The article analyzes one of the main integrating factors of society – social values. To study the system of social values of modern Ukrainian society, the article uses the data obtained during the most large-scale up to date international research project of researching social values – the World Values Survey. The value orientations of Ukrainians in the economic sphere of life are considered: doing business, professional activities, income difference, unemployment problem, gender and age inequality, place of work, type of labor, etc. Following the methodology of the project, all values are reduced to four main types: values of survival, values of self-expression, traditional values, and secular-rational values. On the basis of the analysis of sociological data it is concluded that for Ukrainian society more characteristic are the values of survival and secular-rational values. At the same time, the traditional values are substantially common, i.e. there is a certain value symbiosis.

The article is aimed at substantiating the theoretical and methodological bases for increasing the efficiency of the State policy of ensuring economic security in the conditions of external hybrid aggression. It is proved that conditions of financial-economic and informational globalization create preconditions for deformation of the established approaches to realization of applied bases of the State policy of maintenance of economic security of the State. The nature, specificity and nature of destabilizing influence of hybrid threats on the processes of ensuring economic security of the State are identified. Approaches to the implementation of security at the macro level in the context of the growing transformations and processes of globalization of financial, economic and informational nature are developed. The conceptual mechanism for realization of the State policy of ensuring economic security of the State in conditions of financial, economic and information globalization is substantiated.

The purposes of the article are provision of methodical recommendations as to organization of export activity at enterprise (especially – where to register and what permitting documents to receive), and also consideration of the package of documents, necessary for export customs clearance of goods to the countries of the European Union. The European Union quotas on products from Ukraine together with restrictions on the movement of goods across the border of Ukraine are analyzed. All important steps of a potential exporter are divided into stages: organizational; documentation; obtaining permissive documents with the allocation of responsibility centers for the creation of relevant documents and the execution of registration actions.

Housing and communal utilities is an independent branch of the national economy. The purpose of functioning of the housing and communal enterprises is to satisfy the needs of the population and economy units in the services that provide normal conditions for life and work. In housing and communal utilities, an important place is occupied by enterprises of water supply and wastewater disposal. One of the largest housing and communal enterprise in City of Kharkiv and Kharkiv region is the KP «Kharkivvodokanal». At present time in the system of KP «Kharkivvodokanal» the preparatory work is carried out in terms of elaboration of the program mechanism for management of the energy saving process in the composition of reformation measures for the period up to 2020 and for more distant temporary horizons. Thus, the article proposes a variant of a energy management scheme. The calculations showed that the organization of resource saving at enterprise includes technical and technological, human, intellectual, financial, information, political-legal, ecological and other elements, which are an important and integral part of energy saving.

The publication is aimed at disclosing the problems arising in the sphere of interaction of the members of a territorial community with the bodies and officials of local self-government (LSG) concerning its implementation, and potential ways of solving these problems. Within the terms of the carried out research the following problems of interaction of LSG entities have been disclosed: imperfection of normative-legal base regulating the procedure of interaction of LSG entities; excessive cumbersome structure of the public administration apparatus; lack of interest of the LSG parties in cooperation; lack of trust between local authorities and the public; lack of an effective mechanism for the implementation of feedback; low level of public consciousness of the population and, as result, absence of an effective algorithm for implementation of LSG.

In the publication, using factor analysis and method of major components, the main factors influencing the development of renewable energy sources are identified and substantiated on the example of Europe. The study applies the Bartlett’s criterion of sphericity and the calculation of the adequacy grade of the sample of Kaiser-Mayer-Olkina. The calculation is made by means of the IBM SPSS Statistics software. The most important factors of the development of renewable energy sources have been determined using the data array for the last 10 years. The number of main components has been defined, also the correlation matrix, the matrix of components, the covariance matrix and the component diagram have been built. A system of linear equations of dependent factors and the main components, which is based on the calculated data, is presented. The carried out research has showed that the greatest dispersion is made by components such as total energy production from renewable energy sources, total power of renewable energy sources and final energy consumption, which in the total make up 90.6%. An analysis of factors in accordance with the obtained calculations is carried out.

The article substantiates the essence of investments, their content and existing inconsistencies in the economic characterization of this concept. On the basis of the legislative interpretation of investments, essence of investment process, its components and stages of implementation are allocated. Emphasis is placed on the need to attract foreign and national investments in the economy as a whole and the development of the agrarian sector in particular. The current status of investment activity of agricultural enterprises of Vinnytsia region is researched; constraining factors in terms of attracting investments in the agricultural sector are outlined; ways of improvement of investment strategy, investment provision, and innovation development of agrarian sector of Ukraine in general and of Vinnytsia region in particular are suggested. On the basis of the carried out research both the priority and the profitable spheres of investment in agrarian sector are indicated, among which the most important are: renewal and modernization of assets of agrarian enterprises; introduction of high-performance crop cultivation technologies; creation of capacities for development of processing of agricultural production.

