (neo-technological conditions of reproduction) and conditions for applying the diversification-integration development of these enterprises. The essence of strategies of each level of strategic pyramid of the diversification-integration development of enterprise is closer defined. According to the mentioned technology, architectonics of the strategic pyramid is formed, which provides a choice of alternative combined scenarios of the diversification-integration development of the enterprise as the optimally-effective synergistic strategic set of rational achievement of the set goals.

Today, the quality of service is a critical factor in business success. According to researches, quality service significantly increases the level of loyalty of consumers and their desire to pay, which in turn affects the level of sales and profitability of the company. Poor service leads to loss of both the customers and the company share in the market. The conception of customer-based service means the additional value of the product for the client in the form of a service, which also provides for the service in the usage and possession of a product. Formation of such value belongs to the functions of marketing. Provided that the demand for the product is formed, the company forms the usefulness of time and place, which provides logistics service, delivery of the product to the client at a certain time and a certain place, which ensures spatial and temporal materialization of demand. Numerous studies show a positive direct link between automation of processes of the customer relationship management, which ultimately provides control over non-financial performance indicators of interaction with buyers. It is determined that a client-oriented approach is a type of interaction with the buyer, which provides additional profit and flow of customers due to a deep understanding and satisfaction of their needs. Client-orientedness involves the introduction of the conception of customer relationship management (CRM). The article determines that the implementation of a CRM system is part of automation of the conception of the client-oriented approach to doing business. CRM is a business strategy that focuses on understanding and managing the needs of potential customers. This allows to draw the main conclusion: introduction of both the conception of client experience and the standards of customer service requires effective control, the instrument of which is a CRM system, which ensures the measurement of customer loyalty on the basis of the digital business model laid down in its basis.

The article is concerned with a qualitative evaluation of marketing research both in Ukraine and the world in general, as well as the allocation of modern trends of marketing research. The trends of market development of marketing researches are analyzed in two dimensions: international and national. A conclusion is drawn about a significant growth in the international market over the past few years, as well as an increase in the share of the large transnational companies. The structure of revenues of companies in terms of the basing regions is researched. The domestic market of marketing research shows slightly different trends, and significant factors that influence its development are the economic and political situation. The author systematizes and presents information about the largest companies that conduct marketing research in the Ukrainian market. In the article are also systematized the underlying trends that will be observed over the next few years, in particular the development of voice technologies and video analysis technologies; growth of artificial intelligence and its presence in marketing research; improvement of surveys through different channels of information collection; increase of quantitative research among companies. Internationalization of the Ukrainian economy as a whole led to the fact that the largest players in the market have become representatives of international research networks. Overall, the analysis of the international market of marketing research has shown that there is currently a tendency to increase volumes and popularize marketing research, as evidenced by the income data of marketing companies. North America and Europe occupy the largest share among the regions of the world. In relation to the domestic market of marketing research, the analysis showed the negative dynamics of change under the influence of economic and political processes. Among the trends to persist in the next few years are deepening the automation, increasing the standardization and intensive development of artificial intelligence. The key success factors for these systems are easy usage, speed and cost. However, a key element of their success is the ability to use existing brands and reputations.

The article is aimed at proving the need to improve the conduct of forensic economic examination of the enterprise’s activity costs. On the basis of the carried out theoretical study of the specifics of conduct of forensic economic examinations in general and the costs of activities in particular, the shortcomings of the forensic economic examination of the enterprise’s activity costs are defined, which are grouped by two directions: shortcomings in the theoretical substantiation of the forensic economic examination of the enterprise’s activity costs and in the practice of conducting it. Ways to eliminate the shortcomings of the forensic economic examination of the enterprise’s activity costs are also proposed. According to the results of the research, an algorithm is built up, representing a universal sequence of forensic economic examination of the enterprise’s activity costs, which can be adapted to the issues of a particular case. The following ways to improve the conduct of forensic economic examinations are proposed: optimization of the forensic economic examination infrastructure; unification of the scientific, methodical and information base of forensic expert institutions; introduction of mandatory certification of professional forensic experts; development of the lists of expert tasks, typologized according to the content of the problematic issues arising from economic examinations, as well as identification of the necessary research objects; building up the unified algorithms for solving expert problems; material incentives for expert economists who are involved in the conduct of examination, etc.

For the long-term existence of enterprise on the international market, the basic objectives are set, the prerequisites for the introduction of the FEA in the enterprise and its transition to strategic planning are considered. Based on an analysis of the scientific works of domestic scholars, the structure and stages of the strategic planning process for the enterprise’s foreign economic activities are developed. In order to ensure the efficient operation of the system of strategic planning of the FEA in the enterprise, based on the obtained results of the development of stages, a number of requirements in accordance with its features are determined. In order to successfully implement strategic planning of the FEA, the principles for its implementation are defined and characterized. The process of strategic planning of the FEA is analyzed, types of management activities are formulated. As a result, mandatory criteria for the strategic planning of foreign economic activity are allocated.

The article is aimed at researching the specifics of the concepts of «innovation» and «Industry 4.0», based on a bibliometric analysis and a visualization of the results obtained. A review of 720 publications (articles and conference materials) from the Scopus scientometric database for the period of 2014-2020 was carried out, making use of the combination of two concepts with the boolean operator «AND». The Scopus database was searched in the field «title, abstract, keywords». The results were visualized using the VOSviewer software. As result of the study, the dynamics of publication activity by year and the corresponding number of quotations are determined. It is determined that publications mainly belong to one of the following areas of knowledge: engineering sciences, computer science, business, management and accounting. The authors who have the largest number of publications within the research subjects, as well as the most quoted studies, are allocated. It is defined that Germany, Italy, the United States, China, Brazil and the United Kingdom are the countries where innovativeness and Industry 4.0 issues are worked out in the most detail. The keyword clusters are also formed. The obtained results of the analysis and visualization are relevant and form the basis for a better understanding of the concepts of innovativeness and Industry 4.0. Prospect for further research in this direction is the detailed development of the Internet of Things and digital transformation.

The article carries out a brief macro-economic analysis of modern economic transformations in Ukraine. An effective instrument for regulating the national economy is fiscal policy, which is based on the efficient governmental tax management. The article is aimed at evaluating the level of fiscal burden on the economic entities in Ukraine and substantiating the theoretical provisions of the introduction of anti-crisis levers of the governmental tax management of the State authorities. Unsustainable and shock-sensitive national economy has faced a number of challenges that, with the help of tax levers of influence, must be turned into opportunities for the long-term economic and sustainable social development of the country and the growth of well-being of its citizens. The main thing in stabilizing the Ukrainian economy should be a rational strategic tax management, which, first of all, consists in the balanced anti-crisis tax management. Because tax optimization and, as a result, reduction in the level of tax burden will contribute to the growth of productive employment, decrease of unemployment, increase of business activity, attraction of both the foreign and the domestic investment resources. Reform of tax legislation should be aimed at balancing the tax pressure on taxpayers and minimizing tax losses through tax breaks and illegal tax avoidance and evasion on the one hand, as well as supporting strategic activities, which are of importance for the country, on the other. The basis of a balanced and competent fiscal policy is a symbiosis of the interests of the State and taxpayers. It is important for Ukraine, through a number of short-term tax measures, to help priority sectors of the national economy recover from the shock influences and the destructive processes caused by the global economic crisis and the pandemic.

The article is aimed at identifying, organizing and classifying the most pressing problems of innovation development inherent in the activities of energy service enterprises in Ukraine, together with substantiation of the directions of their solution. The feasibility of improving energy efficiency in Ukraine is substantiated; the importance of the energy service in this process is specified; its status and conditions of implementation are determined. Problems of the operation of energy service enterprises are identified and structured, and their classification is carried out on a number of signs. The importance of such classification and its significance for the problem management is substantiated; the essence of energy service enterprises, which are assigned the role of the main initiators and moderators of the energy efficiency improvement in enterprises, in the residential and social spheres, is defined, which has led to institutional recognition and the creation of a regulatory framework for their efficient activities. It is noted that the problems inherent in the development of the energy service in the early stages, can be solved over time, but new problems arise or are formulated, which indicates a good dynamics of institutional development, wherein the progress of the energy service system is taking place. However, the existing problems require identification and structuring in order to formulate a holistic mechanism for solving them. It is proved that at the moment in Ukraine there are many enterprises that position themselves as energy service, but their activities, as a rule, concern the supply of accounting devices, energy-saving equipment and materials, carrying out energy-related surveys or providing the supply of energy resources, which is not directly connected with energy saving and energy efficiency on the part of customer, or with obtaining energy savings. A number of measures aimed at solving certain problems of the energy service and its activation have been proposed. The greatest focus is put on the financial and institutional problems, as well as the primary problems and the problems of systemic nature.

The dynamics of the innovative development of the country’s economy depends to a large extent on the efficiency of investment processes in the regions. Capital investment is one of the types of financing with the investment nature. Tendencies in investment, studying problems and prospects for the development of capital investments, the status of innovative shifts at the regional level require constant monitoring. The research is aimed at studying the regional investment and innovation features of Donetsk region in solving its own economic tasks. The article examines such factors of investment attractiveness of Donetsk region: geographical location against the developed regions or countries; development of the transport network; availability of natural resources and quality labor force; location of production facilities; sufficient infrastructure support for innovative processes. The emphasis is put on the fact that political stability is the determining factor in the formation of the investment climate of both the region and the country in general. An analysis of the total volumes of the adopted capital investments in the regions, capital investments by the sources of financing and into the certain types of economic activities of Donetsk region is carried out. Data on the volumes of investments per capita by region in 2010 and 2019 are compared. The generalizing indicator, which reflects the status of economic and social processes of the region, is the gross regional product (GRP). The regions with the largest and smallest increase in GRP volume are identified, and attention is focused on the Donetsk region’s leading positions as to GRP in actual prices. The most productive regions of Ukraine are allocated according to the GRP indicator per capita.

