The article is concerned with the phenomenon of establishing the «welfare State» (German Standard), or the «social State» (in Ukraine). The approach used discloses the scientific rather than political nature of the phenomenon. The overall conception is related with the search for substantiation of project as the ideal of a social State. The article discloses the history of active theoretical development of the idea of «social State», «social welfare». The thesis, arguing that the social State is not synonymous with the conception of the welfare State, but rather a new quality of the latter providing for performing social functions in the contemporary terms more efficiently and effectively, has been reflected. Conclusions have been drawn regarding the advisability and justifiability of choice of a project model of the State of Ukraine at the current stage of its development in the aspect of achieving social justice in society.

The main purpose of the publication is to study formation of the household economic behavior modeling in the context of development of economic thought and methods of the economic-mathematical modeling. The study was carried out under the assumption that, when studying the development of theoretical and methodological foundations of the economic behavior of households one must take into account not only the history of development of economic theory, but also the transformation of attitudes in other areas of human knowledge, in particular the paradigm shift in scientific thinking. It has been specified that the massive use of mathematical methods in economics is associated with formation of the marginal theory and at the same time – with the proliferation of the marginal analysis. At the present stage, the economic behavior of households is being analyzed in the terms of concepts such as neoclassicism, institutionalism and behaviorism. But by dividing the concepts of «individual» and «household», it can be argued that precisely the institutionalism in conjunction with synergistic approach provide the basis for elaboration of strategies for the economic behavior of households, ensuring their economic security.

The article is concerned with studying the impact of military conflicts on the national economies. The study is aimed at assessing sensitivity of the key macroeconomic indicators (GDP, share of military spending in the GDP, and unemployment rate) to the military actions, which evolved on the territory of the former USSR countries (Azerbaijan, Georgia, Moldova, Russia, Tajikistan) until 2013. According to the results of generalization of publications on this topic three states of the national economy in relation to military conflicts were allocated: the peace-time economy, the war economy, the post-conflict economy. A reduced financing for the defense sector and rising unemployment in the first post-war years, as well as a gradual increase in the GDP on completion of the military actions in the countries under consideration, have been identified. Some attention was paid to the macroeconomic situation and the State policy in the sphere of national security and defense of Ukraine prior to 2014.

Sharing the costs for balancing the electricity system is an important step towards full liberalization of the market, in line with the other countries in the European Union, where all clients pay the costs for balancing energy system. It can’t be denied the indisputable progress of the liberalization process of the Bulgarian electricity market. The topic of "liberalization" is no longer unknown to stakeholders in the energy sector, from both the supply and in demand stand points. In the article the key problems of the creation of a free energy market for a streamlining of production costs, improving the energy efficiency and introducing competition in the sector in Bulgaria are generalized. Thus, the article is considered aspects of switching from scheme of "Single buyer" to scheme of "Bilateral agreements”. Also, the comparison of the prices for network services in the regulated and free electricity market is conducted. As a result of conducted research there was concluded that Bulgarian energy sector needs changes.

In the article the methodical approach to calculation of the territorial indices of potential and efficiency of investment is suggested, based on the adapted international methods of the UN Conference on trade and development (UNCTAD), which helped to identify the most and the least attractive regions of Ukraine in terms of investment potential. The article identifies 23 indicators for the regional level, grouped into five basic factors: attractiveness of market; price and quality of the labor force; availability of the necessary infrastructure; availability of natural resources, safety of investment activity. The calculations of indices of potential of the investment attractiveness and ranking of regions of Ukraine by the allocated five factors have led to the conclusion that in 2013 and 2015 first place in the overall evaluation was occupied by the Dnipropetrovsk region and the last place – by the Volyn region.

Enterprise’s ability to meet the needs of consumer is determined by the efficient work of all parts of the chain of enterprise’s logistics system: speed of processing orders, production capacity of enterprise, speed of product shipments, transportation to the end customer. The article is aimed at developing a general scheme of modeling the parameters of delay throughout all parts of the chain of logistics system. To do this, machinery of mass service theory was used. The work of small private enterprise «Еkokomplekt» was analyzed. A method for variative modeling the harmonization of work rate of the specific part of the chain with the common needs of the production has been developed. The mathematical programs for numerical characterization of the parameters of delay have been compiled using the mass service theory, positive economic results related to intensifying the rates of service of requirements to the activities of small enterprise have been obtained.

The article is aimed at studying the topical problem of evaluation and forecasting risks of investment activity of enterprises in conditions of uncertainty. Generalizing the researches on qualitative and quantitative methods for evaluating investment risks has helped to reveal certain shortcomings of the proposed approaches, to note in most of the publications there are no results as to any practical application, and to allocate promising directions. On the basis of the theory of fuzzy sets, a model of forecasting the expected risk has been proposed, making use of the Gauss membership function, which has certain advantages over the multi-angular membership functions. Dependences of investment risk from the parameters characterizing the investment project have been obtained. Using the formulas obtained, the total risk of investing in innovation project depending on the boundary conditions has been defined. As the researched target, index of profitability has been selected. The model provides the potential investors and developers with forecasting possible scenarios of investment process to make informed managerial decisions about the appropriateness of introduction and implementation of a project.