According to experts, inclusive tourism today can be called a rapidly developing sector of the tourism market. Disability or person’s functional limitations is a complex social factor whose impact cannot be ignored by any society. The article is aimed at researching the problems and prospects of infrastructure development for the needs of inclusive tourism and defining the priority directions of formation of such infrastructure in Ukraine. The world tendencies of development of inclusive tourism, in particular in the European countries, are studied. The current status of development of inclusive tourism in Ukraine and prospects of improvement of the corresponding infrastructure are analyzed. The recommendations on enhancement of development of this type of tourism on the basis of stimulation of development of industries, which directly or indirectly are involved in tourism business, are elaborated.

The article presents a sequence of formation of portfolio of the socially directed actions at enterprise that is developed within the framework of the conception of social responsibility of business, based on the theory of interested parties. The choice of social actions and projects is proposed to be carried out with attention to: target settings and motives of social programs realization; line-up of the company’s stakeholders; priority for stakeholders of social events taking into consideration their composition (economic, social, environmental) and directions of realization (external, internal environment); readiness of enterprise for introduction of socially directed actions. A typology of the social profile of trading enterprise with allocating of key characteristics and indicators of assessment is presented. The authors provide the methodical bases for determination of priority of solving economic, ecological, social problematic issues with attention to importance of stakeholder, level of risk of activity of enterprise depending on materialization of expectations on the part of a stakeholder along with importance of social problems to the latter. Directions and indicators of readiness of enterprise for introduction of social actions are determined.

The article is aimed at deepening the theoretical bases of the bank reorganization processes in Ukraine and determining practical recommendations on improving the mechanism for their implementation. The approaches to definition of the concept of «reorganization of bank» are considered and systematized; the author’s own definition of the concept of «reorganization of bank» is highlighted. The carried out economic-mathematical modeling has allowed to estimate the value of transactions of mergers and acquisitions and has caused possibility to make forecast of further situation in the market of mergers and acquisitions of banks of Ukraine. Ways of improvement of banks reorganization processes as to their financial recovery and entering the European and global markets are suggested. The issues of diagnosing the status of reorganization of banks in the context of developing practical recommendations for managerial decision-making require further research.

On the basis of analysis of scientific approaches the concept of «financial capital of enterprise» is clarified, under which usually is understood the capitalized sum of financial resources of enterprise, being the sources of formation of its assets and received by means of financial instruments and efficient work. The functional characteristics of financial capital are reflected, allowing to a deeper understanding of its content and role in the activity of an economic entity. The main stages of financial capital diagnostics are presented, which makes possible to carry out its analytical research comprehensively and logically. The approach to allocation of components of financial capital according to separate classification characteristics is deepened that allows to approach in detail to its diagnostics in the context of various sources of formation and directions of use. The methodical approach to analysis of use of financial capital by separate directions is developed and the basic indicators characterizing efficiency of its use in activity of enterprise are reflected. The methodology of carrying out factoring analysis of the profitability indices of financial capital is substantiated, which can provide the results for further identifying of the influence of internal factors on the change of efficiency of its use. Application of the developed methodology of financial capital diagnostics will allow enterprises to evaluate the results of financial activity in detail and comprehensively, to approach on a reasonable basis the process of decision-making in the direction of formation and use of capital.

One of the main priorities of tax reform in Ukraine is the reform of bodies of the State fiscal service, because they are dealing with significant amounts of funds, which constitute a significant share of the country’s GDP. The fiscal service as such is one of the largest organizations in the public sector, which most often contacts the business and, accordingly, more often becomes the object of complaints on the part of the latter. The structure and subordination of tax services may differ significantly depending on the State system, the level of development of the country and other factors. Accordingly, instruments for evaluating and comparing the efficiency of their performance can also differ. The publication carries out a comparative analysis of the instruments used to diagnose the status and tendencies of development of tax administration in Ukraine and the world-wide, as well as te system of indicators that is used by the SFS for planning and evaluation of efficiency of the own work. A comparison with the system of indicators of the diagnostic instrument TADAT (Tax Administration Diagnostic Assessment Tool) and the indicators used in informational and analytical materials of the Organisation for Economic Cooperation and Development is carried out. Distinctions of national practice of evaluation from the world analogues are allocated.

The article is aimed at developing the methodological foundations of statistical research of injuries as a base of building an informational-analytical and methodical provision of their preventing. The necessity to use reliable data on health condition, use of medical services and determinant of health is substantiated. As an example of instrument for collecting such information, used in international practice, the European Health Interview Survey (EHIS) is considered. The main European indicators of health status related to injuries (the European Core Health Indicator – ECHI) are defined. The statistical data on the main indicators of health status according to the ECHI, concerning injuries, are analyzed by the world countries for 2013-2015. Special attention is paid to the definition of peculiarities of formation of one of the main international standardized databases on health care – the European Injury Data Base (IDB). The distribution of injury results in the EU is considered by severity together with the structure of registered injuries in 2012–2015.