The article explores the theoretical and methodological aspects of measuring the level of human development of the rural population. The peculiarities of its calculation for analyzing the standard of living of the rural population are defined. On the basis of systematization of scientific sources, generalization of theoretic and methodical developments on the analysis and assessment of the level of human development, a methodological approach to measuring the level of human development of the rural population in the regional plane is proposed. In accordance with this approach, an integral index of regional human development of the rural population is developed as a general indicator of human development of the villagers. The integrated index is calculated as an average value of five generalizing indices reflecting the most important aspects of human life: demographic development, labor market, property status, social environment, and living conditions. According to the proposed approach, the level of human development of the rural population of Ukraine during 2014-2017 is assessed in the regional plane. Concerning the integrated index of human development, all regions are grouped into four groups: regions with high, medium, low and very low levels of development. Leaders and outsiders among the regions of Ukraine in terms of living standards of rural residents are identified. Among the leaders in the calculated integral index of human development are Poltava, Mykolayiv and Chernihiv regions. The low level of human development is recorded for Donetsk, Ternopil and Ivano-Frankisvsk regions. The results of the research show the total low standard of living of the Ukrainian peasantry and the unevenness of its human development in the context of regions. This necessitates the development and substantiation of managerial decisions regarding effective measures aimed at eliminating the identified imbalances of human development for each region of Ukraine.

The article is aimed at developing a methodical approach to the integral assessment of the financial status of communal enterprises using the multidimensional statistical analysis method, since a comprehensive assessment of the activities of communal enterprises in the industry, which top the rating, will allow to use their achievements to solve the problems of enterprises-outsiders. It is concluded that the methods of calculating integral indicators presented in the Regulations developed by the NBU and the Ministry of Finance of Ukraine do not adequately reflect the true financial status and level of creditworthiness of enterprises. An approach to the integral assessment of the financial status is proposed, which involves building up a model of an integral index of the financial status of the enterprise; introduction and improvement of the information system for monitoring the financial-economic activities of enterprise; organization of a continuous comprehensive assessment and monitoring the main indicators that characterize the enterprise’s financial potential. The main stages of building up an integral index model using the main component method are described. An integral index, which characterizes the financial status of communal enterprises, is calculated and an industry rating of water supplying communal enterprises is compiled, allowing to respond in a timely manner to the deterioration of financial potential in the development of anti-crisis management solutions for enterprises-outsiders. Further research suggests improving the model through repeated testing for communal enterprises in various industries. This will allow to determine the final set of indicators to form the integral index.

The article is aimed at developing a qualitative methodology for assessing material and technical support, allowing to mathematically formalize the impact of scenario planning measures on the development of small entrepreneurship. The publication analyzes the current tendencies in the material and technical support of small business entities using a representative system of absolute indicators; an integral indicator of assessment of the material and technical support is calculated; prospects are extrapolated taking into account the activities of scenario planning of the development of small business enterprises. Research on the current tendencies in the material and technical support of small entrepreneurship showed existence of significant problems (increased wear of production capacities, low profitability of sales, decrease in the share of investment real estate in the main assets of small entrepreneurship, etc.), attempting to overcome these problems, the author proposes a number of measures to improve the material and technical support of small entrepreneurship entities, the implementation of which is part of the scenario planning of the small business development. The carried out forecasting of the taxonomic indicator of the material and technical support assessment by 2035, taking into account the implementation of the proposed measures, confirmed their feasibility and positive influence on the development of small entrepreneurship. The scientific novelty of the article is the developed comprehensive methodology for assessing material and technical support on the basis of the integral indicator, which requires a combination of the system of absolute and relative indicators characterizing both the status and the tendencies of material and technical support of small entrepreneurship entities, and allows to account the strength of indicators of assessment of innovative activity of small entrepreneurship entities in assessing the quality of material and technical support before and after the scenario planning of their development.

It is determined that use of the economic-mathematical optimization models should be feasible in substantiating prices and volumes of products in order to maximize the profit of enterprise based on the analytical capabilities of the economic model of break-even production. The task of optimizing the determination of the level of prices and volumes of products in a multi-topic production is formulated in both substantial and mathematical form, allowing to receive the maximum profit at the limits in terms of the size of production capacity. As an optimization parameter, it is proposed to use the value of margin income by types of products for which the optimal values of price and volume are defined. A scheme is developed to solve the formulated task and recommendations are given for the implementation of its blocks. As the baseline data are used the price dependencies and variable costs per production unit on the volume of output, on the basis of which margin income per production unit along with the the corresponding production output are calculated. A step-by-step optimization method has been chosen to solve the task. Every step represents another type of production. Upon it is formed an array of value of margin income for the volume of products in the physical measurement with the selected interval, from which the maximum value is determined. The terms of the restriction are then checked. As result, the maximum margin income and the corresponding prices and production volume are determined for each product. Further, by subtracting from the maximum sum of the total fixed costs, the amount of profit is calculated, which is the maximum for the conditions of these optimization task. The proposed recommendations are checked using the example of conditional data for three types of products.

In the conditions of the modern extremely dynamic world and cardinal lag of national economy from world standards, it is possible to solve the task of coordination of the process of creation of the efficient, competitive economic entities both in productive and servicing spheres of agriculture, given the State support, only under condition of short-term qualitative changes and an innovation-technological jump. The level of labor productivity demonstrated by the sectors of the Ukrainian economy does not meet the needs of the implementation of the conception of sustainable development, which affects the overall indicators, the consequences of socio-economic security. The priority of structural policy should be to stimulate economic growth together with the optimal satisfaction of social needs, the solution of infrastructural problems in the productive and non-productive spheres of rural development. The starting point, the driver in achieving this goal of structural policy is considered the activation of factors of scientific and technological progress through investment and innovation components of the transition from raw materials to innovation model of agrarian sector development and ensuring the functioning of economic employment. The State needs to qualitatively stimulate structural changes in the economic mechanism at all levels, and market participants should be interested in increasing efficiency on the basis of sustainable development and active use of advanced innovations.

The article is aimed at assessing the efficiency of use of energy resources at the national level. According to the carried out analysis of the policy of various countries in the energy sector, it is possible to allocate the following models of building up the country’s energy sector: national-monopoly and national-competitive. The indicators of energy consumption and energy efficiency, functionally related to the main indicator of the country’s economic development – the production of gross domestic product per capita – are considered. The energy consumption and energy efficiency indexes in Ukraine for 2007–2019 are calculated. The accomplished forecast of changes in the per capita energy consumption index and the efficiency of use of energy resources based on exponential smoothing demonstrates the effectiveness of the chosen Energy Strategy of Ukraine. This makes use of the MS Excel «forecast sheet» package, allowing to build up three scenarios of changes in energy consumption and energy efficiency indices for the period of 2020–2024: realistic, pessimistic and optimistic variants. It is proved that the general low level of energy efficiency in Ukraine is primarily related to the deterioration of fixed assets and technologies, the crisis status of the economy as a whole and an inefficient energy policy of the State. It is proved that constant monitoring of the indicative indicators of energy saving and energy efficiency at various hierarchical levels of the economy will allow to implement optimal managerial decisions on energy development, control of energy costs, timely prevention of occurrence of crisis situations. Prospect for further research is to build up a model of social behavior of agents based on sociability (micro-environment) and the degree of diversity of elements (macro-environment), as well as the model of the ecosystem of agents for energy saving issues on the basis of the conception of «predator-prey».

The article is aimed at analyzing the efficiency as the basic concept and criterion of the enterprise’s activity. The evolution of the concept of «efficiency of the enterprise’s activity» is considered, the views of researchers on the definition of this concept are systematized. Basically, the researchers suggest that efficiency is considered as a ratio of results to costs, or as a trajectory of operation of an enterprise. In order to carry out a comprehensive evaluation of the enterprise’s performance, it is proposed to carry out an evaluation on the following criteria: economic efficiency of production (level of satisfying the market demand, production per unit of resource costs, costs of a production unit); efficiency of labor use (labor intensity of a production unit, relative release of workers); efficiency of use of the main production funds (return on main funds, fund intensity of production); efficiency of use of material resources (material intensity of production, material output); efficiency of use of financial and investment means (working capital turnover ratio, duration of one turnover of standardized working capital, relative release of working capital, relative capital investments, investment per unit of introduced capacities, profitability of investments); production quality (economic effect of improving the product quality); financial and economic indicators (liquidity, solvency); efficiency of the use of assets (return on funds, turnover of all assets). The results of the carried out research constitute the basis for the analysis of efficiency of the enterprise’s performance and the choice of the directions of its further activities. The article is aimed at researching the status of the Ukrainian accounting services market; allocating the features, advantages and disadvantages of the existing models of organization of providing accounting services with use of crowd technologies, as well as exploring the prospects for their introduction into activities of national enterprises. The most common models of providing accounting services with use of crowd technologies are analyzed: outsourcing, cosoursing, offshoring, insourcing, outstaffing. It is determined that accounting models, along with significant advantages, have a number of drawbacks. It is noted that the choice of a certain model, the ability and necessity of its use depends on the volumes and types of activities and is left to the owners of the enterprise, taking into account the advantages and presence of an economic effect. It is defined that Ukrainian market of accounting services is represented by a large number of enterprises and individual entrepreneurs, who are increasing the volume of services sold and are in the greatest demand among businesses and institutions in comparison with the ordinary population and other categories of consumers. It is substantiated that, provided the use of services of outsourcers by business owners, it is advisable to focus on the compliance of those who provide services to certain criteria, the main ones among them: professionalism and competence in the specifics and strategies of the customer’s activity; responsibility for result and quality; privacy; cost of accounting services. It is defined that the use of crowd technologies by enterprises in the organization of the accounting process will contribute to its optimization, obtainment of significant benefits from the use of additional resources, and increase in the ability to adapt them to modern economic realities.

