The article is aimed at substantiating problems and means of convergence of social security system in both Ukraine and the EU in the process of European integration. The main directions of research of social security system are considered. Tendencies of development of social sphere and provision of social security of Ukraine in comparison with the countries of the EU are characterized. It is concluded that the status and level of quality of life in Ukraine is inferior to the same average in the EU countries. The main threats to social sphere functioning and social security system formation in Ukraine are determined. The means of convergence of social security in Ukraine and the EU are proposed, distributed by such components as reproduction of population, development of social sphere, maintenance of the labor market functioning, regulation of labor migration. Prospects for further researches in this direction are defining the formation of basis of strategy of strengthening of social safety of Ukraine in the process of its European integration

The article is aimed at substantiating the need to protect commercial secrets, analyzing the economic and legal consequences of violating a commercial secret, developing proposals for improving the legal regulation of relations connected with the protection of commercial secrets based on a comprehensive analysis of current legislation. It is determined that protection of the right to a commercial secret provides for the application of appropriate legal, organizational, technical measures that create conditions for exercise of the subjective right to a commercial secret. Moreover, the general criteria for commercial secrets protection is be using of such measures as special clerical work, marking of documents containing commercially valuable information, cryptographic means of protection, and insurance against the risk of disclosing. We consider it expedient to refine and adopt the Law of Ukraine «On Commercial Secrets». Additionally, all security measures that apply to commercial secrets are developed today at the local level and are applied directly by persons, employed by enterprise, who define information that constitutes a trade secret.

The article researches the basic directions of transformation of competitive relations in conditions of globalization. The theoretical contribution to the formation and development of the theory of competition and competitive advantages of representatives of behavioral, institutional, neoinstitutional and neo-classical directions of economic theory is analyzed. It is concluded that under the influence of globalization, such types of partnership relations as cooperation, сoevolution, consolidation become wide-spread. Preconditions of transition from the strategy of rivalry to the partnership relations are defined. The competitive advantages, which are obtained by business entities due to the development of partnership relations, are characterized. The authors provide examples of the world companies which reoriented their competitive strategies towards coopetition interaction; examples of strategic alliances, which are concluded by global competitors as a result of such interaction, are considered. The conceptual model of ensuring competitiveness of the national economy on the principles of transformation of competitive relations from rivalry to cooperation is proposed; the main competitive advantages associated with establishing long-term partnership relations are defined.

The article is aimed at researching the factors of economic cyclicity and identifying the regularities of the country’s development in conditions of globalization. The changes of indicators of economic cyclicity in the context of four states of socio-economic system and also the crisis dynamics of Ukraine are analyzed. The change of the economic indices for the world countries in 2008–2017 is explored. Discrepancies of the components of economic system of Ukraine in contrary to the needs of competitive development of advanced countries are defined. It is determined that trade and investment are the leaders of this period of economic recovery. According to the results of research on the economic cyclicity factors, the authors came to the conclusion that Ukraine is again on the verge of economic survival. However, despite considerable difficulties, the country retains the potential for recovery, and with accelerated reforms, changes in the public administration system, active involvement in global production and financial flows, etc. Ukraine will be able to take a worthy place in the world economy in a relatively short period. Prospect for further research in this direction is a substantiation of modeling the global economic cyclicity, and at the conceptual level there is a need to refine some concepts together with a logical use of them in practice.

The article is aimed at researching the tendencies of development of the global market of machine-building and, accordingly, defining features and prospects of development of Ukrainian machine-building enterprises. The article is aimed at defining the main risks associated with the process of preparing and implementing the technology conception of Industry 4.0. The publication considers the conception of Industry 4.0, discloses the content of its key technological components and constituents. The author defines the changes that will occur under the influence of spreading the Industry 4.0 in both the production and the business processes, in the processes of organization of production, marketing, development and sale of products, in the forms of competition and formation of consumer value. The long tail business model is presented, allowing to disclose the advantages provided by the Industry 4.0. The key opportunities and perspectives provided by the conception of Industry 4.0 are determined. The three main groups of risks accompanying the Industry 4.0 are formulated as follows: risks of entering into the conception, risks of non-entering, and risks of its implementation. Features of each group are covered; the risks related thereto are allocated; their content and character of manifestation are determined. The risk of loss of business relations is considered separately and the reasons for its occurrence are substantiated. It is proved that the Industry 4.0 opens new horizons for enterprises and national economies and creates preconditions for qualitative changes in the global economic relations. At the same time, aside from new opportunities, it brings along a number of significant risks, exacerbates the need for balanced and timely decisions at the level of States, business and science, which would not only take attention of the positive impact of new technologies and technological concepts, but also prevent the probable negative consequences of both the introduction of the Industry 4.0 and the refusal from it.