A competent building of communications with authorities, and later analysis of communicative technologies, allow to get a qualitative competitive advantage in the modern market, where the struggle for each client is conducted at the micro-economic level. This article is concerned with analyzing of approaches to definition of the concept of «Government Relations» and consideration of GR as a specific form of communicative management, which is now often used by corporate structures in the political aspects of their activities. The authors of the article consider the main types of GR-management communications, which are based on a certain program of actions and are aimed at creation and maintenance of favorable relations with public authorities. The attention is drawn to the fact that GR and PR technologies are insufficiently worked out at the theoretical level, the following number of problems is allocated: distrust of the population towards powers; secrecy of information and lack of necessary explanatory work; weak organizational structure; poorly established public relations; lack of funding. As part of the analysis of the implementation of Government Relations by the authorities, the authors consider the fundamental aspects of the non-institutional structures of public authority on the example of lobbyism.

A generalization of existing approaches to understanding of the concept of «organizational changes» is made. Influence of factors of external and internal environment on occurrence of changes is substantiated. The evolutionary nature of organizational changes and their immanence in the enterprise activity are considered, which induces to introduction of the methodology of changes management at each enterprise. A morphological decomposition of the studied concept is presented according to the following components: essence, content (changing object), manifestation (result). The essence of franchising is considered as a form of business organization on the example of mechanism for application of its individual types. The dynamics of growth of the number of franchising institutions in the world and the branch structure of international franchising are researched. The US franchise market is analyzed. It is determined that the use of franchising model at the international level is a competitive advantage for U.S. exports. The article considers issues of formation of brand of enterprise through the prism of defining the factors influencing this process. The emphasis is placed on the consumer, which is the main goal and around which the marketing strategy concerning the brand is to be built. The branding factors are systematized in two groups: those that are directly dependent on enterprise (subjective), and those on which it can not affect (objective). The general and concrete weight of each of these factors in the process of evolution of a trade mark is defined. The irrational loyalty, which is the result of synergy of subjective-objective factors and represents a weighty element of this system, influencing the consumer’s adherence to a brand, even in crisis periods, is separately indicated. According to the results of the analysis, the optimal set of the main factors is determined and the necessity of increased attention to them by the companies-owners of brands or those who aspire to this status world-wide and, specially, in Ukraine is noted.

The article is concerned with analysis of the «theory of idle class» by T. Veblen as methodological basis of institutional approach to professional accounting judgment in the context of European integration. In the course of the research the «theory of idle class» by T. Veblen was analyzed from the standpoint of formation of the dominant worldview, also the interrelation between it and the multivariance in accounting had been determined. The used methodological approach provided to formulate the assumption about the animistic nature of influence of multivariance on the accounting profession, this influence will be intensified in implementation of the International Standards of Financial Reporting (IFRS), which accompanies integration processes.

Institutional theory predicts that organizations consider social fitness and conformity to institutional environments as more important then technical and economic needs and this social conformity over time results in homogenization on the macro level. The theory is well supported by empirical evidence but at the same time there is a tendency for many researchers to misinterpret their data and arrive with confused and distorted conclusions. This paper makes attempt to analyze two major methodological approaches in institutional studies – quantitative and qualitative analysis of institutional effects on organizations. We analyze these two approaches with regard to their ontological and epistemological fit with theoretical apparatus of institutional theory and suggest strong and weak sides of both methods. The paper concludes with a suggestion that qualitative methods are more useful in interpreting data while quantitative approach fits better for empirical tests and theory refinements.

The essence and constituents of the regulatory potential of the State in terms of ensuring customs interests are researched from the standpoint of systemality and comprehensiveness. The carried out analysis of scientific approaches on application of the instrumentarium of regulatory potential of the State made possible to identify its main constituents, which directly impact the customs interests of the State, their spectral measurements helped to evaluate the fundamental basis of interaction. In the course of the research, it is determined that besides the leading role of the customs policy, the regulatory potential of the State is an important mobilization resource capable of effectively impacting the ensuring of customs interests. Both analysis and systematization of scientific-theoretical developments in the field of the chosen vector of research, allowed to define essence of the State administration as one of the main components of regulatory potential of the State ensuring of customs interests. Emphasis is placed on the static character of administrative management, which impacts the implementation of ensuring customs security and protection of customs interests, also directions towards eliminating the relevant contradictions are proposed.

The article is aimed at defining the level of interrelationship between corporations and regional integration associations. An interaction of interests of international corporations and regional integration associations is determined. In particular, competitive advantages of regional integration organizations and the interests of international corporations in the course of development of integration associations are allocated. It is proved that cooperation within the framework of an integration association opens up additional opportunities for corporations to increase access to necessary productive resources, and this, in turn, is one of the most important motives for deployment of transnationalization. Distribution of the largest corporations by sector of economy is carried out depending on the indices of market capitalization. The research used the indicators of flows of both inbound and outbound investments for the period of 1970–2016 from four regional integration associations – NAFTA, EU, ASEAN, LAS. On the basis of calculations the values of indices of dynamics of input and output foreign direct investments have been determined, which have shown, that modern corporations act as immediate bearers of two key tendencies of internationalization of world economic activities. It has been proved that corporations have become not only key actors in the world market, but also define basic trends in the international trade in goods and services, international capital movements, and play a key role in the creation, development, and dissemination of innovations.