Management of any enterprise is based on the information concentrated in different sources, which accumulates in the process of entrepreneurial activity. The use of information as a specific substance in the process of accounting and analytical provision involves compliance with certain principles, the main of which are: circumspection, completeness of coverage, continuity of activity, timeliness, relevance, truthfulness, clarity, etc. The article is aimed at substantiating the need and the directions of modification of the principles of accounting and analytical provision as a dominant in the management of economic security of agrarian enterprises. The features of identification and classification of accounting and analytical provision principles are characterized. A comparative analysis of the essence of the principles provided in both the international and the national regulations is carried out. A critical analysis of the views of scholars on allocation of the principles of financial, management accounting and economic analysis is made. The study results in suggesting to allocate specific security-oriented principles of accounting and analysis provision, which together are an important dominant in forming the architecture of the accounting and analytical provision of security management, enhance the adequacy of the principles of accounting and analysis towards the requests for strengthening economic security and create a platform for the formation of the security-oriented accounting policies and security emphasis on the presentation of agrarian business in reporting. Prospect for further research is to evaluate the impact of information requests by stakeholders of guaranteeing the economic security and industry specificity on the architecture of accounting and analytical provision in agrarian enterprises.

The article substantiates the need to introduce an audit of traffic safety in Ukrainian automobile roads in the face of globalization and efficient public management. The article focuses on improving the level of traffic safety and the system of driving management by introducing a traffic safety audit. Traffic safety audits have been proven to be an important instrument for reducing road traffic accidents and risk of road accidents in many countries around the world. The experience of introducing a traffic safety audits in such foreign countries as Great Britain, Australia, New Zealand, Canada is considered, the possibility of its adaptation to the conditions of Ukraine is analyzed. The analysis of road traffic accidents in Ukraine for the period 2017-2019 is presented. The components of the occurrence of road traffic accidents, the technical and exploitative condition of automobile roads, the number and compliance of the technical condition of vehicles, the economic entities with the traffic ethics are considered. The stages of traffic safety audit are considered; it is specified that the effectiveness and efficiency of traffic safety audit depends on the availability of policies, programs, and the specification of audit procedures. The need to analyze the implementation of traffic safety measures in previous years (as an imperative of traffic safety audit) is proved. It is noted that an important component of traffic safety audit is the transport audit, the components of carrying out a transport audit are presented. The feasibility of analyzing previously implemented measures to prevent road traffic accidents by the authorities of the ministries and departments is proved. The issues of educating and training auditors are considered.

The cyclicality of the world economy necessitates an analysis of the interrelationship between different economic phenomena, as they have a direct impact on the emergence of cyclical shifts in the process of movement of both local and global financial cycles. The article is aimed at analyzing the dynamics of the relevant financial indicators for the countries with advanced economies, developing countries and Ukraine, as well as checking these indicators for cyclicality during the period under review. This analysis is based on a methodical approach to identifying the cyclical nature of the movement of financial cycles, built up with account of the impact of the relevant financial indicators on the patterns of occurrence of fluctuations during the period of 2008-2019. The main economic indicators, characterizing the features of the fluctuations in financial cycles, which are taken as a basis in carrying out the research, are: the level of growth in real GDP; total volume of loans to the non-financial sector of the economy; the ratio indicator of the total volume of loans to the non-financial sector of the economy to nominal GDP; real estate prices index. In analyzing the cyclicality of both local and global financial cycles, the Durbin–Watson criterion was the main statistical criterion for identifying the relationship between existing cycles. The research results in the identified key causes of the corresponding phase of cyclicality of the local financial cycle, depending on the current status of the global financial cycle. The hypothesis of a relationship between the cyclical movement of local and global financial cycles is substantiated. A direct dependence of the movement of the local financial cycle on fluctuations in the global financial cycle is identified.

The article is aimed at exploring ways to increase and implement the infrastructure potential of Ukrainian financial market. All financial services providers involved in financial operations, including those working with the low-income clients, must comply with anti-money-laundering and terrorist financing countering legislation. Ukraine is characterized by a relatively low level of income of the majority of citizens, which actually forces financial institutions to adapt to working with the low-income clients. This feature also generates additional risks to increase the infrastructure potential of the market, as it is considered to be risky from the point of view of the FATF. However, at the same time, adapting financial institutions to the needs of low-income clients creates the prerequisites for the implementation of infrastructure potential, as there is a specific stratum of customers with particular demand for financial services. Compliance with the AML/CFT standards requirements for Ukraine means abandoning the idea of turning its own economy into a financial offshore and requires continuing to look for other ways to increase the infrastructure potential of the financial market. Despite the fact that Ukraine is a low-income country, opportunities to increase the infrastructure potential of the financial market should also be considered in the sphere of development of the financial services segment for the low-income citizens. Such a segment also has its own inherent risks, so compliance with the FATF requirements is also mandatory for it.

The article is aimed at deepening the foundations of behavioral finance on the basis of the efficiency of the rationality and irrationality of financial decisions and the doctrinal provisions of the nation’s State-creative patriotism. In the analysis and systematization of the scientific works of a number of scholars, the need to develop strategic capabilities of behavioral finances with a bias towards the purposeful implementation of the potential of the dominants (quality and quantitative) of the State-creative patriotism of the nation is allocated. The essential content of rationality and irrationality of financial decisions is outlined, in particular, the peculiarities of deviant behavior of the taxpayer are noted, which shifts the emphasis on the erosion of the constitutional basis of tax payment as a basis of financial stability of the State. It is determined that the low level of tax culture is manifested through irrational forms of individual behavior, which deviate from the norms established by the legislation. The factors (moral-ethical, socio-economic, organizational, political) contributing to the emergence of deviant behavior of taxpayers, thus limiting the effectiveness of the manifestation of the State-creative patriotism of the nation are allocated. It is substantiated that taxes are a quantitative measure of the actual State-creative patriotism of the nation and specify the real participation of taxpayers in the formation of the financial life support and development of the State. The strategiology of the development of behavioral finance is synthesized as a specific direction of knowledge in the system of financial science, which is functionally and architecturally determined by behavioral finances, with their inherent patterns, the importance of motivations and psychological (irrational) factors when choosing both a model of financial behavior and financial decision-making by individuals.

The article explores the relevance of digital management, the essence of this concept and the basic approaches that define the concept of digitalization. The article carries out a research of scientific literature, which determines the direction of development of the processes of digitization of management and the importance in this process of the labor force, having a sufficient level of skills and being capable to apply creative and new approaches to problem solving. According to the results of the study, the main strengths of digital management, which can solve a number of problems of modern business, are allocated. At the same time, the problems of digital management are also displayed. These include reducing the importance of the person in the business processes, as the role of the leader becomes less and less defined in the context of automation. There are additional risks that the manager may lose the ability to think critically and set clear goals. It is very important not to overestimate the role of automation, because it should be primarily aimed at assisting, and not at tight management of the activities of companies within the defined templates. With insufficient competence, professionals cannot interact operatively with automated systems, which creates additional management difficulties. The development of digital management technologies is directed towards solving the task of creation of a program of full automation of business processes, which is based on a painstaking analysis of the activities of business processes taking place in past periods. It is important to determine the role of staff, the specifics of formation of the material, financial flows and money flows. In order to implement such software complexes, it will be necessary to create a theoretical, methodological and technological substantiation. The publication identifies the main tasks, the implementation of which will help in compiling the algorithm of the program of integrated digitalization of management.

The article is aimed at researching digital opportunities in the field of recruiting staff in the modern operating environment of the economy. The relevance of the transition to modern methods used in digital capabilities is substantiated. It is proved that the digital recruitment industry is not sufficiently disclosed in scientific sources, hence, as a result, low awareness of specialists in this sphere. This also leads to a low level of usage of modern instruments. It is specified that Ukrainian companies usually practice the already standardized elements of digitalization: search for candidates on job sites, posting job ads on social networks, etc. The key trending directions of digital recruitment are considered and characterized, in particular: use of artificial intelligence and robots; automation of processes; use of aggregation and uberization; use of social media; alternative ways to attract candidates; application of HR analytics. Based on the estimation of the existing and utilized digital capabilities of most typical Ukrainian companies, a number of measures are proposed to modernize the recruitment process and increase the profits of companies: development of a cloud network; launching an own ATS-system; increasing the use of targeted advertising on social networks and eliminating low-performance sources of job advertisements; automation and control of statistical information; launching an own HR bot. The proposed program of measures to improve recruitment of staff, taking into account the trending directions of digital recruitment, will significantly save the time of the recruiter at each stage, which in the future will significantly affect all indicators of performance of companies. It is proved that companies need to expand their digitalization horizons, because without this they can back down their positions in the market. Using digital instruments will allow recruiters to reach the market as quickly as possible and actively interact with candidates.