The article is aimed at evaluating the impact of individual determinants of stock market on its level of development. The groups of factors, which influence the development of stock market, were considered. Among a number of factors, two have been chosen, which level of influence is possible to adjust by introducing new types of insurance: activities of depository institutions in the securities market and activities of private investors on it. With a view to determining the relationships between factors and the level of development of stock market along with their economic-mathematical substantiation, the method of modeling by the structural equations was used. As a result of the carried out calculations, the hypothesis about existing relationship between the level of development of stock market, the depository activity, and activities of private investors in the securities market has been confirmed, also a mathematical evaluation of the level of the specified relationship has been obtained.

Factors of economic growth as a constituent of the development of systems have been indicated. The development of a model for efficient use of resources is the basis for ensuring the effectiveness of the public production. This requires developing an appropriately and accessible data base. The proposed approaches to integrating the information date base into managerial decision-making processes and to assessing the validity of impact of performance of information systems on the basis of the constituents of effectiveness will contribute to the further development of complex systems and therefore these require further research.

The article is aimed at exploring the cross-correlation dependency between the 11 selected indicators of the scientific-innovation and educational activity of the regions of Ukraine over the past years using the standard features of the MS Excel software. The calculated values of the pairwise coefficients of Pearson correlation changed from 0,66 to 1. The worst-case correlation coefficient, which changed from 0,7 to 0,8, was observed only with the number of students at the beginning of the academic year 2015/16. The article provides seven selected equations of linear regression and their graphs, with the latter equation corresponding to the worst correlation coefficient between the number of students and doctoral candidates (R = 0,6574). The first five equations of linear regression conform to correlations between financing the costs for completing scientific and scientific-technical works by the regions of Ukraine and various indicators of the scientific-educational potential of personnel. In all five cases, there was a high correlation dependency. As result of the study, fairly high correlation relationships among all indicators have been obtained. Prospect for further research is accounting for a larger number of indicators of the scientific-innovation and educational activity of the regions of Ukraine.

The article is aimed at highlighting the strategic principles of formation and development of the biofuel production in Ukraine at a competitive level. The carried out comprehensive analysis of scientific publications indicates the relevance of the pace of development in the biofuel industry as in the world, so in Ukraine. However, the low level of consumption and production of biofuels in our country requires further research of strategic nature. It has been found that formation of the competitive production of biofuels in Ukraine would ensure the positive developments in the economic, energy, agro-industrial, and environmental directions. On the basis of the carried out SWOT-analysis, the author has evaluated internal forces and the system of internal shortages, as well as the resource potential of the agro-industrial complex towards the implementation of existing external opportunities and confronting various threats, emerging in the market conditions during the process of development and rise of the biofuel industry.

The article substantiates the theoretical and practical aspects of freight transportation and forwarding services based on the principles of logistics. The indicators of dynamics of freight transportation in Ukraine compared to last year and the structure by types of transport have been provided. The indicators of the foreign trade performance of Ukraine have been presented, including the counter-current export and import flows, as well as the external trade balance, which directly impacts the volume and dynamics of freight transportation and forwarding services. The main parameters of the transportation and forwarding logistics system were systematized, taking into consideration the technical and operational characteristics of the rolling stock, the route of communication, and the terminals. The role and features of the functions of the inter/ multimodal transportation operators – freight forwarders of the «tonnage customers» have been considered. The article determines principles for the organization of work of freight forwarders, as well as the terms of agreement of the parties when the freight forwarding contract is concluded. The conditions for developing a logistics approach to the implementation of freight transportation and forwarding services have been generalized.

The article analyzes the statistical indicators of the innovation activity of Ukrainian dairy processing enterprises and identifies the main priority areas for improving these processes in the sector. It has been indicated that the strategic direction for their development is the conformity of dairy products with the international standards and improvement of the material-technical base on the basis of innovation. The publication contains a statistical analysis of production volumes in the dairy plants of Ukraine, the number of active in terms of innovation enterprises in the sector, costs and sources of financing them (2010-2015). Given the high rate of inflation in recent years, and with a view to a more accurate comparison, the indicator of the value of innovation costs per one innovation enterprise in the sector has been determined in millions Ukrainian hryvnias, in the comparative prices in 2010, and in the US dollars. It has been concluded that further development of enterprises should take place on the investment and innovation basis. This is possible with the improvement of fiscal, financial, and institutional mechanisms of management. The experience of the EU Member States with regard to economic reforms should continue to be used, leading to the creation of a favorable investment climate in the State in general, and in the industry sector in particular.