The task of distribution of the ranked objects by the smaller number of other objects is set. The first objects are named objects of the first kind, the second objects are the objects of the second kind. The rating of the totality of objects of the first kind, included on the attribute of belonging in the object of the second kind, is suggested to be calculated through the procedure of the weighted aggregation which represents a product of number of the above mentioned objects of the first kind and the average weight coefficient calculated through the average rank (rating) of the totality of the objects of the first kind. An example of such a task is the distribution of ranked universities by the world countries according to one of the global world ratings. The task is extended to the calculation of the integral rank (rating) for an arbitrary number of rankings of different objects of the first kind, distributed on the given number of objects of the second kind.

The article is aimed at researching the theoretical approaches to formation of business models of enterprises, their main components, methods, directions together with their influence on the possibilities of adaptation of enterprises as the main elements of business engineering of enterprises. Modern theoretical approaches to definition of the concepts of «business engineering» and «reengineering» are analyzed. A definition of «business engineering» is proposed. The modern approaches to formation of business models of activity of enterprises are traced. The existing business models are distributed according to the level of their theoretical and empirical substantiation. It has been found that the combination of several approaches to the formation of business models gives enterprises the opportunity to form a truly effective business model of their activities. The use of theoretically based business models provides an opportunity to select components for the enterprise’s functioning and build an empirically substantiated business model upon their basis. Such an approach represents the opportunities for the enterprise to approach the formation of the business-engineering system in a comprehensive way, using the global theoretical achievements in this sphere, and to take into consideration its own practical differences.

The statistical approach to accounting the activities of public catering facilities and its evolution are reflected. The dynamics of quantitative and structural changes in the network of public catering facilities are analyzed and prospects of their development are planned. The dynamics of the market of public catering services and capital investments are estimated. The prospective trends of development of the Ukrainian public catering system are described using the elements of SWOT-analysis.

The article is aimed at studying the theoretical and methodological foundations of inclusive development as a means of overcoming unnecessary inequality and countering poverty. The issues of inclusive development of the economy are being actively discussed all over the world. The slowdown in economic growth is not limited to a number of developing countries, but also to developed ones. This, in turn, stimulates changes in social and economic policy instruments. This number includes the search for a new model of social and economic development, which will be able to answer the current challenges facing the world society. The authors prove that a model of economic growth based on neoliberal principles leads to a sharp polarization of society on the poor and the rich, and refute the claim that economic growth automatically leads to a reduction in inequality. It is substantiated that inclusive development is the key to the humane development of society and the most important factor in overcoming poverty. The index of inclusive development is considered as an adequate alternative to GDP and index of human development. The general conditions of creation of inclusive institutions are suggested.

The article is aimed at studying the theoretical and methodical foundations of identification and assessment of risks arising at engaging of venture business to development of industrial enterprises. The types of risks presented in the scientific literature, arising in the process of engaging the venture business, in particular, in the development and implementation of a venture project are considered. On the basis of analysis of the theoretical aspects of venture risks it is suggested to distinguish common and situational risks of engaging of venture business. The common risks are understood as the risks arising independently from the enterprise, which seeks to engage venture business, the situational risks, in turn, arise directly depending on the way of engaging of venture business. The research of methodical bases of assessment of venture risks has demonstrated that the methodical approaches presented in scientific literature do not cover the full spectrum of risks of development and implementation of venture projects. The methodical approach to the risk assessment of the development and implementation of venture project, providing for determination of the amount of possible losses at each stage of development and implementation of the venture project is substantiated according to development scenarios. Prospect for further research is a detailed analysis of the factors preventing the engaging of venture business to the development of industrial enterprises, as well as forming a list of additional risks of venture activity of enterprises.

The features of functioning of the innovative currency «bitcoin» in different world countries, methods of its extraction and storage are researched. The possibility of using bitcoin by Ukrainian consumers of services is considered. Advantages and disadvantages of its use in comparison with fiat money are identified. The possibility of outflow of fiat money from the real sector of economy into the shadow sector due to interaction and exchange of fiat money for non-fiat money is substantiated. The value of bitcoin is predicted using the polynomial function of the fifth order trend. The forecast value of the value of bitcoin as to September 2018 is received at the level of 7528–8285 USD.

The author’s attention is focused on transformation of approaches to the deficitary financing of economy. The article is aimed at analyzing features and individual tendencies of the export-import of medicinal plants in Ukraine for formation of a strategy of development of medicinal plant raising in the course of further scientific researches. The analysis of imports of medicinal plants to Ukraine was carried out, during which it was determined that for 2016–2017 a gradual increase in the volume of imports of medicinal plants in Ukraine was characteristic. The performed analysis of exports of medicinal plants from Ukraine showed that the average annual rate fluctuated at the level of 3 thousand tons of products. The largest exporters of domestic production of medicinal plant raising are such countries as Poland, Great Britain, Latvia, and Germany. In general, the brief analysis of features and individual tendencies of the export-import of Ukrainian medicinal plants testifies that volumes of exports exceed the volumes of imports, and there is a certain potential therein, the possibilities of its materialization will be concern of a further research.