The article is aimed at generalizing the theoretical and practical foundations of HR management by values, allocating the difficulties of such management. The theoretical studies of Western and domestic scholars on the management by values are analyzed, which, according to the authors of the article, is one of the most effective ways to improve personnel work. Involving staff in the decision-making process is possible in any management model. Values change the behavior of the staff. Each company has its own values, and the behavior of employees is grounded on basic values. As a result of the research carried out on the basis of one of the largest banks in Ukraine - JSC CB «PrivatBank» - five main directions of improvement in motivation of labor are proposed, which are also the main problems of the financial organization, which need to be addressed. An analysis of the bank’s system of motivation showed that HR management is carried out through a combination of administrative, economic and socio-psychological management methods. It is determined that the development and implementation of the values system in the company is as follows: development of key criteria for the value system (for this are created working groups of key employees); interviewing staff to determine the importance of each criterion to them; conducting a survey among employees to determine the extent to which each criterion is implemented in the company; analyzing the employees’ perception of the company’s existing values system based on the data obtained. Recommendations for hiring staff are proposed, as outlined in the checklist to valuate the quality of the candidate as a future employee. The difficulties of management by values at Ukrainian enterprises are substantiated. Based on the authors’ own research, the core values from the employee’s point of view are proposed. Also recommendations to improve the company’s personnel policy in the context of HR value management are proposed.

The article is aimed at substantiating the scientific-practical approach to generating managerial impacts to ensure the diversification and integration vector of the enterprise’s development. The research is carried out with the use of the following methods: generalization, abstract-logical, induction, deduction, systematization, formalization, calculation-constructive. It is determined that modern enterprises operate in conditions of the neo-technological reproduction, as they are influenced by an environment characterized by a high level of technology, which, accordingly, leads to the emergence of such results of the enterprise’s activities (improved, upgraded, radically different), which provide it with greater stability and efficiency in these conditions, that is, requires their certain technical and technological modification. It is proved that the efficient direction of the enterprise’s development in the neo-technological conditions of reproduction is diversification and integration direction, which will allow optimizing the structure and improve the efficiency of enterprise by strengthening the activities of its prospective business units and abandoning the inefficient ones. A scientific-practical approach to the formation and provision of an effective diversification and integration vector of the enterprise’s development is proposed, taking into account the conditions of its operational environment. It is determined that the use of this approach will optimize the structure of the enterprise and form an effective vector of its diversification and integration development by harmonizing the activities of the relevant business units by setting effective relationships between them. The results of the practical application of the approach under consideration are presented, which confirm its efficiency by increasing the values of the performance indicators in case of a particular enterprise.

The article characterizes the factors that cause new challenges for higher education institutions. It is substantiated that in the conditions of intense competition, the best opportunities for further development will be given to the higher education institutions, which will improve their attractiveness to applicants and on this basis will provide the necessary amount of student recruitment. Branding is an effective instrument for forming the attractiveness of a higher education institution. The results of the carried out analysis of the national branding practice indicate that the brand of most higher education institutions is formed under the influence of the history of their development and traditions, industry affiliation and poorly reflects the conceptual features of educational products and the conception of training specialists. In order to adapt to the new challenges, higher education institutions need to implement rebranding to increase their recognition and to stand out against competitors. To do this, a structural and logical scheme of the stages of the rebranding process is proposed, also a methodical approach is developed, expressed in the point-scoring assessment of components of the brand, and the instrumentarium of decision-making for each of them. As a result of successful rebranding, the image of the higher education institution and its attractiveness for applicants will improve, which will increase its competitive advantages, allowing to solve the complex problems associated with increasing the number of students.

The first stage of these actions should be the study of consumers, their intentions and expectations, as directly the consumers, their interest in the new product and satisfaction from its use will be the key to the product’s market success and the economic component of the manufacturer’s efficiency. This very research will allow to develop the whole range of marketing actions in the future. The article is aimed at exploring the marketing of innovation as a tool for successful promotion to the domestic market of innovative food products, namely, muffins of increased nutritional value with the addition of mass for formation, which is based on sunflower seeds. The problems associated with the study of the theoretic-methodological and applied aspects of innovation marketing are considered. An algorithm of actions aimed at marketing research (testing) of potential consumers of a new food product is presented, which should precede its entry into the regional market. Consumer attitude to the group of foods – muffins – and prospects of perception of its new variety has been identified. A marketing study is carried out to determine the need of the regional market in the city of Kharkiv in muffins of increased nutritional value. An own searching research is carried out using both testing and survey methods. A questionnaire consisting of 12 interconnected, logically placed questions was developed to study the market of consumers of muffins in the city of Kharkiv. The sample consisted of 402 respondents. Recommendations to bring these products to the regional market are proposed.

Today, both in scientific circles and among practitioners, there is growing reason to doubt the suitability of traditional macro-economic indicators to assess the level of well-being of society in general and social groups in particular. The article defines that one of the most promising and effective instruments for measuring the well-being of society in recent times has become the concept of «quality of life», which is not limited only to the study of market aspects of the socio-economic system, but also takes into account the level of satisfaction of the society’s needs in all spheres of life. Modern theoretical approaches to solving the problem of assessment of quality of life have been studied. Different interpretations of the essence of the concept of «quality of life» are characterized. A comparative analysis of both subjective (Top-Down) and objective (Bottom-Up) approaches to assessing quality of life is carried out. The benefits of using a combined approach to assessing quality of life in accordance with the concept of W. Zapf are substantiated, which implies a differentiated valuation of the quality of life in terms of states of «well-being», «deprivation», «dissonance», and «resignation». Alternative approaches to the assessment of quality of life based on the segmentation of society in the context of social, ethnic and demographic groups have been proposed, which can increase the level of information analyticity. It is identified that the availability of data on the objective and subjective indicators allows to generate important analytical information of a signal nature, on the basis of which subjects of macro- and meso-levels can conduct more balanced and efficient socio-economic policies in relation to the problem social, ethnic or demographic groups of society.

The article is aimed at identifying measures to counter the negative consequences of public resistance to positive institutional changes arising from the manipulation of public sentiment. It is identified that induced resistance to the introduction of efficient formal rules can take two main forms: active resistance (by groups of concern) to introducing new formal rules that they consider to be a threat towards them, and passive refusal to comply with the requirements of the new formal rules. The consequence of the first form of induced resistance, i.e., active resistance, is the refusal to introduce appropriate formal rules or the adoption of amendments that completely change their content and reduce their efficiency. In contrast, the second form of induced resistance, i.e., passive failure, without preventing the replacement of existing formal rules with more efficient, significantly reduces their efficiency. It is shown that the strategy of mitigating the negative effects of induced resistance while reforming the existing formal rules by countering the manipulation of public sentiment is impractical because of the low efficiency of the measures involved and/or the high costs associated with their implementation. The author proposes the following measures to minimize the negative impact of induced resistance on the efficiency of existing formal rules: removing the group of concerns from the relevant formal rules, directly targeted at eliminating the motivation of the group members, and shifting part of the public transaction costs of resistance to the group of concern, which provides for the redistribution of costs between society and the members of the group. It is demonstrated that, as a result of these measures, compromise formal rules will be established, the efficiency of which will be intermediate between the efficiency provided by the formal rules adopted under the pressure of the group of concern, and the formal rules adopted in the event of a complete lack of public concern.

The article is aimed at forming the concept of economic security of region, fleshing out its basic elements, principles of provision, analyzing the functional features and defining the economic security of region as an integral system of the national security of the State. The aspects of formation of the economic security system are considered. Its role in the ability of the national economy of the country and its regions to ensure gradual improvement and proper preservation, first of all by economic methods, the interests of both the individual citizen and society as a whole system is defined. The focus is put on the key role of the economy in all areas of activity at both the State and regional levels. It is underlined that the issue of economic security of Ukraine’s regions is of fundamental importance not only as an integral component within the sphere of national security spread, but also in the context of the whole development of the country. Analysis of the regional aspect of economic security allows to identify the main factors of compliance with economic security by the State as a whole, because the key causes of threats to the economic security of the State are of regional nature. The notion of regional economic security is inextricably linked to the notion of national security, which in turn is viewed in the context of international security. The national security includes several directions: economic, legal, political, social, military complex, defense, information and technological support, development of innovation, resource, energy and nuclear independence, cultural and intellectual potential and support for ecological security.

The article is aimed at researching the economic category of «bank solvency» as well as defining and generalizing scientific approaches to its understanding. A differentiation of solvency depending on the factors of influence is specified. The concept of solvency depending on the subject of economic activity is considered (on the example of the State, enterprise, banking institution, insurance company), the differences between them are researched. The essence of the term of «bank solvency» based on researches by various scholars is allocated. It is determined that the most capacious definition of the term of «solvency» is provided by academic economists in the three-volume work «Economic Encyclopedia», which is the first of the kind in Ukraine and the CIS. It is defined how the categories of «capacity» and «liquidity» (for a banking institution) are combined, i.e.: solvency – liquidity; solvency – illiquidity; insolvency – liquidity; insolvency – illiquidity. A morphological decomposition is carried out in order to determine the most typical approaches to understanding this concept through the use of keywords in its characteristic. It is determined that the totality of morphological units characterizing the content of the term of «bank solvency» is sufficiently homogeneous and provides clarity of its definition. The results of content analysis are presented – by the indicator of relative frequency of repetitions are allocated the keywords «ability, solvency» that are present in more than half of the definitions. It is determined that in scientific sources the solvency of bank is considered as the ability of bank to meet its obligations within the appropriate time frame and is considered one of the most important indicators characterizing the financial stability of banking institution. Prospects for further research lie in identifying the most effective and accurate approach to understanding this category.