The article is aimed at researching the regional aspects of structural modernization of Ukraine’s economy. It is determined that during the period of economic growth both the national industrial and the national agricultural complexes could not implement the strategy of modernization and restructuring. All the changes were of spontaneous nature and were caused mainly by changes in the international environment. It is proved that the main task of the structural modernization of Ukraine’s economy at the regional level is to create conditions for development of the key sectors of economy, which will be determined by the quality of human capital, the level of technological perfection, and the status of production infrastructure. It is substantiated that each region of the country has its own specific features, connected with geographical location and economic relations of enterprises, which should be taken into consideration when researching the regional aspects of structural modernization of Ukraine’s economy.

The article is aimed at disclosing the regional features of the sphere of water supply and sewerage in Kharkiv region for formation of perspective directions of development of this industry. It is identified that the public utilities of Kharkiv region have tendencies of development, inherent for the Ukrainian public utilities in general: constant decrease of volumes of provision of water supply and sewerage services; high level of deterioration of water supply and sewerage networks; significant losses of water in the network; unsatisfactory technical condition of the enterprises of this industry; stable excess of the actual cost of utility services over the average rate of implementation; absence of own sources of improvement of technical condition of water supply and sewerage systems. Prospective directions for further researches are improvement of financial and economic mechanism for functioning of the industry, development of own sources of financing on the basis of a stimulating tariff formation, expansion of the existing sources of income by connecting of new consumers to water consumption and sewerage systems, search for additional sources of income.

The article is aimed at improving the fundamentals of diagnosis and determining the impact of staff competence on the economic security of oil refining enterprises under the influence of macro-environment conditions. The basic principles of the theory of competences in view of the possibility of application of competence approach to ensure the economic security of oil refineries are considered. The article identifies and substantiates the presence of dependence of the level of general competence of the resource and financial-economic groups of the determinants of economic security of Ukrainian oil refineries from the investments in staff of the economic departments of the researched enterprises. For this purpose, the econometric model with distributed lag has been developed and applied, the use of which allows to define the long-term multiplier effect of growth of the level of the indicator of total competence of the resource and financial-economic groups determinants of ensuring economic security and the effect of motivation to the development of staff competencies.

The article is aimed at identifying the reasons for changing the competitiveness of participants of the international economic system in view of the customs factor, as well as determining the equilibrium volumes of each participant’s product supply to the market. The research made use of the methods of mathematical modelling. As a result, the intervals of competitiveness of both domestic and foreign producers when selling products in the national market are defined. It is determined that when the self-cost of production of domestic producers increases so much that foreign producer becomes competitive in terms the national market, the volume of products in the national market decreases. However, this decline in output is not as drastic as it was when foreign producer had been forced out of the market, that is, the presence of foreign producer smooths the decline in output. It is noted, that at increase of the self-cost of production of domestic producer the latter becomes uncompetitive, and the national market deals only with the production of foreign producer. Scientific novelty – it is proved that one of the key factors that ensure competitive advantage of the produced products is the scale of production, which can be achieved by expanding the market and reducing the self-cost of production.

The research is aimed at developing an algorithm for valuation by credit institution of the credit limit for a natural person-borrower, with regard to his socio-demographic characteristics, using the logistic regression tools. The improvement of the procedure for valuation of the solvency of an individual borrower is to integrate an empirical approach to the definition of solvency (based on the ratio of official income and expenditure of an individual) with the economic and mathematical methods, allowing to consider the available retrospective data of the financial institution about borrowers and to identify statistically significant regularities. The key role in the algorithm of estimation of credit limit is occupied by development of the logit-model for classification of borrowers for classes of «reliable» and «unreliable», the classification force of which will be to a large extent determinative as to the predictive quality of defining the amount of the credit limit. The publication presents an example of application of the logit-model for credit scoring, including quantitative and qualitative variables, with the help of which the socio-demographic characteristics of borrowers are described. The procedure of using the proposed algorithm is illustrated on the basis of such logit-model.