The article is aimed at researching the structural-territorial organization of retail trade network of Ukraine, with a retrospective characterization of its development in 2010–2017. It is determined that during 2010–2017 the number of trade objects decreased by 39.4%. It is determined that the retail trade network is more developed in cities and settlements of urban type, its relative share by the end of 2017 has risen up to 81%. The structure of retail trade network of Ukraine is considered by types of trade objects. The analysis of the density of accommodation of trade objects along with securing shops with trade area showed a decrease in their values during 2010–2017. As a result of the research it has been determined that the retail trade network of Ukraine in 2010–2017 significantly reduced the scale of development, due to the lack of adequate State support for retail trade, deterioration of the economic situation, military conflict in the eastern part, temporary reduction of territorial boundaries of the country. Prospects for future researches in this direction are determination of regional features of retail trade network development in Ukraine.

The article describes the procedures for identification of the main problem, structuring and analyzing of problems of an organizational system in order to create an information base of the process of forming alternative managerial decisions. This base is a prerequisite for the selection of an optimal management solution aimed at solving the problem that arose under the influence of disturbing factors of the external and internal environment of the functioning of the organizational system and cause a violation of its equilibrium status. To identify the main problem of the organizational system, monitoring of its status is built, which includes the following stages: formation of the objective and an information base; analysis and evaluation of the current status of the organizational system; situational analysis of the problem development; diagnostics of the status of the organizational system at the end of the specified period; report on the monitoring results. To structure the problems, the «problem matrix» method is used in conjunction with the plotting of the problem-oriented graph. The article is concerned with the group of theories of development «from below» which appeared as the answer to criticism of inadequacy in the practice of models of the opposite group – development «from above». The latter theories concentrated exclusively on production processes and economic entities, which proved to be insufficient. The conceptions of development «from below» are focused on endogenous factors, including intangible ones, which regional communities have available. Theories of development «from below» are internally heterogeneous, among them it is possible to distinguish three groups of theories. The first is a group of «soft» theories. Treating the region as a subject of development, they take as a basis the fact that, according to current dominant and proven practice tendencies, development takes place in the context of not only cooperation but also a significant dependence on near and far environment. These theories include the theories of integrated development of region. The second group of theories is the so-called institutional theories. They attach great importance to social and cultural phenomena as factors of economic growth. At the same time, these theories indicate the importance of «self-development» of region. To this group of theories can be attributed theories of endogenous development. The third group of theories recognizes subjectivity and self-development of region together with local territorial units as a starting point for development. These theories include the orthodox theories of regional development and theories of the independent region and local development.

The article is aimed at generalizing the experience of the post-Soviet countries on introduction of financial instruments of modernization of electric power industry sector. The article systematizes data on use of financial instruments of modernization of electric power industry by the governments of the former USSR countries. In addition to grouping of financial instruments by countries, was also assessed the transformation of structure of electricity production in the context of primary sources for 25 years (1990–2015). Attention was paid to renewable and fossil energy sources, with allocation of natural gas in the structure of the latter as more ecologically sustainable. As a result of the carried out research, the conclusion was obtained about the determining role of objective factors in the development of the country’s economy in the technological transformation of its electric power industry sector, while government actions to implement financial instruments for stimulating this process were generally of secondary importance.

The publication identifies the problems of harmonizing economic interests at the regional level. The necessity of research on interests of economic entities of regional level is specified, because contradictory interests of tiered subjects of economic system are manifested through their economic relations. It was clarified that regional policies to ensure sustainable development of the region should be based on economic, social and environmental policies. The approaches to definition of the nature of economic interest are allocated. The authors have reasoned that the main feature of functioning of the regional level is its own, specific system of economic interests connected with presence of many entities of economic activity on territory of the region: enterprises of local, regional, and of the State subordination, various institutions, and private enterprises. It is concluded that regional confrontations of economic interests, unfortunately, are very poorly amenable to regulatory actions by the State and regional authorities. Harmonization of economic interests in the region should be based on a combination of joint efforts by the State, business and society to find directions to eliminate contradictions for a balanced socio-economic development.

The article is aimed at studying the correlation of the income per capita level with the financial support of the educational-scientific sphere, and determining on this basis the directions of improving the efficiency of education financing in the countries with low income per capita, with attention to its potential regulatory-institutional adaptability to the current conditions of Ukraine. The current economic development of foreign countries is analyzed, the countries are grouped according to the criterion of GDP per capita; a correlation between the level of per capita income and the level of the State expenditure on education is determined. It is identified that Ukraine belongs to the countries with low income per capita. Directions of improvement of management and financing of education are suggested, the main of which are: optimization of distribution of financial resources; diversification of funding sources by expanding the range of educational services and attracting resources from the private sector, etc. Prospect for further research in this direction is to determine the interdependence between the level of income per capita and the State expenditure on health, social protection to substantiate proposals for financing at a sufficient level the main activities in which human capital is being reproduced.