The article attempts to generalize the theoretical approaches to the social guarantees and standards as economic categories. The classification of social guarantees is provided. The dynamic parameters for development of the social and consumer standards adopted in Ukraine were considered. An evaluation of the real poverty level under the system of criteria was carried out. The inconsistency of methods for the poverty evaluation adopted by the Ministry of Social Policy of Ukraine and contradiction of its individual indicators has been indicated. The structural characteristics of the population’s income have been determined. The relevance of the existing social guarantees to their real value in today’s economic conditions have been analyzed. Tendencies of falling of the welfare level of population, resulting in a decline in the consumer demand and a narrowing of the domestic market for goods and services, have been identified. The need to take measures to stimulate small businesses, to overcome corruption, and to deregulate the economy has been indicated.

Methods and ways of addressing the problems identified have been suggested. The article provides a detailed description of the methodical support for evaluating the level of development and use of the export-import potential of industrial enterprises. The place of evaluation in the system of management of the enterprise’s export-import potential (EIPE), as well as its conceptual content have been defined. An implementation of the proposed methodical support for evaluation of the EIPE has been displayed on the example of the major industrial enterprises of the city of Kharkiv. It has been substantiated that the objectivity and effectiveness of evaluation of the level of export-import potential of industrial enterprises is methodically ensured by: the system of partial indicators allowing for regular monitoring and diagnosing tendencies in the status and the use of the EIPE; the analytical tool – i.e. cluster, factor, and canonical analyzes to identify causal relationships in the components of potential and to determine the indicators of impact; the development and use of the EIPE, as well as the evaluation procedure itself, which is recommended for implementation in accordance with the appropriate stages.

The article is aimed to study the functioning of Bitcoin in today’s world. The issue of the nature of Bitcoin and tendencies in its development have been considered. Given the growing spread of Bitcoin, the number of transactions and the size of the blocks in the system will but increase. In order to maintain correct work, according to progressive growth, consideration is given to the dynamics of the increasing role of the virtual currency, the payment channels through digital coins, and the importance of assimilating such platforms. An analysis of the methods for international contract settlements was carried out. The relevance of implementation of cryptocurrency has been substantiated. The features of functioning of Bitcoin compared to the world currencies were considered. The economic properties of the block chain were studied. In turn, cryptocurrency suggests that the true value of technology lies in its growing potential. In order to develop a complete picture of the effect and scope of Bitcoin, stages of its development and the current status both in Ukraine and the world as a whole were examined. Accordingly, recommendations have been made to improve the status of Bitcoin in Ukraine.

The role of internal and external environment factors influencing the bank lending policy has been explored. The role of the credit risk management strategy and tactics has been emphasized. The stages of the credit risk management strategy, its main methods and tools have been disclosed. Ways to successfully implement the credit risk management strategy for contemporary banks have been determined.

Essence of risk theories was researched, the concept of «risk» in the bank’s management system were analyzed. On the basis of a theoretical generalization of scientific literature and the carried out analysis of existing risk management strategies to ensure the security of banking business, the strategy of renovation management has been selected. Because bank risks are part of the economic risk system, they are complex in their nature. However, given the importance of bank risks, the interpretation of their essence is still a debating matter. The valuation of assets, in particular stocks, has always been one of the main accounting issues, since there is a variance in the determination of the transaction amount, which is a topical task for management. The article defines methods for valuation of decrease in the production stock, their advantages and disadvantages, considers directions of modeling the stock valuation in Ukraine, the USSR, and the IFRS, for each of these can offer an alternative choice. The current methods have been analyzed, relevance of the application of a common technique for such analysis has been substantiated. A common technique for analyzing the Financial results report has been proposed, which includes definition of the objectives and tasks of analysis, subjects and objects of analysis, sources of its information. Stages of such an analysis were allocated and described. The general sequence of outsourcing of accounting functions has been disclosed. It has been found that determining the procedure and organization of the transition to accounting outsourcing is crucial in ensuring its efficiency, so that greater emphasis is placed on the first stage. A sequence of actions in the substantiation of choice for outsourcing as a form of accounting organization has been determined. The list of criteria of choice from the enterprises-outsourcers for accounting record-keeping has been clarified.

The article characterizes the importance of formation of the new paradigm for improving the system of management in the context of ensuring economic development and social security. At the same time, the publication specifies that the current social policy in our country is not of a systemic nature, that it has insufficient focus on social security. It is emphasized that efforts to overcome negative results should contribute to formation of the socio-economic stability in the country. There is a need to create a new paradigm for the development of education, whereby the contents and basic orientation of training the personnel, in particular managers, must be subordinated to the worldwide trends of socio-economic, scientific, and cultural development. The basic requirements for managers who, in the opinion of the authors, should have a high level of education, culture and communication, have been disclosed. It has been substantiated that, for this purpose, every educational institution must develop the higher education management. This should be facilitated by intellectualization of the educational environment and transition to the educational standards of a new type. The authors have suggested ways for further improving the system of training the personnel, in particular managers, whose activities would contribute not only to economic growth in the country but to social security as well.