The article is concerned with analyzing the international ratings and indices, developed by leading international institutions and organizations in order to study different aspects of the country’s development. The major rating systems are described, allowing to assess the degree of attractiveness of the business environment of the host country for implementing entrepreneurial activities, with allocation of their components and evaluation parameters. Both the leading countries and Ukraine’s positions in the ratings of indexes of economic freedom, global competitiveness, ease of doing business and involvement of countries in international trade are defined. It is displayed that international rating systems create wide opportunities for analysis of the business environment of the geographically diversified international companies. It is substantiated that the variety of approaches to assessment and the indicators used leads to the difficulty of comparison of the results of use of rating systems and determines the feasibility of further research in the direction of improving the instrumentarium of assessing the favorability of the business environment of the host country. In order to reduce subjectivity and ensure complexity of the result, an approach to calculating the aggregate indicator is proposed, allowing to assess the favorableness of the national environment for international business in accordance with its core components.

The article is aimed at studying the problems of financing for cross-border cooperation projects and finding recommended solutions to eliminate them. In particular, the article analyzes various sources of financing and support for implementing the cross-border cooperation programs and projects; priority directions for cross-border cooperation are allocated; importance of the functioning of programs and projects of cross-border cooperation in Ukraine is emphasized. The study used statistics on project financing by the European Investment Bank in Ukraine, the European Bank for Reconstruction and Development, as well as development support programs by the Organisation for Economic Cooperation and Development. In order to solve the problems of attracting financial support from the EU in terms of implementation of cross-border cooperation projects, it is recommended to finance cross-border projects with involvement of local authorities and the State authorities along with using their budgets, providing funds for a certain period of implementation of projects, which, in turn, will improve the efficiency of implementation of such projects in the border territories. According to the obtained results, the priority directions for the European Union to finance the cross-border cooperation and development projects are sectors of the agriculture and transport economy, namely, modernization and innovative development of industry branches, improvement of regional transport routes and the infrastructure in regions and districts.

Today, there is a need for new theoretical-methodological and practical methods and approaches to activate and efficiently use creative human potential, which is an important factor in stabilizing and sustainable development of the modern economy. It is specified that creative and intellectual human potential is the main driver of formation of the new economy and a determining factor of competitiveness at the global level. In the article, the creative economy is defined as the conception of a post-industrial economy, which is based on the formation of a system of socio-economic relations regarding the production, distribution and consumption of benefits, which use as factors the production creativity, intellectual resources, as well as a talent for generating new ideas, which creates an innovative product or service. Also proved is the probability of Ukraine’s creative economy reaching the highest level of development, provided the efforts of the State, enterprises and society are combined, as evidenced by Ukraine’s high position in the global rankings of creativity and innovation. The creative potential of each of the five continents of the world are analyzed and a rating of creative industries by the level of profitability is built up. Creative industries with the largest share of profitability (television, visual arts, newspapers and magazines) as well as regional leaders for most creative industries – the USA and Asia – are identified. The profitability of creative industries in different regions of the world is estimated and, according to the results obtained, the prevailing share of creative industries is observed in the Asia-Pacific region (33%). The importance of supporting creative businesses during the crisis caused by the COVID-19 pandemic is emphasized. Based on the analysis of the survey of creative business owners, recommendations are made for the government to enable creative industries to compensate for their own losses and to provide favorable conditions for the reactivation of their activities.

Since cryptocurrency is a kind of digital currency, we believe it is timely to research this issue, because the digital economy, first of all, is connected with search engines. Semantic technologies are the main sphere of search engines: with the help of these technologies, the necessary information can be searched. The requests sent are handled by search engines. All government as well as private financial institutions associated with cryptocurrencies have their own web page on the Internet. When web pages are indexed through search engines, it is based on keywords. These keywords are part of a semantic core that plays a significant role in content. We consider it necessary to analyze the activities of financial copywriters, as well as provide them with recommendations on creating content for search engines. This will make algorithms more effective, and search engines will be able to better index web pages. The article is aimed at determining the regularities of use of the budget potential of the united territorial communities (UTOs) based on the income from the collection of property taxes. The author’s own scientific approach is developed to analyze the efficiency of use of the budget potential of territorial communities based on the income from property taxes. The main problem of collecting property taxes in Ukraine is substantiated, which is the low share of income from collection of these taxes. However, in today’s conditions it rises especially acutely, which is connected with the strengthening of the financial capacity of local government in the conditions of decentralization processes in our country. It is determined that the level of efficiency in the use of the budget potential of territorial communities based on property taxes is generally quite low. The author allocates the main problems in the context of property tax collection: inefficient definition of tax rates and tax-exempt persons; differences in the application of the tax in different territories; non-accounting of the financial situation of property owners when taxing. It is determined that for the real estate tax, which is different from the land tax, as well as for land fees, there is an intrinsic problem of the efficiency of setting tax rates by local governments, on which the volume of tax revenues to the local budget, the number of taxpayers and the efficiency of the tax in general depend. Existence of different approaches to setting a real estate tax in the UTO with different income levels per person is proved: lack of interest of the high-income UTOs in increasing the proceeds of the real estate tax is also leading to the local government bodies’ leveling of the possibility to efficiently set taxation rules and increase the tax revenues. Increased efficiency in the use of the budget potential of territorial communities based on property taxes is identified. This demonstrates the understanding of the local government bodies of the benefits of using these taxes to improve the financial capacity of territorial communities.

The article analyzes the factors of shadowing and the essence of illegal operations in the transport services market. The rates of shadowing of the type of economic activity «Transport, warehouse, postage and courier activities» for the regions of Ukraine in 2013 and 2018 are defined. A tendency towards reducing the shadow sector of the transport services sphere in the majority of regions is identified. The highest level of shadowing of the transport services market regarding the gross value added in 2018 was observed in the Luhansk region and in the city of Kyiv, and the lowest – in the Ivano-Frankivsk region. The results of the regression analysis of the panel data of the indicators of socio-economic development and activities of transport services in the regions of Ukraine for the period 2013-2018 confirmed a direct link between the share of small businesses in the total number of enterprises and the level of shadowing of the transport services market, which indicates the attractiveness of such activities in terms of generating illegal income. A direct link between the consumer price index and the level of shadowing of transport services is identified, due to the increase in the unaccounted-for money supply, which falls into the legal sector of the economy, and the increase in prices as a result of the under-profiting of services. The direct impact of the increase in the share of profitable enterprises on the consumer price index confirms the participation of such enterprises in the formation of the shadow transport services market due to the concealment of some part of the revenues. The positive influence of capital investment in the transport services sector on inflationary processes is reflected in the reduction in the consumer price index while improving the investment efficiency.

The article explores the problematics of investing in the tourism industry at the regional level. The need and relevance of the research is determined by the insufficient development of theoretical and methodological aspects of the activation of investment processes, especially in the sphere of investment projects at the sectoral level. The article is aimed at researching methodical and practical approaches to the investment support for the region’s tourism industry, as well as developing directions for its activation. The need to form a new investment model in light of the modernization of Ukraine’s economy is proved. The basic conceptual principles of investing in tourism are developed: systemacity, alternativeness, investment culture, complexity, adaptability, and accounting for risk. Methodological principles of stimulating the investment provision of the tourism industry are proposed and a number of factors is defined, which have both a stimulating and a disstimulating effect on the investment attractiveness of tourism and hotel sphere. On the base of the research results, successive stages of the economic approach to activation of investment resources in the region are allocated and the instrumentarium to increase the efficiency of investment in tourism and hospitality is defined. Investment monitoring is the main instrument of investment controlling, namely: providing the information-methodological support for coordination and assistance to the investment planning systems, monitoring of implementation of investment activity and its information transparency. Upon the results of the research is determined that the introduction into practice of regional and industry management of investment monitoring will help to improve the efficiency of investment processes in tourism and hotel business, which will allow to activate the development of the specified industries at the regional and national levels.

The stable functioning of the national financial system creates objective conditions for increasing the market capitalization of economic entities, increasing the inflow of foreign investment, improving the business climate in the country, as well as increasing the rate of GDP growth. The authors of the article are convinced that the financial and real sectors of the economy are closely related, and therefore it is possible to determine the principium of crisis situations by analyzing the causal relationship between these processes. Granger’s test, which involves the evaluation of auto-regression equations, was chosen as a methodical instrumentarium. To characterize the level of system risk in the country, the financial stress index was chosen, while the status of development of the real sector of the economy was proposed to be analyzed on the basis of the volume of exports of goods, the volume of imports of goods, the index of industrial production, the volume of retail turnover of enterprises, the index of agricultural production. As the informational base of the research was selected the monthly data for the period from April 2008 to December 2019. At the preparatory stage of the research on causality between the level of system risk and the indicators of development of the real sector of the economy, the time series was tested for stationarity, using the expanded Dickey–Fuller test and the stationary time series were converted with the help of the operator of the first and second differences depending on the variable. As a result of the empirical study, it is determined that the cause of the worsening of crisis phenomena in the real sector of the economy is precisely the effect of system risks. Prospect for further research in this direction is to evaluate the extent of the impact of system risks on the status of socio-economic relations in the country.