The article is aimed at researching the factors of economic growth in the education sphere of Ukraine. It is determined that the result of activities in the sphere of education, provision of educational services at the macro-economic level can be the volumes of gross added value of education, and factors of economic growth can be the number of employees and the amount of capital investments in the researched sphere. The use of the mentioned indicators is substantiated taking into account the modern system of providing information by the State Statistics Service of Ukraine. The article proposes the methodology of practical use of game theory for analyzing of risks of subprocessions of operational processes of agricultural enterprises on the basis of models of components of effectiveness by Burennikova (Polishchuk) – Yarmolenko and relevant indicators. The methodology is considered on the example of processes of formation of gross incomes at five agricultural enterprises of grain products subcomplex as subprocesses of operational processes of these enterprises. A certain payment matrix for the case of non-strategic game (playing with nature) was built. A gains matrix would generate a risk matrix. Two risk matrices are obtained, depending on the two formulas according to which the elements of these matrices are calculated. According to the data of these two risk matrices, the maximum risk values are found in each row, and two corresponding column matrices are drawn from these values. On the basis of the mentioned column matrices, a ranking of risks of functioning of the considered enterprises is carried out. The article researches the risks of functioning of enterprises in terms of effectiveness. Similarly, one can research the mentioned risks from the standpoint of efficiency.

The article is aimed at building the functions of forecasting the indicators of economic development of production, represented by time series. Modeling of changes of financial-economic indicators of production in short and medium-term perspectives is considered. The methodology of detection of anomalies of a time series together with significance of their influence on values of the basic characteristics of a time series is provided. It is substantiated, that forecasting of processes of economic development of enterprises is most optimally executed by means of polynomial quadratic approximation. Use of the proposed approach allows to exclude subjectivity of expert estimation and to increase accuracy and reliability of forecasts. The prospect of further researches in this direction is comparison of real production data of financial-economic indicators of dynamic series with the calculated trends and adaptation to current conditions. Further development of modeling and forecasting of processes of economic development implements the process of constant updating of the model depending on influences of surrounding factors, bringing closer the characteristics of mathematical model to real data.

With the help of the quazi-adaptive model of innovative activity of enterprises of Ukraine, the forecast estimations of the indicator of innovative activity of enterprises of Ukraine for 2019–2021 have been found and researched. The idea of the quazi-adaptive forecasting method consists in accounting the changes in the parameter mark in adaptive models. The behavior of the indicator of innovative activity of Ukrainian enterprises has a characteristic cyclicity that resembles a bucket or cezve in a cut. This figure is suggested to be called the «innovation bucket». The decrease of innovation activity of enterprises in the average by one percent is forecasted. The quazi-adaptive approach to forecasting of innovative activity of enterprises allows to take into consideration not only the adaptive features of behavior of a time series as a whole, but also features of the mark changes present in the model of parameters, interrelation of its components. This makes possible to explore the internal structure of the time series and is positive for practical use.

This publication is concerned with the comparative analysis of existing methods and models of behavior management of socio-economic systems (SES). A significant number of works by domestic and foreign scholars on the issues of economic-mathematical modelling of SES were analyzed. A classification of methodological schemes of SES modeling is proposed. Both macro-economic and micro-economic models have been allocated. Special attention is given to consideration of models of dynamics of socio-economic systems, in particular models of dynamics of time series; models of unevenness and cyclicity of development; scenario models of development; theories of fuzzy sets and neural networks. The provided classification of methodological schemes of modeling of open SES is not complete, however gives the general idea of applied methods and models and allows to choose adequate research instruments according to the set purpose taking into consideration the limiting factors, which, unfortunately, are present in each of the described modeling schemes.

The theoretical-methodological approach to definition of the concept of «mechanism for management of business processes at enterprise of wholesale trade» is proposed: it is purposeful activity of economic entities with the use of a set of methods and means of impact on the integral multiplicity of coherent interrelated functional operations that can be adapted to the appropriate number of economic objectives and are aimed at providing economic resources with attention to functional specificity of a wholesale trade enterprise. The article is aimed at researching activities of the State-owned enterprises (SOEs) in Ukraine. For this end, an analysis of financial results of activity of the State-owned enterprises was carried out, along with an analysis and a comparison of groups of the SOEs according to recommendations on their future status within the framework of strategy of the Ministry of Economic Development and Trade of Ukraine. It is determined that more than a third of the State-owned enterprises recommended to shutdown are dominated by small-assets companies with the close to zero financial results. About a quarter of companies, among which relatively small enterprises are dominating, are subject to privatization. The exception is the State-owned banks, which are the largest actors in the financial market of the country. Almost all major State-owned enterprises are planned to be left in the public ownership. The financial result may not be the only criterion for whether a company be left in the public ownership. It is necessary to pay attention to whether the activity of a company has a social effect which is impossible or very difficult to achieve within the limits of private property. Research on this issue together with development of relevant recommendations are the topic of further study.