The aim of the article is to improve the diagnostic instrumentarium for assessing the economic security of the country. One of the biggest problems of economic security in Ukraine is the presence of regional developmental imbalances, therefore, it is proposed to assess the level of economic security of the country by calculating the integral indicator, which should be understood as a generalizing macroeconomic indicator that comprehensively characterizes the current status of national economy security in a regional context. The assessment of the level of the country’s economic security is proposed to be carried out with a hierarchically constructed system of indicators, which includes integral, complex and partial indicators. Diagnostic instrumentarium for assessing the economic security of the country implies the use of correlation and taxonomic analyses, as well as the scaling method, which allows determining the level and disproportions of regional development and can serve as a basis for developing a strategy to ensure the economic security of the country together with its regions.

The aim of the article is to analyze the positions of Ukraine in the basic rankings of investment attractiveness and competitiveness; identify the key obstacles restraining the attraction of financial resources to the agro-industrial complex; suggest the ways for solving the main problems concerning investment attractiveness of the domestic agricultural sector. The evaluation of the efficiency of an agrarian policy is carried out with the help of the Total Support Estimate (TSE), which indicates the volume of gross transfers received from taxpayers and consume. The amount of and trends in capital investment into agriculture of Ukraine within 2010–2017 are analyzed. The main drawbacks of the existing investment management system of agricultural enterprises in Ukraine are determined. Based on the research results, the authors put forward suggestions for improving the investment climate in Ukraine, which will contribute not only to a greater openness of the Ukrainian economy but to a complete inclusion of the agricultural sector of Ukraine to the global food security system as well.

The article is aimed at: studying the components of organizational-economic provision of airport services quality management; defining the qualitative component of services through allocation of external and internal factors of influence on the performance of airports; determining the methods of adaptation at airports. The evolution of quality management is considered, the views of researchers on definition and interpretation of concepts of «quality» and «quality of service» are systematized. Defined are: concepts of quality of both airport services and quality management system of airport services; organizational-economic factors that ensure the proper quality of airport services. The results of performance of Ukrainian airports in recent years are analyzed. The qualitative component of services is substantiated through allocation of external and internal factors of influence on performance of airports; methods of adaptation (improvement) in airports are defined in order of their complication: reorganization, reengineering, reforming, and restructuring. Prospect for further research in this direction is studying the influence of organizational-economic factors and methods of improving the airport’s operations on the competitive advantages of airport service, which will lead to a general improvement of the airport performance and airport service quality management in particular.

The article is aimed at researching the current tendencies of social insurance and their influence on the development of insurance protection in Ukraine. It is determined that the existing system (model) of social insurance in Ukraine belongs to the social-democratic, which presupposes active participation of the State in social security and social insurance and, unlike similar systems in other countries, is State-operated. The current status is researched and tendencies of development of social insurance both abroad and in Ukraine are defined. It is determined that the social insurance system established in Ukraine is insufficiently effective, informationally closed, opaque and poorly controlled, which leads to large-scale abuses. It is emphasized that among the measures to improve the system of social insurance in Ukraine public-private partnership is quite weighty, able to ensure the attraction of additional financial resources to the system. The author suggests reform of social insurance in general and of the pension system in particular by intensifying development of the third level of pension provision, based on the non-State pension funds and the combination of opportunities of both social and personal (commercial) insurance for the implementation of pension and health insurance.

The article is aimed at generalizing the theoretical approaches to the research of essence and components of the process of the ecologization of economic development as the main factor of optimization of relations in the system of «human – nature» in conditions of ecological crisis. The essence, components and factors of the process of the ecologization of economic development in conditions of ecological crisis are considered, the views of researchers as to definition of the concept of «ecologization of both human and society» are systematized. It is substantiated that the ecologization of person implies the formation of a completely new view on the correlation of natural, cultural and social aspects of economic development. The contemporary socio-natural situation is such that it requires from a person to develop a new worldview, which scientists call eco-oriented and which would be free both from the pompous understanding of oneself as «king of nature», and from the «complex of inferiority» in relation to nature. It is concluded that nowadays the necessity of solving ecological problems poses a twofold problem for modern human: harmonization of relations in the system of «human – nature» and formation of a new type of the human as such.

The article carries out an analysis of the logistic activity of the world countries (including Ukraine and other countries of the former Soviet Union) and defines the main tendencies of its development based on the value of the international Logistics Performance Index (LPI). Creation of the system of value-oriented indicators with the subsequent monitoring of the enterprise’s value allows to predict and minimize negative consequences of crisis phenomena. The article analyses methodical approaches to the value-oriented management of finances of enterprises. The recommendations on its introduction into the domestic practice of financial management are substantiated. The main systems of indicators of value-oriented management are explained on the example of CJSC «Rosava». The financial condition of the enterprise is estimated and its main problems are defined in the short term. It is proved that using the value-oriented indicators should not be considered solely as an instrumentarium for diagnosing the crisis financial condition of enterprise. To obtain maximum effect from such use, they must be introduced into a holistic system of anti-crisis controlling, i.e. in the system of strategic and operational planning, motivation, analysis and control.