The article is aimed at presenting the results of research to improve the instruments for formation of supply for organic aquaculture products in the context of the modernization of the data collection system in Ukraine, taking into account the experience of the European Union countries. Measures to improve reporting in the sphere of domestic fisheries using world experience are substantiated. The statistics provided by the European Union Member States on aquaculture are taken into account when creating a system for collecting, managing information on the fisheries sector – aquaculture and its use, and the functioning of mechanism for presenting statistics on the unloading of fish products in European countries in the face of global food shortages. It is proved that unreasonable spurt in individual indicators of the formation of fish supply call into question the quality of statistics provided by aquaculture subjects (as part of filling out the form No. 1A-fish (annual)) on the results of activities in the inland waters of Ukraine. It is proposed to distribute sheatfishes to separate species, which will allow to correctly analyze the production figures in the very production of organic products. In order to solve the problems related to statistical accounting, the need to improve the form No. 1A-fish (annual) «Production of aquaculture products for the year 20__» is urgent. It is proposed to carry out a PestEL analysis as a conceptual basis for the development of appropriate measures to improve the reporting form No. 1A-fish (annual) and to facilitate the exchange of information on the collection of data on organic fish, occupying a niche in the market of organic aquaculture products.

The problematic impact of the corruption component in the tender sphere on the socio-economic transformations in the country is defined, in particular a number of negative consequences of financial-economic nature as a result of the implementation of unfair and illegal agreements between the participant and the organizer of procurement procedures are allocated and substantiated. On the basis of analysis of information sources of various nature, a number of basic and relevant corruption schemes ar systematized, which, despite the novations in the legislation, can be used by the parties to a bidding, namely, the anti-competitive concerted actions of the participants; winning of one of the interrelated participants; admission to the bidding of the economic entity with a ban on participation in the procedure; overestimating the expected value of the purchase item; substitution of the purchase item; under-performed works; discrimination of the participant; selectivity of participants in the estimation of tender proposals. In order to identify illegal activities during procurement procedures, a system of signs-indicators inherent in various corrupt procurement schemes is formed and characterized. Practical ways to counter corruption offenses in the sphere of public procurement, providing for the use of a number of economic-legal regulatory instruments based on the integrated interaction of the State control bodies, economic entities and civil society institutions, are proposed.

The article is aimed at diagnosing the current status and identifying the main tendencies in the development of the hotel and restaurant business in Ukraine, evaluating the investment attractiveness of the hotel and restaurant business in the process of financing its development. The hotel and restaurant business is considered as a component of the tourism industry of the national economy together with defining the main tendencies of its development, the level of investment attractiveness and prospects for further development in Ukraine. Ways to solve problems in order to transform the hotel and restaurant business into a high-yielding sector of the national economy are proposed. The sources of financing for the further development of the country’s hotel and restaurant business are defined. The factors influencing the investment attractiveness of the hotel and restaurant business are systematized. The choice of methodology for determining the integral indicator of the investment attractiveness of hotels and restaurants, taking into account the specifics of these enterprises, is substantiated. Analysis of the current status of investment activity uses a study on the amount of investments in the hotel and restaurant sector. It is determined that the hotel and restaurant business in Ukraine needs constant investments to maintain a competitive position in the market, increase the level of customer demand for services that meet the range and quality in accordance with the world standards. Potential opportunities for investing in hotel and restaurant enterprises are researched. In addition, a complex of measures of the State regulation and improvement of the sectoral management to activate the development of hotel and restaurant business is proposed.

The article examines the current status of the State-controlled employment policy and evaluates its efficiency in the context of implementation of the current Strategy to overcome poverty in Ukraine. In particular, the authors consider the efficiency of the impact of the employment service’s activities on reducing unemployment, as well as employment opportunities for the workforce in Ukraine. An evaluation of the efficiency of employment service was carried out in the plane of analyzing the implementation of the Strategy to overcome poverty for the period 2016-2019 by the following directions: helping citizens to select suitable work; providing employers with recruitment services; participation in the organization of public and other works of a temporary nature; helping citizens to organize their business; conducting the professional orientation of the population; additional assistance in the employment of certain categories of citizens who are not competitive in the labor market. The study identified major achievements and obstacles regarding the State-controlled employment policies in the course of overcoming poverty in Ukraine. Among the achievements are the following: establishing an effective interaction between the State-controlled employment service and the business as to information exchanging; improving interaction with the unemployed; increase in public confidence in the employment service. It is identified that the obstacles in overcoming poverty belong in the sphere of management, governing both the country’s economy and the enterprises’ activities. It is substantiated that in order to increase the well-being of the population and reduce poverty in the future, the State-controlled employment policy should be aimed at creating new jobs with high science intensity, the development of small and medium-sized businesses, of service sector (creative spheres of the economy), etc.

The article is aimed at studying labor conditions in the enterprise and defining possible directions to improve them in the context of optimizing the working efficiency of employees. The authors examined in detail some components of labor conditions: sanitary and hygienic, aesthetic, physiological and socio-psychological. The properties of labor conditions are defined, which clearly show the impact of labor conditions on the production environment in which the employee works, and on the employee himself, his state of health, well-being and working efficiency. The interdependence and interrelationship between the elements of labor conditions are identified, and the feasibility of complying with a comprehensive, sine qua non, improvement of conditions in order to achieve synergistic effect is underlined. Analyzing elements of labor conditions by the signs of existing reinforcement of them with the relevant regulatory documents, it is proposed to divide the conditions into normative and not normative. It is defined that only sanitary and hygienic labor conditions are subject to norming, and these conditions should be evaluated with the help of a certification commission. The physiological, aesthetic and socio-psychological labor conditions are classified as not normative due to the lack of any regulatory not norms, so the evaluation of these conditions is carried out using the experimental, psychodiagnostic and other methods. The article emphasizes that only through holistic improvement and betterment of all constituent conditions can significantly improve efficiency and productivity of labor.

The article considers methodical approaches to calculating the labor productivity at the national and regional levels. The public productivity indicators are generalized. Regardless of the productivity level, this indicator shows the efficiency of using labor as a resource. In a market economy, the task of increasing the labor productivity is shifted to the level of the economic entity, and the role of the State is to create conditions for attracting investment, demand for innovation, and the formation of a high quality human capital. It is emphasized that productivity is a partial indicator for calculating the index of inclusive growth. This indicator is calculated by the World Bank and illustrates the development and well-being of the State better than traditional GDP. A comparative analysis of the level and dynamics of the labor productivity of Ukraine and other countries is carried out. It is proved that the working time factor is not relevant to increase the labor productivity. Activities carried out by enterprises in the countries with high rates of productivity growth are allocated, among them ? the use of artificial intelligence, robotics, increasing the digital competence of workers. The latter forces enterprises to allocate funds for staff training. A system of the State-wide measures is presented, the implementation of which will contribute to the growth of the public labor productivity. A comparative analysis of the labor productivity and costs per employee on the example of Lviv region is made. Among the proposed measures that will improve the labor productivity at the macro-level are investment in staff training, as well as the gradual modernization of the technological base through attraction of investment. It is concluded that it is impossible to significantly increase the public labor productivity without eradicating monopolism and forming a modern sectoral structure of the economy.

The article is aimed at studying the role of social entrepreneurship in the development of socio-economic relations in Ukraine, defining the problems of its development and ways to overcome them. The vision of «social entrepreneurship» by various scholars is illuminated and approaches to the definition of this category are described. The concept of «social enterprise» is characterized in accordance with the basic approaches to its definition. The main features of a social enterprise are considered and substantiated. The impact of social entrepreneurship on the economy is determined and the concrete consequences of its development are described. The status of social entrepreneurship in Ukraine and the main tendencies that define it are characterized. According to the results of the study, the main ways of the State-based stimulation of social entrepreneurship on the main components are proposed. The problems of accounting and forming a mechanism for motivating social entrepreneurship should become a prospect of further research.

The basic aspects for motivation of students of accounting and economic specialties in learning outcomes are disclosed in the article. The overall effectiveness of learning outcomes was studied by the level of satisfaction of their needs (from primary to secondary) in the accordance with A. Maslow’s theory. The factors which influence the learning outcomes of students of accounting and economic specialties are spectrally determined. It is argued that the nature of the student’s educational activities, including the form of its conduct, significantly affects his interest in learning outcomes. Possible types and forms of stimulation, primarily material, of Ukrainian students in achieving high results of study abroad, on the example in Poland, are fragmented. European universities have a prerogative before domestic ones in improving the effectiveness of student education by guaranteeing students a high level of education and social guarantees, scholarships and successful employment in the specialty after graduation, that is indicated in the article. It is emphasized that one of the important factors in improving the students’ own learning outcomes in Poland is adequate financial support, as students can receive different types of scholarships that are comparable with the results of studies. Relevant recommendations that will help increase the motivational activity of students in their learning outcomes, which is to develop and maintain a cross-cutting educational policy both at the national level and at the level of the respective university are provided. The recommendations as to stimulation of students in learning outcomes mainly relate to financial security and further employment in the chosen profession as listed in the research.

The article is aimed at researching the theoretical aspects of enterprise costs management: researching the approaches to defining the nature of costs, classifying them, and applying principles, methods and management functions to improve the efficiency of managerial decisions. The essence of the concepts of «costs» and «management of enterprise costs» are researched. According to the results of comparative analysis it is defined that there is no single concept of these categories in the scientific literature, views on these categories among scholars are very different. The costs are classified, depending on management objectives, on three following directions: costs for defining the self-cost of production and gain of profit, valuation of stocks; costs for making managerial decisions and planning; costs for implementing the process of control and regulation. In order to improve the costs management process in the enterprise, theoretical bases of management are researched and supplemented as follows: principles, functions, methods. The principles are defined in accordance with the general management principles and the special principles regarding the costs of enterprise. These principles can serve as a basis and set the direction of the entire system of cost management, for each enterprise they should be defined in view of its features, both economic and organizational. The functions of costs management in the enterprise are proposed to be defined in accordance with such elements of the management cycle: planning and forecasting, organization, motivation, accounting and analysis, control. In order to improve the management of enterprise costs, consisting in a search for costs optimization and ensuring their planned level, the basic methods of cost management are considered. The following methods of the management of enterprise costs are researched: direct-costing, target-costing, kaizen-costing, benchmarking of costs, accounting by functions, LCC analysis, theory of limitations.