The article is aimed at studying and systematizing the experience on motivation and stimulation of staff in the developed foreign countries, the schemes of usage of additional wages. The current schemes of motivation of labor in the countries of the European Union are allocated. The additional pay components and the pay components related to labor productivity are analyzed. The percentage of European workers receiving remuneration for work is determined, as well as the changes that occurred during the period of 2000-2015 are specified. The characteristic features of the system of motivation and stimulation of staff in Sweden and Finland are allocated and described. The methods of remuneration, practical experience on motivation of staff in the foreign countries are generalized. The carried out comparative analysis of the main types of motivation will be useful in the formation of motivation system at domestic enterprises, will help to keep valuable personnel at the current level of wages, motivating the company’s personnel to more productive work.

The article is aimed at studying the practice of organization of activity of heat supply enterprises in developed countries at local level. As a result of the research it was determined that the problems in heat supply are international, and those, which now arise before the Ukrainian thermal power industry, already had to be solved in the European countries. The reforms carried out therein have led to the fact that at almost all European thermal power companies the main directions were modernization of enterprises on the principles of innovation policy, restructuring of management practices, and weighted (flexible) tariff policy. It is substantiated that sustainable development of thermal power engineering at the local level requires transition from the model, in which the priority element is production, to the model, where the main attention is paid to the consumer, that is the transition to the management of interrelationships. And one of the basic principles of reforming and development of heat supply should be the renewed mechanism of cooperation between all stakeholders. The article is aimed at identifying possibilities of transformation of household savings into resource of development of region on the basis of an analysis of directions of investment of household funds and assessment of the real estate market in Ukraine. The main directions of investment of household funds are characterized as follows: investment of funds in bank deposits, purchase and sale of foreign currency, and purchase of real estate. The volumes of investment of household funds in financial instruments and real estate are analyzed in the regional cut of Ukraine. The reasons of low investment activity of households are disclosed. It is identified that only investments in real estate, particularly in the primary market, can simultaneously influence the development of region and bring profit to households. Expediency of development and legalization of the market of rent of real estate for investors and bodies of local self-government is substantiated. Regional programs to promote and support the development of rental market through the provision of targeted credits are proposed to be implemented at the local level. Emphasis is made on the need to differentiate renters for taxation purposes depending on the number of property items in their property.

The article is aimed at mathematical and computer simulation of the transport task of distribution of vehicles with fixed surcharges, or the task with discontinuous objective functions. The main attention was paid to the building of a mathematical model of the situational optimization task, which is often encountered in transportation practice, but does not have a universal approach to its solution. For this type of transport task, both general content and mathematical staging, together with a concrete example of their solution, are provided. The authors have deliberately chosen for the task of distributing vehicles with fixed surcharges an example with a small dimension of transport routes. The purpose is to increase the visibility and simplify the consideration of issues of their mathematical modeling. The issues of computer modeling of such tasks are considered in the article separately. For the first time, a new approach to solving them has been proposed: not only by means of computer mathematics, such as Excel and MATLAB, but using the genetic algorithm of «behavior of bees’ swarm», which has showed the best result in terms of the number of iterations. That, in turn, allows to apply the latter algorithm for the tasks with larger dimensions.

The article is aimed at analyzing the factors of formation of a stable status of socio-economic system, taking into account needs of the economically active population and consumers of final products, using the example of tourism industry. The publication identifies the factors of improving the efficiency of management of the innovation potential of the region’s construction complex, which the author proposes to consider as an aggregate of incentives for a favorable State policy in the innovation sphere. The analysis of the structure of strategic potential of the construction complex of region has proved the correlation between potentials of different levels and between the potentials of one level. Mutual influence of potentials of one level is caused by interchangeability and complementarity of different resources. The Interchangeability property assumes that a decrease or increase in the system of one resource can be compensated in certain proportions by another resource. It is concluded that formation of the advanced technological level of production is not only the most important task in terms of innovation activity of the construction complex, but also a condition of its further development and improvement of competitiveness.

The article identifies the main factors determining the efficiency of housing and communal complex functioning in the regions of Ukraine. It is specified that the enterprises of housing and communal services of Kharkiv region have many problems connected with shortage of labor force at the enterprises of the branch; raw materials, equipment; financial constraints and other negative factors. The carried out analysis of functioning of the housing and communal services enterprises proved that by types of economic activity the share of the enterprises of supply of electric power, gas and air conditioning is insignificant, but decreases, while the share of the enterprises of water supply, sewage, the waste management, on the contrary, increases. The analysis of structure of capital investments by sources of financing of Kharkiv region (in percent to total volume of investments by region) is carried out. The monetary expenditures of households by deciles groups are analyzed depending on the size of capita equivalent money income. It is proved that for sustainable development of the housing and communal services enterprises of Kharkiv region it is necessary to ensure stable financing of construction and modernization of communal infrastructure systems, financing of technical and technological activities, transformation of organizational and administrative structures of housing and communal complex.