The article is aimed at researching the methodological bases for classifying the enterprise’s material circulating assets. It is specified that the efficiency of management of current material assets is significantly influenced by the existence of a scientifically based classification, which enables more thorough organization of accounting, carrying out analysis, planning and forecasting, identifying certain correlations in their kinds, sources of formation and accounting their influence on the results of operating activity of enterprise. On the basis of studying of works of domestic and foreign scholars, and also considering the available in practice classifications as to material working assets of enterprises, the most typical signs of classification are allocated and the current approaches to definition of new ones are studied. Based on the peculiarities of management of this type of assets, the authors systematize, generalize and supplement the classification of material circulating assets. The variety of these classification characteristics creates objective preconditions for increasing the level of validity of managerial decisions in the current difficult economic conditions.

The article analyzes the works which constitute the basis of development of organizational guidelines of accountance of operations under concession agreement. It is determined that the problems of accounting of operations under the concession agreement were not raised in the domestic accountance. Arranging the information links is essential to establish a set of objects for the accounting display and the fulfillment of terms of a concession contract. An information model of interaction between the concessionary and the concessionaire is constructed, and a characterization of the specified information model is provided. The proposed model comprises: announcement of competition for participation in a project of public-private partnership, implemented in the form of concession; submission of documents for participation in the competition for substitution of private partner – concessionaire; conclusion of concession contract; transfer of the concession object; settlement of concession payments; obtaining financial results from performing the concession activity by private partner. It should be noted that an important component is identification of all possible objects of accountance at the stage of transfer of the concession object. In turn, the order of the accounting display at the newly created enterprise and at the existing one will differ.

The article substantiates the contents of risk management. The existing approaches to definition of the essence of both risk management and risks management are generalized. It is determined that formation of an efficient institutional structure of the risk-oriented system of counteraction to the funds laundering, financing of terrorism and financing the proliferation of weapons of mass destruction (FL/FTPW) by improving the personnel, financial, informational, methodical provision of counteraction to the FL/FTPW is the basis of development of the risk management system. Namely the indicators of the financial security are of great significance in the provision of risk management in the activity of the State financial monitoring service of Ukraine. An econometric model is built and its basic characteristics are defined. It is determined that the most important in the development of the system of risk management in the activities of the State financial monitoring service of Ukraine are the indicators of the ratio of the number of the information messages about the suspicious financial transactions of banking institutions to the total number of the entities of primary financial monitoring (EPFM) of banking sector together with the ratio of the information messages about the suspicious financial transactions of non-banking institutions to the total number of the EPFM of non-banking sector.

For this purpose it is necessary to generate new means of achievement of socio-economic goals, in particular intensive attraction of funds. To such innovative technologies belong fundraising, crowdfunding, and crowdsourcing. The article is aimed at researching the status of introduction of the single social contribution (SSC) in Ukraine, evaluating its efficiency, identifying problematic issues and ways to improve the system of charging the SSC. The system of single contribution for the State compulsory social insurance specially plays a significant role in financing the social sphere of Ukraine. Efficiency of the national social protection system depends on the timely receipt of insurance contributions. The authors consider the essence of the single contribution to the State compulsory social insurance, efficiency of introduction of the single contribution rates, carry out an analysis of the status of arrears in the payment of the SSC in Ukraine and, in particular, in the Vinnytsia region, as well as factors that cause such situation. The analysis identifies a number of issues that require immediate solutions. The main ones are the high burden on the Fund of economic entities’ wages. It is substantiated that this state of affairs inevitably leads to the formation of arrears in the payment of SSC. The ways of improvement of the legislation on payment and accrual of the SSC are provided, a radical reforming of the mechanism for administration of the SSC is proposed.

The article is aimed at disclosing the essence and role of budgets of territorial communities in the system of financial provision of the local self-government, defining the approaches to formation of local budgets as a weighty instrument of the socio-economic development of territories. An important task is to determine the role of the institution of local finances in the modern economic environment, the need to introduce institutional changes in the budget process, the carrying out of administrative-territorial transformations. The inter-budgetary transfers and budget expenditures play a decisive role in increasing the volume of financing of social programs, ensuring financial stability, and strengthening its influence on the socio-economic development of territory along with balance of the local budget. It is expedient to increase the innovation component of local budgets, the volume of financing of social programs, decrease dependence of local budgets on transfers from the State budget, ensuring economic and financial stability, strengthening the influence of regulation of the inter-budgetary relations on the socio-economic development of territories.