The article is aimed at carrying out a statistical study on the foreign trade in book products (the group of goods with code 4901 according to the Ukrainian classification of foreign economic activity goods) to identify the dynamics of indicators. The statistical study includes: analysis of the dynamics of Ukraine’s foreign trade in goods with the code 4901 (2009-2019); analysis of the seasonal shifts in Ukraine’s exports and imports for the group of goods with the code 4901 (2010-2019); determining the balance of Ukraine’s foreign trade by the group of goods with code 4901 using the P. Niven index; evaluation of the intensity of intra-industry trading in products of the specified group using the G-Lindex index; calculating the Ukraine’s coefficient of trade connectivity with its main trading partners as to this group of goods. The carried out statistical study of the foreign trade in book products shows its positive dynamics in 2015-2019. An analysis of seasonal shifts in exports and imports of this group of goods during 2010-2019 showed that the largest seasonal export shifts were observed in November and April, the smallest in January and August; import volumes began to grow from August and peaked in September. The assessment of the balance of foreign trade for the specified group of goods indicated that it was as balanced as possible during 2010-2012. The calculation of the coefficient of trade connectivity identified Ukraine’s dependence on the Russian Federation in the trade regarding the group of goods with the code 4901, primarily because of the significant size of the market of the latter.

The article is aimed at developing the theoretical and methodical bases for implementing a comprehensive approach to auditing the remuneration of labor. The need for a comprehensive approach to auditing the remuneration of labor is substantiated. The purpose and procedure of comprehensive audit of remuneration of labor are defined. The main objectives of the comprehensive auditing the remuneration of labor are formulated, which include: checking the compliance of the remuneration of labor system with the legislative norms and the provisions of collective agreements; evaluating the competitiveness and wage differentiation, transparency of remuneration; analysis of the wage structure; evaluating the execution of the appropriate functions by remuneration of labor; examining the level of employee satisfaction with the remuneration of labor system. Methods for collecting information for carrying out audits of remuneration of labor are defined. The article contains a list of the legislation acts regulating the issues of remuneration of labor and the internal documents regulating the issues of remuneration of labor at the enterprise that be subject to audit. The components of the audit of wages accounting operations are provided. The article contains the methodical bases for evaluating the competitiveness and wages differentiation; analysis of the wage structure; execution of reproducing and motivational functions by wage; evaluation of transparency of remuneration of labor; timely payment; level of employee satisfaction with the system of remuneration of labor. The formulated methodical bases and the instrumentarium can be used by employers, directors of enterprises, trade union organizations, audit companies performing a comprehensive audit of remuneration of labor. As a result of the comprehensive audit, the enterprise’s management will receive valuable information to make changes to the system of remuneration of labor in order to improve fairness and competitiveness of wages, increase motivation, loyalty of employees towards the enterprise.

The analysis allows to draw conclusions that at the present stage important aspects of further reform of the system of the State financial control and audit, ensuring their efficiency and minimizing corruption should be the solutions to the following problems: implementation of the provisions of the Conception of implementation of the State policy in the sphere of reforming the system of the State financial control; improvement of the provisions of the legislative framework and formation of a methodology for the conduct of various types and forms of the State financial audit by the State audit bodies; cooperation with European authorities to counter financial and economic crimes; expanding the measures of influence by the State audit service of Ukraine on unscrupulous heads of the State authorities, local governments, economic entities and violators of financial discipline, budget legislation; increasing the responsibility of budget managers to implement and develop internal controls to raise awareness of the nature of the State internal financial controls and accountability for their performance, particularly to society; expanding access to information resources; increased control by the Accounting Chamber of Ukraine and the State audit service of Ukraine over local budgets; changing the system of training and further development of the State auditors, introducing international approaches to continuous professional development into domestic practice. It is determined that increased competition in the financial media markets in Ukraine, in particular with global banking groups that have progressive banking technologies, requires Ukrainian banks to accelerate integration with other elements of the socio-economic system, other banking institutions. It is defined that the solution to this problem is connected with the need to create cluster initiatives in the financial services market. The research is aimed at identifying opportunities for the creation of associations of financial institutions in Ukraine in the form of a banking cluster. It is suggested that a method of hierarchy analysis should be used to solve this task. A hierarchical model of choosing a bank cluster scenario is built up, which consists of two levels. The choice at the first level of this model of the set of features inherent in cluster forms of the organization, namely territory, concentration, innovation, competition and interconnectedness, is reasoned. At the second level of the hierarchical model, the choice of the main indicators that determine the formation of banking clusters is substantiated. The generalizing results of the analysis of the selected indicators are presented. The expediency of using three main indicators is substantiated: number of branches, financial stability and balance profit of bank, which have the greatest impact on the possibility of creating a banking cluster. A cluster analysis is carried out, which resulted in the formation of six banking clusters. It is determined that the main advantages of creating banking clusters in Ukraine are: strengthening the image of regional clusters, facilitating information exchange within the business environment, direct financing of individual projects, expansion of banking networks, promoting transnational ties with other clusters or regions.

The article considers the essence of the concept of «financial stability of a banking institution». Both the external and the internal influences on the activities of commercial banks in the current socio-economic conditions of Ukraine are classified and defined. It is pointed out that the bank itself plays a leading role in financial stability, subject to effective regulation and the use of domestic methods of ensuring financial stability. The existing methodical approaches to assessing the financial stability of banks used in domestic practice are analyzed. On the basis of studying the components of the bank’s financial stability is suggested that the quality of assessment depends on the depth and completeness of accounting of all factors, as well as on the status of the information provision. It is defined that the analytical information provided by the National Bank of Ukraine (NBU) is one of the most significant. Therefore, it is advisable to increase the level of information provided to banks by expanding the volume of official information provided by the NBU, as this information is almost irreplaceable with information from other sources. The main drawback of assessing the financial stability of banks is that this assessment is based on an analysis of the facts that have already occurred, i.e., on the determination of a static financial stability. The analysis and generalization of existing approaches reveals significant differences, both in the components of financial stability and in the indicators used for assessment. It is noted that the methods of assessing the financial condition of bank on the basis of analysis of coefficients and integral methods of assessment have become the most common. A comparative analysis of the existing methods of ranking the financial stability of banks is made.

The article is aimed at highlighting the features of formation of financial results of small businesses. Approaches to defining the essence of the concept of «financial result» and the factors influencing the formation of financial results of the enterprise’s activities are considered and generalized. The procedure for forming the financial results of a small enterprise is defined. When considering the features of the financial performance of small businesses, it is identified that their incomes are decreasing and their costs are rising. This leads to an increase in the loss, and running at a loss is a sign of the crisis status of enterprise. The factors leading to strategic crisis, profitability crisis and liquidity crisis at enterprise are defined. The need to introduce anti-crisis management of enterprise in order to overcome the loss, as well as ensure sustainable development is substantiated. It is determined that the main role in the enterprise’s anti-crisis management system belongs to the wide use of financial stabilization mechanisms. It is determined that the financial stabilization of enterprise should be carried out according to the following stages: elimination of insolvency; restoring financial stability; changing the financial strategy to accelerate economic growth. According to the research results, it is advisable for small enterprises to apply effective, tactical and strategic financial stabilization mechanisms.

Fintech provides opportunities to obtain financial services in new ways, minimizing the need for a client’s presence in the bank’s office, financial institution, etc. The development of the Internet and mobile devices has led to the rapid development of fintech, particularly in the sphere of payments. The article explores the trends and prospects for the development of payments as one of the popular directions of financial technology through the prism of companies that occupy a leading position in this sphere. The main directions and stages of development of such fintech companies, key aspects in their activities are researched. In particular, the publication compares the main stages of development of «Ant Financial» and «Paytm» in terms of indicators of market capitalization, number of users and scope of activity. It is researched how new payment services make life easier for users. The current trends in the development of the payment sphere and their spread among the leading companies in this sphere are analyzed. In particular, studies have shown that only two companies – «Ant Financial and «Paytm» – cover all relevant aspects (services) in the payment sphere, while others – less. This is because such companies (e.g. «Compass», «TransferWise» and «Klarna») have focused on a narrow sphere of activity. At the same time, all companies pay considerable attention to protecting consumers from fraud and various falsifications. «Fintech unicorns» have their electronic wallets, pay a lot of attention to the speed of payments, simplify the process of paying for purchases on the Internet and create alternative networks of retail payment services and money transfer systems. The publication describes the development prospects for the fintech companies. In particular, new ways of authenticing customers, using blockchain technology, etc. are promising and relevant.

The main aim of the research is to systematize the basics of benchmarking to introduce it as an instrument at enterprises, as well as to identify the role of benchmarking in the strategic management of innovative development and competitiveness of enterprise. The historical prerequisites for the formation of modern benchmarking are considered. The purpose of benchmarking, its theoretical and methodological aspects are analyzed. The structural characteristics of benchmarking and the stages of its implementation are researched and systematized. It is noted that one of the promising methods of obtaining information in innovative development is benchmarking. It is emphasized that with the use of benchmarking can be revealed what position an enterprise takes in a certain area and how this position is won. The forms of benchmarking, which are most often manifested in practice, are studied and their characteristics are presented. The advantages and disadvantages of implementing the instrument of benchmarking at the enterprise are compared. Conclusions are formulated that emphasize that benchmarking of the enterprise allows to understand how well each aspect of the business works, and to identify which spheres need improvement. This process involves analyzing specific indicators and tracking the indicators related to long-term goals. Benchmarking allows businesses to measure progress and make strategic changes. The importance of benchmarking in the strategic management of the enterprise’s innovative development is also underlined. It is stressed that in a highly competitive environment it is necessary not only to have in hand modern instruments of innovative development, such as benchmarking, but also be able to constantly improve these instruments.