One of the main issues of implementation of the concept of sustainable development is the financing of relevant projects, so in modern conditions, along with the three basic elements – economic, environmental and sociological – is also allocated the financial element. The development of the «green economy» has led to the emergence of «green finance». However, there is no single established understanding of the definition of «green finance», thus analyzing existing approaches is the purpose of this research. As a result of the analysis the key approaches to understanding «green finance» are systematized as follows: 1) process; 2) financial investments in various forms of manifestation; 3) financial flows; 4) sustainable financial system. The last approach is determined as the most system-related. The definition of «green finance» via financial system is provided. The subjects and objects are coordinated with the spheres and links of financial system. The obtained results become the basis for further studies on systematization of specific financial instruments and their characteristics.

Consolidation processes in the banking sector are actively developing in different regions of the world, but each region is characterized by its own peculiarities of the process behavior. Europe is characterized mainly by internal consolidated agreements. The consolidation of medium-sized banks is more common than agreements concluded among large banks. As far as international consolidation is concerned, the number of these agreements remains at a very low level. The United States is developing local and regional consolidation, which has a clear upward trend in 2018 in view of factors such as high fixed regulatory costs, low growth due to low interest rates, rapidly changing technology, and financial innovation. These factors caused a structural decrease in the profitability of banks. In the case of Asia, the region has different tendencies depending on the specific country. For example, China is dominated by consolidation transactions in the domestic market. The China’s banks are focusing on growth through diversification and the introduction of other financial services. In contrast, Japan is dominated by consolidation with international financial institutions against a background of slow economic growth and declining population in the domestic market. The main areas of Japan’s consolidation are the United States and the ASEAN countries.

The article is aimed at identifying indicators of the identification and the process of liquidity crisis deployment, determining ways to prevent crisis phenomena of liquidity in conditions of cyclical market development. The scientific approaches to definition of essence of the concept of «liquidity of commercial bank» and the related concepts are generalized, the hierarchical levels of liquidity of the economy are delineated, and the authors’ own interpretation of the concept of «liquidity of banking system in whole» as a qualitatively new level of economic relations is formulated. The concept and types of «structural position» of liquidity of banking system are formed in accordance with the structure of assets and liabilities, its autonomous factors are allocated. A new approach to consideration of the process of liquidity crisis deployment is proposed, in particular on the basis of «liquidity spirals». Attention is focused on the difference between «liquidity spirals» and credit cycle. The authors’ own understanding of «black holes of liquidity» as the most complex manifestation of liquidity crisis has been formed. The reasons, forms of their manifestation and possible consequences are determined. Panic behavior and loss of confidence are allocated among the main reasons for the appearance of «black holes of liquidity». It is proved that the central bank should apply certain regulatory measures in order to eliminate and prevent liquidity crisis.

The article substantiates the author’s own definition of the essence of economic category of «development of research university» as a transition of the management system of research university into a new status under the influence of irreversible, focused and natural changes of technique and technology of organization of educational and scientific activity. This has allowed to put forward and substantiate the hypothesis that the greatest efficiency of development is carried out by the strategy of perfection of priority potentials and spheres of research university at the expense of additional synergistic effect. Also a new management category of «strategic control of development of research university» is introduced and an author’s own definition of it is proposed: a process of formation and implementation of strategic goals and programs to ensure the transition of research university in a new quality as a way to respond to challenges in the internal and external environment to achieve the general mission of the institution. This model provides implementation of process of strategic management and comprehensively develops perspective potentials and spheres of activity of research university. This process is described in six main stages based on the change of the management system of research university at the point of bifurcation, when the old system of research university loses the dominant role under the influence of new attractors that bring the system to a new status of quality change.

The article is aimed at a scientific substantiation of conceptual foundations of controlling in the management of the economic potential of enterprises. It is proved that the economic potential of enterprise is a complex system in terms of management, which should be reduced to managing not individual elements of the potential, but their aggregate. Therefore, there is a need to apply approaches and management methods that would meet the complexity and specificity of the enterprises’ activity. As such a means is proposed to use the controlling system, which combines the functions of accounting, analysis, control, forecasting, etc. It is underlined that the value of the conception of controlling consists in the complexity and consistency of information from different areas of the enterprises’ functioning. The conceptual foundations of controlling in the management system of the economic potential are determined, which consist in formation and organization of an interconnection between purposes, subjects and objects of controlling, its instrumentarium, information base, and economic potential in general with the aim to achieve the strategic goals of the enterprise’s development, in order to ensure a stable competitive position in the market in terms of changing environment.

The article is aimed at the theoretical substantiating and developing recommendations on the use of psychological techniques of pricing on the basis of a research on their influence on consumer behavior. The psychological techniques of marketing pricing are considered: the concept and the place in marketing activity are clarified. A classification of the psychological techniques of pricing depending on psychological influence (formal, meaningful) is presented. A check of psychological techniques in practice, in the current conditions of activity of domestic economic entities, is carried out. A clustering of respondents by perception of psychological techniques of price fixing is presented. The results of clustering show that consumers have a different attitude to the psychological techniques of pricing. This allows choosing of the most attractive techniques, depending on the socio-demographic characteristics of consumers.