The article is aimed at developing an internally consistent system of formal strictly defined concepts of the theory of strategic management of industrial restructuring and substantiating, on this basis, appropriateness of an approach to strategic planning for restructuring, based on the monitoring and management of enterprise potentials. It has been shown that restructuring of the production sphere of industrial enterprise is a process of targeted changes in the structure of enterprise, affecting the material-technical supply, production, and marketing subsystems, which are generally managed at the strategic, tactical and operational levels. A comprehensive characterization of the current and future (of the possible) structures of enterprise may be provided by its potentials. The conception of strategic management of enterprises restructuring based on the development of their potentials dictates certain requirements to the composition of tasks to be solved and the methodological tools used for this purpose, among them, priority should be given to the development of potentially promising enterprise structures and the choice of the most promising ones, as well as methods for assessment of potentials.

The article is aimed at developing the theoretical and methodical aspects of formation of trusting relationship between enterprise and stakeholders. An approach to differentiate all parties concerned in the functioning of enterprise in accordance with the criteria of «level of influence/attitude to enterprise» has been suggested, to provide development of effective approaches and methods of formation of the stakeholders’ confidence. Thus, priority should be given to formation of trusting relationship with stakeholders with the highest level of influence. In doing so, in order to form confidence among internal and external stakeholders, it is necessary to use approaches and methods that take account of their particularities. The form of the trusting relationships between enterprise and stakeholders is suggested to be defined on the basis of available and combined attributes of trusting, i. e. related emotions, intentions, and actions. Assessing the level of trust, inherent to the relationships of enterprise with the parties concerned, will form a strategy of developing relationships with them, directed to overcoming information asymmetry, optimizing transaction costs, harmonizing interests, which in turn will ensure increase in the efficiency of economic activity of enterprise in the long run.

The main subprocesses of the enterprise’s system of staff management have been identified, on the basis of which the purpose has been defined and the staff incentive tasks have been formulated. The conditions, providing the efficient management of staff, have been determined. Differences and common features between the scientific approaches have been disclosed. The article is aimed at identifying contradictions and developing a compartmentalizing as to the interaction between integrated business structures, taking into consideration the branding approach to management. The main specific features and contradictions that arise in the process of integration in the domestic market of mergers and acquisitions have been allocated. The contradictions identified were systematized and substantiated at three economic levels: macro-, meso-, and microeconomic. A compartmentalizing of the business units interaction in a merge or an acquisition process has been proposed. This compartmentalizing takes account of the branding aspect through the introduction of «brands interaction» – cluster interaction, circular interaction, holding interaction, linear interaction, which enhances the scientific view of exploring the problem of business units interaction in the process of the formations becoming integrated. The development of a compartmentalizing as to the interaction between integrated business structures, taking into consideration the branding approach to management, would provide a more effective use of the fundamental nature of branding as synergistic force in terms of the system of integration of business structures at the current stage of development of the national economy. Further development of branding issues in this sphere will have a significant impact on the functioning of the integrated business structures with the participation of Ukrainian companies.

The article is aimed at developing approaches to the service for various groups of customers of coal products in the context of the conception of relationship marketing. Content of the term of «service of the customers of coal products» has been clarified. An analysis of the dynamics of volume and structure of coal consumption in Ukraine was carried out. It has been proven that in organizing the marketing processes in terms of coal enterprise activities, it is appropriate to apply the conception of relationship marketing, essence of which is formation of a partnership based on a customer-oriented approach to the service for customers of coal products. A feature of this approach, unlike the existing ones, is the allocation of different groups of consumers of coal products, taking into consideration the volume of their annual demand and the specifics identified. It has been suggested that a systemic, process, and functional approaches to the organization of processes of service for the consumers of coal products be used in a single complex through the implementation of management functions.

The the article is aimed at studying the nature, structure, tools, and principles of function of the marketing adaptation mechanism for enterprise development. Essence of economic mechanisms for management of enterprise development has been analyzed, importance of the marketing adaptation mechanism in this process has been displayed. The article suggests the definition of the most appropriate marketing adaptation mechanism for management of development as a targeted and advanced response of the internal factors of marketing potential to fluctuations in the external environment, in result of which an enterprise achieves the level of adaptivity, sufficient to maintain the sustainable, dynamic, and continuous development. The author substantiates a structure of building a marketing adaptive mechanism for management of development, consisting of the marketing potential elements (at three levels) along with functional, methodical, and tool-based subsystems. The function of the mechanism itself is implemented through the interaction of the specified subsystems with the external environment.