It is determined that the development of corporate culture contributes to the efficient development of enterprise. It is concluded that any organization that aims to succeed should promote a spirit of unity and common interests and responsibility in order to create a sense of loyalty, solidarity and pride among its employees. One of the main reasons for attracting Western professional managers is that in Ukraine there is still a shortage of local professional managers.

The article is aimed at researching the theoretical and practical aspects of organization kinds of remote work and considering its advantages as an efficient form of employment of staff. Information and communication technologies (ICTs) have a direct impact on the economy through the creation of new jobs and the transformation of the labor force. This transformation has led to a number of atypical forms of employment, one of which is remote work. The categories of employees who are most interested in the remote work form are provided. The advantages and disadvantages of remote work are analyzed for all interested parties: employers, employees, and the State. The emphasis is placed on the fact that, despite certain shortcomings, remote work is demanded and promising in view of tendencies in the development of the labor market.

The article concerned with researching the concept of adaptive management. It is determined that adaptive management is a managerial activity, organized as an interconnected set of actions of the subjects of functioning and aimed at supporting the level of competitiveness. The theoretical and methodological bases of development of the system of adaptive management of enterprise are generalized, which includes the main purpose, object, principles of adaptive management and the main mechanisms. The mechanisms of adaptive management of enterprise are defined as follows: organizational, economic and legal. The system of adaptive management of enterprise assumes possibility and ability of the enterprise, depending on changes of environment and internal factors, to maintain stability in the long-term perspective and to provide an appropriate level of competitiveness. The prospect of further research in this direction is formation of an economic mechanism for adaptive management of enterprise.

The article is aimed at forming the modernized conception of controlling, oriented towards the functions of anti-crisis management of industrial enterprises. A comparative characterization of operative and strategic controlling is carried out. The general scheme of the modernized conception of controlling of industrial enterprise is provided. It is determined that the controlling system is one of the innovative instruments of anti-crisis management, which allows an industrial enterprise to occupy stable positions in the market and be adaptive, relevant and emergent. On the basis of the carried out research, the conception of controlling, oriented towards the functions of anti-crisis management of industrial enterprises is formed. It is concluded that directors of the majority of national industrial enterprises do not use the system of controlling in their own activities due to insufficient awareness. This significantly worsens the performance of industrial enterprises, affects the reduction of their competitiveness and leads to insolvency, illiquidness and unprofitability.

The publication defines the directions of adaptive management of enterprises in the pharmaceutical sector on the basis of experience of the advanced countries of the world. It is specified that the present day pharmaceutical sector needs to attract investments, restructure and diversify the export structure in the direction of increasing the share of knowledge-intensive, high-tech pharmaceutical products, corresponding to the International GMP Standards. Having analyzed the experience of the advanced countries in the field of pharmacy, the author has concluded that the majority of countries apply an integrated model of adaptive management, allowing enterprises in the pharmaceutical sector to increase their production potential and consolidate their positions in the global pharmaceutical market. The integrated model of adaptive management of pharmaceutical enterprise which can be used for enterprises in the pharmaceutical sector of Ukraine is built. It is concluded that adherence to the principles of adaptive management of enterprises in the pharmaceutical sector will ensure the appropriate level of competitiveness of enterprises, stimulate their further economic growth and development and establish an efficient process of managing the resistance towards changes.

The article analyzes the status of seamen training in Ukraine. The main problems and directions of their solution as to training of seamen in the higher marine educational institutions (HMEI) are defined. The concepts of «proactivity» and «proactive management» are researched, the authors’ own understanding of proactive management in the system of seamen training is presented. In the proactive management, the first priority is the optimal combination of classical maritime education with computer technologies in such a way that the level of training becomes higher, the range of services is expanded, and the cost of provision of the educational services is reduced. According to the authors, the VR- and AR-technologies are at the forefront. It is emphasized that the financial side of implementation of proactive management requires very significant costs, but as a result, all stakeholders win, because these costs will ensure the use of the potential of existing opportunities in the global maritime market. It is determined that the introduction of proactive management in the system of seamen training will be active in case of establishing partnership between the HMEI and the shipping companies.