The article is aimed at researching the key directions of improving the efficiency of the logistic system of producing enterprises. It is determined that the logistic system should be formed in the same direction as the mission and objectives of the enterprise. The main components of the operation of logistics are supply, production, marketing, sales, transport facilities, staff. The importance of forming a structural and organizational model of the organization of logistic system at the enterprise is substantiated. It is advisable to include into the structural units of the enterprise the following: supply department; marketing department; sales department; wholesale warehouse or distribution center; transportation department; logistics department. The essence of functioning of the developed structural and organizational model of the logistic system consists in orienting the development of enterprise towards those directions that correspond to its interests and opportunities of organizational and economic development, in improving efficiency and competitiveness by forming up economic potential. Consequently, efficiency of such a system will depend directly on the conditions and completeness of its integration into the production processes of the enterprise on the basis of formation of an appropriate information base. The development of a logistic system will allow more accurate planning of the enterprise’s production and supply activities at the highest and middle levels of management. Improving the competitiveness of producing enterprises depends to a large extent on the efficiency of their logistic activities within the organizational framework of each separate enterprise and in the processes of interaction with partners in the integrated supply chains. This necessitates carrying out constant monitoring of the efficiency of logistic processes and, in general, the efficiency of the logistic system of a complex organizational, economic, technical and technological system, covering the totality of logistic entities involved in it, the implementation of flowing processes, as well as the legal, organizational, management, methodical and informational basis for their interaction. The integrated model of the enterprise’s logistic system to improve efficiency and competitiveness will be the subject of further developments.

The article is aimed at forming a system of risk assessment and neutralization and analyzing their impact on the process of intellectualization of management of the holistic development of industrial enterprises of the railway transport machine-building. The results of the research show that the scale of the economic crisis negatively affects the activities of industrial enterprises of railway transport machine-building, reduces their efficiency of production and increases the level of influence of risks of different etymology of origin under the influence of both the internal and the external factors. The usage of traditional methods and instruments to avoid and neutralize risks in the new economic environment does not produce the desired results. Analysis and assessment of the risk impact do force the industrial enterprises of railway transport machine-building to introduce provisions of modern riskology, which need an active position directed towards comprehensively limiting the risk in their activities. It is possible to assess the optimal level of risk and develop an effective management model through the formation of intellectual-innovative theoretical and practical risk management issues. The proposed scientific-practical approach to reducing and neutralizing risks in the process of intellectualization of management of the holistic development of industrial enterprises of the railway transport machine-building includes the identification of the causes of risks and their types with the aim of constantly monitoring, assessing, analyzing and forming efficient managerial solutions for their maximum neutralization. Risks can be both potential sources of additional profit and carry losses for industrial enterprises of the railway transport machine-building.

The article is concerned with researching the role of emotional intelligence in the activities of managers. The authors carried out a study, which consisted of two stages. In the first stage, with the help of the methodology of scientists of the Rotterdam Emotional Intelligence Scale, the level of formedness of emotional intelligence was diagnosed in a group of magistrands studying at the educational institutions of the city of Zhytomyr in the specialty of «Management». In the second stage, by interviewing experts – the directors and managers of enterprises in the city of Zhytomyr – their opinion on the role of emotional intelligence in management activities is researched. According to the results of diagnosing the magistrands, the highest indicator has the identification of their own emotions, the lowest has the use of emotions to achieve the goal, which reflects the insufficient formedness of emotional competence in students in general. The results of the survey of experts at the enterprises showed that they highly valuate the role of emotional intelligence in their activities. At the same time, they are not fully aware of the difference between emotional intelligence and other types of intellectual abilities, as well as the role of its individual structural elements. According to their valuation, emotional intelligence is necessary in solving a wide range of professional tasks, most of which involve the performance of basic functional responsibilities: recruitment, training and motivation of staff. Comparison of the results of the diagnosis of the level of formedness of emotional intelligence in magistrands and the valuation of its role in management practice reveals a significant discrepancy between them. There are two possible explanations for this gap: 1) the high valuation by practitioners of the role of emotional intelligence is based on traditional perceptions of the content and means of management activity; 2) the average level of formedness of emotional intelligence among students is the result of its insufficient development through curricula. The results can be used in professional counseling, in the selection and training of managers.

The article is aimed at studying the theoretical bases and practical aspects of organization of the staff motivation system in the network of grocery stores «ATB-market». It is defined that in order to improve the system of motivation of the «ATB-market» staff it is necessary to combine the theoretical provisions of substantive and procedural theories of motivation. The substantive theories of motivation are based on human needs, that is, a feeling of lack of what is difficult for a person to live without, or through which a person feels a certain discomfort. The procedural motivational theories analyze how a person distributes its efforts to carry out different tasks and chooses a particular type of behavior. Two research methods were chosen: interviews and questionnaires, which were to provide the most effective information during the study. The purposes of interviewing and questionnairing is to understand the motivation of workers in the food trade; identify strategic ideas to motivate workers; understanding which remuneration systems should be prevalent. It is defined that the high motivation and comprehensive professional development of the staff of the «ATB-market» grocery stores chain is a huge asset. The main factors that attract and support an employee in the organization include: regular pay increases; availability of a commission; recognition from the leadership; contact with experienced managers; good sociability among the staff; high prospects for promotion through the ranks. Analysis of the carried out interviews and questionnaires allows to conclude that the basic needs of a lower level need to be met before one moves on to meeting the higher-level growth needs.

The article is aimed at researching the current requirements of the labor market for marketing specialists, the scientific-methodical aspects of the formation of professional competences of the higher education applicants in the specialty of «Marketing» and the development on this basis of a model of training of marketing professionals. The job advertisements placed on the job search sites are analyzed and the employers’ requirements for the competence and personal characteristics of marketing professionals are diagnosed. A profile of a marketing professional is formed, reflecting the basic competences that employers expect from potential employees in the field of «marketing, public relations, advertising». Analysis of foreign and Ukrainian scientific publications allows to define the following ways of solving the problems of marketing education: developing the meta-skills (critical thinking, ethical decision-making, creative thinking, definition and solving of problems, ability to write in business style and set priorities) in the future marketing specialists; forming abilities in negotiating processes; gaining knowledge about market analysis methods, new product developments, business development and business plans introduction. A scheme of analysis of the professional marketing sphere is proposed, which can be used to determine the degree of compliance of theoretical and practical knowledge of graduates of the specialty of «Marketing» to both the requirements of employers and the standard of higher education. A model of training of marketing professionals is built up on the basis of the competence approach, which includes targeted, methodological, substantial and effective components. The mechanism of gradual development of the learning and cognitive activities of students of the specialty of «Marketing» is defined. On the basis of the mechanism for gradual development of the learning and cognitive activities of students of the specialty of «Marketing» a knowledge base is created, which includes the results of analysis of the content of professional activities and the marketing instruments.

The article is concerned with solving theoretical, methodological and applied issues of use of merchandising in the activities of retail trade enterprises in the face of increased competition in the consumer market of Ukraine. A classification of types of merchandising is systematized, closer defined and supplemented, due to the lack of a unified approach in the scientific literature to the systematization of classification features of merchandising, definition of and study on some of its types. A classification of types of merchandising is developed, which is adapted to the specifics of work and development of the national retail trade facilities and takes into account the peculiarities of functioning of this sub-sector of the market economy. The essence of types of merchandising is defined and a characterization of them is provided. The main instruments inherent in a particular type of merchandising are specified, the use of which will allow the retail trade facilities to respond expedite to changes in market conditions and to optimally combine the objectives and tasks of commercial activities of the trading enterprises with the needs of consumers. The developed classification will contribute to a better theoretical understanding of this marketing technology and will allow more efficient use of modern marketing instruments for sales management, distinguish between the advantages and disadvantages of their application in the retail trade enterprises, will help to increase sales volumes, gain the competitive advantages for retailers.

The currently established situation in the Ukrainian media market suggests a conclusion that no accurate forecasts can be made as to the development of certain directions in the production of advertising, use of which would ensure winning the attention of the consumer. Therefore, there is a need to find ways to attract the attention of consumers to advertising materials. The purpose of the article is to identify ways to attract the attention of consumers to video advertising. Achieving this goal necessitated finding solutions to the following tasks: identifying sources of new ideas; analyzing the basic elements of a quality video advertising; research on human emotions; consideration of the main modern technologies used in the production of video advertising. The use of efficient advertising instruments in order to attract the consumer is possible only after a full understanding of the prospects and specifics of the development of the local advertising market. The publication examines the main tendencies and results of the work of the Ukrainian media market. The main prospects for its further development are analyzed. Certain algorithms to find new ideas for advertising messages are determined: from selecting certain available techniques to using relatively new concepts such as social media. The basic elements that can form a high-quality video content are analyzed. The emphasis is placed on the fact that human emotions are, in terms of the efficiency of advertising, one of the most interesting and complex parts of the process of its creation. The authors review the main modern technologies that are used in the creation of commercials nowadays. Their pros and cons are identified. It is determined that emotional storytelling will become more popular with regard to capturing the attention of the consumer.
